Milton Keynes helped cut our energy bills. And meet the homeowner from

Essex who pays just ?120 per year to heat her three`bedroom house. I

meter. All the power, the gas and electricity being used to these two

meters, is not being billed. So they are getting it for free. This is a

:00:43.:00:47.

huge problem. We believe that perhaps ?500 million worth of gas

:00:48.:00:51.

and electricity is stolen across the industry per year. And in terms of

:00:52.:00:55.

what that means for a customer, potentially ?30 per year on their

:00:56.:00:59.

bills. A lot of money for our customers. And it is money that they

:01:00.:01:03.

shouldn't have to pay. Revealing the stories that matter, closer to home.

Tonight, Inside Out is in Milton Keynes. Hello, look at this

wonderful view! More than 30 years ago here in Milton Keynes,

:01:29.:01:31.

experiments took place to give us more energy efficient homes. We will

:01:32.:01:34.

see more on that later in the programme. But first, as the row

:01:35.:01:38.

continues over energy prices, more and more people are stealing gas and

:01:39.:01:41.

electricity. Some people do it simply out of desperation. But there

:01:42.:01:45.

are those cheating the system whilst still living the high life. In this

:01:46.:01:48.

exclusive report for Inside Out, Mark Jordan joins the enforcement

:01:49.:01:51.

teams on the hunt for the power thieves.

Energy prices are making headlines as our bills hit an all`time high,

:02:09.:02:16.

but ?30 of our bills each year is paying for power deeds. They have

:02:17.:02:24.

spurred the power from next door. You will be amazed what is going

:02:25.:02:31.

on. Every year, people die through tampering their meter. We are going

:02:32.:02:40.

to disconnect their meter and shut the supply of stop this is the story

:02:41.:02:46.

of those out to foil the power deeds. The British Gas training

academy. Here engineers learn how to spot tampering of gas and electric

supply. It's never been more needed. The difficult economic climate means

some people think this is the only way they can get their energy. In

shouldn't have to pay. For the next few days, I'm riding along with

Piers and Malcolm ` power theft investigators. The most bizarre case

I think I have dealt with is probably a nursing home. And we

:03:34.:03:41.

caught him, it cost ?25,000. The biggest bill I had was 290,000.

:03:42.:03:52.

We're in a very rich part of Essex. Homes here often sell for over a

:03:53.:03:56.

million. But the team have a tip off about an eight`bed mansion with

:03:57.:03:59.

?300,000 worth of cars on the forecourt. But the house is

:04:00.:04:04.

suspiciously energy efficient. We have an anonymous tip`off saying

:04:05.:04:07.

they have dug down and put in new services for both gas and electric.

:04:08.:04:11.

The consumption has dropped 80%. Can I come in and have a look to see

:04:12.:04:15.

what you have got? Thanks. Where is the light switch for this room here?

:04:16.:04:21.

Within minutes of the team's arrival, the power to most of the

:04:22.:04:29.

house mysteriously goes off. Something not right ` my suspicion

:04:30.:04:32.

is that all the back of that house and garage is on unmetered supply.

:04:33.:04:40.

Which they have now turned off. But where to look for the illegal

:04:41.:04:50.

supply? Looking to see if any of it has been taken up recently. This

:04:51.:04:53.

massive gas heating system isn't connected to the official meter. Nor

:04:54.:05:01.

are those electric gates. I can't see anything in here, except the

:05:02.:05:06.

alarm, which is working. Where is it likely to be? It could be

:05:07.:05:11.

disguised. The owners insist the only meters are the ones outside. An

:05:12.:05:15.

hour and a half into the search ` Piers finds another supply. I can

:05:16.:05:23.

see the pipe. Another electricity meter. I think we have found what we

:05:24.:05:29.

are looking for. Let's even I can trace this gas supply. There we have

:05:30.:05:43.

another gas meter. All the power used is not being built, so they're

:05:44.:05:50.

getting it for free. For now. But very soon, it is a mansion without

:05:51.:05:55.

power, the illegal supply cut off. It would be restored until an

:05:56.:06:08.

estimated ?6,000 is paid. I always talk about need and greed. These

:06:09.:06:12.

people can pay for all their energy and yet they are not. They have done

:06:13.:06:16.

something to get energy for nothing. But the next call is for much

:06:17.:06:19.

smaller fry. The first three we have our domestic. A routine meter

:06:20.:06:22.

reading has discovered a single mother of three tampering with her

:06:23.:06:26.

gas meter. There was what appears to be a cooker hose at the time that

:06:27.:06:31.

actually replaced the gas meter. Even with gas central heating they

:06:32.:06:36.

only paid ?15 last year. How many live here? My mum, two sisters and

:06:37.:06:44.

myself. The meter's back but hasn't been installed correctly. Because

:06:45.:06:46.

the mother has children she's considered vulnerable and can't be

:06:47.:06:58.

cut off. This is the bypass their using. Potentially this one will go

:06:59.:07:06.

to the police. We try to find the trends and find who is going round

:07:07.:07:13.

the estate doing this. They charge from ?10 to hundreds of pounds. They

:07:14.:07:17.

can do many a day, but they are not at risk themselves. This property

and the adjoining properties might be affected by an explosion.

Whatever the cause ` gas explosions can be deadly. A suspected gas

explosion inside a terraced house. Last year this entire house was

:07:32.:07:35.

blown apart. Miraculously no one died ` its a chilling reminder of

:07:36.:07:44.

the dangers of gas. The damage of that explosion was so great that

:07:45.:07:47.

authorities were never able to pin point the exact cause. Emergency

:07:48.:07:50.

services were worried about other dangers ` so they decided to conduct

:07:51.:08:04.

a test. The police were on site and they asked us whether or not we felt

:08:05.:08:08.

it was right to look at some of the other supplies on the street and

:08:09.:08:12.

yes, from 20 houses in a single terrace street sure enough we found

:08:13.:08:15.

five gas thefts and two electricity thefts. It's a great example of how

:08:16.:08:25.

and what the scale of the issue is. Little now shocks Mark ` he's had

:08:26.:08:28.

80`year`old pensioners removing gas meters. Ultimately she showed me by

:08:29.:08:36.

getting grips from under the stairs and starting to undo the meter. So

:08:37.:08:42.

what's this one? It's a bike inner tube ` it really impacts on safety.

A bicycle inner tube and it was used to bridge the gas meter ` so instead

:08:48.:08:51.

of gas meter being here, this tube would literally be across here `

like that. This flat's total bill of just ?5

last year led them to find this dangerous bypass. Malcolm prepares

evidence for prosecution and the bill for years of stolen

electricity. It will be built from 2008, from when the account started.

It's going to be a big hill. If you can get away with it ` imagine what

:09:30.:09:32.

you could save on dozens of properties. This council has

:09:33.:09:34.

discovered landlords stealing supplies from the street. It's

:09:35.:09:40.

called hotwiring. We have had a couple of cases where the houses

:09:41.:09:46.

have actually caught fire. One landlord has 50 properties, all of

:09:47.:09:55.

them have been hot`wired. The theft of supply can run into millions. He

:09:56.:10:05.

regularly finds people scared to speak out about landlords charging

:10:06.:10:13.

them were still in power. Landlords of that kind will fill up their

:10:14.:10:16.

properties with people who can't complain and a lot of those people

:10:17.:10:19.

are illegal immigrants ` who fear being deported.

:10:20.:10:23.

Unless there are any other signs of vulnerability that she is willing to

:10:24.:10:27.

connecting supplies? I'm meeting a man who pleaded guilty to digging up

install a spare meter to run in between the energy company's

readings. A new local scam can go global in days. It's a cat and mouse

:11:59.:12:09.

game ` close one scam and something new emerges. The latest comes from

:12:10.:12:23.

China. Openly advertising to rig meters in Chinese community

:12:24.:12:31.

newspapers. We have come to inspect your gas meter. The problem for the

:12:32.:12:38.

owner is that the Tampa is irreversible and easy to spot on

:12:39.:12:48.

meters. It doesn't seem to be moving. The index doesn't seem to be

:12:49.:12:53.

moving and it doesn't seem to be registering any of the consumption.

:12:54.:12:59.

It also seems to have a fake seal, in keeping with the other seals we

:13:00.:13:07.

have been finding. They'll be no frying tonight in this shop as Piers

:13:08.:13:11.

immediately orders the disconnection of the meter. The consequence is

:13:12.:13:19.

we're going to cut off your gas. Piers soon unravels the crude scam

:13:20.:13:22.

from China that's being uncovered in restaurants across Britain. First he

:13:23.:13:27.

pops out the fake blue seal ` available on the internet. I will

:13:28.:13:36.

now remove the index mechanism. He then exposes the cogs that drive the

:13:37.:13:39.

meter mechanism. It's the moment of truth. I don't know if you can see

:13:40.:13:46.

that, it has teeth taken off. Cut off half the teeth and you half the

:13:47.:13:51.

bill. This one has just a single tooth left. Only a fraction of the

:13:52.:13:55.

gas is being recorded on that index. You still don't know anything about

:13:56.:13:59.

it? You don't know when that could have happened or who could have done

:14:00.:14:02.

it? Meanwhile, Malcolm produces an estimated bill. It's ?1782.10 for

:14:03.:14:14.

apart from British Gas. Does that surprise you? Not really. Because

they know what happens. If you say to them ?1 million is stolen from

:15:12.:15:15.

your company, their profit will be the same. Because that ?1 million

:15:16.:15:20.

lost will be spread over all the honest paying customers. So they

:15:21.:15:23.

have lost nothing. And I don't really think they would be happy to

:15:24.:15:28.

say that. Back at the chip shop, the owner's credit card means this is

:15:29.:15:32.

one bill we won't be picking up. Immunity from prosecution not

:15:33.:15:32.

included. There is just one area of power

theft where police, not power companies, take the lead.

Step away from the door. Nationwide, police uncover over 20

:15:51.:15:54.

cannabis farms a day. Most steal their electric. Essex Police raid up

:15:55.:16:02.

to six cannabis farms a week. One room like this can cost ?800 a

:16:03.:16:06.

month in electricity. One, if you get a bill for that, the police will

:16:07.:16:10.

get suspicious. Two, these criminals just don't want to pay it.

:16:11.:16:16.

It's thought a third of the electricity stolen in Britain goes

:16:17.:16:20.

on cannabis farms. The profits are huge. Each plant can yield ?500

:16:21.:16:29.

worth of cannabis. So they have followed wires all round the house.

:16:30.:16:33.

And they think this electric is being stolen from neighbours.

:16:34.:16:38.

You can see the power cable coming from next door. They have spurred

:16:39.:16:43.

the power from next door. Fire Services report a doubling of

:16:44.:16:46.

electrical fires from dangerously rigged stolen electric. But it gets

:16:47.:16:51.

worse. Organised crime gangs don't want you to find this. And they are

:16:52.:16:57.

not happy when you are ruining thousands of pounds worth of

:16:58.:17:04.

equipment. So this is a booby trap. Bill Stupples trains investigators

:17:05.:17:11.

to stay safe. If you manage to open this window and you are lucky enough

:17:12.:17:14.

not to get electrocuted by the wires underneath. Soon as you put your

:17:15.:17:18.

weight on this cardboard base, these spikes will just push through. You

:17:19.:17:23.

will be impaled on the spikes. Once farms are raided, Essex Police

:17:24.:17:26.

are now under orders to destroy everything that makes growing

:17:27.:17:30.

cannabis possible. Power theft. Whether on cannabis farms or the

:17:31.:17:35.

chip shop, it's booming. And unless detected, we get the bill.

The total invoice amount is for ?7,702.88. Catching the thieves is

:17:41.:17:46.

costly. Few will ever see prison. Here, cheeky enough to ask for a

:17:47.:17:51.

discount. We don't offer discount. I think that is too much. OK. Do you

:17:52.:17:57.

want to get the electrician in? The lights may go out. But the bill's

:17:58.:18:02.

still on us. Cut the electricity off. OK.

:18:03.:18:09.

Of course, most of us would never dream of stealing gas or

electricity. But there are ways of saving on your fuel bills. On

average, it costs ?1200 a year to heat a house. But we heard it can be

done for ?120. I had to find out more. The story starts right here in

Milton Keynes back in 1980. This is a thermal imaging camera. It

shows up heat. By pointing the camera at a house, you get some

:18:54.:18:57.

indication of how much heat is being lost through the walls. It is not

:18:58.:19:01.

entirely scientific. The red shows the heat coming out of the house.

:19:02.:19:07.

And any heat lost is wasting money. People buying new homes are more

:19:08.:19:11.

keen than ever to have an eco`friendly properties. On average,

:19:12.:19:18.

it costs ?1200 to heat a house per year. But I have heard of a style of

:19:19.:19:22.

house that is much cheaper to run. I am trying to find the ultimate

:19:23.:19:25.

energy`saving house. Research into the most efficient way to build

:19:26.:19:28.

houses has gone on for decades. These ones in Milton Keynes were

:19:29.:19:32.

built in 1980. They were pioneering. The view is impressive...

:19:33.:19:38.

The Pennyland and Linford Experiment involved building nearly 200 homes

:19:39.:19:41.

with technical expertise from experts at the Open University. The

:19:42.:19:45.

efficiency of the houses was monitored. Scientist Bob Everett

:19:46.:19:49.

explained how each house was insulated. Once the solar radiation

:19:50.:19:59.

is into the house, it is stored in the thermally massive dense concrete

:20:00.:20:02.

inner skin. And it is prevented from escaping by the thick insulation. As

there was any, could graze over the roof line of this row of houses and

into the garden and living rooms of that set of houses. But the main

revelation was insulation. Up until then, there was hardly any in

:21:16.:21:19.

houses. But now, we take it for granted. The result was that Milton

Keynes went on to develop their own building regulations. They insisted

that all new houses built in Milton Keynes after this were built to good

insulation standards. But did the experimental houses save on fuel

bills? Steven Jackman moved here in 1981. As far as your heating bills

are concerned, do you think the house saved you a fortune? Yes.

:21:46.:21:48.

Definitely. The living quarters have got the bigger windows. The sun

:21:49.:21:52.

rises and sets. So that is actually the heat coming in the windows which

:21:53.:21:56.

is warming your house up in winter. So when you have a winter day, which

:21:57.:22:00.

is bright and sunny, we are quids in. At current gas prices, they

:22:01.:22:04.

probably save between ?450 and ?500 per year. These houses used about

:22:05.:22:11.

half of the gas of Brand X houses on the other side of the road.

:22:12.:22:17.

So how does the installation in the house stack up against the thermal

:22:18.:22:22.

imaging camera? This is not exactly scientific, but I thought we would

:22:23.:22:26.

look at how much heat is being lost from the houses here in Milton

:22:27.:22:32.

Keynes. A lot of red around the door and the windows. Is that what you

:22:33.:22:39.

would expect? Yes. I would also expect to have some more out of the

:22:40.:22:43.

slightly open window at the top. I would expect a plume of warm air

:22:44.:22:50.

coming out of there. But overall, it looks from this that the work you

:22:51.:22:54.

and your colleagues did 30 years ago is still working. I would hope so.

:22:55.:23:03.

House building regulations only came up to the standard of the Milton

:23:04.:23:07.

Keynes experimental homes in 2002. So they were 20 years ahead of their

:23:08.:23:12.

time. Now house`builders like Persimmon, one of the biggest, say

:23:13.:23:15.

making fuel`efficient homes is part of their ethos. Our customers are

:23:16.:23:21.

looking for fuel efficiency, really. With the rising price of utility

:23:22.:23:24.

bills, gas and electric, the focus is on thermal efficiency. We look to

:23:25.:23:30.

enhance our wall, floor, roof, windows. Put thermal efficient

:23:31.:23:38.

boilers in. The ensure we can keep fuel prices down for purchasers.

:23:39.:23:45.

But look at these houses. A three`bedroom one can be heated for

:23:46.:23:50.

as little as ?120 per year. This type of house is a Passivhaus and is

:23:51.:23:55.

seen by many as the eco`home of the future. It is built with lots of

:23:56.:24:00.

installation, triple glazing and reuses the heat generated by

:24:01.:24:05.

appliances and people inside. This Passivhaus development in Tye Green

:24:06.:24:09.

near Saffron Walden was commissioned by a housing association and built

:24:10.:24:14.

three years ago. What makes the Passivhaus so energy efficient? It

:24:15.:24:21.

is insulation. We wrap the house in a tea cosy of installation so it is

:24:22.:24:27.

wrapped up and kept nice and warm. We use high`performance windows and

:24:28.:24:34.

doors, triple glazing, insulate it door framing, and which we have

:24:35.:24:37.

elements join each other, walls and roofs, we try and make sure they are

:24:38.:24:42.

wrapped up with installation. A good example would be the letterbox.

:24:43.:24:48.

Those outside on the porch, so they do not penetrate the insulation

:24:49.:24:51.

layer. We can keep the house well wrapped up. We can look inside one.

:24:52.:24:57.

You can see how comfortable they really are. Probably in further

:24:58.:25:03.

shock. It is cold out here now. But inside, it should be nice and warm?

:25:04.:25:08.

It will be lovely. Come on in. Instantly, you feel it is very warm.

:25:09.:25:11.

A very comfortable environment. No radiators, no conventional heating.

:25:12.:25:18.

How is it heated? A special piece of kit doing a lot of work.

:25:19.:25:22.

As stale air is extracted from the house, the warmth is transferred to

:25:23.:25:26.

the fresh air coming in. A small, separate device, a bit like a

:25:27.:25:29.

boiler, adds heat if necessary. What is it like living here? I love

:25:30.:25:36.

it. It is great. It is always warm. Do you have hefty bills? No, they

:25:37.:25:43.

are about ?30 per quarter. ?30? ! yeah. So about ?120 per year? Yeah.

:25:44.:25:55.

Incredible! I am in winter coat, you are in a summer dress. Is it always

:25:56.:26:00.

this ambient temperature? Yeah, it does not really drop below. If

:26:01.:26:03.

anything, it gets hotter, such as in summer. So it is nice. I cannot

:26:04.:26:07.

imagine living in a normal house now.

:26:08.:26:12.

Let us look at the Passivhaus with the thermal imaging camera.

:26:13.:26:16.

That looks pretty impressive. Not much heat coming out. A bit at the

:26:17.:26:21.

door. Some of the door, some around the window edges. Disappointing

:26:22.:26:27.

around the window. One of the areas we try to avoid any heat loss. Not

:26:28.:26:33.

too bad, given the house is three years old. Incredible. Someone has

:26:34.:26:39.

come to the door and you can see all the heat. But everywhere else, it is

:26:40.:26:47.

not showing. A good image. Showing the heat loss from the open door.

:26:48.:26:52.

That isn't great. But once the doors closed, the house will be efficient

:26:53.:26:54.

again. Not affecting the temperature? Not over reasonable

:26:55.:27:00.

periods. The house has what we call thermal mass. It retains the heat

:27:01.:27:04.

within the fabric for a while. It keeps the comfort level. So the idea

:27:05.:27:09.

you cannot open windows in a Passivhaus is not true. So if the

:27:10.:27:14.

design of the Passivhaus is so good, why aren't more housing developments

:27:15.:27:19.

made to these specifications? Why aren't companies like Persimmon

:27:20.:27:25.

building Passivhaus? The problem there is that you can spend about

:27:26.:27:28.

10`15% extra on constructing a Passivhaus over and above a standard

:27:29.:27:31.

home. And it is really getting customer perception. Making people

:27:32.:27:38.

aware of what they are buying into. Why they are paying extra for that.

:27:39.:27:46.

I think we are on the way to delivering that nature of products.

:27:47.:27:51.

It is one step at a time. We are trying to educate people we are

:27:52.:27:55.

producing them and what their benefits are. But in time, we will

:27:56.:28:01.

head towards a type of that house. It may cost 15% more. But if energy

:28:02.:28:08.

bills continue to climb as they have been. It will not be too long before

:28:09.:28:16.

you get your money back. And at the moment, there are only

:28:17.:28:21.

about 200 of Passivhaus on the whole of the UK. That is all for this
