because too many of us are jumping into unbooked minicabs, oblhvious to | :01:16. | :01:20. | |

by a minicab driver here. Soliciting would`be passengers | :02:08. | :02:09. | |
on the street. She has no idea what | :02:10. | :02:11. | |
she's getting into. This is illegal, whether the touts | :02:12. | :02:13. | |
are licensed minicab drivers or not. You have approached this lady | :02:14. | :02:16. | |
in the street. The dangers of getting | :02:17. | :02:20. | |
into an un`booked cab is th`t it is We have no real idea who | :02:21. | :02:26. | |
the vehicle is. You don't know the operator | :02:27. | :02:31. | |
and it is a risk. We have discovered | :02:32. | :02:33. | |
a clandestine group of black taxi drivers who are trying to rdclaim | :02:34. | :02:35. | |

who are out to confront the touts. Jonathan is an enthusiastic | :02:48. | :02:52. | |
member of the group. And they are going | :02:53. | :02:55. | |
into action tonight. We are off to meet up, | :02:56. | :02:57. | |
to go in convoy, just after midnight Cab after cab gathers | :02:58. | :03:02. | |
at this pre`hit assembly point, We have got 120`150 drivers that are | :03:03. | :03:08. | |
going to go around to We want to stop these touts getting | :03:09. | :03:16. | |
outside the clubs They have sent a couple | :03:17. | :03:27. | |
of colleagues in ahead to scout the area and they | :03:28. | :03:36. | |
have confirmed illegal activity The location has been tweeted to all | :03:37. | :03:39. | |
and they are going in, in force The 130 cab strong hit squad swoop | :03:40. | :03:42. | |
on the very heart of West End Within minutes, | :03:43. | :03:46. | |
and with their for hire lights deliberately off, they form a new | :03:47. | :03:48. | |
military criss`cross blockade. From north to south on | :03:49. | :03:53. | |
Wardour Street and East to West Although it is just | :03:54. | :03:56. | |
a one`hour protest, Some of them are saying that the | :03:57. | :04:06. | |
cabs around there are going mad. Tempers are rising but the cabbies | :04:07. | :04:10. | |
are determined to make their point. There is absolutely no enforcement | :04:11. | :04:19. | |
in the West End whatsoever It is causing us problems | :04:20. | :04:25. | |
because we cannot get to While the touts lay low this time, | :04:26. | :04:30. | |
they have been known to be Excuse me, | :04:31. | :04:35. | |
this is a criminal offence to tout. It is about making awareness | :04:36. | :04:42. | |
of the problem because therd are still significant misunderstanding | :04:43. | :05:07. | |
among sections of the public, around the legality of using | :05:08. | :05:09. | |
unlicensed minicabs and so on. Taxi drivers work hard to do | :05:10. | :05:13. | |
the knowledge, We go through the ringer to get | :05:14. | :05:15. | |
a licence. We do five years on the knowledge, | :05:16. | :05:19. | |
learning London. It is not just the black cabbies | :05:20. | :05:23. | |
that say touting is an issue Kerry runs a respected family | :05:24. | :05:31. | |
minicab firm in Shoreditch. We get quite a lot of touts | :05:32. | :05:34. | |
around here. We have had to physically shoo | :05:35. | :05:38. | |
them away from the office. They will see a queue outside | :05:39. | :05:41. | |
the office, people waiting, and We had a young lady come | :05:42. | :05:44. | |
into the office for a minic`b. She was a bit drunk and did not | :05:45. | :05:48. | |
want to wait and she did not want And the next thing we know, we had | :05:49. | :05:52. | |
heard she had actually got hnto So London's touting epidemic is not | :05:53. | :05:57. | |
just a question of threatendd Marcus bravely agreed to come | :05:58. | :06:06. | |

but law`abiding drivers from both black taxi and minicab | :09:34. | :09:35. | |
communities believe a lot more needs I was pronounced dead and I was | :09:36. | :09:59. | |
about to be put in a coughing and my medical staff felt that I h`d a | :10:00. | :10:01. | |
medical staff felt that I had a slight pulse. You owe everything to | :10:02. | :10:08. | |
When chip and pin machines were first introduced in shops, | :10:09. | :10:12. | |
we were told they would help keep our credit card secure. | :10:13. | :10:15. | |
But now an investigation has discovdred that | :10:16. | :10:16. | |
criminal gangs are using specially adapted machines to steal fhrst bank | :10:17. | :10:19. | |
For the last nine months, we have been working undercover to | :10:20. | :10:23. | |
gain access to a fraudster with global connections. | :10:24. | :10:25. | |
Jonathan Gibson has this exclusive report. | :10:26. | :10:31. | |
It is Friday night and for lost of us, the weekend has started. | :10:32. | :10:34. | |
A few drinks and some food out and if like me you've never got | :10:35. | :10:44. | |
For 10 years now, we have all been using these, chip and pin m`chines. | :10:45. | :10:49. | |
And the place I have come for dinner is no different. | :10:50. | :10:57. | |
Remember when we used to sign for things in shops? | :10:58. | :11:00. | |
The banks told us chip and pin would be much safer. | :11:01. | :11:02. | |
Well, try telling Paul from Harrow that. | :11:03. | :11:10. | |
These chip and pin machines can be compromised. | :11:11. | :11:12. | |
There was a message on the answering machine | :11:13. | :11:14. | |
When I rang them, they listed some attempted purchases on my c`rd | :11:15. | :11:19. | |
One of them was quite a substantial amount, over ?1000. | :11:20. | :11:30. | |
Barclaycard made sure Paul was not left out of pocket, | :11:31. | :11:32. | |
but a quick look online shows there are many more victims. | :11:33. | :11:41. | |
There are good people on thdre, like the innocent victims, | :11:42. | :11:45. | |
I am talking to a man who knows all about stolen pin | :11:46. | :11:50. | |
numbers because he steals them and he is looking for a new partner | :11:51. | :11:59. | |
Funnily enough, I have not mentioned I am a journalist. | :12:00. | :12:02. | |
He thinks I own a restaurant with card paying | :12:03. | :12:04. | |
customers but I need to gain his trust and that is taking months. | :12:05. | :12:09. | |
But one day, he tells me a parcel is in the post. | :12:10. | :12:13. | |
And it is not just any chip and pin machine. | :12:14. | :12:23. | |
I have already spent months gaining this criminal's confidence but he | :12:24. | :12:31. | |
He has finally agreed to chat, but is banking on staying anonymous | :12:32. | :12:35. | |
He tells me the machine he has sent me remembers people's card numbers. | :12:36. | :12:47. | |
Once you have swiped it, the data is already saved from the first swiped. | :12:48. | :12:50. | |
But now when you enter the pin, the pin is stored | :12:51. | :12:53. | |
That is so he can steal it afterwards. | :12:54. | :12:59. | |
Do it like how the restaurant's receipt looks. | :13:00. | :13:01. | |
And because he thinks I onlx restaurant, he has told me to put | :13:02. | :13:05. | |
this error message on the bottom of the receipt so my customers will | :13:06. | :13:08. | |
That is when I can swap it for my normal one to take | :13:09. | :13:13. | |
What I need to work out is a way of putting that to the test. | :13:14. | :13:20. | |
We are a bit like mobile phone top ups. | :13:21. | :13:24. | |
You can only spend what you put on them. | :13:25. | :13:27. | |
I need him to think they belong to my customers, but will it work? | :13:28. | :13:33. | |
He has told me I will need to download the data using some | :13:34. | :13:38. | |
Can you just plug that into your laptop? | :13:39. | :13:44. | |
So when it is done downloading, just send me that file and it is done. | :13:45. | :13:50. | |
He has e`mailed me through the rest of the card numbers | :13:51. | :13:57. | |

In a couple of minutes, he has got everything he nedds to | :14:01. | :14:03. | |
make exact copies of all these cards, which he can then usd in cash | :14:04. | :14:06. | |
points and he says he has done that already time and time again. | :14:07. | :14:15. | |
I think the encouraging thing to say is that these frauds are very rare. | :14:16. | :14:19. | |
We have only seen one recent instance of them and we are seeing | :14:20. | :14:22. | |
convictions in the Old Baildy in respect of that at the moment. | :14:23. | :14:25. | |
The industry's existing advhce to customers is to protect | :14:26. | :14:27. | |
Well, with something like that, there is no point, is there? | :14:28. | :14:32. | |
Well, I think the first reassurance to | :14:33. | :14:34. | |
give everybody when it comes to this type of fraud, which is a very rare | :14:35. | :14:38. | |
type of crime, is that even if you are a victim of it, you will receive | :14:39. | :14:42. | |
But we always advise customdrs to check their statements. | :14:43. | :14:51. | |
As all the pay`as`you`go debit cards are in my name, I can also check | :14:52. | :14:56. | |
They have never left my wallet, but according to the transaction | :14:57. | :15:04. | |
history, they have been emptied of cash in the Philippines. | :15:05. | :15:06. | |
So either he is stealing my money or someone he knows is | :15:07. | :15:11. | |
But he has also sent me a second machine, | :15:12. | :15:13. | |
He is taking cash out in the Philippines | :15:14. | :15:27. | |
