Halova, | 0:00:23 | 0:00:25
good afternoon. | 0:00:25 | 0:00:30
The US national government has
officially shut down, | 0:00:30 | 0:00:31
a year to the day after Donald Trump
took office as President. | 0:00:31 | 0:00:34
Senators had failed to agree
a stop-gap budget - | 0:00:34 | 0:00:37
amid a bitter dispute
President Trump's Republicans | 0:00:37 | 0:00:38
and the opposition Democrats over
immigration and border security. | 0:00:38 | 0:00:41
The impasse will affect hundreds
of thousands of federal workers. | 0:00:41 | 0:00:45
But essential government services
will carry on. | 0:00:45 | 0:00:48
The recriminations
have already begun. | 0:00:48 | 0:00:49
David Willis reports
from Washington. | 0:00:49 | 0:00:54
The ayes her 50 and the noes, 49. | 0:00:55 | 0:01:03
The last hope of avoiding and
embracing shutdown missed. The | 0:01:03 | 0:01:10
motion is not agreed to. The bill
had passed in the House of | 0:01:10 | 0:01:14
Representatives 24 hours earlier but
that issue aside from the money | 0:01:14 | 0:01:19
itself was how that money was spent.
Democrats sought a provision in the | 0:01:19 | 0:01:25
bill protecting the so-called
dreamers, 800,000 young people | 0:01:25 | 0:01:28
brought into this country illegally
who's right to remain is due to be | 0:01:28 | 0:01:33
revoked in a few weeks' time. The
Democratic leader in the Senate met | 0:01:33 | 0:01:38
with President Trump for more than
an hour at the White House but the | 0:01:38 | 0:01:41
two men failed to reach a deal. The
way things went today, the way you | 0:01:41 | 0:01:47
turned from a bipartisan deal, it's
almost as if you were rooting for a | 0:01:47 | 0:01:53
shutdown. And now we will have one
and the blame should crash entirely | 0:01:53 | 0:02:00
on President Trump's shoulders. Many
Republicans support efforts to | 0:02:00 | 0:02:05
legitimise the status of the
dreamers but they want it tired to | 0:02:05 | 0:02:09
other provisions such as President
Trump's border wall and not made | 0:02:09 | 0:02:12
part of the government funding bill.
What we have just witnessed on the | 0:02:12 | 0:02:18
floor was a cynical decision by
Senate Democrats to shove aside | 0:02:18 | 0:02:23
millions of Americans for the sake
of irresponsible political games. | 0:02:23 | 0:02:27
The government shutdown was 100%
avoidable. The last government | 0:02:27 | 0:02:34
shutdown here in 2013 lasted 16 days
and led to around 800,000 government | 0:02:34 | 0:02:40
workers being placed on temporary
leave. For President Trump, the man | 0:02:40 | 0:02:46
who brands himself the deal-maker in
Chief, this is a political | 0:02:46 | 0:02:50
embarrassment. The first day of the
government shutdown coincides with | 0:02:50 | 0:02:54
the first anniversary of his
inauguration. David Willis, BBC | 0:02:54 | 0:02:58
News, Washington. | 0:02:58 | 0:03:01
Mary Lou McDonald has been confirmed
as the only candidate nominated | 0:03:01 | 0:03:03
to replace Gerry Adams
as Sinn Fein president. | 0:03:03 | 0:03:07
As the only candidate nominated Mary
Lou McDonald will be formally | 0:03:07 | 0:03:12
elected at a special conference next
month. | 0:03:12 | 0:03:14
Mr Adams is retiring after leading
the Republican Party | 0:03:14 | 0:03:20
for 30 years. | 0:03:20 | 0:03:21
Our correspondent Kevin Sharkey
is in Belfast for us. | 0:03:21 | 0:03:24
What everyone thinks of Sinn Fein's
President over the last few decades | 0:03:24 | 0:03:29
Gerry Adams has unquestionably been
a world figure as well as in the UK | 0:03:29 | 0:03:36
and Ireland. How will Mary Lou
McDonald lead her party differently? | 0:03:36 | 0:03:40
Yes, Mary Lou McDonald said this
morning, filling the shoes of Gerry | 0:03:40 | 0:03:44
Adams will be impossible, she said.
No one can do that. That gives you a | 0:03:44 | 0:03:47
sense of the status he is held in
within the party and also | 0:03:47 | 0:03:52
politically here and globally over
the last 30, 35 years or so. Mary | 0:03:52 | 0:03:57
Lou McDonald on the other hand is
perceived to have a clean pair of | 0:03:57 | 0:04:01
heels politically, she doesn't have
any of the baggage from the troubled | 0:04:01 | 0:04:05
times in Northern Ireland. Over the
decades. She was a member of the | 0:04:05 | 0:04:11
European Parliament for Sinn Fein.
She is a sitting TD in the Irish | 0:04:11 | 0:04:16
Parliament in Dublin at the minute.
There is no doubt she will have a | 0:04:16 | 0:04:21
significant role and one of the
important issues facing Sinn Fein | 0:04:21 | 0:04:24
and politics here in Northern
Ireland at the moment is trying to | 0:04:24 | 0:04:28
get devolution restored, and talks
will begin in Belfast next week | 0:04:28 | 0:04:33
between the parties in an attempt to
get power-sharing restored at | 0:04:33 | 0:04:39
Stormont. Mary Lou McDonald will not
be imposed when the talks resume | 0:04:39 | 0:04:43
next week but there is no doubt she
will have a very significant impact. | 0:04:43 | 0:04:49
Kevin Sharkey in Belfast, thank you. | 0:04:49 | 0:04:51
The French President has suggested
the UK could get a bespoke trade | 0:04:51 | 0:04:53
deal with the European Union
after Brexit, but again warned that | 0:04:53 | 0:05:01
Britain could expect full access
to the Single Market unless it | 0:05:02 | 0:05:04
accepted its rules. | 0:05:04 | 0:05:05
In an interview to be broadcast
in full on the Andrew Marr Show | 0:05:05 | 0:05:08
tomorrow morning, Emmanuel Macron
said he respected, but regretted, | 0:05:08 | 0:05:11
the Brexit vote, but the EU
would love to welcome the UK back. | 0:05:11 | 0:05:14
To get full access
to the Single Market | 0:05:14 | 0:05:16
unique contribution
to the | 0:05:16 | 0:05:17 | |
budget and you have to accept... | 0:05:17 | 0:05:18
The freedoms. | 0:05:18 | 0:05:20
..The freedoms and the four pillars,
and you have to accept | 0:05:20 | 0:05:23
the jurisdiction. | 0:05:23 | 0:05:26
As soon as you decide not to join
these preconditions, | 0:05:26 | 0:05:28
it's not a full access. | 0:05:28 | 0:05:31
So, it's something
perhaps between this full | 0:05:31 | 0:05:32
access and a trade agreement. | 0:05:32 | 0:05:36
Police in Sheffield are appealing
for information to help find two | 0:05:36 | 0:05:38
children have been
missing since last night. | 0:05:38 | 0:05:43
Marcel Menyhart who's 12
and 13-year-old Marcela Menyhartova, | 0:05:43 | 0:05:47
were last seen at the city's ice
rink near the suburb of Attercliffe, | 0:05:47 | 0:05:51
at around 8pm yesterday evening. | 0:05:51 | 0:05:52
British tourists travelling
to Jamaica are being advised to stay | 0:05:52 | 0:05:56
in their resorts after a state
of emergency was declared | 0:05:56 | 0:05:59
in the area around Montego Bay. | 0:05:59 | 0:06:02
There's been a surge in gang-related
violence in the area | 0:06:02 | 0:06:05
There's been a surge in gang-related
violence in the area. | 0:06:05 | 0:06:07
Around 200,000 Britons
visit the popular holiday | 0:06:07 | 0:06:09
destination each year. | 0:06:09 | 0:06:10
Nick Davis reports. | 0:06:10 | 0:06:11
For a country that depends
on tourism, the pictures of troops | 0:06:11 | 0:06:13
on the streets in Montego Bay,
Jamaica's biggest resort, | 0:06:13 | 0:06:16
isn't ideal, but the
government says it is | 0:06:16 | 0:06:18
something that needs to be done. | 0:06:18 | 0:06:22
The security forces are expected
and have been directed to treat | 0:06:22 | 0:06:28
citizens with respect
and protect the dignity | 0:06:28 | 0:06:29
and safety of all. | 0:06:29 | 0:06:33
Most of the tourists who visit
Montego Bay and much of the north | 0:06:33 | 0:06:36
coast stay in gated or guarded
all-inclusive hotels | 0:06:36 | 0:06:38
where security isn't an issue. | 0:06:38 | 0:06:42
But crime in the city has spiked. | 0:06:42 | 0:06:50
That's the growing reality for the
people that live in the city. | 0:06:50 | 0:06:53
Last year saw the 1,600 people
murdered in Jamaica. | 0:06:53 | 0:06:55
335 of them in St James,
the area where Montego Bay is. | 0:06:55 | 0:07:01
Most of the crime is gang-related
and focused in a small | 0:07:01 | 0:07:03
number of communities. | 0:07:03 | 0:07:05
The Foreign Office has advised
holidaymakers that they should only | 0:07:05 | 0:07:09
travel to and from the airport
to their hotels and when | 0:07:09 | 0:07:11
they do take excursions to make sure | 0:07:11 | 0:07:13
they are arranged by official tour
reps. | 0:07:13 | 0:07:15 | |
The authorities say there will be
more roadblocks and vehicle searches | 0:07:15 | 0:07:18
as they go after the
gangs and their guns. | 0:07:18 | 0:07:21
A similar state of emergency
in 2010, in Kingston, | 0:07:21 | 0:07:24
saw the murder rate drop
to its lowest levels in years, | 0:07:24 | 0:07:27
a statistic that meant lives saved. | 0:07:27 | 0:07:28
In Montego Bay it's hoped
the same will happen again. | 0:07:28 | 0:07:31
Nick Davies, BBC News, Jamaica. | 0:07:31 | 0:07:36
With all the sport -
here's Mike Bushall | 0:07:36 | 0:07:38
at the BBC Sport Centre. | 0:07:38 | 0:07:42
Good afternoon. Good afternoon,
thank you. First of all, the tennis. | 0:07:42 | 0:07:48
Defending champion Roger Federer
is safely through to the fourth | 0:07:48 | 0:07:51
round of the Australian Open -
he beat Richard Gasquet. | 0:07:51 | 0:07:53
Federer has yet to drop a set
at this year's tournament. | 0:07:53 | 0:07:56
And there was an injury
scare for the six-time | 0:07:56 | 0:07:58
champion Novak Djokovic -
he needed medical treatment in his | 0:07:58 | 0:08:00
match against Albert Ramos-Vinolas. | 0:08:00 | 0:08:01
He did win in straight sets
but he wasn't at his best - | 0:08:01 | 0:08:09
in is his first event
since Wimbledon last year. | 0:08:15 | 0:08:17
His next opponent is Chung Hyeon,
who's become the first South Korean | 0:08:17 | 0:08:20
man to reach the last 16
in Melbourne - and to get there, | 0:08:20 | 0:08:23
he knocked out the fourth seed
Alexander Zverev. | 0:08:23 | 0:08:25
Simona Halep saved three match
points before winning 15-13 in the | 0:08:25 | 0:08:28
decider. That set alone lasted two
hours and 22 minutes. They won in | 0:08:28 | 0:08:34
court for nearly four hours in all.
Chelsea lead 2-0 in the early | 0:08:34 | 0:08:40
Premier League kick-off today after
scoring two goals in the first six | 0:08:40 | 0:08:44
minutes from Eden Hazard and then a
superb team effort featuring two | 0:08:44 | 0:08:48
backheel is finished off in style by
Willian. | 0:08:48 | 0:08:51
And it's been quite a first half,
in the Scottish Cup match | 0:08:51 | 0:08:54
at Pittodrie, where Aberdeen are 3-1
up against St Mirren. | 0:08:54 | 0:08:57
Ryan Christie has become the star of
the show with two goals in the first | 0:08:57 | 0:09:00
half and it's now half time. | 0:09:00 | 0:09:04
English golfer Ross Fisher has
a share of the lead after the third | 0:09:04 | 0:09:07
round of the Abu Dhabi
golf Championship - | 0:09:07 | 0:09:09
he and Thomas Pieters
are 17 under-par. | 0:09:09 | 0:09:11
But just one shot behind,
is Rory McIlroy, back | 0:09:11 | 0:09:13
after three months out,
with a rib injury. | 0:09:13 | 0:09:15
He shot a round of 65 to put himself
firmly in contention. | 0:09:15 | 0:09:18
England Netball has admitted it
may struggle to fund | 0:09:18 | 0:09:20
the national team in the future. | 0:09:20 | 0:09:22
The players turned professional
in 2016 but the majority | 0:09:22 | 0:09:24
of the funding the sport receives
has to be spent on grassroots. | 0:09:24 | 0:09:27
Jo Currie's been investigating,
ahead of England's match | 0:09:27 | 0:09:29
against New Zealand tonight. | 0:09:29 | 0:09:36
Netball is booming. Over 1 million
people play in England and next year | 0:09:37 | 0:09:44
the sport's elite will descend upon
Liverpool for the World Cup. It | 0:09:44 | 0:09:47
should be a defining moment for the
sport. Instead, there are fears of | 0:09:47 | 0:09:52
funding shortfall which could leave
the national team's future in | 0:09:52 | 0:09:58
jeopardy. It is a huge worry and the
thing that keeps me awake at night | 0:09:58 | 0:10:01
and I wouldn't want it as my legacy
as a CEO, no CEO wants to think that | 0:10:01 | 0:10:06
under their control the England team
did not survive and we just won't | 0:10:06 | 0:10:09
let that happen. | 0:10:09 | 0:10:11
Netball was one of the main
beneficiaries of Sport England's | 0:10:11 | 0:10:13
funding last year, receiving
almost £17 million. | 0:10:13 | 0:10:16
But only 3 million of that can be
used by the elite players. | 0:10:16 | 0:10:19
And once that 3 million has gone
there's going to be a big hole | 0:10:19 | 0:10:23
in the budget. | 0:10:23 | 0:10:25
Of course, that money helps a lot
and because you are getting to train | 0:10:25 | 0:10:30
a lot more and live and compete as
professional athletes. We all know | 0:10:30 | 0:10:35
that that will improve what you see
on the court. We want to make sure | 0:10:35 | 0:10:38
we get the professional athletes
they are so these youngsters get the | 0:10:38 | 0:10:43
opportunity to grow up to be a
netball player, not enable player | 0:10:43 | 0:10:47
and this. England netball say they
have a plan to raise the money to | 0:10:47 | 0:10:50
keep their players professional and
full-time but nothing is guaranteed. | 0:10:50 | 0:10:53
We have really got to boost our
commercial revenue and it's the one | 0:10:53 | 0:10:56
thing the board has charged me with
doing. We need to have a sell out | 0:10:56 | 0:11:00
arenas and we need to model exactly
how male sport commercialises their | 0:11:00 | 0:11:04
sport. So it's going to be a mixture
of ticket income, sponsorship | 0:11:04 | 0:11:09
revenue and looking at how we
deliver netball. And what better way | 0:11:09 | 0:11:11
to start than with the Quad series
this weekend when England take on | 0:11:11 | 0:11:14
the world's top teams in London?
It's exciting to start 2018 at the | 0:11:14 | 0:11:20
Commonwealth Games year playing
against the top nations in the | 0:11:20 | 0:11:23
world, we have Australia on Monday,
New Zealand up first and South | 0:11:23 | 0:11:27
Africa, so it's exciting to get the
girls here to play on our home turf. | 0:11:27 | 0:11:31
So England are aiming high ahead of
next year's World Cup. They are just | 0:11:31 | 0:11:35
hoping that success on the court
secures their national team's future | 0:11:35 | 0:11:39
off it. Joe Curry, BBC News. | 0:11:39 | 0:11:41
That's all the sport for now. | 0:11:41 | 0:11:42
I'll have more for
you in the next hour. | 0:11:42 | 0:11:46
Thanks very much. You can see more
on today's stories throughout the | 0:11:46 | 0:11:50
afternoon on the BBC News Channel. | 0:11:50 | 0:11:54
The next news on BBC One
is at 5:30pm, bye for now. | 0:11:54 | 0:11:57 |
