raises important issues of progress

with that and the work on harassment

quality. That is incredibly

The reason for the motion regarding

this is a decision for the House,

can afford to justify the undoubted
amount of work that needs replaced | 0:09:25 | 0:09:29 | |
to restore this palace, with over a
million visitors a year, at a time | 0:09:29 | 0:09:35 | |
when there are great fiscal
constraints. It is a genuinely open | 0:09:35 | 0:09:39 | |
decision that the House needs to
make, and the government has tried | 0:09:39 | 0:09:43 | |
to take into account the broad range
of views across the House on what | 0:09:43 | 0:09:47 | |
should happen, and put forward first
of all an open discussion about | 0:09:47 | 0:09:51 | |
whether the House is willing to bear
the cost from the taxpayers' purse, | 0:09:51 | 0:09:58 | |
and secondly, if the House does
believe that now is the time, then | 0:09:58 | 0:10:01 | |
how do we go about it to ensure the
very best value for taxpayers? She | 0:10:01 | 0:10:06 | |
has asked to look at the update of
ministerial responsibility. I will | 0:10:06 | 0:10:12 | |
take that away and do that. She
talks about environmental protection | 0:10:12 | 0:10:17 | |
and the work Labour has done on
recycling in Wales. I would like to | 0:10:17 | 0:10:20 | |
point out that this government was a
key contributor to one of the | 0:10:20 | 0:10:29 | |
greatest truly global legally
binding agreements to tackle climate | 0:10:29 | 0:10:31 | |
change, which was the Palace
agreement. Also, the fantastic piece | 0:10:31 | 0:10:44 | |
of news that in June 2016, wind,
nuclear and solar power generated | 0:10:44 | 0:10:49 | |
more nuclear power than gas and coal
combined. The UK is doing an | 0:10:49 | 0:10:53 | |
incredibly good job in decarbonising
and tackling climate change. This | 0:10:53 | 0:11:02 | |
government has kept 9 billion
plastic bags out of circulation | 0:11:02 | 0:11:06 | |
through the 5p charge, and is
spending £95 million generated on | 0:11:06 | 0:11:11 | |
good causes. She raises Swansea Bay,
which as she knows is still under | 0:11:11 | 0:11:19 | |
review. It is an expensive project,
and vital we get good value for | 0:11:19 | 0:11:23 | |
taxpayers. Regarding the cost of
burials for children, I am very | 0:11:23 | 0:11:28 | |
sympathetic to her honourable friend
who has raised this with me a number | 0:11:28 | 0:11:34 | |
of times. I will look at whether
more can be done, but often funeral | 0:11:34 | 0:11:43 | |
directors and local councils can
pick up such costs, and whether | 0:11:43 | 0:11:46 | |
there should be something more
centrally managed to address it, but | 0:11:46 | 0:11:49 | |
I pay tribute to the honourable lady
of what is a good campaign. She | 0:11:49 | 0:11:54 | |
talks about Carillion, an incredibly
important and huge issue, as all | 0:11:54 | 0:12:04 | |
members will appreciate. There was a
statement just this week from the | 0:12:04 | 0:12:10 | |
Minister, the Duchy of Lancashire,
and he has made it clear that the | 0:12:10 | 0:12:15 | |
government is working on contingency
plans, it is a very troubling time | 0:12:15 | 0:12:20 | |
for many employees of Carillion, and
those who are contractors and those | 0:12:20 | 0:12:25 | |
providing public services, the
government will absolutely undertake | 0:12:25 | 0:12:29 | |
to ensure all public services
continue to be paid for and that | 0:12:29 | 0:12:33 | |
those employees continue to be paid
for the work they do. There are many | 0:12:33 | 0:12:37 | |
different resources ranging from a
helpline from the insolvency | 0:12:37 | 0:12:45 | |
services themselves, by businesses
and employees that want more | 0:12:45 | 0:12:48 | |
information. This is a difficult
time that the government is doing | 0:12:48 | 0:12:51 | |
everything it can as quickly as it
can to try to resolve issues and | 0:12:51 | 0:12:54 | |
preserve as many jobs as possible.
As usual, a great number of members | 0:12:54 | 0:13:01 | |
are looking to catch my eye. It
might be useful to the House to know | 0:13:01 | 0:13:05 | |
that there is a select committee
statement to follow, and that | 0:13:05 | 0:13:10 | |
approximately 50 honourable members
are looking to contribute to the two | 0:13:10 | 0:13:13 | |
debates taking place under the
auspices of the backbench business | 0:13:13 | 0:13:18 | |
committee later. So if I am to
accommodate the level of interest or | 0:13:18 | 0:13:21 | |
get near to doing so, there is a
premium on brevity. I also welcome | 0:13:21 | 0:13:31 | |
what the leader has said about there
being a genuine choice in repair or | 0:13:31 | 0:13:38 | |
renewal. It is important to reflect
because there is a lot of public | 0:13:38 | 0:13:42 | |
money involved and we have to
justify to constituents that it is | 0:13:42 | 0:13:45 | |
the right thing to do, so, can I
commend the leader on her approach? | 0:13:45 | 0:13:52 | |
I am grateful to my honourable
friend for his contribution and I | 0:13:52 | 0:13:56 | |
think he is right, this needs to be
a decision by the House and it is | 0:13:56 | 0:14:02 | |
vital that we take into account the
value and importance of this | 0:14:02 | 0:14:08 | |
building as a historic national
icon, that attracts many hundreds of | 0:14:08 | 0:14:14 | |
thousands of tourists,
schoolchildren and so on, and | 0:14:14 | 0:14:18 | |
there's the seat of our democracy,
but on the other side of that it is | 0:14:18 | 0:14:22 | |
vital we consider the cost to the
taxpayer and value for taxpayers. | 0:14:22 | 0:14:29 | |

where the Scottish people have no

whatsoever, and I do not think this

like we are taking power back excuse

Taking back unelected bureaucrats to
hand it over to aristocrats and | 0:15:09 | 0:15:17 | |
bishops. But they are British

the government get this bill

to be ennobled, and we have the gall

about patronage and the quality of

have to get three new momentum style

the are ermine for the few. The

with a series of amendments to this

the House to think again about the

there is sufficient time. We wasted
two hours yesterday for the simple | 0:16:12 | 0:16:23 | |
process of just recording a vote.
Throughout the course of the | 0:16:23 | 0:16:27 | |
European bell, 14 hours were lost,
standing in packed lobby is doing | 0:16:27 | 0:16:34 | |
absolutely nothing. We have to
seriously review how we do work | 0:16:34 | 0:16:39 | |
here. We have to replace this
antiquated relic about how we vote | 0:16:39 | 0:16:43 | |
in the House and replace it with
electronic voting. The leader has to | 0:16:43 | 0:16:55 | |
get this started. I am grateful for

reached a conclusion, and surely it

it. Surely he would agree. I think

view, which he is not a fan of the
other House. For my part, the view | 0:17:30 | 0:17:37 | |
we taken a large part in this
chamber is that the other place | 0:17:37 | 0:17:41 | |
carries out an incredibly valuable
job revising legislation, including | 0:17:41 | 0:17:46 | |
legislation. There is some real
expertise in the other place that | 0:17:46 | 0:17:49 | |
weekend on to be able to add to the

support it. He talks about R and R,

has not met, often meeting in the

to raise issues with ministers, the

and the honourable gentleman is
shouting from his sedentary position | 0:18:38 | 0:18:41 | |
that it is all right for us, but I
sometimes do meet with the | 0:18:41 | 0:18:44 | |
honourable gentleman to discuss
issues of common interest. So, I | 0:18:44 | 0:18:49 | |
personally feel the lobby has a
valuable role to play. It is one of | 0:18:49 | 0:18:56 | |
the wrongs of this House to
scrutinise the work of government. | 0:18:56 | 0:18:59 | |
So, could I ask my right honourable
friend to help me get proper answers | 0:18:59 | 0:19:04 | |
to two written questions I have
tabled about financial services. The | 0:19:04 | 0:19:20 | |
answer I received was from an
account called, no reply, and a | 0:19:20 | 0:19:26 | |
truly lived up to that title. I am

and very happy to take it up with

right honourable friend. But can I

State said last night when he paid

honourable members across the House,

been shown to be listening very

to the bill, and has adopted many
suggestions made by members across | 0:19:52 | 0:19:56 | |
the House, but in regard to this
point I will take it up on her | 0:19:56 | 0:20:00 | |
behalf. My constituency is plagued
with dangerous driving in high | 0:20:00 | 0:20:08 | |
performance cars. Many are not
adequately insured, but they can | 0:20:08 | 0:20:13 | |
abuse the system and stay under the
police radar. Can we have a debate | 0:20:13 | 0:20:17 | |
about closing loopholes to make the
roads safer? I thank her for raising | 0:20:17 | 0:20:23 | |
something as she often does, which
is very important to people in her | 0:20:23 | 0:20:28 | |
area, and I encourage her to seek an
adjournment debate so she can raise | 0:20:28 | 0:20:33 | |
the specific examples she has in

the House laying the motions
regarding replacement and renewal of | 0:20:40 | 0:20:44 | |
Parliament. People up and down the
country are making tough decisions, | 0:20:44 | 0:20:49 | |
so will the Leader of the House

we exercise financial prudence in

the future of this House. My

out that whatever we do, whether we

in Parliament or whether we decide

the decision must be getting the

budget. The government is tackling

more doctors and nurses and to

ensure that via the proposal of an

oversee the restoration and renewal

reflect the absolute need to ensure

done with the best value for
taxpayers money in mind and the | 0:31:30 | 0:31:34 | |
Tigers control possible on costs. If
people stabbed then murdered in | 0:31:34 | 0:31:43 | |
London in 2017, 30 7,000 knife crime

26%. This is an epidemic. A tragedy.

themselves alone and without social

right. I am happy to pay tribute to

a regular basis, which goes some way

inclusivity rules regarding Roman

young constituents from a primary

asylum seekers and refugees. Could

we can actually stand up for refugee
children around the world. The issue | 0:41:22 | 0:41:32 | |
of refugee children is a very grave
one, and this country has been very | 0:41:32 | 0:41:39 | |
generous in taking in refugee
children, as she will no. There is | 0:41:39 | 0:41:42 | |
the UK French summit today, where
they will be further discussions | 0:41:42 | 0:41:46 | |
about refugee children trying to
cross into the United Kingdom, but | 0:41:46 | 0:41:49 | |
we can all be proud of the fact that
Eurostat figures show that in 2016 | 0:41:49 | 0:41:56 | |
the UK settled more refugees from
outside Europe than any other EU | 0:41:56 | 0:41:59 | |
member state. I wanted to remind the
House that the World Heritage site | 0:41:59 | 0:42:07 | |
is one of such importance to current
and future generations around the | 0:42:07 | 0:42:11 | |
world, so considering the
restoration of this building and the | 0:42:11 | 0:42:14 | |
difficult choices we have to make,
could I seek assurances that we will | 0:42:14 | 0:42:19 | |
consider not just our own purposes
in the building but those who visit | 0:42:19 | 0:42:22 | |
every year? He is exactly right,

This is an incredible building, not

million visitors every year hundreds

asked BT to move it, but because of

making money. Can we have a

suffering such crime? She has done a

House today, and I am hopeful she

values to the taxpayer of being able

deliver some services that are of

the public sector than bringing it
