Good afternoon. | 0:00:23 | 0:00:25
The US national government has
officially shut down, | 0:00:25 | 0:00:28
a year to the day after Donald Trump
took office as President. | 0:00:28 | 0:00:32
Senators failed to agree
a stop-gap budget - | 0:00:32 | 0:00:35
amid a bitter dispute
between President Trump's | 0:00:35 | 0:00:37
Republicans and the opposition
Democrats over immigration | 0:00:37 | 0:00:39
and border security. | 0:00:39 | 0:00:41
They're meeting now to try to do
a deal to allow hundreds | 0:00:41 | 0:00:44
of thousands of Federal workers
to return to work on Monday morning. | 0:00:44 | 0:00:47
David Willis reports
from Washington. | 0:00:47 | 0:00:54
The ayes 50, the nays are 49. With a
midnight deadline looming they came | 0:00:54 | 0:00:59
up well short of the 60 votes
needed. Without a funding agreement | 0:00:59 | 0:01:03
in place, the government of the
largest economy in the world was now | 0:01:03 | 0:01:07
only minutes away from shuts down.
Three fifths of the Senators duly | 0:01:07 | 0:01:12
chosen and sworn not having voted in
the affirmative, the motion is not | 0:01:12 | 0:01:14
agreed to. That after the Democrat
leader in the Stennett, Chuck | 0:01:14 | 0:01:19
Schumer, had had an hour-long
meeting with President Trump at the | 0:01:19 | 0:01:22
White House. He called out the
deal-maker in chief for failing to | 0:01:22 | 0:01:26
deliver. The way things went today,
the way you turned from a bipartisan | 0:01:26 | 0:01:33
deal, it's almost as if you were
rooting for a shuts down. And now | 0:01:33 | 0:01:37
we'll have one. And the blame should
crash entirely on President Trump's | 0:01:37 | 0:01:44
shoulders. The White House in a
statement branded the Democrats | 0:01:44 | 0:01:50
obstructionist losers. What just
witnessed on the floor was a cynical | 0:01:50 | 0:01:54
decision by Senate Democrats to
shove aside millions of Americans | 0:01:54 | 0:01:58
for the sake of irresponsible
political gameness. The government | 0:01:58 | 0:02:08
shutdown was 100% avoidable. As the
vote collapsed, outside on the steps | 0:02:08 | 0:02:11
of the Capitol, were the people
whose fate Democrats want to tie to | 0:02:11 | 0:02:17
this funding agreement. The
so-called Dreamers- young people | 0:02:17 | 0:02:21
brought into the United States
illegally who President Trump is | 0:02:21 | 0:02:23
threatening to deport in a few
weeks' time. Many Republicans | 0:02:23 | 0:02:27
support legitimising their status,
but they want it to be part of an | 0:02:27 | 0:02:31
immigration bill that would also
provide funds for a wall along the | 0:02:31 | 0:02:34
Mexican border. A pet project of
President Trump. The president was | 0:02:34 | 0:02:39
hitting the hash key hard this
morning. This is the one-year | 0:02:39 | 0:02:45
anniversary of my presidency and the
Democrats wanted to give me a nice | 0:02:45 | 0:02:50
present hashtag Democrat shutdown.
The last government shutdown here in | 0:02:50 | 0:02:54
2013 caused the closure of many
national parks and monuments and | 0:02:54 | 0:02:58
lead to around 800,000 government
workers being placed on temporary | 0:02:58 | 0:03:02
leave. Nobody here wants to see
history repeated. I'm just very | 0:03:02 | 0:03:06
disappointed that we couldn't all
come to an agreement about this. | 0:03:06 | 0:03:11
There is common ground in the
middle, I just am shocked that our | 0:03:11 | 0:03:15
government is this dysfunctional.
For President Trump this is a | 0:03:15 | 0:03:21
political embarrassment. One year
ago amid considerable pomp and | 0:03:21 | 0:03:25
ceremony he was celebrating his
inauguration having switched to | 0:03:25 | 0:03:28
office on the platform of the
ultimate steel-maker. At the end of | 0:03:28 | 0:03:31
a tumultuous year, such credentials
are now in question. Members of | 0:03:31 | 0:03:40
Congress are gathering right now to
try to find a solution to this | 0:03:40 | 0:03:43
crisis, with most government offices
closed over the weekend, the worst | 0:03:43 | 0:03:49
effects of this government shutdown
aren't expected to be felt until | 0:03:49 | 0:03:53
Monday. But if some sort of solution
isn't found by then, thousands of | 0:03:53 | 0:04:00
American government workers could
turn up to find their offices are | 0:04:00 | 0:04:04
locked and their pay is being
docked. Kate. David, thank you. | 0:04:04 | 0:04:09
In the past few minutes reports are
coming in of an attack on a major | 0:04:09 | 0:04:13
hotel in the Afghan capital,
Kabul. | 0:04:13 | 0:04:14
At least four gunmen
are reported to have entered | 0:04:14 | 0:04:16
the Intercontinental Hotel
and opened fire on guests inside. | 0:04:16 | 0:04:18
As yet it's unclear
if there are casualties. | 0:04:18 | 0:04:21
Sinn Fein has announced
who will succeed Gerry Adams | 0:04:21 | 0:04:24
as its party president. | 0:04:24 | 0:04:26
Mary Lou McDonald, a member
of parliament in the Irish Republic, | 0:04:26 | 0:04:29
was the only candidate for the role. | 0:04:29 | 0:04:31
Mr Adams emerged from
Northern Ireland's turbulent history | 0:04:31 | 0:04:33
to become leader more
than 30 years ago. | 0:04:33 | 0:04:35
Ms McDonald comes from a very
different background. | 0:04:35 | 0:04:38
Our Ireland Correspondent
Chris Page is in Belfast. | 0:04:38 | 0:04:44
Tell us a little bit more about her.
She's been favourite for some time | 0:04:44 | 0:04:49
hasn't she? Yes, that's right, Kate,
it's been thought for some years now | 0:04:49 | 0:04:53
that Mary Lou McDonald was the
likely successor to Gerry Adams. | 0:04:53 | 0:04:56
She's been a very strong presence at
Mr Adams's side at keep political | 0:04:56 | 0:05:01
events recently. The personal
political journey has been very | 0:05:01 | 0:05:04
different to her predecessor. Mr
Adams was brought up in west | 0:05:04 | 0:05:08
Belfast, the working-class area, the
crucible of the conflict in Northern | 0:05:08 | 0:05:12
Ireland. Security sources believe he
was a senior member of the IRA so | 0:05:12 | 0:05:16
he's always denied being in the
organisation. Mary Lou McDonald grew | 0:05:16 | 0:05:20
up in a middle-class suburb in
Dublin and joined Sinn Fein during | 0:05:20 | 0:05:25
the peace process. Sinn Fein
confirmed she was the only nominee | 0:05:25 | 0:05:30
to succeed Mr Adams as president and
she said she would put her own stamp | 0:05:30 | 0:05:33
on the dog. -- job. The truth is
nobody will ever feel Gerry Adams's | 0:05:33 | 0:05:42
shoes, that's the truth. The truth
is, my friends, I won't feel Gerry | 0:05:42 | 0:05:47
's shoes. But the news is that I
brought my own. So she will take | 0:05:47 | 0:05:56
over officially as Sinn Fein
president at a special party | 0:05:56 | 0:05:59
conference in three weeks' time. It
mark something of a generational | 0:05:59 | 0:06:02
shift in the party away from people
who had IRA connections, towards new | 0:06:02 | 0:06:07
figures who have no direct
connection with the troubles. Now | 0:06:07 | 0:06:10
Sinn Fein's political opponents will
still continue to focus on links to | 0:06:10 | 0:06:14
the IRA and Sinn Fein will indeed
continue to defend the IRA campaign. | 0:06:14 | 0:06:18
But these days the party prefers to
talk about present-day politics | 0:06:18 | 0:06:22
rather than the paramilitary
violence of the past. Chris, thank | 0:06:22 | 0:06:25
you. | 0:06:25 | 0:06:29 | |
British tourists travelling
to Jamaica are being advised to stay | 0:06:29 | 0:06:32
in their resorts after a state
of emergency was declared | 0:06:32 | 0:06:34
around Monteego Bay. | 0:06:34 | 0:06:35
There's been a surge in gang-related
violence in the area. | 0:06:35 | 0:06:38
Every year, around 200,000 Britons
visit the popular holiday | 0:06:38 | 0:06:40
destination as Nick Davis reports. | 0:06:40 | 0:06:43
For a country that depends on
tourism, the pictures of troops on | 0:06:43 | 0:06:46
the streets in Montego Bay,
Jamaica's biggest resort, isn't | 0:06:46 | 0:06:51
ideal. But the government says it's
something that needs to be done. The | 0:06:51 | 0:06:55
security forces are expected, and
have been directed, to treat | 0:06:55 | 0:07:00
citizens with respect and protect
the dignity and safety of all. Most | 0:07:00 | 0:07:08
of the tourists who visit Montego
Bay and much of the north coast stay | 0:07:08 | 0:07:13
in gated unguarded all-inclusive
hotels where security isn't an | 0:07:13 | 0:07:16
issue. But the growing reality for
people who live in the city is that | 0:07:16 | 0:07:21
crime has spiked. Last year saw over
1600 people murdered in Jamaica. 335 | 0:07:21 | 0:07:26
of them in Saint James, the area
where Montego Bay is. Most of the | 0:07:26 | 0:07:33
crime is gang-related and focused in
a small number of communities. The | 0:07:33 | 0:07:36
Foreign Office has advised
holiday-makers they should only | 0:07:36 | 0:07:39
travel to and from the airport to
their hotels and, when they do take | 0:07:39 | 0:07:44
excursions, to make sure they are
arranged by a official tour wraps. | 0:07:44 | 0:07:48
Authority say there will be more
roadblocks and vehicle searches as | 0:07:48 | 0:07:52
they go after the gangs and their
guns. A similar state of emergency | 0:07:52 | 0:07:55
in 2010 in Kingston saw the murder
rate dropped to its lowest levels in | 0:07:55 | 0:08:00
years. A statistic that meant lives
saved. In Montego Bay it is hoped | 0:08:00 | 0:08:06
the same will happen again. Nick
Davis, BBC News, Jamaica. | 0:08:06 | 0:08:12
A minute's applause has been held
at Premier League football grounds | 0:08:12 | 0:08:14
today as a mark of respect
for Cyrille Regis, the England | 0:08:14 | 0:08:17
striker who died last weekend. | 0:08:17 | 0:08:18
In today's football -
Chelsea are now up to third | 0:08:18 | 0:08:21
in the table after their win over
Brighton, as Ade Adedoyin reports. | 0:08:21 | 0:08:25
A minute's applause to mark
the death of Cyrille Regis, | 0:08:25 | 0:08:27
who passed away last Sunday
at the age of 59. | 0:08:27 | 0:08:35
The players in black armbands
to honour the former | 0:08:35 | 0:08:37
England international,
widely regarded as a pioneer, | 0:08:37 | 0:08:39
who helped break down racial
barriers in the game. | 0:08:39 | 0:08:44
Brighton were hosting
the Premier League champions, | 0:08:44 | 0:08:46
Chelsea, who were missing a number
of first-team regulars | 0:08:46 | 0:08:48
through injury and suspension. | 0:08:48 | 0:08:50
One man who was playing
was Eden Hazard. | 0:08:50 | 0:08:52
And it didn't take long
for him to make his mark. | 0:08:52 | 0:08:54
Three minutes later,
half the Brighton team could do | 0:08:54 | 0:08:56
nothing to stop this
intricate passing move. | 0:08:56 | 0:09:02
The Brazilian international,
Willian, with a well worked goal, | 0:09:02 | 0:09:04
which again involved Hazard. | 0:09:04 | 0:09:07
And things didn't get any
better for the home side, | 0:09:07 | 0:09:10
who felt they should have had
at least one penalty | 0:09:10 | 0:09:12
in the first half. | 0:09:12 | 0:09:13
Brighton did have their
chances after the break, | 0:09:13 | 0:09:15
but it was that man again,
Hazard. | 0:09:15 | 0:09:18
A brilliant solo effort to put
Antonio Conte's side 3-0 up | 0:09:18 | 0:09:23
and on course for all three points
for the first time this year. | 0:09:23 | 0:09:26
But they weren't finished just yet. | 0:09:26 | 0:09:28
Victor Moses making it four. | 0:09:28 | 0:09:29
An emphatic victory for Chelsea. | 0:09:29 | 0:09:31
It was a memorable day
for Eden Hazard, the man | 0:09:31 | 0:09:34
of the match, and perhaps even more
memorable for this young fan. | 0:09:34 | 0:09:37
Ade Adedoyin, BBC News. | 0:09:37 | 0:09:45
There's more to the evening on BBC
News Channel. I'll be back with the | 0:09:47 | 0:09:50
team for the late news. That | 0:09:50 | 0:09:52 |
