What we have followed as the Barnett

Capital investment, that is the way

secure passage of people is our

do all that is necessary to ensure

highlighted to me at party

formerly worked in road safety and

Particularly where we have many of

to school. I am delighted to hear

undertaking to do more work on this.

visitors come via coaches. Kammy

local authorities and indeed

and all relevant stakeholders,

around the table with HS2 addressing

welcome the announcer from the

of the £13 billion that will be

30 million pounds. How did the

way to distribute this money?

will be constructed in

only receive less than £4 million of

makes a valuable point. Part of what

biggest impact on local roads
actually is. Buckinghamshire will | 0:16:30 | 0:16:37 | |
have less of the road network being

have asked transport for the North

take a lead on making

I will say to him, I am extremely
sympathetic to the idea of trains | 0:17:48 | 0:17:52 | |
running again on that line. Between
2011 and 2016 the average spending | 0:17:52 | 0:18:00 | |
per head of population on transport
infrastructure in London was £725. A | 0:18:00 | 0:18:05 | |
similar figure for the north-east
was £286. The investment we have | 0:18:05 | 0:18:13 | |
retained in the metro is well
welcomed. We have a long and | 0:18:13 | 0:18:18 | |
historical legacy of
underinvestment. Will the new | 0:18:18 | 0:18:21 | |
formula do something about that
historical legacy of | 0:18:21 | 0:18:25 | |
underinvestment? To be honest, I
must concerned with formula than | 0:18:25 | 0:18:28 | |
actually doing things. I'm delighted
we are renewing metro trains. I said | 0:18:28 | 0:18:34 | |
yesterday that I'm keen to pursue
the Blyth to Ashington extension. | 0:18:34 | 0:18:45 | |
That's why the opening of the first
motorway road complete link from | 0:18:45 | 0:18:49 | |
Newcastle to London is imported. We
want to keep on with the A1 north to | 0:18:49 | 0:18:55 | |
Newcastle and is dealing with the
A66 as well. Does the Secretary of | 0:18:55 | 0:19:03 | |
State agree with me that doubling
the line from Ely, will bring | 0:19:03 | 0:19:11 | |
significant benefits to the Eastern
region? Absolutely, Mr Speaker. I | 0:19:11 | 0:19:16 | |
had regard this along with the
trans-Pennine upgrade is one of the | 0:19:16 | 0:19:19 | |
key priorities for the next railway
investment period. Ely junction will | 0:19:19 | 0:19:26 | |
unlock freight and passenger
capacity in an important part of the | 0:19:26 | 0:19:29 | |
country. And along with investment
we are putting in elsewhere, is part | 0:19:29 | 0:19:33 | |
of the strategy going forward. Can I
thank the Secretary of State for his | 0:19:33 | 0:19:38 | |
support in securing £79 million of
funding for a new link road from | 0:19:38 | 0:19:42 | |
Saint Austell to a main road in my
constituency as confirmed in the | 0:19:42 | 0:19:45 | |
budget last week. Does he agree with
me that this and other schemes like | 0:19:45 | 0:19:53 | |
duelling the A30 in Cornwall shows
this government's commitment to | 0:19:53 | 0:19:59 | |
improving infrastructure across the

for those comments. I am pleased to
deliver that road for the people of | 0:20:03 | 0:20:07 | |
Cornwall. It's important for the
regions of this country whether it | 0:20:07 | 0:20:10 | |
is the north-east of the south-west,
areas that need more infrastructure | 0:20:10 | 0:20:15 | |
support to get the economy to
develop. Last week the Chancellor | 0:20:15 | 0:20:24 | |
announced an extension to youth
railcars. In my constituency young | 0:20:24 | 0:20:31 | |
people have to take the bus to
college and the cheapest fare for a | 0:20:31 | 0:20:35 | |
17-year-old is £28 per week. But the
Secretary of State takes some | 0:20:35 | 0:20:41 | |
measures to help young people in the
North as well as the South? | 0:20:41 | 0:20:45 | |
Absolutely. Bus fares is something
we have less control over as a | 0:20:45 | 0:20:51 | |
department, particularly with new
franchise arrangements coming into | 0:20:51 | 0:20:54 | |
place. But I will certainly make
sure that the parliamentary group | 0:20:54 | 0:21:00 | |
Secretary of State responsible for
buses is aware of those concerns and | 0:21:00 | 0:21:03 | |
will respond. The government is
committed to ensuring that continued | 0:21:03 | 0:21:12 | |
levels of record investment best
address the needs of passengers and | 0:21:12 | 0:21:17 | |
freight. Passengers expect
high-quality rail services. We are | 0:21:17 | 0:21:20 | |
committed to electrification where
it brings genuine benefits to | 0:21:20 | 0:21:24 | |
passengers and value for money for
the tax payers. No rail system can | 0:21:24 | 0:21:28 | |
be called high-speed unless it is
electric. After blocking the Hull | 0:21:28 | 0:21:33 | |
privately financed rail
electrification scheme a year ago, | 0:21:33 | 0:21:36 | |
I'm sure the Transport Secretary
will recall that yesterday he told | 0:21:36 | 0:21:41 | |
the Liverpool to Hull Crossrail for
the North will happen in parallel | 0:21:41 | 0:21:44 | |
with the Surrey to Hertfordshire
Crossrail two. We'll both these | 0:21:44 | 0:21:49 | |
lines be electrified just as
Crossrail one is electric? I really | 0:21:49 | 0:21:57 | |
do think at a time when we are
seeing technology move very fast, | 0:21:57 | 0:22:00 | |
that people have to get away from
the idea on a set focus of | 0:22:00 | 0:22:05 | |
individual form of motor power. It's
not the case that every speed fast | 0:22:05 | 0:22:11 | |
train, every 125 mph train has to be
powered by a particular power | 0:22:11 | 0:22:15 | |
source. In the coming years we will
see more development in mode | 0:22:15 | 0:22:21 | |
technology, battery technology and
hydrogen technology. We will use the | 0:22:21 | 0:22:24 | |
systems that make the most
difference to the passenger most | 0:22:24 | 0:22:26 | |
cost effectively. Despite the
creaking electrification | 0:22:26 | 0:22:32 | |
infrastructure on the east coast,
the 43 page connecting people was | 0:22:32 | 0:22:38 | |
jammed with funding re-announcement,
possible reopenings, adjustments to | 0:22:38 | 0:22:42 | |
delivery dates and a lot of words to
try to hide what we all now know was | 0:22:42 | 0:22:47 | |
the central purpose, to conceal the
deal on the failed franchise. The | 0:22:47 | 0:22:54 | |
new partnership that passengers want
is for the trains to arrive on time. | 0:22:54 | 0:22:58 | |
When will we see the upgrade to
electrification work is needed on | 0:22:58 | 0:23:03 | |
the east coast? As I said earlier,
the key point to make is the next | 0:23:03 | 0:23:10 | |
investment control period contains a
programme that continues upgrading | 0:23:10 | 0:23:14 | |
investment in the East Coast Main
line to go along with a new | 0:23:14 | 0:23:19 | |
generation of smart new, effective
and passenger friendly trains. All | 0:23:19 | 0:23:22 | |
that will happen so we deliver those
improvements, deliver passenger | 0:23:22 | 0:23:26 | |
services. Listening to the Shadow
Secretary of State's questions, not | 0:23:26 | 0:23:32 | |
understood that this will be a
completely fresh partnership with | 0:23:32 | 0:23:35 | |
potentially new partners and a new
way forward, delivering better | 0:23:35 | 0:23:39 | |
services to passengers in a new
joined up weight. More structural | 0:23:39 | 0:23:45 | |
changes, but the weight continues.
Let's look at the new rail | 0:23:45 | 0:23:49 | |
partnerships. Moving a public
service to under the control of | 0:23:49 | 0:23:55 | |
private companies. This is not a
devolution to the rail authorities, | 0:23:55 | 0:23:58 | |
or devolution to the people. Its
devolution to the shareholders. | 0:23:58 | 0:24:02 | |
Further fragmentation and
privatisation of the railway, failed | 0:24:02 | 0:24:06 | |
operators now being handed the
tracks as well as the trains, and | 0:24:06 | 0:24:10 | |
nothing to address the
electrification upgrade. To acute | 0:24:10 | 0:24:13 | |
these costs, is this why the ticket

cycling. We need to look closely at

is enthusiastic about the design of

development of technology will

I know from personal experience how

anaphylactic shock, and the last

is 30,000 feet in the air when you

attention. Will the Secretary of

group of campaigners to explore
solutions that enable the 2% of the | 0:51:45 | 0:51:49 | |
population who have a nut allergy to
fly with confidence. I understand | 0:51:49 | 0:51:53 | |
why this is a serious issue and I am
delighted to extend an invitation | 0:51:53 | 0:51:57 | |
for her to come in to the Department

talk about an important matter.
Along with many other Londoners my | 0:52:01 | 0:52:08 | |
constituents are concerned that the
number of promises the mayor is | 0:52:08 | 0:52:12 | |
breaking on transport ever served.
What does the mayor need to do to | 0:52:12 | 0:52:18 | |
address Crossrail two so it doesn't
become another broken promise? We | 0:52:18 | 0:52:23 | |
are now conducting the kind of
review we did into the financing of | 0:52:23 | 0:52:26 | |
the project that we did in Crossrail
one, the Montague report. I'm keen | 0:52:26 | 0:52:30 | |
to see the project progress. In
lockstep parallel with Northern | 0:52:30 | 0:52:35 | |
Powerhouse rail. These are both
important projects. I'm clear that | 0:52:35 | 0:52:41 | |
the London contribution can't be an
ideal you paid for by the | 0:52:41 | 0:52:44 | |
government. It has to be a robust
and absolutely reliable funding | 0:52:44 | 0:52:48 | |
package so the project can go ahead
in good shape. Bradford and the | 0:52:48 | 0:52:54 | |
whole Yorkshire region has been
locked in a dispute with the | 0:52:54 | 0:52:59 | |
Department for Yorkshire devolution,
meaning we have to compete for | 0:52:59 | 0:53:01 | |
limited funding from the
transforming cities fund and not be | 0:53:01 | 0:53:04 | |
entitled to it because of DC LG's
stubbornness. Will the Minister | 0:53:04 | 0:53:12 | |
speak to colleagues in the DC LG to
help break the deadlock and unlock | 0:53:12 | 0:53:17 | |
the transport funding the region
desperately needs? The first thing | 0:53:17 | 0:53:22 | |
is, I am well aware of the issue.
It's worth remembering we have just | 0:53:22 | 0:53:29 | |
allocated £175 million to Leeds that
will be spent on a variety of | 0:53:29 | 0:53:32 | |
projects around the city. I'm also
absolutely aware that funding needs | 0:53:32 | 0:53:37 | |
to flow to West Yorkshire and I will
personally make sure that as we | 0:53:37 | 0:53:41 | |
allocate the funding, west Yorkshire
is not out. Will the Secretary of | 0:53:41 | 0:53:52 | |
State welcome the fourth season of
the formula E E series starting in | 0:53:52 | 0:53:57 | |
Hong Kong this Sunday, to be
broadcast on Channel five with races | 0:53:57 | 0:54:04 | |
taking place in 11 cities such as
Paris and New York. Will the | 0:54:04 | 0:54:08 | |
Secretary of State look at
attracting future races to the UK to | 0:54:08 | 0:54:13 | |
complement our rapidly increasing
technology in the electric vehicle | 0:54:13 | 0:54:15 | |
industry? I think my honourable
friend is absolutely right. Motor | 0:54:15 | 0:54:20 | |
racing is a great success story for
this country. It's an important part | 0:54:20 | 0:54:24 | |
of our economy. People don't often
understand the importance that it | 0:54:24 | 0:54:29 | |
plays in an industry that is centred
around Northamptonshire and | 0:54:29 | 0:54:32 | |
Silverstone where many leading teams
are based. And where technology that | 0:54:32 | 0:54:37 | |
comes from small businesses and
supplies changes the automotive | 0:54:37 | 0:54:40 | |
world, not just in motor racing, but
across the bees. I'm delighted to | 0:54:40 | 0:54:45 | |
see the success of formula E and I
would like to see it in UK, that | 0:54:45 | 0:54:49 | |
element of technologies in the UK,

support to that motor racing

to reduce the number of trains going
