implications that were set out by

tax revenues. I will write to the

House and place that on record and

is important to say tax measures to

It is important because the deficit

International asks us to remember

others in Burma and Mexico. They

released it was a result of the role

rights and cohesive communities. She

all honourable members would want to

specific issue of blacklisting and
she will be pleased to know that it | 0:08:57 | 0:09:04 | |
has been made very clear in all of
our procurement contracts that | 0:09:04 | 0:09:09 | |
blacklisting may not form a part of
any of our suppliers' activities and | 0:09:09 | 0:09:14 | |
we have received that assurance in
the work and contract for the | 0:09:14 | 0:09:19 | |
restoration of Big Ben and Elizabeth
tower, so I share her concern about | 0:09:19 | 0:09:24 | |
that issue. On the matter of tax
avoidance, she sought pleads that | 0:09:24 | 0:09:29 | |
the Labour Government did a lot to
try and ensure measures to avoid tax | 0:09:29 | 0:09:35 | |
avoidance but the facts are that
since 2010, HMRC have generated £160 | 0:09:35 | 0:09:41 | |
billion of tax revenues from
measures to stop avoidance and | 0:09:41 | 0:09:46 | |
evasion. That is an extraordinary
and strong achievement that we | 0:09:46 | 0:09:50 | |
should congratulate HMRC for but
also this Government, because all | 0:09:50 | 0:09:56 | |
too often, the opposition talks the
talk but do not walk the walk. They | 0:09:56 | 0:10:00 | |
simply do not achieve what they
promise and now under this | 0:10:00 | 0:10:04 | |
Government, the top 1% are paying
27% of all taxes. The top 5% nearly | 0:10:04 | 0:10:11 | |
half of all taxes. People who earn
more have never been taxed more than | 0:10:11 | 0:10:16 | |
under this Government, so
progressive taxation is a feature of | 0:10:16 | 0:10:21 | |
our Government's achievement, far
more so than when the Labour | 0:10:21 | 0:10:24 | |
Government is work in office. She
talks about the social equality | 0:10:24 | 0:10:30 | |
commission and, yes, she is
absolutely right to point out that | 0:10:30 | 0:10:33 | |
Alan Milburn did a great show and
downs of resigning on a job that was | 0:10:33 | 0:10:39 | |
actually coming to end -- made a
great song and dance of resigning. | 0:10:39 | 0:10:43 | |
What I would like to point out to
the honourable lady is the amazing | 0:10:43 | 0:10:48 | |
achievement just this week of
children's literacy in our schools | 0:10:48 | 0:10:51 | |
in England, where England is joint
eighth in the world for our reading | 0:10:51 | 0:10:57 | |
as a result of this Government's
changing to phonics and the amazing | 0:10:57 | 0:11:02 | |
dedication of teachers across the
country. Also, how Green paper on | 0:11:02 | 0:11:07 | |
mental health, where we on this side
of the house are determined to | 0:11:07 | 0:11:12 | |
ensure there is parity of esteem
between mental and physical health. | 0:11:12 | 0:11:15 | |
There are more than 600,000 disabled
people now in work compared to 2010, | 0:11:15 | 0:11:20 | |
that is a record of achievement that
we on this side of the house are | 0:11:20 | 0:11:24 | |
proud of and, of course, there are
600,000 fewer children in workless | 0:11:24 | 0:11:29 | |
households than there were in 2010.
All things designed to support young | 0:11:29 | 0:11:34 | |
people that are measures this side
of the house have put in place and | 0:11:34 | 0:11:38 | |
have been determined to make
progress on. Finally, she talks | 0:11:38 | 0:11:42 | |
about the impact assessments. May I
say to the house that the opposition | 0:11:42 | 0:11:46 | |
have absolutely caused enormous
headlines and publicity over this | 0:11:46 | 0:11:49 | |
issue. The house will be interested
to know that the sum total of 16 | 0:11:49 | 0:11:53 | |
members of this House and members of
the House of Lords have taken the | 0:11:53 | 0:11:57 | |
trouble to go and see that analysis
that has been made available. And of | 0:11:57 | 0:12:03 | |
course, it is very important, as all
honourable member should respect, | 0:12:03 | 0:12:08 | |
that the freedom of civil servants
to discuss freely and give advice | 0:12:08 | 0:12:12 | |
freely to ministers must be upheld
and that is why it is important that | 0:12:12 | 0:12:17 | |
these reports are held in a
confidential and secure way, so that | 0:12:17 | 0:12:21 | |
those who have a need and an
interest in reading them can do so. | 0:12:21 | 0:12:25 | |
But I say again, only 60 members
across both houses have availed | 0:12:25 | 0:12:29 | |
themselves of that opportunity. | 0:12:29 | 0:12:37 | |
we have outlawed forced marriages in
this country, but could we have a | 0:12:37 | 0:12:40 | |
debate on children of 16 still being
able to be married with the consent | 0:12:40 | 0:12:46 | |
of their appearance, instead of
waiting until the 18, because that | 0:12:46 | 0:12:49 | |
seems to be an anomaly we should be
fixing. I think the honourable lady | 0:12:49 | 0:12:58 | |
raises a question that many people
have concerns about, which is about | 0:12:58 | 0:13:01 | |
the safety of our children until
they reach an age they can reach | 0:13:01 | 0:13:08 | |
decisions for themselves. It has
been a long-standing law that young | 0:13:08 | 0:13:12 | |
people can marry from the age of 16,
and I do not think that is likely to | 0:13:12 | 0:13:19 | |
be reviewed in the near future. And
I thank the House for announcing the | 0:13:19 | 0:13:24 | |
business. Can I wish the honourable
lady happy birthday, and U2, Mr | 0:13:24 | 0:13:32 | |

when you think that this Brexit

any worse, the government surprises

embarrassed that my nation of

disaster. We did not go looking for

it, but the institutions of my

collateral of it. The government is

business has been given in advance,

withdraw. The analysis papers are

settlement, but today the clauses of

Yesterday the Secretary of State for

amendments at report stage and he

ensure they are tabled early so they
Scottish Government can assess | 0:15:16 | 0:15:20 | |
whether they are sufficient? Can I

city of culture, but you will

of support for the city of Paisley

culture for the UK? We will always

to support his own local contender,

plans in place supported by an extra

autumn budget on top of the

support accident and emergency

more than 1000 extra beds freed up

transfer of key, and areas continue

more than 3000 extra beds over the

NHS dentist. I believe this should

irrespective of where you live,

care. She's quite right to raise

to commission primary care NHS

Access has improved in recent years,

done and I encourage her to seek an

teaching of literacy in order that

readers? Well, I completely agree

teaching reforms have taken us and I

teachers for their amazing

themselves, congratulations to all

its best result since 2001, in no

emphasis on phonics. Mr Speaker,

the cause. The Secretary of State

have the urgent debate on what the

at this House? As has been made

myself, we are determined to get the

Kingdom and for the EU 27 as we

of that is listening to all views,

terrorists from coming back to this

clearly the case that we need to use

so. Could the leader do something or

Government publishing routine

15 months to get the library's task

various answers that it will be

future. If the Government can

surely they can publish papers that

the public can see them. If the

to me, I will take that up on his

the excellent Trinity high school in

privilege of speaking to the

them about their experience of being
a teenager in today's world and they | 0:37:26 | 0:37:30 | |
did indicate to me some of the
pressures that they face due to | 0:37:30 | 0:37:34 | |
social media and their lives today.
So would she joined me in welcoming | 0:37:34 | 0:37:37 | |
the massive boost to children's and
young people's mental health | 0:37:37 | 0:37:41 | |
services and will she work with the
Department of Health to make sure | 0:37:41 | 0:37:44 | |
this funding gets to work on the
ground in Redditch and elsewhere? My | 0:37:44 | 0:37:50 | |
honourable friend is quite right,
there are huge challenges facing | 0:37:50 | 0:37:54 | |
young people, unique challenges from
social media, from cyber bullying | 0:37:54 | 0:37:57 | |
and so on and the Government's Green
paper on mental health does seek to | 0:37:57 | 0:38:02 | |
alleviate that and to address the
problem at its core. For me | 0:38:02 | 0:38:07 | |
personally, in the very earliest
years, building that robust | 0:38:07 | 0:38:09 | |
emotional strength that children can
then rely on for the rest of their | 0:38:09 | 0:38:13 | |
lives. The Leader of the House will
have seen that virgin care have sued | 0:38:13 | 0:38:21 | |
the NHS and this is familiar to me
because they threaten to me when I | 0:38:21 | 0:38:25 | |
raised their dubious practices in
this House previously. Would she | 0:38:25 | 0:38:28 | |
consider the debate and make it
clear that she will consider | 0:38:28 | 0:38:38 | |
protecting from corporations like
virgin question mark absolutely, the | 0:38:38 | 0:38:40 | |
NHS is something that right across
this House we share a commitment to, | 0:38:40 | 0:38:43 | |
we share a commitment to service is

and we will always defend the NHS

including from private providers. --

was shopping there for about 50

the abuse parking charges by certain

my honourable friend's frustration

of this type of activity by private

and I certainly share his concern, I

should, I'm sure, seek an

can also hear about this situation.

workers issued advice to their

consider it unethical and grading to

incident of rape to a third party

listing including the Scottish

join them in a condemnation of this

the honourable lady is we fully

and sensitive issue but can I assure

be questioned by a member of HMRC or

claim and seek professional

be any requirement for evidence of a
criminal conviction or judicial | 0:40:37 | 0:40:40 | |
finding. We have adjusted our
approach to make sure women are | 0:40:40 | 0:40:46 | |
getting the support they need and
additional financial support is | 0:40:46 | 0:40:49 | |
going to those to whom it was
intended. Mr Speaker, I am afraid of | 0:40:49 | 0:40:56 | |
a steelworker's pension scandal

worried about making the wrong

Financial Conduct Authority is, I

support to steelworkers at this
