Any camera that we install, we've had to have a reason to put it there. | 0:06:08 | 0:06:13 | |
The reason why we put cameras onto this particular estate | 0:06:13 | 0:06:16 | |
was because the anti-social behaviour statistics | 0:06:16 | 0:06:21 | |
showed that there was more of it there than in other areas, | 0:06:21 | 0:06:24 | |
so therefore it was disproportionate, so that needed to be tackled. | 0:06:24 | 0:06:28 | |
The decision to install CCTV on this particular estate | 0:06:30 | 0:06:34 | |
has already paid off after a situation flared up | 0:06:34 | 0:06:37 | |
between some of the residents and the neighbourhood team. | 0:06:37 | 0:06:40 | |
Well, one of the operators was just generally watching the area | 0:06:40 | 0:06:43 | |
when he received a call from one of the residents there, | 0:06:43 | 0:06:46 | |
and they reported that these group of people were kicking a rugby ball, | 0:06:46 | 0:06:50 | |
which was bouncing off cars, people's windows and so forth. | 0:06:50 | 0:06:54 | |
A patrol car was dispatched to the estate to investigate further. | 0:06:55 | 0:06:59 | |
Two officers attended. | 0:06:59 | 0:07:01 | |
On arrival, the rugby ball was kicked at their vehicle. | 0:07:01 | 0:07:04 | |
It wasn't the reception the PCSOs were expecting. | 0:07:04 | 0:07:08 | |

There was about 30 people there at that stage | 0:07:27 | 0:07:29 | |

When we arrived at the location, you could see males | 0:07:38 | 0:07:42 | |

A rugby ball hitting the windscreen is one thing, | 0:07:46 | 0:07:48 | |
but now some of the group started throwing other projectiles, | 0:07:48 | 0:07:52 | |
including stones and coins. | 0:07:52 | 0:07:54 | |
It was time for the officers to intervene, | 0:07:54 | 0:07:56 | |
although this was easier said than done. | 0:07:56 | 0:07:59 | |
A coin hit our police vehicle on the windscreen. | 0:08:01 | 0:08:04 | |
Due to the amount of people there, we couldn't pick out who... | 0:08:04 | 0:08:07 | |
Identify the person responsible for it. | 0:08:07 | 0:08:10 | |
As the officers on the ground had a comm-link to the control centre, | 0:08:10 | 0:08:14 | |
the effectiveness of CCTV became apparent. | 0:08:14 | 0:08:18 | |

however, arresting him was a different matter altogether. | 0:08:36 | 0:08:40 | |
As we were trying to remove him from the crowd, | 0:08:40 | 0:08:42 | |
one other male, who's now also been arrested, | 0:08:42 | 0:08:45 | |
was trying to hold him back and obstructing us in our duty, | 0:08:45 | 0:08:49 | |
and, as we then tried to drive off from the location, | 0:08:49 | 0:08:51 | |
he was opening the car doors. | 0:08:51 | 0:08:53 | |
By now, there were even more rowdy bystanders, | 0:08:53 | 0:08:56 | |

It got quite heated, they were crowded around us. | 0:08:59 | 0:09:03 | |
Refusing to move, the group swamped the police car. | 0:09:03 | 0:09:07 | |
The only way out was to use the vehicle | 0:09:07 | 0:09:09 | |
to nudge their way free from the crowd. | 0:09:09 | 0:09:12 | |
