morning, as Carwyn Jones again the

reign as First Minister, and brought
to an end the 10-year government | 0:07:51 | 0:07:55 | |
career of his close colleague and
friend, Carl Sargeant. Just after | 0:07:55 | 0:08:00 | |
1:50pm, that afternoon, Carl
Sargeant tweeted a personal | 0:08:00 | 0:08:05 | |
statement, saying he was shocked and
distressed that allegations had been | 0:08:05 | 0:08:08 | |
made about his personal conduct, he
said he was not told detail and | 0:08:08 | 0:08:12 | |
called for an independent
investigation, he said that he would | 0:08:12 | 0:08:15 | |
clear his name. Minutes later, Welsh
Labour confirmed he had been | 0:08:15 | 0:08:20 | |
suspended from the party. Then, at
2:30pm, a spokesman for the First | 0:08:20 | 0:08:25 | |
Minister confirmed the allegations
were the reason Carl Sargeant had | 0:08:25 | 0:08:29 | |
been removed from the cabinet.

that he had been sacked. Later on
that Friday afternoon, his lawyer | 0:08:33 | 0:08:39 | |
was told by a Labour Party that the

duty of care. Over the weekend, Carl

the details of the allegations, his

was despite West and warnings

Friends and former colleagues say

Labour, one former Labour worker

emphasis on the smack of firm

care to a colleague. Then on Monday,

publicly. I became aware of a number

last week, as a result of being

office to speak to those women

as a result of those conversations,

the matter to the party. By Monday

emerge about the way the situation

harassment story that has engulfed
politics was the main talking point | 0:10:17 | 0:10:21 | |
as members of Parliament returned to
Cardiff Bay yesterday following the | 0:10:21 | 0:10:25 | |
half term break, the party leaders
were intending to meet to discuss | 0:10:25 | 0:10:28 | |
the matter and yesterday morning
Carwyn Jones called a meeting of | 0:10:28 | 0:10:34 | |
Labour's AMs and support staff to
discuss the way that the party | 0:10:34 | 0:10:37 | |
listens to concerns. The people in
the room have told us that towards | 0:10:37 | 0:10:41 | |
the end of the meeting, Carwyn Jones
was approached by his cabinet | 0:10:41 | 0:10:45 | |
colleague, Lesley Griffiths, who
informed him that Carl Sargeant had | 0:10:45 | 0:10:48 | |
been found dead. The news broke at
lunchtime. A former Welsh government | 0:10:48 | 0:10:54 | |
secretary Carl Sargeant has died.
Gradually, yesterday, amid the | 0:10:54 | 0:10:59 | |
shocked and upset for politicians
and staffers, questions began to | 0:10:59 | 0:11:04 | |
crystallise, why hadn't Carl
Sargeant been given more detail | 0:11:04 | 0:11:06 | |
about the allegations, why had he
been sacked from government before | 0:11:06 | 0:11:10 | |
an investigation was conducted, and
just how much support at the Labour | 0:11:10 | 0:11:14 | |
Party given him over the weekend?
This afternoon, Carl Sargeant's | 0:11:14 | 0:11:21 | |
family released copies of
correspondence that his solicitors | 0:11:21 | 0:11:24 | |
sent to labour on Monday, asking for
more detail on the allegations. In a | 0:11:24 | 0:11:28 | |
statement, the family said there
would be -- there had been no | 0:11:28 | 0:11:33 | |
natural justice. The area's MP
visited them this afternoon. They | 0:11:33 | 0:11:37 | |
are angry because they have
questions about the process and how | 0:11:37 | 0:11:42 | |
it has ended up with this. But I
think they need some space, to | 0:11:42 | 0:11:47 | |
really try as best they can to come
to terms with what has happened. | 0:11:47 | 0:11:54 | |
This evening, Labour tried to
clarify the process it had followed, | 0:11:54 | 0:11:59 | |
the procedure was to initially

allegations, giving the detail would

investigation. Carwyn Jones appeared

any interviews. His spokesman said

by the death of his friend. First

who are part of this... Carl was

the time to talk about how things

thoughts, following a statement from

that he was not afforded common

is that how you see it? A lot of

have been mentioned in the

situation, on Friday, we were told
that the First Minister was handing | 0:13:25 | 0:13:30 | |
this over to the Labour Party, and
it was going to be a Labour Party | 0:13:30 | 0:13:34 | |
enquiry. My understanding with a
process like that, I worked in the | 0:13:34 | 0:13:37 | |
BBC, there would be a process,
conducted behind closed doors. | 0:13:37 | 0:13:42 | |
Statements would be taken, people
would be interviewed. Materials | 0:13:42 | 0:13:46 | |
would be gathered and documented.
And yet, and yet, you know, having | 0:13:46 | 0:13:51 | |
passed this over on Friday, to the
Labour Party, on Monday, the First | 0:13:51 | 0:13:56 | |
Minister is doing interviews with
the BBC, and with ITV as well, in | 0:13:56 | 0:14:01 | |
which he is collaborating on the
story, and commenting on the story. | 0:14:01 | 0:14:06 | |
That is not due process. If there is
due process, that should be | 0:14:06 | 0:14:11 | |
conducted behind closed doors, with
proper interviews, proper | 0:14:11 | 0:14:16 | |
documentation, and people should not
be freelancing in interviews, making | 0:14:16 | 0:14:21 | |
further comments, whether they are
the First Minister or not. You are | 0:14:21 | 0:14:25 | |
clearly angry with the way Carwyn
Jones has handled this. Very angry | 0:14:25 | 0:14:29 | |
with the interviews on Monday and
the anger within the Labour Party | 0:14:29 | 0:14:33 | |
across Wales, and beyond the Labour
Party, in Carl's local community, | 0:14:33 | 0:14:38 | |
people of no political party, evil
do not think Carl Sargeant has been | 0:14:38 | 0:14:43 | |
treated fairly. Are you agreeing
with those people then who are | 0:14:43 | 0:14:48 | |
calling for him to stand down, can
he carry on, given this? I'm not | 0:14:48 | 0:14:54 | |
here to call for scalps anything
else. I'm here to support Carl's | 0:14:54 | 0:14:59 | |
memory and his family. What we want
to see is justice for Carl. We want | 0:14:59 | 0:15:08 | |
proper due process to be followed,
we want the situation now to be | 0:15:08 | 0:15:11 | |
investigated. I also think there is
a big issue about Judy of care to | 0:15:11 | 0:15:16 | |
Carl, I don't believe there was
sufficient attention to Carl's | 0:15:16 | 0:15:21 | |
mental state over the weekend, or in
the days after that. I think that is | 0:15:21 | 0:15:27 | |
a very big issue for the Labour
Party. And it is a very big issue in | 0:15:27 | 0:15:31 | |
politics more widely. | 0:15:31 | 0:15:32 | |
I am sure that everybody watching
can understand how emotional you | 0:15:38 | 0:15:43 | |
feel. Take a moment. Good evening.
Is this the sort of story, the | 0:15:43 | 0:15:48 | |
people that you have spoken to over
the last 24-48 hours, the sort of | 0:15:48 | 0:15:54 | |
thing that could possibly see the
end of Carwyn Jones as First | 0:15:54 | 0:15:57 | |
Minister? Very possibly. I would
caution against saying it is going | 0:15:57 | 0:16:03 | |
to be some sort of huge explosion to
him being thrown out. This hastens | 0:16:03 | 0:16:09 | |
the end. People think that he has
exercised very poor judgment, about | 0:16:09 | 0:16:18 | |
following the party rules. On the
one hand, it should have been a | 0:16:18 | 0:16:25 | |
matter for the panel of the
executive committee in London, not | 0:16:25 | 0:16:28 | |
Carwyn Jones. I think there will be
real questions asked. We were | 0:16:28 | 0:16:38 | |
expecting Carwyn Jones to depart at
some stage during this assembly | 0:16:38 | 0:16:41 | |
term, it is if that is going to be
brought forward. Attempts for him to | 0:16:41 | 0:16:46 | |
part with dignity, but his hold
severely beaten. You have been | 0:16:46 | 0:16:55 | |
covering Welsh politics. They talked
about the duty of care. What do you | 0:16:55 | 0:17:00 | |
think happened? By handing the
process to the party, Carwyn Jones | 0:17:00 | 0:17:07 | |
was handing a duty of care to the
party. It could be that things feel | 0:17:07 | 0:17:13 | |
between two stools. Somebody thought
someone else was doing something. In | 0:17:13 | 0:17:21 | |
any organisation, you have a named
HR officer, keeping an eye out for | 0:17:21 | 0:17:32 | |
welfare. It does not seem to me that
that happened. Carl Sergeant was an | 0:17:32 | 0:17:39 | |
assembly member, Carwyn Jones could
have asked for standards to | 0:17:39 | 0:17:44 | |
investigate. The Commissioner for
standards would have had a set of | 0:17:44 | 0:17:49 | |
procedures to be followed. What
appears to have happened, I have not | 0:17:49 | 0:17:52 | |
talked to the families so I do not
want to say that I have got a full | 0:17:52 | 0:17:58 | |
understanding but it seems that what
has happened, no-one has phoned up | 0:17:58 | 0:18:04 | |
Carl Sergeant and asked how are you
feeling. This is what is happening. | 0:18:04 | 0:18:09 | |
I've got any questions about the
process? What do we need to do to | 0:18:09 | 0:18:15 | |
help see you through the process?
But does not seem to have happened. | 0:18:15 | 0:18:20 | |
We were hoping for Carwyn Jones
potentially or a minister here, | 0:18:20 | 0:18:26 | |
perhaps they would say that process
was being followed and the detail | 0:18:26 | 0:18:30 | |
was to follow. What would you say to
that? I am sure that Carwyn himself | 0:18:30 | 0:18:39 | |
is traumatised either Spurs miss. No
monopoly over grief. But this was a | 0:18:39 | 0:18:51 | |
question that clearly required
delicate handling, and fair process. | 0:18:51 | 0:18:57 | |
The trade union colleagues in the
labour movement would not recognise | 0:18:57 | 0:19:02 | |
this process, a process that you
would expect in a corporation, third | 0:19:02 | 0:19:09 | |
sector setting. Proper rules. People
would understand them. And Carl with | 0:19:09 | 0:19:16 | |
have been told the details. The
barrister has made that point. Even | 0:19:16 | 0:19:21 | |
as late as Tuesday morning, he did
know the details of what he was | 0:19:21 | 0:19:27 | |
being accused of. And the balance of
protecting anonymity, safeguarding | 0:19:27 | 0:19:32 | |
the well-being of the accused who
clearly do not think that was | 0:19:32 | 0:19:37 | |
struck. Of course it was not. It has
to be due respect and attention to | 0:19:37 | 0:19:48 | |
those who have raised the
complaints. But equally the person | 0:19:48 | 0:19:50 | |
being complained of has the right to
a fair procedure. Final question. | 0:19:50 | 0:19:58 | |
Investigation is being carried out

Last summer he told his mum, a

going to Turkey to help refugees. As

really love you. But he looked at

what is wrong with him? I just

sweet. What Josh was not seeing,

was on his way to Syria, joining a

State. His main role was as a

to use a gun. He said he fired it

at him. Had she known what he was

have let him leave the country. He

him, and they would have physically

of a book called the anarchist

warfare and on explosives, available

police he had been using it as part
of war strategy systems that he and | 0:24:59 | 0:25:05 | |
other students were acting at

possessing of information likely to

commit an act of terror. The think

questioned? Yes. It is a safeguard.

course. But I just did not think

police investigation. It was surreal

is going on. It is a ridiculous

money that must have been spent.

Josh not guilty. Some members of the

They said you have got to do one

through all of that. I said, do not

risk of getting injured in an

as a professional club or regional

and three others are likely to be

expect four injuries per Autumn

injury. The way that they manage

even as radical as the weight limit

substitutions. If you expect a
