Jackie for 16 years. She has advanced multiple sclerosis and | :01:36. | :01:40. | |
Jackie is dependent on him. I used to work. I worked all my life. But | :01:41. | :01:45. | |
somebody come and tapped me on the shoulder one day when I was at work | :01:46. | :01:49. | |
on a late shift and said, "Your wife has had a fall at home, get off | :01:50. | :01:54. | |
home." I rang my employer up and the secretary said, "Ring the doctors | :01:55. | :01:58. | |
up, tell them to put you on the sick so you can stay at home and look | :01:59. | :02:01. | |
after your wife." He has been looking after her ever since. | :02:02. | :02:05. | |
Jackie, as well having MS, has osteoporosis and diabetes. Peter | :02:06. | :02:12. | |
receives a carer's allowance. I want to know how they're coping with | :02:13. | :02:16. | |
changes to the housing benefit? and is moving the right thing? The | :02:17. | :02:19. | |
council has already adapted the house in Ixworth in Suffolk for | :02:20. | :02:28. | |
Jackie at a considerable cost. The extension was completed in 1999. It | :02:29. | :02:32. | |
consists of ramps out here for access into the house and the | :02:33. | :02:35. | |
extension on the back which consists of a downstairs bedroom and | :02:36. | :02:40. | |
bathroom. These adaptations cost ?36,000. Under new rules affecting | :02:41. | :02:47. | |
housing benefit, they are faced with staying and paying more or moving. | :02:48. | :02:52. | |
That's because their house is now categorised as too big. There are | :02:53. | :02:58. | |
two spare bedrooms upstairs and the extension downstairs is now also | :02:59. | :03:01. | |
counted as a bedroom. They have to find over ?100 a month ` which they | :03:02. | :03:07. | |
haven't got. Peter is happy to move as long as the property is suitable. | :03:08. | :03:13. | |
In the long`term it is would be better for us to move because it | :03:14. | :03:17. | |
will be a smaller place ` gas and electric bills will be smaller, as | :03:18. | :03:21. | |
long as it was adapted for my wife's needs. In the neighbouring county | :03:22. | :03:24. | |
Cambridgeshire, tenants are a facing a similar upheaval. It's July ` | :03:25. | :03:27. | |
three months since the benefit change. Susan Satchwell lives on her | :03:28. | :03:31. | |
own in a three bedroom council house in Knapwell ` her family have all | :03:32. | :03:36. | |
moved away. She too can see that moving has its advantages. For me as | :03:37. | :03:44. | |
a single person I can see that is doesn't seem fair to some for people | :03:45. | :03:48. | |
to have three bedrooms ` so I am prepared to move financially, | :03:49. | :03:55. | |
primarily. Susan is ?15 a week worse off and she is struggling | :03:56. | :03:58. | |
financially which is affecting her health ` another big reason to move. | :03:59. | :04:08. | |
I have lost weight, yes, not happy. I like to be happy ` it is something | :04:09. | :04:12. | |
that is on your mind all the time when you have to constantly add up | :04:13. | :04:16. | |
figures in your head. She is also worried about how she can afford | :04:17. | :04:22. | |
removal costs. I don't have any savings ` I don't have any spare | :04:23. | :04:26. | |
cash at the end of the month, none at all. All of it all goes on | :04:27. | :04:30. | |
outgoing and keeping myself fed. I just don't know how I am going to | :04:31. | :04:33. | |
move. The Government has provided money to councils which can help | :04:34. | :04:37. | |
cushion the blow of moving. But back in February when Susan would have | :04:38. | :04:41. | |
moved from her house to a flat ` there was no offer of any financial | :04:42. | :04:45. | |
help. It would have been suitable ` two bedrooms, it was in a really | :04:46. | :04:51. | |
lovely location. I was torn ` it wasn't ideal, but I would have | :04:52. | :04:55. | |
moved, but what they wanted me to do was make a decision there and then. | :04:56. | :05:04. | |
And within a few days they would have given me the keys and once I | :05:05. | :05:08. | |
got the keys I would have to start paying rent on that property and | :05:09. | :05:12. | |
also on this property until I actually moved. So I would have | :05:13. | :05:15. | |
moved into that property with a debt immediately. They did try and be | :05:16. | :05:21. | |
understanding. She was told by South Cambridgeshire District council that | :05:22. | :05:25. | |
nothing could be done. I asked them to give me 28 days, to give me a | :05:26. | :05:29. | |
month without paying rent on it to get myself together ` without | :05:30. | :05:32. | |
starting with a debt. They weren't able to do it, unfortunately, so I | :05:33. | :05:36. | |
had to turn the property down ` there was just no way I could move | :05:37. | :05:40. | |
into it. So I am trapped here really. It's been very tough for | :05:41. | :05:47. | |
Peter too. When we first met him in August he had been building up | :05:48. | :05:51. | |
arrears as he cannot afford to pay for the extra rooms. While the | :05:52. | :05:56. | |
arrears mount to over ?200, Peter and Jackie are offered something | :05:57. | :05:59. | |
smaller, it is 25 miles from where they live and a 40`minute drive | :06:00. | :06:10. | |
away. At first it looks promising. Kitchen not too bad, actually. But | :06:11. | :06:26. | |
it is not suitable. Even the doors are too narrow for Jackie's | :06:27. | :06:31. | |
wheelchair. They are normal sized doors. Jackie will be isolated from | :06:32. | :06:36. | |
the people she relies on to help her like her doctor. And Jackie is not | :06:37. | :06:43. | |
happy. Peter, I couldn't move here. I would not be happy here, so I | :06:44. | :06:47. | |
would like to stay where I live now. I know you would. The social housing | :06:48. | :06:56. | |
in the area is managed for the council by the Havebury Housing | :06:57. | :07:02. | |
Partnership. Is there really any point moving a family from a home | :07:03. | :07:06. | |
that has already been adapted at a cost of ?36,000? It seems like a | :07:07. | :07:12. | |
waste of money. In terms of value for public money, in terms of the | :07:13. | :07:15. | |
adaptations he has got, we have been very clear with Peter. We have over | :07:16. | :07:22. | |
270 household on the waiting list looking for a property that has been | :07:23. | :07:30. | |
adapted. We have offered Peter and his family two properties since we | :07:31. | :07:33. | |
started these conversation and both these properties could have been | :07:34. | :07:35. | |
adapted for significantly less than ?36,000 to meet his wife's needs, | :07:36. | :07:40. | |
and he has a daughter as well. Both these properties have been turned | :07:41. | :07:44. | |
down, because although they could be adapted, Peter felt they weren't in | :07:45. | :07:47. | |
the right location and that is something we are working on with him | :07:48. | :07:53. | |
at the moment. It is eight months since Susan saw her first flat. Like | :07:54. | :07:58. | |
Peter, she is now also in arrears, but she has been offered another | :07:59. | :08:03. | |
property. And this time the council has offered her help with the cost | :08:04. | :08:11. | |
of moving. The new flat would save her about ?7 or ?8 pounds a week. | :08:12. | :08:16. | |
But it is not enough of a saving because she would have to pay for | :08:17. | :08:20. | |
the extra petrol to get to work. It is a nice house, it is really is and | :08:21. | :08:24. | |
the space. But I am not making much financial gain for what I am giving | :08:25. | :08:29. | |
up. I can't say yes today. I think it is going to be a no. So far out | :08:30. | :08:34. | |
of over 500 households affected by the bedroom charge in South | :08:35. | :08:37. | |
Cambridgeshire only 23 have moved and 80 are waiting to downsize. | :08:38. | :08:53. | |
Susan wishes that the council could have helped her with removal costs | :08:54. | :09:01. | |
first time round. I was offered another bungalow in another | :09:02. | :09:05. | |
village. That location would have been much better for work. If the | :09:06. | :09:09. | |
financial package had been there, the help with removals, for instance | :09:10. | :09:13. | |
decorating and stuff had of been available back in February, I would | :09:14. | :09:16. | |
have gone. No question I would have gone. We put that to South | :09:17. | :09:19. | |
Cambridgeshire District Council, who told us they have now changed the | :09:20. | :09:27. | |
way they help tenants. We have been really proactive we think, more than | :09:28. | :09:31. | |
any other council I know of, actually, in trying to put | :09:32. | :09:34. | |
everything together and we have now adopted a policy from first April | :09:35. | :09:37. | |
when the charge came into effect. We have adopted a new policy that does | :09:38. | :09:41. | |
allow some free rent week removal expenses and provide a range of | :09:42. | :09:44. | |
support and advice so those sorts of issues can overcome in the future. | :09:45. | :09:52. | |
For now Peter and Jackie are staying in their home and are hoping they | :09:53. | :09:55. | |
will get help with their arrears, but it is a worrying time. Not | :09:56. | :09:59. | |
sleeping, not slept right since March time. I keep getting | :10:00. | :10:08. | |
headaches, not feeling well. It's something I don't need. Don't you | :10:09. | :10:12. | |
think for Peter and his family, for people like them, it is sometimes | :10:13. | :10:15. | |
best to leave them where they are, given their circumstances? I think | :10:16. | :10:18. | |
the fairness or otherwise in the Government policy is a matter for | :10:19. | :10:23. | |
politicians. For us, we would rather find Peter an in`situ solution that | :10:24. | :10:26. | |
means he can afford to stay in his home as he is, but I fear that may | :10:27. | :10:31. | |
not be the case and in fact the only solution for the household moving | :10:32. | :10:34. | |
forward, in the light of the welfare reforms, will be to move. Do you | :10:35. | :10:44. | |
feel sorry for him? Yes. Susan knows it is only a matter of time before | :10:45. | :10:48. | |
she will have to move on. There a lot of memories here, a lot of | :10:49. | :10:51. | |
parties, of having family and friends here, and it will be heart | :10:52. | :11:00. | |
breaking to move away. A lovely view over the wood, sunrises over there. | :11:01. | :11:09. | |
It's things like that I really will miss, but at least I have had it. | :11:10. | :11:23. | |

change Luton for the better. This is my hometown ` Luton. I grew | :12:22. | :12:25. | |
up here during the '80s in Marsh Farm. Since then, there have been | :12:26. | :12:29. | |
riots here and racial tension in the town. It's an image that still | :12:30. | :12:32. | |
haunts Luton. All I dreamt about was leaving. And as soon as I was 18, I | :12:33. | :12:37. | |
did. I became a journalist and felt so strongly about my childhood in | :12:38. | :12:41. | |
the town I wrote a book about it. I thought of Luton as my past, not my | :12:42. | :12:45. | |
future. I live in London now, in a pretty modest two`bedroom flat. | :12:46. | :12:48. | |
BBut, house prices being the way they are, I can't actually imagine | :12:49. | :12:52. | |
being able to buy a house there. `` but. So that's made me wonder | :12:53. | :12:55. | |
whether I could ever imagine living back in Luton. Whether the things I | :12:56. | :12:59. | |
love about London ` the creativity, the cultural richness ` whether I | :13:00. | :13:04. | |
could find those things here. But is it really possible to go back home | :13:05. | :13:06. | |
again? I was a student at Luton Sixth Form | :13:07. | :13:19. | |
College 25 years ago and, when I was studying for my A`Levels, the reason | :13:20. | :13:22. | |
I wanted to pass my exams was because it would mean I'd get out of | :13:23. | :13:26. | |

as a badge of honour is Dominic Allan. He's an artist whose work is | :14:44. | :14:46. | |
inspired by everyday life in his home town and the Saatchi Gallery in | :14:47. | :14:52. | |
London have bought some of his work. He lives in London but always comes | :14:53. | :14:56. | |
back to support Luton Town. He's even added Luton to his name. I | :14:57. | :14:59. | |
changed my name, not by deed poll, to "Dominic from Luton". I think | :15:00. | :15:07. | |
that people did not taken seriously to begin with but when people start | :15:08. | :15:09. | |
finding and buying work under that name, for me it validates that it is | :15:10. | :15:13. | |

away from Luton. It is interesting. There are two things which bring me | :16:01. | :16:03. | |
back, my parents and this place, I think. I would also say that I think | :16:04. | :16:10. | |
there is a lot more going on, a much bigger conversation taking place | :16:11. | :16:13. | |
between what is your, this football club, and realising we sits in the | :16:14. | :16:18. | |
community and how the community has changed around it. Another artist | :16:19. | :16:21. | |
who portrays a different view of Luton is Ben Hodson. Ben produced a | :16:22. | :16:25. | |
major piece of work called Lutopia. Then, what is it? For me, it was the | :16:26. | :16:35. | |
name of a project I started right back in 2007. It was this basic idea | :16:36. | :16:40. | |
that Luton gets a lot of bad, negative press. I am sure you have | :16:41. | :16:44. | |
heard a lot of it. The project was investigating what Luton was. | :16:45. | :16:49. | |
Looking at the body, not necessarily beautiful places, but also the | :16:50. | :16:51. | |
mundane. The king of the tower blocks, parks and roundabouts and | :16:52. | :16:58. | |
trying to find ways of expressing the beauty in the everyday and | :16:59. | :17:03. | |
mundane. When I sit and look around, all you hear is extremism, tensions, | :17:04. | :17:06. | |
all of these things going on. Very quickly, I am drawn to using massage | :17:07. | :17:13. | |
to paint a different picture. `` my art. The Luton that I am seeing is | :17:14. | :17:16. | |
very different from the media stereotype. Certain areas have also | :17:17. | :17:19. | |
benefitted from investment to create a more bohemian feel. Luton Culture | :17:20. | :17:22. | |
is an independent charity that has been behind part of this | :17:23. | :17:25. | |
regeneration. The former hat factory has been transformed into an arts | :17:26. | :17:34. | |
centre. The punk band UK Decay have never lost touch with their roots in | :17:35. | :17:40. | |
Luton and played here recently. I met their lead singer Steve Abbott | :17:41. | :17:43. | |
with his old school friend Fahim Qureshi, who's now a manager at | :17:44. | :17:48. | |
Luton Culture. He was part of the team that regenerated Hackney in | :17:49. | :17:51. | |
London and thinks the same can be done in Luton. Basically, what | :17:52. | :17:59. | |
changed Hackney was people doing it for themselves. And then the | :18:00. | :18:04. | |
authorities Jie Zheng, you know, trying to catch up behind and | :18:05. | :18:09. | |
provide some kind of infrastructure for the artists. `` the authorities | :18:10. | :18:16. | |
chasing. It reminds me of the places in London. You go there and it is | :18:17. | :18:22. | |
like blini are. It is a very good me in full. `` like Bush senior. If I | :18:23. | :18:31. | |
was to meet you in five years, how much do you think it would have | :18:32. | :18:35. | |
changed? You see artists growing. You look at the shows on here, they | :18:36. | :18:40. | |
are not like local shows. Conceptually or standard wise. It is | :18:41. | :18:46. | |
a much broader palette of the arts than it was in our day, when it was | :18:47. | :18:51. | |
literally just music. I think what you will have as more people like | :18:52. | :18:56. | |

believing it's set to be a creative Mecca, a hipster heaven. But then | :19:54. | :19:56. | |
I'm reminded of the mixed feelings of some of the students at my old | :19:57. | :20:03. | |
college. Is Luton on its way up or down? I think that Luton will get | :20:04. | :20:08. | |
worse before it gets better. I think it is going up. There is support for | :20:09. | :20:15. | |
people who are in bad situations. There are new houses being built. | :20:16. | :20:20. | |
There are new schools being built. There is a university that is doing | :20:21. | :20:23. | |
well. When I started making this film, I had no idea what I would | :20:24. | :20:27. | |
find. What I've found is a thriving, stimulating town that is a world | :20:28. | :20:30. | |
away from the claustrophic tedium of my childhood. I love living in | :20:31. | :20:37. | |
London but I think I could imagine returning to Luton. There's just | :20:38. | :20:40. | |
something very special about hometowns. Like families, we don't | :20:41. | :20:43. | |
choose them, we spend our childhoods kicking against them and then once | :20:44. | :20:46. | |
we have forgiven them, we can't help but love them. | :20:47. | :20:57. | |
When we think about motor sport, we think about serious money. If we are | :20:58. | :21:02. | |
talking about Formula One, you'd be right. But there is a more | :21:03. | :21:04. | |
affordable, family friendly motorsport no less thrilling and it | :21:05. | :21:08. | |
