reservist has died, after an SAS training exercise in the Brecon

year. They'd been taking part in a

gruelling course over Pen-y-Fan. Tonight the MoD has confirmed that a

third reservist has died, after the same exercise.

He hasn't yet been named. Wales' top civil servants have

issued a stark warning about the impact of financial shortages facing

the health service. It threatens to reignite a political

row about whether Labour ministers in the Welsh Government are

underfunding the NHS, as their Conservative opponents claim.

Welsh Government's management board, made up of its top civil servants,

said keeping the current range of health services would be

exceptionally difficult within the budget available. A cash flat policy

has kept funding steady it hasn't kept up with inflation. The budget

for health delivery is expected to shrink by �6 million. The Health

Minister say that is despite the recent run of bad news the NHS has

plenty to be proud about. We don't explain enough to people the

for the wider question of NHS funding, that is under review.

purpose of the review is to make sure where there are new demands

that the health service in Wales have to face, it will have the

resources to be able to meet those demands. Conservative opponents say

they would spend more on health, even if that meant bigger cuts

elsewhere. We are seeing in three other major health boards critical

reports coming out about governance, patient experience and, above all,

the surgeons themselves pointing out that people are dying. The civil

servants say without additional revenue there may have to be very

significant changes to services. Some changes are already being felt

in Flint, protesters campaign to keep open a Community Hospital,

which is due to close on Friday. Just a lot of uncertainty. A lot of

distress for local people, unnecessarily. Mr Drakeford insists

hospitals must adapt and funding is only part of the reason why. The

hospital he visited today, for example, could lose some of its

specialist services. The Welsh Government's review of NHS funding

is supposed to avoid a repeat of the Stafford Hospital scandal where

hundreds of patients died. Whether it will lead to more funding won't

be unveiled until the autumn. Bradley Manning, the US soldier who

passed on hundreds of thousands of secret documents to the WikiLeaks

website, has been found not guilty of aiding the enemy, the most

serious charge against him. Manning, who has a Welsh mother and

spent his teenage years in Pembrokeshire, was found guilty of

another 20 charges by a US military court.

One of the biggest Welsh success stories from London 2012 today

learnt that he will have no title to defend at the Paralympics in Rio.

Aled Davies says he's shocked that his discus event has been removed

from the schedule. His gold medal made Aled Davies a national star.

The celebrations captured the Welsh imagination. His event has been

scrapped from the Rio schedule. He found out the news this morning when

have to look up to? Paralympic sport since London has been catapulted so

far into the future. I have been into schools chatting to children,

the kid who runs on a blade with a missing leg is now a superstar who

is really cool. That is the legacy of it. People want to see heroes and

superstars. I trained seven years for London. It was everything. I ate

and slept and breathed it. To now know that legacy has crumbled in

front of me. It's all I have been preaching since the games, I'm an

athlete . Bringing another gold back to Britain, especially Wales, has

been taken from me. Aled is a highly accomplished Shot Putter. He could

still go to Rio if he can't defend his discus title. With three years

to go, he is hoping there is still time for the Games' organisers to
