these debates were determined by the
Backbench Business Committee. Friday | 0:01:51 | 0:01:58
the eighth, the House will not

Committee. Friday the 20th, the
House will not be sitting. I would | 0:03:06 | 0:03:09
like to inform the House that the
debate on restoration and renewal | 0:03:09 | 0:03:13
will now take place on Thursday the
11th of January, 2018. I should also | 0:03:13 | 0:03:20
like to inform the House that the
business in Westminster Hall for | 0:03:20 | 0:03:23
December will be 4th of December,
debate on the new petition relating | 0:03:23 | 0:03:28
to public sector Bill. 11th of
December, petitions on the | 0:03:28 | 0:03:32
referendum for the exit from the
European Union. 12th of December, | 0:03:32 | 0:03:39
general debate on funding for
domestic violence refuges. 19th of | 0:03:39 | 0:03:44
December, general debate on the
steel sector deal. This week, the | 0:03:44 | 0:03:48
working group on an independent
grievance policy held further | 0:03:48 | 0:03:51
meetings. I am pleased to report the
positive progress we're making and I | 0:03:51 | 0:03:56
would like to thank colleagues for
the constructive way we are working | 0:03:56 | 0:04:01
together. All members of the working
group are committed to bringing the | 0:04:01 | 0:04:04
proposals to the House before it
rises on the 21st December. The | 0:04:04 | 0:04:09
group has received the number of
contributions, all of which will | 0:04:09 | 0:04:13
inform the final policy and will be
commissioned to survey that are | 0:04:13 | 0:04:18
distributed to staff inside and
outside of the estate of Parliament. | 0:04:18 | 0:04:23
We're balancing the need for fast
action with Due Diligence and we | 0:04:23 | 0:04:27
will continue to update the House.
The light of the work on harassment, | 0:04:27 | 0:04:31
it is right to mention that this
Saturday is International Day for | 0:04:31 | 0:04:36
the elimination of violence against
women. We in this House stand for | 0:04:36 | 0:04:40
all of those who are working to put
at an end the basis of gender based | 0:04:40 | 0:04:45
violence. Can I congratulate Her
Majesty and the Duke of Edinburgh on | 0:04:45 | 0:04:51
the occasion of the 70th wedding
anniversary. I think the entire | 0:04:51 | 0:04:55
country has been inspired by the
wonderful achievement. Thank you. | 0:04:55 | 0:05:04
THE SPEAKER: There's heavy pressure
on time today. The phenomena of | 0:05:04 | 0:05:10
colleagues beatling into the chamber
after the leader has started to give | 0:05:10 | 0:05:14
the business has been growing in
recent times. This is really very | 0:05:14 | 0:05:18
unsatisfactory. Members must keep an
eye on the monitor and make sure | 0:05:18 | 0:05:21
they're here on time. It's not fair
to come late and then expect to be | 0:05:21 | 0:05:30
called, delaying progress to later
business and opportunities for | 0:05:30 | 0:05:33
colleagues to participate in that
later business. So, frankly, today, | 0:05:33 | 0:05:38
I am disinclined to call people who
turned up late. Their conduct must | 0:05:38 | 0:05:42
improve. Valerie Vaas. Thank you.
Can Iing thank the leader for | 0:05:42 | 0:05:49
the-coming business all the way up
to the Christmas recess. That's very | 0:05:49 | 0:05:52
helpful. Can I thank the leader also
for the extra opposition day. That | 0:05:52 | 0:05:58
too is very helpful and useful. I'm
slightly saddened, the date for RNR | 0:05:58 | 0:06:06
is not the date you originally
intended to have it before the | 0:06:06 | 0:06:11
House. It is now on a Thursday which
is not particularly helpful for | 0:06:11 | 0:06:15
members who come from far flung
constituencies. Could I ask her to | 0:06:15 | 0:06:20
look at possibly having the debate
earlier in the week? And could we | 0:06:20 | 0:06:24
have... Could we have a look at the
motion before we rise? She'll know | 0:06:24 | 0:06:32
it has been 14 months since the
report and... Sorry s there a | 0:06:32 | 0:06:38
problem? OK. That costs will be...
The honourable member ought to no, | 0:06:38 | 0:06:46
he's a lawyer. Judges wouldn't put
up with this. It has been 14 months | 0:06:46 | 0:06:52
since the report. Costs are
increasing. I raised last week the | 0:06:52 | 0:06:57
issue which the leader didn't
respond to in her address nor has | 0:06:57 | 0:07:02
she written to me on the list of
minister ace interests. It has not | 0:07:02 | 0:07:07
been updated since September. Could
the leader ensure that's done as | 0:07:07 | 0:07:11
soon as possible? Particularly as
trade negotiations are going on. We | 0:07:11 | 0:07:14
want to make sure there is
transparency and no condition | 0:07:14 | 0:07:18
flicked of interest. I don't know if
the Leader of the House is aware of | 0:07:18 | 0:07:25
when the impact assessments
requested will be provided to the | 0:07:25 | 0:07:29
chair of the committee of exiting
the union? I think the deadline is | 0:07:29 | 0:07:33
on Tuesday? I'm sure she's aware of
the sanctions for that. Could we | 0:07:33 | 0:07:39
also have a statement on what the £3
billion mentioned in the budge tote | 0:07:39 | 0:07:44
prepare the exit from the EU?
There's to detail on. That we know | 0:07:44 | 0:07:48
there are 300 staff, the inner tash
until trade has 200 staff. Could the | 0:07:48 | 0:07:54
leader be explicit what it is for or
could the Chancellor make a | 0:07:54 | 0:07:58
straight. There's still the
immigration bill, the fisheries bill | 0:07:58 | 0:08:02
and the agriculture bill. Could the
leader of house please say when | 0:08:02 | 0:08:06
those will be published. Despite the
secretary saying we wouldn't, we've | 0:08:06 | 0:08:12
lost the European banking agency to
France and the European medicines | 0:08:12 | 0:08:17
agency to Holland, we're also losing
our influence, we've lost our judge | 0:08:17 | 0:08:22
on the international #k0ur9. --
court. Could you do the House the | 0:08:22 | 0:08:28
courtesy of having a debate or oral
statement on forensics services. In | 0:08:28 | 0:08:35
2012, the Government sold off the
Florence why I can science service | 0:08:35 | 0:08:40
despite warning that standards were
slipping two years ago. The Policing | 0:08:40 | 0:08:43
Minister in a written statement on
Tuesday confirmed tests from Trimega | 0:08:43 | 0:08:49
between 2010 and 2014 and Randox
Testing Services are being treated | 0:08:49 | 0:08:55
as potentially unreliable. The
police were informed there may have | 0:08:55 | 0:08:59
been manipulation of test results.
Customers include local authorities, | 0:08:59 | 0:09:03
legal representatives, #e78 ployers
and the police. The House needs to | 0:09:03 | 0:09:07
know what the Government will do to
restore public confidence in | 0:09:07 | 0:09:13
forensic science and restore the
Forensic Science Service. The | 0:09:13 | 0:09:15
minister must come to the House as
requested by the honourable member | 0:09:15 | 0:09:19
for Sheffield. If it is not being
sold off it is being cut. Could we | 0:09:19 | 0:09:23
have an urgent statement from the
Justice Secretary in response to the | 0:09:23 | 0:09:27
Shadow Justice Secretary in answer
to his written question that there | 0:09:27 | 0:09:32
are cumulative cuts of 40% to the
Mods budget ending 2020. The former | 0:09:32 | 0:09:40
leader of the House has gone to a
department cut in half. The Law | 0:09:40 | 0:09:44
Society says these cuts are having a
real impact on the ability of the | 0:09:44 | 0:09:48
most vulnerable in our society to
access justice. So justice for the | 0:09:48 | 0:09:53
few not the many. The chance willer
appears to have forgotten about | 0:09:53 | 0:09:58
defending our country. Nothing on
defence. Nothing on social care, | 0:09:58 | 0:10:05
nothing on student finance or on the
review of university finance. | 0:10:05 | 0:10:10
Forgotten about the public sector.
Services which underpin our | 0:10:10 | 0:10:13
communities. He's forgotten about
affordable homes. How much was set | 0:10:13 | 0:10:18
aside for the liabilities we have to
pay to the EU and mental health. £28 | 0:10:18 | 0:10:23
billion to a cash-rich local
authority and nothing to anyone | 0:10:23 | 0:10:26
else. Could we have a statement on
all those topics? No invasion just | 0:10:26 | 0:10:32
stagnation. Nor did the Chancellor
mention the OBR said Brexit played a | 0:10:32 | 0:10:38
part in weak productivity which
result in the a revised downward | 0:10:38 | 0:10:43
growth forecast and no measure to
kick-start a stagnant economy. The | 0:10:43 | 0:10:48
pound has fallen today. Could we
have a statement on what's going to | 0:10:48 | 0:10:52
be done on that by the Chancellor.
That's why the honourable member | 0:10:52 | 0:10:57
from Burton resulted to personal
insults to the Leader of the | 0:10:57 | 0:11:02
Opposition yesterday. There were
plenty of seats Mr Speaker, plenty | 0:11:02 | 0:11:07
of seats and for the Chancellor. No
need to sit on the stairs. We debate | 0:11:07 | 0:11:11
in this chamber, I thought, we don't
sledge. That's just for cricket | 0:11:11 | 0:11:15
matches. Oh, I forgot, there was one
thing the Chancellor did which was | 0:11:15 | 0:11:20
innovative. The Chancellor and
Government seems to be obsessed by | 0:11:20 | 0:11:23
driverless cars. We know why.
Because when driverst cars crash, | 0:11:23 | 0:11:27
there is no driver to take the
blame. Thank you. I'm personally | 0:11:27 | 0:11:42
delighted that the Government is
embracing the opportunities of | 0:11:42 | 0:11:46
future technology and the high
skilled jobs of the future. I regret | 0:11:46 | 0:11:52
that the honourable lady seeks to
down play the importance of new | 0:11:52 | 0:11:57
technologies in creating a bright
future for the UK. She asks about | 0:11:57 | 0:12:04
the debate on the restoration and
renewal of the palace. I can assure | 0:12:04 | 0:12:09
all honourable members and encourage
honourable members, please do come | 0:12:09 | 0:12:15
to my third drop-in session next
Tuesday evening where the engineers | 0:12:15 | 0:12:20
for the R&R programme are on #457bed
to answer questions. I'm there to | 0:12:20 | 0:12:24
hear all views on what we should be
doing about this fantastic palace of | 0:12:24 | 0:12:28
Westminster. It is right we get a
grip on it. That's what we are | 0:12:28 | 0:12:31
doing. That's why we'll have a
debate on 11th January. I encourage | 0:12:31 | 0:12:36
all members to make sure they're
aware of the issues before then. The | 0:12:36 | 0:12:40
honourable lady asks about the
impact assessments. As I have said | 0:12:40 | 0:12:44
many times, we will be absolutely
meeting the obligations of the | 0:12:44 | 0:12:49
motion that was passed by the House
with regards to impact assessments. | 0:12:49 | 0:12:53
She asks for information on the
break down of the budget that was | 0:12:53 | 0:13:00
given to preparedness for leaving
the EU. She will appreciate as we | 0:13:00 | 0:13:06
leave the EU, there are requirements
to be ready for that, have new | 0:13:06 | 0:13:09
systems and procedures in place. It
is quite right the Chancellor | 0:13:09 | 0:13:13
provides funding for those new
systems and procedures. And, as we | 0:13:13 | 0:13:17
go through the Brexit legislation,
it will be apparent the extent of | 0:13:17 | 0:13:23
excellent preparation work that's
going on amongst all departments on | 0:13:23 | 0:13:26
the Government side. She asks about
the immigration, fisheries and | 0:13:26 | 0:13:30
agriculture bills. They will all be
coming forward in due course. A lot | 0:13:30 | 0:13:34
of work is already underway to
prepare for that. She asks about the | 0:13:34 | 0:13:39
UK's influence in the world. I'm
sure she does not mean to talk down | 0:13:39 | 0:13:43
our great country. We, on this side
of the House, are extremely | 0:13:43 | 0:13:49
optimistic about the future for the
UK as we seek to leave the EU. We | 0:13:49 | 0:13:55
have very strong support. We are a
key member of the United Nations | 0:13:55 | 0:13:59
Security Council. We are absolutely
key to many of the international | 0:13:59 | 0:14:06
agencies around the world, not least
of which is in our support for | 0:14:06 | 0:14:10
international aid. Something I'm
sure the honourable lady will | 0:14:10 | 0:14:13
welcome. She asks specifically about
the Forensic Science Services. It is | 0:14:13 | 0:14:19
a very concerning report. I'm sure
there will be much more to be said | 0:14:19 | 0:14:22
about that in due course. She may
well wish, and honourable members, | 0:14:22 | 0:14:28
to raise that in questions at the
first opportunity. She also asks | 0:14:28 | 0:14:33
about the 40% cuts in the MOJ
budget. There are questions on 5th | 0:14:33 | 0:14:39
December. As she will be aware. All
departments are looking to to make | 0:14:39 | 0:14:45
efficiency savings. It is not the
case cuts automatically mean less | 0:14:45 | 0:14:49
access to any service. There are
efficiencies being made right across | 0:14:49 | 0:14:53
Government which is something to
welcome to offer better value to the | 0:14:53 | 0:14:56
taxpayer. Timmy, in regard to her
points about yesterday's budget, | 0:14:56 | 0:15:02
yesterday, my Right Honourable
Friend delivered a budget that will | 0:15:02 | 0:15:05
support a Britain fit for the
future. We've scrapped stamp duty | 0:15:05 | 0:15:13
for over 80% of first time buyers.
Fantastic news for young people. | 0:15:13 | 0:15:18
Increased the living wage, great
news for low easterners. Cut income | 0:15:18 | 0:15:23
tax and frozen fuel duty. These
measures support everyone in the UK | 0:15:23 | 0:15:29
providing a particularly boost for
the lower paid. The budget proves | 0:15:29 | 0:15:33
we're taking a balanced approach to
the economy while supporting even | 0:15:33 | 0:15:36
more people in their every day
lives. Thank you Mr Speaker. Thank | 0:15:36 | 0:15:42
you. I'm one of the offenders, as I
said last time, I threw myself on | 0:15:42 | 0:15:49
your mother'sy but I was on time,
sir. | 0:15:49 | 0:15:52 | |
THE SPEAKER: Order, I wasn't aware
the honourable gentleman had been | 0:15:52 | 0:15:55
late! The fellow behind him is...
The honourable gentleman, the member | 0:15:55 | 0:16:05
for Gainsborough is chuntering from
a saidant tripost its for the simple | 0:16:05 | 0:16:09
reason I haven't the foggiest idea
from this distance what he's | 0:16:09 | 0:16:14
chuntering about. I'm sure he'll
tell me what it is. Meanwhile, the | 0:16:14 | 0:16:19
honourable gentleman for
Gainsborough can sit quietly and | 0:16:19 | 0:16:22
await his fate. We'll hear from the
honourable member for Bridgwater. I | 0:16:22 | 0:16:27
will not chunter. The Leader of the
House is fully aware at the moment | 0:16:27 | 0:16:33
we're trying to get built as soon as
possible. One of the problems is the | 0:16:33 | 0:16:38
A358 which is now under yet again
another set of consultation. Taunton | 0:16:38 | 0:16:44
Dean Council lied that the road go
ahead has been given. That is not | 0:16:44 | 0:16:47
true. Could we have a debate on
this. As the Hinkley sea project is | 0:16:47 | 0:16:54
of massive and international
importance? My honourable friend | 0:16:54 | 0:17:00
raises a point that is of grave
concern to him. I encourage him to | 0:17:00 | 0:17:04
take this up with DCLG ministers. My
honourable friend sends his | 0:17:04 | 0:17:13
apologies to you. I want to welcome
the appointment of Sarah Clarke, the | 0:17:13 | 0:17:20
first black rod. Her appoint the
follows the announcement of the | 0:17:20 | 0:17:25
first Doctor Who. One inhabits a
weird and whammy universe and the | 0:17:25 | 0:17:30
other one flies around in a Tardis.
It seems the Leader of the House has | 0:17:30 | 0:17:35
acquired a time machine. The
pre-Christmas debate on restoration | 0:17:35 | 0:17:39
renewal will take place before
Christmas 2018 in the new year. | 0:17:39 | 0:17:45
Another pioneering woman was Winnie
ewing. We're grateful to you for her | 0:17:45 | 0:17:53
maiden speecheer 50 years ago.
That's why it is quite timely we | 0:17:53 | 0:17:57
will have the first SNP opposition
day since before the election on | 0:17:57 | 0:18:00
Wednesday. I know the House is in a
state of breathless anticipation | 0:18:00 | 0:18:03
waiting to find out what topics we
will chose and whether the | 0:18:03 | 0:18:08
Government will maintain its policy
of abstaining on opposition day | 0:18:08 | 0:18:11
motions. We welcome the announced
yesterday from the Chancellor to | 0:18:11 | 0:18:18
scrap VAT on Scotland's fire and
police services. It is interesting | 0:18:18 | 0:18:23
Scotland's Tory MPs are trying to
claim credit for the Chancellor's | 0:18:23 | 0:18:27
change of heart. Any time it's been
raised by SNP members they've tried | 0:18:27 | 0:18:31
to shout us down. That begs the
question, what is the point of | 0:18:31 | 0:18:35
Scottish Tory MPs? A couple of weeks
ago, the Leader of the House told us | 0:18:35 | 0:18:41
it was their job to hold the
Scottish Government to account. She | 0:18:41 | 0:18:44
told me the place to hold Scottish
ministers to account is the Scottish | 0:18:44 | 0:18:49
Parliament from whence many of our
colleagues came. If they're so | 0:18:49 | 0:18:53
obsessed with the performance of the
Scottish Government they should go | 0:18:53 | 0:18:55
back. We'll find out whether our
Scottish colleagues are prepared to | 0:18:55 | 0:18:59
get on with their day job and join
SNP MPs in holding this Government, | 0:18:59 | 0:19:03
the UK Government, to account. First
of all, I'd like to wish his | 0:19:03 | 0:19:11
honourable friend well who very
kindly gave the honourable lady | 0:19:11 | 0:19:15
opposite and myself prior notice he
wouldn't be here. So we do wish him | 0:19:15 | 0:19:20
well. Secondly, the honourable
gentleman raises the absolutely | 0:19:20 | 0:19:26
correctly, the issue of SNP
opposition day next week. And we do | 0:19:26 | 0:19:30
all await with baited breath the
subject for discussion. I would | 0:19:30 | 0:19:34
encourage him to let the subject for
debate be indeed to congratulate my | 0:19:34 | 0:19:42
honourable friends, the Conservative
members for Scotland on the | 0:19:42 | 0:19:46
excellent negotiations that they
held with my Right Honourable Friend | 0:19:46 | 0:19:50
the Chancellor to try and ensure the
police and Fire Services in Scotland | 0:19:50 | 0:19:55
would be able to recover VAT which
the Scottish Government decided to | 0:19:55 | 0:20:02
bring under Scottish rule in the
full knowledge that VAT would not be | 0:20:02 | 0:20:06
recoverable. So, it seems
extraordinary that honourable | 0:20:06 | 0:20:12
members on the SNP benches should be
criticising rather than thanking my | 0:20:12 | 0:20:19
honourable friends for their
contribution and certainly, I'm very | 0:20:19 | 0:20:23
glad the honourable gentleman
welcomes the debate on R&R. It is | 0:20:23 | 0:20:27
not just before Christmas 2018, it
is just into the new year of 2018. | 0:20:27 | 0:20:40
Remembered for Stafford is joining
the end continued celebration a mere | 0:20:40 | 0:20:45
five days later about Arsenal's 2-0
victory over Tottenham Hotspur. My | 0:20:45 | 0:20:56
right honourable friend has not
mentioned the second reading of a | 0:20:56 | 0:21:00
jest to phase two AA. Can I ask for
a debate on the importance on | 0:21:00 | 0:21:11
preparing for such a major project
in terms of national road | 0:21:11 | 0:21:13
infrastructure. These 2A will cut
across lots of busy roads in a short | 0:21:13 | 0:21:25
space. It is vital that this
national infrastructure is protected | 0:21:25 | 0:21:29
Julian Lake the Phase 2A if it is to
go ahead. The debate on HS2 will be | 0:21:29 | 0:21:43
as soon as possible in the New Year.
He is right to point out that proper | 0:21:43 | 0:21:48
infrastructure to accommodate this
enormous project is vital. There are | 0:21:48 | 0:21:52
transport questions on the 30th of
November and I encourage him two | 0:21:52 | 0:21:55
days that matter there In order to
protect subsequent business I were | 0:21:55 | 0:22:00
advising the House I would like to
move onto the next business by | 0:22:00 | 0:22:05
11:45am. Perhaps members can train
your contributions accordingly. Can | 0:22:05 | 0:22:11
I thank the leader for the business
being announced up until the | 0:22:11 | 0:22:18
Christmas recess. The backbench
Committee has already had | 0:22:18 | 0:22:23
provisional determinations for the
days that have been announced. On | 0:22:23 | 0:22:28
the seventh we have prison and
perform and safety. And also a | 0:22:28 | 0:22:33
general debate on the UK fishing
industry prior the EU fishing | 0:22:33 | 0:22:39
council in December. The provisional
determination for the 14th would be | 0:22:39 | 0:22:44
on the quality of prevention --
pension provision for women and also | 0:22:44 | 0:22:50
pregnancy tests. And for the 21st is
Russian interference in UK politics | 0:22:50 | 0:22:56
and a general debate on matters to
be raised before the adjournment of | 0:22:56 | 0:22:59
the Christmas recess. The I say I am
delighted he was able to accommodate | 0:22:59 | 0:23:08
the debate on fishing prior to the
December counsel. We rightly devolve | 0:23:08 | 0:23:22
money to mayors across the country,
I will not allude to the ball like | 0:23:22 | 0:23:29
Cuba can I wish Arsenal well in the
Europa League tonight. We provide | 0:23:29 | 0:23:34
funding to metal mayors and other
local authorities and I asked them | 0:23:34 | 0:23:37
to spend it wisely. The Labour Mayor
of London has been on the airwaves | 0:23:37 | 0:23:45
complaining about the funding for
the Metropolitan Police and other | 0:23:45 | 0:23:50
services. He sits on £2.5 billion of
unallocated reserves and indeed has | 0:23:50 | 0:23:55
failed to spend a symbol penny of
the record amount of money for | 0:23:55 | 0:24:01
social housing in London. Can we
have a debate at some time about the | 0:24:01 | 0:24:07
performance of our devolved
institutions? Arsenal fans are | 0:24:07 | 0:24:16
incorrigible. I will stay out of
that one. Northampton rugby side for | 0:24:16 | 0:24:22
me. My friend makes a very good
point. It is unconscionable for the | 0:24:22 | 0:24:30
Mayor of London whenever he fall
short in terms of provision for | 0:24:30 | 0:24:34
Londoners to point the finger at
central Government for the lack of | 0:24:34 | 0:24:37
funding when he is sitting on the
enormous reserves. Can I ask the | 0:24:37 | 0:24:43
Leader of the House for a debate on
the plight of the Muslims in | 0:24:43 | 0:24:54
Pakistan, particularly people who
have been sentenced to death because | 0:24:54 | 0:25:03
of the particular sect of Islam that
offends blasphemy laws. The | 0:25:03 | 0:25:08
honourable lady raises a sensitive
issue and it is something across | 0:25:08 | 0:25:13
this House that they condemn, the
death penalty in the first sentence | 0:25:13 | 0:25:22
-- first instance and also... I
encourage the honourable lady too | 0:25:22 | 0:25:25
late to the Foreign Office who will
be pleased to take up this issue for | 0:25:25 | 0:25:28
her. Like many others on the side of
the House I have received lots of | 0:25:28 | 0:25:35
correspondence after voting against
an amendment about animal being | 0:25:35 | 0:25:40
sentiment, it would have limited
practical impact, can my friend | 0:25:40 | 0:25:47
reactivate the statement released
today by the Environment Secretary | 0:25:47 | 0:25:49
that confirms this Government does
believe that this Government thinks | 0:25:49 | 0:25:53
that animals are scenting beings and
that all members want a policy that | 0:25:53 | 0:25:59
protects animals rather than
supporting this particular amendment | 0:25:59 | 0:26:03
which an EU term still allows
bull-fighting and Poppy smuggling. | 0:26:03 | 0:26:12
-- puppy. We are the nation bloc of
animal lovers. -- nation of animal | 0:26:12 | 0:26:18
lovers. We are proposing to increase
the sentencing for animal cruelty | 0:26:18 | 0:26:27
and CCTV in all slaughterhouses. He
is right to point out that the | 0:26:27 | 0:26:33
current EU instrument, Article 13,
has not delivered on the progress we | 0:26:33 | 0:26:35
want to see. In practice its effect
is very unclear in this field to | 0:26:35 | 0:26:42
prevent practices across the EU
which are cruel and painful to | 0:26:42 | 0:26:46
animals. This Government is
committed to the highest standards | 0:26:46 | 0:26:50
of animal welfare and will take all
steps necessary to ensure that is | 0:26:50 | 0:26:54
the case in the law. I wanted to ask
the Leader of the House when the | 0:26:54 | 0:27:00
Government plans to continue on what
was the courts in prison Bill which | 0:27:00 | 0:27:08
fell because of the general
election. I have been told they is | 0:27:08 | 0:27:12
not now a Parliamentary time to
restart a Bill that had cross-party | 0:27:12 | 0:27:16
support that would end the
unnecessary deaths of children in | 0:27:16 | 0:27:20
the family courts. The honourable
lady raises an important point. In | 0:27:20 | 0:27:28
regard to the previous poll that was
not completed by the end of the last | 0:27:28 | 0:27:33
parliament, different but similar
measures are being brought forward | 0:27:33 | 0:27:36
in this Parliament and they will
come forward as soon as the | 0:27:36 | 0:27:39
Parliamentary timetable allows.
After the foot end -- the end of the | 0:27:39 | 0:27:46
foreign stage of Newark, we did not
think it would happen again but | 0:27:46 | 0:27:51
network rail is doing it to us this
time. The barriers at new work | 0:27:51 | 0:27:57
station are down continuously. The
town is cut off and the hundreds of | 0:27:57 | 0:28:00
thousands of people who want to come
and shop and work in my time cannot | 0:28:00 | 0:28:04
get in. Can the Leader of the House
to a debate on the appalling | 0:28:04 | 0:28:08
performance of network rail which is
under national ownership and how we | 0:28:08 | 0:28:13
can get things moving again in
Newark. My honourable friend is | 0:28:13 | 0:28:19
chasing an incredibly important
point. Newark is a fabulous time and | 0:28:19 | 0:28:22
I am sure of his constituents are
very annoyed about what is going on. | 0:28:22 | 0:28:26
He will be reassured to know about
transport questions on the 13th of | 0:28:26 | 0:28:32
November and that is a good time to
raise his concerns. -- 30th. As the | 0:28:32 | 0:28:39
leader had time to read -- read a
linked report from Irish embassies | 0:28:39 | 0:28:45
that paint the unflattering picture
of the UK Government's negotiating | 0:28:45 | 0:28:50
skills with relation to Brexit. They
talk about British ambassadors -- | 0:28:50 | 0:28:55
feeling sorry for British
ambassadors trying to present a | 0:28:55 | 0:28:58
coherent picture with confusion at
home. Will the reader make time for | 0:28:58 | 0:29:03
a debate on the Government's
incompetence and inability to | 0:29:03 | 0:29:07
deliver Brexit with the risk of
there being no deal. There are quite | 0:29:07 | 0:29:12
a number of debates going on about
Brexit at the moment. Perhaps he has | 0:29:12 | 0:29:17
not been present in the chamber? I
would also encourage him to stop | 0:29:17 | 0:29:21
talking the talk -- country down. We
are optimistic about the prospects | 0:29:21 | 0:29:27
for the country as we leave the EU
and his pessimism is not helping. I | 0:29:27 | 0:29:35
was delighted to hear the Chancellor
focusing on infrastructure, air | 0:29:35 | 0:29:40
pollution and productivity in his
speech yesterday. Infrastructure | 0:29:40 | 0:29:47
issues and linked growth are vital
for improving air quality. With the | 0:29:47 | 0:29:51
Leader of the House consider finding
time for the full debate on this | 0:29:51 | 0:29:54
issue? My honourable friend is
exactly right, air quality is a | 0:29:54 | 0:30:02
vital issue for this country. We all
want to see transport moving to | 0:30:02 | 0:30:07
ensure that we are not unnecessarily
polluting. She is right to raise the | 0:30:07 | 0:30:12
Chancellor's announcement of more
money for infrastructure funding, | 0:30:12 | 0:30:16
particularly for linked awards. She
will find a way to discuss the | 0:30:16 | 0:30:19
specific issue for her constituency,
perhaps through the German debate. I | 0:30:19 | 0:30:25
think the Chancellor's announcements
yesterday shows a commitment to | 0:30:25 | 0:30:29
solving the twin problems of
transport and air pollution. | 0:30:29 | 0:30:35
Congratulations to the Public
Accounts Committee for just the | 0:30:35 | 0:30:39
revealing a financial calamity of
giant proportions. Instead of the | 0:30:39 | 0:30:44
anticipated subsidy of £6 billion to
Hinkley point, the Public Accounts | 0:30:44 | 0:30:49
Committee to look -- calculate it
will be £330 billion of subsidy and | 0:30:49 | 0:30:57
that the costs will fall on the
poorest consumers. The EPR reactor | 0:30:57 | 0:31:03
has not produced a single watt of
electricity. Every other examples | 0:31:03 | 0:31:09
are years late and billions over
budget. Isn't it essential we debate | 0:31:09 | 0:31:13
this before we have more sinkholes
for dumping billions of pounds of | 0:31:13 | 0:31:17
public money into? As has been the
case for a long time, I admire the | 0:31:17 | 0:31:29
commitment of the honourable
gentleman about talking down nuclear | 0:31:29 | 0:31:33
power. I have to say to him gently,
he will be aware that this country | 0:31:33 | 0:31:40
depends greatly on nuclear
electricity generation to keep our | 0:31:40 | 0:31:42
lights on and will continue to do
so. He will be aware that the | 0:31:42 | 0:31:49
nuclear power plants are at the end
of the useful life, we need projects | 0:31:49 | 0:31:54
like Hinkley point, not just for
developing jobs but also for keeping | 0:31:54 | 0:31:58
the lights on as a low carbon source
of electricity generation that will | 0:31:58 | 0:32:02
take us into the decades ahead. Even
these illustrious knights of the | 0:32:02 | 0:32:12
realm have to learn to arrive on
time. Which of them is the more | 0:32:12 | 0:32:16
deserving? I think you'll hear from
Sir David Amis. Will my right | 0:32:16 | 0:32:27
honourable friend find time for the
debate on animal welfare? Many of | 0:32:27 | 0:32:33
our constituents have been led to
believe that when we believe the | 0:32:33 | 0:32:39
European Union, standards of animal
welfare will decline. As an animal | 0:32:39 | 0:32:43
lover myself, not only do I want to
see high standards maintained but I | 0:32:43 | 0:32:47
want to see them improved further.
As the Prime Minister said | 0:32:47 | 0:32:54
yesterday, we have some of the
highest animal welfare standards and | 0:32:54 | 0:32:58
the world. We have already set out
our proposals to introduce mandatory | 0:32:58 | 0:33:06
CCTV in slaughterhouses, to increase
sentences for animal cruelty to five | 0:33:06 | 0:33:10
years. To ban Michael beads that
cause harm to marine life and to ban | 0:33:10 | 0:33:14
the ivory trade to bring an end to
elephant poaching. -- micro beads. | 0:33:14 | 0:33:22
We also recognise and respect the
right that animals are sent into | 0:33:22 | 0:33:27
beings and should be treated
accordingly. We will do everything | 0:33:27 | 0:33:30
to ensure that our animal welfare
standards remain as high or higher | 0:33:30 | 0:33:35
as we leave the European Union.
Yesterday we saw another 3 billion | 0:33:35 | 0:33:42
tossed into the endless black hole
of blacks it. With just 2.8 billion | 0:33:42 | 0:33:47
extra going to NHS England and
skiers amount for Wales to use. I | 0:33:47 | 0:33:52
don't know about you Mr Speaker but
I do not remember seeing a big red | 0:33:52 | 0:33:58
bus driving around stating, Vote
Leave for less NHS spending because | 0:33:58 | 0:34:02
we have to blow it all on Brexit.
Perhaps they could not find the big | 0:34:02 | 0:34:06
enough boss? Will the Government
make a statement on this? The | 0:34:06 | 0:34:15
honourable lady will be aware that
this Government will be investing | 0:34:15 | 0:34:18
one third of £1 trillion on the NHS
during this Parliament and | 0:34:18 | 0:34:23
yesterday, the Chancellor of the
Czech announced an extra 6.3 billion | 0:34:23 | 0:34:27
of additional funding to meet the
pressure that the NHS is under. And | 0:34:27 | 0:34:35
an additional 2.8 billion of
resource funding to improve NHS | 0:34:35 | 0:34:42
performance and ensure that more
patients receive the care that they | 0:34:42 | 0:34:46
need more quickly. This side of the
House is fully committed to an NHS | 0:34:46 | 0:34:50
that works for all people in our
country. She should also be a demand | 0:34:50 | 0:34:56
that the NHS has been independently
voted the best health system in the | 0:34:56 | 0:34:59
world. | 0:34:59 | 0:35:00
I apologise for being late. Turning
up late to the vineyard, the | 0:35:05 | 0:35:12
labourer is entitled to equal wages.
Can I ask my right honourable friend | 0:35:12 | 0:35:20
about the debate on restoration
renewal? It'll be the first week we | 0:35:20 | 0:35:23
get back. Can I urge her to lay her
motion early, perhaps before we | 0:35:23 | 0:35:29
break for the Christmas recess,
because certainly I would like to be | 0:35:29 | 0:35:33
putting down an amendment and will
need time on the order paper, time | 0:35:33 | 0:35:39
is it Mr Speaker is kind enough to
select it, for people who want to | 0:35:39 | 0:35:43
sign it. We accept there should be
the delivery authority responsible | 0:35:43 | 0:35:49
as the leader of the hazards and
talking about. But unless there is a | 0:35:49 | 0:35:54
clear instruction to the boards of
experts, will be pressure to take us | 0:35:54 | 0:36:00
out of the old palace for many years
and take us out of the old Chamber. | 0:36:00 | 0:36:05
-- kick as out. He will be aware the
joint committee report sets out that | 0:36:05 | 0:36:17
it was not possible to set a precise
Budget for the programme at this | 0:36:17 | 0:36:21
stage and as part of further
feasibility work it will be | 0:36:21 | 0:36:24
imperative that a thorough business
case should be... In order to assess | 0:36:24 | 0:36:33
in more detail. The work of the
motion to establish a sponsor board | 0:36:33 | 0:36:38
and delivery authority will be
essential to provide the rubber | 0:36:38 | 0:36:42
evaluation of the options and we
will bring forward a motion as soon | 0:36:42 | 0:36:45
as we can. -- proper evaluation. The
work of the parliamentary health | 0:36:45 | 0:36:53
service ombudsman. Their constituent
complained in November 20 16th told | 0:36:53 | 0:36:59
would receive a response by March
2017 and did not get a response | 0:36:59 | 0:37:06
until October. We sent many e-mails,
my office, and the weight was too | 0:37:06 | 0:37:13
long. If the honourable gentleman
wants to write to me on his behalf, | 0:37:13 | 0:37:20
I will take it up. I wish Motherwell
all the best in the League Cup | 0:37:20 | 0:37:26
final. As they wished other teams
well earlier on in the Chamber. | 0:37:26 | 0:37:33
Medical assessments by the DWP
agencies and contractors. My | 0:37:33 | 0:37:39
constituent has cerebral palsy from
birth. She was assessed, zero | 0:37:39 | 0:37:49
points, received a letter which cost
to try and commit suicide. Can we | 0:37:49 | 0:37:55
have a debate because honourable
people are being put at risk? It is | 0:37:55 | 0:38:00
a concerning issue. As I have said
in this place a number of times it | 0:38:00 | 0:38:06
is good that all honourable
colleagues do take up specific | 0:38:06 | 0:38:15
constituency cases. £50 billion has
been committed by the DWP for | 0:38:15 | 0:38:19
support to people with disabilities
and the double assessments are | 0:38:19 | 0:38:26
designed to give more control over
lives and care. But there are | 0:38:26 | 0:38:29
specific cases where the work has
not been done properly and I | 0:38:29 | 0:38:34
encourage her to make contact with
DWP minister is on her specific | 0:38:34 | 0:38:39
case. The Budget red book has 376
words on the whole of the Northern | 0:38:39 | 0:38:46
Powerhouse Section but 453 words
just on the Oxford, Cambridge, | 0:38:46 | 0:38:52
Milton Keynes growth corridor. Can
we have a debate on the funding and | 0:38:52 | 0:38:59
fair investments for the North? I am
surprised at the question, I think | 0:38:59 | 0:39:07
the Northern Powerhouse has been at
the heart of everything this | 0:39:07 | 0:39:10
Government has sought to do since
2010 under the previous and current | 0:39:10 | 0:39:15
Chancellor. They have shown enormous
commitment to the Northern | 0:39:15 | 0:39:19
Powerhouse. There has been
employment growth, investment in | 0:39:19 | 0:39:25
transport and rail infrastructure
and that is spread right across the | 0:39:25 | 0:39:27
United Kingdom. If the honourable
lady wants to take up the specifics, | 0:39:27 | 0:39:31
I suggest she raises this during the
Finance Bill debate or the Budget | 0:39:31 | 0:39:35
debate. The Foreign Secretary is yet
to make a statement to the House on | 0:39:35 | 0:39:46
the Rohinga Muslims fleeing my mark.
Each day where our Government fails | 0:39:46 | 0:39:54
to act is another day wasted with
innocent lives lost -- Myanmar. Can | 0:39:54 | 0:40:05
we have time for discussion on
numerous reports subjecting | 0:40:05 | 0:40:13
bystanders to genocide. We are
concerned about the plight of the | 0:40:13 | 0:40:22
Rohinga people. It is a major
humanitarian crisis and I commend | 0:40:22 | 0:40:29
the honourable lady for taking steps
to see it for herself as have other | 0:40:29 | 0:40:32
members. The UK has delivered a
clear message that the Burmese | 0:40:32 | 0:40:37
authorities must act urgently to
protect civilians to allow full | 0:40:37 | 0:40:41
humanitarian access and allow
refugees to return. The UK people | 0:40:41 | 0:40:46
have given £47 million to an aid
efforts including £5 million... | 0:40:46 | 0:40:57
Thanks to your gracious hospitality
yesterday women's aid were able to | 0:40:57 | 0:41:01
hold a reception in your apartments.
We had the most incredibly moving | 0:41:01 | 0:41:06
testimony from my constituent,
Claire, on how her children were | 0:41:06 | 0:41:12
murdered by their father when he
barricaded them in an attic and set | 0:41:12 | 0:41:16
fire to the family home. The leader
has already acknowledged the | 0:41:16 | 0:41:22
importance of the issue of domestic
violence. Can as once again that we | 0:41:22 | 0:41:28
have both the Courts Bill and the
domestic violence Bill not within | 0:41:28 | 0:41:33
this Parliament but within this
Session of Parliament. I must say | 0:41:33 | 0:41:41
that I was privileged to be there
with her and many others yesterday. | 0:41:41 | 0:41:45
And I say in this Chamber what I
said to Claire, her Speech was the | 0:41:45 | 0:41:55
bravest and most remarkable Speech
that I have ever heard in Speaker 's | 0:41:55 | 0:42:01
House in nearly 8.5 years as
Speaker. I salute her quite | 0:42:01 | 0:42:09
extraordinary courage and
determination, as I think everybody | 0:42:09 | 0:42:10
present date. It was a privilege to
hear. That sounds incredibly | 0:42:10 | 0:42:22
harrowing and my heart goes out to
her. It must have been the most | 0:42:22 | 0:42:25
horrendous experience. May I say
that the Prime Minister has | 0:42:25 | 0:42:32
personally over many years shown her
own commitment to eradicating the | 0:42:32 | 0:42:37
appalling and frequent incidents of
domestic violence. We have a | 0:42:37 | 0:42:43
commitment to bringing forward a
domestic violence Bill. It will be | 0:42:43 | 0:42:47
done as soon as possible and hope to
encourage the honourable lady, as I | 0:42:47 | 0:42:52
know she will, to continue to speak
with Home Office ministers about her | 0:42:52 | 0:43:03
constituency and reshape the bill
should take. Herders and Christian | 0:43:03 | 0:43:12
farmers in... With the leader of the
House agreed to a statement on the | 0:43:12 | 0:43:20
basis that our UK Government could
stop or mitigate this violence? The | 0:43:20 | 0:43:31
battles going on right across the
world, he raises the point, he | 0:43:31 | 0:43:37
offered raises different aspects of
the religious and ethnic battles | 0:43:37 | 0:43:41
going on, he is right to do that and
I encourage him to continue to | 0:43:41 | 0:43:44
highlight these cases and should he
feel the need to have a specific | 0:43:44 | 0:43:49
adjournment debate to highlight a
specific issue, Anchorage and to do | 0:43:49 | 0:43:52
so. -- I encourage them to do so.
The future of local authorities, not | 0:43:52 | 0:44:02
a word in the Budget, social care,
yet millions of our citizens depend | 0:44:02 | 0:44:06
upon them. They are not
efficiencies, they are cuts to the | 0:44:06 | 0:44:18
services our constituents depend
upon. He will be aware as we all are | 0:44:18 | 0:44:25
of the pressures our economy is
under as we seek to balance the need | 0:44:25 | 0:44:28
to get the deficit under control
that we inherited in 2010 to avoid | 0:44:28 | 0:44:34
leaving that the burden of debt for
the next generation. At the same | 0:44:34 | 0:44:40
time, the Chancellor made clear
yesterday he is taking steps to have | 0:44:40 | 0:44:44
a balanced approach which enables us
to support the most needy and at the | 0:44:44 | 0:44:48
same time to protect our public
finances. One of the most vulnerable | 0:44:48 | 0:44:56
community are those bereaved by
suicide. Dr Sharon MacDonald, | 0:44:56 | 0:45:08
director at the University of
Manchester, research on those | 0:45:08 | 0:45:13
bereaved by suicide to prevent
future deaths. Did we have a debate | 0:45:13 | 0:45:19
on suicide bereavements and its
impact on families and friends but | 0:45:19 | 0:45:23
also will the Leader of the House
support me in encouraging members to | 0:45:23 | 0:45:28
circulate the survey to their
constituents? Of course, I am always | 0:45:28 | 0:45:33
delighted to help in anyway I can to
try and promote something that as | 0:45:33 | 0:45:39
important as the right honourable
lady discusses, the impact on those | 0:45:39 | 0:45:42
bereaved by suicide. I do encourage
her to seek a Westminster Hall and | 0:45:42 | 0:45:49
adjournment debate so that other
members can bring forward examples | 0:45:49 | 0:45:54
from their own constituencies. Could
we have a debate on Government time | 0:45:54 | 0:45:59
on the process and implementation of
school exclusions because nearly 900 | 0:45:59 | 0:46:03
peoples across North East
Lincolnshire in the last year alone | 0:46:03 | 0:46:06
have lost 3489 days of the education
and it is critical that schools have | 0:46:06 | 0:46:13
the support that they need to
provide education that children | 0:46:13 | 0:46:20
deserve, it is really important. It
is right to highlight the importance | 0:46:20 | 0:46:27
of every child getting a good
education and she might be aware on | 0:46:27 | 0:46:33
the 11th of December there are such
questions I am sure that the | 0:46:33 | 0:46:37
Minister will be pleased to answer
those questions. We have a | 0:46:37 | 0:46:42
commitment to £4800 for every
secondary school child, three dozen | 0:46:42 | 0:46:45
five in Japan for every primary
school child, but also increases in | 0:46:45 | 0:46:49
specific plans for dealing with
issues for special needs for | 0:46:49 | 0:46:54
children -- 3500 pounds for every
primary school child. We are | 0:46:54 | 0:47:04
focusing our education spent on
those who need it most. I have been | 0:47:04 | 0:47:10
contacted by occupational pension
scheme at HS BC Midland bank. In | 0:47:10 | 0:47:23
terms of access to state pensions,
can we have a debate on this | 0:47:23 | 0:47:27
important subject which is affecting
thousands of people? The issue of | 0:47:27 | 0:47:33
pensions, whether private or public,
is important for those affected. The | 0:47:33 | 0:47:40
honourable gentleman will be aware
he can write and take this up with | 0:47:40 | 0:47:45
the Financial Conduct Authority who
can look into specific concerns that | 0:47:45 | 0:47:52
pensioners have a boat a specific
skin. He may well wish to raise that | 0:47:52 | 0:47:57
during the Budget update next week.
-- pensioners who have a specific | 0:47:57 | 0:48:02
concern. It is crystal clear to
everybody, one of my constituents | 0:48:02 | 0:48:10
has -- my constituent is... Can we
have an urgent debate on Government | 0:48:10 | 0:48:26
time and the ability of the
Government to vilify the honourable | 0:48:26 | 0:48:31
and disabled in our society? I
reject what the honourable lady is | 0:48:31 | 0:48:38
saying about the Government's
approach. We have done an enormous | 0:48:38 | 0:48:41
amount to improve the ability of
those with disabilities to be in | 0:48:41 | 0:48:50
control of the spend on their
welfare. Those in greater need | 0:48:50 | 0:48:55
receive greater support from the
Government. If the honourable lady | 0:48:55 | 0:48:58
wishes to raise her particular case
I encourage her to do so at DWP | 0:48:58 | 0:49:04
questions or the statements that
follows. Christmas is coming but the | 0:49:04 | 0:49:12
thing making my constituents unhappy
is the an affair and excessive | 0:49:12 | 0:49:16
delivery charges they are being
charged, and escalating blight on | 0:49:16 | 0:49:21
the Highlands and other rural
constituencies, an issue I have | 0:49:21 | 0:49:24
raised many times. Can we have a
debate on Government time and | 0:49:24 | 0:49:28
finally dealing with this shark
practice? This was raised by one of | 0:49:28 | 0:49:35
my honourable friend on this side
and I completely agree with him and | 0:49:35 | 0:49:40
with my honourable friend that it is
not right that delivery charges | 0:49:40 | 0:49:42
should be artificially put up for
particular areas and Anchorage and | 0:49:42 | 0:49:47
to take this up and see what can be
done about it. | 0:49:47 | 0:49:53
Last weekend, I attended a
conference Girls To The Front with | 0:49:58 | 0:50:03
over 200 women and girls discussing,
among other things, feminism and sex | 0:50:03 | 0:50:09
education in schools. Can we have a
debate on this important issue? I | 0:50:09 | 0:50:15
commend her for taking part and
encouraging young women to talk | 0:50:15 | 0:50:18
about the issues of feminism and the
rights of young women and their | 0:50:18 | 0:50:21
success in the workplace and so on.
Absolutely vital that we act as role | 0:50:21 | 0:50:26
models as much as we possibly can,
to encourage young women to aspire | 0:50:26 | 0:50:32
to fulfil their dreams, and I do
encourage her to seek an adjournment | 0:50:32 | 0:50:38
so that we can further share our
experiences in that area. This week, | 0:50:38 | 0:50:45
the Competitions And Market
Authority said Concorde ear had | 0:50:45 | 0:50:49
overcharged the NHS when they raised
the price of some tablets from £4 to | 0:50:49 | 0:50:57
£258. When will the Leader of the
House make sure that it's time for | 0:50:57 | 0:51:01
the Secretary of State to come to
the size and in a statement, or is | 0:51:01 | 0:51:04
that talking down greedy corporate
bosses at Concordia? I share his | 0:51:04 | 0:51:13
concern about the example he has
given. If true, I am sure ministers | 0:51:13 | 0:51:17
will want to look at that. He will
be aware that health questions on | 0:51:17 | 0:51:22
the 19th of December, so if he
cannot get an answer before then, I | 0:51:22 | 0:51:26
encouraged him to raise it at that
health questions. It has now been | 0:51:26 | 0:51:31
two years since at Glasgow deal has
been announced, and some of that was | 0:51:31 | 0:51:40
supposed to be my constituency, but
some of that is still derelict land | 0:51:40 | 0:51:43
and I was disappointed that was not
the budget yesterday about that. Can | 0:51:43 | 0:51:48
we have a debate to consider how we
can regenerate urban areas that have | 0:51:48 | 0:51:57
suffered from deindustrialisation
and dereliction. He raises an | 0:51:57 | 0:52:00
incredibly important point. Right
across the UK, there are pockets of | 0:52:00 | 0:52:03
areas that do require to beat
generation. I think the | 0:52:03 | 0:52:06
announcements yesterday of war money
for infrastructure to make a Britain | 0:52:06 | 0:52:11
that is fit for the future, we will
absolutely want to look at specific | 0:52:11 | 0:52:15
cases | 0:52:15 | 0:52:16 |
