It sounds silly, but it's those little things | 0:06:50 | 0:06:52 | |
that make life comfortable and gives them a reason to set up home there. | 0:06:52 | 0:06:56 | |
One shady character who thought he could escape to the sunshine was | 0:06:56 | 0:07:01 | |
Manchester-born con artist Tony Murphy. | 0:07:01 | 0:07:05 | |
A fraudster with a taste for exotic and expensive foreign trips, | 0:07:06 | 0:07:11 | |
Murphy liked to live the high life, | 0:07:11 | 0:07:14 | |
and had the holiday snaps to prove it. | 0:07:14 | 0:07:17 | |
Tony Murphy's offending was, | 0:07:17 | 0:07:19 | |
he was heavily involved in a lot of fraudulent activity. | 0:07:19 | 0:07:22 | |
Things like overstating his income, | 0:07:22 | 0:07:24 | |
his employment on credit card applications, | 0:07:24 | 0:07:27 | |
so fraudulently obtaining credit. | 0:07:27 | 0:07:29 | |
Murphy got his hands on hundreds of thousands of pounds of cash | 0:07:29 | 0:07:33 | |
and assets by lying through his teeth when applying for loans. | 0:07:33 | 0:07:38 | |
He soon came to the attention of Greater Manchester Police. | 0:07:39 | 0:07:43 | |
When you looked at the patterns | 0:07:43 | 0:07:45 | |
around his finances, | 0:07:45 | 0:07:47 | |
and how he lived his life, | 0:07:47 | 0:07:49 | |
it appeared that he was living a cash lifestyle. | 0:07:49 | 0:07:52 | |
He was living well beyond any known legitimate means. | 0:07:52 | 0:07:56 | |
Despite evidence to the contrary, Murphy claimed to be unemployed, | 0:07:58 | 0:08:02 | |
and said he'd only earned £2,000 in six years. | 0:08:02 | 0:08:07 | |
But detectives knew he owned two houses, | 0:08:07 | 0:08:10 | |
one of them on this street in Manchester. | 0:08:10 | 0:08:13 | |
We could see from even the initial stages of a financial investigation, | 0:08:13 | 0:08:19 | |
that he was what the police would term "asset rich". | 0:08:19 | 0:08:22 | |
There followed a painstaking investigation, | 0:08:22 | 0:08:25 | |
but police were missing the vital evidence they needed | 0:08:25 | 0:08:29 | |
to prove their case. | 0:08:29 | 0:08:31 | |
The idea was to expose the lies | 0:08:35 | 0:08:38 | |
that were told in obtaining the mortgages, | 0:08:38 | 0:08:42 | |
the credit card agreements, the credit agreements, | 0:08:42 | 0:08:45 | |
that he had obtained over a series of years, really. | 0:08:45 | 0:08:49 | |
In coordinated raids, officers swooped on Murphy's properties. | 0:08:49 | 0:08:54 | |
We executed search warrants, | 0:08:54 | 0:08:58 | |
we did that at both of his addresses that he owned. | 0:08:58 | 0:09:01 | |
We actually found him here, on this road, in one of the houses here, | 0:09:01 | 0:09:05 | |
which is where he was living at the time. | 0:09:05 | 0:09:08 | |
Murphy was arrested and eventually pleaded guilty | 0:09:11 | 0:09:14 | |
to several counts of fraud. | 0:09:14 | 0:09:17 | |
But rather than face time behind bars, | 0:09:18 | 0:09:21 | |
Murphy packed his bags and went on the run. | 0:09:21 | 0:09:25 | |
He was now a fugitive. | 0:09:25 | 0:09:28 | |
But, it didn't take long for the National Crime Agency | 0:09:28 | 0:09:31 | |
to find out where he'd gone. | 0:09:31 | 0:09:33 | |
We had some pretty good intelligence from the off that he was in Spain. | 0:09:36 | 0:09:40 | |
We had some further intelligence, some financial intelligence, | 0:09:40 | 0:09:43 | |
that suggested his partner in the UK | 0:09:43 | 0:09:45 | |
had some financial transactions in Spain, | 0:09:45 | 0:09:48 | |
which confirmed to us what we thought, that he was out there. | 0:09:48 | 0:09:53 | |
His partner was travelling out to see him regularly, | 0:09:53 | 0:09:56 | |
so we obviously had an overview of where she was going and when, | 0:09:56 | 0:10:00 | |
which helped us to narrow it down to the Alicante region, | 0:10:00 | 0:10:03 | |
so a very popular region with fugitives. | 0:10:03 | 0:10:05 | |
With the NCA tracking Murphy's family, the net began to close. | 0:10:05 | 0:10:11 | |
Now the case was in the hands of this woman, Olga Lizana, | 0:10:11 | 0:10:15 | |
who for five years ran the Spanish national police's fugitives unit. | 0:10:15 | 0:10:20 | |
Though Tony Murphy didn't know it, | 0:10:21 | 0:10:24 | |
he was now on her list of wanted fugitives to hunt down. | 0:10:24 | 0:10:28 | |
I don't think Tony Murphy was stupid, | 0:10:28 | 0:10:31 | |
but he never realised we were also investigating his family to get him. | 0:10:31 | 0:10:35 | |

It's all made possible by a law called the Proceeds of Crime Act. | 0:25:25 | 0:25:32 | |
One of the key reasons that criminals commit crimes | 0:25:32 | 0:25:35 | |
is to get stuff, to acquire property. | 0:25:35 | 0:25:37 | |
The Proceeds of Crime Act doesn't worry so much about the person. | 0:25:37 | 0:25:41 | |
It doesn't worry about the fugitive, | 0:25:41 | 0:25:42 | |
it goes after the property. | 0:25:42 | 0:25:44 | |
Now, this is a very powerful tool for law enforcement, | 0:25:44 | 0:25:47 | |
because if you can get at a criminal's assets | 0:25:47 | 0:25:49 | |
and get at his money, | 0:25:49 | 0:25:51 | |
then you can remove the incentive to do crimes | 0:25:51 | 0:25:54 | |
that are all focused on getting property for that criminal. | 0:25:54 | 0:25:58 | |
This fleet of supercars was part of an incredible haul of property | 0:25:58 | 0:26:03 | |
confiscated by the National Crime Agency. | 0:26:03 | 0:26:06 | |
They raised well over £1 million | 0:26:06 | 0:26:09 | |

and he's amassed huge amounts of wealth. | 0:26:24 | 0:26:26 | |
He has been investigated | 0:26:26 | 0:26:28 | |
and some successful prosecutions against him | 0:26:28 | 0:26:31 | |
for fraud and drug smuggling. | 0:26:31 | 0:26:34 | |
Surin's wealth became the subject of a five-year investigation | 0:26:34 | 0:26:38 | |
when he was linked to a massive drug-smuggling operation in France | 0:26:38 | 0:26:42 | |
in 2009. | 0:26:42 | 0:26:44 | |
We were able to see that there were no legitimate means | 0:26:45 | 0:26:49 | |
by which he had acquired those assets. | 0:26:49 | 0:26:51 | |
The National Crime Agency took the case to the High Court and got | 0:26:51 | 0:26:56 | |
permission to freeze Surin's assets. | 0:26:56 | 0:26:59 | |
We can lock these people up | 0:26:59 | 0:27:01 | |
but, ultimately, stripping them of their millionaire status | 0:27:01 | 0:27:05 | |
by the removal of the proceeds of their crimes, this hurts, | 0:27:05 | 0:27:09 | |
and it hits where it hurts. | 0:27:09 | 0:27:10 | |
While Surin didn't agree with the agency's case, | 0:27:10 | 0:27:14 | |
he decided not to return to the UK | 0:27:14 | 0:27:17 | |
to contest the evidence at trial, and in February 2015, | 0:27:17 | 0:27:20 | |
the NCA confiscated cars, | 0:27:20 | 0:27:23 | |
cash and property worth over £5 million. | 0:27:23 | 0:27:28 | |
