London's Mayor is urging Theresa May to appoint commissioners to run | :00:21. | :00:25.
Kensington and Chelsea Council after its leader resigned over | :00:26. | :00:27.
Sadiq Khan welcomed the decision by both Nicholas Paget-Brown | :00:28. | :00:34.
and his deputy to quit, but said public trust could not | :00:35. | :00:43.
be restored by other members of the council. | :00:44. | :00:45.
One local councillor has insisted the council is capable of handling | :00:46. | :00:48.
It was the breakdown of this, the first Cabinet meeting at the council | :00:49. | :00:57.
since the fire at Grenfell to you they're led to the resignation of | :00:58. | :01:02.
its leader, Nicolas Paget-Brown. As council leader I have to accept my | :01:03. | :01:05.
share of responsibility for these perceived failings. Pressure had | :01:06. | :01:09.
been mounting on the council following intense criticism of the | :01:10. | :01:13.
way the disaster had been handled from day one. I completely | :01:14. | :01:20.
understand the anger, the frustration of the local community, | :01:21. | :01:24.
but I of course we weren't immediately quick off the ground, it | :01:25. | :01:29.
was an enormous - I don't know if everyone realised how complex and | :01:30. | :01:34.
how vast this fire was. I challenge any Borough in the whole country to | :01:35. | :01:38.
have immediately had an action plan they could put into place. The | :01:39. | :01:44.
resignation has been welcomed by many, including the Mayor of London, | :01:45. | :01:49.
Sadiq Khan who urged the Prime Minister to get a grip and appoint | :01:50. | :01:53.
commissioners to run the Borough. He wrote, commissioners who are | :01:54. | :01:55.
untainted should take over the running of the council to act in the | :01:56. | :02:01.
best interests of residents. But some in this community that already | :02:02. | :02:05.
feels like it's been failed by the authorities are sceptical of the | :02:06. | :02:10.
appointment process. They cannot just impose their old boy network | :02:11. | :02:15.
and their friends and family scheme that they seem to operate elsewhere. | :02:16. | :02:19.
There needs to be a proper process for the selection of those | :02:20. | :02:23.
commissioners and that has to be community-led, they can not do that | :02:24. | :02:27.
on their own, we are not going to be imposed on at state level again. But | :02:28. | :02:31.
despite these calls for commissioners to be brought in, it's | :02:32. | :02:35.
not yet clear whether this will actually happen. It's understood the | :02:36. | :02:40.
council will elect a new leader next week with the hope of rebuilding | :02:41. | :02:44.
trust with those who have had their lives shattered by this tragedy. | :02:45. | :02:50.
British Airways says it's running almost all of its flights, | :02:51. | :02:52.
Members of the Unite Union have begun a 16-day walkout over pay. | :02:53. | :02:58.
The Government has allowed BA to lease planes and crew | :02:59. | :03:01.
from its partner Qatar Airways during the industrial action. | :03:02. | :03:06.
The Chinese President, Xi Jinping, has said his country won't tolerate | :03:07. | :03:09.
any challenge to its sovereignty over Hong Kong. | :03:10. | :03:11.
He was speaking at a ceremony to swear in the territory's | :03:12. | :03:14.
new leader, 20 years after Britain handed over control | :03:15. | :03:16.
Away from official events, there were some clashes | :03:17. | :03:20.
between pro-democracy and pro-Beijing supporters. | :03:21. | :03:24.
Our correspondent Stephen McDonell joins us live. | :03:25. | :03:30.
Stephen, to what extent do these protests represent the popular view | :03:31. | :03:42.
in Hong Kong? Well, I am standing here at the rowdy end point of a | :03:43. | :03:46.
march of a pro-democracy protesters, in their tens of thousands they've | :03:47. | :03:51.
been coming through the city, despite driving tropical rain to | :03:52. | :03:56.
send a message to the visiting President of China that they're | :03:57. | :03:59.
worried that the city's unique freedoms are under threat. They're | :04:00. | :04:02.
talking about freedom of the press, the independence of courts, freedom | :04:03. | :04:07.
to gather. The message from China's President to them has been don't | :04:08. | :04:12.
worry, he says Hong Kong has a bright future under the so-called | :04:13. | :04:17.
one-country, two systems model but he has drawn a line and that's this, | :04:18. | :04:22.
people can't threaten the mainland sovereignty over Hong Kong. This | :04:23. | :04:26.
will be especially worrying to people who have called for | :04:27. | :04:31.
independence. It's not clear what that threat really from the | :04:32. | :04:34.
President means. But on this 20th anniversary of the handover of this | :04:35. | :04:40.
former British colony back to China, most people here are not asking for | :04:41. | :04:44.
freedom, they're happy to be part of China but as long as they can have | :04:45. | :04:49.
normal freedoms they've come to be used to. | :04:50. | :04:52.
World leaders are gathering in Strasbourg to commemorate | :04:53. | :04:54.
the life of the late German Chancellor, Helmut Kohl. | :04:55. | :05:00.
Mr Kohl - who oversaw Germany's reunification - | :05:01. | :05:02.
was seen as one of the driving forces behind closer | :05:03. | :05:04.
His coffin, draped in the EU flag, is being taken to the European | :05:05. | :05:10.
parliament, and will be buried later. | :05:11. | :05:17.
Theresa May's approach to Brexit has hamstrung | :05:18. | :05:19.
negotiations with Brussels, according to a former | :05:20. | :05:21.
James Chapman, formerly chief of staff to the Brexit | :05:22. | :05:24.
Secretary David Davis, told the BBC that Mr Davis, | :05:25. | :05:27.
and other cabinet ministers, want the Prime Minister to loosen | :05:28. | :05:29.
Our political correspondent Jonathan Blake joins me. | :05:30. | :05:41.
Presumably there will be supporters of MrDavis who see him as a better | :05:42. | :05:47.
prospect for the future than Theresa May remaining Prime Minister, is | :05:48. | :05:50.
leadership one of the issues surfacing yet again? It could well | :05:51. | :05:55.
be in play here, yes, some people are certainly suggesting this is | :05:56. | :05:58.
David Davis suggesting that his position on Brexit might well be | :05:59. | :06:01.
different to the Prime Minister's and maybe he is getting his excuses | :06:02. | :06:04.
in early, if things go wrong in negotiations. But this is an | :06:05. | :06:07.
interesting insight from a man that many of us may not have heard of but | :06:08. | :06:11.
until recently was working alongside the Brexit Secretary David Davis who | :06:12. | :06:16.
is of course in charge of negotiating our exit from the | :06:17. | :06:19.
European Union. As he sees it, his former boss has been put in a very | :06:20. | :06:22.
difficult position by the Prime Minister, her red lines as he calls | :06:23. | :06:27.
them on certain issues have left him hamstrung in those negotiations. | :06:28. | :06:30.
Now, specifically he talks about the European Court of justice. It's the | :06:31. | :06:35.
EU's highest court. The EU has said it would still like it to have a | :06:36. | :06:38.
role in, for example, safeguarding the rights of EU citizens living in | :06:39. | :06:42.
the UK, but Theresa May has been very clear it should have no | :06:43. | :06:45.
jurisdiction here and many people who voted Leave might agree with | :06:46. | :06:49.
that. There's been no comment from Number 10 or David Davis department, | :06:50. | :06:54.
but if we assume James Chapman's comments reflect David Davis, then | :06:55. | :06:57.
perhaps he feels frustrated and his hands are tied to a degree in what | :06:58. | :07:00.
is a complicated process. Thank you very much. | :07:01. | :07:04.
Rugby, and the British and Irish Lions have beat | :07:05. | :07:06.
New Zealand's All Blacks - levelling the three-match series. | :07:07. | :07:09.
Owen Farrell's penalty in the final moments of the game earned | :07:10. | :07:11.
the visitors a 24-21 victory over their hosts. | :07:12. | :07:13.
It sets up what will be a thrilling final match next week, | :07:14. | :07:16.
as our sports correspondent Katie Gornall reports, | :07:17. | :07:18.
Weather in rugby can be a great leveller and when you're up | :07:19. | :07:29.
against the All Blacks, it all helps. | :07:30. | :07:32.
Defeat here and any dreams of the Lions making history would be | :07:33. | :07:34.
For 12 years, New Zealand has waited for the return of the | :07:35. | :07:42.
their careers in the wind and rain of Wellington if they're keep the | :07:43. | :07:49.
We just need to gel together as one team. | :07:50. | :07:53.
Hopefully tonight they will be a star team. | :07:54. | :07:57.
Because we've got a good team pick and the weather | :07:58. | :08:00.
Stick it up our jumper and up the middle. | :08:01. | :08:05.
I mean, this is a brand that has to live and they are fighting | :08:06. | :08:10.
Up against the most fearsome winning machine in sport, | :08:11. | :08:16.
the Lions had been set up for a bruising encounter. | :08:17. | :08:18.
But it takes more than brute force to knock the All Blacks off | :08:19. | :08:21.
The conditions made even the basics a challenge but if | :08:22. | :08:26.
there was tension, it certainly wasn't in the mind of Owen Farrell | :08:27. | :08:29.
who finished this as if he was playing in the park. | :08:30. | :08:32.
In such a cauldron, cool heads were needed. | :08:33. | :08:34.
This was not what New Zealand had in mind. | :08:35. | :08:36.
Sonny Bill Williams becoming the first All Black to be sent off | :08:37. | :08:39.
At half-time, fans sensed an opportunity. | :08:40. | :08:44.
But a man advantage is no guarantee against the All Blacks and hopes | :08:45. | :08:52.
seemed swept away. With no more room for error it was time to be bold: | :08:53. | :09:01.
Any Lion will tell you it's better to be the hunter. With their tails | :09:02. | :09:05.
up Murray seized a chance. With the scores level into the final minutes | :09:06. | :09:09.
the Lions needed something. A final kick, a final roar, a penalty that | :09:10. | :09:12.
keeps the dream alive. This will be a victory that lives long in the | :09:13. | :09:16.
memory. The Lions have found their teeth. | :09:17. | :09:20.
Princes William and Harry are to attend a private service | :09:21. | :09:23.
to re-dedicate their mother's grave, on what would have been | :09:24. | :09:25.
She is buried at her family home, Althorp House, in Northamptonshire. | :09:26. | :09:31.
Our Royal correspondent, Peter Hunt reports. | :09:32. | :09:38.
September 1997 and the last public moments of a funeral that transfixed | :09:39. | :09:42.
This was Diana, Princess of Wales, being brought | :09:43. | :09:50.
home to Althorp House, near Northampton, where she'd lived | :09:51. | :09:54.
as a teenager and where her ancestors had lived for generations. | :09:55. | :09:59.
With no cameras present, the Princess was buried on an island | :10:00. | :10:04.
in the middle of an ornamental lake at the heart of this | :10:05. | :10:07.
The precise location of her grave has never been made public. | :10:08. | :10:13.
The area is being redesigned in her honour in this | :10:14. | :10:16.
20 years ago, Diana's ex-husband, Prince Charles, | :10:17. | :10:25.
was there with their sons and her brother and sisters. | :10:26. | :10:27.
20 years on, the future king will be missing, | :10:28. | :10:29.
as he is in Canada with his wife, the Duchess of Cornwall. | :10:30. | :10:33.
With his father absent, Prince William will be joined | :10:34. | :10:36.
at today's very private ceremony, by his wife, Kate, | :10:37. | :10:38.
and their children, George and Charlotte. | :10:39. | :10:41.
They will attend a service for a mother-in-law | :10:42. | :10:44.
For William and Harry, who were just children when Diana died, | :10:45. | :10:52.
this is the start of a difficult time as they remember their mother, | :10:53. | :10:56.
a mother who they say smothered them in love. | :10:57. | :10:58.
Today at her grave they will reflect and say prayers. | :10:59. | :11:01.
It's been announced that the journalist writer and film critic | :11:02. | :11:15.
Barry Norman has died. Throughout his career he was the defining voice | :11:16. | :11:20.
of film criticism as best known for presenting the BBC's Film programme | :11:21. | :11:22.
for quarter of a century. You can see more on all of today's | :11:23. | :11:26.
stories on the BBC News Channel. The next news on BBC | :11:27. | :11:34.
One is at 17.25. Good afternoon. It's a quiet start | :11:35. | :11:49.
to July but here is | :11:50. | :11:50. |
