him a debt of gratitude for that. As

customs union and the singles

now to ensure that issues such as

import will be achieved. My

passionate supporter and campaigner

steps to be made to perhaps ban

our broader objectives as we leave

point, it is in the nature of single

that there are some animal husbandry

in this country, but do apply to

need to look to see how we can

round. Could you set out the

the Welsh Government? Let me commend

responsible for these areas in the

constructive ways in which he has

also add cost to production. We must
make sure that a high-quality | 0:04:32 | 0:04:37 | |
product is eating by our consumers
and we are not in importing meat | 0:04:37 | 0:04:41 | |
with less good welfare standards.

the secretary is conducting an
enquiry at the moment on the impact | 0:04:46 | 0:04:50 | |
of leaving the European Union on
food standards and what is important | 0:04:50 | 0:04:57 | |
there is the viability and
productivity of farmers who do such | 0:04:57 | 0:04:59 | |
a wonderful job. Thank you for your
response. Bearing in mind that the | 0:04:59 | 0:05:06 | |
Northern Ireland assembly has passed
more stringent and what royalty | 0:05:06 | 0:05:10 | |
legislation than the UK mainland,
can you discuss what discussions you | 0:05:10 | 0:05:14 | |
have had with the Irish Government
about that? There are many ways in | 0:05:14 | 0:05:21 | |
which Northern Ireland sets higher

the UK, I hope to be able to learn a

food. I recently hosted a visit of

equestrian history. Is there anyone

who thinks that free-trade deal with

farming and the food chain? Yes. As
everyone in this house will know, | 0:07:45 | 0:07:59 | |
the secretary will know very clearly
that Scotland has one of the largest | 0:07:59 | 0:08:05 | |
protected food types like Scotch
beef and salmon. There has been | 0:08:05 | 0:08:16 | |
nothing more spoken of there. Can I
think the honourable gentleman who | 0:08:16 | 0:08:23 | |
has been a passionate advocate for
Scottish industry in his role and | 0:08:23 | 0:08:27 | |
yes it is the case that we want to
make sure the geographical | 0:08:27 | 0:08:31 | |
indicators and schemes ensure that
high-quality foods from all parts of | 0:08:31 | 0:08:36 | |
the United Kingdom recognised within
Europe and across the world. I want | 0:08:36 | 0:08:39 | |
to make sure that appropriate
schemes exist in the future as well | 0:08:39 | 0:08:44 | |
as ensuring that the markets that we
care so much about our protected. Mr | 0:08:44 | 0:08:53 | |
Speaker, there are some concerns
about the impact of trawling on | 0:08:53 | 0:08:56 | |
certain species, in particular cod.
I asked people to review this, their | 0:08:56 | 0:09:04 | |
preliminary advice is that while the
impact on the sea bed is lower than | 0:09:04 | 0:09:09 | |
traditional trawling, there are some
detrimental effects on species like | 0:09:09 | 0:09:12 | |
cod. Once that work has been
treated, we will decide what to do | 0:09:12 | 0:09:16 | |
next. I give that reply. He will be
aware the concerns and south-east | 0:09:16 | 0:09:23 | |
England on the impact of Dutch
electric cost fishing on the stocks | 0:09:23 | 0:09:30 | |
that move across national boundaries
and consequently share. We have a | 0:09:30 | 0:09:34 | |
voice at the table at the moment, we

conservation minded European

fishing. How can we exert such an

Union? Yes. Pulse trawling is
predominantly carried out by Dutch | 0:09:49 | 0:09:54 | |
vessels, around 84. A predominantly
fish in UK waters to catch those | 0:09:54 | 0:09:58 | |
species. The answer to that question
is leaving the European Union, we | 0:09:58 | 0:10:03 | |
will decide the terms of access and
that will give us the clarity and | 0:10:03 | 0:10:07 | |
ability to ban certain approaches if
we wanted to. The European Union are | 0:10:07 | 0:10:11 | |
currently proposing Draconian
measures on our sea anglers. | 0:10:11 | 0:10:17 | |
Stopping recreational fishing for
half a year. Ridiculous proposals | 0:10:17 | 0:10:21 | |
that should be resisted. Will he
stand up for a recreational sea | 0:10:21 | 0:10:26 | |
anglers? The situation with Bass is
precarious and that is why I and the | 0:10:26 | 0:10:33 | |
UK Government press for an emergency
measures three years ago. It is | 0:10:33 | 0:10:38 | |
important for the current advice to
be benchmarked to take account of | 0:10:38 | 0:10:41 | |
measures that have been brought in
and we will argue for more | 0:10:41 | 0:10:44 | |
proportional packages. | 0:10:44 | 0:10:55 | |
The key drivers of food price
changes are exchange rates, whether | 0:10:56 | 0:11:02 | |
-- oil prices. This affects
everybody in the world. We assessed | 0:11:02 | 0:11:08 | |
the impact of leaving the yuan
retail food prices to be marginal. | 0:11:08 | 0:11:13 | |
-- of leaving the EU to be... New
data shows that food prices last | 0:11:13 | 0:11:25 | |
month were over by 4.2% from 12

Sheffield Brightside and

this Christmas. Can the Minister

of the food prices and that it is

imagination and if he has published

actually be out in the public
domain? In the 18 month leading up | 0:11:48 | 0:11:56 | |
to the referendum, food prices fell
by 7%, they subsequently have gone | 0:11:56 | 0:12:00 | |
up by 4%. I -- these changes are
fairly typical on food prices and | 0:12:00 | 0:12:07 | |
the reality is that whether you are
inside or outside the EU, those key | 0:12:07 | 0:12:10 | |
drivers of food prices, weather
events, oil prices, remain the same. | 0:12:10 | 0:12:16 | |
What discussions has he held with
the Department and to the trade over | 0:12:22 | 0:12:25 | |
assessing current non-EU tariff
barriers on pig exports? I am aware | 0:12:25 | 0:12:37 | |
this is important in her
constituency in the UK has a close | 0:12:37 | 0:12:40 | |
relationship with Denmark, Danish

investors. Since the decision to

investment with the acquisition of

£150 a year in what the average
family spends on fruit and veg. Will | 0:13:13 | 0:13:17 | |
he make sure in the agricultural
bill, the horticultural sector, | 0:13:17 | 0:13:22 | |
which has been neglected, gets the
priority it deserves? I studied | 0:13:22 | 0:13:28 | |
horticulture and worked in the
horticultural industry for ten | 0:13:28 | 0:13:30 | |
years, and there is an opportunity
as we design a new agriculture | 0:13:30 | 0:13:35 | |
policy to support innovation in all
sectors, including horticulture. | 0:13:35 | 0:13:39 | |
What about the price of animals for
a live export? Any prospect of | 0:13:39 | 0:13:44 | |
banning that grisly trade
altogether? As the Secretary of | 0:13:44 | 0:13:52 | |
State pointed out earlier, once we
leave the European Union, banning | 0:13:52 | 0:13:56 | |
the export of live animals certainly
becomes a possibility and we have a | 0:13:56 | 0:14:00 | |
manifesto commitment to restrict
uncontrolled further. The UK now has | 0:14:00 | 0:14:09 | |
the second-highest rate of food and
security in Europe. In October, food | 0:14:09 | 0:14:14 | |
and drink prices increased faster
than it any other point over the | 0:14:14 | 0:14:19 | |
last four years, and latest figures
show a 13% increase on last year in | 0:14:19 | 0:14:24 | |
the number of emergency food parcels
issues. -- issued. How are they | 0:14:24 | 0:14:29 | |
going to address this shameful
increase in hunger and food poverty | 0:14:29 | 0:14:34 | |
across the country on this
government's watch? The key | 0:14:34 | 0:14:39 | |
benchmark we have studied for many
years, governments of all colours, | 0:14:39 | 0:14:43 | |
is the living cost of food survey,
and we know that over the last 15 to | 0:14:43 | 0:14:49 | |
20 years, the spending of the
produce 20% of households on food | 0:14:49 | 0:14:52 | |
has remained constant at around
16.5%. With all due respect I do not | 0:14:52 | 0:14:59 | |
think that answered my question.
Yesterday the Secretary of State for | 0:14:59 | 0:15:04 | |
Brexit admitted there has been no
proper assessment done by ministers | 0:15:04 | 0:15:07 | |
on the impact of Brexit on any UK
economic sector. Food prices are | 0:15:07 | 0:15:13 | |
rising, SWAT assessments has DEFRA
made on the impact on food prices? | 0:15:13 | 0:15:21 | |
-- so, what assessment has DEFRA
made? The impact is marginal, | 0:15:21 | 0:15:26 | |
economists sometimes make the
mistake of not taking into account | 0:15:26 | 0:15:30 | |
that we have quotas, which means we
have a high degree of tariff free | 0:15:30 | 0:15:35 | |
trade, but also the commodity price
represents only a small part of the | 0:15:35 | 0:15:39 | |
overall value of the shopping
basket. Veterinarians play a vital | 0:15:39 | 0:15:48 | |
role in public health, and animal
welfare. Only 1% are supplied by | 0:15:48 | 0:15:58 | |
vets from outside the UK, we cherish
their work and make sure -- want to | 0:15:58 | 0:16:03 | |
make sure they still make an
important contribution. Britain | 0:16:03 | 0:16:07 | |
leads the world in food hygiene and
animal welfare, but that is at risk, | 0:16:07 | 0:16:13 | |
given that the British veterinary
Association reckons that 95% of the | 0:16:13 | 0:16:17 | |
vets in abattoirs are from the EU,
and many of them are leaving. Will | 0:16:17 | 0:16:23 | |
Hughes release the impact assessment
that I am certain he will have | 0:16:23 | 0:16:28 | |
carried out, and tell us what action
he has taken to protect the meat | 0:16:28 | 0:16:32 | |
industry, animal welfare and food
safety from this clear and imminent | 0:16:32 | 0:16:35 | |
threat? I am grateful for raising
this. More than 90% of vets in | 0:16:35 | 0:16:43 | |
abattoirs come from the EU 27
countries, and it is the case that | 0:16:43 | 0:16:48 | |
my department have been talking to
representatives of the profession to | 0:16:48 | 0:16:51 | |
ensure those who do such a wonderful
job continue to feel valued and play | 0:16:51 | 0:16:56 | |
the important role that they do in
ensuring the public of their high | 0:16:56 | 0:16:59 | |
standards of food hygiene. Would he
agree that the slaughtering of | 0:16:59 | 0:17:08 | |
animals that takes place in UK
abattoirs overseen by vets, will he | 0:17:08 | 0:17:12 | |
take steps to ensure that the cruel
trade of live animal exports is | 0:17:12 | 0:17:16 | |
ended when we leave the European
Union? Can I commend him for his | 0:17:16 | 0:17:21 | |
campaigning on this issue, and as we
leave the European Union there are | 0:17:21 | 0:17:24 | |
opportunities as he points out, to
review and change the approach we | 0:17:24 | 0:17:28 | |
take towards live exports and ensure
higher standards of animal welfare. | 0:17:28 | 0:17:36 | |
The common agricultural policy has
been a bureaucratic quagmire which | 0:17:36 | 0:17:42 | |
is undermined us Anfield iron
environment. Leaving the EU allows | 0:17:42 | 0:17:45 | |
us to bring clarity and purpose to
agriculture policy for the first | 0:17:45 | 0:17:49 | |
time in 45 years. We are committed
to introducing the agriculture bill | 0:17:49 | 0:17:55 | |
in this session and outlining
further plans next year. I am | 0:17:55 | 0:17:58 | |
grateful. Many farmers in my
constituency in Essex supported | 0:17:58 | 0:18:04 | |
Brexit, but some did not. What
reassurances can he give them that | 0:18:04 | 0:18:08 | |
the government is ensuring emerging
food markets are open to them after | 0:18:08 | 0:18:14 | |
Brexit? We will be working with
colleagues in the Department friend | 0:18:14 | 0:18:19 | |
and I will trade to open new
markets. There are opportunities | 0:18:19 | 0:18:23 | |
particularly in sectors such as

very clear we are going to maintain

Parliament, that is a manifesto

clear that we will have a smooth

led to the new policy. Have you seen
the report on Wednesday from the | 0:18:38 | 0:18:46 | |
farmers union of Wales that says
denying Wales access to the single | 0:18:46 | 0:18:50 | |
market and Customs union would have
catastrophic consequences on farming | 0:18:50 | 0:18:56 | |
in to comment? I need very regularly
with members for the farmers union | 0:18:56 | 0:19:00 | |
for Wales, and we absolutely
recognise the importance of tariff | 0:19:00 | 0:19:04 | |
free trade with the European Union,
which is why the government has a | 0:19:04 | 0:19:08 | |
clear position that we want a
comprehensive and ambitious | 0:19:08 | 0:19:10 | |
free-trade agreement. I met with the
Scottish Cabinet Secretary for the | 0:19:10 | 0:19:19 | |
rural economy and connectivity...
Funding was one of a number of | 0:19:19 | 0:19:31 | |
issues discussed. I look forward to
seeing the Scottish Cabinet | 0:19:31 | 0:19:36 | |
Secretary next Thursday, and also
thank you to the intercession for | 0:19:36 | 0:19:38 | |
the Member for Gordon, I am looking
forward to meeting representatives | 0:19:38 | 0:19:44 | |
from the National farmers union of
Scotland as well. In September, key | 0:19:44 | 0:19:48 | |
farming organisations including the
National Farmers Union Scotland | 0:19:48 | 0:19:55 | |
wrote to you, but they have not
responded. Can you commit made to | 0:19:55 | 0:20:04 | |
giving the farmers the 650 million
they are rightly due? I understand | 0:20:04 | 0:20:13 | |
the issue of convergence uplifting
is right for the assessment, and I | 0:20:13 | 0:20:16 | |
have discussed the issue with the
Scottish Cabinet Secretary and the | 0:20:16 | 0:20:22 | |
farming union representatives, and
this issue will be raised when we | 0:20:22 | 0:20:24 | |
meet next week. Thank you. I will

resilience of flood defences as
good. In October the Environment | 0:20:36 | 0:20:40 | |
Agency's assessment showed over 95%
were at or above the target | 0:20:40 | 0:20:47 | |
condition, and in Cumbria it was
97.5%. We have prepared the flood | 0:20:47 | 0:20:51 | |
defences that were damaged in the
winter of 2015. There is more to do | 0:20:51 | 0:20:57 | |
across Cumbria, so we have allocated
£50 million extra for flood risk | 0:20:57 | 0:21:01 | |
management schemes. I'm grateful for
that response. But £800,000 was | 0:21:01 | 0:21:10 | |
pledged for my community in
Braithwaite, which was devastated | 0:21:10 | 0:21:15 | |
with storm Desmond. Two years on,
can she confirmed when the work will | 0:21:15 | 0:21:21 | |
be completed for the village? She is
right to raise the issue of this | 0:21:21 | 0:21:26 | |
village. I am aware that the short
listing of options is due to be | 0:21:26 | 0:21:31 | |
completed next month with a target
date for the end of 2019. I will | 0:21:31 | 0:21:35 | |
meet her and her colleagues from
Cumbria next week and we can discuss | 0:21:35 | 0:21:38 | |
the details further. Hard flood
defences like the Foss barrier are | 0:21:38 | 0:21:45 | |
vital for cities like York. It is
essential that the strategy is | 0:21:45 | 0:21:52 | |
equally protect smaller communities.
Can she assure me that community | 0:21:52 | 0:21:55 | |
south of York will not be forgotten
about as progress continues to | 0:21:55 | 0:22:00 | |
develop flood management schemes? I
can give that assurance. The | 0:22:00 | 0:22:05 | |
long-term plan will use a catchment
approach to flood risk management, | 0:22:05 | 0:22:10 | |
including upper catchment management
changes, which is a key component of | 0:22:10 | 0:22:14 | |
reducing the risk to York and other
communities downstream, but I can | 0:22:14 | 0:22:18 | |
assure him the modelling by the
Environment Agency, and ensures hard | 0:22:18 | 0:22:22 | |
flood defences will not impact on
the communities to which he refers. | 0:22:22 | 0:22:27 | |
It is two years since the floods hit
York, but last week my residents | 0:22:27 | 0:22:32 | |
heard the barriers will be further
delayed and they will not have | 0:22:32 | 0:22:36 | |
protection until at least 2019. What
will the Minister do to ensure the | 0:22:36 | 0:22:41 | |
programme is speeded up and that the
residents in York will be protected | 0:22:41 | 0:22:45 | |
meanwhile? Since the flooding, when
600 properties were flooded, we have | 0:22:45 | 0:22:54 | |
invested £70 million to upgrade the
Foss barrier, including eight high | 0:22:54 | 0:22:57 | |
volume pumps and we have developed a
five-year plan investing 45 million | 0:22:57 | 0:23:04 | |
in new defences, protecting 2000
properties. Following the storms and | 0:23:04 | 0:23:12 | |
2015 the government made welcome
direct payments to residents | 0:23:12 | 0:23:16 | |
devastated by flooding. Following
the floods last month, the | 0:23:16 | 0:23:20 | |
government told Lancaster City
Council that this flooding is not | 0:23:20 | 0:23:22 | |
severe enough to offer the same
assistance, despite 143 homes being | 0:23:22 | 0:23:27 | |
vacated due to flood damage. Will
