It is difficult to understand how

incompetent government. The way they

earlier this week was appalling. We

Paradise papers and now the

impact assessments on the 58
sectors. First they exist, then they | 0:05:55 | 0:06:00 | |
do not exist, then they exist in a
form incomprehensible to everyone | 0:06:00 | 0:06:05 | |
apart from the ministers. The
deadline of the impact assessments | 0:06:05 | 0:06:08 | |
to the committee is next week
because the minister said he needed | 0:06:08 | 0:06:14 | |
three weeks from the time the motion
was passed by this house. The | 0:06:14 | 0:06:17 | |
minister said there was a mixture of
qualitative and quantitative | 0:06:17 | 0:06:20 | |
analysis, but I am sure the right
honourable member for Leeds Central | 0:06:20 | 0:06:24 | |
is perfectly capable of analysing
those papers. Could the leader give | 0:06:24 | 0:06:29 | |
a commitment that the invisible
papers will be available and could | 0:06:29 | 0:06:32 | |
she say when they will be delivered
given the motion was passed by this | 0:06:32 | 0:06:35 | |
house? The invisible papers are
rapidly leading to an invisible | 0:06:35 | 0:06:42 | |
cabinet. Some may have missed it,
but there seems to be a new game in | 0:06:42 | 0:06:46 | |
town. I am a cabinet minister, get
me out of here. The week before last | 0:06:46 | 0:06:52 | |
one left the government. Last week
another lead the government and | 0:06:52 | 0:06:56 | |
another comes before a Select
Committee and makes a mistake on | 0:06:56 | 0:07:00 | |
government policy putting a young
family at risk. This is a heartless | 0:07:00 | 0:07:05 | |
government, Mr Speaker, I have to
say. Listen to the evidence because | 0:07:05 | 0:07:12 | |
38 days before Christmas eviction
notices have been sent out following | 0:07:12 | 0:07:16 | |
a policy which is flawed and cruel,
denying people a chance to manage | 0:07:16 | 0:07:21 | |
their lives. If the government rings
Universal Credit does not have an | 0:07:21 | 0:07:25 | |
effect, could the Leader of the
House say white the major housing | 0:07:25 | 0:07:30 | |
association has stated the arrears
rate for those claiming the new | 0:07:30 | 0:07:33 | |
benefit is around three times higher
than other tenants. Mr Speaker, that | 0:07:33 | 0:07:38 | |
is the evidence and it calls for a
pause in the roll-out of Universal | 0:07:38 | 0:07:41 | |
Credit. I noticed there was a debate
on tuition fees in Westminster Hall | 0:07:41 | 0:07:47 | |
next week, but we would like the
universities minister to come to the | 0:07:47 | 0:07:52 | |
House and make a statement and
explain why the chief executive of | 0:07:52 | 0:07:56 | |
the student loans company has been
sacked. Given the department is a | 0:07:56 | 0:08:01 | |
major shareholder, 85%, put the
leader ensured that he comes here, | 0:08:01 | 0:08:06 | |
particularly because some students
have overpaid by 10000 and the | 0:08:06 | 0:08:11 | |
budget is 100 million. It is in the
Times newspaper today. Finally, now | 0:08:11 | 0:08:16 | |
to house matters, put the Leader of
the House he say what they and what | 0:08:16 | 0:08:20 | |
time has been allocated for the
debate on the restoration and | 0:08:20 | 0:08:25 | |
renewal programme. The leader has

days left before the Christmas

remind everybody they have got three

It was kicked off in a brilliant way
by the night sitting of the youth | 0:08:42 | 0:08:47 | |
Parliament. Mr Speaker, we have you
to thank for allowing the parliament | 0:08:47 | 0:08:51 | |
to sit here and they are fantastic
the way they treat this house with | 0:08:51 | 0:08:56 | |
such respect, listening to the
arguments on both sides. We can | 0:08:56 | 0:08:59 | |
learn lots of lessons from them. I
want to thank on your behalf all the | 0:08:59 | 0:09:05 | |
staff and volunteers who coordinated
the whole day. There are topics were | 0:09:05 | 0:09:10 | |
votes at 16 and a curriculum to
prepare us for life. Parliament's | 0:09:10 | 0:09:19 | |
education has ensured that 4000
events are taking place across the | 0:09:19 | 0:09:22 | |
country with over 900 primary
schools and 300 secondary schools | 0:09:22 | 0:09:26 | |
taking part. I want to thank them

the next generation on democracy.

thoroughly enjoyed the enthusiasm of

in this place and I endorse what she
says about our pleasure at the | 0:09:45 | 0:09:50 | |
interest of young people in our
democracy and politics. In specific | 0:09:50 | 0:09:54 | |
answer to her point about new
clauses and amendments, that will be | 0:09:54 | 0:09:59 | |
the rise of the House today which is
the deadline for submitting those. | 0:09:59 | 0:10:03 | |
She has asked whether the EU
withdrawal bill committee will be | 0:10:03 | 0:10:09 | |
completed by Christmas. She will be
aware of the usual procedure because | 0:10:09 | 0:10:15 | |
it is difficult to project forward
with absolute certainty for a | 0:10:15 | 0:10:18 | |
lengthy period of time, so we will
continue to update the House in the | 0:10:18 | 0:10:22 | |
usual way every week with future
business as far as we are able to do | 0:10:22 | 0:10:26 | |
so. She suggests the government is
somehow not clear on our | 0:10:26 | 0:10:32 | |
negotiations with the EU. Far from
it, this government is entirely | 0:10:32 | 0:10:37 | |
clear. What we are seeking to do is
to get the best possible deal for | 0:10:37 | 0:10:41 | |
the United Kingdom as we leave the
European Union in March 2019 as | 0:10:41 | 0:10:48 | |
stipulated by the triggering of
Article 50, and the entire | 0:10:48 | 0:10:52 | |
government is working to that end.
She mentions the Paradise papers and | 0:10:52 | 0:10:56 | |
I would just like to say, Mr
Speaker, that since 2010 HMRC has | 0:10:56 | 0:11:05 | |
achieved £160 billion more in tax
revenues as a result of efforts | 0:11:05 | 0:11:09 | |
taken to reduce tax avoidance and
evasion. This government has taken | 0:11:09 | 0:11:15 | |
the lead in greater international
tax transparency. The former Prime | 0:11:15 | 0:11:20 | |
Minister, my right honourable
friend, took enormous steps to | 0:11:20 | 0:11:23 | |
ensure that our own crown
dependencies and overseas | 0:11:23 | 0:11:26 | |
territories and other international
colleagues and friends work with us | 0:11:26 | 0:11:32 | |
to make sure that we stamp out tax
avoidance and evasion and nobody has | 0:11:32 | 0:11:38 | |
done more than this country to
achieve that. She asked about the 58 | 0:11:38 | 0:11:41 | |
impact assessments and my right
honourable friend has made quite | 0:11:41 | 0:11:47 | |
clear that he is working with the
chairman of the Brexit Select | 0:11:47 | 0:11:53 | |
Committee to find a way forward that
will make sense of those impact | 0:11:53 | 0:11:57 | |
assessments in such a way they can
be useful, but at the same time | 0:11:57 | 0:12:02 | |
balancing the need to not hamper the
negotiations, whilst at the same | 0:12:02 | 0:12:06 | |
time providing maximum transparency.
She asked about Universal Credit, | 0:12:06 | 0:12:11 | |
that might has been discussed a
number of times in this place. To be | 0:12:11 | 0:12:16 | |
very clear, Universal Credit is
being rolled out very slowly. All of | 0:12:16 | 0:12:20 | |
the lessons learned are being taken
on board. Now more than 50% of those | 0:12:20 | 0:12:26 | |
receiving Universal Credit are
receiving an early payment so that | 0:12:26 | 0:12:29 | |
they can manage their finances. The
government has listened to the views | 0:12:29 | 0:12:34 | |
of the House and has taken steps to
improve the roll-out of Universal | 0:12:34 | 0:12:38 | |
Credit. She asks about the student
loans company and I encouraged her | 0:12:38 | 0:12:43 | |
to direct her questions perhaps
through a Parliamentary question on | 0:12:43 | 0:12:46 | |
the specifics of the issue around
the Chief Executive of the student | 0:12:46 | 0:12:51 | |
loans company, but I am sure she
would agree it is not helpful for a | 0:12:51 | 0:12:56 | |
public servant to effectively
undermined the work of their own | 0:12:56 | 0:13:00 | |
company that they are managing our
behalf of the government. She also | 0:13:00 | 0:13:03 | |
asked about the debate on R.N. Da.
She will know that we are seeking to | 0:13:03 | 0:13:09 | |
bring forward a motion to both
houses just as soon as possible. It | 0:13:09 | 0:13:14 | |
is our intention to do that before
the House rises for Christmas, but | 0:13:14 | 0:13:17 | |
that will be as ever business

raised the issue of the dormant

Humber Bridge. It would be a great
boost for the Northern powerhouse. | 0:14:39 | 0:14:42 | |
Can the Leader of the House find

friend is a big champion for his
constituency and the North and I | 0:14:48 | 0:14:51 | |
encouraged him to seek an

matter. Can I also congratulate the

last week and to invite them into

then send them away and tell them

democracy until you are 18, that is

of weeks since the last business

is an eternity for this government.
And then two members of the Cabinet | 0:15:20 | 0:15:25 | |
have left and the Brexit Civil War
is raging and it puts the Roundheads | 0:15:25 | 0:15:31 | |
and the Cavaliers to shame.
According to his colleagues, the | 0:15:31 | 0:15:40 | |
Chancellor is using lots of economic
words so all is not lost. In my view | 0:15:40 | 0:15:45 | |
this government is in contempt of
this house for not forwarding the | 0:15:45 | 0:15:49 | |
Brexit analysis papers as instructed
by a binding motion of this house. | 0:15:49 | 0:15:53 | |
It is entirely up to you, Mr
Speaker, how you respond to this. | 0:15:53 | 0:15:58 | |
Yesterday I noted in response to a
point of order the government has a | 0:15:58 | 0:16:03 | |
three-week period starting from the
ministerial statement last week to | 0:16:03 | 0:16:06 | |
comply with the instructors of this
house. You have been | 0:16:06 | 0:16:10 | |
characteristically generous to the
government in allowing them is three | 0:16:10 | 0:16:14 | |
weeks because that motion had no
time limit attached to it. Will we | 0:16:14 | 0:16:18 | |
see these papers next week and in
full without any reduction and | 0:16:18 | 0:16:23 | |
qualification? Will they be supplied
to the Brexit committee as | 0:16:23 | 0:16:27 | |
instructed by this house? It is the
budget next week and we are all very | 0:16:27 | 0:16:31 | |
much looking forward to it. It seems
like the SNP has been successful in | 0:16:31 | 0:16:37 | |
assuring that Scottish police... A
single Scottish police force is | 0:16:37 | 0:16:47 | |
something all parties have supported
all through the years and I am sure | 0:16:47 | 0:16:51 | |
she will want to welcome this and
thank all the other parties in this | 0:16:51 | 0:16:54 | |
house for getting behind the SNP in

Speaker. I can only reiterate to the
honourable gentleman that the | 0:17:00 | 0:17:04 | |
government is fully committed to
making a success Brexit and to | 0:17:04 | 0:17:08 | |
making a success of our domestic

stand. In terms of the impact
assessment papers, as I said to the | 0:17:14 | 0:17:19 | |
honourable lady opposite, we will

but there is a balance to be struck
in ensuring we act in the best | 0:17:22 | 0:17:27 | |
interest of the public international
interest and that we comply with the | 0:17:27 | 0:17:31 | |
wishes of this house. On a single
Scottish police force, of course the | 0:17:31 | 0:17:35 | |
UK Government will support and
ensure that that single Scottish | 0:17:35 | 0:17:38 | |
police force is a success in every
way that we possibly can. John | 0:17:38 | 0:17:42 | |
Lambert. The Leader of the House may
be aware that last week the official | 0:17:42 | 0:17:48 | |
business season in Scotland showed
the number of businesses per person | 0:17:48 | 0:17:53 | |
is 27% higher across the UK compared

honourable friend for a debate on
what the government can do to | 0:17:59 | 0:18:03 | |
support business start-ups across
the UK, especially when the Scottish | 0:18:03 | 0:18:06 | |
Government is doing all it can to

friend makes a very important point
and I know that he, as well as the | 0:18:12 | 0:18:17 | |
government, are working hard to
support businesses and entrepreneurs | 0:18:17 | 0:18:21 | |
right across the UK. But however
many of the leaders of growth are | 0:18:21 | 0:18:27 | |
devolved to the Scottish Government,
not least business rates. It is in | 0:18:27 | 0:18:31 | |
their power to make Scotland a more
attractive business destination. I | 0:18:31 | 0:18:34 | |
am sure he and many of my other
honourable friends on our side of | 0:18:34 | 0:18:40 | |
the House will be encouraging the
Scottish Government to focus less on | 0:18:40 | 0:18:44 | |
a second independence referendum and
more in step in to into one of the | 0:18:44 | 0:18:49 | |
most attractive places in the world
