-Go on!

-On the run...

-Get back here!

-..and over here.

0:00:020:00:06

Hands out now. Hands out!

0:00:060:00:08

When foreign criminals flee their home countries,

0:00:080:00:11

many hide out in the UK.

0:00:110:00:13

Give me your hands.

0:00:130:00:15

But if they think they're safe, they're wrong.

0:00:150:00:18

They know they're wanted.

0:00:180:00:19

A lot of these people are waiting for that knock on the door.

0:00:190:00:22

But the traffic in fugitives isn't all one way.

0:00:220:00:26

Across Europe, there are hundreds of British criminals

0:00:260:00:30

also trying to escape justice,

0:00:300:00:32

from the sun-drenched Costas,

0:00:320:00:35

where the villains seek a life of luxury,

0:00:350:00:37

to the busy streets of the Dutch capital,

0:00:370:00:41

where many continue their life of crime.

0:00:410:00:44

We join the crack teams hunting them down.

0:00:440:00:47

When you take the risk to come to Amsterdam, as a criminal,

0:00:470:00:50

there's a high chance that we get you.

0:00:500:00:53

When it comes to justice, borders are no barrier.

0:00:530:00:57

You're under arrest under the Extradition Act 2003.

0:00:570:01:00

This is how the police take down the fugitives...

0:01:000:01:03

Police officer!

0:01:030:01:05

..both at home and abroad.

0:01:050:01:07

If you're thinking of running, don't.

0:01:070:01:11

We WILL find you.

0:01:110:01:13

We WILL bring you back.

0:01:130:01:15

On today's programme...

0:01:220:01:24

Hands out now. Hands out now!

0:01:240:01:26

..there's no place left to hide for an armed robber

0:01:260:01:30

wanted by Polish police.

0:01:300:01:32

I'm delighted that he is now out of West Yorkshire,

0:01:320:01:36

and where he belongs.

0:01:360:01:38

It's a rude awakening for this fraudster,

0:01:380:01:41

who thought he'd got away with it.

0:01:410:01:44

You need to understand that you're under arrest

0:01:440:01:46

under the Extradition Act 2003.

0:01:460:01:48

You do not have to say anything,

0:01:480:01:50

anything you do say may be given in evidence.

0:01:500:01:53

And cashing in on crime -

0:01:530:01:55

how confiscating the assets of people on the run

0:01:550:01:58

is helping others stay on the straight and narrow.

0:01:580:02:01

West Yorkshire Police have one of the busiest extradition units

0:02:060:02:10

in the country.

0:02:100:02:11

Get down now!

0:02:110:02:13

Do not mess about!

0:02:130:02:15

Other hand. Now!

0:02:150:02:16

In the past six years,

0:02:160:02:18

they've arrested more than 400 criminals and suspects.

0:02:180:02:22

Open the door, or force will be used to gain entry!

0:02:220:02:26

Contact.

0:02:260:02:28

This is the force's extradition specialist, PC Dave Lockwood.

0:02:280:02:32

And he's teamed up with colleague PC Tom Allen.

0:02:320:02:35

Together, they track down fugitives and arrest them...

0:02:350:02:40

It is the wanted person.

0:02:400:02:42

..so they can be sent to face justice

0:02:420:02:44

in the countries where they're wanted.

0:02:440:02:47

Tonight, they're after a Polish man

0:02:470:02:49

convicted of a series of increasingly violent robberies.

0:02:490:02:53

The offences - the first one's an attack on a shopkeeper,

0:02:530:02:57

where he's gone in and stolen a till.

0:02:570:02:59

The second one is a bit worse than that,

0:02:590:03:02

he's basically thrown some tear gas in, and then a third one,

0:03:020:03:05

he's threatened the victims with Airsoft gun and tear gas,

0:03:050:03:09

and used violence on them to steal money.

0:03:090:03:13

Wanted in Poland,

0:03:130:03:14

violent armed robber Bernard Kulewicz

0:03:140:03:17

was sentenced to three years in prison,

0:03:170:03:20

and has a year still to serve.

0:03:200:03:22

A robbery is not that far away from a murder.

0:03:220:03:24

A robbery gone wrong becomes a murder.

0:03:240:03:27

And the thing about robbery is that it's a very emotional crime.

0:03:270:03:30

It's a very psychological crime.

0:03:300:03:33

And it requires the offender to be quite geed up,

0:03:330:03:36

because it's a confrontational crime.

0:03:360:03:38

So, we'll not take any chances with this lad.

0:03:380:03:40

-Nope.

-Go in, see if he's there, do a search,

0:03:400:03:42

get him cuffed and see what we deal with.

0:03:420:03:45

-See what we find.

-Okey dokey.

0:03:450:03:46

All right, pal, let's roll.

0:03:460:03:48

They have intelligence linking the wanted man

0:03:480:03:51

to five different addresses.

0:03:510:03:53

The first is thought to be the home of his brother.

0:03:530:03:56

SOFT WHISTLE

0:03:580:04:00

That side.

0:04:000:04:01

Do you want to...

0:04:050:04:07

Tom's going to the front door, I'm going to go to the rear.

0:04:070:04:10

So hopefully, he'll get contact up front,

0:04:100:04:12

if you want to stick with Tom.

0:04:120:04:14

While Dave covers the back exit,

0:04:170:04:19

Tom tries the front door for signs of life.

0:04:190:04:22

There's no answer.

0:04:250:04:27

It looks like no-one's home.

0:04:270:04:29

But now the fugitive could be tipped off that police are looking for him.

0:04:290:04:34

He did live there,

0:04:340:04:36

but he doesn't any more.

0:04:360:04:37

So we're going to shoot round to the ex-girlfriend's house now,

0:04:370:04:40

before the neighbours can notify him.

0:04:400:04:42

So, get there as soon as we can

0:04:420:04:44

so he doesn't have chance to abscond if he's there.

0:04:440:04:46

They've got to get to the next house on the list fast.

0:04:490:04:52

Just let me know if they're going up in twos or not, Tom?

0:04:550:04:58

I don't know what's front and back, mate, to be honest.

0:04:580:05:01

They believe this is the home of the wanted man's ex-girlfriend.

0:05:010:05:05

Local police were here five weeks ago,

0:05:070:05:10

responding to a report of a disturbance.

0:05:100:05:13

KNOCK ON DOOR

0:05:130:05:15

Dave and Tom suspect the man involved in that incident

0:05:150:05:18

is the fugitive they are hunting.

0:05:180:05:21

Hello. Can I just come in for two secs and I'll explain to you?

0:05:220:05:25

-Yeah.

-But the woman who answers the door has only just moved in.

0:05:250:05:30

The man they're after is long gone.

0:05:320:05:35

I was sure we'd get him at one of these two addresses,

0:05:350:05:38

it looked really good. So I'm really gutted, to be honest,

0:05:380:05:41

really disappointed.

0:05:410:05:42

They try other addresses and knock on more doors.

0:05:420:05:46

But tonight, they're out of luck.

0:05:500:05:52

The violent criminal they're after remains at large.

0:05:520:05:56

Back to the drawing board.

0:05:560:05:58

These officers won't be giving up the hunt.

0:05:580:06:03

A month later, the Polish robber is in their sights again.

0:06:030:06:06

Have you run those names through?

0:06:060:06:08

I think it was Bernard that was the wanted male?

0:06:080:06:11

-OVER RADIO:

-Bernard, he's showing still wanted.

0:06:110:06:14

The person we're looking for is back at the address as we speak.

0:06:140:06:18

We've got to go for him.

0:06:180:06:20

The Spanish Costas.

0:06:240:06:26

A great place for some sun, sea and sangria,

0:06:260:06:30

but also a magnet for British criminals trying to escape the law.

0:06:300:06:36

Spain has a great lure for fugitives,

0:06:360:06:38

because of how easily

0:06:380:06:41

they can replicate their British life in Spain,

0:06:410:06:44

so they can access English-speaking schools, the weather's good.

0:06:440:06:47

They can still get things like Sky Sports.

0:06:470:06:50

It sounds silly, but it's those little things

0:06:500:06:52

that make life comfortable and gives them a reason to set up home there.

0:06:520:06:56

One shady character who thought he could escape to the sunshine was

0:06:560:07:01

Manchester-born con artist Tony Murphy.

0:07:010:07:05

A fraudster with a taste for exotic and expensive foreign trips,

0:07:060:07:11

Murphy liked to live the high life,

0:07:110:07:14

and had the holiday snaps to prove it.

0:07:140:07:17

Tony Murphy's offending was,

0:07:170:07:19

he was heavily involved in a lot of fraudulent activity.

0:07:190:07:22

Things like overstating his income,

0:07:220:07:24

his employment on credit card applications,

0:07:240:07:27

so fraudulently obtaining credit.

0:07:270:07:29

Murphy got his hands on hundreds of thousands of pounds of cash

0:07:290:07:33

and assets by lying through his teeth when applying for loans.

0:07:330:07:38

He soon came to the attention of Greater Manchester Police.

0:07:390:07:43

When you looked at the patterns

0:07:430:07:45

around his finances,

0:07:450:07:47

and how he lived his life,

0:07:470:07:49

it appeared that he was living a cash lifestyle.

0:07:490:07:52

He was living well beyond any known legitimate means.

0:07:520:07:56

Despite evidence to the contrary, Murphy claimed to be unemployed,

0:07:580:08:02

and said he'd only earned £2,000 in six years.

0:08:020:08:07

But detectives knew he owned two houses,

0:08:070:08:10

one of them on this street in Manchester.

0:08:100:08:13

We could see from even the initial stages of a financial investigation,

0:08:130:08:19

that he was what the police would term "asset rich".

0:08:190:08:22

There followed a painstaking investigation,

0:08:220:08:25

but police were missing the vital evidence they needed

0:08:250:08:29

to prove their case.

0:08:290:08:31

The idea was to expose the lies

0:08:350:08:38

that were told in obtaining the mortgages,

0:08:380:08:42

the credit card agreements, the credit agreements,

0:08:420:08:45

that he had obtained over a series of years, really.

0:08:450:08:49

In coordinated raids, officers swooped on Murphy's properties.

0:08:490:08:54

We executed search warrants,

0:08:540:08:58

we did that at both of his addresses that he owned.

0:08:580:09:01

We actually found him here, on this road, in one of the houses here,

0:09:010:09:05

which is where he was living at the time.

0:09:050:09:08

Murphy was arrested and eventually pleaded guilty

0:09:110:09:14

to several counts of fraud.

0:09:140:09:17

But rather than face time behind bars,

0:09:180:09:21

Murphy packed his bags and went on the run.

0:09:210:09:25

He was now a fugitive.

0:09:250:09:28

But, it didn't take long for the National Crime Agency

0:09:280:09:31

to find out where he'd gone.

0:09:310:09:33

We had some pretty good intelligence from the off that he was in Spain.

0:09:360:09:40

We had some further intelligence, some financial intelligence,

0:09:400:09:43

that suggested his partner in the UK

0:09:430:09:45

had some financial transactions in Spain,

0:09:450:09:48

which confirmed to us what we thought, that he was out there.

0:09:480:09:53

His partner was travelling out to see him regularly,

0:09:530:09:56

so we obviously had an overview of where she was going and when,

0:09:560:10:00

which helped us to narrow it down to the Alicante region,

0:10:000:10:03

so a very popular region with fugitives.

0:10:030:10:05

With the NCA tracking Murphy's family, the net began to close.

0:10:050:10:11

Now the case was in the hands of this woman, Olga Lizana,

0:10:110:10:15

who for five years ran the Spanish national police's fugitives unit.

0:10:150:10:20

Though Tony Murphy didn't know it,

0:10:210:10:24

he was now on her list of wanted fugitives to hunt down.

0:10:240:10:28

I don't think Tony Murphy was stupid,

0:10:280:10:31

but he never realised we were also investigating his family to get him.

0:10:310:10:35

Across the UK,

0:10:410:10:43

a major police operation is underway

0:10:430:10:45

to find foreign offenders on Britain's road network.

0:10:450:10:49

Today, in Redditch,

0:10:490:10:52

officers Karl Lacey and Danny Evans

0:10:520:10:54

are with a team checking local car washes.

0:10:540:10:58

How many people are here today? Four, three?

0:10:580:11:02

One, two, three?

0:11:020:11:04

Nobody else?

0:11:040:11:05

'The car washes are predominantly foreign workers.'

0:11:050:11:08

-Iraq?

-Yeah.

-Right, OK, you haven't got ID cards, then.

0:11:080:11:11

Have you got any form of ID?

0:11:110:11:13

So the reasons for targeting car washes are twofold.

0:11:130:11:16

The first is to make sure

0:11:160:11:17

that there's no people there that shouldn't be working there.

0:11:170:11:20

The second reason for going to these car washes are because,

0:11:200:11:22

working with other partner agencies,

0:11:220:11:25

we need to make sure that these people aren't being exploited,

0:11:250:11:29

and that they have got a level of welfare.

0:11:290:11:32

-What's your name?

-So far, all the workers here have checked out.

0:11:320:11:36

But when they come to this man,

0:11:360:11:37

they find he is wanted by the immigration service.

0:11:370:11:41

This gentleman behind us is an absconder,

0:11:410:11:43

so he's going to be getting arrested.

0:11:430:11:45

I'm not sure of the full circumstances,

0:11:450:11:47

but he's absconded from the immigration service.

0:11:470:11:49

He's not got permission to be here.

0:11:490:11:52

He says he came into the country by lorry,

0:11:520:11:54

but he ran away before the immigration service

0:11:540:11:57

had a chance to process his case.

0:11:570:12:00

PC Matt Britton makes checks to confirm his status.

0:12:010:12:05

Just spoken with immigration, OK?

0:12:050:12:07

And at this moment in time, they've informed me that you've failed

0:12:070:12:10

to comply with the terms of your temporary release. OK?

0:12:100:12:14

INDISTINCT

0:12:140:12:15

Right, OK.

0:12:150:12:17

I've spoken with the immigration service,

0:12:170:12:20

they need to have a chat to you, OK?

0:12:200:12:22

So, at this moment in time, you are under arrest for that offence.

0:12:220:12:25

They're going on for your safety and mine,

0:12:250:12:27

because I envisage you might be a bit quicker on your toes then me,

0:12:270:12:31

all right? Do you want to go and swap your shoes over, then?

0:12:310:12:33

I'll just keep hold of you, mate, so you don't fall flat on your nose.

0:12:330:12:36

Jump down.

0:12:360:12:38

Now he'll be taken to Kidderminster police station,

0:12:380:12:41

where he'll be interviewed by the immigration service.

0:12:410:12:45

Have you got anything on you that you shouldn't have?

0:12:460:12:49

Once the runaway is handed over,

0:12:490:12:52

the team head out to their next car wash.

0:12:520:12:55

This one's in Hereford,

0:12:550:12:57

and Karl suspects another illegal immigrant could be working there.

0:12:570:13:02

Acting on some intelligence, we are going to a local car wash,

0:13:020:13:07

where it's possible that a person

0:13:070:13:11

who is in the country has overstayed their visa.

0:13:110:13:14

A couple of other marked police cars

0:13:140:13:17

and an immigration service van are also involved in this operation.

0:13:170:13:21

They're trying to keep a low profile,

0:13:210:13:24

so the team assemble at a nearby car park.

0:13:240:13:27

Literally driven through Hereford town centre in a convoy,

0:13:270:13:30

and already it's obviously turning people's heads,

0:13:300:13:33

because it's an unusual sight, they don't see it.

0:13:330:13:36

And we've not got much time to move on this,

0:13:360:13:39

we've literally got one shot to go and hit this premises.

0:13:390:13:42

Because if we spook anybody,

0:13:420:13:45

straightaway, people will just withdraw,

0:13:450:13:47

start closing doors,

0:13:470:13:49

and we won't be able to find this individual that we are after.

0:13:490:13:52

So we need to move pretty quick, now.

0:13:520:13:55

With all the team in place, they make their move.

0:13:550:13:59

-Hello!

-Hello.

-How are you doing? Are you all right, sir?

0:13:590:14:03

We're just doing some checks on you, OK?

0:14:030:14:06

On arrival, Danny immediately seeks out

0:14:060:14:08

the alarmed owner of the business.

0:14:080:14:10

We don't obviously want to ruin your business and obviously,

0:14:100:14:12

-we'll make some checks.

-That's fine.

0:14:120:14:14

-Where are all your documents? In the premises?

-Here.

0:14:140:14:17

OK, all right. We'll just get you through, then.

0:14:170:14:19

Can the three of you just take...

0:14:190:14:21

take me in to get the passports, yeah?

0:14:210:14:24

Danny follows the owner to his office,

0:14:240:14:27

so he can see if the man they're after is one of the employees.

0:14:270:14:31

Are you, are you all Romanian here?

0:14:310:14:32

No, I'm Egyptian, but I'm British citizen as well.

0:14:320:14:35

Right, OK. Are you living somewhere else at the moment?

0:14:350:14:38

-INDISTINCT REPLY

-OK, that's fine, all right.

0:14:380:14:40

-So, let me do some routine checks, then.

-Yeah.

0:14:400:14:43

We're happy we've identified everyone here at the moment,

0:14:430:14:45

we've got their details. It's just in the process of checking people.

0:14:450:14:49

I don't think,

0:14:490:14:50

initially, that the guy that we're after is here at the moment.

0:14:500:14:54

That's all good, thank you, sir.

0:14:540:14:55

-Thank you. Everything is all right, yes?

-Yeah, yeah.

0:14:550:14:58

The search has led to nothing.

0:14:580:15:00

The man they're looking for clearly isn't working here today.

0:15:000:15:03

I would imagine that once it's all settled down,

0:15:030:15:06

we will make some enquiries of people that do work here

0:15:060:15:08

and see if they point us in the right direction.

0:15:080:15:10

No, different date of birth.

0:15:100:15:11

But just as they're preparing to head off

0:15:110:15:14

to check out a new address they've been given, they get a lucky break.

0:15:140:15:19

Literally, just as we are leaving and pack up, ready to go,

0:15:190:15:22

casually, the guy that we're looking for

0:15:220:15:25

was just walking down the street.

0:15:250:15:27

Jump in the car for me, sir.

0:15:270:15:29

Me and Karl jump out and detain him.

0:15:290:15:32

This man matches the photo they have on the arrest warrant,

0:15:320:15:36

but he's giving police a different name.

0:15:360:15:39

You've got no ID on you at all?

0:15:390:15:41

So I just need your right index finger, so this one.

0:15:410:15:43

Index finger.

0:15:430:15:44

And your left one, please.

0:15:460:15:48

A quick check of his fingerprints

0:15:480:15:50

confirms this IS the man they're looking for.

0:15:500:15:54

Where are you from? Where are you from?

0:15:540:15:57

-Egypt.

-Sorry? Egypt?

-Yeah.

-OK.

0:15:570:15:59

Further questioning reveals

0:15:590:16:01

he's been living in the UK under a false identity.

0:16:010:16:04

Enquiries revealed that he's...

0:16:040:16:07

He's an illegal immigrant, ultimately.

0:16:070:16:09

It turns out that he's actually the brother of the car wash owner...

0:16:090:16:13

-Is this your brother, yeah?

-Don't worry about that.

-At home.

-At home?

0:16:130:16:17

-Where do you live?

-Can you step away a second, please?

0:16:170:16:20

..who's clearly agitated by his arrest.

0:16:200:16:23

It was more by luck that, as we were literally about to pull away

0:16:250:16:28

from the location, the gent's walked towards the car wash.

0:16:280:16:33

It's a mystery, really, how it happened.

0:16:350:16:37

A couple of minutes earlier or later and we'd have been out of that area.

0:16:400:16:43

Bit of luck. We've got this guy.

0:16:430:16:46

This fugitive has strolled straight into the arms of the law.

0:16:460:16:50

He'll be taken to Hereford police station

0:16:500:16:53

and faces being deported back to Egypt.

0:16:530:16:56

Fugitives on the run might think they've escaped justice

0:17:040:17:08

when they cross the border,

0:17:080:17:10

but they'd be wrong.

0:17:100:17:12

Police officers like to arrest people who have fled

0:17:120:17:15

and who are fugitives.

0:17:150:17:16

It's part of why you join.

0:17:160:17:18

It's the job of the National Crime Agency

0:17:180:17:21

to track down foreign criminals who've fled to the UK.

0:17:210:17:25

These individuals have committed crimes somewhere in Europe,

0:17:250:17:31

have fled and are wanted.

0:17:310:17:33

They may continue to commit crime when they're in the UK.

0:17:330:17:37

So it's in the UK's interest for us to deal with these people

0:17:370:17:41

and to send them back to where they're wanted.

0:17:410:17:44

Although the UK's relationship with the EU is changing,

0:17:440:17:48

one of the most powerful tools

0:17:480:17:50

at the NCA's disposal remains the European Arrest Warrant.

0:17:500:17:54

We receive 18,000 new European Arrest Warrants every single year.

0:17:540:18:00

So hundreds a week. We put them on the Police National Computer

0:18:000:18:04

and from that point onwards,

0:18:040:18:06

any police officer within the United Kingdom

0:18:060:18:10

can arrest that individual for the European Arrest Warrant.

0:18:100:18:13

Any fugitive named on a European Arrest Warrant will find themselves

0:18:130:18:18

instantly wanted across 32 countries.

0:18:180:18:21

At the click of a button, it is Europe wide,

0:18:210:18:24

within milliseconds,

0:18:240:18:27

so any police officer on the street,

0:18:270:18:29

if they happen to stop that individual,

0:18:290:18:32

they will know there and then

0:18:320:18:34

that they are wanted and be able to arrest them.

0:18:340:18:37

And the system works both ways.

0:18:370:18:39

The National Crime Agency also leads the hunt for British criminals

0:18:390:18:43

who've gone on the run.

0:18:430:18:46

There are essentially two types of European Arrest Warrant.

0:18:460:18:49

You have incoming, from Europe to the UK,

0:18:490:18:52

and outgoing, from the UK to Europe.

0:18:520:18:55

We don't send very many.

0:18:550:18:57

About 170 or so a year.

0:18:570:19:00

We are looking at people who have committed serious robberies,

0:19:000:19:04

drug dealing, serious child sexual exploitation offences.

0:19:040:19:09

Murder, rape, etc.

0:19:090:19:11

The more serious end of the scale of criminality.

0:19:110:19:14

And I think it's right that the UK does that.

0:19:140:19:16

Irrespective of whether European Arrest Warrants continue to operate

0:19:160:19:21

in the same way, the message for fugitives is clear.

0:19:210:19:25

We WILL keep looking for you.

0:19:250:19:27

We WILL find you.

0:19:270:19:29

We WILL bring you back.

0:19:290:19:32

In West Yorkshire,

0:19:350:19:37

police officers Dave Lockwood and Tom Allen are out

0:19:370:19:41

hunting fugitives wanted on European Arrest Warrants.

0:19:410:19:45

The further you run and the longer you've been at large,

0:19:500:19:54

the more convinced you are of your freedom.

0:19:540:19:57

But, actually, that brings you closer to being caught

0:19:570:19:59

because it's inevitable that, at some point,

0:19:590:20:01

you'll come to the attention of police,

0:20:010:20:04

particularly if you're committing offences.

0:20:040:20:06

A month ago, they were looking for this man, Bernard Kulewicz,

0:20:060:20:11

a convicted armed robber wanted in Poland,

0:20:110:20:14

but so far, he's given them the slip.

0:20:140:20:17

Now, tonight, more than four weeks later,

0:20:170:20:20

a call comes through over the radio.

0:20:200:20:22

Have you run those names through?

0:20:250:20:27

I think it was Bernard that was the wanted male.

0:20:270:20:29

-OVER RADIO:

-Bernard, he's showing still wanted.

0:20:290:20:32

We've got to go for him.

0:20:320:20:34

It's a reported sighting of the criminal they've been chasing

0:20:340:20:37

for more than a month.

0:20:370:20:39

The person we're looking for is back at the address as we speak.

0:20:390:20:43

So we're going to get across to South Elmsall

0:20:430:20:46

and see if we can lock him up.

0:20:460:20:48

Dave and Tom need to make their way across town as fast as they can.

0:20:480:20:52

This is the first time anybody's seen him at the address,

0:20:520:20:56

so we don't know how long he's going to be there.

0:20:560:20:59

So the quicker we can get there,

0:20:590:21:01

the more chance we've got that he will still be at the property.

0:21:010:21:05

They arrive back at the house they visited a few weeks earlier.

0:21:100:21:15

But after repeated knocking, no-one's answering.

0:21:310:21:35

We've got down here as soon as we could,

0:21:380:21:40

we're covering front and rear

0:21:400:21:42

and we're putting challenges in at the address,

0:21:420:21:45

knocking on the door, flashing our lights, and we're getting nothing.

0:21:450:21:48

Dave's in no mood to give up the hunt.

0:21:480:21:51

I'm not willing to come away from this address without going in,

0:21:510:21:55

so we've got some more officers en route down to us.

0:21:550:21:58

I think the plan will be, they'll cover the rear,

0:21:580:22:01

Tom and I at the front, and we go in and do a search.

0:22:010:22:05

Dave and Tom get ready to force entry into the house.

0:22:050:22:09

But just as they're about to put the door in, it's opened.

0:22:090:22:14

-Hello.

-Yes, hello.

0:22:150:22:16

OK.

0:22:160:22:18

Dave, someone's answered.

0:22:180:22:20

-What's your name?

-My name?

-BLEEP

0:22:220:22:24

Who else is in the house?

0:22:240:22:27

-My baby.

-Just you and your baby?

0:22:270:22:29

-No men?

-No.

-Right.

0:22:290:22:31

Are there any men in the house?

0:22:330:22:34

-My baby is here, please go out.

-Anybody else?

-No.

0:22:340:22:38

Right, we've been told... We have information...

0:22:380:22:41

-Yes.

-..that a wanted male is in this house.

0:22:410:22:43

-No.

-Called Bernard.

0:22:430:22:44

There's nobody here.

0:22:440:22:46

The woman insists there's no-one else in the house.

0:22:460:22:50

But they're not convinced.

0:22:500:22:52

The man they're looking for has a history of serious violence.

0:22:520:22:57

Dave's called for backup to help with the search.

0:22:570:23:00

We've got an uncooperative female,

0:23:000:23:03

she's finally opened the door and we've got the ram here.

0:23:030:23:05

Tom's just doing a search.

0:23:050:23:07

If you want to hold the door and watch the windows, I'll back him up.

0:23:070:23:10

The officers start searching for any sign of the fugitive.

0:23:100:23:15

There's nothing here. No documents or owt.

0:23:150:23:18

She's got kiddie things on everything.

0:23:200:23:22

No. No ID, no nothing.

0:23:240:23:26

I've got her ID. Is there a cellar? Downstairs?

0:23:260:23:29

-Yes. No, it's nothing.

-There's nothing.

0:23:290:23:31

-What's this here?

-It's just a cupboard I think, mate.

0:23:310:23:35

The house is bare,

0:23:350:23:37

and the officers find no sign of the wanted man.

0:23:370:23:40

But now they are sure the woman knows exactly

0:23:400:23:44

who they are looking for.

0:23:440:23:46

We've searched the premises. Looking at the identification,

0:23:460:23:49

I believe it's the girlfriend of the wanted male.

0:23:490:23:53

Girlfriend, partner, wife.

0:23:530:23:56

Whatever she is, she's uncooperative.

0:23:560:23:59

For now, it seems this armed robber

0:24:000:24:03

has once again dodged the law.

0:24:030:24:05

But the night's not over yet.

0:24:050:24:08

Bernard.

0:24:080:24:09

Bernard, come out.

0:24:090:24:11

When fugitives are caught, they are often locked up.

0:24:180:24:23

But it's not the only punishment these criminals face.

0:24:230:24:27

Police can also seize the cash and assets they've made

0:24:270:24:30

from their criminal activity.

0:24:300:24:33

Here in the West Midlands,

0:24:340:24:36

the spoils of crime are now lots at a special auction.

0:24:360:24:41

Police auctions always create a great deal of interest.

0:24:410:24:46

They want to see how the other half live,

0:24:460:24:48

and the criminals generally seem

0:24:480:24:49

to have been living quite a good life,

0:24:490:24:52

judging by the things that we see going through the auctions.

0:24:520:24:54

Most of the items here have come from small-time criminals.

0:24:540:24:58

There's no shortage of power tools and television sets,

0:24:580:25:01

but if you're lucky,

0:25:010:25:04

you might just be able to snap up a big-ticket item.

0:25:040:25:07

We do get things such as top-end watches

0:25:070:25:12

and items of jewellery.

0:25:120:25:15

People who commit crimes for financial gain

0:25:150:25:19

don't want to be separated from their fast cars and big houses

0:25:190:25:23

and luxury goods.

0:25:230:25:25

It's all made possible by a law called the Proceeds of Crime Act.

0:25:250:25:32

One of the key reasons that criminals commit crimes

0:25:320:25:35

is to get stuff, to acquire property.

0:25:350:25:37

The Proceeds of Crime Act doesn't worry so much about the person.

0:25:370:25:41

It doesn't worry about the fugitive,

0:25:410:25:42

it goes after the property.

0:25:420:25:44

Now, this is a very powerful tool for law enforcement,

0:25:440:25:47

because if you can get at a criminal's assets

0:25:470:25:49

and get at his money,

0:25:490:25:51

then you can remove the incentive to do crimes

0:25:510:25:54

that are all focused on getting property for that criminal.

0:25:540:25:58

This fleet of supercars was part of an incredible haul of property

0:25:580:26:03

confiscated by the National Crime Agency.

0:26:030:26:06

They raised well over £1 million

0:26:060:26:09

when they were sold at auction in 2015.

0:26:090:26:11

758...

0:26:110:26:13

They used to belong to a man called Alexander Surin,

0:26:130:26:16

earning him the nickname of Don CAR-leone.

0:26:160:26:20

Alexander Surin is a career criminal

0:26:220:26:24

and he's amassed huge amounts of wealth.

0:26:240:26:26

He has been investigated

0:26:260:26:28

and some successful prosecutions against him

0:26:280:26:31

for fraud and drug smuggling.

0:26:310:26:34

Surin's wealth became the subject of a five-year investigation

0:26:340:26:38

when he was linked to a massive drug-smuggling operation in France

0:26:380:26:42

in 2009.

0:26:420:26:44

We were able to see that there were no legitimate means

0:26:450:26:49

by which he had acquired those assets.

0:26:490:26:51

The National Crime Agency took the case to the High Court and got

0:26:510:26:56

permission to freeze Surin's assets.

0:26:560:26:59

We can lock these people up

0:26:590:27:01

but, ultimately, stripping them of their millionaire status

0:27:010:27:05

by the removal of the proceeds of their crimes, this hurts,

0:27:050:27:09

and it hits where it hurts.

0:27:090:27:10

While Surin didn't agree with the agency's case,

0:27:100:27:14

he decided not to return to the UK

0:27:140:27:17

to contest the evidence at trial, and in February 2015,

0:27:170:27:20

the NCA confiscated cars,

0:27:200:27:23

cash and property worth over £5 million.

0:27:230:27:28

This is a particularly important case for us.

0:27:280:27:31

It's exactly what the Proceeds of Crime Act was designed to do -

0:27:310:27:35

this is to take off huge amounts of wealth and status

0:27:350:27:38

away from high-end criminals who have been causing harm to the UK,

0:27:380:27:43

its citizens and its communities for long periods of time.

0:27:430:27:47

The money raised from the sale of criminals' ill-gotten gains

0:27:490:27:54

is used to fund community projects,

0:27:540:27:56

like this boxing club for kids in Solihull.

0:27:560:27:59

Good. There you go. So, a little feint and then throw your backhand.

0:27:590:28:03

So, one, two, feint, backhand.

0:28:030:28:05

Yeah, got it? Let's go.

0:28:050:28:07

In 2014, they received a proceeds of crime donation of ten grand.

0:28:070:28:12

It led to obviously being able to enhance the gym,

0:28:180:28:21

make it much better, give the kids a lot more variety, more options.

0:28:210:28:24

Proceeds of crime funds and the money that that generates,

0:28:240:28:27

the amount of kids that we can get off the street,

0:28:270:28:30

the amount of kids that we can keep on the straight and narrow,

0:28:300:28:33

because of this money, I believe it could change anyone's life.

0:28:330:28:36

In short, the Proceeds of Crime Act

0:28:360:28:39

hits criminals hard, and turns bad money to good.

0:28:390:28:43

Across the UK, a major week-long operation is underway,

0:28:500:28:55

aimed at taking foreign offenders off the streets.

0:28:550:28:59

It's coming up to five in the morning.

0:29:020:29:06

In the West Midlands,

0:29:060:29:07

Sergeant Ian Hands is on his way

0:29:070:29:09

to check out a fresh lead on a wanted fugitive.

0:29:090:29:13

We're just en route to an address in West Brom,

0:29:130:29:17

where there's a Polish lad

0:29:170:29:20

that's wanted on a European Arrest Warrant for fraud.

0:29:200:29:25

The man Ian's after is convicted fraudster Grzegorz Badura.

0:29:250:29:30

He was sentenced to two years in prison back in 2005,

0:29:300:29:34

but went on the run after serving just seven months.

0:29:340:29:39

Now he's been traced to an address in West Bromwich.

0:29:410:29:44

All week, there's been no answer, but today,

0:29:440:29:48

a routine patrol has brought a breakthrough.

0:29:480:29:51

This morning, one of the other cars

0:29:510:29:54

has just been past

0:29:540:29:56

and this male's vehicle is parked up on the driveway.

0:29:560:30:00

We know it's his, it's registered to him and insured to him.

0:30:000:30:04

Ian's hoping this extremely early morning call

0:30:040:30:07

will allow him to catch Badura unawares.

0:30:070:30:10

I'm just coming up the road now.

0:30:100:30:13

So we'll go straight towards the front and then hit the door.

0:30:130:30:18

Pulling up quietly, Ian meets two other officers at the house.

0:30:240:30:30

BANGING ON DOOR

0:30:320:30:34

As it's so early, it takes a little while for the door to be answered.

0:30:350:30:40

Hello, chap.

0:30:430:30:45

And it's opened by the man they're after,

0:30:450:30:48

a rather groggy Badura.

0:30:480:30:50

You don't want to let your dog out, do you?

0:30:500:30:53

-Grzegorz Badura?

-Yes.

0:30:530:30:56

OK. Mate, we've got a European Arrest Warrant out for your arrest

0:30:560:31:00

for fraud back in Poland.

0:31:000:31:03

We've managed to get back there, knock the door and, good as gold,

0:31:030:31:06

he was there, not expecting us.

0:31:060:31:09

Still asleep in his bed with his wife.

0:31:090:31:12

He was shocked to see us,

0:31:120:31:14

but on then speaking to him, once he'd let us into his house,

0:31:140:31:17

he knew about the European Arrest Warrant, he knew that was in force.

0:31:170:31:22

-Are you aware of this?

-Yeah.

0:31:220:31:24

Yeah?

0:31:240:31:26

What? Sorry?

0:31:260:31:28

-Is dealing with it?

-Yeah.

0:31:280:31:30

Because there's a warrant out for your arrest,

0:31:300:31:32

we have to take you to the police station.

0:31:320:31:34

-Can I get dressed?

-Yeah. We'll get you dressed and everything,

0:31:340:31:37

we won't take you out like that.

0:31:370:31:38

He felt he was safe because he'd spoken to his solicitor

0:31:380:31:41

but, ultimately, until that arrest warrant is taken out of force,

0:31:410:31:45

it's still there for us to execute.

0:31:450:31:47

Just to be sure, while Badura's getting ready

0:31:470:31:50

and saying goodbye to his wife upstairs,

0:31:500:31:52

Ian double-checks with the police control room

0:31:520:31:55

that his warrant's still in effect.

0:31:550:31:58

Yeah, yeah, so the warrant's still live.

0:31:580:32:00

Everything's still in order. We'll phone up the custody block,

0:32:000:32:03

see if we can get him in at Smethwick police station.

0:32:030:32:06

And he'll be taken there now.

0:32:060:32:07

The wanted man was convicted of seven fraud offences in Poland

0:32:070:32:12

back in 2005,

0:32:120:32:13

and still has a year-and-a-half of his prison sentence left to serve.

0:32:130:32:18

The past has caught up with him back in Poland and

0:32:180:32:22

he'll have to be processed and sent back there to be dealt with.

0:32:220:32:27

You all right, mate?

0:32:270:32:29

It's highly unlikely. Highly unlikely, mate.

0:32:310:32:35

Grzegorz, you need to understand that you're under arrest

0:32:350:32:37

under the Extradition Act of 2003.

0:32:370:32:39

You do not have to say anything,

0:32:390:32:42

but anything you do say may be given in evidence.

0:32:420:32:44

Fraudster Badura is taken into custody.

0:32:440:32:47

He's found out to his cost

0:32:470:32:50

that the UK is no safe haven for criminals

0:32:500:32:53

who haven't done their time elsewhere.

0:32:530:32:55

So, he's been here a number of years.

0:32:550:32:57

He had his family there, he was all set up.

0:32:570:32:59

It was a nice clean home.

0:32:590:33:01

He had a fairly new house, new car.

0:33:010:33:04

He was working full time, his wife's working full time.

0:33:040:33:07

He thought he was settled and up and running in this country and,

0:33:070:33:11

unfortunately, on that morning, we've changed his life for a while.

0:33:110:33:16

Back in October 2012,

0:33:240:33:26

Tony Murphy, a fraudster with a taste for adventure,

0:33:260:33:30

went on the run.

0:33:300:33:32

He pleaded guilty to charges of fraud and money-laundering

0:33:320:33:35

worth hundreds of thousands of pounds.

0:33:350:33:38

But instead of returning to court to be sentenced,

0:33:380:33:42

he did a runner and headed for Spain.

0:33:420:33:45

What we find in Spain a lot of the time is that's their end goal.

0:33:450:33:48

That's their end destination,

0:33:480:33:50

so a lot of them want to move there and set up their life there.

0:33:500:33:52

And for a lot of them, they just want a normal life,

0:33:520:33:55

they want to carry on as if nothing's happened in the UK,

0:33:550:33:58

as if they have no past.

0:33:580:34:00

In the UK, it's the National Crime Agency

0:34:000:34:03

who lead the search for British fugitives abroad.

0:34:030:34:06

Once they knew that Murphy had gone to Spain,

0:34:060:34:09

they turned to Inspector Olga Lizana

0:34:090:34:12

to try and pinpoint his exact location.

0:34:120:34:15

At the beginning, we didn't get much information about Tony Murphy.

0:34:170:34:21

We just knew he was moving around Calpe and Benidorm,

0:34:210:34:26

Alicante, all the places like that.

0:34:260:34:29

Tried to check all that information,

0:34:290:34:32

but we were always a little bit late.

0:34:320:34:34

Meanwhile, back in Britain,

0:34:340:34:36

the National Crime Agency was tracking Murphy's family.

0:34:360:34:40

His partner was travelling out.

0:34:400:34:43

We knew when she was travelling out, we knew how she was travelling out.

0:34:430:34:46

So for us to pass that information to the Spanish,

0:34:460:34:49

it was invaluable for them.

0:34:490:34:51

She travelled out there several times,

0:34:510:34:53

so we built up a pattern of when she travelled, and once the Spanish did

0:34:530:34:56

start looking at her movements,

0:34:560:34:58

we were able to put a picture together of where we thought he was.

0:34:580:35:02

And when Murphy decided to bring his partner and kids out to Spain

0:35:020:35:05

to live permanently, police were waiting and watching.

0:35:050:35:10

All the information we can have about the fugitives

0:35:100:35:14

helps us to find them.

0:35:140:35:15

The kids are a good piece of information

0:35:150:35:18

because, well, more British fugitives

0:35:180:35:21

that have got kids here in Spain,

0:35:210:35:23

they take them to British schools.

0:35:230:35:25

The family settled in the village of Muxtamel near Alicante,

0:35:250:35:29

amongst a large community of British expats.

0:35:290:35:31

With the academic year just beginning,

0:35:310:35:34

Murphy enrolled his kids at an English school.

0:35:340:35:37

So we make some enquiries about two kids

0:35:370:35:41

because they've got two little kids.

0:35:410:35:43

We were sure they were at school here.

0:35:430:35:46

And we'd just tried to find out what the school was.

0:35:460:35:49

Police surveillance soon spotted Murphy

0:35:510:35:54

regularly doing the school run.

0:35:540:35:56

It gave Spanish police the ideal opportunity to arrest him.

0:35:560:36:01

Jose Luis led Alicante's serious crime team.

0:36:010:36:05

TRANSLATION:

0:36:070:36:09

Murphy put up a fight as Jose tried to arrest him.

0:36:180:36:22

After a year on the run,

0:36:360:36:38

Tony Murphy's time as a fugitive was at an end.

0:36:380:36:42

He had changed a little bit.

0:36:440:36:46

He cut his hair and, you know, the sun here is nice,

0:36:460:36:50

so his skin was a little bit different.

0:36:500:36:52

But we were sure it was him.

0:36:520:36:54

One of the best times to arrest someone

0:36:540:36:57

is when they're not expecting it,

0:36:570:36:58

when they're doing something as mundane as the school run.

0:36:580:37:01

They don't expect to be arrested,

0:37:010:37:03

so that was a really good time to take him out.

0:37:030:37:05

Back in Manchester,

0:37:050:37:07

the arrest reinforced the police's warning to those who go on the run.

0:37:070:37:11

Ultimately, you will be caught and we will catch up with you.

0:37:110:37:14

It might be by design, or it might be by accident,

0:37:140:37:17

but you will have to come back, and it's not going away.

0:37:170:37:21

In West Yorkshire,

0:37:250:37:27

officers Dave Lockwood and Tom Allen have been chasing a violent criminal

0:37:270:37:32

wanted for armed robbery.

0:37:320:37:34

But since they first tried to find him a month ago,

0:37:340:37:38

this fugitive has managed to evade capture.

0:37:380:37:41

I was sure we'd get him at one of these two addresses.

0:37:410:37:44

It looked really good. I'm really gutted we haven't.

0:37:440:37:46

Really disappointed.

0:37:460:37:48

After weeks of hunting for him,

0:37:480:37:50

they've had a tip-off that the man they're after, Bernard Kulewicz,

0:37:500:37:53

is right here in this house tonight.

0:37:530:37:56

But the woman who answered the door is adamant

0:37:590:38:02

there is no wanted man here.

0:38:020:38:04

Nobody here.

0:38:040:38:06

-Is Bernard here?

-Please go.

0:38:060:38:08

Tom and Dave search the property from top to bottom,

0:38:080:38:12

but they find nothing.

0:38:120:38:14

There's nothing here. No documents or owt.

0:38:140:38:17

Until, finally, a clue.

0:38:190:38:22

What did strike me as odd, though,

0:38:220:38:25

was the fact that she was willing to answer the door

0:38:250:38:28

whilst leaving her young baby, young child, upstairs alone.

0:38:280:38:32

And then, when we've gone back in and done a further search,

0:38:320:38:35

noticed a pair of trainers which are a UK size 8.

0:38:350:38:40

Bernard. Bernard, come out.

0:38:420:38:45

Hands out now. Hands out now.

0:38:490:38:52

MAN SHOUTS

0:38:520:38:54

-Who are you?

-Lucas.

0:38:540:38:57

All right. Don't mess about.

0:38:570:39:00

Let him cuff you.

0:39:000:39:01

I noticed instead of a bed,

0:39:010:39:03

they had two single mattresses on the floor,

0:39:030:39:06

with a gap down the middle.

0:39:060:39:08

So, a little tap down the middle, found a foot,

0:39:080:39:11

which is when I shouted Dave up,

0:39:110:39:13

just in case he did want to try his best to get away.

0:39:130:39:17

Yours?

0:39:170:39:18

The man claims his name is Lucas, and hands over an identity card.

0:39:180:39:24

Tom doesn't believe the card is genuine.

0:39:240:39:27

Why are you hiding?

0:39:270:39:29

Why hiding?

0:39:300:39:32

The false ID isn't fooling anyone...

0:39:320:39:36

..because the officers have a secret weapon they can turn to.

0:39:370:39:42

I'll get the fingerprint machine, just to make sure. I'll go grab it.

0:39:420:39:44

Stay there.

0:39:440:39:46

The advantage of having the mobile device is exactly that,

0:39:460:39:49

that it's mobile. It's with the officers at the time.

0:39:490:39:52

They anticipate that identity may be doubted or smoke-screen questioned

0:39:520:39:57

and, therefore, to have it accessible, there and then,

0:39:570:40:00

to require the person to provide a fingerprint, and then,

0:40:000:40:04

in a short space of time,

0:40:040:40:06

to have a definitive answer as to who that person is,

0:40:060:40:10

it saves time and it also avoids

0:40:100:40:13

that confrontation and that argument,

0:40:130:40:15

that perpetuation of, "No, that's not me."

0:40:150:40:18

The facts speak for themselves.

0:40:180:40:20

It takes just one minute for the fingerprint machine to check the

0:40:200:40:24

Europe-wide security system and prove this is Bernard Kulewicz,

0:40:240:40:29

the violent robber already convicted in Poland.

0:40:290:40:33

-Boom.

-Boom.

0:40:330:40:35

You're under arrest for three robberies, one of which is armed.

0:40:350:40:39

You do not have to say anything, but anything you do say

0:40:390:40:42

may be used in evidence.

0:40:420:40:44

After hiding, lying and providing fraudulent documents,

0:40:440:40:49

this slippery criminal has finally been brought to book.

0:40:490:40:53

The concealment of the man within the premises, that was good.

0:40:530:40:58

But not as good as Dave.

0:40:580:41:00

I was delighted that we caught him the way that we did.

0:41:000:41:03

And I'm delighted that he's now out of West Yorkshire

0:41:030:41:07

and where he belongs.

0:41:070:41:09

He is under arrest for three offences of robbery

0:41:120:41:14

that occurred in Poland.

0:41:140:41:17

His girlfriend is not impressed.

0:41:170:41:19

-Gents, can't thank you enough.

-No problem at all.

0:41:260:41:29

Come here. No, this side.

0:41:290:41:31

You sit here, stay there.

0:41:310:41:33

With what he's done now, no chance he's getting bail.

0:41:330:41:37

Not a chance in hell.

0:41:370:41:39

Just when you think you're having a bad night,

0:41:390:41:41

it all comes nice.

0:41:410:41:43

Even once this robber is taken into custody, he's still trying to hide,

0:41:430:41:48

this time from the camera.

0:41:480:41:50

He's under arrest. It's 5.45am and we've got a lot to do in

0:41:520:41:58

a short space of time. A month to the day, I think,

0:41:580:42:01

since we started looking for this chap.

0:42:010:42:04

So, absolutely fantastic to get him in, especially what he's wanted for.

0:42:040:42:08

I'm sure the public will be very happy

0:42:130:42:16

we've got this lad off the street.

0:42:160:42:18

-BLEEP.

-These handcuffs aren't coming off until you stop being aggressive.

0:42:180:42:22

-BLEEP.

-All right?

0:42:220:42:24

Come here.

0:42:240:42:26

BLEEP.

0:42:260:42:28

You need to calm down, fella.

0:42:280:42:30

-Calm down?

-BLEEP.

0:42:300:42:32

But no matter how much he doesn't like it,

0:42:320:42:35

this criminal's days on the run look to be over.

0:42:350:42:40

In here, shoes off. Shoes off.

0:42:400:42:42

Shoes.

0:42:420:42:44

See you later.

0:42:450:42:47

Job done.

0:42:500:42:52

For fraudster Tony Murphy, the high life was over.

0:42:550:43:00

He was sent back to the UK to start his two-and-a-half year sentence.

0:43:000:43:05

Both the illegal immigrants detained at the car washes

0:43:070:43:11

are being dealt with by the immigration service.

0:43:110:43:14

Polish fraudster Badura appealed against his extradition,

0:43:160:43:20

but the judge turned him down

0:43:200:43:22

and he was sent home on a military plane in June 2016.

0:43:220:43:26

And the armed robber caught hiding between the mattresses

0:43:270:43:31

is now back behind bars in Poland.

0:43:310:43:35

See you later.

0:43:350:43:36

Job done.
