0:01:080:01:11

Good evening and

welcome to BBC News.

0:01:110:01:12

North Korea has described the latest

United Nations sanctions as an act

0:01:120:01:16

of war and tantamount

to a complete economic blockade.

0:01:160:01:19

The UN Security Council

imposed the measures,

0:01:190:01:22

drafted by the US on Friday

in response to Pyongyang's

0:01:220:01:25

ballistic missile tests.

0:01:250:01:28

Sophie Long sent this report

from the South Korean capital Seoul.

0:01:280:01:32

North Korean state television

broadcast the first

0:01:320:01:35

reaction to the sanctions.

0:01:350:01:39

It described the UN Resolution

as an act of war that

0:01:390:01:41

violates peace and stability

on the Korean peninsula.

0:01:410:01:43

Please raise their hand.

0:01:430:01:44

Pyongyang promised to punish

those that voted for

0:01:440:01:46

the US-drafted resolution.

0:01:460:01:49

That includes China,

North Korea's main ally

0:01:490:01:51

and trading partner.

0:01:510:01:54

Beijing urged restraint

on all sides.

0:01:540:01:56

It's previously called

for an end to joint US-South

0:01:560:01:59

Korean military drills,

like this one, in exchange

0:01:590:02:03

for a halt to North Korea's

weapons programme.

0:02:030:02:06

A so-called freeze for freeze.

0:02:060:02:08

There is little hope either

side will agree to that.

0:02:080:02:11

Instead, the toughest sanctions yet.

0:02:110:02:14

The Americans had wanted to go

further, but they were pleased

0:02:140:02:17

with the support they got.

0:02:170:02:19

I am grateful to my colleagues

for the serious measures

0:02:190:02:21

we have enacted on behalf

of the North Korean people,

0:02:210:02:24

and I ask you keep them

in your thoughts and prayers this

0:02:240:02:27

holiday season, as we continue

to fight against this,

0:02:270:02:29

the most tragic example of evil

in the modern world.

0:02:290:02:35

The new sanctions include a ban

on the import of nearly 90% of oil

0:02:350:02:39

supplies to North Korea,

vital to its missile

0:02:390:02:41

and nuclear programmes.

0:02:410:02:44

They demand the deportation

of North Koreans working abroad,

0:02:440:02:48

to stop them funding the regime.

0:02:480:02:51

There will also be a ban on exports

of some North Korean goods.

0:02:510:02:55

The sanctions come

in response to this.

0:02:550:02:58

Pyongyang's launch of

an intercontinental ballistic

0:02:580:03:00

missile at the end of November.

0:03:000:03:10

One it said could reach

the US mainland.

0:03:100:03:13

The resolution is intended to push

Pyongyang to the negotiating table

0:03:130:03:16

and towards a diplomatic solution.

0:03:160:03:17

But instead, it's vowed

to strengthen its nuclear

0:03:170:03:21

capability and it's got form.

0:03:210:03:23

This is the third set of UN

sanctions to be imposed

0:03:230:03:26

on North Korea this year.

0:03:260:03:27

Within weeks of the previous

two rounds, it carried

0:03:270:03:29

out its biggest nuclear test

and fired its most powerful missile.

0:03:290:03:32

Today's response shows little sign

it is willing to stop now.

0:03:320:03:37

Sophie Long, BBC News, Seoul.

0:03:370:03:42

Tens of thousands of people have

been left homeless after a tropical

0:03:420:03:45

storm in the Philippines

in which more than 200 people have

0:03:450:03:48

died and dozens are missing.

0:03:480:03:52

Our World Affairs Correspondent

Richard Galpin reports.

0:03:520:03:58

At last, some aid now getting

to those most in need after this

0:03:580:04:02

latest storm to hit

the Philippines begins to subside.

0:04:020:04:04

Troops helping deliver

supplies here in the

0:04:040:04:07

southern region of Mindanao, which

lay right in the path of the storm.

0:04:070:04:11

Reaching these impoverished

areas has not been easy.

0:04:110:04:17

They were hit by a landslide,

mudslides, caused by

0:04:170:04:21

an inordinate amount of rainfall

that caused the ground to move and

0:04:210:04:25

killed people innocently.

0:04:250:04:32

As well as surging currents from

swollen rivers that overcame their

0:04:320:04:36

banks,

0:04:360:04:38

it swept people out

of their homes and killed

0:04:380:04:40

many others as well.

0:04:400:04:41

The speed with which

the rivers were turned into

0:04:410:04:44

lethal torrents over the weekend

caught people here by surprise.

0:04:440:04:46

Many drowning in their

own homes, others

0:04:460:04:48

buried under mudslides,

including children.

0:04:480:04:53

The call for people to evacuate

in good time before the

0:04:530:04:55

storm didn't have an effect.

0:04:550:04:59

The storm passed over some

of the poorest areas in the whole

0:04:590:05:02

Philippines.

0:05:020:05:04

At least 200 people

are known to have died.

0:05:040:05:10

Large numbers are still

missing, and tens of

0:05:100:05:12

thousands have been forced to move

away in search of emergency

0:05:120:05:15

shelter.

0:05:150:05:18

In Rome today, Pope Francis offered

prayers for the people of

0:05:180:05:22

Mindanao in his weekly blessing

to the crowd on St Peter's Square.

0:05:220:05:26

TRANSLATION:

Merciful Lord, take

in the souls of the dead and comfort

0:05:260:05:32

those who are suffering

as a result of this calamity.

0:05:320:05:37

Let's pray for these people.

0:05:370:05:40

At least Tropical Storm Tembin

has now been moving

0:05:400:05:43

away from the Philippines.

0:05:430:05:46

It's currently over

the South China Sea,

0:05:460:05:49

where it's picking up strength again

and has been categorised as a

0:05:490:05:52

typhoon.

0:05:520:05:54

It's expected to hit

Vietnam later this week.

0:05:540:05:57

Meanwhile, the people

of the southern Philippines

0:05:570:05:59

continue the search for loved ones.

0:05:590:06:03

They will be hoping for much more

help to reach them in

0:06:030:06:05

the coming days.

0:06:050:06:15

Two men have died in a crash

involving five vehicles that closed

0:06:160:06:18

part of the M40 in Oxfordshire

for several hours last night.

0:06:180:06:21

One vehicle is thought to have

overturned in the incident

0:06:210:06:23

which happened between junctions 10

and 11 near Banbury.

0:06:230:06:26

Jo Kent reports from the scene.

0:06:260:06:27

This northbound stretch of the M40

here between junctions 10 and 11

0:06:270:06:30

opened again this morning

and is running freely now.

0:06:300:06:33

There is really no trace

of the terrible crash

0:06:330:06:35

which happened here last night.

0:06:350:06:39

It was a very different scene

last night as members

0:06:390:06:41

of all of the emergency services

raced here to try to help

0:06:410:06:45

in the aftermath of this

multi-vehicle crash.

0:06:450:06:50

Five vehicles were involved in it

and we know that two men sadly died.

0:06:500:06:54

They were a 60-year-old man

from Oxfordshire and a 29-year-old

0:06:540:06:58

man from Warwickshire.

0:06:580:07:01

One of those men died at the scene,

the other was taken to hospital

0:07:010:07:04

in a critical condition

and died later.

0:07:040:07:06

A third man is being treated

in hospital for very serious leg

0:07:060:07:09

injuries while a further three

people sustained minor injuries.

0:07:090:07:12

All of those were treated

at hospitals in Banbury or Oxford.

0:07:120:07:16

The police have said that

their thoughts are with the families

0:07:160:07:19

of the two men who died and those

families are being supported

0:07:190:07:22

by specially trained officers.

0:07:220:07:25

Police are also

appealing for witnesses.

0:07:250:07:27

Anyone who saw this crash

who they haven't already spoken

0:07:270:07:30

to are being asked to get in touch

with Thames Valley Police

0:07:300:07:34

so they can try to piece together

what caused this terrible crash.

0:07:340:07:38

Joe Kent, BBC South today over

the M40 in Oxfordshire.

0:07:380:07:44

In northern Iraq, Mosul

is celebrating its first Christmas

0:07:440:07:47

since the city was taken

by Islamic State

0:07:470:07:49

militants in June 2014.

0:07:490:07:51

Since then, Iraqi Christians

were persecuted and driven out,

0:07:510:07:54

while residents who remained

were brutally oppressed until Iraqi

0:07:540:07:58

forces were able to retake the city.

0:07:580:08:01

Alan Johnston reports.

0:08:010:08:07

They gathered in Mosul's Cathedral,

marking a Christmas they will never

0:08:070:08:11

forget, the first Christmas

after the war.

0:08:110:08:18

Under the rule of the Islamic State

militants this would

0:08:180:08:20

have been impossible.

0:08:200:08:23

There could be no Christian

worship in public.

0:08:230:08:28

The community was

persecuted and many fled.

0:08:280:08:32

This was a coming together,

not just of Christians,

0:08:320:08:37

Muslims helped prepare the church

for this service.

0:08:370:08:42

And they were here too

as the worship unfolded.

0:08:420:08:50

Mosul was the scene of months

of ferocious street fighting.

0:08:500:08:55

Iraqi forces and their Western

allies battled to drive

0:08:550:08:58

out the militants.

0:08:580:09:02

Thousands of civilians were killed

and much damage was done.

0:09:020:09:08

Now the healing must begin

and the Christmas service is a small

0:09:080:09:12

part of that vast process.

0:09:120:09:16

TRANSLATION: Without

peace there is no life.

0:09:160:09:21

Our message is that after everything

that happened with our glorious

0:09:210:09:26

victory against Islamic State group

and others, we must

0:09:260:09:28

all call for peace.

0:09:280:09:32

Among those in the church,

the message was being heard.

0:09:320:09:37

TRANSLATION: We are from the Muslim

community and today we share this

0:09:370:09:40

glorious celebration

with our Christian Brothers in

0:09:400:09:45

the province and the city of Mosul.

0:09:450:09:48

We share their joy today

and we hope our brothers outside

0:09:480:09:50

of Iraq from the Christian community

will return to Mosul because we are

0:09:500:09:53

all brothers and we are united.

0:09:530:10:00

Beneath the cross in the Cathedral

this Christmas eve there was some

0:10:000:10:03

of the best of the spirit of this

time of year and nowhere

0:10:030:10:06

needs it more than Mosul.

0:10:060:10:10

Alan Johnston, BBC News.

0:10:100:10:17

But shoppers across the UK have been

out all weekend to grab

0:10:170:10:20

a last-minute bargain.

0:10:200:10:21

Yesterday was dubbed

"Super Saturday" as it was the last

0:10:210:10:24

full day of trading before

Christmas.

0:10:240:10:25

And shoppers were out in force.

0:10:250:10:35

for a shorter period,

but yesterday there

0:10:360:10:38

were 17.4 million people

who were planning to make purchases

0:10:380:10:40

and they were going

to spend £1.6 billion.

0:10:400:10:42

That covers online purchases

and going to the shops.

0:10:420:10:44

If you were in a shop

and thought it was busy,

0:10:440:10:47

that is because there

were 14 million of us who were going

0:10:470:10:50

out to shop yesterday.

0:10:500:10:52

Possibly a lot of men leaving

it to the last minute.

0:10:520:10:55

I know that is a horrible

stereotype, but I am

0:10:550:10:57

afraid it is true.

0:10:570:10:58

The survey does not provide

a breakdown of sexes,

0:10:580:11:03

but it says the person who will buy

a last-minute gift

0:11:030:11:06

for us is our partner.

0:11:060:11:07

And for grab and go items,

you are most likely to buy

0:11:070:11:10

toiletries and chocolates.

0:11:100:11:12

You can interpret those

figures as you can.

0:11:120:11:20

they are not very imaginative.

Find

us a stocking filler if anyone is

0:11:200:11:24

watching at home.

0:11:240:11:26

watching at home.

0:11:270:11:28

What about Black Friday?

0:11:280:11:29

That was the other big day

in November when people

0:11:290:11:31

were supposed to be getting ready

for Christmas and getting bargains.

0:11:310:11:34

Another Black Friday,

another colourful name

0:11:340:11:35

for a different event in the retail

character, last Friday in November

0:11:350:11:38

when retailers make big discounts

to encourage us to spend money.

0:11:380:11:41

It works because we spent more

on Black Friday this year than last

0:11:410:11:44

year and it pushed up the overall

retail sales for November.

0:11:440:11:47

But while the overall amount

that we spent went up,

0:11:470:11:51

the number of people

going into shops is going down,

0:11:510:11:56

so it is quite a stark reminder

of the shift towards online shopping

0:11:560:11:59

that many of us are doing.

0:11:590:12:01

Second, many analysts say

that the money we spent

0:12:010:12:06

on Black Friday is money

that we probably would have spent

0:12:060:12:09

at some time anyway,

so it distorts the figure slightly.

0:12:090:12:12

Perhaps we bought a Christmas

present early or delayed spending

0:12:120:12:15

we would have done over the summer.

0:12:150:12:17

It is not necessarily

new money we are spending

0:12:170:12:20

because we were drawn

in by a good offer.

0:12:200:12:23

What has the year been

generally light for retailers

0:12:230:12:28

What has the year been

generally like for retailers

0:12:280:12:30

and what is the outlook?

0:12:300:12:32

Even those figures I said

at the beginning on super Saturday

0:12:320:12:35

was based on people's intentions.

0:12:350:12:37

But in the year to date

there is a picture of growth,

0:12:370:12:39

we are buying more than we were

a year earlier.

0:12:390:12:43

But there are lots of

challenges facing retailers.

0:12:430:12:46

One is the shift to online shopping.

0:12:460:12:50

You would have heard

about the problems faced by Toys "R"

0:12:500:12:53

Us, they had a heavy shop presents

and they had not built an online

0:12:530:12:57

Us, they had a heavy shop presence

and they had not built an online

0:12:570:13:01

offering and their business

suffered as a result.

0:13:010:13:03

Beyond that change in consumer habit

is the economic things that

0:13:030:13:05

are going on that make life

potentially challenging

0:13:050:13:07

for retailers.

0:13:070:13:09

One is that the pound

is comparatively weak.

0:13:090:13:12

If retailers are importing goods

to sell, it becomes more expensive,

0:13:120:13:17

so it weighs on their balance sheet

a bit more.

0:13:170:13:20

The second is the cost of living

and inflation which is going up.

0:13:200:13:24

It is going up faster than wage

packets, so the pound in people's

0:13:240:13:27

pocket is not going as far

and they have less money

0:13:270:13:32

pockets is not going as far

and they have less money

0:13:320:13:35

to spend on goods.

0:13:350:13:38

Finally, we saw interest rates go up

in November and while we are not

0:13:380:13:42

expecting an immediate interest rate

rise, they are on an

0:13:420:13:44

upward trajectory.

0:13:440:13:45

When interest rates go up and people

are more likely to save rather

0:13:450:13:48

than spend and that is a further

pressure on retailers.

0:13:480:13:51

Thank you very much.

0:13:510:13:54

Coming up in a moment we're joined

0:16:360:16:38

lethal torrents over the weekend

caught people here by surprise.

0:16:380:16:40

Many drowning in their

own homes, others

0:16:400:16:42

buried under mudslides,

including children.

0:16:420:16:43

The call for people to evacuate

in good time before the

0:16:430:16:46

storm didn't have an effect.

0:16:460:16:47

The storm passed over some

of the poorest areas in the whole

0:16:470:16:50

Philippines.

0:16:500:16:52

At least 200 people

are known to have died.

0:16:520:16:59

Large numbers are still

missing and tens of

0:16:590:17:00

thousands have been forced to move

away in search of emergency

0:17:000:17:03

shelter.

0:17:030:17:06

In Rome today, Pope Francis offered

prayers for the people of

0:17:060:17:09

Mindanao in his weekly blessing

to the crowd on St Peter's Square.

TRANSLATION:

Merciful Lord, take

in the souls of the dead and comfort

0:17:140:17:17

those who are suffering

as a result of this calamity.

0:17:170:17:21

Let's pray for these people.

0:17:210:17:26

At least Tropical Storm Tembin

has now been moving

0:17:260:17:30

away from the Philippines.

0:17:300:17:33

It's currently over

the South China Sea,

0:17:330:17:36

where it's picking up strength again

and has been categorised as a

0:17:360:17:39

typhoon.

0:17:390:17:40

It's expected to hit

Vietnam later this week.

0:17:400:17:43

Meanwhile, the people

of the southern Philippines

0:17:430:17:46

continue the search for loved ones.

0:17:460:17:50

They will be hoping for much more

help to reach them in

0:17:500:17:52

the coming days.

North Korea has described the latest

United Nations sanctions as an act

0:18:030:18:06

of war and tantamount

to a complete economic blockade.

0:18:060:18:08

The UN Security Council imposed

the measures drafted by the US

0:18:080:18:11

on Friday in response to Pyongyang's

ballistic missile tests.

0:18:110:18:13

North Korea has vowed

to strengthen its nuclear deterrent

0:18:130:18:15

to frustrate America.

0:18:150:18:18

Sophie Long sent this report

from the South Korean capital Seoul.

0:18:180:18:25

North Korean state television

broadcast the first

0:18:250:18:28

reaction to the sanctions.

0:18:280:18:31

It described the UN Resolution

as an act of war that

0:18:310:18:34

violates peace and stability

on the Korean peninsula.

0:18:340:18:37

Please raise their hand.

0:18:370:18:39

Pyongyang promised to punish

those that voted for

0:18:390:18:41

the US-drafted resolution.

0:18:410:18:44

That includes China,

North Korea's main ally

0:18:440:18:47

and trading partner.

0:18:470:18:49

Beijing urged restraint

on all sides.

0:18:490:18:53

It's previously called

for an end to joint US-South

0:18:530:18:55

Korean military drills,

like this one, in exchange

0:18:550:18:58

for a halt to North Korea's

weapons programme.

0:18:580:19:01

A so-called freeze for freeze.

0:19:010:19:03

There is little hope either

side will agree to that.

0:19:030:19:06

Instead, the toughest sanctions yet.

0:19:060:19:09

The Americans had wanted to go

further, but they were pleased

0:19:090:19:12

with the support they got.

0:19:120:19:13

I am grateful to my colleagues

for the serious measures

0:19:130:19:16

we have enacted on behalf

of the North Korean people,

0:19:160:19:19

and I ask you keep them

in your thoughts and prayers this

0:19:190:19:22

holiday season, as we continue

to fight against this,

0:19:220:19:26

the most tragic example of evil

in the modern world.

0:19:260:19:30

The new sanctions include a ban

on the import of nearly 90% of oil

0:19:300:19:33

supplies to North Korea,

vital to its missile

0:19:330:19:36

and nuclear programmes.

0:19:360:19:40

They demand the deportation

of North Koreans working abroad,

0:19:400:19:43

to stop them funding the regime.

0:19:430:19:47

There will also be a ban on exports

of some North Korean goods.

0:19:470:19:51

The sanctions come

in response to this.

0:19:510:19:54

Pyongyang's launch of

an intercontinental ballistic

0:19:540:19:56

missile at the end of November.

0:19:560:19:58

One, it said, could

reach the US mainland.

0:19:580:20:03

The resolution is intended to push

Pyongyang to the negotiating table

0:20:030:20:07

and towards a diplomatic solution.

0:20:070:20:11

But instead, it's vowed

to strengthen its nuclear

0:20:110:20:15

capability and it's got form.

0:20:150:20:17

This is the third set of UN

sanctions to be imposed

0:20:170:20:20

on North Korea this year.

0:20:200:20:21

Within weeks of the previous

two rounds, it carried

0:20:210:20:24

out its biggest nuclear test

and fired its most powerful missile.

0:20:240:20:31

Today's response shows little sign

it is willing to stop now.

0:20:310:20:33

Sophie Long, BBC News, Seoul.

0:20:330:20:37

Police are appealing for witnesses

after two men died and several

0:20:370:20:40

people were injured in a crash

on the M40 involving

0:20:400:20:42

a number of vehicles.

0:20:420:20:44

Emergency services were called

to the scene just before midnight

0:20:440:20:48

yesterday on the northbound stretch

of the motorway in Oxfordshire.

0:20:480:20:51

The motorway reopened this morning.

0:20:510:20:53

Opponents of President Putin have

held a series of mass rallies

0:20:530:20:57

in cities across Russia in support

of a candidate to challenge him

0:20:570:21:00

in elections early next year.

0:21:000:21:02

The opposition politician

Alexei Navalny, who's been jailed

0:21:020:21:05

in the past for criticising

the president, told supporters

0:21:050:21:08

he will stand against Mr Putin.

0:21:080:21:10

But it's not yet certain

if he'll be able to run

0:21:100:21:13

as he is officially disqualified.

0:21:130:21:16

Plans to ditch the Army's slogan "Be

the Best" have been stopped

0:21:160:21:19

by the new Defence Secretary,

Gavin Williamson.

0:21:190:21:22

Half a million pounds had been spent

on a re-branding exercise that

0:21:220:21:25

would have got rid of the slogan

because it was felt to be elitist.

0:21:250:21:29

Andy Moore reports.

0:21:290:21:33

A well-known slogan

at the heart of army recruiting

0:21:330:21:35

for more than two decades.

0:21:350:21:40

It's not clear when the new Defence

Secretary Gavin Williamson saw these

0:21:400:21:44

plans for a rebrand,

but he clearly didn't like them.

0:21:440:21:46

The research reportedly

showed that the "Be

0:21:460:21:51

the Best" slogan was dated,

elitist and non-inclusive.

0:21:510:21:54

These plans for a rebrand were well

advanced at a senior level

0:21:540:21:59

here at the Ministry of Defence,

then there was a sudden about turn.

0:21:590:22:08

A statement was issued last night,

saying the Defence Secretary

0:22:080:22:12

believes the British Army

is the best of the best and these

0:22:120:22:15

proposals have been put on hold.

0:22:150:22:19

Colonel Richard Kemp

was the commander of British

0:22:190:22:20

troops in Afghanistan.

0:22:200:22:23

He says a lot can be improved

in the recruitment process

0:22:230:22:25

but there is nothing wrong

with the slogan.

0:22:250:22:29

If the army is not an elite,

it is hardly likely

0:22:290:22:32

to defeat our enemies.

0:22:320:22:34

If it is not better than our

enemies, all of our enemies,

0:22:340:22:36

then again it is not going to win,

it is not going to win in the war.

0:22:360:22:40

It has to be the best.

0:22:400:22:42

Young people who are

thinking about joining,

0:22:420:22:44

they want to join the best,

they don't want to join anything

0:22:440:22:46

that is second rate.

0:22:460:22:48

This rebranding exercise was said

to have the support of the army's

0:22:480:22:50

most senior officer,

but now his authority has

0:22:500:22:52

been publicly undermined

by the Defence Secretary.

0:22:520:22:54

Whatever the argument on tactics,

the crisis in recruiting remains.

0:22:540:22:58

Every year for seven years now,

more soldiers have left

0:22:580:23:01

the army than signed up.

0:23:010:23:03

Andy Moore, BBC News.

0:23:030:23:06

Pope Francis has held

midnight mass in Rome.

0:23:060:23:16

The pontiff carried out the service

in St Peter's Basilica.

0:23:220:23:24

His sermon included a condemnation

of human traffickers

0:23:240:23:27

who were described as modern day

Herods.

0:23:270:23:32

Meanwhile pilgrims are celebrating

Midnight Mass, in Bethlehem.

0:23:320:23:39

This year's celebration takes place

amid rising tensions in the region

0:23:390:23:41

following the US decision

to recognise Jerusalem as Israel's

0:23:410:23:43

capital earlier this month.

0:23:430:23:45

Our Religion Editor Martin Bashir

is in Manger Square for us.

0:23:450:23:51

Is there something of a different

atmosphere there this year?

Despite

0:23:510:23:57

the inclement weather as you can

see, there are no spaces in the

0:23:570:24:01

queues of the Church of the Nativity

behind me and the midnight Mass

0:24:010:24:05

which started a few minutes' ago.

The reality is that Donald Trump was

0:24:050:24:11

my decision to officially recognise

Jerusalem as the capital city of

0:24:110:24:17

Israel which provoked clashes, has

had a stark effect across the city.

0:24:170:24:21

Many of the hotels which are

generally oversubscribed are

0:24:210:24:24

currently closed and empty. Traders

complain of a lack of business and

0:24:240:24:30

the fact is the threat of violence

has had a greater effect on pilgrims

0:24:300:24:34

who might normally have wanted to be

here to mark the birth of Christ on

0:24:340:24:40

Christmas Eve, instead the fear of

violence has kept them away.

Martin

0:24:400:24:45

in Bethlehem, thank you. Apologies

for the sound. That was the rain

0:24:450:24:49

causing that.

0:24:490:24:49

That was the rain causing that.

0:24:490:24:50

That's it from us.

0:24:500:24:52

From everyone here at BBC News,

have a very happy Christmas.
