Hunters are untrained and unregulated. | :02:36. | :02:38. | |
They say they do this not just to catch predators, | :02:39. | :02:41. | |
Lane is one of ten men caught in Wales so far this | :02:42. | :02:55. | |

They're uncovering new targets every day. | :03:31. | :03:33. | |

He lives in Leeds and is a bus driver and | :03:38. | :03:40. | |
She's speaking to dozens of suspected | :03:41. | :03:48. | |
OK, so he's just told me what he's having for tea, he's asked me | :03:49. | :03:54. | |
Now he's asking me for another picture of myself, so I'm | :03:55. | :04:02. | |
Oh, he's just sent me a picture of him in the shower. | :04:03. | :04:11. | |
It's the normal being friendly tactic then it | :04:12. | :04:13. | |
will get to the stage he will send a picture of his penis as well. | :04:14. | :04:20. | |

round, then I go back to cooking tea and it's kind | :05:27. | :05:28. | |
To catch online predators, the group creates fake profiles | :05:29. | :05:33. | |
with backstories and photos before entering adult chat rooms | :05:34. | :05:35. | |

He's arriving at court to be sentenced after he admitted sexual | :06:36. | :06:44. | |
grooming online and attempting to meet a child. | :06:45. | :06:47. | |
He was effectively into two of our decoys - he thought | :06:48. | :06:51. | |
The group - which doesn't broadcast its stings live ? recorded | :06:52. | :06:58. | |
hundreds of pages of chat between them and Mullen. | :06:59. | :07:02. | |
He rang one of the decoys who was posing as a child | :07:03. | :07:04. | |
during what Mullen thought was her school lunch break. | :07:05. | :07:09. | |

He professed to be this father figure, it was classic grooming, | :07:33. | :07:42. | |
but underlying all that was this horrible sexual deviancy. | :07:43. | :07:45. | |
On the day he thought he'd be meeting | :07:46. | :07:49. | |
the girl in a Newport park, Petronus were waiting. | :07:50. | :07:53. | |

and brought before the courts day in day out, so when they go online | :09:14. | :09:17. | |
it's a lottery as to whether they get caught | :09:18. | :09:20. | |
and they have to be extremely unlucky to be caught. | :09:21. | :09:22. | |
In some instances, we do need to turn the tables. | :09:23. | :09:27. | |
Mullen was prosecuted because of Petronus. | :09:28. | :09:31. | |
The court heard how he'd been at a low point ? lonely | :09:32. | :09:34. | |
and was physically incapable of sexual intercourse. | :09:35. | :09:38. | |
He was given a 14-month jail sentence, suspended for two years. | :09:39. | :09:42. | |
And he'll be on the sex offenders register for ten. | :09:43. | :09:45. | |
Ashamed and deeply regret the situation. | :09:46. | :09:52. | |

They shouldn't be undertaking that activity in the first place, | :11:45. | :11:47. | |
Under-cover policing of that nature should not be for members | :11:48. | :11:52. | |
How else are we going to catch these people? | :11:53. | :12:00. | |
There's men in jail so far this year in Wales, several | :12:01. | :12:03. | |
of them as a result of this type of intelligence. | :12:04. | :12:05. | |
We've invested significantly in dedicating resourcing to tackle | :12:06. | :12:07. | |
We work with law enforcement agencies globally, we work | :12:08. | :12:12. | |
with National Crime Agency, use cutting-edge technology as well | :12:13. | :12:17. | |
to root out offending in all its forms, including CSE, | :12:18. | :12:25. | |
and we'll continue to do that until we're sure | :12:26. | :12:28. | |
Police told us 179 people were arrested in the first nine | :12:29. | :12:31. | |
months of Operation Netsafe and that has safeguarded | :12:32. | :12:33. | |
It's not clear how many of the cases involved catching people | :12:34. | :12:40. | |
Hunter groups say whatever is being done, it's not enough | :12:41. | :12:48. | |
and, what's more, there's public support for them. | :12:49. | :12:53. | |
Another new group has been set up, this time in Cwmbran by former | :12:54. | :12:56. | |
prison officer Nicholas Young, who was inspired after watching | :12:57. | :12:58. | |
It was all about the passion and it made me think | :12:59. | :13:13. | |
this is important to this person, it's important | :13:14. | :13:15. | |
to a community - that's what made me think I have got to do this. | :13:16. | :13:23. | |
The incredible sense of community spirit was overpowering. | :13:24. | :13:27. | |
I had 318 men offer to help when I first started | :13:28. | :13:34. | |
I had 30-50 women offer to help, it was immense ? offering financial | :13:35. | :13:46. | |
help, sim cards, mobile phones, anything they could do to help. | :13:47. | :13:50. | |

I said I can't watch that because my mum will know I've | :14:28. | :14:32. | |
But he kept telling me what to do - go incognito and then you can | :14:33. | :14:39. | |
So he even told you how to by pass your parents? | :14:40. | :14:44. | |
Like other hunters, he says it's all too easy to find men | :14:45. | :14:48. | |
This fake 15 year old is about to enter an adult chat room | :14:49. | :14:53. | |
There's three people speaking to me in less than three minutes. | :14:54. | :15:16. | |
Or if he says, sorry, you are too young. | :15:17. | :15:21. | |
Within six sentences and he's asking me that. | :15:22. | :15:40. | |
He's asking how small my breasts are. | :15:41. | :15:45. | |
I'm glad it's me he's talking to and not a 15-year-old girl. | :15:46. | :15:50. | |
The Home Office says it's given the National Crime Agency an extra | :15:51. | :15:54. | |
?10 million to nearly double its capacity to investigate | :15:55. | :15:56. | |
Another ?20 million is earmarked for the next three years. | :15:57. | :16:02. | |
But According to Jim Gamble, it's still not enough. | :16:03. | :16:10. | |
As we sit here today, I doubt there are more than 30 | :16:11. | :16:13. | |
officers across the UK who are actually online, | :16:14. | :16:17. | |
at this very moment in time masquerading undercover to engage | :16:18. | :16:24. | |
that low hanging fruit which is out there looking for the "Jessica 13" | :16:25. | :16:27. | |
From talking to police officers round the UK from the role | :16:28. | :16:37. | |
I have in safeguarding, the role that I'm | :16:38. | :16:40. | |
They simply haven't got the resource to meet this head-on | :16:41. | :16:46. | |
or to even create an active and meaningful deterrent. | :16:47. | :16:49. | |
The National Police Chiefs Council insists there are more than 30 | :16:50. | :16:53. | |
but they wouldn't tell us how many more. | :16:54. | :16:54. | |

tactics that are used, but what I can say is that we use | :17:01. | :17:08. | |
a mixture of all different types of tactics, both | :17:09. | :17:09. | |
technical solutions and we work importantly with law enforcement | :17:10. | :17:13. | |
Just roughly, though, are we talking dozens, | :17:14. | :17:18. | |
hundreds in Wales of officers working to try to protect children? | :17:19. | :17:21. | |
Specifically around online policing, if you like, | :17:22. | :17:23. | |
and undercover policing, I'm not prepared to give | :17:24. | :17:25. | |
The internet was used in more than 1,500 child sexual offences | :17:26. | :17:34. | |
Police are catching predators, but unlike hunters, they don't | :17:35. | :17:40. | |

We can get a conviction, it is great, I suppose, in one sense. | :22:44. | :22:50. | |
What we don't know, of course, is how many potential perpetrators | :22:51. | :22:57. | |
have got away with it because it's not been | :22:58. | :22:59. | |

cos it's not stood up in court, so it is an issue of balance. | :23:01. | :23:04. | |

That's someone who is potentially very dangerous who's out there. | :23:23. | :23:30. | |
