The growing divide between the UK

and the Irish Republic over border

arrangements after Brexit.

and the Irish Republic over border

0:00:090:00:12

The International Trade Secretary

says arrangements can only be

0:00:120:00:15

finalised during EU trade talks -

Ireland says it could veto moving

0:00:150:00:17

on to those without more

progress on the border.

0:00:170:00:23

With an EU deadline just

over two weeks away,

0:00:230:00:25

we'll be exploring how far

apart the two sides are.

Divisions between the British

and Irish Governments over how

0:01:230:01:25

the Northern Ireland border works

after Brexit deepened today.

0:01:250:01:30

The International Trade Secretary,

Liam Fox, said final decisions

0:01:300:01:32

could only be made once the UK knows

what its future EU

0:01:320:01:35

trade deal would be.

what its future EU

0:01:350:01:38

Ireland has however said it

could veto moving on to those talks

0:01:380:01:41

at the next EU summit in just

over two weeks.

Chris Buckler reports.

0:01:540:01:54

Dodt along the Irish border, you

will find old huts that were once

0:01:540:01:57

customs posts. Places where people

had to stop to show their papers.

0:01:570:02:02

But that was a long time ago. A

car's satellite navigation may tell

0:02:020:02:07

you when you have crossed from

Northern Ireland into the Republic.

0:02:070:02:11

But there is little to show it. The

Irish wants a guarantee that this

0:02:110:02:16

land will remain open and the border

invisible and it says unless it gets

0:02:160:02:23

those assurances, it will block the

next round of Brexit talks. But

0:02:230:02:29

Britain said you can't talk of

border without discussing trade.

You

0:02:290:02:34

can't get an answer until we get an

idea of the end state and we get

0:02:340:02:38

into the discussions with the EU,

that will be difficult. The quicker

0:02:380:02:42

we can do that the better. We are

still in the position where the EU

0:02:420:02:45

does not want to do that. We are

getting close to 2018 when we will

0:02:450:02:50

be talking about next year when we

leave the EU.

Here is the problem -

0:02:500:02:55

the Brexit negotiations are still in

their first phase and while the UK

0:02:550:03:00

wants to move on, to talk about

trading with the EU, Brussels says

0:03:000:03:06

that will on the be possible once

there is progress on three issues -

0:03:060:03:12

how many the UK will pay as it

leaves, citizens' rights and the

0:03:120:03:22

border.

I read a quote where Liam

Fox has said that the border issue,

0:03:220:03:28

the Irish issue will not be solved

until the final stage and we reach a

0:03:280:03:32

decision on trade. I hope the United

Kingdom is not holing the Irish

0:03:320:03:37

situation to ransom. It is too

serious and too critical.

The

0:03:370:03:41

British Government has already made

clear that it wants to leave the

0:03:410:03:45

single market and the customs union.

Which means after Brexit the UK's

0:03:450:03:52

economy would be governed by

different rules and could negotiate

0:03:520:03:55

different trade deals. To ensure

there is no hard border the Irish

0:03:550:03:59

Government has suggested that

Northern Ireland could remain in

0:03:590:04:02

both. Unionists fear if Northern

Ireland was to stay inside the

0:04:020:04:08

customs union and the rest of the UK

would leave, new checks would be

0:04:080:04:16

needed for ships, effectively

creating a border in the Irish Sea

0:04:160:04:20

between two parts of United Kingdom

and that could be unacceptable to

0:04:200:04:24

the Democratic Unionist Party whose

support the Conservatives rely on at

0:04:240:04:31

Westminster.

Our biggest market is

GB and it will be madness and a

0:04:310:04:38

dereliction of my duty if I didn't

try to stop a border in the Irish

0:04:380:04:41

Sea.

But what will happen on land?

In a place where political divides

0:04:410:04:46

are much more obvious than the

border.

0:04:460:04:51

border.

0:05:100:05:10

This is a huge challenge, the

divides in that report -

0:05:100:05:10

This is a huge challenge, the

frontier appears to be the most

0:05:100:05:14

troublesome frontier between the

Brexit talks stalling or

0:05:140:05:17

progressing. For Ireland this

matter, Ireland is hugely exposed by

0:05:170:05:23

Brexit and now wields huge power.

They have a veto and they can stop

0:05:230:05:28

the talks progressing to the next

stage. But will that happen? For the

0:05:280:05:32

Prime Minister now, a couple of

weeks of frantic diplomacy and

0:05:320:05:39

telephone calls to European leaders

and remember there doesn't have to

0:05:390:05:43

be progress that makes sure that all

of the issues are resolved. On the

0:05:430:05:52

financial settle and the Irish

border, they have to prove that

0:05:520:05:55

sufficient progress has been made.

That ill-defined hurdle set down by

0:05:550:05:59

the European Union. It is a hurdle

though that there is not much time

0:05:590:06:03

to overcome.

Thank you.

The road was cordoned off all day

after the crash, which police say

them facing a scene of carnage. The

stolen Renault Clio crashed into

0:06:320:06:42

this tree. Five people died, one

just 12. On social media, two of the

0:06:420:06:50

victims were named as brothers.

14-year-old Elliot and Ellis.

0:06:500:06:58

Officers searched the area as they

tried to establish the cause of what

0:06:580:07:02

they have described as a tragic

accident. People living in the area

0:07:020:07:07

were understandably shocked.

I

looked out of the bedroom window and

0:07:070:07:11

I saw the blue lights and that. It

is horrible. It is scary being the

0:07:110:07:18

end of street with me family here.

It is not known if all those who

0:07:180:07:22

died had been travelling in the car.

After the cordon was lifted, people

0:07:220:07:27

came to the scene to pay their

respects. Some were clearly

0:07:270:07:32

emotional as they laid flowers and

tributes. Tonight around 60 adults

0:07:320:07:38

and young people have gathered to

hold a vigil for those who lost

0:07:380:07:42

their lives here. Tomorrow, they

will have many questions which will

0:07:420:07:46

need to be answered about how this

crash came to happen.

0:07:460:07:53

The Archbishop of York,

John Sentamu, has put his clerical

0:07:530:07:57

collar back on nearly ten years

after promising not to wear it

0:07:570:08:00

until Robert Mugabe was no longer

Zimbabwean president.

0:08:000:08:03

In 2007, he cut up his dog collar

during a live BBC interview,

0:08:030:08:06

as a symbolic protest

at Robert Mugabe's rule.

0:08:060:08:09

He's now put on a new one,

saying a reconciliation process

0:08:090:08:12

was needed to heal Zimbabwe's

divisions.

0:08:120:08:18

I will try and put them

all together using superglue.

0:08:180:08:20

It would be a pretty ropey colour.

all together using superglue.

0:08:200:08:23

A ropey colour and I think

the lesson for Zimbabwe

0:08:230:08:26

is the same - they just can't

try and stitch it up.

0:08:260:08:31

Something more radical,

something new needs to

0:08:310:08:34

happen in terms of the rule of law,

allowing people to get jobs, because

0:08:340:08:38

90% of people are out of work.

Nazanin Zaghari-Ratcliffe

0:09:080:09:11

was sentenced to five years in

prison and she was told in October

0:09:110:09:15

she is facing new charges of

spreading propaganda in Iran. What

0:09:150:09:24

was broadcast last night seems to

suggest the authorities were

0:09:240:09:27

preparing to take a hard line. The

programme showed a BBC pay slip and

0:09:270:09:33

an e-mail she had written involving

training of BBC services. The BBC

0:09:330:09:41

has never denied she was a BBC

employee briefly. But she was never

0:09:410:09:50

a journalist. The Foreign Office

said it is disappointed by the

0:09:500:09:56

incorrect reporting. It said she was

in Iran on holiday. Her husband says

0:09:560:10:02

it appears unlikely she will get a

fair trial.

This Sinai journalist

is from the area where

0:11:080:11:10

the attack took place.

0:11:100:11:12

He said it is a turning

the point for local tribes

0:11:120:11:15

who have resolved to hunt

the militants themselves.

0:11:150:11:20

They had a meeting

members yesterday.

Almost 400 people were in

to carry arms and to find these

people themselves and to take

0:11:310:11:34

revenge from these groups.

people themselves and to take

0:11:340:11:43

And here are the main

suspects - militants

0:11:430:11:44

from the Egyptian branch

of so-called Islamic State.

0:11:440:11:50

Sinai's remote terrain

and history of

0:11:500:11:51

neglect mean there there

is fertile ground for IS.

0:11:510:11:57

Now it has money, it has resources,

it has weapons and it

0:11:570:12:00

has recruits.

it has weapons and it

0:12:000:12:02

And sadly and tragically,

the Egyptian Government

0:12:020:12:05

has basically used only military

means against the Isis

0:12:050:12:09

branch in North Sinai.

means against the Isis

0:12:090:12:13

What you need is to dislodge

Isis from the social and

0:12:130:12:16

economic and political grievances

that exist in Sinai.

0:12:160:12:21

For years now, Egypt has

been relying on military

0:12:210:12:23

solutions in Sinai.

been relying on military

0:12:230:12:29

But it's hard to wage war

when the enemy can melt away.

0:12:290:12:32

Now, more than ever experts say it's

time to change the battle plan.

0:12:320:12:41

Indonesia has put out

a red alert to airlines,

0:12:410:12:43

warning them of volcanic activity

on the island of Bali.

0:12:430:12:48

Mount Agung has been spewing out

smoke and volcanic ash thousands

0:12:480:12:50

of metres into the sky

and there are fears it could soon

0:12:500:12:53

erupt for the first time in more

than 50 years.

0:12:530:13:01

Owners of drones could have

to register and take

0:13:010:13:04

of proposed new legislation.

Police will also be given

new powers to crack down

0:13:060:13:08

on criminal use of the devices.

But as Joe Lynam reports

the government is also keen

to develop the technology.

the government is also keen

They could be one of the most

This potential customer says

he would use one for aerial

0:13:210:13:24

surveys and research.

he would use one for aerial

0:13:240:13:27

But he knows there needs

to be more controls.

0:13:270:13:36

It's all safety isn't it?

to be more controls.

0:13:360:13:37

We don't want drones crashing

into planes and things like that.

0:13:370:13:40

Safety concerns surrounding drones

were highlighted in July,

0:13:400:13:42

when Gatwick Airport had to close

when a drone was flown under

0:13:420:13:44

a plane about to land.

when a drone was flown under

There have been near misses

at Leeds Bradford, Cork

0:13:460:13:48

and Manchester airports since 2015.

at Leeds Bradford, Cork

0:13:480:13:52

And to prevent drones getting too

close, the proposed Drone Bill

0:13:520:13:57

could mean that owners of drones

weighing more than 250 grams

0:13:570:14:00

will need to register and do a test.

weighing more than 250 grams

0:14:000:14:02

They will be banned

from flying near airports,

0:14:020:14:05

or higher than 120 metres -

or 400 feet.

0:14:050:14:09

And police will get new powers

to seize unmanned aerial vehicles.

0:14:090:14:15

But drones have a growing list

of useful applications.

0:14:150:14:20

This prototype can fly into water

and propel itself back out.

0:14:200:14:23

These drones can be used

on oil rigs to fix cables

0:14:230:14:26

in treacherous conditions.

on oil rigs to fix cables

0:14:260:14:30

And they are the types of uses

that the Aviation Minister

0:14:300:14:33

wants to encourage.

that the Aviation Minister

0:14:330:14:34

We've looked at the drones

today which can help

0:14:340:14:36

in the construction industry,

in the mining industry,

0:14:360:14:38

an offshore oil rigs.

in the mining industry,

0:14:380:14:39

And what's really exciting

is that they can do the jobs that

0:14:390:14:42

actually put people at risk,

so hopefully it will help

0:14:420:14:45

with safety as well.

so hopefully it will help

0:14:450:14:49

With the rising popularity of drones

comes the issue of potential

0:14:490:14:52

misuse by the public.

comes the issue of potential

0:14:520:14:54

This legislation could mean that

new users won't be able to simply

0:14:540:14:56

take it out of the box and start

flying it straightaway.

Over fishing and pollution have

severely damaged fish stocks,

0:15:090:15:11

threatening the livelihoods

of millions of fishermen.

0:15:110:15:14

The Lake is surrounded

by three countries -

0:15:140:15:19

Kenya, Tanzania and Uganda,

from where the BBC's Komla Dumor

0:15:330:15:33

For centuries Lake Victoria has

provided nourishment for its people.

0:15:330:15:35

This man has fished here for ten

years. But the catch is now paltry.

0:15:350:15:43

He shows me what he caught today.

The catch of the fish is very

0:15:430:15:47

little. Life is very hard. As well

as it is about 10 kilograms, but in

0:15:470:15:56

the day we used to five up to 500

kilograms.

The fishermen have to go

0:15:560:16:05

further and further to find any

fish. He is one of hundreds of

0:16:050:16:11

fishermen in this village. For him

and others, the smaller catches mean

0:16:110:16:17

they survive day-by-day,

hand-to-mouth. Lake Victoria was

0:16:170:16:23

called the Lake of Gods. The people

believed its resources were endless.

0:16:230:16:30

At the height of the boom, fishermen

caught more than 36,000 tonnes. Last

0:16:300:16:38

year it was less than half that at

just over 17,000. Fishing is still a

0:16:380:16:49

lifeline for Uganda. At the fish

market most of the fish purchased is

0:16:490:16:57

sent abroad. But the waters look

odd. Algae has turned it green like

0:16:570:17:03

pea soup. Levels can be 20 highers

than it is safe for swimming or

0:17:030:17:10

drinking. Scientists search for

clues - testing the water every

0:17:100:17:15

month.

These blooms can be toxic and

it reduces the amount of oxygen for

0:17:150:17:25

fish. The lake is slowly dying.

How

desperate is the situation?

We

0:17:250:17:32

continue to pollute the lake through

untreated waste water, for example,

0:17:320:17:40

fertiliser being washed off from

agricultural intersurprises. The

0:17:400:17:43

other thing is the destruction of

part of eco-system like the

0:17:430:17:48

wetlands.

The flower business is an

alternative to fishing for some.

0:17:480:17:55

Uganda has the perfect weather for

roses. Large greenhouses dot the

0:17:550:18:01

shores. But is it adding to the

pollution?

The water here is a bit

0:18:010:18:08

dark. In the open water where we

have been passing, it is a bit blue.

0:18:080:18:14

The fishermen trying to protect

wetlands talk us to see what they

0:18:140:18:19

say is pollution.

The pesticide can

be coming back and be turned back to

0:18:190:18:24

the lake. All the communities are

surrounding this bay. The Ugandan

0:18:240:18:32

Government is trying to save the

lake. A special task force raids the

0:18:320:18:38

villages to destroy illegal boats

and nets.

The military is carrying

0:18:380:18:46

today controlling illegal fishing on

the lake. Looking at illegal fish

0:18:460:18:51

gears and methods.

But these

measures are yet to help fishermen.

0:18:510:18:57

Today he has made just £2 to support

his family.

They only live on my

0:18:570:19:06

power. I'm very scared of future.

The sons remember the lake's last

0:19:060:19:15

bounties. But more must be done to

stem the decline or future

0:19:150:19:20

generation will only hear tales of

the once plentiful lake of the Gods.

0:19:200:19:28

England's cricketers resume their

first Ashes Test, but Australia need

0:19:380:19:41

just 56 runs to win. The ECB said it

has spoke on the Jonny Bairstow over

0:19:410:19:49

an alleged incident.

Was the day

England's optimism faded. At first

0:19:490:19:56

they batsmen struggled. Joe Root

gone before lunch and the rest

0:19:560:20:01

followed F was Ali stumped? Anything

behind the line and he was OK. It

0:20:010:20:06

was very close. But he was out.

England's tail once again didn't

0:20:060:20:11

hang around. Australia left with a

target of just 170 and led by David

0:20:110:20:16

Warner they set about the run chase.

By the close England demoralised and

0:20:160:20:23

all but defeated.

Very disappointed.

I thought the first three days we

0:20:230:20:27

played well. Today, we let ourselves

down. With the bat specially we got

0:20:270:20:35

in and never got that big score we

needed.

Later another problem.

0:20:350:20:41

Claims that Jonny Bairstow was

involved in an incident in Perth

0:20:410:20:47

four weeks ago when in the same bar

as an Australian player. It is us

0:20:470:20:54

"their heads met at one point." In a

statement the ECB said:

0:20:540:21:01

With the controversy around Ben

Stokes it may raise more questions

0:21:100:21:13

about the team culture. The ECB have

spoken to Jonny Bairstow and say

0:21:130:21:19

they understand the context of the

incident, but it has been a

0:21:190:21:22

difficult 24 hours for them on and

off the pitch. Play starts shortly

0:21:220:21:28

and it shouldn't take long for

Australia to go 1-0 up in this

0:21:280:21:32

series.

Thanks. Celtic have won the

Scottish League Cup - the first

0:21:320:21:37

major trophy of the season, beating

Motherwell 2-0. Forrest with the

0:21:370:21:42

opener and a penalty. It is the

fourth consecutive domestic trophy

0:21:420:21:49

for Celtic. Match of the Day

follows, if you don't want to know

0:21:490:21:53

what happened look away. Manchester

City restored their eight-point lead

0:21:530:21:56

at the top of the the Premier

League. Southampton beat Everton 4-1

0:21:560:22:07

and Arsenal beat Burnley. Mercedes

took the first two places in the Abu

0:22:070:22:17

Dhabi Grand Prix. Vatteri Bottas won

and Lewis Hamilton second. In tennis
