and emergency workers who are there as we these global challengds facing | :01:39. | :01:41. | |
the steel industry, he will be aware of the specific practical working | :01:42. | :01:48. | |
groups we have established `fter the summit, engaging the Welsh `nd | :01:49. | :01:51. | |
Scottish administrations, and the action that has been taken for the | :01:52. | :01:55. | |
Secretary of State for business at a European partner level, to get them | :01:56. | :02:02. | |
to focus seriously on tacklhng dumping and bring forward state aid | :02:03. | :02:05. | |
so we can compensate our stdel industry for the costs they face at | :02:06. | :02:11. | |
this time. What assurances can my right honourable friend givd me that | :02:12. | :02:18. | |
the procurement for life whhch infrastructure projects such as the | :02:19. | :02:22. | |
electrification of the mainline will prioritise British Steel? I am | :02:23. | :02:28. | |
grateful for him raising thhs question, it gives me an opportunity | :02:29. | :02:31. | |
to talk about a practical mdasure we have taken in recent weeks, which is | :02:32. | :02:37. | |
to change the guidelines for government departments on how they | :02:38. | :02:49. | |
use steel. Hopefully it will give more opportunity for UK stedl | :02:50. | :02:53. | |
manufacturer to win bigger contract, and with the government makhng | :02:54. | :02:58. | |
record investment into infrastructure, that is eight good | :02:59. | :03:04. | |
opportunity. If we do not t`ckle Chinese dumping, all of these other | :03:05. | :03:08. | |
measures will count for absolutely nothing. And the future for the | :03:09. | :03:11. | |
industry in this country is very bleak. I agree with the sentiment | :03:12. | :03:17. | |
and direction of the question. This is the backdrop to the glob`l | :03:18. | :03:21. | |
challenge and it is not just for the British Steel industry, but for the | :03:22. | :03:24. | |
steel industry in North America and all across Europe. This is the | :03:25. | :03:29. | |
backdrop, a glut of cheap Chinese steel, we are leading effort at | :03:30. | :03:34. | |
European level to tackle dulping. We have voted for the anti-dumping | :03:35. | :03:39. | |
measures in one specific section of the steel industry and we are | :03:40. | :03:44. | |
continuing those discussions. I thank my honourable friend for his | :03:45. | :03:48. | |
answers so far. What measurds is he taking, and his department, to lobby | :03:49. | :03:51. | |
other government departments to ensure that our infrastructtre | :03:52. | :03:59. | |
projects pre-order steel from Wales and other areas of the country to | :04:00. | :04:03. | |
ensure there is a future for steel in Wales? He is right, that taps | :04:04. | :04:09. | |
into the points I made about the changes we have made in procurement | :04:10. | :04:13. | |
guidelines. The crossrail project, for example, which used 50,000 | :04:14. | :04:19. | |
tonnes of steel from Celsa steel which I mentioned a few momdnts ago, | :04:20. | :04:24. | |
that is a great example of TK Government investing in | :04:25. | :04:27. | |
infrastructure, using the power of our procurement to create growth | :04:28. | :04:30. | |
opportunities for British steel manufacturers. ... The concdrning | :04:31. | :04:39. | |
news about the plant in Celsa, can he tell us anything more he knows | :04:40. | :04:42. | |
about the incident? And enstre there is full support for all responding | :04:43. | :04:50. | |
to and investigate in that hncident? The incident as I understand | :04:51. | :04:53. | |
happened in the last hour, ambulances are at the scene, I am | :04:54. | :04:58. | |
told by officials that therd are three injuries at fight and that is | :04:59. | :05:02. | |
all I know at this moment. Our thoughts are very much with the | :05:03. | :05:05. | |
workers, their families and emergency services the scend. Can I | :05:06. | :05:12. | |
first echo the words of the Secretary of State both in respect | :05:13. | :05:15. | |
of the tragic events in Parhs and the explosion at Celsa this morning. | :05:16. | :05:22. | |
Mr Speaker, the Secretary of State knows just how serious the crisis | :05:23. | :05:25. | |
facing the steel industry in Wales is, and indeed in the whole of the | :05:26. | :05:29. | |
UK. Four years ago, the Chancellor promised a conversation package to | :05:30. | :05:36. | |
the energy intensive industries -- compensation package. What | :05:37. | :05:39. | |
reassurance can he give to the thousands of workers in Walds whose | :05:40. | :05:42. | |
jobs depend on the steel industry that his government will deliver | :05:43. | :05:44. | |
that package by the end of this month? The point I would make first | :05:45. | :05:54. | |
up is that we are in the process of delivering that compensation. We | :05:55. | :05:59. | |
have already paid out ?50 mhllion in compensation to British stedl | :06:00. | :06:02. | |
companies, not least to companies based in Wales. The money is already | :06:03. | :06:06. | |
getting to the steel companhes. What we are talking about is getting that | :06:07. | :06:10. | |
final state aid clearance for the final element of the compensation | :06:11. | :06:13. | |
package which is really important for the steel companies, and we are | :06:14. | :06:19. | |
pressing hard to get that. Well Mr Speaker, after four years, his | :06:20. | :06:23. | |
government has still not finished negotiating one package. Th`t hardly | :06:24. | :06:26. | |
bodes well for the prime Minister is mating about EU reform. -- laking. | :06:27. | :06:33. | |
His government has made much of simply renewing existing | :06:34. | :06:37. | |
anti-dumping measures. With 94% of the Chinese steel that comes into | :06:38. | :06:42. | |
the EU flooding the UK markdt, can he explain why his ministerhal | :06:43. | :06:46. | |
colleague in the EU Council of ministers is blocking the | :06:47. | :06:50. | |
much-needed reform of the trade defence instruments? I am not sure | :06:51. | :06:55. | |
that the honourable lady is fully sighted in all the actions we are | :06:56. | :07:00. | |
taking at a European level on this issue. The Secretary of State for | :07:01. | :07:06. | |
business and his colleague, Minister of State for business, has been at | :07:07. | :07:10. | |
the forefront of discussions in negotiation at European levdl to get | :07:11. | :07:14. | |
change on this and get real, practical, urgent action on | :07:15. | :07:17. | |
anti-dumping, state aid cle`rance for the compensation for endrgy | :07:18. | :07:20. | |
costs, we are leading the w`y in trying to get change at European | :07:21. | :07:24. | |
