The best that we can do to put fire

back in the engine of social Europe

is to build on what was agreed in

Gothenburg. We agreed a good

political statement there and I'd

like to see us turn that into

reality by using that protocol, that

proclamation, to guide European

legislation and built Arius -- in

those areas for years to come.

Actually, I like the idea of a

citizens' initiative. It is a good

idea and would be a good example of

direct democracy. We would also need

safeguards. 1 billion people is a

lot -- 1 million people is a lot but

within the European Union of it is

not so many. It has to reflect the

majority view and that is what

representatives best trip. To be

frank, it is our intention to

increase defence spending. Not to

the same level as other EU countries

but we intended to the spot to

reasons. First of, because of the

members of our defence forces, they

are poorly paid. We are restoring

and increasing their pay and that

involves an increase in defence

spending. We also need to replaced
