Minister please give the ministers | 0:00:10 | 0:00:18
of the house -- business of the

member of the house will notice, I | 0:00:24 | 0:00:29
am not the leader of the house, my
right honourable friend is attending | 0:00:29 | 0:00:37
Sandringham and sent her apologies
as I stand in her place. The | 0:00:37 | 0:00:47
business will include the following,
we will have the second reading of | 0:00:47 | 0:00:54
the space industry bill. On Tuesday
the 16th of January we will have | 0:00:54 | 0:00:58

Union withdraw build day one. | 0:00:58 | 0:01:03
Followed on Wednesday the 17th of

remaining stages of the European

18th of January we will have two
debates recommended by the backbench | 0:01:10 | 0:01:17
business committee, the motion on
the treatment of SME's followed by a | 0:01:17 | 0:01:23
general debate on Holocaust Memorial
Day 2018. This will be followed on | 0:01:23 | 0:01:26
Friday the 19th of January where we
will debate private members bills. | 0:01:26 | 0:01:34
Provisional will include the falling

will have nuclear safeguards Bill 's

infrastructure relief from
nondomestic rates bill. On Wednesday | 0:01:53 | 0:01:57
the 24th we will have built its
allotted opposition day and there | 0:01:57 | 0:02:00
will be a debate on an opposition
motion with the subject to be | 0:02:00 | 0:02:04
announced. On Thursday the 25th of
January there will be a debate on a | 0:02:04 | 0:02:09
motion on joint enterprise followed
by a general debate on the | 0:02:09 | 0:02:12
prescription both debates determined
once again by the backbench business | 0:02:12 | 0:02:18
community. On the half-full of the
leader of the house I am sure I wish | 0:02:18 | 0:02:21
all members to wish the member of
Northampton North congratulations on | 0:02:21 | 0:02:27
being promoted from deputy leader to
the new rule where I am sure his | 0:02:27 | 0:02:30
urbane approach will suit him. And
Mr Speaker may I also welcome back | 0:02:30 | 0:02:40
all members from what I hoped was a
restful and peaceful Christmas and | 0:02:40 | 0:02:45
New Year break. I very much hope the
appreciated the house 's efforts in | 0:02:45 | 0:02:49
restarting the bells and Big Ben for
New Year. I hope we all have an | 0:02:49 | 0:03:01
interesting and exciting 2018 but
not too exciting because we don't | 0:03:01 | 0:03:04
like too much excitement and
politics do we? I am excited | 0:03:04 | 0:03:16
already, can I thank the Minister
for turning up and taking business | 0:03:16 | 0:03:19
questions and setting out
government, he has now been | 0:03:19 | 0:03:31
promoted, maybe he is replaceable Mr
Speaker? We thank him for all his | 0:03:31 | 0:03:37
work. My first question is could
muster please confirm if there will | 0:03:37 | 0:03:41
be a deputy leader of the house and
following your suggestion to the | 0:03:41 | 0:03:46
Treasury bench yesterday Mr Speaker
could the list of responsibilities | 0:03:46 | 0:03:51
be updated as soon as possible? Mr
Speaker I am not sure if Bananarama | 0:03:51 | 0:03:55
was on the playlist of the Prime
Minister but I don't know if you | 0:03:55 | 0:03:59
recall the song it ain't what you do
it's the way that you do it. That is | 0:03:59 | 0:04:05
what gets results. But with the
reshuffle it was the same old same | 0:04:05 | 0:04:08
old, same old people, new titles,
all of the responsibilities in their | 0:04:08 | 0:04:14
departmental portfolios. So should
be Minister please ensure with the | 0:04:14 | 0:04:18
changes of titles there is no
further cost to the public purse. It | 0:04:18 | 0:04:23
seems men can say no and the Prime
Minister goes all right but when a | 0:04:23 | 0:04:27
woman says no she is sacked. To
paraphrase the Prime Minister, there | 0:04:27 | 0:04:33
really are boys jobs and girls jobs.
We will wait to see what the fallout | 0:04:33 | 0:04:37
is. It seems the government is
following what the opposition is | 0:04:37 | 0:04:43
doing because the opposition already
have in the Shadow Cabinet at Shadow | 0:04:43 | 0:04:48
Cabinet level and Minister for
Housing and social care. Now it is | 0:04:48 | 0:04:53
policy the government is announcing
no vote on fox hunting, while | 0:04:53 | 0:04:58
animals in circuses. That was put
through September 2014 and the | 0:04:58 | 0:05:05
government have done nothing, and
now they say they will introducing | 0:05:05 | 0:05:08
legislation so could the Minister
confirm it will not be another four | 0:05:08 | 0:05:12
years before we get legislation to
ban wild animals in circuses. It | 0:05:12 | 0:05:15
seems the government has gone from
hunting and was to hugging animals. | 0:05:15 | 0:05:21
The Secretary of State for Transport
is missing, missing on the day that | 0:05:21 | 0:05:24
the rail fares for increased by
3.4%, the highest increase in five | 0:05:24 | 0:05:29
years. Missing the opportunity to
explain to the house why, when the | 0:05:29 | 0:05:38
passenger focused survey which found
91% of people are satisfied with | 0:05:38 | 0:05:40
East Coast mainline which returned
£1 billion to the Treasury the | 0:05:40 | 0:05:44
government sells it. No explanation
why the franchises terminated. Could | 0:05:44 | 0:05:50
we have a statement, he was years
yesterday at opposite the as to the | 0:05:50 | 0:05:54
cost not only the projective
prospect profits but the full cost | 0:05:54 | 0:06:00
of the bailout? Yet again the
government did not vote in favour of | 0:06:00 | 0:06:05
our motion or oppose it or amend it.
There is a fatal flaw in the | 0:06:05 | 0:06:10
government arguments. They say they
plan for the winter so the shadow | 0:06:10 | 0:06:14
set to the was right when he said it
is preventable and predictable. The | 0:06:14 | 0:06:18
evidence is clear on the NHS, the
evidence is clear of cancelled | 0:06:18 | 0:06:22
operations and people waiting on
trolleys. My friend and constituent | 0:06:22 | 0:06:27
was discharged from New Cross
Hospital on the 15th of December and | 0:06:27 | 0:06:30
I spoke to him. On the 2nd of
January he had a huge heart attack | 0:06:30 | 0:06:36
and was dead. The Secretary of State
has to take responsibility and be | 0:06:36 | 0:06:40
accountable. Could the Minister say
why then if there are no concerns on | 0:06:40 | 0:06:45
the behalf of the government why
have the Care Quality Commission | 0:06:45 | 0:06:50
decided to suspend routine
inspections because of as they see | 0:06:50 | 0:06:53
winter pressures? Did the government
plan for that? Could we have a | 0:06:53 | 0:06:58
statement on today's announcement by
NHS providers that they cannot | 0:06:58 | 0:07:00
deliver as set out under the NHS
Constitution are safe and decent | 0:07:00 | 0:07:06
standard of patient care? It is
about accountability and | 0:07:06 | 0:07:09
responsibility. The deputy shadow
leader of the house, we do have a | 0:07:09 | 0:07:14
deputy shadow leader of the house
has written an excellent article | 0:07:14 | 0:07:17
about accountability in the health
service Journal. You will recall | 0:07:17 | 0:07:21
what Nye Bevan said, if a bedpan
dropped you would hear it in | 0:07:21 | 0:07:25
Whitehall. We say it's the other way
around, what happens in Whitehall | 0:07:25 | 0:07:30
should be Howard Adil local level.
It's accountability which is most | 0:07:30 | 0:07:33
important. But it seems they do not
get contracts they are sued and get | 0:07:33 | 0:07:37
paid out public money. If they
cannot fulfil a public contract the | 0:07:37 | 0:07:41
build out by public are paying for
this. I don't know if you have seen | 0:07:41 | 0:07:47
but there is announcement of enquiry
so the Minister please tell the | 0:07:47 | 0:07:52
house what the government position
is on the enquiry which has been | 0:07:52 | 0:07:55
announced by the commissioner for
public appointments into the | 0:07:55 | 0:07:59
government 's failure to followed
due diligence in the appointments to | 0:07:59 | 0:08:02
the office of students? Why had the
Minister not done the appropriate | 0:08:02 | 0:08:09
checks? And finally Mr Speaker as we
celebrate the anniversary of the 100 | 0:08:09 | 0:08:14
years of women being able to vote I
hope this year we can celebrate that | 0:08:14 | 0:08:18
whether you are called carry our
whether you're called John you will | 0:08:18 | 0:08:22
be paid equally for equal work
wherever you work. Can I agree with | 0:08:22 | 0:08:30
the Minister, welcome back everyone
and to wish everyone a very happy | 0:08:30 | 0:08:32
New Year. I hope she retains her
sense of excitement throughout the | 0:08:32 | 0:08:41
forthcoming exchanges. I am
disappointed I think that she wants | 0:08:41 | 0:08:47
me to be replaced so quickly in this
new role. But nonetheless I will do | 0:08:47 | 0:08:52
my best in the short time I have
available. She rightly raises the | 0:08:52 | 0:08:57
importance of winter planning in the
NHS and I am sure she will have read | 0:08:57 | 0:09:01
carefully and listened carefully to
the debate yesterday afternoon and | 0:09:01 | 0:09:04
the words of the Prime Minister
where it was made clear she has | 0:09:04 | 0:09:07
apologised to those who have seen
operations cancelled. 437 million | 0:09:07 | 0:09:11
winter funding this year and NHS
providers have been clear that the | 0:09:11 | 0:09:18
NHS has not been better prepared for
winter than ever before. I think | 0:09:18 | 0:09:23
part of appropriate planning for
winter is making sure patients don't | 0:09:23 | 0:09:26
find out on the day that their
operation is being cancelled. I | 0:09:26 | 0:09:33
welcome her comments on many of the
environmental policies this | 0:09:33 | 0:09:36
government is adopting. I think it
is right we are having a 25 year | 0:09:36 | 0:09:40
plan for the environment and many
across the house will be interested | 0:09:40 | 0:09:44
to see what that will involved and I
hope to welcome the Prime Minister's | 0:09:44 | 0:09:48
announcement today of the extension
to the plastic bag charge, | 0:09:48 | 0:09:55
contributing 95 million to good
causes across the country. I think | 0:09:55 | 0:09:59
it's right we expand that to smaller
enterprises because I am sure they | 0:09:59 | 0:10:03
will also be keen to participate.
She also makes a point about one of | 0:10:03 | 0:10:08
our previous areas of expertise, the
issue of rail fares. I'm surprised | 0:10:08 | 0:10:13
that she wants a statement so soon
there was a opposition day debate | 0:10:13 | 0:10:17
yesterday where many of these issues
were referred to. To me the | 0:10:17 | 0:10:21
challenge I think is clear to the
party opposite, as they will be | 0:10:21 | 0:10:26
aware of the Secretary of State is
clear she aspires, one of the | 0:10:26 | 0:10:31
biggest obstacles is on her own
side, I would love to be a fly on | 0:10:31 | 0:10:35
the wall to the ACE Labour Party to
persuade the RMT trying to drop | 0:10:35 | 0:10:40
their excessive wage demands. That
is a conversation I would love to | 0:10:40 | 0:10:45
see. As a child of the 80s I have
very fond memories of Bananarama and | 0:10:45 | 0:10:50
many hits that maybe she might
recall the comic relief guys because | 0:10:50 | 0:10:57
that was more the tone of what she
had to say with her comments on the | 0:10:57 | 0:11:02
reshuffle. I find it bizarre that
anyone on the opposition benches has | 0:11:02 | 0:11:07
the temerity to criticise a
reshuffle. I remember a time in the | 0:11:07 | 0:11:12
not so distant past when opposition
reshuffles came along as often as a | 0:11:12 | 0:11:16
London bus. It was almost a random
number generator. The competition | 0:11:16 | 0:11:22
for the front pitch was as random
and unpredictable as the national | 0:11:22 | 0:11:25
lottery. She may regard herself a
bonus ball in any reshuffle but I | 0:11:25 | 0:11:30
think what we have seen today with a
range of new ministers on the front | 0:11:30 | 0:11:35
bench shows how our government now
resembles increasingly the nation we | 0:11:35 | 0:11:39
are seeking to serve and I think we
are seeing a front bench which has a | 0:11:39 | 0:11:45
range of new talent coming through.
At least when we do a reshuffle we | 0:11:45 | 0:11:48
make positive progress. Thank you
for your comments today. | 0:11:48 | 0:11:53
THE SPEAKER: I know that the
honourable gentleman from the front | 0:12:03 | 0:12:06
bench will respond in similar vein.
Will my honourable friend find a | 0:12:06 | 0:12:15
time for debate on employment
agencies and temporary workers, in | 0:12:15 | 0:12:19
particular. Before becoming an MP I
was in the recruitment business for | 0:12:19 | 0:12:24
many years. I am horrified with how
it is being flouted by HMRC and the | 0:12:24 | 0:12:30
workers themselves. I know I can not
go far without the honourable | 0:12:30 | 0:12:35
gentleman pursuing him to the
dispatch box. It is noted across the | 0:12:35 | 0:12:40
House. As we know we will review
employment practises across the | 0:12:40 | 0:12:46
country. Reviewing those responses
to that consultation. I am sure he | 0:12:46 | 0:12:51
will join me in looking forward to
seeing what views they come out with | 0:12:51 | 0:12:55
at the end of that process. Could I
wish you and all the staff of the | 0:12:55 | 0:13:00
House a very happy New Year. I thank
the honourable gentleman for | 0:13:00 | 0:13:04
announcing the business for next
week. By the overwhelming success of | 0:13:04 | 0:13:08
this Cabinet reshuffle, I thought I
had missed the announcement from the | 0:13:08 | 0:13:12
deputy leader of the House. There
wasn't one made. We are grateful to | 0:13:12 | 0:13:16
the honourable gentleman for filling
in. He may dazzle us enough to be | 0:13:16 | 0:13:21
given this job permanently. Who
wouldn't jump enough at the end of | 0:13:21 | 0:13:25
the debates and relieved the leader
of the House... I am glad to see she | 0:13:25 | 0:13:31
retained her place. In the words of
banana ram ma it has not been a | 0:13:31 | 0:13:39
cruel sum summer, but a hard winter.
Never before has a Cabinet reshuffle | 0:13:39 | 0:13:50
diminished the authority of a Prime
Minister in quite a way this one | 0:13:50 | 0:13:53
has. Quite an outstanding feat, even
for this Government. The repel bill | 0:13:53 | 0:14:00
comes back next week and there is
disappointment in Scotland. The | 0:14:00 | 0:14:10
Secretary of State, his failure to
deliver has even disappointed and | 0:14:10 | 0:14:14
frustrated his own Scottish
Conservative colleagues.. Would be | 0:14:14 | 0:14:19
unacceptable is for these amendments
and issues to be considered in an | 0:14:19 | 0:14:23
unelected House of Lords. The
nation's aristocrats, church of | 0:14:23 | 0:14:28
England Bishops and party donors and
cronies will have more say on | 0:14:28 | 0:14:34
critical issues than directly
elected Members of Parliament from | 0:14:34 | 0:14:36
Scotland. What democracy could this
be? It is a big test for my friends | 0:14:36 | 0:14:43
in the Scottish Conservative Party.
They know, they cannot possibly vote | 0:14:43 | 0:14:51
for this knowing its flaws w the
hope it may be fixed for them. There | 0:14:51 | 0:14:58
is all this blind loyalty - is it
really, really worth it? For all the | 0:14:58 | 0:15:03
commitment to the lobby. Not one of
them was thought to be sufficient | 0:15:03 | 0:15:10
quality to be promoted...
THE SPEAKER: Immensely grateful to | 0:15:10 | 0:15:13
the honourable gentleman. I know
he's completed his contribution. We | 0:15:13 | 0:15:18
are deeply obliged to him.
I am grateful to his ingenious word | 0:15:18 | 0:15:24
play. Playing a game of bingo with
his opponents in the chamber. The | 0:15:24 | 0:15:31
success of my colleagues from
Scotland by unhow often he refers to | 0:15:31 | 0:15:38
them.
With the concern over the EU bill. | 0:15:38 | 0:15:44
He would have heard yesterday that
negotiations are intensifying in | 0:15:44 | 0:15:49
getting that clause right. When we
have agreed, it will appear on the | 0:15:49 | 0:15:53
order paper. Maybe he can use his
immense influence in Edinburgh to | 0:15:53 | 0:15:59
help ensure those negotiations go as
speedily as possible. We are keen to | 0:15:59 | 0:16:03
get that amendment on the order
paper. I hope he's just as keen. | 0:16:03 | 0:16:09
Help him to help us. The best way,
as we know, to get a good deal out | 0:16:09 | 0:16:16
of the EU is make clear we are
prepared for no deal. When we have | 0:16:16 | 0:16:20
the debate next week, will we have
the minister for hard Brexit in the | 0:16:20 | 0:16:25
chamber, as we were promised during
or after the reshuffle, so we can | 0:16:25 | 0:16:28
question him or her? If not, why
not? Well, I am sure we will have a | 0:16:28 | 0:16:36
range of dedicated across a number
of departments making a success to | 0:16:36 | 0:16:40
the leaders of the EU. I am sure it
will be a lively debate next week. I | 0:16:40 | 0:16:44
look forward to all members making a
full contribution to it. | 0:16:44 | 0:16:48
I am very grateful, Mr Speaker. Can
I wish you and all members of the | 0:16:48 | 0:16:52
staff and members around the House a
very happy and healthy 2018. Happy | 0:16:52 | 0:16:56
New Year, everyone. Mr Speaker, the
Backbench Business Committee has | 0:16:56 | 0:17:03
received a very heavily subscribed
application for a debate about the | 0:17:03 | 0:17:06
restoration and renewal of the
palace of Westminster wesmt could | 0:17:06 | 0:17:12
the minister -- Westminster. Could
the minister let us know if there | 0:17:12 | 0:17:17
will be a debate in Government time
in the near future? As we thought | 0:17:17 | 0:17:21
they would, as that would be
preferable to using backbench | 0:17:21 | 0:17:26
committee time, which is under heavy
application from members. You may | 0:17:26 | 0:17:29
remember just before Christmas and
now that the festivities are over, I | 0:17:29 | 0:17:33
did invite yourself and the leader
of the House to visit Newcastle and | 0:17:33 | 0:17:39
Gateshead for the Great Exhibition
of the North running through to | 0:17:39 | 0:17:45
September, which will culminate in
the Great North Run. Can I review | 0:17:45 | 0:17:50
that invitation. Please do come and
visit us for the Great Exhibition of | 0:17:50 | 0:17:54
the North. It will be the North at
its best. It is my first chance to | 0:17:54 | 0:18:01
say thank you for all the work he
does. It is an important part of the | 0:18:01 | 0:18:04
House. He mentions the RNR debate.
We are keen as a Government to hear | 0:18:04 | 0:18:11
all the views, of all of those on
all sides, on what their views are | 0:18:11 | 0:18:14
on this issue. We are working hard
to get the right date in the | 0:18:14 | 0:18:19
parliamentary calendar to make sure
that as many members can take part | 0:18:19 | 0:18:25
as possible. That should not stop
the need to have a wider debate. We | 0:18:25 | 0:18:30
will secure that date as soon as
possible, I hope. I hear his kind | 0:18:30 | 0:18:34
invitation. As he spent many days in
Durham up to the New Year. I enjoyed | 0:18:34 | 0:18:42
my time in Gateshead. I have been to
see it. I was much impressed. Thank | 0:18:42 | 0:18:47
you. I wonder whether a debate on
rural bus transport could be | 0:18:47 | 0:18:53
organised? My residents in the
village of Tiverton have had their | 0:18:53 | 0:18:58
bus service cancelled. They have a
once a week bus service. This means | 0:18:58 | 0:19:02
they cannot access the pharmacy,
collect their pensions from the | 0:19:02 | 0:19:06
local village and I also have
problems with increasing journey | 0:19:06 | 0:19:11
times.
I know what a beautiful range of | 0:19:11 | 0:19:17
villages she represents. It is
vitally important they have good bus | 0:19:17 | 0:19:21
connections. I would urge her to
make use on Thursday of the | 0:19:21 | 0:19:29
ministerial questions and put the
questions to the team. Yesterday | 0:19:29 | 0:19:36
Rose The mother of Gordon Gentle,
one of the first soldiers to die in | 0:19:36 | 0:19:42
the Iraq war, expressed her regret
at the statement by Government that | 0:19:42 | 0:19:47
seems to absolve Parliament from the
conclusions of the Chilcot report. | 0:19:47 | 0:19:52
And we need, as she called, an act
of apology from this House and this | 0:19:52 | 0:19:59
Parliament, it wasn't one man, it
was the opposition, it was three | 0:19:59 | 0:20:05
committees, who were leaders for
that worst mistake we have made this | 0:20:05 | 0:20:09
century. Wouldn't a suitable act of
apology be followed by the reading | 0:20:09 | 0:20:15
of the names of 179 soldiers that we
sent to their deaths? I know you | 0:20:15 | 0:20:24
have been a consistent campaigner on
this issue for many years. I will | 0:20:24 | 0:20:28
make sure I pass his comments on to
the leader of the House, who I am | 0:20:28 | 0:20:32
sure will do her best to get him a
suitable response to that point. | 0:20:32 | 0:20:37
Thank you very much. Could we please
have a debate in Government time | 0:20:37 | 0:20:42
over the failure of consultation in
major infrastructure projects. | 0:20:42 | 0:20:49
Junction 25 on the 25 is a artery
route. They have to check priority | 0:20:49 | 0:20:59
in local Government. Could we have a
debate on that? I recognise he has a | 0:20:59 | 0:21:04
long-running concern over these
issues. I would urge him to apply | 0:21:04 | 0:21:10
for an adjournment or Westminster
debate. Get the minute stallal | 0:21:10 | 0:21:14
response to which I believe he's
genuinely entitled. The national | 0:21:14 | 0:21:21
with Westminster bank is 73% public
owned. It is closing its branch in | 0:21:21 | 0:21:26
Port crawl, where millions roll into
it from the businesses across the | 0:21:26 | 0:21:31
town and the large number of
retirees who live in the town. Is it | 0:21:31 | 0:21:37
not time that those banks which are
publicly owned, bailed out the | 0:21:37 | 0:21:43
public should have a social
responsibility clause to enable them | 0:21:43 | 0:21:47
to continue so, they cannot close
without the permission of the | 0:21:47 | 0:21:50
community in which they serve? I
recognise her concerns over banking | 0:21:50 | 0:21:56
in her local community are widely
shared across the House on both | 0:21:56 | 0:21:59
sides. I recognise that at a time
when changes she will know she will | 0:21:59 | 0:22:11
have an opportunity today at
Westminster Hall, 3pm, to have a | 0:22:11 | 0:22:16
debate on the role of bank in the
community. I am sure she will make | 0:22:16 | 0:22:21
her voice heard there. My honourable
friend was an excellent rail | 0:22:21 | 0:22:25
minister until earlier this week. I
don't know if he was in the habit of | 0:22:25 | 0:22:29
buying the Daily Mail when he
travelled on Virgin Trains, buff he | 0:22:29 | 0:22:33
will know that they have taken
action and they have in effect | 0:22:33 | 0:22:38
banned customers from buying this.
Could we have a debate about this | 0:22:38 | 0:22:46
rather unacceptable act by Virgin? I
think many observe what may be a | 0:22:46 | 0:22:55
matter for a particular company, as
a commuter on that particular line, | 0:22:55 | 0:22:58
I hope that the Government minister,
into their own corporate values. | 0:22:58 | 0:23:05
Getting home might become quite
difficult as a consequence. | 0:23:05 | 0:23:11
Thank you, Mr Speaker. This UK
Government has finally got around to | 0:23:11 | 0:23:16
launching its 25-year plan and
catching up with the Welsh Labour | 0:23:16 | 0:23:20
Government on the plastic bag levy,
just six years later. But this plan | 0:23:20 | 0:23:27
lacks substance, is full of weak
proposals and no laws. It is not | 0:23:27 | 0:23:32
innovative, not radical and is a
cheap attempt by this Prime Minister | 0:23:32 | 0:23:36
at re-branding the Tories with green
wash. Will the Government commit to | 0:23:36 | 0:23:40
making a statement on this plan in
this House to allow for proper | 0:23:40 | 0:23:44
scrutiny? I am disapointsed she's a
little churl lish over what we are | 0:23:44 | 0:23:52
seeking to do. There are some issues
across the House we can unite and do | 0:23:52 | 0:23:56
what is right for the future
generations. I would caution her to | 0:23:56 | 0:24:00
wait to learn more information as to
what is decided. I am sure it will | 0:24:00 | 0:24:04
be discussed at length across the
House in the forthcoming business. | 0:24:04 | 0:24:07
And she will learn more today, I
hope, more in the future as well. | 0:24:07 | 0:24:12
Thank you, Mr Speaker. Earlier this
week a cable brought local services | 0:24:12 | 0:24:21
to services of the a halt. Could we
have a debate on the effect of crime | 0:24:21 | 0:24:26
on rail services? And contingency
planning for the disruption it | 0:24:26 | 0:24:30
causes? Back into my former
pastures, which I to avoid whenever | 0:24:30 | 0:24:39
possible. I would urge him to apply
for an adjournment debate. Getting | 0:24:39 | 0:24:45
rail services right when they break
down at short notice is a difficult | 0:24:45 | 0:24:51
thing to perfect. There are powers
over disruption and I am sure he can | 0:24:51 | 0:24:55
take that up with the RR to see what
redress can be achieved. | 0:24:55 | 0:25:01
Many of the NHS Trusts in Yorkshire
are currently considering proposals | 0:25:01 | 0:25:06
to transfer NHS staff over to
companies. . Can we have a debate on | 0:25:06 | 0:25:16
this in Government time? Well, I
recognise many honourable ... To | 0:25:16 | 0:25:28
bring care providers together in
local areas and make it more | 0:25:28 | 0:25:31
effective. Want to ensure better
community provision so fewer people | 0:25:31 | 0:25:36
do have to attend hospital. That way
we make sure all our NHS resources | 0:25:36 | 0:25:41
are best deployed in the
communities. | 0:25:41 | 0:25:44
Back to railways.
He knows that the Secretary of State | 0:25:44 | 0:25:49
for Transport is keen to open some
of the closed railway lines around | 0:25:49 | 0:25:53
the country. As he was himself when
he was a minister. Is it possible to | 0:25:53 | 0:25:58
get an early statement about where
those lines may be. Many people are | 0:25:58 | 0:26:03
keen to open a line which will
enable them to visit Skipton, Leeds | 0:26:03 | 0:26:09
and other such great places and that
the people of Yorkshire may be able | 0:26:09 | 0:26:12
to visit the people of Lancashire,
to see what great hospitality we | 0:26:12 | 0:26:17
have in store for them. | 0:26:17 | 0:26:24
I think it's important to stress to
all honourable members that the best | 0:26:24 | 0:26:29
vehicle to seek to promote your
local and size partnership and your | 0:26:29 | 0:26:33
local councils and whether its
economic growth opportunity and | 0:26:33 | 0:26:37
housing opportunity the government
will look favourably on those | 0:26:37 | 0:26:40
schemes. More information will be
released in due course in how to go | 0:26:40 | 0:26:44
about promoting these opportunities.
A number of my constituents have | 0:26:44 | 0:26:50
contacted me over the leasehold
scandal and the government needs to | 0:26:50 | 0:26:57
do something about it, what about
those already caught? Can we have a | 0:26:57 | 0:27:00
debate to hear what the government
intends to do for those already | 0:27:00 | 0:27:05
affected by it? We have already
committed to making progress, you'll | 0:27:05 | 0:27:10
heard what the Prime Minister has
said about these concerns, I am sure | 0:27:10 | 0:27:14
there will be an opportunity to
secure debate in either Westminster | 0:27:14 | 0:27:20
hall or elsewhere to raise these
important points. Could we have a | 0:27:20 | 0:27:27
statement on the hospital in Oxford
as that seems to be the only way of | 0:27:27 | 0:27:31
showing that no changes to
chemotherapy treatment have been | 0:27:31 | 0:27:35
made in hospital at all. Has been a
degree of confusion over what is | 0:27:35 | 0:27:41
happening at the Churchill trust. I
know the member for Banbury was | 0:27:41 | 0:27:46
clear yesterday that it is important
that no one undergoing cancer | 0:27:46 | 0:27:49
treatment at the Churchill Hospital
should in any way doubt about their | 0:27:49 | 0:27:52
treatment would not be continuing. I
welcome any opportunity to make | 0:27:52 | 0:27:56
clear what the situation is. Can we
please have a statement on the | 0:27:56 | 0:28:04
record is the government holds of
former Ministry of Defence civil | 0:28:04 | 0:28:07
servants who served overseas and in
particular how these individuals | 0:28:07 | 0:28:10
should proceed to access their
service records? A constituent of | 0:28:10 | 0:28:15
mine taught in British motorist
kills in Germany but has been told | 0:28:15 | 0:28:19
that no records exists falling and
access request to the Ministry of | 0:28:19 | 0:28:25
Defence. When I wrote to the
Ministry of Defence on their behalf | 0:28:25 | 0:28:28
the advice I was given that he
should submit yet another subject | 0:28:28 | 0:28:32
access request even though he had
already done so twice. My | 0:28:32 | 0:28:37
constituents requires this proof of
servers saw his grandchildren may | 0:28:37 | 0:28:41
get British passports. Clear
guidance is needed urgent. I know | 0:28:41 | 0:28:48
the leader of the house is listed US
in following up issues and I'm sure | 0:28:48 | 0:28:54
she will pick this one up and deal
with it through MOD to try to seek | 0:28:54 | 0:28:58
further clarification. Can we have
an urgent statement on the fact that | 0:28:58 | 0:29:08
despite government guidelines
hospital car parking charges for | 0:29:08 | 0:29:10
most people have increased by 47%
and 50% of hospitals charge disabled | 0:29:10 | 0:29:16
people to park. I don't know if my
honourable friend saw the campaign | 0:29:16 | 0:29:21
over Christmas which showed how
patients are suffering because of | 0:29:21 | 0:29:24
high hospital car parking costs. Can
you write to the Health Secretary | 0:29:24 | 0:29:28
and get an urgent statement? I know
my honourable friend has been a | 0:29:28 | 0:29:36
long-term campaigner over this
issue. He raises an important issue | 0:29:36 | 0:29:39
that I am sure will be discussed in
more detail at the next set of | 0:29:39 | 0:29:43
questions when they are due but he
is welcome to seek to secure a | 0:29:43 | 0:29:48
Westminster hall debate for an
important issue for many on both | 0:29:48 | 0:29:52
sides of the chamber. While
conducting a survey on bus services | 0:29:52 | 0:29:58
in my constituency of Barnsley East
I heard time and again the needs of | 0:29:58 | 0:30:02
residents are being ignored by bus
companies who prioritise profits or | 0:30:02 | 0:30:06
passengers. Can we have a debate on
allowing local authorities to | 0:30:06 | 0:30:10
operate bus companies to ensure they
are run in the interest of local | 0:30:10 | 0:30:14
people. I'm sure she will be aware
we recently passed the bus services | 0:30:14 | 0:30:22
act to allow greater opportunities
to local councils to decide how they | 0:30:22 | 0:30:27
deploy their bus services. Transport
questions is the perfect opportunity | 0:30:27 | 0:30:30
to raise that question in the
chamber to a minister who will know | 0:30:30 | 0:30:34
better answer than I. Can we have a
debate on how this government is | 0:30:34 | 0:30:42
supporting growth deals? We have
ambitious plans going forward but we | 0:30:42 | 0:30:45
need both governments to work
together to deliver the best | 0:30:45 | 0:30:49
possible results. Does my honourable
friend agree that comments this week | 0:30:49 | 0:30:53
from the SNP that they may go it
alone with some deals would actually | 0:30:53 | 0:30:58
be counter-productive and deliver
far less to our area than a joint | 0:30:58 | 0:31:02
growth deal with UK and Scottish
governments? Further proof should I | 0:31:02 | 0:31:10
needed that the more noise I hear
opposite the further proof I have we | 0:31:10 | 0:31:13
are doing the right thing. It is
important that as a Westminster | 0:31:13 | 0:31:18
government we do all we can to
support local growth in areas of | 0:31:18 | 0:31:21
Scotland. Will the Minister make
sure the Foreign Secretary comes to | 0:31:21 | 0:31:28
the house to explain his policy on
Bermuda? Last summer Bermuda was | 0:31:28 | 0:31:34
required to introduce same-sex
marriage which it has now done. Six | 0:31:34 | 0:31:38
months later the Bermudan parliament
is begging the Foreign Secretary to | 0:31:38 | 0:31:42
allow them to cancel same-sex
marriage. This is a retrograde step, | 0:31:42 | 0:31:47
six couples who are already married
would be unmarried which even this | 0:31:47 | 0:31:50
government must think is wrong? Can
he make sure the Bermudan Parliament | 0:31:50 | 0:31:57
is told firmly no way we are
sticking with same-sex marriage. At | 0:31:57 | 0:32:08
the moment, this is a moment I have
long waited for, to face over the | 0:32:08 | 0:32:14
dispatch box. A very important point
has been raised, I will make sure | 0:32:14 | 0:32:22
leaders of the house communicate to
get the answer that is sought | 0:32:22 | 0:32:26
because it is an important point. In
his previous role my honourable | 0:32:26 | 0:32:32
friend conducted a detailed
consultation on disabled access at | 0:32:32 | 0:32:35
stations. And many of my
constituents took the opportunity to | 0:32:35 | 0:32:40
ask for lifts to be installed. Could
he therefore arrange for his | 0:32:40 | 0:32:45
successor to come to the house and
make a statement on what is going to | 0:32:45 | 0:32:49
happen now on providing proper
disabled access to our stations | 0:32:49 | 0:32:52
across the country. It's quite right
to stress the importance of | 0:32:52 | 0:32:59
improving disabled access, he will
be more than aware we have an | 0:32:59 | 0:33:02
ongoing consultation. I spent a very
happy Christmas reading all the | 0:33:02 | 0:33:07
replies and I am aware of the
interest, access of all is an | 0:33:07 | 0:33:13
important programme. I know the
government is considering carefully | 0:33:13 | 0:33:16
how best to target it and there will
be an announcement in due course as | 0:33:16 | 0:33:19
to how it will be responded to. Mr
Speaker not everybody had a good New | 0:33:19 | 0:33:26
Year. Another four young men were
killed and stabbed on New Year's Eve | 0:33:26 | 0:33:31
in London. Clearly our thoughts go
out to the family and friends | 0:33:31 | 0:33:35
dealing with such tragic loss. What
we need to know is when will the | 0:33:35 | 0:33:41
government serious violent strategy
be published and can I urge the | 0:33:41 | 0:33:46
government to look at the root
causes of youth violence as part of | 0:33:46 | 0:33:51
the strategy? We all share the shock
at what occurred on New Year's Eve | 0:33:51 | 0:33:55
and the early hours of New Year 's
morning, I was horrified when I saw | 0:33:55 | 0:33:59
the news the next day. She will be
aware a lot of work has been going | 0:33:59 | 0:34:02
on on the heart of the Mayor of
London, the image in them may have | 0:34:02 | 0:34:06
boots and the Home Office to make
sure we look carefully at how we use | 0:34:06 | 0:34:10
stop and search powers. An important
and powerful point is made and I | 0:34:10 | 0:34:13
make sure we get a suitable action
to the date of publication as soon | 0:34:13 | 0:34:17
as we can. Privy Council business in
Sandringham but the residents of | 0:34:17 | 0:34:25
Sandringham in Worsley have had to
put up with derelict shops falling | 0:34:25 | 0:34:29
into rack and ruin over many years.
Could we have a debate in government | 0:34:29 | 0:34:35
time on local authorities powers to
deal with derelict buildings and | 0:34:35 | 0:34:38
bring them back into use whether as
shops, commercial or housing. I can | 0:34:38 | 0:34:45
only applaud the dexterity, I know
from my own experience that vacant | 0:34:45 | 0:34:49
houses can take a long, long
councils for local councils to get | 0:34:49 | 0:34:53
ownership of so it's right, I would
urge him to apply for a Westminster | 0:34:53 | 0:34:57
hall debate. Has the temporary
shadow leader seen EDM 775 on | 0:34:57 | 0:35:12
airline charges for musical
instruments I declare my interest as | 0:35:12 | 0:35:15
a member of the musicians union.
Airlines are increasingly making | 0:35:15 | 0:35:18
life difficult for musicians with
guitar sized and smaller musical | 0:35:18 | 0:35:23
instruments and is it not time for
the government to have a debate | 0:35:23 | 0:35:26
about this or at least Colin the
airlines to talk to them about | 0:35:26 | 0:35:29
setting up a code of conduct of some
kind to make sure talented musicians | 0:35:29 | 0:35:34
are not appeared in this way? I know
he has raised this before on a | 0:35:34 | 0:35:40
number of occasions. I am not yet at
the stage of taking that broke back | 0:35:40 | 0:35:44
for bedtime reading. As you know we
have transport questions on Thursday | 0:35:44 | 0:35:48
which is a perfect opportunity to
speak to the new aviation minister | 0:35:48 | 0:35:52
to see what they have about what I
know is an important issue | 0:35:52 | 0:35:56
particularly those with larger
instruments can be a real challenge. | 0:35:56 | 0:36:01
I know the importance my honourable
friend places on apprenticeships, | 0:36:01 | 0:36:05
could we have a debate on the
importance of further education | 0:36:05 | 0:36:08
colleges such as Stafford and
Newcastle College in Staffordshire | 0:36:08 | 0:36:12
on providing those high quality
apprenticeships locally. Quite right | 0:36:12 | 0:36:17
to make sure we have all possible
education avenues further education | 0:36:17 | 0:36:25
is really important I have a superb
provider in my own constituency and | 0:36:25 | 0:36:29
I know he does as well so I hope,
maybe reply to the backbench | 0:36:29 | 0:36:34
business committee so we can all
have a say in that important matter. | 0:36:34 | 0:36:39
The report support services in my
constituency has recognising motions | 0:36:39 | 0:36:45
at 31 so can we have a debate or
statement on funding for volunteer | 0:36:45 | 0:36:50
support services to ensure they have
the resources to empower women and | 0:36:50 | 0:36:55
defeat isolation? I know this is an
issue the leader of the house | 0:36:55 | 0:36:59
attaches great importance to as does
the Home Secretary. I am sure he | 0:36:59 | 0:37:03
will join me in praising the work of
the local organisation. I would urge | 0:37:03 | 0:37:07
him to keep pressing for debate
opportunities in the house to bring | 0:37:07 | 0:37:11
attention to what I know is an
important issue for all honourable | 0:37:11 | 0:37:15
members across house. With the
threat of a national supermarket | 0:37:15 | 0:37:21
chain looking to take over a highly
influential high-street location the | 0:37:21 | 0:37:26
people in my constituency came
together to find a building known as | 0:37:26 | 0:37:30
the corn exchange, 220 people
invested in the project which | 0:37:30 | 0:37:33
completed at Christmas time and now
offers three outstanding shops and | 0:37:33 | 0:37:37
flats for rent. This is a prime
example of an ambitious community | 0:37:37 | 0:37:40
led project so could we have a
debate on what more the government | 0:37:40 | 0:37:44
can do to encourage such outstanding
community projects? I praise the | 0:37:44 | 0:37:50
project what they have achieved. I
would direct all honourable members | 0:37:50 | 0:37:53
to look more closely at the
committee ownership schemes. There | 0:37:53 | 0:38:01
is such a fertile ground for all
community projects, plenty of | 0:38:01 | 0:38:05
opportunity out there to make sure
we can do what we can in our local | 0:38:05 | 0:38:08
times. For some years I have been in
correspondence with the chief | 0:38:08 | 0:38:16
executive of persimmons about houses
which were built in my constituency | 0:38:16 | 0:38:20
and there are gardens slipping into
the drain. I got no response until I | 0:38:20 | 0:38:24
threaten to raise it in Parliament
but when I held that same chief | 0:38:24 | 0:38:29
executive was to receive £110
million as a bonus on the back of | 0:38:29 | 0:38:34
the government policy of right to
buy which equates to about £3100 per | 0:38:34 | 0:38:39
house built, I wondered if the
government think it's now time to | 0:38:39 | 0:38:43
have a debate in this house about
corporate greed and corporate | 0:38:43 | 0:38:48
responsibility? She has raised an
important issue in her constituency | 0:38:48 | 0:38:54
already in the chamber but I might
urge it to go further and secure a | 0:38:54 | 0:38:58
debate in the general debate perhaps
to raise the issue more thoroughly | 0:38:58 | 0:39:01
because it sounds as though it
deserves it. Mr Speaker given the | 0:39:01 | 0:39:08
challenges the NHS services
regularly faced during the winter | 0:39:08 | 0:39:11
period and the excellent cost
effective contribution local GP | 0:39:11 | 0:39:13
services can make in easing a and E
pressures in particular can we have | 0:39:13 | 0:39:18
an urgent debate on the support
government can give to ensure the | 0:39:18 | 0:39:24
surgeries are fully equipped to give
the required primary care? I think | 0:39:24 | 0:39:28
my honourable friend makes an
important point about how we need to | 0:39:28 | 0:39:32
ensure we manage rising demand with
2.9 million more attendances at | 0:39:32 | 0:39:38
accident and emergency since 2010.
We have a dynamically changing | 0:39:38 | 0:39:41
health care demand pattern out
there. It's important we do all we | 0:39:41 | 0:39:45
can in our local communities to
manage that demand better. GPs have | 0:39:45 | 0:39:49
a clear role to play in that and I
hope things can be further looked at | 0:39:49 | 0:39:54
in this chamber. Closes tomorrow in
the face of massive public | 0:39:54 | 0:40:01
opposition so when will the new
employment Minister come to this | 0:40:01 | 0:40:04
house and offer us reassurances that
no further job centres in Glasgow | 0:40:04 | 0:40:07
will be under threat? I hear what is
said and I understand the concern, | 0:40:07 | 0:40:17
we are increasingly number of job
centre plus staff in Scotland and | 0:40:17 | 0:40:21
across the country to provide
support to those who need it most. | 0:40:21 | 0:40:25
There are smaller offices being
merged into bigger sites. We have | 0:40:25 | 0:40:30
consulted the public in areas where
people will have to travel more than | 0:40:30 | 0:40:33
three miles and more than 20
minutes. If he remains concerned | 0:40:33 | 0:40:36
about his own particular example in
Glasgow I urge him to secure a | 0:40:36 | 0:40:40
debate on that issue to get more
detailed answers. Woolly honourable | 0:40:40 | 0:40:48
gentleman agree with me the last
seven years have seen excessive | 0:40:48 | 0:40:51
increase in air pollution, marine
pollution, pollution of the | 0:40:51 | 0:40:56
countryside, isn't it about time we
had an early debate that took real | 0:40:56 | 0:41:00
scrutiny on the record of this
government and its environmental | 0:41:00 | 0:41:03
protection policies? | 0:41:03 | 0:41:04
A doughty attendee, at all Question
Time 's. He has made some very | 0:41:09 | 0:41:15
important issues. We have a 25
environment plan, that is the | 0:41:15 | 0:41:22
obvious vehicle, he has rightly
raise this concern. | 0:41:22 | 0:41:29
Martin Doherty queues. Clydebank
will be celebrating the opening of | 0:41:30 | 0:41:37
their new headquarters, they will
continue after 25 years offering | 0:41:37 | 0:41:40
support to those suffering from an
seeking compensation from | 0:41:40 | 0:41:43
asbestos-related conditions, does
Minister join me in congratulating | 0:41:43 | 0:41:47
him but also think it is time the
government abated whether those | 0:41:47 | 0:41:52
living in England and Wales received
the same compensation given by the | 0:41:52 | 0:41:58
Parliament of Holly Road and
Scotland for those suffering from it | 0:41:58 | 0:42:01
over ten years ago. I very much
support what he has got to say about | 0:42:01 | 0:42:06
it, and the support in his part of
Scotland, I also hear his case. Most | 0:42:06 | 0:42:19
recent figures show 69% of new
houses built in the north-west are | 0:42:19 | 0:42:26
unnecessarily sold as leasehold,
leaving homeowners at the mercy of | 0:42:26 | 0:42:30
cowboy financiers, who by their
freeholds in job lots in order to | 0:42:30 | 0:42:36
exploit them financially. He gave a
poor answer to my honourable friend | 0:42:36 | 0:42:40
the member for Holton who asked
about this earlier. -- buy. Can we | 0:42:40 | 0:42:45
have an urgent debate in government
time about what this government will | 0:42:45 | 0:42:47
do now to help thousands of people
including many of my constituents, | 0:42:47 | 0:42:54
subject to this appalling financial
exploitation. On always disappointed | 0:42:54 | 0:43:03
by these concerns. The Prime
Minister was clear yesterday, | 0:43:03 | 0:43:08
bringing forward changes to
legislation. I suggest she urges a | 0:43:08 | 0:43:13
degree of patience, to make sure we
get it right, and then we can | 0:43:13 | 0:43:17
discuss the proposals. Can I press
the minister, when will there be a | 0:43:17 | 0:43:24
statement from the government on the
PR launch by the Prime Minister on | 0:43:24 | 0:43:29
the 25 year plan for the
environment, when will we see it? As | 0:43:29 | 0:43:35
the honourable lady for... If the
honourable lady for Cardiff will let | 0:43:35 | 0:43:41
me have a chance to get my mouth in
gear to say something. My voice box | 0:43:41 | 0:43:46
does not operate at the same speed
as everybody else, please be | 0:43:46 | 0:43:49
patient. I'm sure you will agree
with me, the secretary of State for | 0:43:49 | 0:43:56
Defra will be keen to make sure the
house is fully aware of all we are | 0:43:56 | 0:44:00
seeking to do in terms of
environmental plans and will not | 0:44:00 | 0:44:03
have to wait long to hear in this
place for what we are seeking to do. | 0:44:03 | 0:44:08
Important announcements will be made
today, I'm sure we will have a | 0:44:08 | 0:44:12
further opportunity to discuss in
the days and weeks to come. The | 0:44:12 | 0:44:20
government's welcome review into
fixed odds betting terminals will be | 0:44:20 | 0:44:24
a looking to change the stakes, many
issues around policy without the | 0:44:24 | 0:44:28
need for primary legislation. We do
not want this to be delayed any | 0:44:28 | 0:44:34
further but it does leave a
democratic deficit, will the | 0:44:34 | 0:44:36
government allow for a debate in
government time around this, so that | 0:44:36 | 0:44:42
we can sure that this crucial issue
is properly debated. A number of | 0:44:42 | 0:44:45
debates in the house in this issue,
it is an important one in my own | 0:44:45 | 0:44:51
constituency, as I know from my own
casework, I would urge the | 0:44:51 | 0:44:55
honourable gentleman to make sure he
is applying for all sorts of debate, | 0:44:55 | 0:44:59
so we can explore the issue further.
Another announcement is coming in | 0:44:59 | 0:45:02
due course. | 0:45:02 | 0:45:06
We have seen a rise in mopeds
related crime and knife crime, | 0:45:08 | 0:45:14
prosecution rates have flat line.
Will the government provide time to | 0:45:14 | 0:45:18
debate this inability to provide
justice to victims and families and | 0:45:18 | 0:45:22
when will the government improve its
shabby track record? I'm sure you | 0:45:22 | 0:45:26
will recognise the volume of work
undergone right now. To understand | 0:45:26 | 0:45:35
what the underlying causes are, that
leads to increase have seen. It is | 0:45:35 | 0:45:41
quite right to press the government,
I urge them to do so through the | 0:45:41 | 0:45:45
usual challenges. | 0:45:45 | 0:45:49
This week, the Cabinet Office
confirmed to me the target | 0:45:53 | 0:45:57
turnaround time for response to
members is 20 days and yet in | 0:45:57 | 0:46:01
letters I have sent, it took two
months to get a letter from the | 0:46:01 | 0:46:05
Chancellor, I am now approaching 100
days and counting for a response | 0:46:05 | 0:46:09
from the Environment Secretary. And
two months waiting for a response | 0:46:09 | 0:46:14
from the energy minister, can you
outline what is going to be done to | 0:46:14 | 0:46:18
hold this new dynamic to account in
terms of responding to the | 0:46:18 | 0:46:21
honourable members. The leader of
the house takes this immensely | 0:46:21 | 0:46:26
seriously, as I did when I was a
responding minister. They are | 0:46:26 | 0:46:32
monitored carefully, I would urge
them to ensure that we chase this | 0:46:32 | 0:46:36
up. But I will make sure as leader
of the house that we will always | 0:46:36 | 0:46:44
strive for continuous improvement.
Can the Minister make time to debate | 0:46:44 | 0:46:49
the planned closure of the Unilever
and Britvic plants in Norwich South, | 0:46:49 | 0:46:53
local people want the government
ministers to take action, so far we | 0:46:53 | 0:46:59
have a Business Secretary refusing
to come to the city and meet the | 0:46:59 | 0:47:03
workers, another Trade Minister who
says he does not want to be | 0:47:03 | 0:47:07
involved, and another Business
Minister who said that he actively | 0:47:07 | 0:47:11
wants to see the plant closed.
Please, pull your finger out. I | 0:47:11 | 0:47:18
heard the point of order yesterday,
this concerns many people Unilever | 0:47:18 | 0:47:23
employees will feel uncertainty. The
government is disappointed that | 0:47:23 | 0:47:31
Unilever has closed the Norwich
plant, we welcome the commitment to | 0:47:31 | 0:47:34
maintain most of the production in
Norwich, we stand-by ready to help | 0:47:34 | 0:47:38
the workforce wherever we can, we
need to work with Unilever to get | 0:47:38 | 0:47:49
further clarity. The automotive
sector in this country is facing | 0:47:49 | 0:47:51
challenging times, no more than in
my constituency, the Vauxhall car | 0:47:51 | 0:47:57
plant, another 250 redundancies were
announced on top of 400 last | 0:47:57 | 0:48:01
October, can we have a debate as a
matter of urgency about what are the | 0:48:01 | 0:48:05
practical steps the government can
do to protect manufacturing jobs and | 0:48:05 | 0:48:08
protect the future of the car plant.
You will not be surprised if here | 0:48:08 | 0:48:16
that I understand the importance of
Vauxhall Lotus to the community, I | 0:48:16 | 0:48:20
was disappointed to hear of the job
losses. The response has been put | 0:48:20 | 0:48:24
into action, the government is
trying to in gauge with Vauxhall | 0:48:24 | 0:48:28
further, throughout the process, to
do all we can to protect UK jobs and | 0:48:28 | 0:48:32
help those who are affected. --
trying to engage. We will make sure | 0:48:32 | 0:48:39
the leader of the house passes them
on to me to debate. You may be aware | 0:48:39 | 0:48:44
of the concern that many parents
have about skin gambling and looped | 0:48:44 | 0:48:48
boxes and worries in the video games
sector of authorised third-party | 0:48:48 | 0:48:53
websites selling those items,
turning young people into gamblers, | 0:48:53 | 0:48:58
and reports of young people losing a
great deal of money very quickly. | 0:48:58 | 0:49:02
Can we have a debate in government
time on how best to protect young | 0:49:02 | 0:49:05
people and safeguard successful and
vibrant video game industry. He has | 0:49:05 | 0:49:11
raised an important example of how
Internet element and technology can | 0:49:11 | 0:49:17
see new threats and dangers, we need
to make sure we are fully prepared | 0:49:17 | 0:49:20
for them. He raises an important
point, it is important to move for a | 0:49:20 | 0:49:25
debate which will make sure the
ministers look to it more fully. | 0:49:25 | 0:49:32
Minister has already commented on
the European withdrawal Bill clause | 0:49:32 | 0:49:36
11, and the debates and discussions
taking place elsewhere regarding | 0:49:36 | 0:49:39
this, could we have an urgent
statement rectifying the record | 0:49:39 | 0:49:43
where assurances were made to
members across the house that the | 0:49:43 | 0:49:46
amendments would be tabled next
week. I have listened carefully to | 0:49:46 | 0:49:51
his many assiduous points of order
that have been made here, and you | 0:49:51 | 0:49:56
will have heard my earlier reply
that the government is committed to | 0:49:56 | 0:49:59
making sure this is tabled. Can only
do so when negotiations are | 0:49:59 | 0:50:03
successfully concluded, intensifying
efforts, and making sure it is as | 0:50:03 | 0:50:10
soon as possible. Despite not one
single minister setting foot in any | 0:50:10 | 0:50:14
of the job centres is government
will close in Glasgow which start | 0:50:14 | 0:50:17
from tomorrow, they plan to go ahead
anyway. Can we have a statement | 0:50:17 | 0:50:22
because this news comes in the same
week that privately owned first bus | 0:50:22 | 0:50:26
is increasing fares by up to 40% for
sums travellers in the city. When | 0:50:26 | 0:50:33
this programme of closures finishes,
there will be nine centres, there | 0:50:33 | 0:50:36
are currently 16, we need an urgent
debate, will he facilitate it? I | 0:50:36 | 0:50:41
know that this has been discussed on
a number of occasions, what I would | 0:50:41 | 0:50:45
ask him to focus on is not just the
input, but the output, having more | 0:50:45 | 0:50:52
available over Glasgow. We need the
support from the job centre. I have | 0:50:52 | 0:51:01
been working with two teenage
constituents whose... Daughters will | 0:51:01 | 0:51:09
not inherit any of the pension and
the money will go to be a strange | 0:51:09 | 0:51:14
second husband. Can we have a
statement about the issue of | 0:51:14 | 0:51:18
wrongful inheritance, please.
Important point, not one that I can | 0:51:18 | 0:51:25
give them an answer to. Make it a
statement of fact from the relevant | 0:51:25 | 0:51:34
department. Results of a survey of
bullying in this place, results | 0:51:34 | 0:51:46
which will come as no surprise to
the members of the Unite | 0:51:46 | 0:51:50
Parliamentary staff Branch. In view
of this survey, can you tell the | 0:51:50 | 0:51:53
house whether there is progress on
publication of the report into | 0:51:53 | 0:51:57
bullying and sexual harassment. I am
sure he will be aware that the | 0:51:57 | 0:52:02
leader of the house is taken is
extremely seriously, playing a key | 0:52:02 | 0:52:05
role in working with the house on
the working group that is trying to | 0:52:05 | 0:52:10
come up with a cross-party consensus
on what steps should be taken. | 0:52:10 | 0:52:16
Whatever the venue, workplace
bullying is wrong, more so than ever | 0:52:16 | 0:52:19
in this place, we all rely on the
people who work so hard in private | 0:52:19 | 0:52:24
offices to manage both the
constituency and the business and | 0:52:24 | 0:52:26
what we do here in Westminster
should be retreated -- treated with | 0:52:26 | 0:52:32
respect at all times. Can I first of
also, I'm very grateful to the Prime | 0:52:32 | 0:52:40
Minister for raising the importance
of freedom of religion and belief in | 0:52:40 | 0:52:43
a Christmas message. December last
year, eyewitness the alarming scale | 0:52:43 | 0:52:47
of deaths in farmers in Nigeria's
middle belt. There were attacks on | 0:52:47 | 0:52:58
Christian communities. Could the
Minister request a statement of | 0:52:58 | 0:53:04
review of the trainee the UK provide
to the Nigerian Armed Forces to | 0:53:04 | 0:53:08
ensure that these interests are
protected. And assiduous campaign on | 0:53:08 | 0:53:13
this, and many numerous rates from
this issue, my constituents contact | 0:53:13 | 0:53:19
me with these concerns as well, so I
congratulate him on his persistence | 0:53:19 | 0:53:24
and urge him to continue with those
debates, they raise an important | 0:53:24 | 0:53:27
issue. The minister will be made
aware today of the impending closure | 0:53:27 | 0:53:32
of the job centres, which serves
half of my constituency but may not | 0:53:32 | 0:53:36
be aware of the Freedom of
information request put in for an | 0:53:36 | 0:53:39
impact assessment of the closure,
the nearest job centre will be three | 0:53:39 | 0:53:42
miles away, and at a distant pro
portion at impact will be had on | 0:53:42 | 0:53:47
those with caring responsibilities,
women and ethnic Norwich is, so will | 0:53:47 | 0:53:50
the Minister insist that the new
Minister attends this, on the impact | 0:53:50 | 0:53:55
of and how he will mitigate them. --
women and ethnic minorities. Longer | 0:53:55 | 0:54:04
journey times will have a full
public consultation on the decision, | 0:54:04 | 0:54:07
what I also said to the honourable
member, which is, I would like into | 0:54:07 | 0:54:12
focus as much is possible on the
outputs of the process, with more | 0:54:12 | 0:54:18
work coaches assisting his
constituents. The Scottish | 0:54:18 | 0:54:22
Government has twice now written to
the outgoing Secretary of State | 0:54:22 | 0:54:25
asking to intervene to save jobs in
the culture and sport sector, | 0:54:25 | 0:54:30
following a decline in revenues. Can
