against the parole board,

We do know that the bar for judicial

You can't simply take a case

It has to be unlawful

In the meantime, victims

on what conditions he will have

Some are concerned that the serial

I think events are going to move
very quickly because the clock is | 0:02:52 | 0:02:56 | |
ticking. It is going to be two weeks
before John Worboys is due to be let | 0:02:56 | 0:03:01 | |
out. If the government wants to stop
that happening, it is going to have | 0:03:01 | 0:03:05 | |
to get its advice quickly from the
lawyers it is consulting and make a | 0:03:05 | 0:03:08 | |
decision about whether to bring a
legal challenge. So I expect them to | 0:03:08 | 0:03:13 | |
make a decision within the next few
days. In the meantime, lawyers for | 0:03:13 | 0:03:17 | |
some of the victims concerned have
also been considering judicial | 0:03:17 | 0:03:20 | |
review proceedings. There are two
possible tracks, one from the | 0:03:20 | 0:03:24 | |
government and one coming from the
lawyers for the victims. It is not | 0:03:24 | 0:03:28 | |
simple just to bring a legal
challenge and for the court just to | 0:03:28 | 0:03:32 | |
accept it. It is not enough to say
we simply don't like this decision. | 0:03:32 | 0:03:36 | |
Basically the court would have to
decide in order to stop this | 0:03:36 | 0:03:41 | |
happening that the release was
completely irrational or there was | 0:03:41 | 0:03:43 | |
something wrong with the process by
which the decision was arrived at. | 0:03:43 | 0:03:47 | |
That is a high bar, as lawyers have
said, so there is absolutely no | 0:03:47 | 0:03:51 | |
guarantee that it will succeed. In
the meantime there is a possibility | 0:03:51 | 0:03:54 | |
that the court might decide to stop

they make a decision on whether to

issues that cannot be resolved at

there may be meetings between the

hopes of finding a solution. If they

file for administration as early as
