The former black cab
driver was granted parole | 0:00:19 | 0:00:21
after serving nine years,
but victims and campaigners say | 0:00:21 | 0:00:23
he shouldn't be released so early. | 0:00:23 | 0:00:25
Every victim out there,
every friend and family of victims, | 0:00:25 | 0:00:27
and anybody who has read about this
case, will | 0:00:27 | 0:00:29
want to know that we are doing

the victims are properly protected. | 0:00:33 | 0:00:34

Good evening. | 0:01:15 | 0:01:16
The new Conservative Party Chairman,
Brandon Lewis, has told the BBC | 0:01:16 | 0:01:18
the Government is doing everything
it can to ensure the | 0:01:18 | 0:01:23
serial sex offender
John Worboys stays in prison. | 0:01:23 | 0:01:25
The former black cab driver
was jailed in 2009 for drugging | 0:01:25 | 0:01:28
and sexually assaulting 12 women,
but police believe he may | 0:01:28 | 0:01:30
have committed more
than a hundred attacks. | 0:01:30 | 0:01:32
The Government is considering
seeking judicial review | 0:01:32 | 0:01:34
into the Parole Board's decision
to release him. | 0:01:34 | 0:01:37
Here's our home affairs
correspondent, Danny Shaw. | 0:01:37 | 0:01:44
He is known as the black cab rapist. | 0:01:44 | 0:01:47
John Worboys is believed to have
drugged and sexually assaulted | 0:01:47 | 0:01:49
more than 100 women. | 0:01:49 | 0:01:52
Yet the parole board has decided
that after ten years in custody, | 0:01:52 | 0:01:55
it is safe for him to be released, | 0:01:55 | 0:01:57
and he is due out by
the end of the month. | 0:01:57 | 0:02:00
The Government wants to stop that
happening and is looking | 0:02:00 | 0:02:02
at the possibility of legal action. | 0:02:02 | 0:02:05
Anybody out there will appreciate
just how awful this must | 0:02:05 | 0:02:08
be for victims, to see
what is happening. | 0:02:08 | 0:02:10
To think about somebody like that
being out on the streets. | 0:02:10 | 0:02:13
The Secretary of State for Justice
will be doing everything he can | 0:02:13 | 0:02:16
to make sure this man
stays behind bars. | 0:02:16 | 0:02:20
The Justice Secretary has been
in the post less than one week. | 0:02:20 | 0:02:28
He wants to know if it's plausible
to contest the release decision in | 0:02:34 | 0:02:37
the courts, and if there is a good
chance of success. Lawyers for some | 0:02:37 | 0:02:43
of the victims are also considering
legal action. We have been looking | 0:02:43 | 0:02:50
into legal challenge of the decision
by the parole board. We can also | 0:02:50 | 0:02:54
look at the rules which prohibit any
publication of the reasons for the | 0:02:54 | 0:02:58
decision, something that the
Secretary of State content of | 0:02:58 | 0:03:01
because they are his rules. It would
be highly unusual for the Government | 0:03:01 | 0:03:06
to launch a legal challenge against
the parole board, an organisation it | 0:03:06 | 0:03:10
is responsible for. And if the case
ends up here at the High Court, | 0:03:10 | 0:03:14
there's no guarantee of success.
Would it be difficult? That depends | 0:03:14 | 0:03:19
on the quality of the
decision-making. If this was a bad | 0:03:19 | 0:03:23
decision, one which no reasonable
decision maker could have reached, | 0:03:23 | 0:03:26
or for some reason it failed to
follow the procedures, for example, | 0:03:26 | 0:03:30
it has been said that the victims,
or some of them, weren't consulted, | 0:03:30 | 0:03:34
it is quite possible the decision
was unlawful. It is so unusual is | 0:03:34 | 0:03:40
that it's not usually the Secretary
of State for Justice making those | 0:03:40 | 0:03:43
arguments. In the meantime,
preparations are continuing for John | 0:03:43 | 0:03:50
Worboys' release. Some are concerned
that the serial sex offender will | 0:03:50 | 0:03:56
try to track them down. | 0:03:56 | 0:04:05
Ukip leader Henry Bolton is under
pressure to resign after his | 0:04:05 | 0:04:09
girlfriend was suspended for making
offensive remarks about Meghan | 0:04:09 | 0:04:15
Markle. The leader hasn't made any
comment. Here's our political | 0:04:15 | 0:04:19
correspondent, Alex Forsyth. When
Henry Bolton took over as Ukip | 0:04:19 | 0:04:24
leader, he promised a new direction.
We as a party are a party of | 0:04:24 | 0:04:29
leaders. Just four months into the
job, there are already questions | 0:04:29 | 0:04:33
over his future. It relates to his
relationship with this woman - Jo | 0:04:33 | 0:04:40
Marni. The mail on Sunday revealed
text messages she sent in which he | 0:04:40 | 0:04:44
said Meghan Markle had a tiny brain
and would taint the Royal family. | 0:04:44 | 0:04:48
And she called black people ugly. In
a statement, she reportedly said her | 0:04:48 | 0:04:54
comments were unnecessary, reckless
and overly exaggerated for effect, | 0:04:54 | 0:04:59
and offered her sincere and deepest
apologies to anyone she had hurt, | 0:04:59 | 0:05:02
and for the distress and
embarrassment caused to family, | 0:05:02 | 0:05:05
friends and the party. She has been
suspended, and some Ukip members | 0:05:05 | 0:05:10
think their leader should quit. I
don't want to talk about his | 0:05:10 | 0:05:13
personal life. It's entirely up to
him. But it is impacting on | 0:05:13 | 0:05:17
activists now, and they are working
down hard, and it's not fair on them | 0:05:17 | 0:05:21
and the rest of us. Henry, do the
right thing, the honourable thing, | 0:05:21 | 0:05:25
stand aside and let us get on with
business. So far, no official | 0:05:25 | 0:05:30
comment from Henry Bolton, but
senior figures say he has some tough | 0:05:30 | 0:05:34
choices. He is increasingly in a
position where he has some difficult | 0:05:34 | 0:05:38
decisions to make. He knows that. He
and I have spoken recently over the | 0:05:38 | 0:05:43
weekend, as recently as this
morning. I know he's | 0:05:43 | 0:05:52
morning. I know he's focused on
those decisions today and he intends | 0:05:52 | 0:05:53
to make those decisions today. I'm
sure whatever he does will be in the | 0:05:53 | 0:05:56
best interests of the party. After
riding high following the Brexit | 0:05:56 | 0:05:59
referendum, Ukip is again facing
turmoil. Even Nigel Farage said | 0:05:59 | 0:06:03
tonight he wouldn't consider
returning as leader, even for a | 0:06:03 | 0:06:06
second. | 0:06:06 | 0:06:08
Humberside Police are looking
for a man they want to question | 0:06:08 | 0:06:11
in connection with a murder thought
to have been committed | 0:06:11 | 0:06:13
with a crossbow. | 0:06:13 | 0:06:14
Shane Gilmer, who was 30,
died in hospital after the attack, | 0:06:14 | 0:06:17
at his home in the village
of Southburn on Friday. | 0:06:17 | 0:06:19
His pregnant girlfriend
was seriously injured. | 0:06:19 | 0:06:20
Our North of England
correspondent, Fiona Trott, | 0:06:20 | 0:06:23
is at Humberside Police Headquarters
for us this evening. | 0:06:23 | 0:06:29
Fiona...
The latest information we have from | 0:06:29 | 0:06:34
the police is that Laura Sugden and
her unborn baby are in a stable | 0:06:34 | 0:06:38
condition in hospital this evening.
We also know that a crossbow was | 0:06:38 | 0:06:42
found at the scene of that fatal
attack. It's currently being | 0:06:42 | 0:06:47
examined by detectives. And
Humberside Police at night confirmed | 0:06:47 | 0:06:49
the name of a suspect they want to
speak to in connection with the | 0:06:49 | 0:06:53
killing. Murdered in his own home -
30-year-old Shane Gilmer died in | 0:06:53 | 0:07:01
hospital yesterday. His pregnant
partner, Laura Sugden, survived the | 0:07:01 | 0:07:05
attack. This evening, an appeal by
the police: They want to question a | 0:07:05 | 0:07:09
man in connection with the murder.
We don't believe that Mr Lawrence is | 0:07:09 | 0:07:13
a threats to the wider public. This
is an isolated incident and he was | 0:07:13 | 0:07:21
known to both Shane and Laura. In
fact, they were neighbours. We don't | 0:07:21 | 0:07:25
know how he will react if
challenged, however, so please don't | 0:07:25 | 0:07:29
approach. Just call 999 and leave it
to us. 56-year-old Anthony Lawrence | 0:07:29 | 0:07:35
is also known as Tony Howarth. He is
described as white with short dark | 0:07:35 | 0:07:39
hair, around five feet ten, and with
a large bill. Every police force | 0:07:39 | 0:07:43
across the UK is | 0:07:43 | 0:07:49
across the UK is looking out for
him. Two days after this attack, the | 0:07:50 | 0:07:52
village is still cordoned off,
detectives are still at the scene. | 0:07:52 | 0:07:54
There is a chord in at the other end
of South Byrne. People are asked for | 0:07:54 | 0:07:58
their identity as they come in and
out. Overnight, police dog teams and | 0:07:58 | 0:08:02
a helicopter were out searching for
whoever was responsible for this | 0:08:02 | 0:08:06
attack. Villagers in this quiet
corner of East Yorkshire can't | 0:08:06 | 0:08:10
believe what's happened. Police are
asking them and anyone else with | 0:08:10 | 0:08:13
information to come forward. Fiona
Trott, BBC News, Humberside. | 0:08:13 | 0:08:20
Talks to secure the future
of the struggling construction giant | 0:08:20 | 0:08:22
Carillion are expected
to continue into tomorrow. | 0:08:22 | 0:08:23
The company, which holds several key
Government contracts, | 0:08:23 | 0:08:25
owes more than £900 million pounds
to a number of banks. | 0:08:25 | 0:08:28
Ministers say they're keeping
a close eye on the situation. | 0:08:28 | 0:08:30
Here's our business
correspondent, Joe Lynam. | 0:08:30 | 0:08:38
Carillion is probably
the biggest British company | 0:08:42 | 0:08:43
you have never heard of. | 0:08:43 | 0:08:48
If it collapsed, there is concern
about who would take over at short | 0:08:48 | 0:08:51
notice. It is not just public
services that would be affected. | 0:08:51 | 0:08:55
Thousands of private firms in the
construction sector are also | 0:08:55 | 0:09:02
dependent on Carillion for
subcontracted work. We cover 65% of | 0:09:02 | 0:09:07
steel contract work in the UK, which
is worth £3 billion to the economy. | 0:09:07 | 0:09:12
It represents 120,000 workers. If
you multiply that across all of the | 0:09:12 | 0:09:17
sub trades in the UK, the effect on
subcontractors could be significant. | 0:09:17 | 0:09:21
Today there was a flurry of activity
at the Cabinet Office, it self | 0:09:21 | 0:09:26
having a face-lift. Pulling together
all the different strands of | 0:09:26 | 0:09:29
Government dependent on Carillion.
Because Carillion carries out so | 0:09:29 | 0:09:37
much work for so many different arms
of Government, it needs to be | 0:09:38 | 0:09:40
coordinated here at the Cabinet
Office. What they are working on | 0:09:40 | 0:09:43
today is contingency plans. So,
should the company collapsed - and | 0:09:43 | 0:09:47
it is a big should - then they are
ready to continue working in schools | 0:09:47 | 0:09:51
and hospitals and there won't be so
much interruption to services. | 0:09:51 | 0:09:55
Sources tell the BBC that banks
would be prepared to show more | 0:09:55 | 0:09:59
patience towards Carillion if the
Government supports the company as | 0:09:59 | 0:10:03
well. But a public bailouts of a
private business could be | 0:10:03 | 0:10:07
politically toxic. Joe Lynam, BBC
News. | 0:10:07 | 0:10:11 | |
An Iranian oil tanker is reported
to have sunk in the East China Sea, | 0:10:11 | 0:10:14
eight days after bursting
into flames, following | 0:10:14 | 0:10:16
a collision with another ship. | 0:10:16 | 0:10:17
The vessel had been transporting
nearly a million barrels of oil | 0:10:17 | 0:10:20
from Iran to South Korea. | 0:10:20 | 0:10:21
All 32 crew members
are presumed dead. | 0:10:21 | 0:10:24
More than 160 passengers and crew
had a narrow escape, | 0:10:24 | 0:10:27
when their plane skidded off
a runway in Turkey. | 0:10:27 | 0:10:29
The Boeing 737 slid down a steep
slope, coming to rest just a few | 0:10:29 | 0:10:32
metres from the edge of the Black
Sea. | 0:10:32 | 0:10:34 | |
One of the plane's engines broke
off, ending up in the water. | 0:10:34 | 0:10:37
No passengers or crew were hurt. | 0:10:37 | 0:10:45
Two of the world's leading
fashion photographers, | 0:10:46 | 0:10:48
have been suspended from working
for Vogue and other magazines owned | 0:10:48 | 0:10:51
by the publishing house Conde Nast. | 0:10:51 | 0:10:52
The New York Times has
published a series of allegations | 0:10:52 | 0:10:55
against Mario Testino | 0:10:55 | 0:10:56
and Bruce Weber, that they sexually
harassed young male models. | 0:10:56 | 0:10:58
They both deny the claims. | 0:10:58 | 0:10:59
Adina Campbell reports. | 0:10:59 | 0:11:07
He is one of the Royal family's
favourite photographers. Mario | 0:11:08 | 0:11:14
Testino has been capturing famous
faces for four decades. But the New | 0:11:14 | 0:11:18
York Times has published allegations
of sexual misconduct, with more than | 0:11:18 | 0:11:22
a dozen male models and assistance
accusing the 63-year-old of indecent | 0:11:22 | 0:11:27
behaviour. Testino's lawyers have
said his accusers cannot be | 0:11:27 | 0:11:32
considered reliable sources. Another
well-known photographer, Bruce Weber | 0:11:32 | 0:11:38
is also facing similar allegations.
He has denied any wrongdoing. But | 0:11:38 | 0:11:43
Conde Nast, which publishes
magazines including Vogue and GQ has | 0:11:43 | 0:11:48
taken action. In a statement, the
editor, who calls them both personal | 0:11:48 | 0:11:54
friends has said, I take the
allegations very seriously, and we | 0:11:54 | 0:11:58
at Conde Nast have decided to put
our working relationship with both | 0:11:58 | 0:12:02
photographers on hold for the
foreseeable future. Vogue is a | 0:12:02 | 0:12:05
global powerhouse. To grace one of
the front covers is a massive deal. | 0:12:05 | 0:12:12
Mario Testino and Bruce Weber have
been responsible for some of those | 0:12:12 | 0:12:16
images, but with allegations of
sexual exploitation swirling, their | 0:12:16 | 0:12:20
futures are hanging in the balance.
There are now calls for more | 0:12:20 | 0:12:24
regulation in the fashion world. I
had been at shoes where I had been | 0:12:24 | 0:12:29
inappropriately touched. I have had
inappropriate comments made to me. I | 0:12:29 | 0:12:33
would like to see unions organised
to collectively bargain, and I would | 0:12:33 | 0:12:38
like to see what the model alliance
of New York is proposing, an | 0:12:38 | 0:12:42
independent body that would
represent models against major | 0:12:42 | 0:12:45
players in the fashion industry.
These allegations are the latest to | 0:12:45 | 0:12:50
rock the world of fashion,
entertainment and social media and | 0:12:50 | 0:12:53
don't seem to be going away. | 0:12:53 | 0:12:57
Now, with all the sport,
here's Karthi Gnanasegaram | 0:12:57 | 0:12:59
at the BBC Sport Centre. | 0:12:59 | 0:13:01
Good evening. | 0:13:01 | 0:13:03
Liverpool have beaten Premier League
leaders Manchester City 4-3 | 0:13:03 | 0:13:05
in an enthralling game this evening. | 0:13:05 | 0:13:07
Liverpool's victory brings
to an end City's unbeaten | 0:13:07 | 0:13:09
domestic run this season. | 0:13:09 | 0:13:11
Arsenal were defeated 2-1
by Bournemouth and were | 0:13:11 | 0:13:13
without their star forward,
Alexis Sanchez, whose future will be | 0:13:13 | 0:13:20
decided "in the next 48 hours"
after he was left out of the team | 0:13:20 | 0:13:23
for Sunday's 2-1
defeat at Bournemouth, | 0:13:23 | 0:13:24
as Natalie Pirks reports. | 0:13:24 | 0:13:28
With just one win at Anfield since
1981, Liverpool represented a giant | 0:13:28 | 0:13:34
hurdle in Manchester City's quest
for stability, but they soon found | 0:13:34 | 0:13:40
out why. Alex Oxlade-Chamberlain
with a superb strike to do some | 0:13:40 | 0:13:43
early damage. City hit back, Leroy
Sane getting the better of glorious | 0:13:43 | 0:13:49
carriers, at his near post, of all
things. But it was City who were | 0:13:49 | 0:13:54
soon to have defensive nightmares.
Firmino got the better of John Stone | 0:13:54 | 0:13:57
to make it 2-1. Minutes later,
Otamendi was pickpocketed by Sadio | 0:13:57 | 0:14:03
Mane to make it three. And when
Ederson cleared wildly, it was | 0:14:03 | 0:14:07
Mohamed Salah who would return to
the fold with a bang. But in a | 0:14:07 | 0:14:12
remarkable match, City were not
going to lie down, two quick goal | 0:14:12 | 0:14:16
sending Jurgen Klopp's heart rate
through the roof. So far, so | 0:14:16 | 0:14:20
Liverpool. But Jurgen Klopp's men
held on, and City can no longer go | 0:14:20 | 0:14:25
the whole season unbeaten. There is
a relief for Arsenal fans. | 0:14:25 | 0:14:28
England's cricketers have made
an impressive start to their one-day | 0:14:28 | 0:14:30
international series
against Australia, winning | 0:14:30 | 0:14:31
their first game by five wickets. | 0:14:31 | 0:14:33
It follows a disappointing 4-0
defeat in the Ashes Test series. | 0:14:33 | 0:14:35
Today, though, Jason Roy hit
the highest one-day international | 0:14:35 | 0:14:38
score by an Englishman -
a record 180. | 0:14:38 | 0:14:40
Adam Wild reports. | 0:14:40 | 0:14:47
For English cricket, a time to
rebuild, recover, restore some | 0:14:47 | 0:14:52
respect and some reputations. A
fresh start, and it soon became a | 0:14:52 | 0:14:56
rather good one from England, early
wickets falling. But this is | 0:14:56 | 0:15:00
Australia, and after dominating all
winter, they weren't about to go | 0:15:00 | 0:15:03
easy on their old rivals. A century
from Aaron Finch helping them | 0:15:03 | 0:15:07
towards a total of 304. With days
gone by, such targets were imposing. | 0:15:07 | 0:15:14

taking up the challenge with the
kind of relish missed by England in | 0:15:18 | 0:15:23
recent months, brilliantly
belligerent, he bludgeoned his way | 0:15:23 | 0:15:25
to a magnificent 100. Taking the
game away from Australia, the | 0:15:25 | 0:15:29
highest ever one-day international
innings by an England player. 184 | 0:15:29 | 0:15:34
Roy, the damage was done. Joe Root
was for once the support act. 91 | 0:15:34 | 0:15:38
from him. The win, when it came,
comfortable. For English cricket, it | 0:15:38 | 0:15:45
could scarcely have been more
welcome. | 0:15:45 | 0:15:47
