This is the first day since 1980

that Robert Mugabe has not been

fully in charge in Zimbabwe -

he's under house arrest

and the military says it's

temporarily taken control

of the country.

His fate is still uncertain and

the army says this isn't a coup -

but today at least he clearly isn't

running the country.

The military says it wants

to remove criminals around

the 93-year-old head of state.

They may mean the President's wife,

Grace, who's been on a power grab

of her own recently,

apparently with the aim

of assuming her husband's job

when he eventually moves on.

But Mrs Mugabe, who's now

in Namibia, was not a freedom

fighter and she doesn't command

the respect her husband earned

through years of armed struggle

against British colonisers.

with a statement from the military

on state TV saying that the Mugabe

family were safe and that

this was not a coup.

What the Zimbabwe defence forces

is doing is to pacify

a degenerating political,

social and economic

situation in our country.

Which, if not addressed,

may result in violent conflict.

Overnight, President Mugabe,

the world's oldest leader,

lost control of the country he has

led for 37 years.

The generals say he remains

president but clearly he is no

longer calling the shots.

The presence of the military

is being felt here on the streets

of Harare and some parts of the city

are in lockdown.

This is as close as we can get

to some of the military tanks that

have stationed themselves

at strategic positions.

One, as you can see,

blocking access to the President's

office and another has blocked

access to Parliament.

The president still has his

supporters, especially in rural

areas but here in Harare,

it's a different story.

of the country's struggle

he's found himself up against this

woman, Grace Mugabe,

ambitious and some would say

ruthless wife, a one-time typist

and now one of the most powerful

political figures in the country.

She had wanted to take

over as vice president.

A divisive figure.

heard including this from BBC, it is

still the case that President Mugabe

is in title President but he is

under house arrest for military and

so there is a question about what

his status is. The current chair of

the Africa subcommittee is joining

me in a call to our ambassador in

Zimbabwe in a few minutes. And we

look forward to getting a current on

the ground assessment from our

ambassador about conditions in the

country.

What is your understanding

of how much popular support there

would be for the military in taking

this kind of action?

As you just

reported, Grace Mugabe has been a

very divisive figure and President

Mugabe, his abrupt action to dismiss

as Vice President Emmerson Mnangagwa

and replace him in the upcoming Zanu

0:06:500:06:55

PF convention with his wife is

likely what sparked this action by

the military. I think we can

conclude from that that President

0:07:000:07:04

Mugabe, his efforts to change from a

one-man rule 201 family rule is a

0:07:040:07:11

step too far for the Zimbabwean

military and broader public to

0:07:110:07:14

embrace.

Obviously every embassy

knows what is going on within the

0:07:140:07:20

country. Presumably your embassy has

been telling you that Robert Mugabe

0:07:200:07:25

is not in good health he is very

weak and frail?

Can you hear me?

Yes, you just came back. Your

embassy must have been telling you

for some time now that Robert Mugabe

is frail and weak and in pretty poor

health so you must have been

expecting bad at this moment would

engaged in US - Africa relations or

been waiting for some time for

President Mugabe to have some

succession plan. Further to be

scheduled, fair and open elections.

Mugabe is the longest running head

of state in the world. And he is

currently subject to sanctions from

the United States because of human

rights abuses and because of the way

he has violated the constitution of

Zimbabwe. It is my hope that the

African Union and other regional

forces and leaders will encourage

every party in Zimbabwe to respect

the constitution, to conduct

themselves peacefully and that there

will be a path forward that includes

0:08:310:08:34

a free and open elections.

And your

committee has been critical about

the way the economy has been run,

the corruption in the country and

0:08:400:08:45

the way wealth has been spirited

away.

What would you like to see

happen? I would like to see a clear

path forward for the restoration of

democratic rule through free and

fair elections. I would like to see

a peaceful transition and

restoration of public confidence.

And if that could be done in short

order that would be the most

positive thing for the people of the

country. The United States has

contributed to humanitarian relief

in recent years because of the

collapse of the economy. And

significant humanitarian challenges

due to famine and food shortages. We

will continue to stand with the

0:09:180:09:23

people of Zimbabwe but the United

States and many other countries have

0:09:230:09:25

long been critical of the rule of

Robert Mugabe.

Let us know what transpires call

with the ambassador. I lived in

Zimbabwe in 1989 and it was clear

even then the country was heading

for economic problems. There were

long lines for the buses, a shortage

of foreign currency, the land

reforms were just beginning. It was

0:09:530:09:56

the start of the aids crisis in

Zimbabwe and if someone had said

0:09:560:10:00

then if Mugabe would still be in

power 27 years later I would've said

0:10:000:10:04

it was just not possible. He is one

of those African leaders who has

0:10:040:10:07

defied all the laws of nature and

longevity and managed to cling to

0:10:070:10:11

power for a full 37 years.

Remarkable. He has never shown any

0:10:110:10:17

inclination to step aside or accept

defeat at the polls. I was there 15

0:10:170:10:23

years ago reporting for the BBC and

I remember going to one place and I

0:10:230:10:28

saw there was a famine that year

because the farms were failing and

0:10:280:10:31

had been a drought. There bags of

maize stacked up against the polling

0:10:310:10:37

station and if you had a Zanu PF

card you could take one of the bags

0:10:370:10:40

with you but if you were from the

MVC you were denied. And by back

0:10:400:10:46

then, 15 years ago, you could see

food aid was being used as a

0:10:460:10:50

political weapon. So this was also a

stand he took not just against white

0:10:500:10:56

farmers but against his opponents in

the country.

You feed voters when

0:10:560:11:03

they come to the polls, a

long-standing tradition in Africa.

Today Donald Trump has tweeted

about basket ball players needing

0:11:080:11:11

to be more grateful to him,

his strong relationship

0:11:110:11:13

with Xi Jinping and the

iniquities of fake news.

He has not so far weighed in

on the future of Republican Senate

candidate Roy Moore who's been

accused of sexually

0:11:180:11:20

molesting teenagers.

Lots of Republicans in Washington

are waiting for him to do so.

They want the President to settle

the candidate's future and ideally

force him to get out of the race.

Mr Moore denies the allegations

and he continues to have the support

of the local Republican part.

when she was sexually assaulted.

when he forced himself on her.

I thought that he was

going to rape me.

I was twisting and I was struggling

and I was begging him to stop.

The former judge is no

stranger to controversy.

He is pro-gun, anti-gay,

does not believe in evolution,

and he once said Islam

was a false religion.

At a gathering at the Montgomery

country club the majority of voters

we spoke to were not troubled

by the allegations.

You cannot tell how

old anybody is down here

in the south, that is for sure.

Because you know some of these girls

look like they're 20.

Some look like thy are 14

but I don't know, that's why I say

I just feel it is really suspicious

it took 40

years for anyone to come forward.

I think they have been put up to it.

There may have been some

problems 40 years ago,

I don't know about all that,

but I will say this.

Judge Roy Moore is a righteous man,

he is a good man and he wants

to win for this country.

Unfortunately in this state I think

he is still going to win.

state there is still huge

support for Roy Moore.

Many say they do not like being told

what to do and believe that this

is a political conspiracy conceived

by the Democrats.

But beyond these quarters

there is growing pressure

on Roy Moore to step aside.

Back in Washington senior

Republicans have been

lining up to denounce him.

Roy Moore should step aside.

The women who have come forward

are entirely credible.

He is obviously not fit to be

in the United States Senate.

Fresh from his trip to Asia,

Donald Trump will now have

to decide how to deal

with this unfolding scandal.

A year ago he himself

was the subject of sexual assault

allegations which he denied.

But they did not hurt his path

to the White House.

in the polls, it might not make

a difference in this race either.

has sent out a tweet, we believe in

God, the constitution, the sanctity

of life and the sanctity of

marriage. Where everything that the

Washington elite eight, we will not

quit. But it looks as if he's

running out of allies even those on

the conservative media station Fox

News.

issuing a stern ultimatum.

It is interesting, the voices of

people who support Roy Moore and I'm

sure they think the Washington Post

is just part of the liberal media

conspiracy but when they hear Fox

News host Sean Hannity raising

questions about him and his past

does that ring a bell with him --

but then?

Not necessarily, that a

band that you saw in the report

their was mainly Republicans and

every single Republican I've spoken

0:15:470:15:50

to came up with three main reasons

why they still support Roy Moore.

The main one is that they simply do

not believe these women who have

0:15:550:15:58

come forward with these allegations.

They have issues with the time it

0:15:580:16:03

took the women to come forward with

their stories. And many also said

0:16:030:16:07

they believed this is a Democratic

plot. They kept using the word

0:16:070:16:13

collusion and that they think it is

fake news. That of course plays into

0:16:130:16:18

what Roy Moore was saying, in many

ways a reflection of what we saw not

0:16:180:16:22

just now in recent weeks when there

was the run-off for the Senate seat

0:16:220:16:26

but also during the election, a

battle between the Washington elite,

0:16:260:16:31

people like Mitch McConnell and the

Washington Post liberal media as

0:16:310:16:34

they say, and between southern

evangelicals and conservative

0:16:340:16:38

values. So even if Sean Hannity is

saying something odd that people

0:16:380:16:42

here are still standing behind Roy

Moore. Many people in Alabama say

0:16:420:16:47

they do not like being told what to

do by people from outside.

And there

0:16:470:16:52

is not going to be a trial over

this, no fact-finding mission. These

0:16:520:16:56

allegations just go too far back in

time?

That is right, and that is

0:16:560:17:03

what many people I was talking to

yesterday said. There is no charge

0:17:030:17:07

here, and that is because the time

has passed. So there is no proof.

But it is quite telling that people

do not at all in certain camps here

0:17:120:17:16

believe the women in any way. And

they believe as I said that this is

0:17:160:17:21

simply an attempt to discredit them.

Will this affect the outcome of this

0:17:210:17:25

race, well we've been told in a

couple of hours from now the

0:17:250:17:31

Republican committee here in Alabama

will be talking to discuss whether

0:17:310:17:34

or not to decertify Roy Moore from

the candidacy. Now if he was

0:17:340:17:40

decertified that means if he was to

win the race then the Republicans

0:17:400:17:44

here could then hold another

election for the Senate seat. But

0:17:440:17:48

that is pretty unlikely if you have

many local Republican groups, not

0:17:480:17:52

just those I spoke to last night by

the number of Republican

0:17:520:17:57

associations who have issued

statements saying they are solidly

0:17:570:18:00

behind Roy Moore. That can cause a

split in the party probably is also

0:18:000:18:03

the option of having another

candidate, that Republicans could

0:18:030:18:08

rally behind another candidate and

everyone could write that name on

0:18:080:18:11

the ballot and they could

potentially go on to win the race.

0:18:110:18:14

But critics of that theory believed

it would simply split the vote and

0:18:140:18:17

could play into the hands of the

Democrats. And we just had that

0:18:170:18:23

tweet, Roy Moore has been tweeting

quite a lot and says he's not going

0:18:230:18:27

anywhere. He knows he has the

support of people here in the state

0:18:270:18:31

and will continue to stay in the

race and could potentially end up

0:18:310:18:34

winning the seat.

in about half an hour. The other day

we spoke about the president not

being his biggest fan, he needs to

do something to keep the numbers in

the Senate and maybe he could kill

two birds with one stone.

It would

get Jeff Sessions out of Washington,

it would help them hang on to the

Senate. They only have a two seat

majority and they're trying to get

through a lot of legislation, tax

reform bills for example and Beeney

the Senate majority. So that could

make sense, but would Jeff Sessions

0:19:130:19:18

buy it, going back to being a

senator from Alabama or would he see

0:19:180:19:22

that as a bit of a demotion.

He

would want some assurances. Back to

A lot of

about what is going to happen next.

It appears to be calm, people going

about their business. Children going

back home from school. But people

are asking what is going to happen

to the country. President Mugabe has

been in power and 37 years and being

in leadership has been a symbol of

stability even though the country

has gone through so many problems

economically. But this is a moment

in history, but people do not know

what form the future will take. So

the next step to be taken by the

military is going to be very

important in what direction the

country heads. What is clear right

now Grace Mugabe, and her

whereabouts are not certain at this

point, may have fallen out of favour

with many people especially in the

0:20:380:20:41

military. They seem to favour the

former vice president who was sacked

0:20:410:20:45

last week, Emmerson Mnangagwa. The

regional leaders are also heavily

0:20:450:20:50

involved in the process of trying to

broker a kind of end to the process

0:20:500:20:56

and returned to civilian leadership.

The military insist that the

0:20:560:21:03

president President Mugabe is still

president. We do not know until

0:21:030:21:07

when, he is under house arrest. So a

lot of uncertainty but also they're

0:21:070:21:11

saying this is not a cool even

though it very much looks like one.

And in 2013 when there was a coup in

Egypt, they were suspended from the

0:21:170:21:23

African Union so it could be the

military does not want to antagonise

0:21:230:21:26

other leaders on this continent.

pleases, but also to run his

essentially under house arrest. Many

Others are being hunted by the

military. These are characteristics

of 80 over by that militarily. The

use of the language by that

militarily to deny that this is a

coup is intended for the

international community, but also

intended to facilitate possibly the

legalisation of the succession plan.

We do not know what will happen to

Robert Mugabe. If he were to go what

would be the reaction of people in

the country, or the voters in the

People are torn apart by

the current political events in

Zimbabwe. Essentially they are

saying the two sides that have

terrorised them, now fighting

against each other. For many people,

any change whatever, it is better

than no change at all, so for

ordinarily people, they are saying

that maybe the militarily, will lead

to transformation for the economy

and democratic transformation to

bring about positive change. This is

change, no matter whether it is

positive or negative, there is an

area of celebration, but equally,

what will that militarily do next?

South Korea, but all three of them

have recommitted their commonality

and common desire of the nuclear

There was some

concern among people that follow

that area of the world that during

the course of this trip the centre

of gravity had shifted away from

United States towards Beijing, would

American leadership had somehow been

reduced in that region?

No. The

president was effusive in his pleas

for some of the things that the

Chinese have done in respect of

the president wanted to pull out of

the TPP he has been clear that he

wants the US to be open to business

billion in deals.

That is good. The

domestic agenda comes to the

forefront now. We will be talking

about that later. Tax reforms have

to go through the Senate. They are

now attaching to it a repeal of the

individual mandate on Obama care. At

the end of the year, will he get two

things that have been promised?

It

will be great if he does. Obama care

is not a health plan. It did not

open up new health care for

individuals, it was a tax and

penalty plan. One of the most

controversial things going for it

was this individual mandate. The

repeal of which could save the

national deficit $338 billion over

ten years. If he gets both of these

things there is no doubt that this

would be viewed as a significant win

for his base. The tax plan was

already moving forward. But that not

happen with some of the other plans.

But this tax plan, both sides, the

Senate, the House, looking forward

to a compromise proposal amenable to

everyone. The majority of Americans
