helpful to colleagues. Thank you. Business statement, the Leader of | :00:00. | :00:11.
the House. Andrea Leadsom. Thank you, Mr Speaker. The business for | :00:12. | :00:18.
next week will be Monday, 26th of June, the continuation of the debate | :00:19. | :00:22.
on the Queen's Speech on Brexit and foreign affairs. Tuesday, 27th of | :00:23. | :00:27.
June, continuation of the debate on the Queen's Speech on education and | :00:28. | :00:31.
local services. Wednesday, 28th of June: continuation of the debate on | :00:32. | :00:37.
the Queen's Speech on health, social care and security. Thursday, 29th | :00:38. | :00:40.
June, conclusion of the debate on the Queen's Speech on the economy | :00:41. | :00:55.
and jobs. Friday, 30 of the air travel organisers licensing Bill. | :00:56. | :01:00.
Colleagues will also wish to know that subject to approval by the | :01:01. | :01:04.
house today and the progress of business, the House will rise for | :01:05. | :01:09.
the summer recess on the third NEET 20th of July and return on the 5th | :01:10. | :01:15.
of September. -- the 20th of July. The House will rise in September and | :01:16. | :01:22.
return on Monday, ninth October. Thank you. Thank you, Mr Deputy | :01:23. | :01:31.
Speaker. Can I start by welcoming the House Leader of the House to her | :01:32. | :01:40.
post? He will make a fine Lord Chancellor, upholding the rule of | :01:41. | :01:47.
law. Mr Speaker, there are conventions and one of them is that | :01:48. | :01:52.
when a statutory instrument has been prayed against, the Government will | :01:53. | :01:56.
provide time for debate. Because the election was called, the debate on | :01:57. | :02:01.
tuition fee regulations and other clauses were not debated, although | :02:02. | :02:05.
scheduled for the 19th of April. Could the Leader of the House find | :02:06. | :02:11.
time for debates on those? This wonderful, resilient country of ours | :02:12. | :02:15.
is grieving, from Manchester to London Bridge, Westminster to | :02:16. | :02:19.
Finsbury Park, Kensington to that Liam Spencer, the pain of loss never | :02:20. | :02:30.
goes away, but it may lessen -- Batley and Spen. Earlier the Prime | :02:31. | :02:33.
Minister made a statement on Grenfell Tower. I am not sure why it | :02:34. | :02:37.
took a week for the primaries dipped to confirm all of those affected | :02:38. | :02:41.
could be housed nearby and any payments made to them will not | :02:42. | :02:45.
affect any other entitlement. Could I ask the Leader of the House to | :02:46. | :02:49.
confirm and perhaps she could do it in a letter and place it in the | :02:50. | :02:54.
library that the number of firefighters, councillors for | :02:55. | :02:57.
firefighters, it has been reduced from 14 to two under the previous | :02:58. | :03:03.
May, now the Foreign Secretary? Kensington council had the reserves | :03:04. | :03:06.
but not the staff to deal with the disaster. Other local authorities | :03:07. | :03:10.
are helping such as Ealing council, running the rest centre in Westway. | :03:11. | :03:14.
The prime Mr yesterday said it was the fault of the state at local and | :03:15. | :03:19.
national level. It is the elected members of the council and the | :03:20. | :03:22.
Government who are responsible and accountable. The state, through the | :03:23. | :03:26.
public servants, have responded brilliantly. They are blameless. | :03:27. | :03:31.
Earlier there seem to be confusion in the statement about a review of | :03:32. | :03:34.
building regulations so could the leader of the make time for a | :03:35. | :03:39.
statement before the inquiry given that the review of business | :03:40. | :03:43.
regulations as recommended by the coroner in 2013 was announced by the | :03:44. | :03:47.
former member for Croydon Central and the Prime Minister's chief of | :03:48. | :03:52.
staff in October, 2016, when asked when it would take place, we were | :03:53. | :03:57.
told, in due course. The Government want to consult again on social care | :03:58. | :04:00.
but an independent commission, the do not commission, reported in 2011. | :04:01. | :04:05.
Could the Leader of the House say whether the report will be part of | :04:06. | :04:09.
the consultation or is it now abandoned, yet another report that | :04:10. | :04:14.
is not action? The proposals were put at 1.7 billion from Dilnot. It | :04:15. | :04:23.
is unclear how Parliament will be kept informed during EU | :04:24. | :04:28.
negotiations. We want a running commentary, so could the Leader of | :04:29. | :04:32.
the House ensure that a statement on a timetable for a debate on a report | :04:33. | :04:38.
back on where we are with the negotiations is particularly | :04:39. | :04:41.
important as the Chancellor appears to be providing a running commentary | :04:42. | :04:44.
of his own setting out his own different policy? The Queen's Speech | :04:45. | :04:52.
mentions a new industrial policy. Members for Aberavon, the new Labour | :04:53. | :04:56.
member for Gower, Swansea East and Swansea West want a statement or | :04:57. | :05:00.
debate on the Government's position on the Swansea Bay Tidal Lagoon. It | :05:01. | :05:04.
was part of the old industrial policy. Without a decision from the | :05:05. | :05:08.
Government soon, the project may collapse, putting at risk 2000 local | :05:09. | :05:13.
jobs. Could they say whether we can have that debate? I want to welcome | :05:14. | :05:17.
new members and say goodbye to old members as well and to thank them. | :05:18. | :05:21.
Some members used to turn up readily to business questions and they are | :05:22. | :05:30.
not here. I want to make a special mention to the honourable member for | :05:31. | :05:32.
Kensington. The people put their trust in her and she has repaid it. | :05:33. | :05:35.
She has showed them what a great MP she is. This time last year, we all | :05:36. | :05:38.
came together to remember another brilliant colleague, we will have a | :05:39. | :05:44.
permanent reminder in this Chamber of her campaigning zeal, her energy | :05:45. | :05:49.
and her love for humanity, Helen, Joanne, Leadbetter, Cox, we will not | :05:50. | :05:58.
be divided by hate, as we work in this place for the common good and | :05:59. | :06:00.
in the public interest for our United Kingdom. | :06:01. | :06:13.
Thank you, Mr Deputy Speaker. Early days for all of us. I fully | :06:14. | :06:20.
understand! Hopefully, you will bear with me, as I make mistakes too. Can | :06:21. | :06:27.
I first welcome the honourable lady. I have always admired her enormously | :06:28. | :06:30.
and it is a great pleasure to be working together, as I am sure we | :06:31. | :06:35.
will, very well, and also to respond to her kind tribute to the | :06:36. | :06:40.
honourable member for Aylesbury who is a fantastic colleague and I am | :06:41. | :06:44.
sure will be absolutely committed to his new role as Secretary of State | :06:45. | :06:52.
for Justice. She has asked for time for the debate on carry-over | :06:53. | :06:54.
regulations from the last Parliament, I will absolutely look | :06:55. | :06:57.
into it and I am sure that is in hand. I will make sure it is. She | :06:58. | :07:02.
mentioned the appalling loss of life in recent weeks. Due to the | :07:03. | :07:10.
deliberate and evil actions of terrible people who are just either | :07:11. | :07:13.
misguided or evil and she is exactly misguided or evil and she is exactly | :07:14. | :07:33.
at some of the actions perpetrated right to raise | :07:34. | :07:34.
and saw for myself what devastation against innocent citizens. | :07:35. | :07:35.
it has caused and our hearts go out it has caused and our hearts go out | :07:36. | :07:36.
to the poor people. I hope colleagues are reassured by what the | :07:37. | :07:39.
prime Minster had to say in her statement that we will leave no | :07:40. | :07:41.
stone unturned in getting to the bottom of what has happened and also | :07:42. | :07:46.
in doing everything possible, including, of course, looking | :07:47. | :07:48.
closely at building regulations to see if there is more that can be | :07:49. | :07:53.
done to ensure this can never happen again. She has asked about resources | :07:54. | :07:59.
in firefighters. I think we will of course be reviewing that situation. | :08:00. | :08:03.
She will be aware that fortunately in recent years the number of fires | :08:04. | :08:08.
and lives lost because of fires has reduced quite dramatically. This | :08:09. | :08:11.
puts a very different complexion on it, after the harrowing events at | :08:12. | :08:15.
Grenfell Tower, which will require us to look again at that. I assure | :08:16. | :08:23.
you that this government will ensure the emergency services have the | :08:24. | :08:26.
resources they need. She asked about the review of social care. She will | :08:27. | :08:31.
be aware, as all honourable members are, that we do have an ageing | :08:32. | :08:35.
population and there will be over 2 million over 75s within not many | :08:36. | :08:41.
years, within the next decade, I believe, and that does require we | :08:42. | :08:46.
tackle the situation and it does need us to look very holistically at | :08:47. | :08:50.
how we can best manage the needs of an ageing population with that needs | :08:51. | :08:53.
to pay for what is increasingly expensive. She also mentioned the | :08:54. | :08:59.
Queen's Speech. Our new industrial policy, I hope she shares my | :09:00. | :09:02.
excitement about some of the measures for making the UK leading | :09:03. | :09:07.
in the world in electric vehicle technology, some of our commercial | :09:08. | :09:12.
space programmes will be very exciting, creating new | :09:13. | :09:15.
high-technology jobs, well-paid jobs for the future. I will absolutely | :09:16. | :09:20.
take away her request specifically about where we are on the Swansea | :09:21. | :09:23.
Bay Tidal Lagoon. Finally, I would also like to say my own tribute to | :09:24. | :09:29.
all of those colleagues who are no longer in this house, who did not | :09:30. | :09:33.
win their seats this time. It is always a great sadness to say | :09:34. | :09:36.
goodbye to so many good colleagues. It is also wonderful to have the new | :09:37. | :09:41.
blood coming into the House and I would like to welcome all new | :09:42. | :09:44.
colleagues across the House, really looking forward to working with you, | :09:45. | :09:47.
hearing your views, and please do come and talk to me any time, my | :09:48. | :09:52.
office is just down the corridor. Finally, as the honourable lady | :09:53. | :09:58.
said, the memorial to our dear colleague, Jo Cox, will be unveiled | :09:59. | :10:01.
tomorrow and all colleagues who would like to come along to that | :10:02. | :10:05.
will be very welcome. I thank her for her opening remarks. The | :10:06. | :10:11.
unveiling is on Saturday as the Leader of the House said, the | :10:12. | :10:17.
Speaker would be delighted to receive any applications. After the | :10:18. | :10:21.
shortest tenure as Leader of the House in parliamentary history, can | :10:22. | :10:31.
I call Amanda Millen. Can I ask if we can have a debate in government | :10:32. | :10:34.
time about the ways in which society lotteries can increase the amount of | :10:35. | :10:38.
money being channelled to local charities? I think it is an | :10:39. | :10:45.
excellent idea. Obviously, the work that all of the jackpot oriented | :10:46. | :10:55.
lotteries do in raising money for charities is absolutely valuable. It | :10:56. | :10:58.
sounds to me like an excellent bid for an adjournment debate. Can I | :10:59. | :11:04.
thank the Leader of the House for announcing the business for next | :11:05. | :11:08.
week and warmly welcome her to her new front bench role and I look | :11:09. | :11:12.
forward to working with her? Being awarded the position of Leader of | :11:13. | :11:14.
the House of Lords either suggest you are on the way up or on the way | :11:15. | :11:19.
down the greasy pole. I am pretty certain she is of the former | :11:20. | :11:23.
category. Can I also thank her for announcing the recess dates? We on | :11:24. | :11:27.
these benches are profoundly disappointed that somehow we cannot | :11:28. | :11:31.
design a summer recess accommodating school holidays for all parts of the | :11:32. | :11:36.
UK. I hope we can resolve some of the difficulties. By God, how she | :11:37. | :11:41.
got a job on her hands. This is a government that arrogantly and | :11:42. | :11:44.
unnecessarily called an early general election to secure an | :11:45. | :11:48.
overwhelming majority to find themselves humbled, diminished and | :11:49. | :11:51.
without any majority whatsoever. This is now a parliament of | :11:52. | :11:55.
minorities and she agreed consensus is the key for getting business | :11:56. | :11:58.
through the House? Working with the devolved assemblies. The confusion | :11:59. | :12:05.
about the Great Repeal Bill. Yesterday the Prime Minister said | :12:06. | :12:08.
the Scottish Government could have a role when it comes to legislative | :12:09. | :12:12.
consent motions with the Great Repeal Bill. Can she confirm the | :12:13. | :12:16.
Scottish Parliament will have a say when it comes to these issues? The | :12:17. | :12:20.
biggest innovation of the last Parliament was English votes for | :12:21. | :12:22.
English laws. The disquiet clear looking around this Chamber today | :12:23. | :12:26.
that there is no longer commands a majority within this House -- it is | :12:27. | :12:31.
quite clear. It is impossible to see how a minority government can get | :12:32. | :12:35.
its business through... When will the leader bring forward plans to | :12:36. | :12:40.
get rid of this unnecessary and divisive measure? I am glad you are | :12:41. | :12:47.
back and I know you have got a reasonable good majority, I got | :12:48. | :12:49.
through with the skin of my teeth, 21. The Conservative candidate that | :12:50. | :12:58.
I defeated is soon to find himself ennobled as an unelected Lord, | :12:59. | :13:03.
drafted in to government as a Scottish Government minister, a | :13:04. | :13:06.
total affront to democracy and an insult to my constituents who so | :13:07. | :13:10.
recently rejected him. Will the Leader of the House now pledged | :13:11. | :13:12.
never to use the House of Lords as a never to use the House of Lords as | :13:13. | :13:22.
receptacle for cronies, donors and receptacle for cronies, donors and | :13:23. | :13:23.
failed leadership candidates? Likewise I welcome the honourable | :13:24. | :13:35.
gentleman and congratulate him on holding his seat. Congratulations to | :13:36. | :13:42.
him and I certainly look forward to working with him in this House. He | :13:43. | :13:48.
mentions the issue of recess dates and as we all ready discussed I will | :13:49. | :13:51.
look at this, he will appreciate these dates are also set to try and | :13:52. | :13:55.
work around some of the challenges in this House in this building would | :13:56. | :13:59.
work that's already scheduled but I will certainly speak to Mr Speaker | :14:00. | :14:03.
and the Chief whips about whether they can be more in future periods | :14:04. | :14:08.
to accommodate the Scottish National party's en France. He says we called | :14:09. | :14:16.
a general election and he is right that we do not have a majority and I | :14:17. | :14:20.
think we've been very clear we accept that result. We were very | :14:21. | :14:25.
disappointed but nevertheless our commitment to consulting widely | :14:26. | :14:28.
across all parties is they are. As the Prime Minister has said we want | :14:29. | :14:34.
to be listening government, we are seeking the support, of course, | :14:35. | :14:38.
members across the House and so again, I do very much hope and wish | :14:39. | :14:41.
that Scottish Nationalists will support the democratic decision of | :14:42. | :14:48.
the United Kingdom to in last year's referendum to leave the European | :14:49. | :14:51.
Union and on his point about a legislative consent motion, the | :14:52. | :14:57.
Secretary of State has made it clear he wants to consult with Scottish | :14:58. | :15:04.
Nationalists and devolved authorities and a decision will be | :15:05. | :15:09.
taken on whether an LCN is needed. As he will know, it was an attempt | :15:10. | :15:14.
to ensure further our English only matters being discussed, English | :15:15. | :15:18.
only and Welsh MPs we be able to take part in those discussions, that | :15:19. | :15:23.
is very important and finally on the subject of those who are in a bold, | :15:24. | :15:28.
there are obviously decisions taken on merit and also on the ground of | :15:29. | :15:35.
lyrical contribution right across the public sector of people who have | :15:36. | :15:39.
given many years service to the public sector and I think that is a | :15:40. | :15:44.
matter that is not for us, it is a matter for discussion, add another | :15:45. | :15:49.
time. Thank you, Mr David is bigger. -- enobled. Julian Lewis. Thank you | :15:50. | :15:56.
and I warmly welcome the positive engagement between the new Leader of | :15:57. | :16:00.
the House and the Shadow Leader of the House, between them they can | :16:01. | :16:04.
achieve a great deal for backbenchers through these sessions. | :16:05. | :16:09.
She will be aware that a number of select committees including the | :16:10. | :16:13.
defence committee had to publish reports in great haste given the | :16:14. | :16:20.
suddenness of the announcement of the general election. As there is a | :16:21. | :16:24.
hiatus and there are no select committee scrutinising departments | :16:25. | :16:26.
at the moment Wiltshire ensure that at least those depart once that are | :16:27. | :16:32.
obliged to produce responses to reports get on with the job so that | :16:33. | :16:38.
the incoming committees will be able to consider those responses at the | :16:39. | :16:46.
earliest opportunity? Well, my honourable friend is exactly right | :16:47. | :16:51.
to raise this issue and of course, government departments will respond | :16:52. | :16:57.
just as soon they can. I am very grateful, Mr Deputy Speaker. The | :16:58. | :17:00.
Leader of the House, I welcome her to her place. Can I ask if she has | :17:01. | :17:06.
seen a letter that I sent to her predecessor as chair of the | :17:07. | :17:09.
Backbench Business Committee, the committee has not yet been | :17:10. | :17:12.
established in this Parliament, asking that if there is time for | :17:13. | :17:16.
general debate before the Backbench Business Committee is established | :17:17. | :17:20.
that the Leader of the House would consider giving time to Backbench | :17:21. | :17:22.
Business Committee was residual from the last Parliament, in other words | :17:23. | :17:26.
debate, which have not yet been heard. On another matter, the | :17:27. | :17:32.
standing orders of the House of Commons said the Backbench Business | :17:33. | :17:36.
Committee will be given 35 days of debating time, 27 days of which will | :17:37. | :17:40.
be in the chamber of the House of Commons in a Parliamentary session | :17:41. | :17:44.
but this is going to be a two your parliamentary session. But the | :17:45. | :17:48.
Leader of the House give us a guaranteed that will be pro rata | :17:49. | :17:51.
over a two-year session rather than just limited to that time within the | :17:52. | :17:58.
two your session? Well I am grateful to the honourable gentleman for his | :17:59. | :18:03.
questions uncertainly, I will look at whether, if there is backbench | :18:04. | :18:08.
time available it can be prioritised to those outstanding subject for | :18:09. | :18:11.
debate. On his other point about extending the amount of time, as I | :18:12. | :18:15.
understand it, it is set out in standing orders as to what the | :18:16. | :18:19.
amount of time is but we will certainly look at whether that can | :18:20. | :18:27.
be extended. Thank you. We'll the leader of the housemate with me and | :18:28. | :18:31.
any other colleague whose wishes to to discuss the correction of a | :18:32. | :18:36.
permanent memorial to PC Keith Palmer who fell defending us and our | :18:37. | :18:39.
visitors prior to the general election and possibly take as its | :18:40. | :18:45.
inspiration the memorial in St James Square which was erected to PC | :18:46. | :18:52.
Yvonne Fletcher? The Leader of the House. My honourable friend is | :18:53. | :18:56.
exactly right to remind us of the tragic murder of Keith Palmer and | :18:57. | :19:01.
his also right to say we need to consider how we can remember him and | :19:02. | :19:06.
his own sacrifice and I will certainly take that up with Mr | :19:07. | :19:13.
Speaker. Steve McCabe. Mr Deputy Speaker, can we have a debate in | :19:14. | :19:16.
government time on how to tackle the problem of persistent illegal | :19:17. | :19:22.
traveller encampments in public parks and other community | :19:23. | :19:26.
facilities? This involves a costly game of cat and mouse, these people | :19:27. | :19:31.
are evicted, but just move in a circle, it's expensive for | :19:32. | :19:34.
cash-strapped councils and only a matter of time before it leads to a | :19:35. | :19:38.
major incident on less the concerns and frustrations of law abiding | :19:39. | :19:46.
people are recognised. The honourable gentleman raises a very | :19:47. | :19:49.
important issue, that for many colleagues across the House comes up | :19:50. | :19:54.
time and time again. Certainly I have had problems in my own | :19:55. | :19:57.
constituency with this issue and I know many local authorities would | :19:58. | :20:01.
like to see different arrangements so that they can act much faster. It | :20:02. | :20:06.
sounds to me like a very good debate for the Backbench Business Committee | :20:07. | :20:09.
to try and make some progress on but at the honourable gentleman wanted | :20:10. | :20:12.
to write to me that some proposals I would be very pleased to receive | :20:13. | :20:19.
them. May I start off by congratulating my right honourable | :20:20. | :20:22.
friend on her appointment as Leader of the House and I wish her well and | :20:23. | :20:25.
all that she does. Mr Acting Deputy Speaker, this week there has been | :20:26. | :20:31.
absolute misery, thousands of motorists in my constituency. This | :20:32. | :20:36.
has arisen because of a decision by highways England to close off a slip | :20:37. | :20:43.
road leading on junction 17 leading onto the Arow one 02-macro. This was | :20:44. | :20:51.
taken without any consultation, inadequate notice to motorists and | :20:52. | :20:56.
with all regard to the diverted route. Can we please have a | :20:57. | :20:59.
statement from the Secretary of State for Transport in which he can | :21:00. | :21:04.
urge highways England to act in the best interests of the community | :21:05. | :21:09.
rather than acting unilaterally? Well my honourable friend raises an | :21:10. | :21:16.
issue again that is pertinent to all of our constituencies which is the | :21:17. | :21:21.
actions on roads that are taken without due notice being given and | :21:22. | :21:25.
so I'd be very happy if he wanted to write to me on this to pass it on to | :21:26. | :21:28.
the Secretary of State for Transport to take the appropriate action. Anne | :21:29. | :21:36.
McMorran. Thank you. Is the leader aware that yesterday Tesco announced | :21:37. | :21:42.
they were axing 1100 jobs in my constituency? This was done with no | :21:43. | :21:47.
consultation with either the UK or Welsh government and some workers | :21:48. | :21:50.
found out by social media they were losing their jobs. This is shocking | :21:51. | :21:55.
and wholly unacceptable behaviour and will be devastating for all | :21:56. | :21:59.
those concerned and their families. Would the Leader of the House | :22:00. | :22:02.
provide an urgent debate or statement on the issue to hear what | :22:03. | :22:05.
at the very least, with the DWP be at the very least, with the DWP be | :22:06. | :22:12.
despatching the full emergency task force to support my constituents at | :22:13. | :22:17.
this difficult time? May I first welcomed the honourable lady to her | :22:18. | :22:25.
place. And that is a very sad story, always terrible to hear, | :22:26. | :22:28.
particularly when there is a large loss of jobs because it's incredibly | :22:29. | :22:32.
unsettling for a whole community. The fact that it's been done in such | :22:33. | :22:37.
a way is completely unacceptable. Again, if the honourable lady would | :22:38. | :22:40.
like to write to me I can pass on her thoughts to the Secretary of | :22:41. | :22:46.
State and seek a response from him. Order, order. As members will know, | :22:47. | :22:51.
we have a heavily subscribed debate to follow. And I would implore | :22:52. | :22:57.
people to use a single point and if you find yourself about to use the | :22:58. | :23:03.
word and, resist the temptation! Sir Peter Bottomley. Can I ask Fred | :23:04. | :23:09.
Obeid in government time on housing, especially on leasehold and | :23:10. | :23:13.
commonhold with the present Chief of staff governed Barwell having been a | :23:14. | :23:17.
Housing Minister who wanted to reform the lease advisory service | :23:18. | :23:20.
and was paying attention to exploitation. It's time to do that | :23:21. | :23:24.
with I think a debate on what government will do with travellers, | :23:25. | :23:29.
they have needs but they don't need and Saltburn needs by coming into | :23:30. | :23:32.
urban areas and camping on public parks. Well, as luck would have, Mr | :23:33. | :23:39.
Deputy Speaker, the very next debate on the Queen's Speech will be on the | :23:40. | :23:43.
honourable friend might well want to honourable friend might well want to | :23:44. | :23:48.
take part in that debate later today. Make hillier. As to Speaker, | :23:49. | :23:55.
the Department of Health laid its accounts to this House on the 21st | :23:56. | :24:00.
of July, the last date this has sat before the summary says. As the | :24:01. | :24:04.
newly appointed Leader of the House and the champion therefore of this | :24:05. | :24:07.
place in Cabinet Wiltshire she ensure this doesn't happen again not | :24:08. | :24:10.
just for the Department of Health but for all Government departments, | :24:11. | :24:13.
we get these accounts laid so we can scrutinise them. Well I absolutely | :24:14. | :24:20.
appreciate what the honourable lady says. Obviously as she will | :24:21. | :24:23.
appreciate departments move heaven and is to ensure they get reports | :24:24. | :24:27.
out on sitting days and there is always a rush to try and get them | :24:28. | :24:31.
out before the recesses begin. I do have some sympathy for departments | :24:32. | :24:36.
trying to meet those deadlines to not be delivering them in recesses | :24:37. | :24:41.
but I will certainly take away her point and as colleagues to try and | :24:42. | :24:44.
make sure there is time for Parliamentary scrutiny. Thank you, | :24:45. | :24:50.
Mr Deputy Speaker. Last year at the Secretary of State for Transport | :24:51. | :24:52.
commissioned Chris Gibb a real expert to commission a report on the | :24:53. | :24:55.
appalling performance of Southern rail, that report has been published | :24:56. | :25:00.
today and it's excellent, putting the primary cause of issue on the | :25:01. | :25:03.
unions but all parties have a role to play. On that basis could I ask | :25:04. | :25:08.
the Leader of the House of Commons if we could have government time to | :25:09. | :25:11.
debate the report and the impact it has not just across my constituency | :25:12. | :25:14.
but the entirety of the real network? The plight of railway | :25:15. | :25:23.
travellers has been so bad in certain railway lines for some time | :25:24. | :25:28.
now and I think this report highlights that there is a great | :25:29. | :25:31.
deal that needs to be done to put that right. And certainly I will | :25:32. | :25:35.
very happily write to the Secretary of State for Transport to urge him | :25:36. | :25:41.
to fully review that report and if possible, to hold some time in | :25:42. | :25:43.
Parliamentary time for colleagues to debate it. Alan Brown. I have a | :25:44. | :25:55.
constituent who was mugged in Ibiza and she lost her passport and money, | :25:56. | :26:00.
that was upsetting, but what she wanted was emergency documentation | :26:01. | :26:02.
so she could fly home with her friends back to family. | :26:03. | :26:07.
Unfortunately the consulate was shot for three days for the Midsummer | :26:08. | :26:11.
holiday, time when demand would be higher. That is unacceptable for an | :26:12. | :26:15.
emergency situation, will the Leader of the House committee statement | :26:16. | :26:19.
reviewing how emergency situations are dealt with by consulates abroad | :26:20. | :26:23.
and look to put in place an improvement plan? Not obviously was | :26:24. | :26:31.
a very difficult time for his constituent and I'm absolutely sure | :26:32. | :26:35.
that the House would want to try and address those situations but at the | :26:36. | :26:37.
honourable gentleman wants to write to me with the specific detail I can | :26:38. | :26:43.
pass that on to the relevant people. Siobhan McDonagh. Thank you. Given | :26:44. | :26:48.
the Prime Minister's comments yesterday that every child deserves | :26:49. | :26:50.
a place at a good school could she find time for a debate on the plans | :26:51. | :26:55.
of south-west London St George's mental health trust and my local CCG | :26:56. | :27:01.
to no longer diagnose children with autism, meaning that there will be | :27:02. | :27:05.
no opportunity for a special educational needs statement and no | :27:06. | :27:08.
opportunity there for an appropriate school place. Well, I can certainly | :27:09. | :27:16.
say to the honourable lady that the issue of children's mental health is | :27:17. | :27:20.
very, very dear to my heart, it sounds as though she should apply | :27:21. | :27:24.
for an adjournment debate and I am sure that all members will be very | :27:25. | :27:28.
interested to hear and on the face of it, I am extremely sympathetic to | :27:29. | :27:31.
her desire to see that decision overturned. Mr Deputy Speaker, could | :27:32. | :27:38.
we have a statement as soon as possible from a Health Minister | :27:39. | :27:42.
about NHS funding particularly in light of the savings which areas up | :27:43. | :27:45.
and down the country including mine in Stoke and trend and stuff which | :27:46. | :27:49.
are being asked to make which are entirely impossible for them to do | :27:50. | :27:54.
without drastic impact on patient services. -- Stoke-on-Trent | :27:55. | :28:00.
Staffordshire. My honourable friend will be aware of this government is | :28:01. | :28:05.
committed to significant real terms increases in funding for the NHS but | :28:06. | :28:10.
also that there are programmes in place to try and improve the | :28:11. | :28:15.
efficiency in particular, CCG is and in particular hospitals and if he | :28:16. | :28:20.
would like to write to me with the particular situation in | :28:21. | :28:23.
Staffordshire, I would be very happy to pass that on to the Secretary of | :28:24. | :28:24.
State. Thank you. We have seen across | :28:25. | :28:37.
London religious commitment in providing affordable home and | :28:38. | :28:41.
yesterday in my constituency, the Battersea Power Station development | :28:42. | :28:43.
announced that they would be reducing their affordable home | :28:44. | :28:49.
commitment by 250. They are using viability assessment at a loophole | :28:50. | :28:52.
to reduce the number of affordable homes being provided and for us to | :28:53. | :28:56.
actually tackle the housing crisis in London, we must ensure that our | :28:57. | :29:01.
developers are held to account in providing a decent level of | :29:02. | :29:05.
affordable homes. So, I would like to ask the Leader of the House if it | :29:06. | :29:09.
is possible to get a debate on how viability assessments are being | :29:10. | :29:16.
used? Well, may I will come hard to her place. She is exactly right, | :29:17. | :29:20.
affordable homes is an absolutely vital part of a thriving economy and | :29:21. | :29:26.
a society that is fair to all. Since April 2010 we have delivered more | :29:27. | :29:31.
than 313,000 affordable homes and our target is to deliver 400,000 new | :29:32. | :29:38.
affordable homes starts by 2020. As I mentioned to my right honourable | :29:39. | :29:41.
friend earlier, the debate on the Queen 's speech this afternoon | :29:42. | :29:45.
includes housing and she might well wish to have interventions made | :29:46. | :29:52.
there. Thank you. With the Leader of the House consider my request for a | :29:53. | :29:55.
debate on government time in the next few weeks on the Royal Navy's | :29:56. | :30:01.
aircraft carrier HMS Queen Elizabeth and our continued Nato commitment as | :30:02. | :30:04.
he returned to a carrier like capability. Yes, my honourable | :30:05. | :30:11.
friend raises an important subject, billions of pounds are being | :30:12. | :30:15.
invested in a growing Royal Navy, new aircraft carriers, frigates, | :30:16. | :30:20.
patrol vessels, aircraft, submarines and support chips. And the very | :30:21. | :30:22.
significant milestone for the Royal Navy and the nation will be reached | :30:23. | :30:27.
this summer when HMS Queen Elizabeth commences purse trials. She will be | :30:28. | :30:30.
accepted into the Royal Navy later in the year, it is a very exciting | :30:31. | :30:37.
moment and I am sure this would make for a very interesting adjournment | :30:38. | :30:42.
debate. Thank you. A pleasure to CQ in your place, although, can I tell | :30:43. | :30:47.
you, I will miss the former honourable member for North East | :30:48. | :30:50.
Derbyshire, a good friend and colleague. The previous government | :30:51. | :30:56.
since 2010 has been rather random images of pre-legislative scrutiny, | :30:57. | :31:00.
the animals in circuses bill was clearly a delaying tactic. To what | :31:01. | :31:04.
extent will be several Brexit bills be subject to that sort of scrutiny | :31:05. | :31:11.
and when can that start? Firstly, can I say that I also will miss the | :31:12. | :31:16.
honourable lady for North East Derbyshire, she was very good in | :31:17. | :31:19.
this House and like many members who have lost their seats, whilst we are | :31:20. | :31:24.
delighted to see new colleagues, we all miss those who are not any | :31:25. | :31:30.
longer here. There will of course be the need for broad consultation on | :31:31. | :31:33.
all of our legislative programme, and they said that the start, we do | :31:34. | :31:37.
not have a majority in this House and saw the need to take colleagues | :31:38. | :31:41.
with us will be very real and so there will be a lot of consultation | :31:42. | :31:44.
and many opportunities for colleagues to give their views and | :31:45. | :31:49.
thoughts. Thank you, Mr Deputy Speaker. A number of my constituents | :31:50. | :31:55.
are very concerned about the news that Eastern Ghouta for Church | :31:56. | :31:58.
England school will be relocated across the county boundary into | :31:59. | :32:01.
Rutland. Can we have a debate next week about the need for statutory | :32:02. | :32:06.
processes to be properly followed and full consultation with payments | :32:07. | :32:12.
before any changes such as this are made? Well, I am very sympathetic to | :32:13. | :32:18.
his concerns and, again, it sounds to me like it is a prime candidate | :32:19. | :32:22.
for an adjournment debate and if you would like to write to me I would be | :32:23. | :32:26.
very happy to take this up on his behalf with the Secretary of State. | :32:27. | :32:33.
Mr Deputy Speaker, can I welcome the Leader of the House to her place and | :32:34. | :32:36.
watched the honourable lady every success in the new position that she | :32:37. | :32:41.
has? She will be aware of my interest in human rights and | :32:42. | :32:49.
equality issues. Last week one person was convicted last May by the | :32:50. | :32:52.
Pakistani anti-terrorism court and has been handed the death penalty. | :32:53. | :32:56.
That was a violation of international law and is the first | :32:57. | :33:00.
time someone has been charged under article 285 C of the Appeal Court | :33:01. | :33:04.
which prohibits blasphemy for an offence in social media. The | :33:05. | :33:09.
sentence set a deeply worrying precedent and raises serious | :33:10. | :33:12.
questions about the use of anti-terrorism legislation to deny | :33:13. | :33:14.
citizens in their right to freedom or belief and expression. Could I | :33:15. | :33:20.
ask which he agreed to a statement or a debate on this very important | :33:21. | :33:28.
issue? Well, I am grateful to the honourable gentleman for raising | :33:29. | :33:31.
this case and I am sorry to say it is not something I have been made | :33:32. | :33:33.
aware of before but if he would like to write to one that I would | :33:34. | :33:38.
certainly be happy to take it up. Thank you. Can we have a debate on | :33:39. | :33:43.
government time about child poverty? As any member of this House I was | :33:44. | :33:46.
struck yesterday by the excessive pop and ceremony of the Queen's | :33:47. | :33:49.
Speech. I wish the British state would put half as much effort into | :33:50. | :33:52.
making sure children in Glasgow East do not go to bed hungry. Can we have | :33:53. | :33:59.
a debate on child poverty? Well, can I first welcome the honourable | :34:00. | :34:03.
gentleman to his place and I share his concern about child poverty. He | :34:04. | :34:08.
will be pleased to know, as will all members, that child poverty has | :34:09. | :34:11.
reduced as employment in this country has reached much higher | :34:12. | :34:18.
levels and the numbers of workless families has reduced significantly. | :34:19. | :34:24.
But nevertheless, he is right, an incredibly important subject and it | :34:25. | :34:26.
may well be something he would like to raise as a backbench member in | :34:27. | :34:32.
the backbench committee debate in due course. Can I will come the | :34:33. | :34:35.
right honourable lady to her new position? And might of the statement | :34:36. | :34:40.
made earlier by the Prime Minister about the tragedy at Grenfell Tower, | :34:41. | :34:44.
I have been contacted by a constituent in relation to the | :34:45. | :34:48.
hospital which is a tower block that had cladding put on it a few years | :34:49. | :34:52.
ago, raising concerns about whether that cladding is safe? I wonder if | :34:53. | :34:57.
it would be possible for the Department of Health, the secretary | :34:58. | :34:59.
of state for help, to make a statement about all images of things | :35:00. | :35:03.
that the public may be concerned about? Well, the honourable lady | :35:04. | :35:08.
will be aware that the Prime Minister said that any samples of | :35:09. | :35:13.
cladding on high-rise buildings should be sent to the Department for | :35:14. | :35:16.
Communities and Local Government who are arranging for it to be tested as | :35:17. | :35:22.
to its combustibility. I am not sure whether that extended to other | :35:23. | :35:25.
public buildings other than residential ones, but I will return | :35:26. | :35:33.
to her on that point. Thank you. At least four political parties in this | :35:34. | :35:37.
House of minority is for this election or posing HMRC office | :35:38. | :35:40.
closures. Can the Leader of the House gain from that during Parker, | :35:41. | :35:45.
HMIC signed new contracts for new regional centres during the election | :35:46. | :35:49.
period and so, can we have a statement in government time or a | :35:50. | :35:53.
debate so that members of this House can discuss the provision of | :35:54. | :35:57.
services dealing with tax avoidance and noncompliance of the National | :35:58. | :36:07.
Minimum Wage? Well, I can tell you that HMIC has done a superb job | :36:08. | :36:10.
since 2010 in raising the amount of money that it is a recovering from | :36:11. | :36:15.
those who would seek to avoid paying their taxes and we should absolutely | :36:16. | :36:18.
pay tribute to them for the billions of pounds in extra revenue that have | :36:19. | :36:23.
been collected legitimately for the Exchequer. -- HMRC. There important | :36:24. | :36:28.
in dealing with our deficit that we do everything possible to reduce tax | :36:29. | :36:31.
avoidance and evasion. As the specific point about office | :36:32. | :36:36.
closures, I am afraid I am not aware of that situation that he has | :36:37. | :36:39.
described but if you would like to write to me I can take it up with | :36:40. | :36:45.
Treasury. Stephen Doughty. Thank you. Can I second the request by | :36:46. | :36:49.
Mike honourable friend, it is great to welcome him to his place. Can I | :36:50. | :37:00.
ask the Leader of the House for a debate in government time on | :37:01. | :37:03.
historic injustices? Particularly I'm thinking about the historical | :37:04. | :37:08.
injustice faced by those affected by the contaminated blood scandal, the | :37:09. | :37:11.
nearly four and a half thousand women in my constituency affected by | :37:12. | :37:18.
depends on age changes and the hundreds of children suffering the | :37:19. | :37:20.
injustices from the pension scheme? These are historic injustices that | :37:21. | :37:24.
must be righted and we must urgently debate on in this House. -- pension | :37:25. | :37:29.
age changes. Thank you for that wide range of subjects. He is correct, | :37:30. | :37:34.
there are injustices seen from the past where this government, since | :37:35. | :37:40.
2010, has sought to deal with. For example, the contaminated blood, | :37:41. | :37:44.
absolutely terrible situation. I had to match constituents who suffered | :37:45. | :37:47.
in that injustice and great steps were taken by the coalition | :37:48. | :37:51.
government to try and write that wrong. I guess he is asking to be | :37:52. | :37:57.
that and other, what he describes, as injustices, but it would have to | :37:58. | :38:01.
be subject to a backbench business debate when that committee is up and | :38:02. | :38:05.
running but I would certainly be very interested to hear it myself. | :38:06. | :38:11.
Thank you. The High Court judge, Mr Justice Collins, blog this morning | :38:12. | :38:15.
that the Tory government's benefit cap is a novel, discriminatory and | :38:16. | :38:19.
that real misery is being caused for no good purpose. Will the government | :38:20. | :38:23.
now act immediately, not duck as they did with the other committee | :38:24. | :38:26.
only recourse, and stop wasting public money on appeals to this? | :38:27. | :38:31.
Well we now bring forward with urgency scrapping the rate clause | :38:32. | :38:39.
and the two child policy? The honourable lady raises an important | :38:40. | :38:42.
point and I can only tell her that the government will look at this | :38:43. | :38:45.
judgment and decide upon its position. -- rape clause. | :38:46. | :38:51.
Following seven years of delay and four court cases leaving the | :38:52. | :38:55.
government left wanting, the government published the equality | :38:56. | :38:59.
plan, the draft from the 3rd of May after parliament has risen and then | :39:00. | :39:03.
the consultation ended before Parliament met. The final air | :39:04. | :39:07.
quality plan needs to be in place for the 31st of July, can we have an | :39:08. | :39:11.
urgent debate on government time on this urgent issue which will does | :39:12. | :39:16.
impact on Mike constituents who died prematurely because of poor air | :39:17. | :39:21.
quality? Well, she is correct to raise what it a very significant and | :39:22. | :39:26.
serious public health issue and as a secretary of state or DEFRA until | :39:27. | :39:28.
recently, I was very closely involved in the enormous amount of | :39:29. | :39:34.
work that has gone into producing the equality consultation. She is | :39:35. | :39:37.
correct that the plans will be published at the end of July and | :39:38. | :39:42.
what I can say to her is that the government is strongly committed to | :39:43. | :39:46.
improving the UK's air quality. That is why we have committed more than | :39:47. | :39:50.
?2 billion since 2011 to increase the uptake of all trouble emissions | :39:51. | :39:54.
vehicles and to support greener transport schemes with a father ?200 | :39:55. | :39:58.
million in the 2016 Autumn Statement. There is much that these | :39:59. | :40:02.
to be done and it is a complex and Ariel which she knows very well, as | :40:03. | :40:07.
I do, but I do believe that we will be able to make strong progress very | :40:08. | :40:14.
soon. Thank you. Like many returning members I was contacted by several | :40:15. | :40:19.
constituents prior to this dissolution is regarding the | :40:20. | :40:23.
benefits trust and compensation. Now that Parliament had risen, can we | :40:24. | :40:27.
have a statement debate in government time regarding the HMRC | :40:28. | :40:31.
Thaksin by about a situation and a look regulation of EBTs? I | :40:32. | :40:39.
appreciate the honourable gentleman's concern on this point | :40:40. | :40:44.
and I suggested it would be a good candidate for an adjournment debate | :40:45. | :40:48.
at least in the first instance. Thank you. On the matter of the | :40:49. | :40:55.
cladding, it is not only the issue of flammability and of the type of | :40:56. | :41:00.
cladding, it is how it is fitted, whether it has been compromised by | :41:01. | :41:03.
alterations or bother it is compatible with the existing | :41:04. | :41:06.
structure. The Prime Minister was struggling with that issue, could we | :41:07. | :41:12.
have a school statement on specifically those issues of fire | :41:13. | :41:15.
safety because nothing is more important now than the safety of the | :41:16. | :41:18.
hundreds of thousands of people living in tower blocks? I completely | :41:19. | :41:24.
agree with the honourable gentleman that nothing could be more important | :41:25. | :41:27.
than getting to the bottom of this. I think he will agree that the Prime | :41:28. | :41:31.
Minister has made it very clear that she has committed herself to | :41:32. | :41:34.
absolutely getting to the bottom of all of these questions. I cannot | :41:35. | :41:39.
answer specifically the point he races but I can assure him that | :41:40. | :41:44.
everything that is possibly able to be done to understand whether it was | :41:45. | :41:49.
the problem with the cladding, the type of cladding, the way it has | :41:50. | :41:53.
been fitted and so on is being done and the Prime Minister also | :41:54. | :41:58.
confirmed that all similar types of high-rise buildings are also being | :41:59. | :42:02.
inspected. So, I hope he will appreciate that there is a lot of | :42:03. | :42:06.
work going on and we all have thoughts on what more needs to be | :42:07. | :42:11.
inspected, but the Prime Minister is personally committed to ensuring | :42:12. | :42:13.
that we do everything possible to get to the bottom of this. The point | :42:14. | :42:24.
of order. I am grateful. You will have seen in your Guardian newspaper | :42:25. | :42:29.
this morning and indeed, yesterday, leaked reports of a new cap | :42:30. | :42:33.
expenditure process for the NHS, which reveals plans to cut services, | :42:34. | :42:38.
close hospital wards, ration treatments, so far we have had no | :42:39. | :42:42.
response from the Department of Health. Could you tell us whether | :42:43. | :42:46.
the Secretary of State for Health has given you an indication that he | :42:47. | :42:50.
plans to come to this House to update members and tell us whether | :42:51. | :42:55.
and when he approved this plant and why these plans have been drawn up | :42:56. | :42:59.
in secret with no consultation with patients and staff and local people. | :43:00. | :43:06.
has been made. The honourable has been made. The honourable | :43:07. | :43:09.
gentleman knows full well that that is not a point of order. However, he | :43:10. | :43:14.
has used the opportunities to draw attention to the point | :43:15. | :43:15. |
