his mum Alison. I know me mam would have wanted us to be strong and try | :01:48. | :01:54. | |
not and let it ruin me life. Bobby's convinced the police should | :01:54. | :01:57. | |
never have granted Atherton a gun licence, and he's focusing all his | :01:57. | :02:04. | |
efforts into a campaign to tighten up the guns laws. I want to succeed | :02:04. | :02:06. | |
in that and hopefully change...something to the gun laws, | :02:06. | :02:14. | |

celebrating the New Year, the three women were facing an enraged | :02:17. | :02:22. | |
Michael Atherton. Some saw him as a quiet taxi driver who just flipped, | :02:22. | :02:31. | |
but his family knew differently. If me mam said one word that he | :02:31. | :02:34. | |
disagreed with, he'd just bray her, and then the police come out and he | :02:34. | :02:41. | |
got locked up for a night. If he had too much to drink and he | :02:41. | :02:44. | |
whacked her one, he'd just get locked up for one night, and then | :02:44. | :02:46. | |
me mam didn't press charges and he come back home. | :02:46. | :02:49. | |
Before Atherton applied for a licence to own guns, officers were | :02:49. | :02:52. | |
called to his house four times after violent rows with his partner, | :02:52. | :02:57. | |
Susan McGoldrick. He was arrested three times, on one occasion | :02:57. | :03:00. | |
cautioned after admitting dragging her out of bed by the hair and | :03:00. | :03:07. | |
So you'd think a record like that would rule Atherton out of ever | :03:07. | :03:12. | |
owning a gun. Well, we've obtained this, a copy of the official report | :03:12. | :03:14. | |
from the police watchdog into exactly what went on in Durham's | :03:14. | :03:22. | |
gun licensing department. It makes uncomfortable reading. After | :03:22. | :03:25. | |
Atherton was visited at home to be assessed on his application to own | :03:25. | :03:28. | |
a shotgun, his file was passed to an official, described in the | :03:28. | :03:33. | |
report as Person E, who applied a sticky note which read. | :03:33. | :03:35. | |
"Four domestics, last one 24/04/04, Would like to refuse, have we | :03:35. | :03:43. | |
sufficient info, refuse re public safety." But that rather haphazard | :03:43. | :03:46. | |
recommendation was overruled by two more senior people within the | :03:46. | :03:53. | |
firearms department, described only as Persons F and G. Their reasons? | :03:53. | :03:55. | |
They accepted Atherton's assurances that he'd given up drinking, and | :03:55. | :04:00. | |
they were afraid they would lose if it went to appeal. Michael Atherton | :04:00. | :04:04. | |
was issued with a shotgun licence and a warning letter that if he | :04:04. | :04:06. | |
behaved in an irresponsible or uncontrolled way, the licence would | :04:06. | :04:15. | |
Bobby believes Durham police are out of step with other forces where | :04:15. | :04:20. | |
a history of domestic violence rules out gun ownership. His | :04:20. | :04:23. | |
petition is calling for a tightening up on the way gun laws | :04:23. | :04:28. | |
are applied across the country. I've got loads of support, people | :04:28. | :04:32. | |
left right and centre asking for petitions to take them to work, to | :04:32. | :04:34. | |
hand them on to friends for them to take them to work. People backing | :04:34. | :04:41. | |

highlights many of the family's concerns. It sets out how Atherton | :04:46. | :04:48. | |
applied for firearms licence to own rifles and the automatic shotgun | :04:48. | :04:54. | |
with which he killed the three women. Despite noting that Atherton | :04:54. | :04:57. | |
had been arrested just a month earlier for affray, breaking the | :04:57. | :05:00. | |
terms of the warning letter given to him earlier, a force employee | :05:00. | :05:03. | |
identified only as Person H grants the licence for the more dangerous | :05:03. | :05:11. | |
And the reason? Well, there is no record kept by the police, but | :05:11. | :05:14. | |
Person H told the watchdog they'd been assured Atherton was unlucky | :05:14. | :05:20. | |
to be arrested for the affray. So he walked away with a licence | :05:20. | :05:27. | |
With the petition gaining support locally, Bobby wants it to go | :05:27. | :05:33. | |
national. He's going to London for The burden of his grief and running | :05:33. | :05:37. | |
the campaign is starting to take hold. I don't sleep very well, it's | :05:37. | :05:41. | |
a lot of stress. I couldn't tell you how I'm dealing with it. The | :05:41. | :05:44. | |
campaign helps us a lot. He is meeting the Gun Control | :05:44. | :05:46. | |
Network, which successfully campaigned for handguns to be | :05:46. | :05:51. | |
banned after the Dunblane massacre. We've also been working for a while | :05:51. | :05:54. | |
on firearms licensing, because like you, we've been very concerned that | :05:54. | :06:04. | |
it's very slack and often very cosy. That's what my campaign petition is | :06:04. | :06:13. | |
We will help him contact politicians, we will help him to | :06:13. | :06:19. | |
understand the process whereby laws are changed. | :06:19. | :06:23. | |
After today, it makes us feels like it's going to be so much easier to | :06:23. | :06:30. | |
By 2008, Atherton had built a collection of six fully licensed | :06:30. | :06:34. | |
guns. And as the watchdog report sets out, there was one last chance | :06:34. | :06:40. | |
for the police to intervene before Shortly before midnight on | :06:40. | :06:45. | |
September 10th, armed police raced to Atherton's home after a 999 call. | :06:46. | :06:48. | |
There'd been a disturbance, and Atherton, who was blind drunk, was | :06:48. | :06:54. | |
threatening to, in the words of his partner, shoot his head off. | :06:54. | :06:58. | |
He had too much to drink, and he said he was going to go upstairs | :06:58. | :07:02. | |
and shoot himself. We phoned the police and the police came, and | :07:02. | :07:06. | |
there was loads of riot vans. He had his guns took off him for about | :07:06. | :07:10. | |
six weeks. Despite breaking the terms of his | :07:10. | :07:12. | |
two warning letters, despite being involved in another drunken | :07:12. | :07:14. | |
domestic dispute, and despite threatening to shoot himself, | :07:14. | :07:22. | |
Atherton had his six guns returned. I do feel quite angry, because it's | :07:22. | :07:26. | |
like common sense. If I was a policewoman, I know I'm not | :07:26. | :07:29. | |
Einstein or anything, if a man tried to commit suicide, or | :07:29. | :07:33. | |
pretended to, why would you give a man a gun back like that with a | :07:33. | :07:42. | |
Once again, the police failed to record the reason for the decision. | :07:42. | :07:45. | |
The report says, "Person H could not recall how they reached the | :07:45. | :07:49. | |
recommendation to return his guns." Nor could Person H recall whether a | :07:49. | :07:54. | |
final verbal warning was delivered to Atherton, as agreed. Whatever | :07:54. | :08:03. | |
the reason, returning the guns Tanya was in the living room with | :08:03. | :08:08. | |
Aunty Ali's friend, Aunty Ali was in the bathroom. And a couple of | :08:08. | :08:11. | |
seconds later Big Mick came in plain a day with a gun held up, | :08:11. | :08:17. | |
like pointing it at me mam, and then he shot me mam. | :08:17. | :08:21. | |
I walked into the house and I just... I thought they were playing | :08:21. | :08:24. | |
a trick on us. I thought it was a Hallowe'en trick or something when | :08:24. | :08:34. | |
I walked into the house. It was I just cannot really put it into | :08:34. | :08:40. | |
words what I saw. Well, Ali was still alive when I got there. I put | :08:41. | :08:50. | |
her in the recovery position. I I was screaming out the door for | :08:50. | :08:57. | |
somebody to help us but nobody came I was just pleading with them to | :08:57. | :09:01. | |
let us in, I was like "Looker, it's me mam, if she's dying, I want to | :09:01. | :09:07. | |
be with her." And one of the police just said, "Looker, son, there's | :09:07. | :09:13. | |

describe it, the way I felt, it's Susan was a much loved sister who | :09:26. | :09:29. | |
was adored by family and friends... Bobby has been invited to speak at | :09:29. | :09:33. | |
the annual victims of homicide conference in South Shields. Alison | :09:33. | :09:36. | |
was a fantastic mother, sister and partner who was always there when | :09:36. | :09:40. | |
we needed her. She was a fantastic mother to | :09:40. | :09:44. | |
myself. Tanya was the most amazing daughter, partner and sister you | :09:44. | :09:49. | |
could ever wish for. It's an emotional day and a chance to share | :09:49. | :09:53. | |
experiences of similar tragedies. Andrew Foster's brother Christopher | :09:53. | :09:59. | |
shot his wife and daughter in Shropshire. My brother made threats | :09:59. | :10:02. | |
to kill, his weapons weren't taken away, he threatened to commit | :10:02. | :10:05. | |
suicide also. I think we've got a lot in common. There are similar | :10:05. | :10:09. | |
issues between both the cases, and I think we can work together to try | :10:09. | :10:12. | |
to resolve and raise the issues that need to be worked upon at | :10:12. | :10:17. | |
government level, really. And thanks to Bobby, that process | :10:17. | :10:20. | |
is under way. A public debate on firearms | :10:20. | :10:23. | |
licensing is still needed, and I believe, Mr Speaker, the time I | :10:23. | :10:27. | |
right for the public and Parliament to consider if the current level of | :10:27. | :10:36. | |
protections are adequate. Bobby has the support of his local MP, and it | :10:36. | :10:40. | |
appears as if Government is already taking notice. The guidance to the | :10:40. | :10:42. | |
police on firearms legislation is currently being revised and updated | :10:42. | :10:44. | |
to help ensure licensing procedures are applied consistently across | :10:44. | :10:51. | |
forces. In particular, we'll be highlighting the need to take full | :10:51. | :10:56. | |
account of any incidences of domestic violence. | :10:56. | :11:00. | |
So what are the conclusions of this official report? Well, time and | :11:00. | :11:03. | |
time again the police are criticised for poor practice in not | :11:03. | :11:09. | |
finding out more about Atherton's domestic disputes. It says there | :11:09. | :11:11. | |
was no meaningful review after his guns were removed after he | :11:11. | :11:16. | |
threatened to kill himself. It points out that the staff in the | :11:16. | :11:21. | |
firearms licensing unit had little or no formal training. Senior | :11:21. | :11:23. | |
officers' failure to follow up on concerns about Atherton's emotional | :11:23. | :11:26. | |
state is described as unacceptable, and the lack of consideration to | :11:26. | :11:34. | |
the welfare of the family and wider Contained within Mr Atherton's | :11:34. | :11:39. | |
shotgun file is a handwritten Post- it note... What sort of way is that | :11:39. | :11:43. | |
to pass on information? If you've lost people who are the | :11:43. | :11:47. | |
closest to you in the world, you are going to feel anger. The police | :11:47. | :11:50. | |
have had a number of opportunities to refuse the licence in the first | :11:50. | :11:53. | |
place and also revoke the licence, a number of times which they | :11:53. | :12:00. | |
haven't. I think people should be named in | :12:00. | :12:02. | |
it, because it's...it's like they're trying to hide from the | :12:02. | :12:10. | |
responsibility of the mistakes that So will anyone be held accountable? | :12:10. | :12:14. | |
We asked Durham police for an interview. They declined but told | :12:14. | :12:18. | |
us... We've been informed by the IPCC that it is their | :12:18. | :12:20. | |
recommendation that there are no criminal or misconduct cases to | :12:20. | :12:26. | |
answer. We feel that at this stage it is entirely appropriate that | :12:26. | :12:29. | |
members of staff who made decisions within relevant guidance are not | :12:29. | :12:35. | |
identified. We have carried out a full review of policy and | :12:35. | :12:40. | |
procedures. It's a matter that's high on the | :12:40. | :12:43. | |
agenda for Durham's newly-elected police commissioner. We need | :12:43. | :12:46. | |
greater consistency if we are going to protect individuals in our | :12:46. | :12:50. | |
community. The family's campaign is entirely honourable. I think that, | :12:50. | :12:53. | |
given the tragedy that they have had to face, they've come through | :12:53. | :12:56. | |
this with remarkable dignity, and they are quite clearly wanting to | :12:56. | :12:58. | |
ensure this doesn't happen again anywhere else to any other family, | :12:58. | :13:08. | |
and I totally support the type of Everything the report points out, | :13:08. | :13:11. | |
it points out something what's also in the campaign, in the wording of | :13:11. | :13:19. | |

planned. An area south of Shap would go into the Lake District, | :16:56. | :17:00. | |

Lowther farms on the eastern edge of the Lake District, as well as | :17:03. | :17:12. | |

is a coherent case to say we do not need National Park status any more. | :17:16. | :17:18. | |
The landscape has tremendous protection through ministerial and | :17:18. | :17:21. | |
