His fate is still uncertain and

The military says it wants

What the Zimbabwe defence forces

a degenerating political,

Which, if not addressed,
may result in violent conflict. | 0:02:49 | 0:02:57 | |
Overnight, President Mugabe,
the world's oldest leader, | 0:02:57 | 0:03:00 | |
lost control of the country he has
led for 37 years. | 0:03:00 | 0:03:04 | |
The generals say he remains
president but clearly he is no | 0:03:04 | 0:03:07 | |
longer calling the shots. | 0:03:07 | 0:03:10 | |
The presence of the military
is being felt here on the streets | 0:03:10 | 0:03:12 | |
of Harare and some parts of the city

This is as close as we can get

have stationed themselves

One, as you can see,

The president still has his

areas but here in Harare,

for independence but in recent years

ambitious and some would say

and now one of the most powerful

She had wanted to take

Zimbabwe directly but as far as you
know who was running the country | 0:05:55 | 0:05:58 | |
now? By all the news reports we have
heard including this from BBC, it is | 0:05:58 | 0:06:06 | |
still the case that President Mugabe
is in title President but he is | 0:06:06 | 0:06:12 | |
under house arrest for military and
so there is a question about what | 0:06:12 | 0:06:15 | |
his status is. The current chair of
the Africa subcommittee is joining | 0:06:15 | 0:06:20 | |
me in a call to our ambassador in
Zimbabwe in a few minutes. And we | 0:06:20 | 0:06:25 | |
look forward to getting a current on
the ground assessment from our | 0:06:25 | 0:06:30 | |
ambassador about conditions in the
country. What is your understanding | 0:06:30 | 0:06:34 | |
of how much popular support there
would be for the military in taking | 0:06:34 | 0:06:38 | |
this kind of action? As you just
reported, Grace Mugabe has been a | 0:06:38 | 0:06:44 | |
very divisive figure and President
Mugabe, his abrupt action to dismiss | 0:06:44 | 0:06:50 | |
as Vice President Emmerson Mnangagwa
and replace him in the upcoming Zanu | 0:06:50 | 0:06:55 | |
PF convention with his wife is
likely what sparked this action by | 0:06:55 | 0:07:00 | |
the military. I think we can
conclude from that that President | 0:07:00 | 0:07:04 | |
Mugabe, his efforts to change from a
one-man rule 201 family rule is a | 0:07:04 | 0:07:11 | |
step too far for the Zimbabwean
military and broader public to | 0:07:11 | 0:07:14 | |
embrace. Obviously every embassy
knows what is going on within the | 0:07:14 | 0:07:20 | |
country. Presumably your embassy has
been telling you that Robert Mugabe | 0:07:20 | 0:07:25 | |
is not in good health he is very
weak and frail? Can you hear me? | 0:07:25 | 0:07:36 | |
Yes, you just came back. Your
embassy must have been telling you | 0:07:36 | 0:07:40 | |
for some time now that Robert Mugabe
is frail and weak and in pretty poor | 0:07:40 | 0:07:44 | |
health so you must have been
expecting bad at this moment would | 0:07:44 | 0:07:49 | |
come? That is right, many people
engaged in US - Africa relations or | 0:07:49 | 0:07:56 | |
who watch African developments have
been waiting for some time for | 0:07:56 | 0:07:59 | |
President Mugabe to have some
succession plan. Further to be | 0:07:59 | 0:08:04 | |
scheduled, fair and open elections.
Mugabe is the longest running head | 0:08:04 | 0:08:09 | |
of state in the world. And he is
currently subject to sanctions from | 0:08:09 | 0:08:13 | |
the United States because of human
rights abuses and because of the way | 0:08:13 | 0:08:17 | |
he has violated the constitution of
Zimbabwe. It is my hope that the | 0:08:17 | 0:08:21 | |
African Union and other regional
forces and leaders will encourage | 0:08:21 | 0:08:27 | |
every party in Zimbabwe to respect
the constitution, to conduct | 0:08:27 | 0:08:31 | |
themselves peacefully and that there
will be a path forward that includes | 0:08:31 | 0:08:34 | |
a free and open elections. And your
committee has been critical about | 0:08:34 | 0:08:40 | |
the way the economy has been run,
the corruption in the country and | 0:08:40 | 0:08:45 | |
the way wealth has been spirited
away. What would you like to see | 0:08:45 | 0:08:48 | |
happen? I would like to see a clear
path forward for the restoration of | 0:08:48 | 0:08:55 | |
democratic rule through free and
fair elections. I would like to see | 0:08:55 | 0:09:00 | |
a peaceful transition and
restoration of public confidence. | 0:09:00 | 0:09:03 | |
And if that could be done in short
order that would be the most | 0:09:03 | 0:09:06 | |
positive thing for the people of the
country. The United States has | 0:09:06 | 0:09:11 | |
contributed to humanitarian relief
in recent years because of the | 0:09:11 | 0:09:14 | |
collapse of the economy. And
significant humanitarian challenges | 0:09:14 | 0:09:18 | |
due to famine and food shortages. We
will continue to stand with the | 0:09:18 | 0:09:23 | |
people of Zimbabwe but the United
States and many other countries have | 0:09:23 | 0:09:25 | |
long been critical of the rule of
Robert Mugabe. Thank you very much. | 0:09:25 | 0:09:34 | |
Let us know what transpires call
with the ambassador. I lived in | 0:09:34 | 0:09:43 | |
Zimbabwe in 1989 and it was clear
even then the country was heading | 0:09:43 | 0:09:46 | |
for economic problems. There were
long lines for the buses, a shortage | 0:09:46 | 0:09:53 | |
of foreign currency, the land
reforms were just beginning. It was | 0:09:53 | 0:09:56 | |
the start of the aids crisis in
Zimbabwe and if someone had said | 0:09:56 | 0:10:00 | |
then if Mugabe would still be in
power 27 years later I would've said | 0:10:00 | 0:10:04 | |
it was just not possible. He is one
of those African leaders who has | 0:10:04 | 0:10:07 | |
defied all the laws of nature and
longevity and managed to cling to | 0:10:07 | 0:10:11 | |
power for a full 37 years.
Remarkable. He has never shown any | 0:10:11 | 0:10:17 | |
inclination to step aside or accept
defeat at the polls. I was there 15 | 0:10:17 | 0:10:23 | |
years ago reporting for the BBC and
I remember going to one place and I | 0:10:23 | 0:10:28 | |
saw there was a famine that year
because the farms were failing and | 0:10:28 | 0:10:31 | |
had been a drought. There bags of
maize stacked up against the polling | 0:10:31 | 0:10:37 | |
station and if you had a Zanu PF
card you could take one of the bags | 0:10:37 | 0:10:40 | |
with you but if you were from the
MVC you were denied. And by back | 0:10:40 | 0:10:46 | |
then, 15 years ago, you could see
food aid was being used as a | 0:10:46 | 0:10:50 | |
political weapon. So this was also a
stand he took not just against white | 0:10:50 | 0:10:56 | |
farmers but against his opponents in
the country. You feed voters when | 0:10:56 | 0:11:03 | |
they come to the polls, a
long-standing tradition in Africa. | 0:11:03 | 0:11:08 | |
Today Donald Trump has tweeted
about basket ball players needing | 0:11:08 | 0:11:11 | |
to be more grateful to him,
his strong relationship | 0:11:11 | 0:11:13 | |
with Xi Jinping and the
iniquities of fake news. | 0:11:13 | 0:11:15 | |
He has not so far weighed in
on the future of Republican Senate | 0:11:15 | 0:11:18 | |
candidate Roy Moore who's been
accused of sexually | 0:11:18 | 0:11:20 | |
molesting teenagers. | 0:11:20 | 0:11:21 | |
Lots of Republicans in Washington
are waiting for him to do so. | 0:11:21 | 0:11:24 | |
They want the President to settle
the candidate's future and ideally | 0:11:24 | 0:11:27 | |
force him to get out of the race. | 0:11:27 | 0:11:29 | |
Mr Moore denies the allegations
and he continues to have the support | 0:11:29 | 0:11:31 | |
of the local Republican part. | 0:11:32 | 0:11:33 | |

The youngest said she was just 14

Beverly Young Nelson says she was 16

I thought that he was
going to rape me. | 0:12:12 | 0:12:15 | |
I was twisting and I was struggling

The former judge is no

He is pro-gun, anti-gay,

and he once said Islam

At a gathering at the Montgomery

we spoke to were not troubled

You cannot tell how

Because you know some of these girls

Some look like thy are 14

I just feel it is really suspicious

years for anyone to come forward. | 0:12:55 | 0:12:57 | |
I think they have been put up to it. | 0:12:57 | 0:12:59 | |
There may have been some

I don't know about all that,

Judge Roy Moore is a righteous man,

Unfortunately in this state I think

I do not think he should. | 0:13:12 | 0:13:14 | |
Here and across this

support for Roy Moore. | 0:13:21 | 0:13:22 | |
Many say they do not like being told
what to do and believe that this | 0:13:22 | 0:13:25 | |
is a political conspiracy conceived
by the Democrats. | 0:13:25 | 0:13:27 | |
But beyond these quarters
there is growing pressure | 0:13:27 | 0:13:29 | |
on Roy Moore to step aside. | 0:13:29 | 0:13:33 | |
Back in Washington senior
Republicans have been | 0:13:33 | 0:13:34 | |
lining up to denounce him. | 0:13:34 | 0:13:39 | |
Roy Moore should step aside. | 0:13:39 | 0:13:40 | |
The women who have come forward
are entirely credible. | 0:13:40 | 0:13:43 | |
He is obviously not fit to be
in the United States Senate. | 0:13:43 | 0:13:46 | |
Fresh from his trip to Asia,

to decide how to deal

A year ago he himself

But they did not hurt his path

In the last few minutes Roy Moore

God, the constitution, the sanctity
of life and the sanctity of | 0:14:22 | 0:14:24 | |
marriage. Where everything that the
Washington elite eight, we will not | 0:14:24 | 0:14:28 | |
quit. But it looks as if he's
running out of allies even those on | 0:14:28 | 0:14:34 | |
the conservative media station Fox
News. | 0:14:34 | 0:14:40 | |
Host Sean Hannity -
who has been a die hard supporter - | 0:14:40 | 0:14:43 | |
issuing a stern ultimatum. | 0:14:43 | 0:14:45 | |

It is interesting, the voices of
people who support Roy Moore and I'm | 0:15:20 | 0:15:27 | |
sure they think the Washington Post
is just part of the liberal media | 0:15:27 | 0:15:30 | |
conspiracy but when they hear Fox
News host Sean Hannity raising | 0:15:30 | 0:15:34 | |
questions about him and his past
does that ring a bell with him -- | 0:15:34 | 0:15:40 | |
but then? Not necessarily, that a
band that you saw in the report | 0:15:40 | 0:15:47 | |
their was mainly Republicans and
every single Republican I've spoken | 0:15:47 | 0:15:50 | |
to came up with three main reasons
why they still support Roy Moore. | 0:15:50 | 0:15:55 | |
The main one is that they simply do
not believe these women who have | 0:15:55 | 0:15:58 | |
come forward with these allegations.
They have issues with the time it | 0:15:58 | 0:16:03 | |
took the women to come forward with
their stories. And many also said | 0:16:03 | 0:16:07 | |
they believed this is a Democratic
plot. They kept using the word | 0:16:07 | 0:16:13 | |
collusion and that they think it is
fake news. That of course plays into | 0:16:13 | 0:16:18 | |
what Roy Moore was saying, in many
ways a reflection of what we saw not | 0:16:18 | 0:16:22 | |
just now in recent weeks when there
was the run-off for the Senate seat | 0:16:22 | 0:16:26 | |
but also during the election, a
battle between the Washington elite, | 0:16:26 | 0:16:31 | |
people like Mitch McConnell and the
Washington Post liberal media as | 0:16:31 | 0:16:34 | |
they say, and between southern
evangelicals and conservative | 0:16:34 | 0:16:38 | |
values. So even if Sean Hannity is
saying something odd that people | 0:16:38 | 0:16:42 | |
here are still standing behind Roy
Moore. Many people in Alabama say | 0:16:42 | 0:16:47 | |
they do not like being told what to
do by people from outside. And there | 0:16:47 | 0:16:52 | |
is not going to be a trial over
this, no fact-finding mission. These | 0:16:52 | 0:16:56 | |
allegations just go too far back in
time? That is right, and that is | 0:16:56 | 0:17:03 | |
what many people I was talking to
yesterday said. There is no charge | 0:17:03 | 0:17:07 | |
here, and that is because the time
has passed. So there is no proof. | 0:17:07 | 0:17:12 | |
But it is quite telling that people
do not at all in certain camps here | 0:17:12 | 0:17:16 | |
believe the women in any way. And
they believe as I said that this is | 0:17:16 | 0:17:21 | |
simply an attempt to discredit them.
Will this affect the outcome of this | 0:17:21 | 0:17:25 | |
race, well we've been told in a
couple of hours from now the | 0:17:25 | 0:17:31 | |
Republican committee here in Alabama
will be talking to discuss whether | 0:17:31 | 0:17:34 | |
or not to decertify Roy Moore from
the candidacy. Now if he was | 0:17:34 | 0:17:40 | |
decertified that means if he was to
win the race then the Republicans | 0:17:40 | 0:17:44 | |
here could then hold another
election for the Senate seat. But | 0:17:44 | 0:17:48 | |
that is pretty unlikely if you have

military. They seem to favour the

last week, Emmerson Mnangagwa. The

involved in the process of trying to

This is a country in a state of

militia, roadblocks, and the spies.

Robert Mugabe was good for stability

white farmers hold their lands and
lifestyle. But as opposition to his | 0:34:04 | 0:34:11 | |
rule grew amid economic downturn he
turned on the white farmers, | 0:34:11 | 0:34:15 | |
harnessing anger over long festering
grievances among the landless | 0:34:15 | 0:34:18 | |
Bhullar and veterans of the guerilla

army or the man tipped to succeed

a man once seen as an icon of

allies are dead and gone and many in

people, what does this mean? What
will that militarily do next? | 0:35:46 | 0:36:01 | |
How would you characterise what has
gone on? The Army say it is not a | 0:36:04 | 0:36:11 | |
clue, is that how people see it?
Absolutely not. The people see this | 0:36:11 | 0:36:24 | |
as a coup and removal of Robert
Mugabe. Robert Mugabe no longer has | 0:36:24 | 0:36:31 | |
the power, not only to move as he
pleases, but also to run his | 0:36:31 | 0:36:38 | |
Government and make decisions. He is
essentially under house arrest. Many | 0:36:38 | 0:36:45 | |
of his ministers have been arrested.
Others are being hunted by the | 0:36:45 | 0:36:52 | |
military. These are characteristics
of 80 over by that militarily. The | 0:36:52 | 0:36:58 | |
use of the language by that
militarily to deny that this is a | 0:36:58 | 0:37:03 | |
coup is intended for the
international community, but also | 0:37:03 | 0:37:07 | |
intended to facilitate possibly the
legalisation of the succession plan. | 0:37:07 | 0:37:18 | |
We do not know what will happen to
Robert Mugabe. If he were to go what | 0:37:18 | 0:37:24 | |
would be the reaction of people in
the country, or the voters in the | 0:37:24 | 0:37:29 | |
country? People are torn apart by
the current political events in | 0:37:29 | 0:37:36 | |
Zimbabwe. Essentially they are
saying the two sides that have | 0:37:36 | 0:37:47 | |
terrorised them, now fighting
against each other. For many people, | 0:37:47 | 0:37:54 | |
any change whatever, it is better
than no change at all, so for | 0:37:54 | 0:38:01 | |
ordinarily people, they are saying
that maybe the militarily, will lead | 0:38:01 | 0:38:09 | |
to transformation for the economy
and democratic transformation to | 0:38:09 | 0:38:15 | |
bring about positive change. This is
change, no matter whether it is | 0:38:15 | 0:38:21 | |
positive or negative, there is an
area of celebration, but equally, | 0:38:21 | 0:38:29 | |
what will that militarily do next?

China, be tougher on the trade

is not China's fault, how will that

coming from that meeting speaks to

president was successful on style

Stylistically we saw the same thing

where even though Americans may not

elected president, leaders of
foreign countries rolled out the red | 0:39:51 | 0:39:53 | |
carpet. We also saw him tightening
the noose on north Korea. He has | 0:39:53 | 0:39:55 | |
always had a good relationship with
the Prime Minister and president of | 0:39:55 | 0:40:00 | |
South Korea, but all three of them
have recommitted their commonality | 0:40:00 | 0:40:05 | |
and common desire of the nuclear
rising that area. There was some | 0:40:05 | 0:40:12 | |
concern among people that follow
that area of the world that during | 0:40:12 | 0:40:15 | |
the course of this trip the centre
of gravity had shifted away from | 0:40:15 | 0:40:20 | |
United States towards Beijing, would
you be concerned if it had seen that | 0:40:20 | 0:40:24 | |
American leadership had somehow been
reduced in that region? No. The | 0:40:24 | 0:40:29 | |
president was effusive in his pleas
for some of the things that the | 0:40:29 | 0:40:32 | |
Chinese have done in respect of
their own economy but even though | 0:40:32 | 0:40:36 | |
the president wanted to pull out of
the TPP he has been clear that he | 0:40:36 | 0:40:41 | |
wants the US to be open to business
for Asian colleagues. He got $300 | 0:40:41 | 0:40:50 | |
billion in deals. That is good. The
domestic agenda comes to the | 0:40:50 | 0:40:55 | |
forefront now. We will be talking
about that later. Tax reforms have | 0:40:55 | 0:40:59 | |
to go through the Senate. They are
now attaching to it a repeal of the | 0:40:59 | 0:41:04 | |
individual mandate on Obama care. At
the end of the year, will he get two | 0:41:04 | 0:41:12 | |
things that have been promised? It
will be great if he does. Obama care | 0:41:12 | 0:41:18 | |
is not a health plan. It did not
open up new health care for | 0:41:18 | 0:41:22 | |
individuals, it was a tax and
penalty plan. One of the most | 0:41:22 | 0:41:26 | |
controversial things going for it
was this individual mandate. The | 0:41:26 | 0:41:31 | |
repeal of which could save the
national deficit $338 billion over | 0:41:31 | 0:41:36 | |
ten years. If he gets both of these
things there is no doubt that this | 0:41:36 | 0:41:39 | |
would be viewed as a significant win
for his base. The tax plan was | 0:41:39 | 0:41:44 | |
already moving forward. But that not
happen with some of the other plans. | 0:41:44 | 0:41:50 | |
But this tax plan, both sides, the
Senate, the House, looking forward | 0:41:50 | 0:41:56 | |
to a compromise proposal amenable to
everyone. The majority of Americans | 0:41:56 | 0:42:00 | |
that every income level will see a
