nations and regions to achieve this.

develop marine energy. Will the
Secretary of State make a decision | 0:01:43 | 0:01:53 | |
work with Welsh Government, with
developers, so we can roll out, | 0:01:53 | 0:02:01 | |
maximise our potential and spread
prosperity in this part of the | 0:02:01 | 0:02:03 | |
United Kingdom? The enthusiasm for
green energy, I am proud of our | 0:02:03 | 0:02:10 | |
achievements. We have quadrupled the
proportion of our renewable | 0:02:10 | 0:02:14 | |
electricity since 2010. We have a
responsibility to minimise the | 0:02:14 | 0:02:22 | |
impact on consumers' bills. The
Swansea proposal was very much more | 0:02:22 | 0:02:27 | |
expensive, more than twice as
expensive as the Hinckley | 0:02:27 | 0:02:33 | |
nuclear-power station for example.
We are in discussion with our | 0:02:33 | 0:02:37 | |
colleagues in the Welsh Government
and don't want to close the door on | 0:02:37 | 0:02:43 | |
something if it is possible. Can I
also see that making a decision on | 0:02:43 | 0:02:53 | |
the Swansea Bay tidal lagoon is
important for Wales as a whole, more | 0:02:53 | 0:02:57 | |
the goons around Newport following
the Swansea find and we cannot pass | 0:02:57 | 0:03:03 | |
these opportunities up. I take the
point. The First Minister wrote to | 0:03:03 | 0:03:11 | |
me yesterday acknowledging the
genuine challengers, considering a | 0:03:11 | 0:03:16 | |
proposal with untried technology and
high capital costs and | 0:03:16 | 0:03:19 | |
uncertainties. It is best to explore
all of the responsibilities. -- | 0:03:19 | 0:03:29 | |
possibilities. With your permission,

research in consumer satisfaction
published in August last year shows | 0:03:43 | 0:03:47 | |
satisfaction with smart meters are
high. 80% of consumers are satisfied | 0:03:47 | 0:03:52 | |
and would recommend them to friends
and family. Smart Energy GB found | 0:03:52 | 0:04:00 | |
nearly 90% of people with a smart
meter change their behaviour | 0:04:00 | 0:04:04 | |
patterns and make energy savings. It
is good to hear that so many people | 0:04:04 | 0:04:09 | |
are reaping the benefits from smart
meters. No system is ever perfect. | 0:04:09 | 0:04:13 | |
For a small number of customers like
one of my clubs in Aikens this -- my | 0:04:13 | 0:04:21 | |
constituency. They are getting
unhelpful responses from their | 0:04:21 | 0:04:27 | |
electricity provider. | 0:04:27 | 0:04:28 | |
My honourable friend made a point
about the Junior club in his | 0:04:31 | 0:04:38 | |
constituency, I would meet with him
specifically but I have not found | 0:04:38 | 0:04:41 | |
that generally to be the case. The
roll-out of smart meters is an | 0:04:41 | 0:04:46 | |
important national modernisation
programme bringing benefits to | 0:04:46 | 0:04:50 | |
consumers and his constituents. | 0:04:50 | 0:04:55 | |
My supplementary question. Smart
meters are good for consumers and | 0:05:04 | 0:05:06 | |
suppliers alike but the roll-out
relies on a good mobile phone signal | 0:05:06 | 0:05:13 | |
for effectiveness. In many parts of
rural Scotland, that is not the | 0:05:13 | 0:05:16 | |
case. Can the Minister reassure me
he is working across the Government | 0:05:16 | 0:05:21 | |
and with relevant stakeholders to
make sure residents in rural areas | 0:05:21 | 0:05:25 | |
benefit from smart meters? My
apologies. I agree entirely. We are | 0:05:25 | 0:05:30 | |
working on that. Our solution covers
Scotland and contracted to cover | 0:05:30 | 0:05:42 | |
nearly all premises by 2020. Does
the Minister accept his stance based | 0:05:42 | 0:05:50 | |
on surveys carried out about ten
weeks after installation, my own | 0:05:50 | 0:05:56 | |
survey found 54% of constituents
would currently refuse a smart | 0:05:56 | 0:06:02 | |
meter. 97% want to see the cost of
the programme shown on their bills. | 0:06:02 | 0:06:07 | |
74% said that receiving one has not
yet made any difference to the size | 0:06:07 | 0:06:12 | |
of their bills. Would you also take
those findings into account? The | 0:06:12 | 0:06:19 | |
honourable gentleman knows me well
enough to know I am very interested | 0:06:19 | 0:06:23 | |
in anything he has to say. He
contributed a lot to the passage of | 0:06:23 | 0:06:26 | |
the bill in the House of Commons and
I would like to receive those | 0:06:26 | 0:06:31 | |
statistics, I do not just quote one
sample, because I get them from | 0:06:31 | 0:06:36 | |
different places. I am sure the
Minister is speaking in good faith | 0:06:36 | 0:06:40 | |
but I have come across constituents
who find bills are actually | 0:06:40 | 0:06:46 | |
increasing. As he had discussions
with utility companies about keeping | 0:06:46 | 0:06:50 | |
an eye on this and making sure the
effect of smart meters is to reduce | 0:06:50 | 0:06:56 | |
costs, for many constituents are
poor. I am surprised to hear this. | 0:06:56 | 0:07:07 | |
We are both talking in good faith. I
would like to hear those examples | 0:07:07 | 0:07:12 | |
but I can't expand why bills would
go up. Nearly 90% of smart meters | 0:07:12 | 0:07:16 | |
say it is changing the energy
patterns and bills are going down. | 0:07:16 | 0:07:21 | |
Can the Minister update us where we
are with the role of... He talks | 0:07:21 | 0:07:35 | |
about the newer type of meter,
smets2. The first one studs all new | 0:07:35 | 0:07:47 | |
ones will be smets2. | 0:07:47 | 0:07:48 | |
The smart meter becomes a dumb
meter... Can he puts a timeline on | 0:07:54 | 0:08:02 | |
the roll-out? In place shortly after
the summer, the measures will make | 0:08:02 | 0:08:12 | |
sure that does not happen. The small

Current statistics show we have met

exceed our second and third budgets
and 97% and 95% of where we need to | 0:08:45 | 0:08:49 | |
be to meet the fourth and fifth
budgets. IKEA groaning. I think | 0:08:49 | 0:08:53 | |
these are decent numbers even though
we are ten and 15 years away. The | 0:08:53 | 0:09:02 | |
lack of focus and ambition from the
Tory Government means we are set to | 0:09:02 | 0:09:06 | |
miss our legally binding carbon
targets. Repeal the ban on onshore | 0:09:06 | 0:09:13 | |
wind. Prioritise energy efficient
measures in zero carbon homes and | 0:09:13 | 0:09:18 | |
commit to the Swansea Bay tidal
lagoon. When will the Government | 0:09:18 | 0:09:23 | |
gets its act together, demonstrate
its commitment to future generations | 0:09:23 | 0:09:26 | |
and get on with it? Perhaps she
wrote that before hearing the | 0:09:26 | 0:09:32 | |
answer. Let me share with the
honourable lady two facts. Britain | 0:09:32 | 0:09:38 | |
has led the world in de-colonising
our economy. At present I'm not | 0:09:38 | 0:09:47 | |
delivering carbon cuts. | 0:09:47 | 0:09:48 | |
Two countries in the world's leading
a two degree target. China and the | 0:09:53 | 0:10:02 | |
UK. We have set out the most
ambitious set of policies and | 0:10:02 | 0:10:06 | |
proposals ever seen from the
Government in the Queen growth | 0:10:06 | 0:10:09 | |
strategy. Bringing that forward and
it would be nice to feel cross-party | 0:10:09 | 0:10:13 | |
consensus on doing something that is
so vital for the future of the | 0:10:13 | 0:10:19 | |
country and the world. I am
interested to hear when she said | 0:10:19 | 0:10:28 | |
that we were on target for three
carbon budgets but will miss the | 0:10:28 | 0:10:32 | |
fourth. In the words of the climate
change committee, they said the | 0:10:32 | 0:10:37 | |
fourth carbon Budget won't be met
unless policies are supplemented by | 0:10:37 | 0:10:41 | |
more challenging measures. She spoke
about ambition. What are those | 0:10:41 | 0:10:44 | |
challenging measures? The
calculations for the fourth and | 0:10:44 | 0:10:51 | |
fifth carbon budgets which end in
1015 years' time, which we are 95 | 0:10:51 | 0:10:57 | |
and 97% of the way to meeting are
based on an analysis of only 13% of | 0:10:57 | 0:11:03 | |
the policies and proposals in the
growth strategy. -- Queen growth | 0:11:03 | 0:11:08 | |
strategy. My right honourable friend
's think that is quite good. -- | 0:11:08 | 0:11:23 | |
clean growth. I am confident we will
meet our budgets with our ambitious | 0:11:24 | 0:11:28 | |
polity, ingenuity of British
business and science and frank with | 0:11:28 | 0:11:33 | |
the strong campaigning and structure
of the Climate Change Act, which we | 0:11:33 | 0:11:36 | |
were the first country of the world
to pass. Does she agree with me | 0:11:36 | 0:11:44 | |
that's improving home energy
efficiency measures would help us | 0:11:44 | 0:11:47 | |
meet our carbon budgets going
forward? The honourable lady led an | 0:11:47 | 0:11:52 | |
accident debate on this in
Westminster. Aspect of cross-party | 0:11:52 | 0:11:57 | |
consensus. -- excellent debate. We
have set our home in efficiency | 0:11:57 | 0:12:01 | |
targets in band C for 2025. We are
bringing forward the eco-targets. | 0:12:01 | 0:12:14 | |
If we are to reach our carbon
targets, clearly nuclear power will | 0:12:18 | 0:12:22 | |
be central to that. Is the Minister
confident in progress is being made | 0:12:22 | 0:12:27 | |
to see the construction of nuclear
plants in Anglesey and Cumbria? As | 0:12:27 | 0:12:33 | |
he knows, making these long-term
decisions and creating costs for | 0:12:33 | 0:12:38 | |
consumers over decades, whether in
tidal lagoons or nuclear, are | 0:12:38 | 0:12:41 | |
matters we have to take seriously.
We have to reduce carbon emissions | 0:12:41 | 0:12:47 | |
in the power supply, reduce cost for
consumers and create innovation to | 0:12:47 | 0:12:51 | |
export around the world. Those
considerations are all being taken | 0:12:51 | 0:13:01 | |
into account. The government will
need to support offshore wind | 0:13:01 | 0:13:03 | |
projects. In Scottish waters, Jim
Ryan Trident are working to deliver | 0:13:03 | 0:13:10 | |
projects. Due to factors outwith
their control, they will struggle to | 0:13:10 | 0:13:14 | |
hit UK Government deadlines in
October. Will the Minister to | 0:13:14 | 0:13:21 | |
discuss how we might support these
projects to make their contribution | 0:13:21 | 0:13:25 | |
to carbon reduction? We have worked
hard on these innovations. The | 0:13:25 | 0:13:33 | |
challenge is that the thes out of
the obligations were set four years | 0:13:33 | 0:13:42 | |
ago. Were not intending to extend
periods. As he knows, I'm always | 0:13:42 | 0:13:52 | |
willing to build cross-party
consensus on this vital issue. I'm | 0:13:52 | 0:13:58 | |
sure it's not the Minister was my
intention to mislead the host, but | 0:13:58 | 0:14:04 | |
her statements about us being 96% of
our way towards meeting our fourth | 0:14:04 | 0:14:09 | |
and fifth carbon budgets need to put
in the context of the fact that we | 0:14:09 | 0:14:13 | |
are committed to reducing between
the fourth and fifth carbon budgets, | 0:14:13 | 0:14:19 | |
CO2 emissions by 200 million tonnes
but the government's amount only | 0:14:19 | 0:14:33 | |
register by 100 million tonnes. What
are the Minister's proposals to | 0:14:33 | 0:14:43 | |
ensure that the outstanding 109
million tonnes are reduced? He is a | 0:14:43 | 0:14:50 | |
clever scientific fellow and he
knows those numbers are referring to | 0:14:50 | 0:14:53 | |
the baseline numbers of 1990. I
would be happy to sit down with them | 0:14:53 | 0:14:58 | |
on goal line by line through the
carbon budgets because again he and | 0:14:58 | 0:15:03 | |
I need to be absolutely clear that
regardless of what this government | 0:15:03 | 0:15:13 | |
and future governments do, those
budgets had to be fit to practice | 0:15:13 | 0:15:16 | |
and we have to be clear and
transparent about how we're going to | 0:15:16 | 0:15:19 | |
meet them, which is exactly what the
clean growth strategy has done. | 0:15:19 | 0:15:25 | |
Britain is building one of the best
charge point networks in the world. | 0:15:25 | 0:15:35 | |
Our 400 million fund will see
thousands more charge points | 0:15:35 | 0:15:38 | |
installed across the UK. Yesterday,
the select committee visited the | 0:15:38 | 0:15:45 | |
electric vehicle company in my
constituency. It opened last year | 0:15:45 | 0:15:51 | |
and it is great when nursing
electric taxis on the streets of | 0:15:51 | 0:15:55 | |
London. In Milton Keynes, we heard
can seems that we heard concerns | 0:15:55 | 0:16:02 | |
about the lack of compatibility is
putting people what can the | 0:16:02 | 0:16:05 | |
Secretary of State do to encourage
the industry to adopt a standard? | 0:16:05 | 0:16:11 | |
I'm delighted the committee went to

was a fantastic event that my

out, opening at. The recently
introduced alternative fuels | 0:16:21 | 0:16:29 | |
infrastructure legislation speaks of
publicly accessible charge points. | 0:16:29 | 0:16:38 | |
The government will have new powers
to regulate this technical sector. | 0:16:38 | 0:16:46 | |
If there is an uptake and there is
growth, the strain on the system, | 0:16:46 | 0:16:53 | |
the idea that electric vehicles do
not use a great deal of power is not | 0:16:53 | 0:16:59 | |
true and there are concerns about
strain on the system. We have one of | 0:16:59 | 0:17:05 | |
the best access to the network in
the world. Especially for fast | 0:17:05 | 0:17:11 | |
charges. In terms of the electricity
grid, he is absolutely right that | 0:17:11 | 0:17:16 | |
electric vehicles can make a
contribution to the resilience of | 0:17:16 | 0:17:19 | |
the great because the batteries they
contain can store electricity that | 0:17:19 | 0:17:25 | |
is generated by renewables at the
time when it is needed. That is part | 0:17:25 | 0:17:30 | |
of the smart system's plan. One of
the constraints people feel about | 0:17:30 | 0:17:36 | |
buying cars at the moment is there
is a limited range. So does he | 0:17:36 | 0:17:41 | |
welcomed the initiative of the Mayor
of the West Midlands, along with the | 0:17:41 | 0:17:47 | |
government, for the introduction of
battery research Centre here in the | 0:17:47 | 0:17:52 | |
West Midlands? There isn't questions

welcoming the initiative of the

investing at the cutting edge of

the cars of the future.

Secretary of State give to the
people of Bristol who wish to see | 0:18:15 | 0:18:18 | |
the number of electronic charging
points massively increased? I'm | 0:18:18 | 0:18:24 | |
delighted there is such enthusiasm.
She will be aware the funding that | 0:18:24 | 0:18:27 | |
is available for charging
infrastructure is available | 0:18:27 | 0:18:34 | |
especially for city Centre
authorities who can put it into | 0:18:34 | 0:18:37 | |
public car parks. The government
remains committed to supporting the | 0:18:37 | 0:18:45 | |
industry and building over -- on the
budget outlines. I enjoyed my recent | 0:18:45 | 0:18:59 | |
visit to Aberdeen. Industry
presented its proposals for a deal. | 0:18:59 | 0:19:03 | |
There is a meeting tomorrow. The oil
and gas industry is in the | 0:19:03 | 0:19:09 | |
north-east of Scotland have
contributed over £340 billion to the | 0:19:09 | 0:19:13 | |
economy. As a supply chain, it is
worth nearly £30 billion. With an | 0:19:13 | 0:19:24 | |
estimated 30 million barrels of oil
still to... We need a single | 0:19:24 | 0:19:34 | |
sentence question. There isn't time.
What does the Minister intend to do | 0:19:34 | 0:19:44 | |
to develop the industry? Yes, I do.
What discussion has the Minister had | 0:19:44 | 0:19:55 | |
with the Treasury regarding the HMRC
changes for the gas and oil | 0:19:55 | 0:20:01 | |
industry? I will give a very quick
and succinct answer, as your vast. I | 0:20:01 | 0:20:11 | |
don't know and I'm happy to meet the
honourable member to discuss. Can I | 0:20:11 | 0:20:18 | |
ask my honourable friend what
consideration he is giving to the | 0:20:18 | 0:20:22 | |
downstream sector? Each one of our
oil refineries are important. They | 0:20:22 | 0:20:27 | |
could benefit from clear long-term
thinking. The whole sector is very | 0:20:27 | 0:20:34 | |
important to us. Specifically the
supply chain. I met with various | 0:20:34 | 0:20:38 | |
other players involved in this and
it is something that is of critical | 0:20:38 | 0:20:42 | |
importance to us. The UK Government
has so far failed to announce a | 0:20:42 | 0:20:48 | |
sector deal for oil and gas and
there was no mention of one in its | 0:20:48 | 0:20:53 | |
industrial strategy. There is a need
for a sector deal approach to the | 0:20:53 | 0:20:56 | |
industry and the Scottish Government
has been calling for such action. | 0:20:56 | 0:21:00 | |
Will the Minister finally rectify
this glaring omission and commit | 0:21:00 | 0:21:04 | |
this vital support for the industry
and the jobs and investment it | 0:21:04 | 0:21:10 | |
relies on? The honourable gentleman
should be aware that this is a | 0:21:10 | 0:21:12 | |
priority for us. Were working hard
with the sector to come up with a | 0:21:12 | 0:21:15 | |
sector deal and I am expecting those
talks to come into fruition very | 0:21:15 | 0:21:22 | |
soon. The automotive sector deal
will insure the UK continues to reap | 0:21:22 | 0:21:29 | |
the benefits from reading the
transition to zero emission and | 0:21:29 | 0:21:33 | |
autonomous vehicles. Last month,
this true in £33 million of | 0:21:33 | 0:21:37 | |
investment into the UK-based
connected and autonomous vehicle | 0:21:37 | 0:21:44 | |
programmes, with participation
across the industry. Jaguar Land | 0:21:44 | 0:21:47 | |
Rover recently developed and
electric performance SUV. The London | 0:21:47 | 0:21:57 | |
Electric company has also developed
the world's first electric taxi. | 0:21:57 | 0:22:05 | |
Would he join me in congratulating
these companies? They are iconic | 0:22:05 | 0:22:10 | |
images and to see them leading the
way into the future is a matter of | 0:22:10 | 0:22:14 | |
great delight. I congratulate both
companies for choosing the UK to | 0:22:14 | 0:22:20 | |
manufacture these vehicles. What
does the Secretary of State doing to | 0:22:20 | 0:22:24 | |
help the development regarding the
transition from diesel to petrol and | 0:22:24 | 0:22:33 | |
diesel to electric vehicles,
particularly with regard to helping | 0:22:33 | 0:22:39 | |
the infrastructure? Were working
closely with the industry to make | 0:22:39 | 0:22:44 | |
sure that as they develop the new
technologies of the future they are | 0:22:44 | 0:22:49 | |
able to plan a smooth transition to
a world in which all of these | 0:22:49 | 0:22:55 | |
vehicles will be compatible with our
climate objectives. All these new | 0:22:55 | 0:23:00 | |
electric vehicles are going to need
batteries, of which lithium is an | 0:23:00 | 0:23:04 | |
essential element. Recent
discoveries of large deposits of | 0:23:04 | 0:23:08 | |
lithium in Cornwall open up the
possibility of the UK securing a | 0:23:08 | 0:23:12 | |
domestic supply for this vital
element. What support can Secretary | 0:23:12 | 0:23:17 | |
of State give to this exciting new
emerging sector? We have the | 0:23:17 | 0:23:23 | |
potential for new developments in
battery storage. If Cornwall can | 0:23:23 | 0:23:28 | |
supply the lithium to power that new
industry, then I'm delighted to hear | 0:23:28 | 0:23:32 | |
it and I will discuss further with
my honourable friend the | 0:23:32 | 0:23:36 | |
possibilities. At yesterday's select
committee visit, it became very | 0:23:36 | 0:23:41 | |
apparent that the market for
electric vehicles is maturing at a | 0:23:41 | 0:23:44 | |
much faster rate than many people
realise. Is it possible that the | 0:23:44 | 0:23:48 | |
ambition of the sector itself is
outstripping ambition of the | 0:23:48 | 0:23:52 | |
government and shouldn't the 2040
target be brought forward, perhaps | 0:23:52 | 0:23:56 | |
even by a decade? When it comes to
the new generation of automotive | 0:23:56 | 0:24:02 | |
technology, this government is not
outstripped by anyone. We are | 0:24:02 | 0:24:05 | |
working closely with the industry
through the automotive Council to | 0:24:05 | 0:24:08 | |
make sure we are the best place in
the world to research the | 0:24:08 | 0:24:13 | |
technologies but also to manufacture
was technologies in this country. On | 0:24:13 | 0:24:25 | |
the automotive theme, the
government's long-term partnership | 0:24:25 | 0:24:28 | |
of the automotive industry as an
exemplar of our industrial strategy. | 0:24:28 | 0:24:31 | |
A fortnight ago, I went to
Derbyshire to welcome Toyota's | 0:24:31 | 0:24:35 | |
decision to build their new vehicle
in Burnaston, helping to secure 3000 | 0:24:35 | 0:24:41 | |
jobs between Burnaston and Deeside
in North Wales. I'm sure the | 0:24:41 | 0:24:44 | |
Secretary of State will have been
alarmed by the comments made by the | 0:24:44 | 0:24:50 | |
Chief Executive of the PSA group
which owns a facility in my | 0:24:50 | 0:24:58 | |
constituency about Brexit and
uncertainties. Will he meet with me | 0:24:58 | 0:25:09 | |
to impact the confidence that plans?
It is very clear that we are | 0:25:09 | 0:25:14 | |
determined, as the Prime Minister
set out in her speech at the Mansion | 0:25:14 | 0:25:17 | |
House, to make sure that this very
important integrated supply chain is | 0:25:17 | 0:25:24 | |
able to operate. It's worth bearing
