happening and is looking

being out on the streets.

he can to make sure this

I think that the public

are completely bewildered that

Warboys is being released

as early as he is.

He is a serious criminal

and a threat to women,

and I don't think that his victims -

nor, frankly, the majority of women

- are going to be convinced

that he doesn't continue to be

a threat to us.

It would be highly unusual

for the government to launch a legal

challenge against a decision made

by an organisation they are

responsible for and if they do bring

judicial review proceedings

against the parole board,

there is no guarantee of success.

We do know that the bar for judicial

review claims is set very high.

You can't simply take a case

to court because you

don't like the outcome.

It has to be unlawful

for some reason or another.

So we will wait and see.

In the meantime, victims

of John Worboys are being consulted

on what conditions he will have

to comply with when he is let out.

Some are concerned that the serial

sex offender will try

to track them down.

Where does this case go from here?

I think events are going to move

very quickly because the clock is

ticking. It is going to be two weeks

before John Worboys is due to be let

out. If the government wants to stop

that happening, it is going to have

to get its advice quickly from the

lawyers it is consulting and make a

0:03:050:03:08

decision about whether to bring a

legal challenge. So I expect them to

0:03:080:03:13

make a decision within the next few

days. In the meantime, lawyers for

0:03:130:03:17

some of the victims concerned have

also been considering judicial

0:03:170:03:20

review proceedings. There are two

possible tracks, one from the

0:03:200:03:24

government and one coming from the

lawyers for the victims. It is not

0:03:240:03:28

simple just to bring a legal

challenge and for the court just to

0:03:280:03:32

accept it. It is not enough to say

we simply don't like this decision.

Basically the court would have to

decide in order to stop this

happening that the release was

completely irrational or there was

0:03:410:03:43

something wrong with the process by

which the decision was arrived at.

That is a high bar, as lawyers have

said, so there is absolutely no

guarantee that it will succeed. In

the meantime there is a possibility

that the court might decide to stop

morning, key people. We saw the

are outside the Cabinet Office?

Because Carillion have so much work

in so many contracts in all arms of

government that it all needs to be

coordinated by the Cabinet Office.

Why are we here? Because they need

to make sure that everything will

work fine if, and it is a big if,

Carillion collapses. Schools need to

continue to be maintained, and so do

prisons and hospitals etc etc. What

they are working on is a contingency

plan in the eventuality there are

issues that cannot be resolved at

Carillion. Separately, I understand

there may be meetings between the

company and the banks today, in the

hopes of finding a solution. If they

can't find one, the company could

file for administration as early as

tomorrow morning.
