This morning and welcome to BBC
Parliament's live coverage of the | 0:00:07 | 0:00:12
Commons on this final day before
Parliament takes a brief half term | 0:00:12 | 0:00:15
break and it is a busy day in the
chamber. In one hour, Matthew | 0:00:15 | 0:00:19
pinnacle will be asking a question
on the release of the papers on the | 0:00:19 | 0:00:22
economic impact of Brexit, followed
by a second urgent question on the | 0:00:22 | 0:00:29
recent controversial meetings of the
Cabinet minister pretty Battelle on | 0:00:29 | 0:00:33
holiday to Israel. A third urgent
question will be as uneasy monetary | 0:00:33 | 0:00:40
concession in Yemen. -- Priti Patel.
Boris Johnson will also update MPs | 0:00:40 | 0:00:47
on the combating Islamic State. A
backbench motion on temporary | 0:00:47 | 0:00:51
accommodation will be discussed
before a short recess. Don't forget | 0:00:51 | 0:00:56
to join me for a round-up of the day
in both Houses of Parliament at | 0:00:56 | 0:01:01
11pm. Firstly the Business Secretary
Greg Clark. Order. I beg to move. | 0:01:01 | 0:01:11
Simon relating to private business
matters as on the order paper. As | 0:01:11 | 0:01:17
many as are of the opinion, say
"aye". To the contrary, "no". The | 0:01:17 | 0:01:20
ayes have it. Energy, business and
industrial strategy. Thank you. The | 0:01:20 | 0:01:33
Secretary of State, Secretary Doctor
Greg Clark. Thank you, with | 0:01:33 | 0:01:36
permission, I want to put this
question six, an industrial strategy | 0:01:36 | 0:01:40
on strength as the build our next
generation of motor vehicles, in | 0:01:40 | 0:01:45
July, we committed £269 to try and
make Britain the centre of battery | 0:01:45 | 0:01:51
storage. We have also and £51
million to find automated vehicle | 0:01:51 | 0:01:56
test across the country and in
October, and are likely to say that | 0:01:56 | 0:02:01
Ford opened their first European
mobility headquarters in Britain. | 0:02:01 | 0:02:06
Thank you. Whether it is more result
tractors, it is in rural areas where | 0:02:06 | 0:02:10
Thomas vehicles had the potential to
make a regularly profound impact. | 0:02:10 | 0:02:15
Can my honourable friend assure me
that the reason she is funding will | 0:02:15 | 0:02:20
look in particular at rural areas
rather than simply focusing on very | 0:02:20 | 0:02:23
well connected cities? My honourable
friend makes an excellent point and | 0:02:23 | 0:02:28
he is right in saying that if this
is to apply right across the | 0:02:28 | 0:02:32
country, the opportunities in rural
areas are very important not just | 0:02:32 | 0:02:35
for the vehicle he describes by
public transport as well for | 0:02:35 | 0:02:38
example. He will know that any
University of Lincoln and not far | 0:02:38 | 0:02:42
from them, there is excellent work
through the centre of autonomous | 0:02:42 | 0:02:47
systems that is looking at the
future of mobility. I very much hope | 0:02:47 | 0:02:50
they will be his friends in this
great way across the country of | 0:02:50 | 0:02:57
development in the technology of the
future. -- they will be | 0:02:57 | 0:03:00
participants. Thank you. Silverstone
technology cluster support many | 0:03:00 | 0:03:05
thousands of jobs in and around and
Sinjar including my constituency of | 0:03:05 | 0:03:09
Northampton salve. With companies
will... -- in and around | 0:03:09 | 0:03:17
Northamptonshire. What steps are
being taken with them? My honourable | 0:03:17 | 0:03:21
friend is right, the joys that some
of the best motor manufacturers make | 0:03:21 | 0:03:25
to locate in a cluster reinforces
our reputation. Last year, we | 0:03:25 | 0:03:32
launched an ever cries zone which
supports the Silverstone | 0:03:32 | 0:03:36
high-performance technology cluster.
-- and enterprise zone. It provides | 0:03:36 | 0:03:41
an environment which helps deliver
new jobs in the sector and of course | 0:03:41 | 0:03:47
the local growth fund for his area
includes an innovation Centre which | 0:03:47 | 0:03:52
is geared towards automotive
technology and the enterprise zone. | 0:03:52 | 0:03:56
Can I urge the secretary to say
something to the leading engineering | 0:03:56 | 0:04:05
businesses at the University of
Huddersfield where we do a lot of | 0:04:05 | 0:04:07
research on autonomous vehicles?
They might have listened to Radio 4 | 0:04:07 | 0:04:13
to day and heard another secretary
of state talking in mysterious | 0:04:13 | 0:04:19
language, talking about a
post-Brexit trade policy, a new | 0:04:19 | 0:04:27
post-Brexit trade policy, a new
remedy body, what is a new trade | 0:04:27 | 0:04:30
remedy body? Fine forget what that
is, what I'm concerned about is | 0:04:30 | 0:04:37
autonomous vehicles, electrical or
otherwise. Let's hear about that. He | 0:04:37 | 0:04:42
asks a very important question and
it is absolutely right that the | 0:04:42 | 0:04:46
research is in the University of
Huddersfield again to have huge | 0:04:46 | 0:04:50
opportunities in this area, they are
very much a part of the reputation | 0:04:50 | 0:04:54
for excellence that has been
established in that University and | 0:04:54 | 0:04:58
is well known not just across the
country but around the world. I had | 0:04:58 | 0:05:02
the privilege with the Prime
Minister of attending a Round Table | 0:05:02 | 0:05:06
of the leading managers across the
motor industry including the supply | 0:05:06 | 0:05:13
chain. They united in their
excitement about what is the biggest | 0:05:13 | 0:05:17
change in mobility since the
invention of the petrol and diesel | 0:05:17 | 0:05:23
engines. We are replete with these
possibilities and we are | 0:05:23 | 0:05:27
establishing, and it is increasingly
recognised on a reputation for being | 0:05:27 | 0:05:30
the place in the world to come for
it. Whether it is with autonomous | 0:05:30 | 0:05:38
vehicles or indeed other exporter as
with the automobile industry within | 0:05:38 | 0:05:42
my constituency, what they need
going forward is a concept that | 0:05:42 | 0:05:46
regulatory framework. What kind of
guarantees any Secretary of State | 0:05:46 | 0:05:50
gave exporters like this in my
constituency as we leave the EU? The | 0:05:50 | 0:05:55
honourable gentleman makes a good
point and the regulatory environment | 0:05:55 | 0:06:00
is extremely important to the
predictability of that for future | 0:06:00 | 0:06:04
investment. It's one of the reasons
we have introduced the bill that is | 0:06:04 | 0:06:08
currently before Parliament to be
ahead of the world in establishing | 0:06:08 | 0:06:11
the right regulatory environment for
electric and Thomas Eagles. Bass is | 0:06:11 | 0:06:18
something that has commended the
attention of the world, exactly in | 0:06:18 | 0:06:20
line with what he says. As we take
steps to grow the economy and | 0:06:20 | 0:06:27
decrees submissions, Can the
Secretary of State commit to working | 0:06:27 | 0:06:30
with all businesses around
autonomous vehicles and as | 0:06:30 | 0:06:35
highlighted by my constituents who
are deaf and blind in terms of the | 0:06:35 | 0:06:38
noise that they make and working
with the disability agenda as well | 0:06:38 | 0:06:42
as this new area moves follow? My
honourable friend is absolutely | 0:06:42 | 0:06:47
right in one of the advantages of
this being that they give particular | 0:06:47 | 0:06:52
hope to people who find it difficult
or impossible to use conventional | 0:06:52 | 0:06:56
vehicles at the moment. Part of the
point of joining together the | 0:06:56 | 0:07:02
research in the automotive sector in
the renewable energy sector and in | 0:07:02 | 0:07:07
health care and social care is that
we are able to join the benefits of | 0:07:07 | 0:07:11
all of these in a single programme
full party is right. If we're going | 0:07:11 | 0:07:19
to be having these electric these
autonomous vehicles and everything | 0:07:19 | 0:07:24
else is going to be wonderful, why
bother with £100 billion on the HS2? | 0:07:24 | 0:07:35
Because we need both. Our ambition
is to make this country will of the | 0:07:35 | 0:07:38
best connected in the world so it is
possible to go from the capital to | 0:07:38 | 0:07:43
our Midlands and northern city and
beyond quickly and efficiently. We | 0:07:43 | 0:07:49
have capacity to move freely frayed
around the country and I thought of | 0:07:49 | 0:07:56
a Derbyshire MP given the importance
of the major industry, he would | 0:07:56 | 0:07:59
welcome the investment and progress
you're making. -- move freight | 0:07:59 | 0:08:04
around the country. Including
quarter of £1 billion investment by | 0:08:04 | 0:08:07
Toyota and uplands. -- in the
uplands. Germany said 2030, Norway | 0:08:07 | 0:08:15
and Holland April 2025, the Chinese
owners of all their new models will | 0:08:15 | 0:08:23
have electric motors and by 2019. --
Chinese owners of Volvo. The UK plan | 0:08:23 | 0:08:31
to ban the sale of fossil fuel
vehicles by 2040 is somewhat lacking | 0:08:31 | 0:08:35
in ambition, failing to provide
strong leadership or downright | 0:08:35 | 0:08:41
pathetic and making the UK would
like a laughing stock? What I would | 0:08:41 | 0:08:46
say to the honourable gentleman is
if he reflects on our reputation in | 0:08:46 | 0:08:51
the world, issued now that our
reputation for international | 0:08:51 | 0:08:55
leadership in climate change is very
strong and he would do well to | 0:08:55 | 0:08:59
comment back rather than seek to
undermine it. Relaunched, in the | 0:08:59 | 0:09:05
last few weeks, the green growth
strategy which connects across a | 0:09:05 | 0:09:08
range of areas not just to meet our
legal commitments, not just to | 0:09:08 | 0:09:14
generate jobs in these important
technologies, but to lead the world | 0:09:14 | 0:09:19
in Joseph Xbox we have and I would
have thought he would use this time | 0:09:19 | 0:09:22
in the dispatch box to commend the
governed for a doctrine that has | 0:09:22 | 0:09:25
been very well received right across
the world. -- we launched. Thank | 0:09:25 | 0:09:35
you. The Government has made clear
its commitment to the continuing | 0:09:35 | 0:09:39
success of the nuclear sector
including nuclear research in this | 0:09:39 | 0:09:42
country. We are aiming for a maximum
level of continuity with the good | 0:09:42 | 0:09:46
arrangements and my department held
discussions with the sector to | 0:09:46 | 0:09:52
ensure we understand and address
their concerns. Will the Minister | 0:09:52 | 0:09:57
agree that given the uncertainties
ever leaving EU as well as the | 0:09:57 | 0:10:00
falling prices of solar energy and
the timescale for delivering these | 0:10:00 | 0:10:06
projects will make nuclear energy
projects like Hinkley point the very | 0:10:06 | 0:10:10
little value for money? I very much
disagree with the honourable lady | 0:10:10 | 0:10:17
border-mac assessment. The policy of
the Government is to go for a mix of | 0:10:17 | 0:10:20
different types of energy of which
nuclear power is firmly one of them | 0:10:20 | 0:10:26
as our renewables and all the
others. As the minister well now the | 0:10:26 | 0:10:33
nuclear industry is extremely
important to Cumbria. Would he agree | 0:10:33 | 0:10:36
with me at leaving the EU does have
its issues but far more report on | 0:10:36 | 0:10:40
the come at a jury, we have a
nuclear sector deal as part of the | 0:10:40 | 0:10:44
industrial strategy which will see
rail investment and growth in this | 0:10:44 | 0:10:47
sector? Thank you. I agree with my
honourable friend and I would like | 0:10:47 | 0:10:53
to commend him for Ollie Ricky has
done to support the nuclear | 0:10:53 | 0:10:55
industry. We are very well aware of
this. -- for all the work he has | 0:10:55 | 0:11:01
done. We are making sure the deal is
an important one and will carry the | 0:11:01 | 0:11:06
industry forward for a long time
into the future. The civil nuclear | 0:11:06 | 0:11:12
industry is getting increasingly
twitchy about your rat in transition | 0:11:12 | 0:11:15
arrangements. Can the Minister to
day verify whether Euratom | 0:11:15 | 0:11:21
membership can continue during the
transition period and will they | 0:11:21 | 0:11:25
support the cross-party agreement
added 300 to the EU withdrawal bill | 0:11:25 | 0:11:28
which seeks to reject the industry
from a cliff edge Brexit? The | 0:11:28 | 0:11:34
honourable lady probably is aware
that we are discussing these matters | 0:11:34 | 0:11:37
in committee at the minute and it is
my intention than the Government's | 0:11:37 | 0:11:42
intention to build a consensual view
to gratify this problem but whatever | 0:11:42 | 0:11:47
she must be aware and she is very
keen interested in this and that she | 0:11:47 | 0:11:54
is -- we are aware of this and will
have the closest possible Asian ship | 0:11:54 | 0:11:58
with members of Euratom. It is very
important that we achieve an | 0:11:58 | 0:12:03
agreement with the EU that enables
us to retain as many of the benefits | 0:12:03 | 0:12:07
as possible of Euratom but I wonder
if the Minister could say something | 0:12:07 | 0:12:11
about the future of small modular
reactors in the UK? | 0:12:11 | 0:12:18
My honourable friend makes an
excellent point that small nuclear | 0:12:18 | 0:12:22
reactors are something the
Department is looking closely at. We | 0:12:22 | 0:12:26
had presentations from many
different companies and entities | 0:12:26 | 0:12:29
involved in developing this
technology, which we hope will be | 0:12:29 | 0:12:32
brought to a inclusion quickly. I
would like to commend him. I have | 0:12:32 | 0:12:38
visited in his constituency to seize
the research work being done will | 0:12:38 | 0:12:41
stop. Exiting of the European Union
is putting an added complication on | 0:12:41 | 0:12:50
the effort to rescue the deal and
the security that will bring. If the | 0:12:50 | 0:12:58
Government open to the idea of
offering a stake in the mirror side | 0:12:58 | 0:13:04
project if the conditions were the
secular buyer are right? I would | 0:13:04 | 0:13:11
like to make two points, the
Moorside arrangement is a matter for | 0:13:11 | 0:13:17
Toshiba, this is a private
commercial matter. I would like to | 0:13:17 | 0:13:23
also tell him my view that the
issues with Euratom and the EU are | 0:13:23 | 0:13:29
not relevant at all. The Government
has acted quickly to underwrite | 0:13:29 | 0:13:36
Horizon 2020 funding. As we set out
in our future partnership paper, we | 0:13:36 | 0:13:48
will be seeking an agreement on
science and innovation that protects | 0:13:48 | 0:13:51
us now end in the future and
continues to ensure we deliver these | 0:13:51 | 0:13:54
partnerships. Edinburgh is blessed
with three was class universities in | 0:13:54 | 0:14:00
Napier, Herriot Watt and Edinburgh.
They punch significantly above their | 0:14:00 | 0:14:05
weight in being able to gain EU
funding for research and | 0:14:05 | 0:14:08
development. Can the Minister
reassure those universities that | 0:14:08 | 0:14:12
research and development funding
will still be able to be accessed a | 0:14:12 | 0:14:15
European level when we leave the
European Union? As I said, we are | 0:14:15 | 0:14:21
working towards an agreement which
will ensure our continued success in | 0:14:21 | 0:14:25
European science and research
collaboration. Scottish institutions | 0:14:25 | 0:14:29
do indeed do exceptionally well,
they punch well above their weight | 0:14:29 | 0:14:33
in terms of their share of UK
participation is an Horizon 2020. | 0:14:33 | 0:14:35
Really, about 20% of participations,
well above their populations and we | 0:14:35 | 0:14:42
want that to continue. The Mr is
right to highlight the Scottish | 0:14:42 | 0:14:48
universities as world beating. The
university of Saint Andrews gets £38 | 0:14:48 | 0:14:52
million of research funding, that
relies on partnerships with the | 0:14:52 | 0:14:58
European Union and European Union
institutions. What reassurances can | 0:14:58 | 0:15:00
he get other plans post 2020 that
these partnerships will continue? As | 0:15:00 | 0:15:08
it is said, we're working hard to
ensure there's an agreement with the | 0:15:08 | 0:15:11
west of the European Union that we
can continue to collaborate closely | 0:15:11 | 0:15:15
in these important areas. Aye
editions do well in terms of their | 0:15:15 | 0:15:21
scare of participation in Horizon
2020, we want that success to | 0:15:21 | 0:15:26
continue. A lot of research is done
in Scotland in collaboration with | 0:15:26 | 0:15:33
the continent and we want that to
continue. Question number four, Mr | 0:15:33 | 0:15:37
Speaker. We have committed just now
to the single largest increase in | 0:15:37 | 0:15:52
science innovation funding, adding
an additional £4.7 billion to our | 0:15:52 | 0:15:55
signs spending. This helps drive
growth across the country. I'm pleas | 0:15:55 | 0:16:00
that the consortia will be under
taking local research and innovation | 0:16:00 | 0:16:09
strengths to drive economic growth.
Thank you. Following the commitments | 0:16:09 | 0:16:16
in the industrial strategy green
paper to build new institutes of | 0:16:16 | 0:16:21
technology, can I ask the Minister
to meet with me in Redditch, if his | 0:16:21 | 0:16:27
diary permits, to review what an
excellent location it would make for | 0:16:27 | 0:16:30
one of the first institutes of
technology, given its fantastic | 0:16:30 | 0:16:34
transport links, access to business
and a great opportunity for young | 0:16:34 | 0:16:37
people? My honourable friend is a
strong champion of Redditch and I'm | 0:16:37 | 0:16:44
happy to say where's recently
issuing a statement confirming our | 0:16:44 | 0:16:49
intention to establish high and
prestigious institutions which | 0:16:49 | 0:16:54
specialise in high-level technical
skills which employers need across | 0:16:54 | 0:16:56
all regions of England. Will be
launching a call for proposals | 0:16:56 | 0:17:01
before the end of the year and will
welcome applications from Redditch | 0:17:01 | 0:17:04
and other places across the country.
Question five, Mr Speaker. As I have | 0:17:04 | 0:17:13
said, Scottish institutions are
performing well in terms of their | 0:17:13 | 0:17:15
participation levels in Horizon
2020. We want that to continue in | 0:17:15 | 0:17:20
the years ahead. We're working hard
as a Government to ensure the | 0:17:20 | 0:17:25
success of our institutions and are
working hard to get an agreement to | 0:17:25 | 0:17:29
enable us to continue to collaborate
in years ahead. First, we want our | 0:17:29 | 0:17:35
institutions to work well as well.
Our research says terror does these | 0:17:35 | 0:17:43
a -- our research sector faces a
lack of funding due to Brexit. What | 0:17:43 | 0:17:48
communication has this Government
had with Scottish universities about | 0:17:48 | 0:17:51
the funding threat posed by Brexit?
The Department for business, energy | 0:17:51 | 0:17:58
and industrial strategy are in
constant contact with all the | 0:17:58 | 0:18:04
devolved administrations at various
levels on a wide range of issues, | 0:18:04 | 0:18:06
including? Exit. Officials have
recently participated in a number of | 0:18:06 | 0:18:19
Scottish and students. The cleaner
growth strategy... Number seven, | 0:18:19 | 0:18:29
very good. With your progression, I
will answer this in question for | 0:18:29 | 0:18:35
together. Carbon capture and use and
storage has huge potential to play a | 0:18:35 | 0:18:40
vital role in reducing emissions
across a range of activities, but | 0:18:40 | 0:18:44
the technology has to be made more
cost-effective to deploy at scale. | 0:18:44 | 0:18:49
That's why we have committed to £100
million of public money and why | 0:18:49 | 0:18:54
we're working with the private
sector to and other governments to | 0:18:54 | 0:18:59
drive innovation drive down costs. I
think the grouping is with question | 0:18:59 | 0:19:05
13, I think. Apologies, that's my
mistake. Thank you, Mr Speaker. The | 0:19:05 | 0:19:16
cleaner growth strategy falls short
of boosting investment necessary to | 0:19:16 | 0:19:22
stimulate change for the future ofcc
as an industrial strategy green | 0:19:22 | 0:19:26
paper, failing to mention and in the
light of the previous failure to | 0:19:26 | 0:19:31
deliver for Peterhead, what an ass
and were the Mr Maker cover that | 0:19:31 | 0:19:35
investment? The world has not yet
decided to invest in this matter. | 0:19:35 | 0:19:46
There are several plants across the
Worrall is operating in this area. | 0:19:46 | 0:19:50
It is not cost-effective in its
current form to commit large-scale | 0:19:50 | 0:19:53
investment. We have to get the cost
down. We are now and then world | 0:19:53 | 0:20:00
whether private sector wants to
bring costs down, and ensures he | 0:20:00 | 0:20:02
would well, projects like project
Acorn with the UK and Scottish | 0:20:02 | 0:20:08
currents have committed funds. The
Business Minister does not like | 0:20:08 | 0:20:14
being reminded that the pulling of
funding for Peterhead was a | 0:20:14 | 0:20:21
betrayal. There is not value for
money in the Hinckley project. When | 0:20:21 | 0:20:30
will the governments make
commitments to CCS for Scotland? In | 0:20:30 | 0:20:38
the world I live in £109 is quite a
substantial investment in things | 0:20:38 | 0:20:43
like CCS. The Scottish Government
invested £100 million -- Lescott | 0:20:43 | 0:20:50
Strowman invested £100,000 in
Haboubi acorn. There are six plants | 0:20:50 | 0:20:54
in awards operating this additional
revenue from enhanced oil recovery. | 0:20:54 | 0:20:57
We want Britain to be the
technological leader. I hope that we | 0:20:57 | 0:21:04
can work together to achieve that
aim. I welcome to the return of some | 0:21:04 | 0:21:13
consideration of Horizon 2020 after
the dreadful mistake by the | 0:21:13 | 0:21:17
honourable lady's Government of the
cancellation of the 1 billion UK CCS | 0:21:17 | 0:21:22
pilot plants in 2015. What
discussions has she had with her | 0:21:22 | 0:21:27
Norwegian counterparts on prospects
for UK for its national way | 0:21:27 | 0:21:31
collaboration on that country's
advance plans for carbon cess | 0:21:31 | 0:21:36
cassation in the North Sea? Norway
is unsure about the level of its own | 0:21:36 | 0:21:44
financial commitment at the moment.
There is an excellent energy | 0:21:44 | 0:21:47
minister within my fat multiple
conversations, because to me eight | 0:21:47 | 0:21:51
seems strange that we wouldn't
cooperate in this area. There are | 0:21:51 | 0:21:59
frequent conversations. He will have
seen in the cleaner growth strategy | 0:21:59 | 0:22:02
would like to work with other
countries, not just the Norway, | 0:22:02 | 0:22:05
claiming US and Canada as well. We
have just heard about the broken | 0:22:05 | 0:22:09
promise of establishing a
world-leading carbon capture project | 0:22:09 | 0:22:14
at Peterhead, another Virgin Rail to
the North Sea industry. -- another | 0:22:14 | 0:22:21
betrayal to the nasty industry.
Isn't it true that when it comes to | 0:22:21 | 0:22:26
the North Sea, this Government is no
good at anything except a breaking | 0:22:26 | 0:22:29
promises? Some might say that the
SNP aren't very good at forecasting | 0:22:29 | 0:22:34
oil prices. However, as I think I
have illustrated, the fact that no | 0:22:34 | 0:22:42
Government had taken a very
substantial bet in the last few | 0:22:42 | 0:22:45
years, and I got a bed because it is
not cost-effective, he will know | 0:22:45 | 0:22:53
that organisations are coming to us
to ask how can we work in a | 0:22:53 | 0:22:57
public/private way to deliver the
most cost effective solutions and | 0:22:57 | 0:23:01
create technology we can export, as
we did with oil and gas services | 0:23:01 | 0:23:06
that have delivered such economic
value in the North Sea. Support was | 0:23:06 | 0:23:10
also promised by the Prime Minister
in January 2016, when he said that | 0:23:10 | 0:23:14
an oil and gas ambassador would be
appointed to promote oil and gas | 0:23:14 | 0:23:17
around the world. Yet the current
energy minister recently told the | 0:23:17 | 0:23:21
press and Journal it was a good
idea, but he was not aware of it. It | 0:23:21 | 0:23:26
hasn't crossed his desk. His death
did it cross? Was just another | 0:23:26 | 0:23:30
fantasy, of fantasy from this do
anything, do nothing governments? It | 0:23:30 | 0:23:37
doesn't appear... I would take
lessons from the honourable | 0:23:37 | 0:23:45
gentleman in terms of support for
the North Sea, it is a vital | 0:23:45 | 0:23:49
industry, I will discuss it with my
colleagues. Narrates, Mrs Vicault. I | 0:23:49 | 0:23:59
have frequent discussions with the
Secretary of State for Exiting the | 0:23:59 | 0:24:01
EU. Companies such as Nesson, B&W
and so are to continue to invest | 0:24:01 | 0:24:09
thanks to our highly skilled
workforce, and long-term investment | 0:24:09 | 0:24:16
in innovation. Thank you for that
reply, however I am sure that he | 0:24:16 | 0:24:22
will be aware that some current
factors have questioned whether to | 0:24:22 | 0:24:26
make further investments in the UK
because they are uncertain about the | 0:24:26 | 0:24:31
validity of proposals after we leave
the European Union. Can the | 0:24:31 | 0:24:36
Secretary of State confirm they will
be valid and when will be in a | 0:24:36 | 0:24:38
position to confirm that there are
components are not going to get | 0:24:38 | 0:24:42
stuck at either long queues at Dover
Calais? I have been clear in my | 0:24:42 | 0:24:49
discussions with industry, it is
absolutely essential that we have a | 0:24:49 | 0:24:57
trading relationship with the
European Union that is not only | 0:24:57 | 0:25:01
tariff-free, but allows the means of
production, which involves multiple | 0:25:01 | 0:25:06
components going back and forth,
often in very short notice, to be | 0:25:06 | 0:25:10
continued. There are questions such
as rules of origin that we are | 0:25:10 | 0:25:16
working with the industry to make
sure that it is part of the deal we | 0:25:16 | 0:25:20
want to achieve. I think that's
something all sides of the House | 0:25:20 | 0:25:23
would commence. Mitsubishi have
their headquarters in Cirencester, | 0:25:23 | 0:25:31
when they employ 250 people
supporting dealerships throughout | 0:25:31 | 0:25:35
the UK. Then I wholeheartedly
endorse my right honourable friend's | 0:25:35 | 0:25:41
remarks about needing a Brexit that
supports the automotive sector? I'm | 0:25:41 | 0:25:48
grateful. We are clearer that the
industry know the firmness of our | 0:25:48 | 0:25:54
intention. It doesn't make any sense
to disrupt what has been a very | 0:25:54 | 0:26:00
successful relationship between this
country and some of the home | 0:26:00 | 0:26:03
countries of these manufacturers.
That is very clear in all of our | 0:26:03 | 0:26:08
mines. When a successful car
manufacturing sector exports nearly | 0:26:08 | 0:26:16
a million cars to the rest of the
European Union. But with the Society | 0:26:16 | 0:26:22
of motor Manufacturers saying Brexit
is the greatest challenge of our | 0:26:22 | 0:26:26
times, what is the Secretary of
State doing to ensure there are no | 0:26:26 | 0:26:29
costly carers or time-consuming
customs checks in the automotive | 0:26:29 | 0:26:33
sector after we leave the European
Union? We've met with the members of | 0:26:33 | 0:26:43
the sector to discuss every aspect
of the challenges and opportunities | 0:26:43 | 0:26:46
ahead. She's right that the issue
Brexit is very much on the minds of | 0:26:46 | 0:26:52
every motoring manufacturer, and it
is why every discussion we have had | 0:26:52 | 0:26:58
has reinforced our commitment to not
only have a good deal at the full, | 0:26:58 | 0:27:02
but also to make sure that the
particular aspects for that industry | 0:27:02 | 0:27:06
are addressed. But the other thing
the industry was enthusiastic about | 0:27:06 | 0:27:12
was our clear commitment, with
mounting enthusiasm being shown on | 0:27:12 | 0:27:15
behalf of our partners, to invest in
the future and make sure what makes | 0:27:15 | 0:27:20
a Briton attractive as a place to
locate continues to be | 0:27:20 | 0:27:23
Ten years in low-paid work and four
years as an apprentice, I will never | 0:27:29 | 0:27:32
remember Warren waxing lyrical about
the place he loved, moving into the | 0:27:32 | 0:27:40
house of his dreams of the women of
his dreams but does the Secretary of | 0:27:40 | 0:27:43
State begin to understand that as a
consequence of the disastrous | 0:27:43 | 0:27:49
mishandling of Brexit by this
Government, investment has fallen by | 0:27:49 | 0:27:52
over 50% and does he begin to
recognise the damage the Government | 0:27:52 | 0:27:56
is doing to workers like warring and
the jewel in the ground of British | 0:27:56 | 0:27:59
manufacturing? What I would say to
the honourable gentleman committee | 0:27:59 | 0:28:05
talks to people in the motor
industry as in other industries, | 0:28:05 | 0:28:09
there is no one more vigorous than I
am in meeting with prospective | 0:28:09 | 0:28:16
investors to explain our strategy,
explain the attractiveness of the | 0:28:16 | 0:28:21
UK. As a result of the work of the
industry supported by the | 0:28:21 | 0:28:25
Government, we've had a commitment
from BMW to build the electric mini | 0:28:25 | 0:28:29
in the UK, we have had Toyota
investing 250 thousand pounds in | 0:28:29 | 0:28:37
Derbyshire, Nissan confirmed they
will build new models in Sunderland. | 0:28:37 | 0:28:42
We have other discussions
continuing. -- what what they | 0:28:42 | 0:28:44
billion pounds. The access to the
European market is giving confidence | 0:28:44 | 0:28:52
to the industry and I think it's a
matter of consensus file to across | 0:28:52 | 0:28:56
the house that we should maintain
that confidence rather than... | 0:28:56 | 0:29:06
Recent research has been conducted
by Smart energy GB who are an | 0:29:06 | 0:29:11
independent not-for-profit
organisation responsible for the | 0:29:11 | 0:29:14
National consumer engagement in
smart meters. They found that 86% of | 0:29:14 | 0:29:19
people with a smart meter said they
had made energy saving changes to | 0:29:19 | 0:29:22
their behaviour and this positive
action was maintained after | 0:29:22 | 0:29:26
installation. The Minister is
obviously aware that by encouraging | 0:29:26 | 0:29:34
better energy consumption, average
consumer save about £75 per year | 0:29:34 | 0:29:36
through a smart meter. But he also
agree that smart meters will enable | 0:29:36 | 0:29:40
more switching of suppliers saving
the average cost of a £200 per year? | 0:29:40 | 0:29:45
Is this not therefore good for the
environment and consumers? I totally | 0:29:45 | 0:29:50
agree with my honourable friend's
analysis, smart meters enable | 0:29:50 | 0:29:55
consumers to make more confident and
informed decisions about which | 0:29:55 | 0:29:58
supplier and Paris is right for
them. Interestingly, a Serbian | 0:29:58 | 0:30:03
showed that consumers who say they
have a smart meter are more likely | 0:30:03 | 0:30:07
to switch supplier in the last 12
months. -- which tariff suits them. | 0:30:07 | 0:30:13
Energy consumption and awareness is
a two-way street and companies are | 0:30:13 | 0:30:17
aware of what energy is being
consumed in the home. Can the | 0:30:17 | 0:30:20
Minister tell us what steps he is
taking to make sure that energy | 0:30:20 | 0:30:24
companies do not increase the
customers' daily rate as they have | 0:30:24 | 0:30:34
energy consumption. The honourable
lady should rest assure that this is | 0:30:34 | 0:30:37
something that is on our agenda and
the free increases have to come with | 0:30:37 | 0:30:44
approval from of gem and it is
something we are monitoring very | 0:30:44 | 0:30:46
carefully. And wonder what
assessment we can hear that the | 0:30:46 | 0:30:52
Government has made and that
security of smart meters. The | 0:30:52 | 0:30:56
security of smart meters is
something that is very relevant to | 0:30:56 | 0:31:00
the governments because it is most
important. I think the honourable | 0:31:00 | 0:31:03
gentleman should be aware that the
whole smart meter programme was | 0:31:03 | 0:31:07
designed with the approval of the
cyber Security and all the other | 0:31:07 | 0:31:13
authorities as well. Howard is the
Minister intends to make the process | 0:31:13 | 0:31:20
for switching gas or electric
companies easier for those who have | 0:31:20 | 0:31:23
smart meters? The process is
extremely complicated. As president | 0:31:23 | 0:31:33
--, located at present. With manuals
being sent out. The honourable | 0:31:33 | 0:31:37
gentleman should be aware that a
programme increases compatibility | 0:31:37 | 0:31:49
between the meters enabling people
to switch. Nico current system being | 0:31:49 | 0:31:54
installed will be relevant in a
year. Thank you. The UK was a | 0:31:54 | 0:32:08
leading negotiator in the
extraordinary Paris agreement which | 0:32:08 | 0:32:10
saw 195 countries agree to act to
keep global temperature rise below 2 | 0:32:10 | 0:32:16
degrees. In 2016, there are only two
countries any role to cut their | 0:32:16 | 0:32:20
carbon emissions intensity in line
with that Paris goal, China and the | 0:32:20 | 0:32:24
UK. Last month, growth strategy sets
out how we hope to go further and | 0:32:24 | 0:32:29
faster in cutting our UK emissions
to reach the Paris goal while | 0:32:29 | 0:32:32
delivering economic growth. And
grateful to the Minister for her | 0:32:32 | 0:32:38
answer and many constituents have
contacted me with concerned about | 0:32:38 | 0:32:41
climate change. Following Paris,
what's that has the Minister taken | 0:32:41 | 0:32:45
to ensure there is a global
political movement to combat climate | 0:32:45 | 0:32:48
change? I will be going to Bonne
next week for a conference where we | 0:32:48 | 0:32:57
will join other leading nations to
reaffirm commitment to the Paris | 0:32:57 | 0:33:01
goal and work on practical
initiatives -- were contractual | 0:33:01 | 0:33:09
initiatives to phase out coal and
the use of innovative financial | 0:33:09 | 0:33:14
solutions to mobilise private
investment in low carbon technology. | 0:33:14 | 0:33:18
How did the Minister intends to
support carbon capturing storage in | 0:33:18 | 0:33:22
the Tees Valley given that too would
improve the environmental ambitions | 0:33:22 | 0:33:27
and enhance economic growth? The
honourable lady will know the Tees | 0:33:27 | 0:33:32
Valley in many farms has been
incredibly deciduous at campaigning | 0:33:32 | 0:33:35
as a location for some of the
deployment of the new technology, | 0:33:35 | 0:33:38
working actively with them and they
will want to see some investment | 0:33:38 | 0:33:43
proposals coming forward. In
reaffirming the UK's commitment to | 0:33:43 | 0:33:48
the Paris climate change, well my
honourable friend reassure me that | 0:33:48 | 0:33:52
she and her colleagues will continue
to pressure and persuade other | 0:33:52 | 0:33:55
countries who may either not have
signed up to it or may be reticent | 0:33:55 | 0:34:00
about it, of its merits and why they
should be involved? The honourable | 0:34:00 | 0:34:04
gentleman make a good point, we are
only as good as the problems we work | 0:34:04 | 0:34:07
with. -- we are only as good as the
partners we were there. China set | 0:34:07 | 0:34:15
their own goals and that remains the
case that Paris is fit for purpose | 0:34:15 | 0:34:18
and will not be renegotiated. We
would like all countries, | 0:34:18 | 0:34:23
particularly major OTC countries, to
perhaps change the minds and get | 0:34:23 | 0:34:28
behind a ground-breaking agreement
for the world. -- particularly OECD | 0:34:28 | 0:34:33
countries. We have heard that
fracking cannot be compatible with | 0:34:33 | 0:34:37
the climate change targets unless
they test are met on meeting yes, | 0:34:37 | 0:34:41
Cass consumption and carbon budgets.
-- methane gas, gas consumption. In | 0:34:41 | 0:34:51
Riddell North Yorkshire, it is under
consideration, is she planning to | 0:34:51 | 0:34:54
ignore the advice? We cannot comment
on particular cases but it does seem | 0:34:54 | 0:34:59
odd to me frankly that we have
testing Wells being drilled at the | 0:34:59 | 0:35:04
moment, we need to understand the
scientific basis of weekend prove or | 0:35:04 | 0:35:09
disprove these tests and I find it
all that those who argue loudest | 0:35:09 | 0:35:13
that people should accept the
scientific basis for climate change | 0:35:13 | 0:35:16
refused to have conversation about
the scientific basis that prove or | 0:35:16 | 0:35:20
disprove fracking. Non-relevant. --
number 11. Including financial | 0:35:20 | 0:35:34
regulation. The Financial Conduct
Authority has published a summary of | 0:35:34 | 0:35:39
skilled persons report to which I
think the honourable gentleman | 0:35:39 | 0:35:44
refers. The SCA is now considering
the report's inclusions, including | 0:35:44 | 0:35:48
whether there is a basis for further
action. -- we FCA. Constituent of | 0:35:48 | 0:35:53
mine used in good faith Government
back schemes such as the priority | 0:35:53 | 0:35:58
Finance guarantee seem to grow the
business only to find out that the | 0:35:58 | 0:36:01
Royal Bank of Scotland use the same
scheme to close down businesses. | 0:36:01 | 0:36:04
Given the litany of such cases drag
a report is not the time that we had | 0:36:04 | 0:36:12
a proper investigation and a judge
let enquiry? The enterprise Finance | 0:36:12 | 0:36:17
guarantee scheme is exactly designed
to enable businesses to borrow when | 0:36:17 | 0:36:23
they lack collateral with taxpayer
support. If a bank is closing down | 0:36:23 | 0:36:27
overdraft facilities as the case I
believe the honourable gentleman | 0:36:27 | 0:36:32
refers, in order to claim on the
guarantee, that would clearly be a | 0:36:32 | 0:36:36
gross abuse of the scheme. Any
evidence of this will certainly be | 0:36:36 | 0:36:40
looked at very carefully by my
department. Vincent cable. Does my | 0:36:40 | 0:36:46
honourable friend not agree that the
finding of the 22% of small bank | 0:36:46 | 0:36:51
customers of the restructuring group
were mistreated has been pathetic | 0:36:51 | 0:36:54
and these are unworthy of a publicly
owned institution? I would suggest | 0:36:54 | 0:37:01
that the honourable gentleman holds
fire until the FCA has decided on | 0:37:01 | 0:37:07
what action it may still take. It is
empowered to take action. I totally | 0:37:07 | 0:37:12
agree with the sentiment by the
honourable gentleman's question. | 0:37:12 | 0:37:18
Thank you. What happened at RBS
global use doctrine group is a | 0:37:18 | 0:37:22
scandal of the highest order.
Businesses were ruined, families | 0:37:22 | 0:37:25
torn apart, people to their own
lives. The Minister must know that | 0:37:25 | 0:37:31
the Financial Conduct Authority on
its own cannot deliver justice for | 0:37:31 | 0:37:33
the victims as most business banking
is not regulated. I've asked | 0:37:33 | 0:37:40
ministers this question six times.
For the seven time, will be | 0:37:40 | 0:37:44
Government set up a judge let
enquiry into RBS GRG all they do | 0:37:44 | 0:37:51
have something to hide? -- do they
have something to hide? Muller I | 0:37:51 | 0:37:54
sure we have nothing to hide. I the
practices of the global | 0:37:54 | 0:37:58
restructuring group at RBS and the
devastating impact on people's | 0:37:58 | 0:38:03
businesses representative to many a
lifetime of work and I'm sure they | 0:38:03 | 0:38:06
have not heard the last of this
enquiry yet. Number 14. Thank you. | 0:38:06 | 0:38:16
Still only car industry, the UK's
automotive industry is a great | 0:38:16 | 0:38:20
British success story and as I said
earlier in the Prime Minister and I | 0:38:20 | 0:38:23
met senior executive last week and
reiterated our determination to | 0:38:23 | 0:38:27
secure a better deal at the sector's
competitiveness. I will continue to | 0:38:27 | 0:38:32
work with these companies. Thank
you. I'm grateful to the Secretary | 0:38:32 | 0:38:36
of State from mentioning Ford in the
answer the cause that is a major | 0:38:36 | 0:38:44
manufacturer in my constituency. Can
we hear what they are doing to make | 0:38:44 | 0:38:48
sure this country remains the
epicentre of the car industry as | 0:38:48 | 0:38:51
they move out of the EU? To
industrial strategy, we have a very | 0:38:51 | 0:38:54
clear focus on being the go to place
in the world for the future of | 0:38:54 | 0:38:58
mobility in all its different forms
and of course in his constituency, | 0:38:58 | 0:39:05
Ford as its technical centre.
Obviously one of the major global | 0:39:05 | 0:39:10
forces in that future and it is
particularly gratifying that they | 0:39:10 | 0:39:13
have chosen the UK DVD centre of
their European operations for the | 0:39:13 | 0:39:17
future of mobility. -- chose in the
UK to be the centre. Iraq with your | 0:39:17 | 0:39:26
permission, I'll answer this
question together with number 17. -- | 0:39:26 | 0:39:31
with your permission. I have closely
to ever meant a national minimum | 0:39:31 | 0:39:36
wage enforcement approach which will
protect the interests of both social | 0:39:36 | 0:39:39
care workers and vulnerable service
users. The Government recognises the | 0:39:39 | 0:39:44
financial pressures some provider
says and exploring further options | 0:39:44 | 0:39:47
to minimise any impact on the
sector. Any intervention would need | 0:39:47 | 0:39:51
to be proportionate and Government
has opened discussions with the | 0:39:51 | 0:39:55
European Commission about issues
relating to the state aid. Thank | 0:39:55 | 0:39:58
you. Can I thank the Minister for
that and so? Tallied the governments | 0:39:58 | 0:40:03
supporting individuals with personal
budgets or could be facing bills for | 0:40:03 | 0:40:08
thousands of pounds in back
payments. We recognise that such | 0:40:08 | 0:40:16
individuals can be among the most
vulnerable in society and we are | 0:40:16 | 0:40:20
working to ensure this group
receives the necessary help and | 0:40:20 | 0:40:23
support. We expect local authorities
to work with HM RC to ensure the | 0:40:23 | 0:40:29
right outcome for such individuals.
It is only fair that the budget | 0:40:29 | 0:40:34
provided to personal budget holders
reflect their legal obligations to | 0:40:34 | 0:40:37
pay national minimum wage to workers
who are on duty both now and when it | 0:40:37 | 0:40:43
comes to any arrears owing. If
enforcement action does result in | 0:40:43 | 0:40:48
closure or disruption of service
providers, how will the Government | 0:40:48 | 0:40:54
Guaranty vulnerable people will not
be left our services? I would like | 0:40:54 | 0:41:00
to reassure the honourable lady that
the new social care compliance | 0:41:00 | 0:41:04
scheme we'll be giving providers to
one year to identify what they owed | 0:41:04 | 0:41:08
to workers supported by advice from
HM RC. Employers who identify | 0:41:08 | 0:41:12
carriers at the end of the review
period will have three months to pay | 0:41:12 | 0:41:17
workers. The scheme is designed to
both support workers and to ensure | 0:41:17 | 0:41:22
the continuation of the crucial
services that provide is performed. | 0:41:22 | 0:41:28
Thank you. The Government's new
compliance scheme announced last | 0:41:28 | 0:41:35
week unfortunately adds to the
uncertainty facing the social care | 0:41:35 | 0:41:38
sector. Can I urge the Minister to
do all she can to ensure as quickly | 0:41:38 | 0:41:43
as possible the Government get back
around the table with the sector to | 0:41:43 | 0:41:47
find unacceptable long-term
solution? I can assure my honourable | 0:41:47 | 0:41:53
friend that we are working very hard
across Government with the | 0:41:53 | 0:41:55
Department of Health and the
Department for community in local | 0:41:55 | 0:42:00
government to continue our
discussions at the Treasury about | 0:42:00 | 0:42:04
possible solutions to the long-term
viability of certain providers. | 0:42:04 | 0:42:12
I welcome the Government's efforts
to try and find a permanent solution | 0:42:12 | 0:42:15
to sleeping shifts. But the
situation has arisen from a changing | 0:42:15 | 0:42:21
guidance around employment tribunal
in 2014. Do not be sensible to | 0:42:21 | 0:42:25
consider revisiting the decision to
return legislation to the | 0:42:25 | 0:42:30
pre-tribunal situation? We have made
clear that we expect all employers | 0:42:30 | 0:42:38
to pay all employees in accordance
with national law. This issue has | 0:42:38 | 0:42:48
been subject to a number of cases.
Even if we were to do as my | 0:42:48 | 0:42:54
honourable friend suggests, which we
certainly will not be revisiting | 0:42:54 | 0:42:58
legislation, even if we were to, it
would not have impact on workers' | 0:42:58 | 0:43:04
eligibility prehistoric backpay.
This week is living wage week. Some | 0:43:04 | 0:43:09
sectors in the UK are better
predisposed to pay these wages than | 0:43:09 | 0:43:14
others. But the cost of living
rising applies to all. What will the | 0:43:14 | 0:43:20
Minister do to require all sectors
to sign up as living wage employers? | 0:43:20 | 0:43:27
I applaud this work, but the crucial
role we have to play is danger HMRC | 0:43:27 | 0:43:32
have the resources to enforce the
minimum wage where it needs in | 0:43:32 | 0:43:36
forcing. That is our priority,
although I respect, obviously, the | 0:43:36 | 0:43:42
work done by the National Living
Wage fund. Number 16. As my | 0:43:42 | 0:43:53
honourable friends will know, the
Libyan programme cost in the region | 0:43:53 | 0:43:59
of £15 billion. The questions in
association with employing this | 0:43:59 | 0:44:06
technology in the marine
environments, all programmes had to | 0:44:06 | 0:44:09
begin with the following in mind,
the possible contribution to the | 0:44:09 | 0:44:13
green economy. The Hendry review was
to limit on time by a distinguished | 0:44:13 | 0:44:20
former Conservative energy minister
who started a sceptic and edit a | 0:44:20 | 0:44:22
conference, strongly recommending
the Government but ahead with a | 0:44:22 | 0:44:28
pilot project. Although we would not
want to see the current rush into | 0:44:28 | 0:44:32
decisions, what is my friend think
of the chances of a formal response | 0:44:32 | 0:44:37
before the first anniversary of this
review in January? Whitty agree with | 0:44:37 | 0:44:40
me that the budget is an excellent
opportunity for a positive | 0:44:40 | 0:44:43
announcements? My honourable friend
may be frustrated. I know the | 0:44:43 | 0:44:49
Government has yet to respond to the
review, but this is a complex issue | 0:44:49 | 0:44:54
and we need to make sure we make the
right decision. We will be | 0:44:54 | 0:44:59
publishing our response in due
course. Number one, Mr Speaker. | 0:44:59 | 0:45:08
Since we last met, my ministerial
colleagues and I have brought | 0:45:08 | 0:45:12
forward three major pieces of
legislation to the house, a draft | 0:45:12 | 0:45:17
bill to cut consumer energy prices,
new laws to make sure every home and | 0:45:17 | 0:45:20
business will be offered a smart
meter and a nuclear safeguards bill | 0:45:20 | 0:45:25
to maintain our safeguards as we
lead the EU. We continue to develop | 0:45:25 | 0:45:29
new policy which will benefit in the
scissors and wider society. We are | 0:45:29 | 0:45:34
publishing today eight call on the
independent review of energy. We are | 0:45:34 | 0:45:44
tackling climate change through the
queen growth strategy. And can I | 0:45:44 | 0:45:47
take this opportunity to invite all
members and all sides of the House | 0:45:47 | 0:45:51
to join with us and celebrating
Small-business Saturday, Keisuke Is | 0:45:51 | 0:45:56
Coming Up In December. Is The
Secretary Of State Concerned That | 0:45:56 | 0:46:05
Almost Half Of The Net Jobs Created
In The Uk In Receiver Since 2010 Are | 0:46:05 | 0:46:13
In London And The South East? I
thought the honourable gentleman | 0:46:13 | 0:46:18
would welcome that jobs are being
created in all parts of the united | 0:46:18 | 0:46:22
Quay. We have the highest level of
employment since records began. This | 0:46:22 | 0:46:28
is a signal of the UK economy. He's
absolutely right that we want to | 0:46:28 | 0:46:35
make sure every part of the UK which
is the height of prosperity is is | 0:46:35 | 0:46:41
capable of. Through the industrial
strategy will have more to say about | 0:46:41 | 0:46:44
how we can propel that forward.
Businesses in my constituency and | 0:46:44 | 0:46:52
across the West Midlands need the
investment and skills to write and | 0:46:52 | 0:46:58
flourish. I wandered the most could
update me on what work Government is | 0:46:58 | 0:47:01
doing in that regard? We are
investing in a world-class technical | 0:47:01 | 0:47:09
education system, growing
apprenticeships and introducing | 0:47:09 | 0:47:16
levels for teenagers. Were
investigating to create technology | 0:47:16 | 0:47:24
across all regions and £80 million
for specialist national colleges to | 0:47:24 | 0:47:26
deliver a higher technical
education. Last week, the Secretary | 0:47:26 | 0:47:34
of State repeatedly refused to
confirm, when pressed by the Select | 0:47:34 | 0:47:37
Committee, that the energy price cap
would be in place by next winter. | 0:47:37 | 0:47:42
Media reports have also suggested
that the Government has already told | 0:47:42 | 0:47:46
energy investors that draft
legislation would be ditched in it | 0:47:46 | 0:47:51
feels the big six power firms are
doing a enough to tackle high bills. | 0:47:51 | 0:47:55
I therefore ask the Minister that he
will today provide a clear answer | 0:47:55 | 0:48:02
whether the energy price cap will be
in place by Winter 2018, and if not, | 0:48:02 | 0:48:07
whether the suggested media reports
are true that there is no intention | 0:48:07 | 0:48:13
of introducing a cat? I can assure
you there are every attention of | 0:48:13 | 0:48:20
introducing a cab. There is
consensus around it. It is being | 0:48:20 | 0:48:25
scrutinised by the Select Committee.
As soon as they have finished with | 0:48:25 | 0:48:28
that scrutiny, we will introduce
into the House. I'm are afraid that | 0:48:28 | 0:48:33
answers of the grade D, ambiguity,
Mr Speaker, so let's try a different | 0:48:33 | 0:48:38
topic. The Government scheme to deal
with the social care back payment | 0:48:38 | 0:48:43
announced on the 1st of November has
been cited inadequate by many care | 0:48:43 | 0:48:48
businesses and organisations as it
does not address that many | 0:48:48 | 0:48:50
providers, can't afford to pay, due
to funding cuts, nor will some | 0:48:50 | 0:48:56
workers be paid what they are Giulio
until the 31st of March 2000 19. | 0:48:56 | 0:49:03
Many can state that they will be
reluctant to take part in the scheme | 0:49:03 | 0:49:06
as the field they will be writing
their own suicide note. I therefore | 0:49:06 | 0:49:11
ask the Secretary of State for the
Government commit to the necessary | 0:49:11 | 0:49:15
funding in the budget to avert a
crisis in the care sector which | 0:49:15 | 0:49:19
would see many businesses struggle
to survive, impacting and already | 0:49:19 | 0:49:26
graduate -- impacting already
fragile care services? I think the | 0:49:26 | 0:49:33
honourable lady knows this is a
difficult and complex issue. We | 0:49:33 | 0:49:38
completely accept with the needs
that we should have confidence among | 0:49:38 | 0:49:42
the providers of care to some of the
most honourable people on society | 0:49:42 | 0:49:46
was recognising the legitimate claim
that has been upheld by the courts | 0:49:46 | 0:49:51
of those that have worked in that
sector. Bringing those two together | 0:49:51 | 0:49:55
requires precision and care so that
its robust and does not create | 0:49:55 | 0:50:00
further uncertainty if it were found
to be not legally possible to | 0:50:00 | 0:50:02
advance eight. That is why the
interim proposal has been made. But | 0:50:02 | 0:50:08
I am very happy to keep the
honourable lady informed. Mr | 0:50:08 | 0:50:13
Speaker, yesterday afternoon we had
an excellent debate in this chamber | 0:50:13 | 0:50:16
about the benefits of EEA and editor
membership, with mail those on both | 0:50:16 | 0:50:22
sides of the chamber supporting our
continues membership. I don't expect | 0:50:22 | 0:50:27
my honourable friend to pass comment
on his own views on this matter, but | 0:50:27 | 0:50:30
I do know he will be Sir Reg Empey
the best interests of British | 0:50:30 | 0:50:34
business. To that end, witty
undertake in the negotiations he is | 0:50:34 | 0:50:40
word to make sure all options are
kept open as to how we get a Brexit | 0:50:40 | 0:50:45
deal, and that includes the EEA and
Efta. I do represent very strongly | 0:50:45 | 0:50:52
the views of the business duty,
because they are absolutely vital | 0:50:52 | 0:50:57
for our continued prosperity as a
country. I think the whole of the | 0:50:57 | 0:51:01
business community, and the vast
majority of members elected to this | 0:51:01 | 0:51:06
House, were elected on a platform
and a manifesto of getting the best | 0:51:06 | 0:51:10
possible deal for the United
Kingdom. I will be tireless and | 0:51:10 | 0:51:13
pressing the case for that. After
years of the SNB lobbying this | 0:51:13 | 0:51:21
department wants to review limited
partnerships. While we welcome that, | 0:51:21 | 0:51:26
in light of the categories are those
papers, many members will be forced | 0:51:26 | 0:51:32
to reveal their own's identities.
When will this Government publish | 0:51:32 | 0:51:38
the full findings of the review? At
the International anti-corruption | 0:51:38 | 0:51:47
society last year, we committed to
an ownership of overseas companies | 0:51:47 | 0:51:51
review, and we have evidence this
April, and calls for evidence are | 0:51:51 | 0:51:58
being analysed and we will publish a
response that provides to | 0:51:58 | 0:52:01
legislation in due course. Geezer
helms recently published cost of | 0:52:01 | 0:52:08
energy review has shown that the
cost had fallen contrary to the | 0:52:08 | 0:52:14
modelling of both the Department and
committee for climate change. He | 0:52:14 | 0:52:17
states that no matter their
intentions, regulators are rubbish | 0:52:17 | 0:52:23
are predicting energy prices. So my
writer friend agreed to the draft | 0:52:23 | 0:52:28
Bill's absolute energy cap with
repeat these same mistakes and | 0:52:28 | 0:52:33
should be replaced instead was
something more closely linked to the | 0:52:33 | 0:52:38
few competitive energy prices that
exist already instead? Are you know | 0:52:38 | 0:52:44
what a great campaigner my
honourable friend has been on this | 0:52:44 | 0:52:46
issue. We have published a paper on
our intentions, I hope he will give | 0:52:46 | 0:52:53
scrutiny to that bill and we are
eager to hear his views on the | 0:52:53 | 0:52:56
Select Committee's views as to
whether they agree with his | 0:52:56 | 0:52:59
analysis. Does the Secretary of
State accept that the true test of | 0:52:59 | 0:53:05
his industrial strategy will be how
the Government intervene into | 0:53:05 | 0:53:07
directing jobs when companies such
as BAE Systems, Bombardier or box | 0:53:07 | 0:53:12
office crisis? I agree with him that
the Government and I had my | 0:53:12 | 0:53:22
mysterious team should be and are
active in securing investments | 0:53:22 | 0:53:31
opportunities and employment by UK
companies and international | 0:53:31 | 0:53:35
companies investing in the UK. I do
that tirelessly. In the case of | 0:53:35 | 0:53:40
Ellesmere Port, we have had
discussions with Peugeot. They are | 0:53:40 | 0:53:46
as interested as we are in the
investment in a new generation of | 0:53:46 | 0:53:49
vehicles will stop. I am working
closely with the greater | 0:53:49 | 0:54:00
Lincolnshire partnership who will
shortly publish a report detailing | 0:54:00 | 0:54:02
areas in which every structure in
Lincolnshire requires investment. | 0:54:02 | 0:54:06
One problem is that Western power is
prevented from making speculative | 0:54:06 | 0:54:11
investments by Jen. , right
honourable friend tell me why there | 0:54:11 | 0:54:15
is as apparent barrier to investment
and what he can do to help? Can | 0:54:15 | 0:54:23
recommend the honourable lady for
the work they are doing and will it | 0:54:23 | 0:54:27
forward to seeing that report and
having economic grooves. Net present | 0:54:27 | 0:54:38
value is the economic measurement
generally held to hold the most | 0:54:38 | 0:54:43
robust assessment of all cost and
benefits of any proposed major | 0:54:43 | 0:54:47
infrastructure projects. Some of the
Government ever support and major | 0:54:47 | 0:54:52
infrastructure projects that would
have become purely to have a | 0:54:52 | 0:54:56
negative net economic benefit. One
of the things this House has | 0:54:56 | 0:55:04
correctly required of the Government
is that we should take into account | 0:55:04 | 0:55:07
the impact on local economies, on
small businesses, that is something | 0:55:07 | 0:55:13
that has changed in the guidance for
impact. I think it was right to do | 0:55:13 | 0:55:18
so. On the 100th anniversary of the
commonest revolution introducing the | 0:55:18 | 0:55:25
system that impoverished and
imprisoned tens of millions, what is | 0:55:25 | 0:55:29
is department doing to promote the
benefits of free markets for | 0:55:29 | 0:55:34
workers, consumers and society as a
whole? The history and reputation of | 0:55:34 | 0:55:41
this country, during the last 100
years, but especially during the | 0:55:41 | 0:55:46
last decade, has been the more that
we have in this country, a system of | 0:55:46 | 0:55:51
vigorous competition in which
businesses compete not because they | 0:55:51 | 0:55:56
are guaranteed a position by the
state, but because they face | 0:55:56 | 0:56:00
pressure from competitors, that has
introduced its from a prosperity | 0:56:00 | 0:56:05
that would be throwing away where we
to adopt a different system, such as | 0:56:05 | 0:56:10
that proposed 100 years ago. ,
Secretary of State given assurance | 0:56:10 | 0:56:17
about is department's amendments and
force the national minimum wage in | 0:56:17 | 0:56:19
the maritime sector, and can he give
reasons why heads officials have | 0:56:19 | 0:56:25
been unable to attend meetings of
cross departments all legal | 0:56:25 | 0:56:29
framework? The honourable gentleman
raises of what point in regards to | 0:56:29 | 0:56:37
the national minimum wage and
seafarers. It is one were looking | 0:56:37 | 0:56:39
into and I will write to him with
the latest position. This week is | 0:56:39 | 0:56:45
offshore wind week, and the wind is
renewable sector is vitally | 0:56:45 | 0:56:50
important to my constituency. Many
young people are training to secure | 0:56:50 | 0:56:54
jobs in the industry. It has been
highlighted that the apprentice | 0:56:54 | 0:56:58
advent that will shortly be
beginning here. What ongoing support | 0:56:58 | 0:57:03
for the Government give to young
people entering the industry? | 0:57:03 | 0:57:10
The honourable gentleman likely to
celebrate the fact that we have had | 0:57:10 | 0:57:12
a fall in the price of offshore wind
recently showing that in this case | 0:57:12 | 0:57:17
it did actually work as really for
two further investment in the | 0:57:17 | 0:57:21
industry and are working with the
sector on a sector deal that will | 0:57:21 | 0:57:25
have the address the issue of
skilled and apprenticeships. It's a | 0:57:25 | 0:57:29
vital industry with much more to do
and much more growth to come. Thank | 0:57:29 | 0:57:34
you. Last year, a tumble dryer
caused a fire at Shepherd's Bush | 0:57:34 | 0:57:38
Green have to whirlpool told
customers it will save to keep using | 0:57:38 | 0:57:43
them contrary to advice from the
Fire Brigade. There are still 1 | 0:57:43 | 0:57:47
million of these densely deadly
tumble dryers and people's homes. | 0:57:47 | 0:57:49
What does the Secretary of State
think about that? Will they be | 0:57:49 | 0:57:57
recall this not? Yellow vacuum
Government text product safety can | 0:57:57 | 0:58:00
be seriously and established a
working group on product recall than | 0:58:00 | 0:58:05
safety was reported in July we will
respond very shortly but who are | 0:58:05 | 0:58:09
already taking action in the areas
that have given her course of | 0:58:09 | 0:58:13
concern. I would point out that will
pool have managed to withdraw now or | 0:58:13 | 0:58:19
modify those machines. To an
unprecedented degree over 2 million | 0:58:19 | 0:58:24
machines. The Secretary of State
will be aware that Moody's bid to be | 0:58:24 | 0:58:30
the location of the spaceport is
backed by organisations right across | 0:58:30 | 0:58:34
goal will including the business
community and local authority. Gucci | 0:58:34 | 0:58:39
update you as an what progress is
being made in this very important | 0:58:39 | 0:58:44
development for the UK space sector.
I will, he is a great champion for | 0:58:44 | 0:58:49
the development in Newquay? -- in
Newquay and analysis will be made | 0:58:49 | 0:58:56
soon. The Secretary of State will
know the Red Arrows fly hawksbill at | 0:58:56 | 0:59:00
Ross and they are great ambassadors
for aeronautical engineering and | 0:59:00 | 0:59:06
attracting export orders. With the
production line under threat and | 0:59:06 | 0:59:10
including those skilled jobs, is it
time the Government renewed the | 0:59:10 | 0:59:13
contract to the new the Hawks for
the Red Arrows and keep most | 0:59:13 | 0:59:17
importantly sovereign capability in
this country? A great advocate for | 0:59:17 | 0:59:27
this and we are going to do all they
can to ensure the future for that | 0:59:27 | 0:59:32
entirely company to get the receives
orders they need. When will be get a | 0:59:32 | 0:59:47
reply to the modern economy
crashing?, working on the response | 0:59:47 | 0:59:51
time they will publish the response
to the Taylor review recommendations | 0:59:51 | 0:59:55
before the year end. Changes to the
trading system register are likely | 0:59:55 | 1:00:05
to invalidate UK issued carbon
allowances from the start of next | 1:00:05 | 1:00:09
year. These measures which are being
brought about by Brexit will have a | 1:00:09 | 1:00:13
significant impact on the steel
industry. Could the minister let us | 1:00:13 | 1:00:16
know what contingency measures are
being taken to mitigate this impact | 1:00:16 | 1:00:22
in the event that an agreement
cannot be reached with the European | 1:00:22 | 1:00:26
Commission on this issue in time?
The gentleman is right to raise this | 1:00:26 | 1:00:31
important issue, you will be
reassured to know there is active | 1:00:31 | 1:00:36
conversation going on between my
department and the European | 1:00:36 | 1:00:38
Commission. That is worst-case
scenario and they are sure we will | 1:00:38 | 1:00:41
not reach it. The other Conservative
members standing have been heard but | 1:00:41 | 1:00:47
we do have not heard from Mrs
Powell. Thank you, you may be aware | 1:00:47 | 1:00:52
that 2017 is likely to be declared
in the top 31 years on record was up | 1:00:52 | 1:00:56
with that in mind -- warmest years
on record. Sticking to our carbon | 1:00:56 | 1:01:06
commitment is more important than
ever. What objectives are there for | 1:01:06 | 1:01:09
the climate conference and what will
consolidate us as global leaders? | 1:01:09 | 1:01:15
Can I first of all commend the
honourable lady for her tireless | 1:01:15 | 1:01:19
advocacy, leadership any
Conservative environment network and | 1:01:19 | 1:01:22
the work she does on behalf of
constituents, they are very lucky. | 1:01:22 | 1:01:27
She and I urge any to continue a
global leadership role and I think | 1:01:27 | 1:01:31
the headline objective for this
conference is to make everyone aware | 1:01:31 | 1:01:35
that there is no going back on the
Paris agreement. We want managing to | 1:01:35 | 1:01:40
accelerate. We will be using the
conference to announce some further | 1:01:40 | 1:01:45
investment and approaches and the UK
is taking it to push our world | 1:01:45 | 1:01:51
leadership for what will stop if you
can make take you more days, I'm | 1:01:51 | 1:01:54
sure she will celebrate them with
you and me make them. The committee | 1:01:54 | 1:02:01
on climate change in a range of
respected experts all point out that | 1:02:01 | 1:02:05
the existing clean growth strategy
will fail on the fifth carbon budget | 1:02:05 | 1:02:09
as well as the Paris commitment. The
Minister must have some additional | 1:02:09 | 1:02:13
measures in mind. What are they? The
committee on climate change said it | 1:02:13 | 1:02:20
was one of the most wide-ranging set
of policies that had ever been put | 1:02:20 | 1:02:24
forward and the budget as he knows
and in ten and 15 years. We are on | 1:02:24 | 1:02:30
track to and lead to achieve 94 and | 1:02:30 | 1:02:35 |
