Questions to the Secretary of State
for housing committees and local | 0:00:47 | 0:00:50
government. Question number one.
Thank you Mr Speaker. The Government | 0:00:50 | 0:01:01
will consider financial facilities
for local authorities to undertake | 0:01:01 | 0:01:04
safety work to make the pink say.
We've got turned down any requests | 0:01:04 | 0:01:10
for such flexibility. We've provided
funding to local authorities for | 0:01:10 | 0:01:13
data collection on private
buildings. The former Housing | 0:01:13 | 0:01:19
Minister revealed for Christmas that
36 local 30s have contacted the | 0:01:19 | 0:01:24
apartment ensuring fire safety in
tower blocks when none have so far | 0:01:24 | 0:01:28
received any financial help. Why
not? So far it is my records show 36 | 0:01:28 | 0:01:39
authorities. Ten of those we have
requested further information from | 0:01:39 | 0:01:42
four of those that information has
been provided. Unless I have just | 0:01:42 | 0:01:47
said a moment ago we are willing to
provide whatever financial thoughts | 0:01:47 | 0:01:50
about ways to any local authority to
make sure all essential fire safety | 0:01:50 | 0:01:54
work is done. How are local
authorities to know what steps to | 0:01:54 | 0:02:02
take to ensure adequate fire
protection when the relevant | 0:02:02 | 0:02:06
building regulations are 11 years
old and no review of them has yet | 0:02:06 | 0:02:09
commenced? Perhaps the honourable
gentleman was not in Parliament last | 0:02:09 | 0:02:19
year when I am the Home Secretary
asked for an independent review of | 0:02:19 | 0:02:21
all building regulations by Dame
Judith Hackett. Just a few weeks ago | 0:02:21 | 0:02:29
I presented the findings of her
interim report recognitions excepted | 0:02:29 | 0:02:32
in full. Grenfell Tower so seared in
all our memories. We must do all we | 0:02:32 | 0:02:41
can. Am I not right in thinking that
if a local authority runs out of | 0:02:41 | 0:02:51
funds for fire protection measures
there is a mechanism by which they | 0:02:51 | 0:02:56
could be allowed to spend more
beyond the normal restraints? Added | 0:02:56 | 0:03:02
to my friend that I'm not sure...
With regards to this question there | 0:03:02 | 0:03:10
are mechanisms in place what we've
done is that she gone further and | 0:03:10 | 0:03:14
said to those local authorities
there are certain facilities that | 0:03:14 | 0:03:16
they need and they should contact us
and the flexibility so be per five. | 0:03:16 | 0:03:21
Mr Speaker and my | 0:03:21 | 0:03:32
honourable friends he was the leader
of Kansai counsel. The Council of | 0:03:37 | 0:03:40
the year in 2016 and our thoughts
and condolences are with his family. | 0:03:40 | 0:03:44
And his friends today. Can I welcome
the ministerial faces to the | 0:03:44 | 0:03:50
Department with the new name. But
say to them in his new policies to | 0:03:50 | 0:03:55
fix the growing crisis that the
country really means. The question | 0:03:55 | 0:03:59
to the Secretary of State is this.
More than seven months on from the | 0:03:59 | 0:04:03
Grenfell Tower tragedy how many
tower blocks, with the same dangers | 0:04:03 | 0:04:09
cladding, have had that cladding
taken down and replaced? I also like | 0:04:09 | 0:04:18
to extend my condolences to Karen
Quinn whose family and friends and | 0:04:18 | 0:04:23
was actually a ethical day for all
of them. What I can tell the right | 0:04:23 | 0:04:28
honourable gentleman is that so far
with the figures that I have which I | 0:04:28 | 0:04:33
think are accurate up to one tenth
-- the 10th of January am a syndrome | 0:04:33 | 0:04:38
called the lanes into why been
tested. Of those 299 have not passed | 0:04:38 | 0:04:43
the tests have been put in place. A
number of buildings the cladding has | 0:04:43 | 0:04:50
started to come down and is being
replaced slowly as well. We also | 0:04:50 | 0:04:55
interested to make sure there's
enough capacity in the industry to | 0:04:55 | 0:04:57
meet the extra demand that is now
upon it and that is why we are now | 0:04:57 | 0:05:02
working with both industry and my
right honourable friend the Business | 0:05:02 | 0:05:04
Secretary. I wonder whether the
Secretary of State has read the | 0:05:04 | 0:05:09
update as to the issue this morning
because the answer to that number of | 0:05:09 | 0:05:12
tower blocks with the same dangerous
flammable cladding has been taken | 0:05:12 | 0:05:16
down and replaced, more than seven
months on from Grenfell Tower, is | 0:05:16 | 0:05:21
free. How would -- three. How is it
the pheromones on from Grenfell | 0:05:21 | 0:05:28
Tower one in four families who were
survivors only have a new permanent | 0:05:28 | 0:05:34
home. The Government still cannot
confirm how many other tower blocks | 0:05:34 | 0:05:40
across the country are unsafe,
Ministers still refuse to help fund | 0:05:40 | 0:05:47
essential fire safety work where
they know they blocks are dangerous | 0:05:47 | 0:05:51
and the Secretary of State is
sitting back and letting individual | 0:05:51 | 0:05:55
flat owners pick up the full costs
of private tower blocks and not the | 0:05:55 | 0:06:00
landlord or the developer. In the
Secretary of State must know that | 0:06:00 | 0:06:04
this is not good enough so what new
action is he going to take to sort | 0:06:04 | 0:06:08
out these serious problems was that?
The right honourable gentleman knows | 0:06:08 | 0:06:15
that the number one priority
following the tragedy in terms of | 0:06:15 | 0:06:21
building safety is to make sure that
anyone living in any tower that | 0:06:21 | 0:06:26
might have similar cladding feels
completely saved. To make sure those | 0:06:26 | 0:06:30
buildings are properly tested and
facing a sound before that cladding | 0:06:30 | 0:06:33
can be taken down and replaced,
which of course will take time, that | 0:06:33 | 0:06:37
adequate measures are put in place
such as 20 47 fire wardens, all on | 0:06:37 | 0:06:42
the device of the local Fire and
Rescue Service and that is exactly | 0:06:42 | 0:06:47
what has been done in every single
case. He also asked me about the | 0:06:47 | 0:06:52
private sector tower blocks on the
costs of any remedial work in the | 0:06:52 | 0:06:56
city down and I have been very clear
in this House. I think clear since | 0:06:56 | 0:07:01
last order of questions that...
Whatever the legal case might be in | 0:07:01 | 0:07:07
the case of a private relationship
the moral case is clear that the tab | 0:07:07 | 0:07:12
should be picked up by the
freeholders of those properties. | 0:07:12 | 0:07:18
These are strongly important matters
but we do need to speed up a bit. In | 0:07:18 | 0:07:28
the recent budget we announced £20
million at the dock we continue to | 0:07:28 | 0:07:37
work with the pilot regions to
refine our scope and design very for | 0:07:37 | 0:07:40
Washington this year. I'm careful to
the Secretary of State for that | 0:07:40 | 0:07:46
answer and ahead of the commencement
of the Homelessness Reduction Act of | 0:07:46 | 0:07:49
the secretary of join me in praising
the work of routes to roots a local | 0:07:49 | 0:07:53
charity that helps the homeless and
also honorably housed adults? But me | 0:07:53 | 0:08:01
think my friend for the role he
played in getting that act onto the | 0:08:01 | 0:08:05
statute books. I do agree with him
that two and the homelessness cycle | 0:08:05 | 0:08:13
there are a lot of people can get
involved including voluntary groups | 0:08:13 | 0:08:16
like Routes to roots in his
constituency that can make a real | 0:08:16 | 0:08:20
difference for Pharma will. On
Boxing Day and group called | 0:08:20 | 0:08:25
activists for love created a squat
to shelter homeless people. I went | 0:08:25 | 0:08:29
to meet the residence on Saturday.
The landlord has been very | 0:08:29 | 0:08:34
accommodating as actually going to
find everyone living there a home. | 0:08:34 | 0:08:38
Online concerned that the funding
cuts to city councils mean they | 0:08:38 | 0:08:42
don't have the money for the really
needed aftercare support to prevent | 0:08:42 | 0:08:46
BC book from becoming homeless
again. So would the Government | 0:08:46 | 0:08:49
please commit to providing more
money for an aftercare homeless | 0:08:49 | 0:08:53
service for... I can see the
honourable lady shares our desire | 0:08:53 | 0:09:01
passing all members of this House
would like to fight homelessness and | 0:09:01 | 0:09:06
mass I'm sure she would welcome the
£1 billion that the Government is | 0:09:06 | 0:09:11
outdated in Twenty20 to fight
homelessness including £315 million | 0:09:11 | 0:09:15
for core funding for local
authorities to help. I commend the | 0:09:15 | 0:09:20
Government furnish eating the
housing first pilots. What | 0:09:20 | 0:09:24
assessment has he made of the
situation in London which is clearly | 0:09:24 | 0:09:28
under the greatest pressure for
rough sleeping to enable people to | 0:09:28 | 0:09:32
have a firm home of their own to
make sure that the Mayor of London | 0:09:32 | 0:09:36
actually delivers affordable housing
for the capital. I know my | 0:09:36 | 0:09:40
honourable friend cares about this
issue deeply and has done much at | 0:09:40 | 0:09:46
work including the Homelessness
Reduction Act and he is right to | 0:09:46 | 0:09:49
raise this issue. Able to solve
homelessness and country unless Lund | 0:09:49 | 0:09:53
inducted that and I'm afraid that
Mayor of London is leading the | 0:09:53 | 0:09:56
people of London down just in his
first year in office. Not a single | 0:09:56 | 0:10:00
home for social that cannot was
started in London it is a tragic | 0:10:00 | 0:10:03
record. The centre for housing
policy at the University of York is | 0:10:03 | 0:10:12
looking at the the the the the
Council is providing over a 15 fold | 0:10:12 | 0:10:18
increase in 15 foot how investors
researcher that residents of York | 0:10:18 | 0:10:25
will benefit from housing first not
just in theory but in action. First | 0:10:25 | 0:10:33
of all help they are the lady agrees
with me that it would make sense to | 0:10:33 | 0:10:37
pilot housing first properly to make
sure that at some future stage when | 0:10:37 | 0:10:41
it can be brought across the country
it works properly. As I reset the | 0:10:41 | 0:10:45
pilot areas. Another parts the
country there are other types of | 0:10:45 | 0:10:49
help on a lot of that comes from the
£1 billion of funding is allocated | 0:10:49 | 0:10:53
to Twenty20 including the funding to
local authorities such as York. The | 0:10:53 | 0:10:59
local government and social care
ombudsman report still hopelessly | 0:10:59 | 0:11:03
calm found that seven out of ten
housing cases it investigated | 0:11:03 | 0:11:06
families were being placed in the
and B's for him lawfully in the | 0:11:06 | 0:11:12
praise him for over two years. The
report highlights the appalling is | 0:11:12 | 0:11:16
one mental impact including on
children of living in inadequate, | 0:11:16 | 0:11:20
one mental impact including on
children of living in inadequate,, | 0:11:20 | 0:11:20
crowded and sometimes Dan
conditions. Does the Secretary of | 0:11:20 | 0:11:24
State recognise just how damaging
this is? Will we see any improvement | 0:11:24 | 0:11:27
for these families in the next 12
months? I share the concerns of many | 0:11:27 | 0:11:35
honourable members of his house and
outside the Government has made | 0:11:35 | 0:11:37
fighting homelessness I would do
seem rough sleeping on absolute | 0:11:37 | 0:11:41
priority. What the honourable ladies
question recognises and requires | 0:11:41 | 0:11:44
action on many fronts not just
economic issues but there are mental | 0:11:44 | 0:11:49
health, dictionary other issues and
that is the programme the Government | 0:11:49 | 0:11:52
has put together and as a going to
pursue. | 0:11:52 | 0:12:01
I'm grateful for the
recommendations. Our bid thing | 0:12:01 | 0:12:06
safety programme is making good
progress in identifying potentially | 0:12:06 | 0:12:11
unsafe cladding and English tower
blocks and with these actions and | 0:12:11 | 0:12:13
future actions, we will make
buildings much safer. Since the | 0:12:13 | 0:12:19
tragic events of Grenfell Tower,
Vigurs a gringos in high-risk box | 0:12:19 | 0:12:22
has been widely discussed. The back
of the use of sprinklers in high | 0:12:22 | 0:12:32
rise blocks has been widely
discussed. Would my right honourable | 0:12:32 | 0:12:38
friend sure the House that the fire
resistant properties of individual | 0:12:38 | 0:12:41
flats will form part of the ongoing
reviews? It is an important point | 0:12:41 | 0:12:47
raised by my honourable friend. Buy
your safety, fire rescue services | 0:12:47 | 0:12:52
have visited 1250 high rise to think
so since the tragedy of Grenfell | 0:12:52 | 0:12:57
Tower. This included checking
compartmentalization and... There is | 0:12:57 | 0:13:06
the responsible person who must
determine what is the best for each | 0:13:06 | 0:13:12
building. I wanted to reverted to
part to be of the regulations and | 0:13:12 | 0:13:16
the guidance that goes with it. A
paragraph... Will the state | 0:13:16 | 0:13:27
confirmed the guidance is less clear
about cladding and it appears to | 0:13:27 | 0:13:31
allow for the continued use of
combustible material in the cladding | 0:13:31 | 0:13:36
on high rise buildings Cusack is
that the case, and if so, is a | 0:13:36 | 0:13:39
second carrier so comfortable with
that situation? I can take to the | 0:13:39 | 0:13:45
right honourable member that I do
believe that is the case. I do not | 0:13:45 | 0:13:48
think that is still the case. What
he has raises an important point of | 0:13:48 | 0:13:53
the needed to review the guidance
and the regulations themselves, a | 0:13:53 | 0:13:57
point that was made and very clear
by Dame Judith Hackett in their | 0:13:57 | 0:14:01
report that she published last month
and recognitions accepted in full. | 0:14:01 | 0:14:09
This of residential block in Croydon
with the same for mobile cladding is | 0:14:09 | 0:14:12
Grenfell Tower. Its residents fear
they are living in a death trap. The | 0:14:12 | 0:14:17
Secretary of State told them that a
responsible person should take | 0:14:17 | 0:14:21
action, but the freeholder, the
developer and the manager, all | 0:14:21 | 0:14:24
denied liability, so will tell you
while the legal wrinkles go on, the | 0:14:24 | 0:14:29
cladding stays in place. There's
only one responsible person. When | 0:14:29 | 0:14:33
will the Secretary of State take
action to remove this dangerous | 0:14:33 | 0:14:35
cladding and keep up above and their
families save? I'm very happy to | 0:14:35 | 0:14:42
reiterate on this point again that
where the situations are arising, | 0:14:42 | 0:14:48
the responsible person clearly is
the freeholder and whatever the | 0:14:48 | 0:14:52
legal case might be, the freeholder
should take responsibility. I can | 0:14:52 | 0:14:57
tell the honourable gentleman that
my honourable friend, the Housing | 0:14:57 | 0:15:01
Minister spoke to the CEO of the
Company concerning this case and is | 0:15:01 | 0:15:06
in dialogue to try and see which we
can do to make sure that they do the | 0:15:06 | 0:15:10
right thing. As the Secretary of
State Tessa said, one of the key | 0:15:10 | 0:15:17
recommendations of the building when
collisions city was the need for the | 0:15:17 | 0:15:24
whole suite of approved documents to
be restructured to provide greater | 0:15:24 | 0:15:28
clarity on high fire safety measures
to knock on how fire safety measures | 0:15:28 | 0:15:33
will be applied. The Secretary of
State given a damn census department | 0:15:33 | 0:15:39
are taking to implement this
recommendation, particularly with | 0:15:39 | 0:15:42
regard to planning guidance? -- gave
a clear answer to the steps his | 0:15:42 | 0:15:55
Department are taking. There were
recommendations around desktop | 0:15:55 | 0:16:03
studies and restricting how and when
they can be used. That is being | 0:16:03 | 0:16:07
implemented right now. She might be
to implement tetonic interested in | 0:16:07 | 0:16:11
knowing passes become down the road
from Parliaments, there a meeting of | 0:16:11 | 0:16:16
industry experts and stakeholders
going on and it is looking to what | 0:16:16 | 0:16:22
more can be done in the interim.
With your permission, I will answer | 0:16:22 | 0:16:35
this question with questions 11, 13,
17 and 20 two. I think the | 0:16:35 | 0:16:41
honourable gentleman for his
question. There are too many people | 0:16:41 | 0:16:44
sleeping rough and I am determined
to do more. That is widely rough | 0:16:44 | 0:16:48
sleeping and homelessness production
task will deliver a strategy to | 0:16:48 | 0:16:55
tackle this issue with the help of
in advisory Council. I welcome the | 0:16:55 | 0:17:00
Minister to her new role. Rough
sleeping has doubled nationally | 0:17:00 | 0:17:05
since 2010. Actually, in my
constituency, it has doubled in the | 0:17:05 | 0:17:08
last two years according to local
charities. Of course, the biggest | 0:17:08 | 0:17:14
cause of homelessness is a lack of
affordable housing. In my | 0:17:14 | 0:17:18
constituency, development... I
apologise but we owe a lot to get | 0:17:18 | 0:17:22
there. We need is a question, not a
series of statements. A question in | 0:17:22 | 0:17:26
a question mark a?. One sentence
please. Currently running a 27% | 0:17:26 | 0:17:37
against the 40%... What is the
Minister planning to do to ensure | 0:17:37 | 0:17:42
that is enforced locally? That was a
very interesting question because | 0:17:42 | 0:17:49
the statistics are not aligned with
the November sleeping rough | 0:17:49 | 0:17:52
statistics that we have. However, we
do recognise the concerns around | 0:17:52 | 0:17:57
viability assessments of affordable
housing. Last autumn, we consulted | 0:17:57 | 0:18:01
on proposals to simplify viability
assessments and increase | 0:18:01 | 0:18:04
transparency. We will announce
further details for our approach | 0:18:04 | 0:18:08
when we got was the new national
planning open seat later this year. | 0:18:08 | 0:18:14
The number of rough sleepers in
Darlington since 2010 is doubled. Is | 0:18:14 | 0:18:17
this caused by a comma reduction in
Council borders, over 5 million | 0:18:17 | 0:18:24
benefits? Of the bedroom tax? Not
affordable housing? There | 0:18:24 | 0:18:28
aristocratic? I could go to Zee. | 0:18:28 | 0:18:34
I would like to say, I think
honourable lady for the question, | 0:18:39 | 0:18:43
but Franco, this is not a laughing
matter. The Government is clear that | 0:18:43 | 0:18:49
one person without a home is too
many. We are party taken steps | 0:18:49 | 0:18:54
towards combating rough sleeping and
homelessness. For instance, we have | 0:18:54 | 0:18:59
implemented the most ambitious
legislative reform in decades. The | 0:18:59 | 0:19:03
homelessness reduction asked and I
congratulate my right honourable | 0:19:03 | 0:19:05
friend for all the hard work you do
on that. He comes into force this | 0:19:05 | 0:19:08
April. And we will ensure that more
people get the help they need | 0:19:08 | 0:19:12
earlier to prevent them from
becoming homeless in the first | 0:19:12 | 0:19:14
place. Thank you very much. The
massive increase in homelessness and | 0:19:14 | 0:19:19
rough sleeping in my city of glass
Coke is in stark contrast to the... | 0:19:19 | 0:19:24
Homelessness fell by over three
Courtice. Given the shocking | 0:19:24 | 0:19:28
situation, what plans does the Mr
have -- it does the Minister have? | 0:19:28 | 0:19:36
The question seemed to be rather
about a devolved matter, but moving | 0:19:42 | 0:19:47
on, as the nation gets to grips with
this issue, rough sleeping advisory | 0:19:47 | 0:19:51
panel, which I will chair, will
include key figures from local | 0:19:51 | 0:19:56
governments, central government and
homelessness charities. The role | 0:19:56 | 0:19:58
will be to support and a half rough
sleeping by 2022 and eliminated by | 0:19:58 | 0:20:07
2027. The first meeting of the
advisory panel will take place on | 0:20:07 | 0:20:10
the 1st of February. The Wales audit
office produced a report which | 0:20:10 | 0:20:17
stated that it believed the
Government welfare policies were | 0:20:17 | 0:20:21
having a detrimental impact on
homelessness in Wales. We'll see | 0:20:21 | 0:20:24
except for what is chewing Wells is
also true in England? Two true in | 0:20:24 | 0:20:30
Wales is also true in England. He
lectures across all of the UK. -- I | 0:20:30 | 0:20:39
like truths across all the UK. The
interesting issue will be an amount | 0:20:39 | 0:20:42
of money and packages we can put
into spread funding for affordable | 0:20:42 | 0:20:46
housing across the nation. That is
something that we are determined to | 0:20:46 | 0:20:49
do. In Wolverhampton, where I
represent, one of its | 0:20:49 | 0:20:57
constituencies, the number of
estimated rough sleepers has doubled | 0:20:57 | 0:21:01
since 2010. What plans did the
Government have in place to decrease | 0:21:01 | 0:21:04
the numbers of rough sleepers as
their current plan is certainly not | 0:21:04 | 0:21:07
working? Of course, the interesting
thing with Wolverhampton area is it | 0:21:07 | 0:21:16
is part of the West Midlands, so we
are working very hard with mayor | 0:21:16 | 0:21:19
Andy Street who will be joining me
on that the rough sleepers strategic | 0:21:19 | 0:21:25
panel and look forward to our first
meeting on the 1st of February. I'm | 0:21:25 | 0:21:33
launching an appeal for mobile
phones for a local charity to enable | 0:21:33 | 0:21:37
those who are homeless or suffering
to get back on their feet, literally | 0:21:37 | 0:21:41
and have an emergency lifeline. Will
the Minister offer their support for | 0:21:41 | 0:21:46
what is a controversial initiative
locally with some people and agree | 0:21:46 | 0:21:49
that it is much more controversial
but in the UK today, we still have | 0:21:49 | 0:21:54
some people homeless, which is why
this government is prioritising the | 0:21:54 | 0:21:56
area? Does a very interesting,
innovative ways of dealing with this | 0:21:56 | 0:22:03
in the future. I will be very
interesting to see that either in | 0:22:03 | 0:22:08
her area and I congratulate her look
very on so proactive. In rugby, | 0:22:08 | 0:22:14
cancel officers got into the
community to speak to rough sleepers | 0:22:14 | 0:22:17
and have recently put... Offer of
support has been declined recently. | 0:22:17 | 0:22:25
Last week, police of charge to rough
sleepers for aggressive begging. I | 0:22:25 | 0:22:29
wonder if the Minister will agree
that it is important this provides | 0:22:29 | 0:22:33
support for those were forced to
sleep rough. It is important to also | 0:22:33 | 0:22:36
to ensure that he goes to those who
are in genuine need. By honourable | 0:22:36 | 0:22:41
friend is quite correct. It is a
very complex matter. There is some | 0:22:41 | 0:22:46
inherent difficulty details with
mental health issues, breakdown in | 0:22:46 | 0:22:51
family crisis and chaos but equally,
the state has to be fair handed and | 0:22:51 | 0:22:56
if you people are aggressive begging
and top properties of their own, | 0:22:56 | 0:22:59
than the state will do when you has
to do, but our focus is on rough | 0:22:59 | 0:23:05
sleepers who needed the help most.
It's a pleasure to welcome the | 0:23:05 | 0:23:11
Minister to replace. Following could
grant which provided funding for and | 0:23:11 | 0:23:18
homelessness campaign, we extend the
number of sleepers fall. Could you | 0:23:18 | 0:23:21
confirm that sort of work will
become lamented bitty house | 0:23:21 | 0:23:25
Homelessness Reduction Act come into
force later this year? I thank my | 0:23:25 | 0:23:31
honourable and very long known
friend for years. I think you got | 0:23:31 | 0:23:33
that question. It is the pilots
around of the country that are | 0:23:33 | 0:23:36
working so well that we wanted to
pick up on. Home certainly the | 0:23:36 | 0:23:42
Homelessness Reduction Act means
that councils will have a duty try | 0:23:42 | 0:23:46
and help people before the accident,
homeless and that is why, as part of | 0:23:46 | 0:23:51
this suite of effort, we are looking
at dealing with this and we aren't | 0:23:51 | 0:23:56
confident that by 2022, we will have
to rough sleeping in the country. | 0:23:56 | 0:24:00
There's been a noticeable increase
in the number of rough sleepers in | 0:24:00 | 0:24:03
the Shipley over the past year or
so. Can the Minister said that with | 0:24:03 | 0:24:06
the Government is doing with
Bradford Council to try and deal | 0:24:06 | 0:24:10
with the issue? Will she agree with
me with in order to help homeless | 0:24:10 | 0:24:14
people, it's important that Bradford
Council developed new housing in | 0:24:14 | 0:24:19
cheaper affordable areas and Brad
Ford rather than building expensive | 0:24:19 | 0:24:27
housing? He never fails to
disappoint. Interestingly, one of | 0:24:27 | 0:24:36
the areas where councils will be
able to flex their muscles mark is | 0:24:36 | 0:24:41
to take on empty homes and look into
quality rented properties that are | 0:24:41 | 0:24:47
affordable preppy buddy and it means
that community stick together. I | 0:24:47 | 0:24:50
think I would be something that
Council are to do. | 0:24:50 | 0:24:55
Over 119,000 affordable homes were
delivered in rural communities has | 0:25:02 | 0:25:05
2010. Holmes England had invested
under 142 million in the affordable | 0:25:05 | 0:25:10
homes programme scheme. That is run
9% of total spending. I welcome | 0:25:10 | 0:25:16
those figures. They are redundant
farm building sites which could be | 0:25:16 | 0:25:21
classed as Bradfield says. If they
were, then they could actually | 0:25:21 | 0:25:24
believes a lot more land for
affordable homes. Could the Minister | 0:25:24 | 0:25:29
consider that, please? He is
absolutely right. There is a | 0:25:29 | 0:25:33
requirement for each authority to
register. Over 90% of local | 0:25:33 | 0:25:39
authorities have done so in the
information to date suggest nearly | 0:25:39 | 0:25:43
16,500 sites covering many actors
have been identified in England. As | 0:25:43 | 0:25:52
well as helping rural areas, where
is he going to do for places like | 0:25:52 | 0:25:55
Birmingham and how is he going to
responded to the councils request | 0:25:55 | 0:26:01
for additional assistance with the
provision of new homes, essential | 0:26:01 | 0:26:06
maintenance on existing properties
and the discharge of obligations | 0:26:06 | 0:26:10
such as health and safety and annual
gases precious? Tie-dye gas | 0:26:10 | 0:26:16
inspections. | 0:26:16 | 0:26:18
Of course, we are ambitious to do
more. Working with housing | 0:26:22 | 0:26:27
associations, working with lower --
local mayor such as street. We have | 0:26:27 | 0:26:31
raised the hot housing revenue
account. In welcoming my honourable | 0:26:31 | 0:26:38
friend to his new position, I will
also ask them to look with his | 0:26:38 | 0:26:42
intellectual figure that I know he
is gods into the case of national | 0:26:42 | 0:26:46
parks and what they do -- he has
got, into the case of national | 0:26:46 | 0:26:52
parks. Original roof and has
considerable experience. We will | 0:26:52 | 0:27:00
look into all of those areas because
we are absolutely committed to look | 0:27:00 | 0:27:06
into that and increase housing for
generations. There has been... To | 0:27:06 | 0:27:15
the provision of more cooperative
housing in urban places. What might | 0:27:15 | 0:27:22
the Minister in his department be
looking to achieve? The honourable | 0:27:22 | 0:27:25
gentleman is right in a lot of
social housing is a book or | 0:27:25 | 0:27:29
operative nature. I think, in
particular, it depends on the | 0:27:29 | 0:27:32
specific needs of any given
community and that is often local | 0:27:32 | 0:27:37
authorities to help identify. Local
authorities in rural areas need to | 0:27:37 | 0:27:40
focus on the particular needs of the
committee and that can include, for | 0:27:40 | 0:27:43
example, in other areas, the raw
exceptions at were stable long-term | 0:27:43 | 0:27:47
protection for affordable homes in
rural areas. | 0:27:47 | 0:27:52
Only with permission of office
question along with question 20. | 0:27:52 | 0:27:58
Since 2012 in a vested... And 295
coastal committee projects. These | 0:27:58 | 0:28:09
projects are forecast to deliver
18,000 jobs of a announced that the | 0:28:09 | 0:28:14
£40 million fund it will open
shortly. I'm grateful for that | 0:28:14 | 0:28:20
reply. Will my honourable friend
visit to see for himself this work | 0:28:20 | 0:28:30
that will transform Britain's most
easterly town into the East Coast | 0:28:30 | 0:28:34
destination of choice? I see that my
horrible friends constituency has | 0:28:34 | 0:28:40
already had over one half million
pounds from the fund is showing that | 0:28:40 | 0:28:45
his campaign he is delivering for
his own constituency and I would be | 0:28:45 | 0:28:48
delighted but in the area to visit.
I think the Minister. The social | 0:28:48 | 0:28:55
mobility commissions report the
State of the nation revealed that | 0:28:55 | 0:28:59
the prospects, the social economic
prospects for those living in rural | 0:28:59 | 0:29:04
coastal areas are poor. Given our
world-class skills and industries | 0:29:04 | 0:29:09
across many sectors what steps is he
taking to make sure that we do | 0:29:09 | 0:29:12
realise our full potential? I have
the pleasure and privilege of | 0:29:12 | 0:29:18
visiting my honourable friends
constituency by stressing those | 0:29:18 | 0:29:23
world-class skills particularly in
the nuclear supply chain and action | 0:29:23 | 0:29:25
unless I'm delighted to say that
through our industrial strategy and | 0:29:25 | 0:29:29
through the northern powerhouse
we're supporting people throughout | 0:29:29 | 0:29:32
our country so they can grow their
wherever they may reside. The | 0:29:32 | 0:29:38
Minister will know because he is
leading on this issue, that the | 0:29:38 | 0:29:42
northern powerhouse growth deal
which will affect North Wales and | 0:29:42 | 0:29:46
the coastal committees there is a...
Could he give some indication as to | 0:29:46 | 0:29:54
when he's going to create some
conclusions on the budget for that | 0:29:54 | 0:29:58
growth deal? Ultimately my
honourable friend Marla friend is in | 0:29:58 | 0:30:05
the lead when it comes that apply
with them have an absolute | 0:30:05 | 0:30:10
determination to ensure that this
deal delivers for the people of | 0:30:10 | 0:30:12
North Wales. Only this week as is in
the local 30s in North Wales to ask | 0:30:12 | 0:30:18
them what progress they have made to
update me upon what objects they | 0:30:18 | 0:30:22
would like to see come forward? For
selected extend that that that that | 0:30:22 | 0:30:35
the business or wherever they part
of decoration which was signed in | 0:30:35 | 0:30:41
November by the Scottish Government
has also represented as than 20 in | 0:30:41 | 0:30:47
use but that that present will have
a disproportionate impact on coastal | 0:30:47 | 0:30:52
regions? I do not agree with this
statement. Because taking back | 0:30:52 | 0:30:59
control of our fishing industry will
page huge dividends for those who up | 0:30:59 | 0:31:05
and down her cause. It is usually
setting that only last Thursday I | 0:31:05 | 0:31:08
got to finish -- attitude visit as a
detailed physical is coast-to-coast. | 0:31:08 | 0:31:15
It covers the English and Scottish
Borders and it is a partnership of | 0:31:15 | 0:31:19
two governments, the Scottish
Government and the UK Government, | 0:31:19 | 0:31:21
coming together as equals to deliver
for the people of the borderlands. | 0:31:21 | 0:31:28
That doesn't really answer the
questions. Because coastal | 0:31:28 | 0:31:31
committees face isolation. And
heartbreak that would exacerbate | 0:31:31 | 0:31:41
this. Is this government does do the
unthinkable and walks away for a | 0:31:41 | 0:31:45
deal that Scotland, Wales and
Northern Ireland just to be up to | 0:31:45 | 0:31:48
fund -- taxes EU funding programmes?
Of course I'll be happy to discuss | 0:31:48 | 0:31:52
hat having a meeting. I would gently
point out that Discover, the UK | 0:31:52 | 0:32:00
Government, it has already invested
£174 million in our coastal | 0:32:00 | 0:32:04
communities, getting behind this
coastal communities, one has a | 0:32:04 | 0:32:08
Scottish Government done? I think
nothing. The Government is promoting | 0:32:08 | 0:32:16
a change in self billed to the home
building fund and the 2016 self | 0:32:16 | 0:32:21
billed regulations. When discussions
as you have... To deliver more local | 0:32:21 | 0:32:34
houses. I thank my honourable friend
and he's right to raise the issue | 0:32:34 | 0:32:39
the community housing fund was worth
60 million its first year and in the | 0:32:39 | 0:32:42
context of the budget in November we
announced it would be continued for | 0:32:42 | 0:32:44
a further three years. And that
includes capital and revenue funding | 0:32:44 | 0:32:48
as part of the Government strive to
support committee is bringing | 0:32:48 | 0:32:51
forward home built projects. Thank
you Mr Speaker. This government has | 0:32:51 | 0:33:04
high ambitions to look after
children in caregivers. The | 0:33:04 | 0:33:08
forthcoming corporate parenting that
does one sure high-quality care and | 0:33:08 | 0:33:13
support for these vulnerable young
people. I look Minister to his new | 0:33:13 | 0:33:21
post but when will the Government
have to provide adequate funds to | 0:33:21 | 0:33:25
properly support these special young
people? The arm of judgement will be | 0:33:25 | 0:33:31
pleased another short-lived
government will be announcing the | 0:33:31 | 0:33:34
winners of applicants for the social
impact bond to provide funding for | 0:33:34 | 0:33:38
those local 30s to improve outcomes
in education training and employment | 0:33:38 | 0:33:40
for care levers. I too welcome the
Minister to his position that I know | 0:33:40 | 0:33:47
he will be excellent in his role.
Does the Minister gave me that no | 0:33:47 | 0:33:51
child should be taken into care if
family support would allow them to | 0:33:51 | 0:33:55
stay safely at home was back and
away due to provide or support to | 0:33:55 | 0:33:59
struggling countries to prevent
children from me taking into care? I | 0:33:59 | 0:34:04
think my horrible friend. I agree
that when possible children are best | 0:34:04 | 0:34:10
look after by their own families.
And as either troubled families | 0:34:10 | 0:34:14
programme which we are investing £1
billion and is working with the | 0:34:14 | 0:34:17
families to reduce the need of
children to go to care. The result | 0:34:17 | 0:34:21
in December show a decrease in the
number of children in need in that | 0:34:21 | 0:34:24
programme. Can I remind the Minister
that whether we're talking about the | 0:34:24 | 0:34:31
children in care or we're talking
about the elderly care, the real | 0:34:31 | 0:34:35
question that he has to answer, what
has happened to the fabric of social | 0:34:35 | 0:34:39
support and care as that has been
driven down by cuts to local | 0:34:39 | 0:34:44
authorities over the last two years?
This government is ensuring that | 0:34:44 | 0:34:50
local authorities have the resources
they need to provide important local | 0:34:50 | 0:34:54
services. £200 million over these
five years of real terms funding | 0:34:54 | 0:34:59
increase to date has announced in
the last budget specifically for | 0:34:59 | 0:35:02
social care. With your permission I
would answer this question along | 0:35:02 | 0:35:13
with question 19. Are fair and
sustainable financial settlement | 0:35:13 | 0:35:18
gives local authorities the ability
to protect important local services | 0:35:18 | 0:35:21
in March the 3rd of a four-year deal
providing funding certainty to local | 0:35:21 | 0:35:26
government and the Cesaro real terms
increase in available resources to | 0:35:26 | 0:35:29
the sector. How does the Minister
and tend to ensure that individual | 0:35:29 | 0:35:34
local authorities under the fair
funding review receive an adequate | 0:35:34 | 0:35:37
level of funding which is not only
fair that sustainable given that the | 0:35:37 | 0:35:41
governments intention to reset the
business rate space flight from 20 | 0:35:41 | 0:35:45
to one they resulted all the
individual growth as a build-up | 0:35:45 | 0:35:48
since the start of the business
retention scheme taken away? Kevin | 0:35:48 | 0:35:52
Mr provide any assurances that this
growth will be protected? I | 0:35:52 | 0:36:01
encourage but there something
drafted can usually be shortened. | 0:36:01 | 0:36:06
Thank you Mr Speaker. That
government is scenic Sterne | 0:36:06 | 0:36:13
applications for those and we're
learning from those pilots to design | 0:36:13 | 0:36:16
the purposes and to take over and 19
that the together for full review | 0:36:16 | 0:36:22
affair Fundy City to get the
allocations read. His government has | 0:36:22 | 0:36:28
to literally targeted the most
deprived communities and Nottingham | 0:36:28 | 0:36:32
city has lost a staggering 80% of
its funding since 2010. Now the | 0:36:32 | 0:36:36
governments only answer to the
social care crisis is to add another | 0:36:36 | 0:36:41
3% to council tax bills. And
Nottingham that raises just £3 | 0:36:41 | 0:36:45
million just short way short of
the... When is he going to stop | 0:36:45 | 0:36:55
doping the financial burden onto
taxpayers and fun social care | 0:36:55 | 0:36:57
properly and fairly? I would point
out to the honourable lady that | 0:36:57 | 0:37:05
spending per blowing in the most
deprived authorities as Archie 22% | 0:37:05 | 0:37:08
higher than those that are the least
-- the most part but that core | 0:37:08 | 0:37:14
spending is 11% higher than the
national average. | 0:37:14 | 0:37:25
Will the Minister ensure that the
transfer of the Fire Service out of | 0:37:27 | 0:37:30
the County Council to the Police
Commissioner is not delayed by this | 0:37:30 | 0:37:34
inspection? Affect my horrible
friend for this question has he | 0:37:34 | 0:37:40
knows the Secretary of State has
asked the do that to go and look at | 0:37:40 | 0:37:45
the authority and we're awaiting his
findings with eagerness and is | 0:37:45 | 0:37:48
difficult for me to comment further
after he will appreciate at this | 0:37:48 | 0:37:51
time. Can local my honourable friend
to his place. Some of what was said | 0:37:51 | 0:38:00
is very so pointing not to that of
the end is underfunded relative to | 0:38:00 | 0:38:06
other authorities. Will he meet with
me to discuss the upcoming local | 0:38:06 | 0:38:12
government finance round? Affect my
horrible friend for that question as | 0:38:12 | 0:38:18
he knows we had overwhelming
applications for the pilot and I am | 0:38:18 | 0:38:22
disappointed for him that Somerset
was not a member what I would say is | 0:38:22 | 0:38:24
he should encourage local 32 apply
again this year when we are | 0:38:24 | 0:38:27
rerunning the pilot scheme at in the
meantime I would be delighted to be | 0:38:27 | 0:38:30
with him and discuss the fair
funding for the Somerset local | 0:38:30 | 0:38:33
authority. Thank you Mr Speaker.
Descended into complete and utter | 0:38:33 | 0:38:42
shambles listed. The figures sent to
local 30s were wrong. Back in March | 0:38:42 | 0:38:47
of 2017, the National Audit Office
were concerned that there wasn't a | 0:38:47 | 0:38:50
capacity within the Ministry of
Housing in communities and local | 0:38:50 | 0:38:54
government and within the feel way
to handle a Secretary of State plan | 0:38:54 | 0:38:57
and this new era will certainly not
engender confidence in the Secretary | 0:38:57 | 0:39:02
of State Department. Was that are
being taken to ensure that this era | 0:39:02 | 0:39:04
is not repeated? The valuation
office agency has made a mistake | 0:39:04 | 0:39:12
with the initial calculations those
are corrected and this department | 0:39:12 | 0:39:15
has moved swiftly to provide
accurate information to local | 0:39:15 | 0:39:18
authorities. I would generally pull
at this point out that local | 0:39:18 | 0:39:22
authorities received an increasing
but about the last time we were able | 0:39:22 | 0:39:31
to ask questions and suggesting we
have to he planned to address the | 0:39:31 | 0:39:35
unsustainable and insufficient
funding for its services. He asked | 0:39:35 | 0:39:38
the buddies would do about the £2
billion funding gap? And he told us | 0:39:38 | 0:39:43
to wait and see what happened in the
local government finance settlement. | 0:39:43 | 0:39:46
Mobley waited having looked at his
proposal and there is no new money | 0:39:46 | 0:39:50
for these vital services. Was this
another era? Is is going to be | 0:39:50 | 0:39:55
corrected in the future? -- error.
They will receive a increase in | 0:39:55 | 0:40:05
funding the sure neck. The
Government is also invested £200 | 0:40:05 | 0:40:10
million and then innovation
programme to the ways of improving | 0:40:10 | 0:40:12
the delivery of children's social
services. The commission is engaging | 0:40:12 | 0:40:23
with all interested parties
including last Friday's visit to | 0:40:23 | 0:40:27
soften your part which I understand
my honourable friend also attended. | 0:40:27 | 0:40:31
They are developing but that that
animal publish its final report in | 0:40:31 | 0:40:36
the spring of this year. I thank you
for that reply. Not Monday and South | 0:40:36 | 0:40:43
End Airports selector for two is
going to make a major impact to the | 0:40:43 | 0:40:46
commission. What role could he see
in London seven airport plane to | 0:40:46 | 0:40:52
boost Garth and boost productivity
across the whole of South at six? I | 0:40:52 | 0:40:59
would also like to refer to this one
didn't South Bend airport I think | 0:40:59 | 0:41:02
that this is correct title and it is
a real success story. It has great | 0:41:02 | 0:41:06
potential for growth. It has an
ambitious £200 million -- 200 | 0:41:06 | 0:41:09
million passenger are good this year
and already is reminiscent of £162 | 0:41:09 | 0:41:16
million in a new terminal. That puts
London South Bend airport at the | 0:41:16 | 0:41:19
heart of the Thames estuary
emissions plans. Thank you Mr | 0:41:19 | 0:41:30
Speaker. We've been working closely
with local government Association | 0:41:30 | 0:41:34
who... About the financial
difficulties Carillion was facing. | 0:41:34 | 0:41:39
This is to ensure that they had it
property contingency plans in place. | 0:41:39 | 0:41:44
He continued to work with them to
make sure that there is no or at | 0:41:44 | 0:41:48
least to public services. Thank you
Mr Speaker. | 0:41:48 | 0:41:59
Following revelations, can the
Minister of the secretary stated | 0:41:59 | 0:42:01
buys if he or anyone in his
department has taken advice from or | 0:42:01 | 0:42:05
held meetings with Keith Cochran? On
not aware of any meetings were | 0:42:05 | 0:42:14
advice taken place. Have a right to
the honourable gentleman if there | 0:42:14 | 0:42:19
were such meetings. Number 14. 15. | 0:42:19 | 0:42:26
With permission, I've will take
questions 15 and 16 together. We | 0:42:32 | 0:42:37
have delivered 357,000 affordable
homes since 2010. With the Secretary | 0:42:37 | 0:42:49
of State adopt labour's plans to...
Lift caps? We are not going to take | 0:42:49 | 0:43:02
on labour's plans in this error or
any other. They're not sustainable. | 0:43:02 | 0:43:06
What we are going -- in this era or
any other. We will raise affordable | 0:43:06 | 0:43:16
homes. There are 11 new housing
starts. We're talking about the | 0:43:16 | 0:43:22
housing deal. Whichever way
Ministers try to present the | 0:43:22 | 0:43:28
figures, the number of genuinely
affordable social homes built with | 0:43:28 | 0:43:31
public sector grants on their watch
is pitiful. If the Minister will not | 0:43:31 | 0:43:35
accept the policy of the Labour
Party, will he accepted the | 0:43:35 | 0:43:40
recommendation of the Treasury
select committee and lift of the | 0:43:40 | 0:43:43
borrowing cap councils housing
revenue accounts completely to | 0:43:43 | 0:43:48
enable councils to build desperately
needed council homes or will he | 0:43:48 | 0:43:52
confirmed only a Labour government
will take action we need? I think | 0:43:52 | 0:43:56
the record speaks for itself. We
deliver 357,000 more affordable | 0:43:56 | 0:44:00
homes as 2010. I was more than in
the preceding seven years and the | 0:44:00 | 0:44:04
last Labour government. We are
raising the cap. We have done that | 0:44:04 | 0:44:08
in the last budget we are creating a
stable financial envelope for | 0:44:08 | 0:44:13
affordable housing associations with
a long-term... That is the | 0:44:13 | 0:44:15
sustainable way to start the
country. Between 2011 and 2015, was | 0:44:15 | 0:44:28
of a capacity deliver up to 9000
homes. Some labour councils, | 0:44:28 | 0:44:36
particularly in London, on hundreds
of acres of surplus land. Can I urge | 0:44:36 | 0:44:40
the new Minister to challenge those
labour authorities so we can turn | 0:44:40 | 0:44:43
that landed 2-family homes? Is
absolutely right. They want to | 0:44:43 | 0:44:52
release government land by 2020
460,000 extra homes to be built. The | 0:44:52 | 0:44:57
Government is providing action
authorities to facilitate that and I | 0:44:57 | 0:45:00
met with the CEO of Palm England
last week to ensure we get cracking | 0:45:00 | 0:45:04
on this top priority. Tenneco homes
England. -- homes England. Temporary | 0:45:04 | 0:45:14
accommodation shows that no families
left without a roof over their | 0:45:14 | 0:45:18
heads, prevention is at the centre
of our push to protect the most | 0:45:18 | 0:45:21
vulnerable and we are spending over
£1 billion until 2020 to prevent | 0:45:21 | 0:45:25
homelessness as well as implementing
the most ambitious legislative | 0:45:25 | 0:45:28
reform in decades. Why does the
Minister think that the number of | 0:45:28 | 0:45:37
children in temporary accommodation
has risen by 73% 220,000 since 2010, | 0:45:37 | 0:45:43
according to the Public Accounts
Committee, one number had been | 0:45:43 | 0:45:46
falling under labour? I very much
regretted to have to point out to | 0:45:46 | 0:45:53
the honourable lady that the number
of children living in temporary | 0:45:53 | 0:45:56
accommodation is love with and at
its peak in 2006. 2011, we changed | 0:45:56 | 0:46:01
the laws of the gases can place
families in decent and affordable | 0:46:01 | 0:46:06
private rented homes. Behave
yourself, love. Please. This means | 0:46:06 | 0:46:14
homelessness Astles should not have
to wait as long for settled | 0:46:14 | 0:46:16
accommodation. | 0:46:16 | 0:46:21
Anti-Semitism and Holocaust denial
are completely in unacceptable a | 0:46:32 | 0:46:35
civilized society. This government
has taken a strong vision tackling | 0:46:35 | 0:46:38
both. We have adopted the
international Holocaust... We | 0:46:38 | 0:46:48
position. Where do my honourable
friend agree that the work of the | 0:46:48 | 0:46:55
trust is as important as ever given
the levels of organised hate you and | 0:46:55 | 0:46:59
intimidation both at home and
abroad? -- hate and intimidation. I | 0:46:59 | 0:47:08
was pleased last week at the
speakers House, Mr Speaker, to | 0:47:08 | 0:47:12
announce that we are giving 144,000
of support jointly to the Holocaust | 0:47:12 | 0:47:20
education trust and the union of
Jewish students to tackle in | 0:47:20 | 0:47:26
tolerance and anti-Semitism on our
campuses. The new year has meant a | 0:47:26 | 0:47:33
new name for my department. A
fantastic new ministerial team that | 0:47:33 | 0:47:40
will build on the great strides up
achieved by my honourable friends | 0:47:40 | 0:47:43
from the to and Reading West. Other
name the importance to fix the | 0:47:43 | 0:47:49
broken housing market, we will
continue to help both the strong | 0:47:49 | 0:47:53
communities and support local
government. Something that resonates | 0:47:53 | 0:47:56
strong this week is Holocaust
Memorial Day, an opportunity to | 0:47:56 | 0:48:01
reaffirm our commitment to rooting
out hatred and anti-Semitism | 0:48:01 | 0:48:03
wherever they exist. Thank you for
that upbeat statement. Scotland and | 0:48:03 | 0:48:13
Wales are totally served by local
authorities. How many people in | 0:48:13 | 0:48:16
England are served by the same
authorities and how does he expect a | 0:48:16 | 0:48:20
figure to be in five years' time?
May I say that it is a privilege to | 0:48:20 | 0:48:26
receive a question for my right
honourable friend, the first time I | 0:48:26 | 0:48:29
have received one in Parliament.
It's an opportunity for me to think | 0:48:29 | 0:48:32
and for all the work that he is done
in government and the work that he | 0:48:32 | 0:48:35
can being credibly ploughed of. It
is 60%, the number of famous people | 0:48:35 | 0:48:40
that are served by unitary
authorities. I expect the number to | 0:48:40 | 0:48:45
be higher given the views of people
on unitary authorities and also our | 0:48:45 | 0:48:51
commitment to consider
miniaturization whenever requested. | 0:48:51 | 0:48:56
We're very pleased for him. Recent
statistics published by the | 0:48:56 | 0:49:02
department show that 54,000
households in London are living in | 0:49:02 | 0:49:07
temporary accommodation and as my
honourable friend said, 120,000 | 0:49:07 | 0:49:14
children are living in some of the
most of honourable houses. What | 0:49:14 | 0:49:20
social the department now take to
take the temporary accommodation | 0:49:20 | 0:49:26
crisis in London and in the rest of
the country? Is a very serious | 0:49:26 | 0:49:30
matter, which is why we put more
money into local government so that | 0:49:30 | 0:49:35
they can look at the quality of the
private rented accommodation, the | 0:49:35 | 0:49:39
temporary accommodation cannot take
place and secondly, on the point of | 0:49:39 | 0:49:43
children, we have made it quite
clear that bed and that the breast | 0:49:43 | 0:49:51
-- bed and breakfast. Look authority
knows that. Will the Minister assure | 0:49:51 | 0:49:56
me that he will setup cross
departmental with transport and GC | 0:49:56 | 0:50:02
MS to ensure delivery of the Milton
Keynes corridor as mandated by | 0:50:02 | 0:50:11
the... ? I want to congratulate my
friend for the position he now has. | 0:50:11 | 0:50:23
I'm sure he will make a great
difference. The cross departmental | 0:50:23 | 0:50:29
cooperation is essential and I'm
sure he will help me. A borderlands | 0:50:29 | 0:50:35
Guptill was promoted. -- the deal.
Consummate -- Grothe deal. | 0:50:35 | 0:50:43
Is the honourable gentleman will be
aware, the Grothe deals architecture | 0:50:52 | 0:50:56
and the public at it. I left why
have agreed to meet with the backers | 0:50:56 | 0:51:00
of the actual Guptill to see how the
Government can take the deal | 0:51:00 | 0:51:05
forward. Does my right honourable
friend that the ability to buy a | 0:51:05 | 0:51:10
hold at an affordable price is vital
to developing and enhancing | 0:51:10 | 0:51:16
social... And realising the
Government is my goal? We must | 0:51:16 | 0:51:22
massively increase house-building to
speed up the process ran across the | 0:51:22 | 0:51:24
country. My right honourable friend
is absolutely right. 50% higher than | 0:51:24 | 0:51:32
the last year the last labour
government, that number of houses we | 0:51:32 | 0:51:36
have provided. We targeted funding
to release private sector lead. | 0:51:36 | 0:51:47
Lincoln City Council is aiming to
build 500 homes in the next five | 0:51:47 | 0:51:50
years to tackle its waiting list of
over a thousand households. If the | 0:51:50 | 0:51:54
Government will not consider raising
the borrowing cap on local housing | 0:51:54 | 0:51:58
revenue accounts, and how does it
play to tackle the shortage of truly | 0:51:58 | 0:52:00
affordable rented housing? We have
of course raised the capital by | 0:52:00 | 0:52:06
billion pounds. It needs to be done
in a responsible way because you | 0:52:06 | 0:52:09
have to consider the amount of debt
that has been taken on, but we will | 0:52:09 | 0:52:12
keep it under review. That is one
aspect of the huge draw towards | 0:52:12 | 0:52:15
building extra homes we need. I
talked about some of those issues. | 0:52:15 | 0:52:20
Targeted funding, releasing the
sector land. We want to make sure | 0:52:20 | 0:52:23
that we get up to the 300,000 annual
target as soon as possible. | 0:52:23 | 0:52:29
Regeneration will be greatly
assisted... Town Grothe deal and the | 0:52:29 | 0:52:40
stuff brought forward. When will
there be a conclusion on this? I met | 0:52:40 | 0:52:46
with the members of the town growth
board. Those are my right honourable | 0:52:46 | 0:52:54
friend will be as pleased as I am
that the growth deal he refers to | 0:52:54 | 0:52:58
was specifically referenced in the
industrial strategy that would | 0:52:58 | 0:53:03
encourage him to contact the
Secretary of State for Business to | 0:53:03 | 0:53:05
talk about how it can be taken
forward. Can I has the new | 0:53:05 | 0:53:11
Parliamentary secretary whether she
thinks the Government policy since | 0:53:11 | 0:53:14
2010 has played any part in the
sharp rise in rough sleeping? This | 0:53:14 | 0:53:21
is a very complex matter. The
interesting thing that I find now | 0:53:21 | 0:53:25
that I'm getting to grips with this
as a Minister is that the different | 0:53:25 | 0:53:29
layers of the sort of problems
people have in their chaotic lives, | 0:53:29 | 0:53:33
and I think what is very important
is that different councils have | 0:53:33 | 0:53:37
moved with the building new council
housing. My own conservative | 0:53:37 | 0:53:43
councils declared interest.
Different levels are really | 0:53:43 | 0:53:49
attacking it and it is going to be a
pleasure to get my teeth into it. | 0:53:49 | 0:53:56
The Secretary of State attended the
launch of the new party dementia did | 0:53:56 | 0:54:01
group chaired by my honourable
friend for Telford. He will know | 0:54:01 | 0:54:08
that the new towns and Milton Keynes
were created because they were able | 0:54:08 | 0:54:12
to acquire land at any reasonable
valuation close to its current use. | 0:54:12 | 0:54:18
That is no longer possible because
of the land compensation act. Will | 0:54:18 | 0:54:22
he, among his many admirable
ambitions for house in this country, | 0:54:22 | 0:54:27
will he agreed to look at the land
compensation act and the possibility | 0:54:27 | 0:54:32
of reforming the valuation of land
that is acquired? My honourable | 0:54:32 | 0:54:39
friend speaks with a great
experience. He made a number of | 0:54:39 | 0:54:43
important planning reforms himself
when he was the Minister. I will | 0:54:43 | 0:54:46
commit to looking at that and I
point him already to the work that | 0:54:46 | 0:54:51
we have done. An amendment that was
made to the neighbourhood planning | 0:54:51 | 0:54:54
act which enables the Secretary of
State to designate planning stones. | 0:54:54 | 0:55:01
The leader Birmingham City Council
both of the Secretary of State on | 0:55:01 | 0:55:04
financial support from government to
make sake of Birmingham's 213 tower | 0:55:04 | 0:55:08
blocks in the aftermath of the
Grenfell Tower fire. Can't these | 0:55:08 | 0:55:12
accursed provide an update on the
proposals submitted and whether it | 0:55:12 | 0:55:14
will make the finances available? Mr
Speaker, we are working with | 0:55:14 | 0:55:21
Birmingham City Council under the
request and as I said earlier, no | 0:55:21 | 0:55:25
request for financial flexibility
will be turned on. He received | 0:55:25 | 0:55:27
further information and are working
back to networking one that with | 0:55:27 | 0:55:31
Birmingham or not. In the budget,
money was provided for a national | 0:55:31 | 0:55:39
rental deposit scheme. What plans to
serve my right honourable friend how | 0:55:39 | 0:55:42
to produce Netscape and how many
families does he believe it will | 0:55:42 | 0:55:45
assist? -- produce at that scheme.
I'm very happy, particularly on the | 0:55:45 | 0:55:56
impact of... The level of rough
sleeping in Chesterfield and across | 0:55:56 | 0:56:02
the country is something that I find
both deeply humiliating as an MP and | 0:56:02 | 0:56:07
some that infuriates and discuss my
constituents. When Ministers walk | 0:56:07 | 0:56:12
past people who are living in
sleeping bags, DD believe -- do they | 0:56:12 | 0:56:18
believe that all the cards are
responsible for the national scar on | 0:56:18 | 0:56:26
a society? We have made it
absolutely a priority to help a | 0:56:26 | 0:56:32
fight of rough sleeping and
homelessness. We have committed to | 0:56:32 | 0:56:36
have it by the end of this
Parliament to eliminating it | 0:56:36 | 0:56:40
completely by 2027. I share the
concerns, but I hope you agree with | 0:56:40 | 0:56:43
me that this is not a party
political football. We should all | 0:56:43 | 0:56:46
work together across this has to do
with this issue. I'm delighted to | 0:56:46 | 0:56:51
new Housing Minister has agreed to
work with me to improve tenant | 0:56:51 | 0:56:56
safety in respect to carbon monoxide
poisoning. To with the national | 0:56:56 | 0:57:00
landlords Association and a brain
injury charity that more needs to be | 0:57:00 | 0:57:04
done to protect the public at large
for death or injury to carbon | 0:57:04 | 0:57:07
monoxide poisoning? I congratulate
the honourable gentleman on the | 0:57:07 | 0:57:13
tenacious way he is this campaign
up. We certainly listen to all | 0:57:13 | 0:57:17
voices and I'm grateful that I've
had the opportunity to sit down and | 0:57:17 | 0:57:20
talk about the private members bill
and we certainly shares are | 0:57:20 | 0:57:23
concerned to make progress on carbon
monoxide in both of the key areas of | 0:57:23 | 0:57:27
his private members Bill I look
wherefore to working with him in the | 0:57:27 | 0:57:30
future. | 0:57:30 | 0:57:35
Since 2010. 50% of its budget spent
on normal children at. With over 90% | 0:57:35 | 0:57:43
of all properties in council tax but
other the social care does not get | 0:57:43 | 0:57:49
near addressing the shortfall. Will
the Secretary of State urgently | 0:57:49 | 0:57:55
address the shortfall in funding?
Order. Couple questions are supposed | 0:57:55 | 0:58:04
to be shorter than substantive and
that was just as long. Minister. | 0:58:04 | 0:58:11
Thank you minute Minister. Thanks to
the steps taken in the spring budget | 0:58:11 | 0:58:20
by my arm a friend of the Chancellor
additional £40 million. To see how | 0:58:20 | 0:58:32
Northamptonshire is Public lab risk
Dobey kept open? That exchange to be | 0:58:32 | 0:58:39
circular to all codecs. Later Waco
Council is now supporting a wider | 0:58:39 | 0:58:50
Yorkshire deal The Miz 18 of the 20
local 30s are supporting the deal. | 0:58:50 | 0:58:55
Does the Minister or Secretary said
that in addition to finalise the | 0:58:55 | 0:58:58
details and he deal their support
conversation not to be had with the | 0:58:58 | 0:59:03
team leaders about a wider Yorkshire
deal? The crucial decision about any | 0:59:03 | 0:59:11
wider Yorkshire deal if there ever
is one is in the hands of the local | 0:59:11 | 0:59:15
authorities concerned. We will be
going ahead with the South Yorkshire | 0:59:15 | 0:59:19
deal but earlier this week and I'm
sure the honourable gentleman as | 0:59:19 | 0:59:22
well as we did part forward a
proposal that would allow others to | 0:59:22 | 0:59:27
take a different route in the future
if they picked to do so. For the | 0:59:27 | 0:59:34
coming gear sex race day has enables
counsellors to increase tax by 2% | 0:59:34 | 0:59:37
compared to just 2% Leicester but
that limit has been retained to £5 | 0:59:37 | 0:59:40
to parity would be £7 50. This
affects 88 small district councils | 0:59:40 | 0:59:45
with the Secretary of State Bosley
consider a change? A number people | 0:59:45 | 0:59:50
have made this representation. I
listened carefully and we will keep | 0:59:50 | 0:59:54
it under review as he knows the
draft settlement is just that at the | 0:59:54 | 0:59:57
moment. I we're looking at it
carefully. May I also welcome and | 0:59:57 | 1:00:03
congratulate the new members of the
team. Now the leading cause of | 1:00:03 | 1:00:10
homelessness what will the Secretary
of State extent the mandatory | 1:00:10 | 1:00:13
licensing scheme from landlords to
the private sector? Thank you very | 1:00:13 | 1:00:19
much. We are looking for it closely
to see where certain councils have | 1:00:19 | 1:00:25
introduced this. At the moment is in
the week keeping under review. Some | 1:00:25 | 1:00:34
of the poorest wards in London has
had the pleasure more than £100 | 1:00:34 | 1:00:37
million in cuts. So what extent is
this situation sustainable? The | 1:00:37 | 1:00:47
Government recognises the pressure
on local councils and is the term to | 1:00:47 | 1:00:50
get them the resources they need the
method that be a real-time funding | 1:00:50 | 1:00:54
increase to local authorities this
year together the flexibly to | 1:00:54 | 1:00:56
deliver more money for social care.
We'll government please Mr. Jutting | 1:00:56 | 1:01:05
situation whereby street homeless
people are crossing local authority | 1:01:05 | 1:01:08
boundaries from one weather still
support to others such as Bristol | 1:01:08 | 1:01:12
weather is a great deal. The
honourable Lady does ask a very | 1:01:12 | 1:01:18
interesting question. One of the
issues of the task force will be | 1:01:18 | 1:01:22
looking into his cross county
issues. Perhaps he can be discuss | 1:01:22 | 1:01:30
this further? Social and fiscal
benefits of removing completely the | 1:01:30 | 1:01:44
Kansai house-building borrowing cap
why can't the Government front | 1:01:44 | 1:01:46
bench? The cap has been raised by £1
billion but has to be done in a | 1:01:46 | 1:01:55
sustainable way and we remain
open-minded in keeping it under | 1:01:55 | 1:01:58
review. With Holocaust Memorial Day
this week despite right arm of | 1:01:58 | 1:02:04
friend agree that on all sides of
his house he really need to face up | 1:02:04 | 1:02:08
to anti-Semitism wherever we see it
and in whatever form it takes? Is a | 1:02:08 | 1:02:17
reminder for all of us of the
horrors of what can happen when | 1:02:17 | 1:02:21
mankind what we can do to each other
is no one speaks up and it is | 1:02:21 | 1:02:26
incumbent on all parties in this
House I noted just a few days ago | 1:02:26 | 1:02:32
that Jewish labour movement is
appealing to the Labour Party | 1:02:32 | 1:02:35
leadership to actually throw out
people who allegedly practised | 1:02:35 | 1:02:39
anti-Semitism. The Labour Party
talks about combating hate crime but | 1:02:39 | 1:02:42
it has to show people that it really
means it. To be people who move into | 1:02:42 | 1:02:50
brand-new homes struggle with poor
or no Wi-Fi. The Ministers work with | 1:02:50 | 1:02:54
toppers to make sure that the
necessary infrastructure is in place | 1:02:54 | 1:02:57
on these houses are being built?
She's actually right to raise this | 1:02:57 | 1:03:01
issue. If something we work with
local authorities and developers. | 1:03:01 | 1:03:13 |
