I'm interested in the dog you've got. It has never been easier to buy | :00:00. | :00:09.
a dog, but does man's best friend gets the owners it deserves? Just | :00:10. | :00:16.
like jumped on me and I was petrified. In Wales, dog attacks are | :00:17. | :00:21.
increasing. You probably see two or three dog bites a week here. Some | :00:22. | :00:26.
dog breeds are banned, but are the rules tough enough? These dogs | :00:27. | :00:30.
shouldn't be allowed in the country. Last week a new law was pad, but | :00:31. | :00:36.
will it protect us and our dogs? Where are the real teeth in the | :00:37. | :00:41.
legislation? The legislation that we're currently working on. | :00:42. | :00:58.
The Philips family are adopting a new dog, Reggie. It took us a highly | :00:59. | :01:06.
to decide to have another dog. It is not the same anymore in the house. | :01:07. | :01:10.
The feeling is different. It is totally empty even though we have | :01:11. | :01:14.
got a very busy house. We don't know his background as such, but at least | :01:15. | :01:18.
he will have a better chance with us. As one dog prepares for a loving | :01:19. | :01:23.
home, another is arriving to take its place at the Dogs Trust | :01:24. | :01:30.
Bridgend. Why have you decided to bring her in to us? I didn't look at | :01:31. | :01:35.
the breed. She is just very, very bouncy in the house, all over the | :01:36. | :01:40.
place. I think am I doing the right thing? It is quite hard. Here match | :01:41. | :01:47.
making tries to ensure that the right owners meets the right dog. | :01:48. | :01:55.
You are feeling quite intrick kate form really. They ask everything on | :01:56. | :02:00.
the form. It is very thorough. You can't just come up and take the dog. | :02:01. | :02:05.
He is a black cross, but we're not sure with, a bit of everything, 10% | :02:06. | :02:10.
of this and 10% of that. He is adorable, isn't he? He is adorable. | :02:11. | :02:28.
You will find a dog behind the front door of one in four homes in Wales. | :02:29. | :02:35.
All shapes and sizes, man's best friend is everywhere. | :02:36. | :02:40.
Owning or being owned by a dog is one of life's great pleasures. If | :02:41. | :02:47.
you are prepared to put the work in. But increasingly in Wales it would | :02:48. | :02:51.
seem that we're just not getting it right and that's lead to go problems | :02:52. | :02:53.
for dogs and for people. And this is the man whose mission it | :02:54. | :03:08.
is to bring problem dogs to heel. Steve Green is on patrol in Cardiff | :03:09. | :03:15.
and had an emergency call. We are on our way to a primary school. There | :03:16. | :03:22.
is a bulldog-type trying to get into the school. It could be down to one | :03:23. | :03:28.
or two suspects. The dog fits the description in that area, it could | :03:29. | :03:33.
be Dexter or Rocky. Dogs I have found in the past or given the | :03:34. | :03:37.
owners final warnings. A lot of cases we are saving the dog from the | :03:38. | :03:42.
general public public and vice versa. | :03:43. | :03:51.
I know this one. This time Trouble is five-month-old Staffordshire | :03:52. | :03:55.
terrier. It was a really jumpy dog. It was jumping on the parents. Come | :03:56. | :04:07.
on. Especially with primary school | :04:08. | :04:10.
children, if a dog jumps on them, it can scratch them or knock them over | :04:11. | :04:15.
it is not an ideal situation. It is not microchipped, no ID tag. I have | :04:16. | :04:21.
got no choice, but to take it to Cardiff Dogs Home. | :04:22. | :04:25.
Staffies are one of the UK's most popular breeds, but not always for | :04:26. | :04:28.
the rest of reasons. The result is the dog pounds and rescue centres | :04:29. | :04:35.
are full of them. Good lad. Come on then. Good boy. Lovely dogs | :04:36. | :04:42.
especially with people if they're raised properly and given the right | :04:43. | :04:45.
stimulation, unfortunately they've got a bit of a popularity for being | :04:46. | :04:50.
a status dog and unfortunately, they're taken on by people who don't | :04:51. | :04:54.
put the correct work in with them. They are over bred. It is common for | :04:55. | :05:05.
to us get Staffordsh Bull Terrier puppies in that can't be sold. Being | :05:06. | :05:11.
top dog means that many more are left behind. Young males, young | :05:12. | :05:16.
adult males and they will always have something bigger, and better. | :05:17. | :05:24.
Years ago it used to be a Staffordshire Bull Terrier and then | :05:25. | :05:31.
pit bull types and a bigger harder dog and people start taking them on | :05:32. | :05:36.
and the American bulldogs and the Stafford shire bull terriers. | :05:37. | :05:44.
Tip Pit bull types have been banned in the UK. Here at Cardiff Dogs Home | :05:45. | :05:49.
they have two suspected pit bulls and one has turned up with the | :05:50. | :05:54.
police. As you can see, he has a large head. | :05:55. | :06:02.
Deep set eyes because pit bulls are fighting dogs. If you can see, he | :06:03. | :06:11.
has muscles here. That's about biting power. A nice long neck so | :06:12. | :06:16.
they can reach their opponents. His legs and forearms are thick. Again, | :06:17. | :06:21.
when they are fighting another dog, it is protection and the skin is | :06:22. | :06:26.
like elastic. He is a nice dog, yes, he is bark, but dogs are | :06:27. | :06:32.
territorial. We never had any reports about him. In another kennel | :06:33. | :06:38.
is Crystal, she is a suspected pit bull type, her fate along with | :06:39. | :06:44.
Frank's will depend on the dog legislation officer for Wales. If | :06:45. | :06:49.
that dog has got substantial number of characteristics, well that dog is | :06:50. | :06:53.
of type and therefore, it is banned in the Section 1 of the Dangerous | :06:54. | :07:01.
Dogs Act. We judge each dog on its individual merits. We don't deviate. | :07:02. | :07:06.
Neither dog have any history of aggression, but face the test set by | :07:07. | :07:09.
the Dangerous Dogs Act which could maob they will be destroyed. | :07:10. | :07:15.
That law was passed in aattempt to reduce dog attacks and protect the | :07:16. | :07:19.
public. Is it working? In Wales dog attacks are up. There has been an | :07:20. | :07:24.
80% increase in dog bite emergency admissions over the last ten years. | :07:25. | :07:29.
At Morriston Hospital they deal with several dog bites a week. The wounds | :07:30. | :07:36.
we see tend to be the facial wounds. They tend to be in chish even with | :07:37. | :07:41.
good plastic surgery, there is a cosmetic consequence to a dog bite | :07:42. | :07:45.
on a face. There is good evidence because of the amount of | :07:46. | :07:48.
investigation that happens into fatalities that pit bulls and rot | :07:49. | :07:52.
vilers are more likely to cause serious bites. | :07:53. | :08:02.
By there. Katelyn Flowers from Cardiff will never forget the day | :08:03. | :08:09.
she was attacked by a dog. It is like this huge and there is the dog. | :08:10. | :08:18.
It jumped on me and I was petrified. This was the result, a savage wound | :08:19. | :08:24.
from a nasty bite. She made an extraordinary recovery, but she had | :08:25. | :08:27.
to have scores of stitches inside and outside her face and that's left | :08:28. | :08:32.
emotional scars too. When I closed my eyes I quickly had | :08:33. | :08:37.
a flash back and I asked my mum and dad can I have a drink of water? | :08:38. | :08:42.
They asked me why because I have got a headache because I didn't want | :08:43. | :08:48.
them to know high a flash back. It is hurtful. You are the parent, you | :08:49. | :08:51.
should be able to protect them. It is sad like something like that | :08:52. | :08:56.
happens and you weren't there. You can't be there all the time so you | :08:57. | :09:01.
try and tell them to be careful when you do this, be careful when you do | :09:02. | :09:05.
because you can't always be there. I think he got put down the next day. | :09:06. | :09:12.
The next day, yeah. Very severe dog bites particularly to children may | :09:13. | :09:17.
require many hours in theatre and admission to hospital for days. | :09:18. | :09:22.
Occasionally may lead to intensive care admissions. A lot of it is | :09:23. | :09:26.
preventible. As a society we need to think about how we can alter this | :09:27. | :09:31.
trend and the best way to do it is to make sure people are aware of the | :09:32. | :09:35.
risks of dogs and they are more aware about how they need to take | :09:36. | :09:38.
responsibility for the actions of their dogs and for themselves. | :09:39. | :09:43.
What's acceptable behaviour and what's not. There are laws like the | :09:44. | :09:47.
Dangerous Dogs Act that should protect us, but does it work? | :09:48. | :09:52.
Add Liverpool University this man is heading up new research into | :09:53. | :09:57.
reducing the risk of dog bites. He says we need to separate fact from | :09:58. | :10:03.
perception. If we review all the literature using a process calling | :10:04. | :10:14.
meta-analysis, 36% of breeds involved in 1500 dog bites are | :10:15. | :10:18.
actually German shepherd dogs or Alsatians. If you look at pit bulls, | :10:19. | :10:26.
they are similar to Jack Russells and Rottweilers, does this mean that | :10:27. | :10:32.
German shepherd dogs are most common dog involved in biting? No. | :10:33. | :10:36.
Professor Morgan argues the figures on dog bites reflect which breeds | :10:37. | :10:40.
are popular, not which breeds are aggressive. The Dangerous Dogs Act | :10:41. | :10:45.
was a knee-jerk reaction. If you review the literature, there is no | :10:46. | :10:51.
evidence that the breeds that have been stipulated are more likely to | :10:52. | :10:56.
bite than any other dog. I don't think breed, directed legislation is | :10:57. | :11:01.
effective. In fact, in Holland, they have recently repealed their breed | :11:02. | :11:07.
directed and Dangerous Dogs Act. DEFRA told us they agree all dogs | :11:08. | :11:13.
can bite, but the Dangerous Dogs Act bans four specific types because | :11:14. | :11:16.
they are fighting dogs. There are no plans to add any other breeds to the | :11:17. | :11:24.
list. One dog owner who has fallen foul of this law is Andrew Roberts | :11:25. | :11:30.
and his family. He was outside his house with his dog Scrap py when it | :11:31. | :11:35.
was spotted by the police. He is just so cute. I had a police officer | :11:36. | :11:45.
walk past and she said, "Excuse me. Do you think the dog should be on | :11:46. | :11:48.
the lead?" I said he is in my front garden, why? He looks a very daipg | :11:49. | :11:55.
dangerous dog, do you mind if I take a photo. I said not at all. Two | :11:56. | :12:00.
months later, there was a knock on the door. There were two officers | :12:01. | :12:04.
with a search warrant. They came in and said we believe you have got a | :12:05. | :12:08.
pit bull under the Dangerous Dogs Act and that was it. They seized it. | :12:09. | :12:15.
I was a bit annoyed that they can come in and take a dog out of its | :12:16. | :12:20.
loving home and upset my children and upset myself and I sat down and | :12:21. | :12:24.
what I told the children was I don't know if we were going to get the dog | :12:25. | :12:29.
back and the police were going to use him as a police dog. They were | :12:30. | :12:33.
devastated. Andrew Roberts owned dogs all his life. He bought Scrappy | :12:34. | :12:39.
a year ago as a family pet. He was told it was a Staffie crossed with a | :12:40. | :12:46.
Labrador. Pit bull isn't a breed. Pit bull isn't one breed. It can be | :12:47. | :12:50.
a cross of various, like I thought, I told him what the gentleman told | :12:51. | :12:54.
me when I bought him, he was cross between Staffie and Lab. If you tuz | :12:55. | :13:02.
him as a -- if he had advertised him as a pit bull, I wouldn't have gone | :13:03. | :13:06.
down. I thought what's the problem between a Staffie and a Lab? They | :13:07. | :13:12.
are both fantastic with children. Did the thought ever cross your mind | :13:13. | :13:17.
if the dog had a bad day and somebody tweaked his ear at the | :13:18. | :13:22.
wrong time? You think of it. You do little tests. When you feed him. Try | :13:23. | :13:27.
moving his food bowl. Some dogs are like it, if they are snappy, you get | :13:28. | :13:33.
him out that habit. We have never had an incident in any shape for | :13:34. | :13:38.
form with Scrappy. He has been told he can have Scrappy back und strict | :13:39. | :13:44.
conditions. He will have to be tattooed, microchipped and wear a | :13:45. | :13:49.
muzzle and registered with DEFRA and can never be sold on or re-homed. | :13:50. | :13:55.
Another rescue kems and another -- kennels and another litter of | :13:56. | :14:07.
Staffordshire puppies looking for a home. Pit bulls for example, you can | :14:08. | :14:12.
have a litter of ten Staffie crosses, to of them might look like | :14:13. | :14:16.
pit bulls, legally you need to put them to sleep. You can re-home the | :14:17. | :14:20.
other eight. That's ridiculous and it is purely on looks and there is | :14:21. | :14:24.
no set terms on what is classified a pit bull. If you go to one police | :14:25. | :14:28.
station and if you want to another they would say no it isn't, it is | :14:29. | :14:34.
not factual enough. Most dogs were bred for not the reasons we would | :14:35. | :14:39.
want them to behave like today. It is how you bring them up and how you | :14:40. | :14:43.
raise and socialise them that's the major factor. | :14:44. | :14:49.
REMingy is settling in -- Reggie is settling in with his new family. He | :14:50. | :14:54.
is only eight months old and he is a handful, for now he stays on the | :14:55. | :15:02.
lead. They are just nosey. Nothing wrong with dogs going to other dogs. | :15:03. | :15:08.
The only socialisation he had with dogs was at the Dogs Trust. When he | :15:09. | :15:17.
is out in the real world, it is all new. It is trying to get him used to | :15:18. | :15:21.
that there is going to be lots and lots of dogs around so he just gets | :15:22. | :15:26.
used to it. On the other side of the park, Reggie spots trouble. | :15:27. | :15:33.
That's why you should keep your dog on the lead. Letting dogs off leads | :15:34. | :15:39.
when there is lots of dogs around and you haven't got control. If they | :15:40. | :15:45.
do turn, you have to run. In parks and public places across Wales, dog | :15:46. | :15:53.
attacks on dogs are all too common. She has been savage add little bit | :15:54. | :15:57.
herself one time. She was on the lead. What breed was it that | :15:58. | :16:01.
attacked her? An American pit bull. He nicked the side of her stomach | :16:02. | :16:05.
which was only an inch, but it was very, very deep and she needed | :16:06. | :16:12.
serious op. It is always the little dogs that | :16:13. | :16:17.
cause problems. It is never the big dogs. They are always barking at | :16:18. | :16:25.
everybody. She liked to run around. She got bitten once and she has | :16:26. | :16:31.
never forgotten it. She never takes hostages so I keep her on a lead. | :16:32. | :16:36.
This plaque dog came from -- black dog came from nowhere and dived on | :16:37. | :16:44.
top of him. He was bleeding. Frightening for you? You see dogs | :16:45. | :16:48.
running around and their owners are the other side of the park. You get | :16:49. | :16:56.
the irresponsible ones. Twice she has been attacked by black dogs. | :16:57. | :17:01.
Different dogs. They are anticipating trouble. I suppose when | :17:02. | :17:06.
you are that size, that's about one morsel each for a Great Dane or | :17:07. | :17:10.
something. It is no wonder they are nervous. | :17:11. | :17:15.
The Welsh and UK Governments accept that new regulations relating to all | :17:16. | :17:20.
breeds of dogs are needed. The Shadow Police Minister pushed for | :17:21. | :17:25.
stronger laws including dog control notices. The dog has to be out on a | :17:26. | :17:30.
lead or impounded or can't go to certain places like a school or like | :17:31. | :17:33.
for example a park or couldn't not be left alone in the property | :17:34. | :17:38.
because that would be potentially dangerous. The idea is to hopefully | :17:39. | :17:43.
improve behaviour over time because there would be severe penalties for | :17:44. | :17:47.
breaches of that dog control notice. The Welsh Government considered | :17:48. | :17:51.
bringing in its own law, consulting organisations like the RSPCA, but in | :17:52. | :17:56.
the end, they decided on joint legislation with Westminster. And | :17:57. | :18:01.
dog control notices were taken out. DEFRA says the new law will dot same | :18:02. | :18:06.
job, but some feel it is a missed opportunity. We were disappointed. | :18:07. | :18:10.
We thought that the dog control notices was a very effective way of | :18:11. | :18:15.
dealing with the issues through training, through education, and | :18:16. | :18:19.
through enabling owners to understand how their actions were | :18:20. | :18:25.
impact ing on their animals. The Westminster legislation is very | :18:26. | :18:32.
generic and dogs are there in. Does the Welsh Government regret its | :18:33. | :18:40.
decision. Would you accept that dog control notices have their place and | :18:41. | :18:45.
possibly have a place within this new legislation? Well, what I don't | :18:46. | :18:52.
want to do is get hung up on terms or legislative vehicles. What I'm | :18:53. | :18:56.
concerned about is the impact it has on the community... How will that | :18:57. | :19:01.
happen? The teeth in the legislation are the regulation that is we are | :19:02. | :19:06.
working on and until that work is completed, neither you or I will be | :19:07. | :19:10.
able to understand how this is going to work. | :19:11. | :19:13.
Back on the streets, dog warden Steve green paper is trying to | :19:14. | :19:17.
encourage responsible dog ownership. He is offering free microchips, but | :19:18. | :19:22.
there aren't many takers. Someone turns up who lost her dog, the owner | :19:23. | :19:27.
of the Staffie pup Steve picked up from the school earlier. Do you want | :19:28. | :19:41.
to speak? Every other dog we have got is a Staffie cross. If she had | :19:42. | :19:47.
puppies, all my family would have puppies off me. Do you want to | :19:48. | :19:56.
microchip her or not? The dog jumped the fence or someone opened the gate | :19:57. | :20:01.
and the dog got out. I had to try and find out where she was. I only | :20:02. | :20:06.
have had her for three weeks. I haven't had her long. We'll | :20:07. | :20:12.
microchip her. I have had to try and get cover in work. Get a lift up | :20:13. | :20:18.
here. It is not my day today. Young dog gets a microchip, but | :20:19. | :20:21.
there is nothing stopping her having her own pups in future. The policy | :20:22. | :20:29.
is to stop unwanted puppies and what happens in all the cases, we get a | :20:30. | :20:35.
pregnant bitch, has puppies and it is free to good home and because it | :20:36. | :20:41.
has been free to good home, it has not cost them anything. They have no | :20:42. | :20:47.
commitment to it. A dog in a school is a no no. You have a lot of | :20:48. | :20:52.
vulnerable people there. One happy puppy safely back with its owner. | :20:53. | :20:57.
There are too many unwanted puppies in Wales' rescue centres and Steve | :20:58. | :21:02.
worries some people are making a fast buck out of the demand for | :21:03. | :21:08.
fashiable breeds. We have problems with husky and sled dogs and | :21:09. | :21:16.
malamutes, I despair when I see a film with a dog in it. Three or four | :21:17. | :21:21.
years ago, there were Walt Disney films with dogs and The Twilight | :21:22. | :21:30.
Saga and every idiot and his dog wants one. They go out and get these | :21:31. | :21:35.
dogs and pay ?700, but they don't realise what they're taking on. | :21:36. | :21:40.
These puppies have been handed in to the Dogs Trust to be housed | :21:41. | :21:45.
responsibly. The fashionable dogs are the one that is people aren't | :21:46. | :21:50.
committing to as much as is needed. These are one of the breeds we are | :21:51. | :21:56.
asked to take in every week. Brought in to our centre when it has gone | :21:57. | :22:01.
wrong. They are gorgeous. Myself I would never consider having a husky. | :22:02. | :22:07.
There is that real, it pulls on your heart strings because they are | :22:08. | :22:10.
beautiful. Sometimes people let their heart rule their heads and it | :22:11. | :22:14.
is not a dog that's right for them, they think it is a puppy, but there | :22:15. | :22:18.
are different breed traits. It is not necessarily that if you get a | :22:19. | :22:24.
puppy it will grow up to be a well adjusted adult if it is the wrong | :22:25. | :22:32.
breed for you. Hello, I'm interested in the dog | :22:33. | :22:37.
you've got. To get an idea of how easy it is to get a dog no questions | :22:38. | :22:41.
asked, we went online. We phoned 20 people who were | :22:42. | :22:45.
advertising powerful and fashionable status dogs like huskies and some | :22:46. | :22:50.
that have had the appearance of pit bulls because we wanted to know what | :22:51. | :22:54.
questions they would ask us as potential buyers. I live in a | :22:55. | :23:01.
flat... None asked if we had children and when our researcher | :23:02. | :23:04.
pointed out she lived in a small flat with no garden and a new baby | :23:05. | :23:10.
only six expressed concern about the accommodation and just three said | :23:11. | :23:14.
they wouldn't sell her the dog because of her circumstances. | :23:15. | :23:19.
And four of the dogs people were happy to sell us were potentially | :23:20. | :23:27.
banned pit bull types. Online selling of puppies should be | :23:28. | :23:32.
banned. You should never buy a puppy without visiting the mother and | :23:33. | :23:37.
father and the owners. That's one of the main points behind responsible | :23:38. | :23:39.
pet ownership and people should never do that. Anyone who has less | :23:40. | :23:45.
than five litters a year doesn't need to be regulated. So rescue | :23:46. | :23:50.
centres like this say they will be kept busy. Would you like to see dog | :23:51. | :23:54.
ownership regulated? Yeah, I think it needs to be and I think breeding | :23:55. | :23:59.
needs to be licensed. There needs to be some charge for breeding to put | :24:00. | :24:03.
people off doing it as a quick way of making money. And we have got to | :24:04. | :24:08.
do something now? I would ban all the pet sites. I wouldn't allow pets | :24:09. | :24:13.
to be sold unless maybe a licenced breeder, registered breeders so you | :24:14. | :24:17.
are going properly for a registered breeder and those are the only ones | :24:18. | :24:22.
allowed to advertise. I would stop all this 20 quid puppies. Stop it | :24:23. | :24:27.
altogether. We will get him warmed up. The field is very smelly and it | :24:28. | :24:32.
is very exciting. In Bridgend, Reggie is settling in with his new | :24:33. | :24:36.
family and they are getting additional training to help them be | :24:37. | :24:41.
responsible owners. If he does that just go back to the | :24:42. | :24:48.
sit. Good boy. Good lad. Brilliant. Good boy. That's lovely. Yes. | :24:49. | :24:54.
Educating owners and dogs helps reduce aggressive dog attacks. There | :24:55. | :24:58.
is lots of information available, but just how many are taking the | :24:59. | :25:01.
time to read it? The five major dog charities in the | :25:02. | :25:05.
UK spend somewhere in the region of 1 is million on education and | :25:06. | :25:09.
communication. If you look at their websites on some of them, you can | :25:10. | :25:14.
differentiate between hits that are for the general website and hits | :25:15. | :25:18.
that are on their education pages. And the order of magnitude | :25:19. | :25:25.
differences, 30,000 hits may only have 120, so the information is | :25:26. | :25:29.
there, but it is not necessarily being looked at and it is not | :25:30. | :25:37.
necessarily being used. Training goes so far. Rules are | :25:38. | :25:41.
important too. Last Thursday the new dog regulations became law in | :25:42. | :25:44.
England and Wales. They come into force this May, but they don't | :25:45. | :25:49.
include dog control notices. So should Wales resurrect its own Welsh | :25:50. | :25:54.
Bill? I am not electing to tell the Welsh Government what to do, they | :25:55. | :25:58.
will do what they want to do, but a dog control notice is the way | :25:59. | :26:04.
forward to help sprent further acts -- prevent further acts of violence | :26:05. | :26:09.
which could include death. Would you consider bringing back control | :26:10. | :26:11.
within Wales which you are entitled to do? Yes. And legislate yourself? | :26:12. | :26:17.
It is not something we've walked away from. If I am persuaded that | :26:18. | :26:24.
the UK legislation doesn't deliver the statutory framework that I | :26:25. | :26:27.
believe is necessary, yes we will go back to our legislation and yes, we | :26:28. | :26:33.
will pursue Welsh legislation. We are left with the existing | :26:34. | :26:37.
Dangerous Dogs Act which is just fine for Katelyn Flowers and her dad | :26:38. | :26:44.
if it keeps pit bull types at bay. These dogs shouldn't be allowed in | :26:45. | :26:49.
the country. Not as pets anyway. You shouldn't really have them kind of | :26:50. | :26:54.
dogs around. We didn't have them years ago. A child that died the | :26:55. | :26:59.
other day, you don't know the story behind it, but I think something | :27:00. | :27:05.
should be done to help. Someone should be pushing and pushing for | :27:06. | :27:12.
the rules and regular to say come it -- regs to come in because it may | :27:13. | :27:16.
not be the dog's fault. Whatever the answer, we shouldn't rush to a | :27:17. | :27:20.
solution. I'm not saying that education doesn't, will not have an | :27:21. | :27:25.
impact and I don't think we can say at that stage that the legislation | :27:26. | :27:28.
won't have an impact, the important thing is we get it right. The | :27:29. | :27:31.
important thing is we don't knee-jerk and get it wrong because | :27:32. | :27:34.
we lose credibility by doing that and sometimes unfortunately it is | :27:35. | :27:38.
painstaking and it takes time. In Bridge en, Andrew Roberts and his | :27:39. | :27:43.
family are being allowed to have Scrappy back, but only under strict | :27:44. | :27:50.
conditions. A judge sitting on the bench never | :27:51. | :27:56.
even seen the dog and he could say right, destroy it. That would be a | :27:57. | :28:04.
miscarriage of justice. I was lucky. My dog was lucky because otherwise | :28:05. | :28:09.
he would be dead. In Cardiff, it is good news for Frank the pit bull. I | :28:10. | :28:20.
will be recommending this dog is returned under the strict conditions | :28:21. | :28:26.
of a contingent order. For Crystal, it is the end of the road. She can't | :28:27. | :28:33.
be re-homed under the Dangerous Dogs Act so she is put to sleep. | :28:34. | :28:37.
Perhaps if we want man's best friend to remain our campanion, it is up to | :28:38. | :28:42.
us to ensure we give dogs the home and the life they deserve. You know | :28:43. | :28:46.
that you have done something right. That you are going along the right | :28:47. | :28:50.
road with him, really, isn't it? It is down to us to help him become a | :28:51. | :28:55.
nice dog and well train and well mannered just as you would with a | :28:56. | :28:57.
child. | :28:58. | :29:03. |
