Order, order. Motion for an
unopposed return, minister to move. | 0:00:00 | 0:00:07
Thank you. Questions to the
Secretary of State for Wales. Lauren | 0:00:07 | 0:00:09
Smith. Secretary of State for Wales,
Alun Cairns. Before I answer the | 0:00:09 | 0:00:20
first question I conveyed the
thoughts and prayers of the whole | 0:00:20 | 0:00:24
house to the family and community in
Wales after the tragic fire earlier | 0:00:24 | 0:00:27
this week. With permission I will
answer questions one, four and 15 | 0:00:27 | 0:00:34
together. The government is
delivering the biggest investment | 0:00:34 | 0:00:37
programme in over a century. The
weight Western modernisation | 0:00:37 | 0:00:41
programme includes five on £7
billion of investment in new trains. | 0:00:41 | 0:00:46
-- great Western. It will cut times
by 15 minutes and will make South | 0:00:46 | 0:00:51
Wales more attractive for investment
and bring significant benefits to | 0:00:51 | 0:00:53
the economy and passengers. Lauren
Smith. Can I associate myself with | 0:00:53 | 0:01:02
the Secretary of State's comments
and offer my deepest condolences? | 0:01:02 | 0:01:04
The decision not to go ahead with
electrifying the mainline to Swansea | 0:01:04 | 0:01:08
has been a bitter blow for South
Wales. My constituency in Nantwich | 0:01:08 | 0:01:13
is less than 20 miles away from
North Wales. Many constituents have | 0:01:13 | 0:01:17
written to me and asked what steps
the Government are taking to | 0:01:17 | 0:01:21
electrify the North Wales coastline.
Can they give me clarification | 0:01:21 | 0:01:25
today? Mr Speaker, the honourable
lady raises an interesting question | 0:01:25 | 0:01:33
and will be aware of the responses
and advances in technology which | 0:01:33 | 0:01:38
mean electrifying Cardiff and
Swansea would not say passengers | 0:01:38 | 0:01:41
significant journey times. She makes
an interesting point related to | 0:01:41 | 0:01:45
North Wales and I hope she is aware
of the £43 million of signalling | 0:01:45 | 0:01:49
improvement which has taken place in
North Wales to improve speed and | 0:01:49 | 0:01:52
reliability on the line. Also the
crew hub offers great potential to | 0:01:52 | 0:01:59
bring HS2 benefit, which is the UK
major rail investment programme to | 0:01:59 | 0:02:02
North Wales and the North of
England. Liz twist. What will the | 0:02:02 | 0:02:09
secretary of state be doing to
create a more competitive and cost | 0:02:09 | 0:02:15
effective environment for rail
infrastructure in Wales? There is a | 0:02:15 | 0:02:22
major multi-billion pound investment
programme which is benefiting | 0:02:22 | 0:02:26
railway journeys and passengers in
Wales. The Public Accounts Committee | 0:02:26 | 0:02:30
earlier this year asked for a
reassessment of the elect vacation | 0:02:30 | 0:02:35
programme on a state-by-state basis.
That is what we did and that is why | 0:02:35 | 0:02:40
we are using the latest advancements
in technology to make sure | 0:02:40 | 0:02:43
passengers in Swansea and West Wales
gets the benefit of the most modern | 0:02:43 | 0:02:47
trains in the network immediately,
rather than waiting for the | 0:02:47 | 0:02:52
traditional technology of
electrified trains only. On the 16th | 0:02:52 | 0:02:58
of May the transport secretary said
electrification was definitely | 0:02:58 | 0:03:01
happening and he wanted an end to
smelly diesel trains. There was | 0:03:01 | 0:03:05
disappointment on the 20th of July
when it was cancelled from Cardiff - | 0:03:05 | 0:03:09
Swansea and the Midland Mainline.
Ministers cited new technology | 0:03:09 | 0:03:13
making a letter vacation
unnecessary. Can you satisfy the | 0:03:13 | 0:03:17
House that this is not a cynical
broken promise by outlining what | 0:03:17 | 0:03:21
breakthroughs were made after the
closure of the ballot boxes? One of | 0:03:21 | 0:03:25
the strong advocates for a letter
vacation was Professor Mark Barry. | 0:03:25 | 0:03:29
He said the mood neutralised the
case. He made an interesting point | 0:03:29 | 0:03:36
in relation to diesel trains. These
trains will be using the latest and | 0:03:36 | 0:03:42
most environmentally friendly diesel
generators on the trains. The | 0:03:42 | 0:03:47
maximum speed which can be retrieved
between Cardiff and Swansea can even | 0:03:47 | 0:03:51
be exceeded with the latest trains.
-- achieved. It demonstrates the | 0:03:51 | 0:03:56
flexibility. Antoinette sandbag. The
benefit of the station rely on five | 0:03:56 | 0:04:06
trains per hour to deliver
improvements not only to my | 0:04:06 | 0:04:09
constituents but in North Wales.
What is the Secretary of State doing | 0:04:09 | 0:04:13
to support that case? I am grateful
for the question. The Secretary of | 0:04:13 | 0:04:18
State for Transport, I regularly
meet and discuss the range of | 0:04:18 | 0:04:25
infrastructure programmes taking
place in Wales, but also the way the | 0:04:25 | 0:04:28
network works by the harbour and the
potential it offers not only for her | 0:04:28 | 0:04:33
constituency but also North Wales by
bringing the benefit of rail to crew | 0:04:33 | 0:04:39
which will benefit North Wales as
well. As a former member of the | 0:04:39 | 0:04:45
Public accounts committee, when the
recommendations were come up with in | 0:04:45 | 0:04:50
every I am pleased they had been
sighted. Will he agree that any | 0:04:50 | 0:04:53
future litigation needs to be based
on robust assessment and the trains | 0:04:53 | 0:04:58
he is proposing to Swansea are
exactly what most parts of the | 0:04:58 | 0:05:01
network including Pinilla --
Plymouth and Torbay will be getting | 0:05:01 | 0:05:05
anyway? He makes a logical and
helpful point. He recognises we are | 0:05:05 | 0:05:13
using the latest technology,
offering more capacity and much | 0:05:13 | 0:05:16
faster trains. These are a major
benefit for Swansea and West Wales. | 0:05:16 | 0:05:23
Criticising the decision to use the
latest technology to Swansea does | 0:05:23 | 0:05:26
nothing more than undermine
investment in the city itself. | 0:05:26 | 0:05:31
Geraint Davies. A letter vacation
from London to Cardiff will save 15 | 0:05:31 | 0:05:37
minutes. The new Swansea Metro
proposal will save 30 minutes | 0:05:37 | 0:05:42
journey time between Cardiff and
Swansea. The city deal will create | 0:05:42 | 0:05:46
10,000 more jobs and more passenger
demand. Will he look again at the | 0:05:46 | 0:05:52
business case for an electrified
Swansea Metro between Swansea and | 0:05:52 | 0:05:58
Cardiff, to provide an
environmentally friendly a stronger | 0:05:58 | 0:06:00
future which will offset the
negative impact of HS2 in South | 0:06:00 | 0:06:02
Wales? Clearly the Swansea Metro is
a different proposal. But I am keen | 0:06:02 | 0:06:10
to meet with Professor Mark Barry to
discuss the potential. That is an | 0:06:10 | 0:06:15
interesting addition to a wide
ranging debate. There are also | 0:06:15 | 0:06:18
proposals where we can improve train
frequency going to Carmarthen and | 0:06:18 | 0:06:23
Pembroke because at the moment
passengers from West Wales will | 0:06:23 | 0:06:27
often drive to Port Talbot to get
onto the train. I think a more | 0:06:27 | 0:06:31
imaginative solution can become
about and I think the Metro is an | 0:06:31 | 0:06:35
additional solution that can be
considered in part of that debate. | 0:06:35 | 0:06:38
Mr Stephen Dowty. The Secretary of
State will be aware that along with | 0:06:38 | 0:06:44
a deep concern about failure to
electrify beyond Cardiff there is | 0:06:44 | 0:06:46
also concern great Western Railway
will not of a bilingual service on | 0:06:46 | 0:06:52
the mainline service operating into
Wales. As he had a discussion about | 0:06:52 | 0:06:56
that? Other companies have been
offering a bilingual service even | 0:06:56 | 0:06:59
though they go between Wales and
England. I have noticed the public | 0:06:59 | 0:07:03
statements which have been made by
the Welsh government. As the | 0:07:03 | 0:07:07
comments the honourable member has
made. I suggest he raises it with | 0:07:07 | 0:07:12
first great Western, Riva are also
changing it and it is a matter for | 0:07:12 | 0:07:18
the operators, but I think it is a
positive oppose all. Jessica Morden. | 0:07:18 | 0:07:23
-- proposal. Can I also associate
myself with the condolences paid by | 0:07:23 | 0:07:32
the secretary of state by those
affected by the fire? Our thoughts | 0:07:32 | 0:07:34
are with them. Does he agree with
the leader of the Welsh Conservative | 0:07:34 | 0:07:39
party, who this week said
electrification of the line to | 0:07:39 | 0:07:43
Swansea would be beneficial to Wales
and should still take place? He said | 0:07:43 | 0:07:47
he has not given up the ghost of
fighting that campaign. Can I assure | 0:07:47 | 0:07:52
the Secretary of State on this side
of the House neither have we. Mr | 0:07:52 | 0:07:57
Speaker I would hope the honourable
member would recognise we are using | 0:07:57 | 0:08:01
the latest technology with more
capacity and faster trains that will | 0:08:01 | 0:08:04
go to Swansea. She needs to look at
the 15 minute savings which were | 0:08:04 | 0:08:10
originally going to be between
Swansea and Paddington and they will | 0:08:10 | 0:08:13
also be a 15 minute savings still
under the bimodal trains. We are | 0:08:13 | 0:08:18
bringing about the most modern
technology with bimodal trains on | 0:08:18 | 0:08:24
the network now rather than waiting
a couple of years with the | 0:08:24 | 0:08:27
destruction it would bring Swansea
in the process. Jonathan Edwards. -- | 0:08:27 | 0:08:33
disruption. It would cost over £100
billion. 15 billion, HS3 and over 13 | 0:08:33 | 0:08:38
billion for crossrail two. It is a
scandal the Government broke the | 0:08:38 | 0:08:43
promise to electrify to Swansea
despite it only costing 400 million. | 0:08:43 | 0:08:47
Considering the peril of the British
Government is it not the case the | 0:08:47 | 0:08:50
only way to make sure Wales gets its
fair share of investment is to | 0:08:50 | 0:08:53
devolve full responsibility for rail
infrastructure? I am surprised by | 0:08:53 | 0:08:59
the tone of the member is taking.
Bimodal trains would be able to | 0:08:59 | 0:09:04
improve the connectivity to his
constituency and West Wales. Under | 0:09:04 | 0:09:09
the former proposal of electric only
trains into Swansea, his | 0:09:09 | 0:09:14
constituency would not benefit from
that. But of course the network in | 0:09:14 | 0:09:18
Wales is part of the UK network.
When he compares the spending, he | 0:09:18 | 0:09:22
should think of a logical basis. He
has been supportive of the curve in | 0:09:22 | 0:09:29
England but which would bring major
benefit for North Wales into | 0:09:29 | 0:09:32
Liverpool as a network. Immensely
grateful. Thank you, Mr Speaker. The | 0:09:32 | 0:09:41
Secretary of State has regular
discussions with Cabinet colleagues | 0:09:41 | 0:09:43
on a range of UK investment projects
including the proposed expansion of | 0:09:43 | 0:09:46
Heathrow airport. Estimates suggest
the Heathrow proposed expansion | 0:09:46 | 0:09:51
would require 370,000 tonnes of UK
steel, securing 700 British steel | 0:09:51 | 0:09:55
job. Welcome news for community such
as Port Talbot. As well as benefit | 0:09:55 | 0:10:01
to Wales construction related to the
expansion of Heathrow, does my | 0:10:01 | 0:10:04
honourable friend agree there are
also opportunities for what industry | 0:10:04 | 0:10:07
to support the ongoing operation of
Heathrow when expansion has | 0:10:07 | 0:10:10
completed? As my constituents do in
nearby Glasgow airport? I agree with | 0:10:10 | 0:10:16
my honourable friend. The
opportunities for Wales and the | 0:10:16 | 0:10:19
Welsh supply chain is significant.
The Welsh office is working with | 0:10:19 | 0:10:24
government to make sure that we have
round table discussions and we meet | 0:10:24 | 0:10:29
in Wales and South Wales and North
Wales soap was companies can be in a | 0:10:29 | 0:10:33
position to benefit from the
investment in Heathrow. | 0:10:33 | 0:10:40
Airport more important than ever so
will the Minister join me in | 0:10:40 | 0:10:43
congratulating the Welsh Government
in order to sink Cardiff airport, | 0:10:43 | 0:10:48
which has led to a great increase in
passenger numbers. -- input a single | 0:10:48 | 0:10:54
Cardiff airport. The Wales Office is
very proud of the involvement we had | 0:10:54 | 0:10:59
in relation to the decision to have
a direct flight from Cardiff airport | 0:10:59 | 0:11:06
by Qatar. You are right about the
importance of hub airport. We have | 0:11:06 | 0:11:13
had a meeting recently about the
possibility of direct flights from | 0:11:13 | 0:11:17
Liverpool into Heathrow, Wood --
which would be significant for the | 0:11:17 | 0:11:24
connectivity of Wales. Can he keep
up pressure on his colleagues to | 0:11:24 | 0:11:28
give slots to the distant regions in
the north and in Wales. I agree with | 0:11:28 | 0:11:35
my honourable friend. The importance
of hub airport is understood by | 0:11:35 | 0:11:40
businesses across the UK and it is
imperative that we have regular | 0:11:40 | 0:11:44
flights into Heathrow, one of the
reasons why we need the expansion of | 0:11:44 | 0:11:48
Heathrow. This expansion will be
good for the UK and regional | 0:11:48 | 0:11:52
economies, were connectivity into a
major hub airport such as Heathrow | 0:11:52 | 0:11:57
will be beneficial for our local
economies. The trade unions and | 0:11:57 | 0:12:03
local authorities support these
extra £2 billion worth of investment | 0:12:03 | 0:12:06
that the Heathrow expansion will
bring. But it depends on two things. | 0:12:06 | 0:12:12
The extension of HS2 and also a
final decision on Heathrow. When | 0:12:12 | 0:12:15
will this happen? The honourable
gentleman X an important point. This | 0:12:15 | 0:12:22
decision will be forthcoming soon.
-- makes an important point. I would | 0:12:22 | 0:12:27
agree entirely on drums of the Mike
Warren. There is a new opportunity | 0:12:27 | 0:12:32
for north woods. -- north Wales.
This is something we have been | 0:12:32 | 0:12:42
involved in. Questionable tree,
please. -- question I will answer | 0:12:42 | 0:12:53
questions we and six together. I
hold regular discussions with | 0:12:53 | 0:12:56
Government departments and the worst
Government in Wales. We have | 0:12:56 | 0:13:01
invested in the new. -- and the
Welsh Government. 100,000 investment | 0:13:01 | 0:13:13
in important and innovative new
infrastructure. The UK's first | 0:13:13 | 0:13:17
energy positive office, creating
more energy than it uses. Lasting | 0:13:17 | 0:13:24
economic success on the comes from a
long-term approach to major | 0:13:24 | 0:13:29
decisions economic. This is why it
is great to see that the Welsh | 0:13:29 | 0:13:34
Liberal Government supports
investment in infrastructure. And | 0:13:34 | 0:13:35
that the Government -- a Labour
Government works with the future. -- | 0:13:35 | 0:13:44
the Welsh Labour Government. The
honourable Lady raises an | 0:13:44 | 0:13:52
interesting point. I regret to say
that probably shows that she doesn't | 0:13:52 | 0:13:57
understand the relationship between
the Wales Office and Welsh | 0:13:57 | 0:14:01
Government. It's there to say that
infrastructure investment in roads | 0:14:01 | 0:14:03
depends upon partnership approach --
in Wales depends upon partnership. | 0:14:03 | 0:14:09
This is why we have crucial examples
of cooperation. As with many | 0:14:09 | 0:14:22
constituencies across Wales, we saw
huge benefits from European | 0:14:22 | 0:14:26
structural funds. There is currently
great uncertainty about the future. | 0:14:26 | 0:14:31
Can you assure the house that the
level of financial benefits we | 0:14:31 | 0:14:35
currently enjoy from structural
funds will be replicated when we | 0:14:35 | 0:14:38
leave the EU? The gentleman raises a
point about structural funds. The | 0:14:38 | 0:14:45
reality is that structural funds in
Wales doesn't make the difference we | 0:14:45 | 0:14:48
anticipated. Communities such as
yours will want it and long-term | 0:14:48 | 0:14:55
jobs, the type that I sought when I
visited. This is exactly what the | 0:14:55 | 0:15:03
economy needs in South Wales. The
excellent history of Parliament | 0:15:03 | 0:15:10
website yesterday posted a link to a
bill to build a new bridge at | 0:15:10 | 0:15:13
Chepstow. Does my friend agree with
me that we need a change to M4 as | 0:15:13 | 0:15:24
well? It is disappointing that we
are still waiting for a relief wrote | 0:15:24 | 0:15:32
for Newport. The Government is going
for a new consultation. It is | 0:15:32 | 0:15:37
important that we see action sooner
than later on the relief road for | 0:15:37 | 0:15:41
Newport. I'm pleased that the
minister mentioned the north Wales". | 0:15:41 | 0:15:47
Its -- it is ten years since the
last action, the introduction of an | 0:15:47 | 0:15:57
hourly service. Does he agree with
everybody else in north Wales that | 0:15:57 | 0:16:01
it's high time that this step change
is repeated by the reproduction of | 0:16:01 | 0:16:05
the north Wales call spread and
better transport services across the | 0:16:05 | 0:16:11
border. -- north Wales growth rate.
This was on -- has worked on this is | 0:16:11 | 0:16:23
appreciated. This was a key
priority, cross-border connectivity | 0:16:23 | 0:16:27
is crucial. We need to improve
transport links. Whether by road or | 0:16:27 | 0:16:35
rail. And you very much. I would
like to add my condolences and those | 0:16:35 | 0:16:40
of the side of the host of those
affected by the heartbreaking | 0:16:40 | 0:16:45
tragedy. Mr Speaker, Wales is one of
the many areas in Europe who have | 0:16:45 | 0:16:52
received EU structural funds to help
improve infrastructure. After 2020, | 0:16:52 | 0:16:59
will Wales receive the same level of
funding as the comparative regions | 0:16:59 | 0:17:04
of Europe will there be a reduction
in funding to Wales by this | 0:17:04 | 0:17:11
Conservative Government? The
honourable gentleman raises the | 0:17:11 | 0:17:13
question about structural funds as
if they were a success story in | 0:17:13 | 0:17:17
Wales. They were a failure in Wales.
Our comparative economic performance | 0:17:17 | 0:17:22
fell. This Government is committed
to a UK chip with Verity -- Shared | 0:17:22 | 0:17:29
Prosperity Fund. Rather than being
wasted than the way that the Welsh | 0:17:29 | 0:17:36
Government wasted funds over the
past 18 years. I'm afraid that the | 0:17:36 | 0:17:40
gentleman did not answer my
question. There is a lack of clarity | 0:17:40 | 0:17:44
of what will happen after 2020 in
Wales. I thank you for a meeting | 0:17:44 | 0:17:50
with me to discuss these issues. Can
you convene a meeting with the Wales | 0:17:50 | 0:17:58
team, the shadow Wales team and the
ties of the striker to sort this out | 0:17:58 | 0:18:02
so that there is absolute clarity
for the people of Wales on this | 0:18:02 | 0:18:07
issue? And the Chancellor -- and the
Chancellor of the Exchequer. This | 0:18:07 | 0:18:13
meeting has to be at the right time.
The key thing in a context of | 0:18:13 | 0:18:17
structural funding is a strategic
approach across north Wales, this | 0:18:17 | 0:18:24
was not possible when we had
structural funds. We have an | 0:18:24 | 0:18:29
opportunity to have a strategic
approach across north Wales which | 0:18:29 | 0:18:33
will be supported by a sheer duty
prosperity fund in due course. -- a | 0:18:33 | 0:18:41
shared UK prosperity fund. Wilson
made a great place to invest. As we | 0:18:41 | 0:18:44
leave the EU, we will continue to
support existing relationships and | 0:18:44 | 0:18:50
work to attract new projects and
work closely with the Department of | 0:18:50 | 0:18:55
International trade to deliver this.
The secretary of State will note | 0:18:55 | 0:18:58
that the Welsh Liberal Government is
successful in attracting businesses | 0:18:58 | 0:19:02
such as Aston Martin. This could be
at risk if there is a new deal | 0:19:02 | 0:19:09
Brexit. What does the Secretary of
State plan to do to reassure the | 0:19:09 | 0:19:16
business community that Wales is
open for business? The honourable | 0:19:16 | 0:19:20
member is applicable right, Wales is
a great place to invest. 95% of the | 0:19:20 | 0:19:28
projects that came last year were
supported and facilitated by the | 0:19:28 | 0:19:34
Department for International Trade.
I've been to Qatar, Japan, I be | 0:19:34 | 0:19:40
encouraged by the optimism and
flexibility that the Welsh economy | 0:19:40 | 0:19:42
can bring. Mr Gerry Mautner. Can the
Minister provide assurance that the | 0:19:42 | 0:19:52
important markets that he visited,
Japan and Qatar, are committed to | 0:19:52 | 0:19:57
the current international business
links with Wales? What plans do they | 0:19:57 | 0:20:01
have to expand? Mr Speaker, as a
mentioned, I'm encouraged by the | 0:20:01 | 0:20:08
interest and commitment. Japanese
companies by tradition made | 0:20:08 | 0:20:15
long-term investments. The first was
in 1973, Sony. They have committed | 0:20:15 | 0:20:23
to remaining longer. We have a lot
of noisy private conversations | 0:20:23 | 0:20:29
taking place but I think it's
important to listen to the products | 0:20:29 | 0:20:34
of the secretary's meditations. Ever
poured sort that there was a decline | 0:20:34 | 0:20:46
in 44% this year. What will it take
the Secretary of State to admit that | 0:20:46 | 0:20:52
the only way to protect jobs and
wages is to maintain economic things | 0:20:52 | 0:20:57
with the EU and staying in the
single market and customs union | 0:20:57 | 0:21:01
permanently? Mr Speaker, as I
mentioned, last year was another | 0:21:01 | 0:21:06
successful year. 85 projects came to
Wales, creating thousands of new | 0:21:06 | 0:21:10
jobs. Exports to the EU were
increased by 15%, exports outside | 0:21:10 | 0:21:18
the EU increased by 20%. This
demonstrates the great flexibility | 0:21:18 | 0:21:22
of businesses in Wales, keen to
explore new opportunities exiting | 0:21:22 | 0:21:27
the EU brings. For a meaningful vote
on the final deal to be meaningful | 0:21:27 | 0:21:33
we must not allow Parliament to be
able to condemn the UK to a notable | 0:21:33 | 0:21:40
scenario, should that final deal
proved unsatisfactory. Would it not | 0:21:40 | 0:21:44
be more prudent to explore any
problems around Article 50, to | 0:21:44 | 0:21:53
appease businesses around Wales and
avoid damaging cliff edge? I hope | 0:21:53 | 0:21:57
the honourable lady will degrade
reassurances that we are doing | 0:21:57 | 0:22:00
everything we can to make sure that
the whole of the UK is getting a | 0:22:00 | 0:22:06
good deal. -- will take
reassurances. We must prepare for | 0:22:06 | 0:22:13
all outcomes and every eventuality
because we need to preserve the | 0:22:13 | 0:22:18
integrity of the UK market and
making it the most of new | 0:22:18 | 0:22:24
opportunities as leaving the EU.
Will the Secretary of State in | 0:22:24 | 0:22:28
Qureshi Department of trade to give
a higher priority to Wales as part | 0:22:28 | 0:22:34
of the Government's efforts to bring
prosperity to all of the corners of | 0:22:34 | 0:22:39
the UK. I'm grateful for the
question and I think the Department | 0:22:39 | 0:22:43
for International Trade is already
doing that but there's almost always | 0:22:43 | 0:22:47
more we can do. I met with the First
Minister on Friday to consider the | 0:22:47 | 0:22:55
paper as well as the new
opportunities. The establishment of | 0:22:55 | 0:22:59
UK border trade, including stronger
sedition from Wales as an important | 0:22:59 | 0:23:03
part of that work. Thank you, Mr
Speaker. Since the referendum the | 0:23:03 | 0:23:12
Secretary of State and I have
discussed the impact of the UK's | 0:23:12 | 0:23:15
exit from the EU across Wales. We
have met farming unions, businesses, | 0:23:15 | 0:23:21
universities. And you exit panel --
a panel will take place on Monday. | 0:23:21 | 0:23:30
Does my right honourable friend
agreed me that this has to go even | 0:23:30 | 0:23:37
further as negotiations continue?
Will encourage other Cabinet | 0:23:37 | 0:23:40
ministers to come to Wales to hear
the views of Welsh businesses, | 0:23:40 | 0:23:47
farmers and universities first-hand?
Thank you for the question, he is a | 0:23:47 | 0:23:50
champion for the agricultural
industry and this is no surprise | 0:23:50 | 0:23:55
given the constituency he
represents. Discussions with farming | 0:23:55 | 0:23:58
unions will intensify and the
Secretary of State for International | 0:23:58 | 0:24:03
Development will be in Wales this
week. Silvino Louro. -- Elven Nolan. | 0:24:03 | 0:24:16
Horner put gentleman, he discovers a
new his popularity every day. On a | 0:24:16 | 0:24:26
number of occasions I have asked for
the importance of Irish trade in my | 0:24:26 | 0:24:34
constituency. Last week, a company
from Ireland suggested a new written | 0:24:34 | 0:24:41
to Holland and Britain. Stakeholders
in my constituency are concerned | 0:24:41 | 0:24:46
about this. When is the UK
Government going to wake up? -- a | 0:24:46 | 0:24:54
new route to Belgium and Holland
circumnavigating Britain. The | 0:24:54 | 0:25:02
Secretary of State for Wales visited
the port with you. These concerns | 0:25:02 | 0:25:05
have been heard in the Wales Office
and we have met with businesses, I | 0:25:05 | 0:25:09
can assure you that our intention is
to ensure a frictionless border in | 0:25:09 | 0:25:18
Holyhead as in Northern Ireland.
Dozens of academic staff from across | 0:25:18 | 0:25:24
Europe have been vital to the excess
of our institutions in Wales. What | 0:25:24 | 0:25:33
discussions has a miniature had with
Cabinet colleagues to ensure that | 0:25:33 | 0:25:35
arrangements according to student
visas do not change? -- discussions | 0:25:35 | 0:25:47
has the Minister had. I've visited
Bangor and Aberystwyth University. | 0:25:47 | 0:25:54
These issues were discussed. We are
in constant discussion with other | 0:25:54 | 0:26:00
departments concerning this.
Including a matter of EU visas. Mr | 0:26:00 | 0:26:04
Speaker, can I welcome the fact that
the UK and above the ministrations | 0:26:04 | 0:26:10
agreed the principles on which of
the common frameworks will be | 0:26:10 | 0:26:19
constructed, particularly the
businesses and farmers unions of | 0:26:19 | 0:26:22
Wales. Can I encourage him to
continue with this, the more | 0:26:22 | 0:26:26
exchanges with devolved
administrations so we can get | 0:26:26 | 0:26:29
agreement on how the common
frameworks should be established? | 0:26:29 | 0:26:37
Can the Minister's reply exceed a
sentence? I agree with how important | 0:26:37 | 0:26:43
it is to go on and have deep
engagements with these | 0:26:43 | 0:26:47
organisations. I hold regular
conversations on matters relating to | 0:26:47 | 0:27:02
the UK leaving the EU. Number 13, I
think. Martyn Day. Thank you, | 0:27:02 | 0:27:13
following the last joint ministerial
committee between the Welsh Scottish | 0:27:13 | 0:27:17
and UK governments, I'd set of
principles was published. -- a set | 0:27:17 | 0:27:25
of principles were spotless. Can the
ministers give an update on what | 0:27:25 | 0:27:32
tangible actions have been taken to
institute these principles? Mr | 0:27:32 | 0:27:38
Speaker, there are 64 areas of the
war and Herceptin with the Welsh | 0:27:38 | 0:27:41
Government and 111 relating to
Scotland. A lot of technical work is | 0:27:41 | 0:27:46
ongoing between officials in the
Scottish Government and Russia | 0:27:46 | 0:27:50
Government and the UK
administration. Many functions | 0:27:50 | 0:27:53
beneath that. -- and Welsh
Government. The powers are returning | 0:27:53 | 0:28:02
from the UK to the EU and we are
talking about this. Will you, like | 0:28:02 | 0:28:07
the Scottish Secretary, promise the
Welsh Government a promised bonanza | 0:28:07 | 0:28:16
-- a powers bonanza? 64 areas that
are being worked on and we want to | 0:28:16 | 0:28:23
move forward with the powers of the
Scottish Government as well as the | 0:28:23 | 0:28:27
Welsh Government can be extended. We
need to maintain the integrity of | 0:28:27 | 0:28:31
the UK market. We must member that
everything must suit business. | 0:28:31 | 0:28:36
Businesses in Scotland will need | 0:28:36 | 0:28:38 |
