Labour accuse the Conservatives of being in chaos over their tax

:00:00.:00:08.

plans after Cabinet ministers suggest income tax won't rise.

:00:09.:00:13.

But that's not a pledge made in the Conservative manifesto

:00:14.:00:16.

and Theresa May wouldn't commit to it.

:00:17.:00:20.

It's the Conservative Party that always has been and is and always

:00:21.:00:25.

One minister says they're going to give no more tax rises -

:00:26.:00:32.

indeed, possible tax reductions for the very wealthiest.

:00:33.:00:36.

Then they can't answer questions about tax rises

:00:37.:00:38.

Ariana Grande visits fans injured in last month's bomb attack ahead

:00:39.:00:44.

of tomorrow's charity concert in aid of victims and their families.

:00:45.:00:51.

At least seven are dead and 100 injured after suicide bombers target

:00:52.:00:58.

a funeral attended by Afghanistan's deputy leader.

:00:59.:01:03.

Ronaldo's coming in and he's got there again!

:01:04.:01:05.

Ronaldo strikes twice to help Real Madrid

:01:06.:01:07.

Jeremy Corbyn has accused the Conservatives of

:01:08.:01:32.

being in "complete chaos" over their tax policy.

:01:33.:01:36.

It comes after Theresa May failed to back comments made by Cabinet

:01:37.:01:39.

colleagues that there would be no income tax rises under

:01:40.:01:41.

The manifesto makes no commitment towards income tax but both

:01:42.:01:48.

the Defence Secretary, Sir Michael Fallon,

:01:49.:01:51.

and the Foreign Secretary, Boris Johnson, said the tax

:01:52.:01:54.

would not rise if the Tories won the election.

:01:55.:01:56.

With more, our political correspondent, Iain Watson.

:01:57.:02:03.

To rally the Conservative vote, senior ministers including Defence

:02:04.:02:10.

Secretary and the Foreign Secretary have been suggesting that income tax

:02:11.:02:14.

would not rise if they were re-elected but the Conservative

:02:15.:02:17.

manifesto does not make those promises. Days from the election, is

:02:18.:02:22.

it being hastily rewritten? Our position has not changed, we have

:02:23.:02:26.

set that out in the manifesto and what people will know when they vote

:02:27.:02:30.

on Thursday is it is the Conservative party that always has

:02:31.:02:34.

been and is and always will be the low tax party and it is our

:02:35.:02:37.

intention to reduce taxes for ordinary working families. What does

:02:38.:02:42.

the Conservative manifesto say on tax? At the last election, David

:02:43.:02:48.

Cameron promised not to increase income tax, National Insurance or

:02:49.:02:54.

VAT. But on the 20 17th manifesto, only the pledge on VAT remains. If

:02:55.:03:00.

Theresa May is returned to Number 10, she has a prospect of tough

:03:01.:03:05.

Brexit talks ahead and her manifesto does not boxer in with income tax,

:03:06.:03:10.

there is no pledge not to increase that but her colleagues were talking

:03:11.:03:14.

about tax today to refocus attention in this campaign from what would

:03:15.:03:18.

happen if the Labour Chancellor moves into number 11. Are you all

:03:19.:03:25.

right? I am now that I have met you. Labour say they have nothing to hide

:03:26.:03:29.

attacks, they claim a policy of making the better off and big

:03:30.:03:32.

business pay more is popular and Conservatives lack clarity. There

:03:33.:03:37.

was complete chaos at the top of the government. Let us be clear, what

:03:38.:03:42.

Labour is offering is no tax rises or National Insurance rises or VAT

:03:43.:03:48.

rises for 95% of the population and an increase in corporation tax and

:03:49.:03:51.

some tax increases at the top end to pay for social care. The Lib Dems

:03:52.:03:54.

said they would increase income tax to boost tax spending and accused

:03:55.:03:59.

the Conservatives of shifting attention away from their policies

:04:00.:04:03.

on social care. It may well be an attempt to shift attention away from

:04:04.:04:07.

the dementia tax which has cost Theresa May a lot of credibility but

:04:08.:04:11.

by moving onto taxation they are not helping themselves because they have

:04:12.:04:14.

been very arrogant and have refused to spell out which taxes they would

:04:15.:04:17.

have to raise and they know they will have to raise taxes. Theresa

:04:18.:04:22.

May is still ahead in the polls so was probably not looking for divine

:04:23.:04:26.

intervention. Tonight she visited a Hindu temple in London, she wants to

:04:27.:04:34.

broaden support but moving the agenda onto tax today has proved to

:04:35.:04:35.

be a mixed blessing. Where does this leave us tonight?

:04:36.:04:44.

Any clearer? First of all the Conservatives wanted to move the

:04:45.:04:46.

agenda onto tax and away from social care, where they feel more

:04:47.:04:51.

vulnerable, and were clear in that they wanted to offer reassurance to

:04:52.:04:54.

the court Conservative voters that their instincts on tax of a changed

:04:55.:04:59.

but the execution has been messy because the Defence Secretary said

:05:00.:05:02.

that absolutely there will be no increases in income tax and Boris

:05:03.:05:05.

Johnson says there are no plans to increase income tax as Theresa May

:05:06.:05:09.

said there was no change in the manifesto, which gives no such

:05:10.:05:12.

commitment and says nothing on that particular topic so I think that

:05:13.:05:17.

although the execution has been messy, it has

:05:18.:05:34.

given the opportunity for the opposition parties to say that not

:05:35.:05:38.

only is this chaotic but to smell blood because tomorrow, I understand

:05:39.:05:40.

the Shadow Chancellor will say that Labour hopes to even reduce VAT,

:05:41.:05:42.

putting more pressure on the Conservatives. That is not a firm

:05:43.:05:45.

policy commitment. It shows the opposition are more comfortable

:05:46.:05:46.

talking about tax. Thank you very much.

:05:47.:05:47.

The deputy leader of Afghanistan, Abdullah Abdullah, has survived

:05:48.:05:49.

a bomb attack at a funeral in the capital, Kabul.

:05:50.:05:51.

At least seven people were killed and over 100

:05:52.:05:54.

The funeral was taking place of the son of a prominent politician.

:05:55.:05:58.

He was killed yesterday during clashes between

:05:59.:05:59.

From Kabul, Secunder Kermani sent this report, which contains images

:06:00.:06:03.

Three suicide bombers targeted mourners at this cemetery

:06:04.:06:10.

as they were burying a man shot dead by police yesterday

:06:11.:06:13.

during a protest against the growing violence in Kabul.

:06:14.:06:18.

Survivors described the carnage they had witnessed.

:06:19.:06:23.

TRANSLATION: There were explosions everywhere and I saw my hands

:06:24.:06:26.

There were parts of human bodies lying all around me.

:06:27.:06:29.

After that, I had to get to hospital.

:06:30.:06:33.

This is the third time in four days that dead and injured Afghans have

:06:34.:06:37.

been brought to emergency hospitals across the city.

:06:38.:06:41.

Kabul used to be one of the most secure places in the country.

:06:42.:06:44.

Now, it seems, it's one of the most dangerous.

:06:45.:06:48.

Relatives gathered outside the hospital, anxious for news

:06:49.:06:50.

This man was describing to us how the suicide

:06:51.:06:55.

bombers blew themselves up, one after another,

:06:56.:06:56.

It turned out to be warning shots from the police.

:06:57.:07:05.

But it's a measure of how tense the city is.

:07:06.:07:10.

Kabul is still reeling from the aftermath of a huge blast

:07:11.:07:12.

on Wednesday which killed over 90 people.

:07:13.:07:15.

Many residents are furious with the authorities for not

:07:16.:07:17.

One of the leaders of the Unity government was at the funeral today.

:07:18.:07:25.

I asked him why so many attacks seem to be succeeding.

:07:26.:07:29.

I would say that we will raise this issue very seriously

:07:30.:07:32.

You are not considering your own position and resigning?

:07:33.:07:37.

If that would have been the solution, that would have been

:07:38.:07:39.

the first thing that I would have resorted to.

:07:40.:07:43.

There is real anger here at the rising tide of violence.

:07:44.:07:46.

But it seems no one - not the government and not

:07:47.:07:48.

the international community - knows how to stop it.

:07:49.:07:51.

Dozens of civilians are reported to have been killed

:07:52.:07:59.

They were among those fleeing an area controlled

:08:00.:08:02.

One American aid worker in the district claims to have

:08:03.:08:07.

witnessed IS fighters shooting people trying to escape.

:08:08.:08:09.

The battle by the military to retake the city has

:08:10.:08:11.

Ariana Grande, the singer whose concert was the target

:08:12.:08:21.

of the Manchester bomb, has visited injured

:08:22.:08:22.

Tomorrow she'll be joined by other stars of the music world

:08:23.:08:26.

in a charity concert in aid of victims and their families.

:08:27.:08:29.

From Manchester, Philip Norton reports.

:08:30.:08:32.

Helping to mend broken hearts and shattered lives.

Pop star Ariana Grande visiting young fans who were injured

:08:37.:08:39.

in the suicide bomb attack at her concert less

:08:40.:08:41.

She posted a photo of her visit to Royal Manchester Children's Hospital

:08:42.:08:48.

Among those she visited, eight-year-old fan Lily Harrison.

:08:49.:08:55.

She suffered spinal injuries in the blast at Manchester Arena.

:08:56.:08:59.

Our room was the last room on the ward of the corridor.

:09:00.:09:05.

I think I was probably just as nervous as Lily.

:09:06.:09:11.

She said, I think I might need to go to the toilet.

:09:12.:09:15.

And then, yeah, she just came skipping onto our ward.

:09:16.:09:20.

There's been an outpouring of love for the 22 victims who died

:09:21.:09:24.

Ariana Grande has returned to the UK for a benefit concert in Manchester

:09:25.:09:29.

tomorrow night and many of those injured, including Lily,

:09:30.:09:31.

We said, if you want to go, we'll make sure you've got tickets.

:09:32.:09:44.

If we get to the venue, or are on the way to the venue,

:09:45.:09:48.

and you say you don't want to go, we're more than happy

:09:49.:09:51.

Proceeds from the concert will go towards that We Love

:09:52.:09:55.

Manchester Emergency Fund, set up by Manchester City Council

:09:56.:09:57.

and the British Red Cross to support grieving families

:09:58.:09:59.

A huge stage and tight security is in place.

:10:00.:10:09.

An effort that would normally take months of planning

:10:10.:10:11.

This is where the eyes of the world will be focused tomorrow night.

:10:12.:10:20.

Millions of people will watch as Ariana Grande is joined on stage

:10:21.:10:24.

by the likes of Coldplay, Take That and Katy Perry.

:10:25.:10:34.

This concert will be broadcast to more than 50 countries

:10:35.:10:37.

A night of unity, remembrance and a shared love of music.

:10:38.:10:42.

It's been called a once-in-a-lifetime exhibition.

:10:46.:10:47.

Raphael: The Drawings has opened at the Ashmolean Museum in Oxford,

:10:48.:10:51.

bringing together 120 rarely seen works from collections

:10:52.:10:53.

The aim is to shine a new light on the Renaissance master,

:10:54.:10:58.

whose reputation was more for precision than emotion.

:10:59.:11:00.

Our arts editor, Will Gompertz, has been to take a look.

:11:01.:11:06.

The Transfiguraion by Raphael, who died when only 37 years old,

:11:07.:11:09.

this being his last masterpiece, confirmation of a supreme

:11:10.:11:12.

talent with a reputation for clarity and control.

:11:13.:11:17.

But that is superficial - beneath the surface lies another

:11:18.:11:20.

Raphael, a surprisingly experimental artist who could draw

:11:21.:11:23.

with the freedom and expressiveness of a jazz musician.

:11:24.:11:28.

What we see here is he's moving away from the kinds of traditions

:11:29.:11:32.

that he's inherited, so he's trying to introduce this

:11:33.:11:38.

very traditional image of the Madonna and Child with a real

:11:39.:11:40.

tenderness, a real human sympathy and naturalism,

:11:41.:11:43.

and it's that element of human sympathy that makes Raphael

:11:44.:11:47.

different, that shows us where he's going,

:11:48.:11:51.

and it's through drawing that he can explore this kind of expressiveness.

:11:52.:11:56.

This is an amazing drawing, it shows Raphael in an absolute

:11:57.:12:02.

burst of brainstorming creativity, madly drawing with the pen.

:12:03.:12:04.

It's hugely adventurous, hugely febrile.

:12:05.:12:07.

It's like a volcano, there's all this energy

:12:08.:12:09.

He is chasing his thoughts on paper really, really fast.

:12:10.:12:14.

With these drawings of Raphael's, do we meet a different artist

:12:15.:12:20.

to the one we maybe think we know from the paintings, somebody

:12:21.:12:23.

who is much more emotional, much more experimental?

:12:24.:12:26.

He's very, very expressive in these drawings, and often very adventurous

:12:27.:12:33.

in the way that he is using drawing as a way of conveying emotion.

:12:34.:12:37.

And here we really do see him exploring quite profound emotions

:12:38.:12:41.

in the drawings and creating forms that are moving, that

:12:42.:12:45.

When I saw these drawings coming out of their crates,

:12:46.:12:51.

as they arrived for the exhibition installation, you know,

:12:52.:12:55.

I was moved to tears at times, and that's the magic of the drawing.

:12:56.:12:59.

Raphael gave this picture to his contemporary,

:13:00.:13:01.

the German artist Albrecht Durer, to show he, too, could

:13:02.:13:04.

draw like a master - an assertion visitors to this
