are in fuel poverty. It means they earn than ?16,000 a year and spend | :02:02. | :02:06. | |
over ?1200 on energy. It is claimed one of the main reasons for fuel | :02:07. | :02:13. | |
poverty is cold, leaky homes. Is that true? Surely after years of | :02:14. | :02:17. | |
lagging lofts and draft proofing doors that's a thing of the past. | :02:18. | :02:21. | |

know? Stupid. I could put the heating on for a couple more hours | :03:54. | :03:57. | |
instead of an hour`and`a`half. The Government has a scheme to insulate | :03:58. | :04:03. | |
homes like Sharon's by could slash fuel bills. Houses on the same | :04:04. | :04:09. | |
street, the yellow ones are uninsulated, the but ones insulated. | :04:10. | :04:15. | |
It is claimed the Government scheme to insulate the homes of those in | :04:16. | :04:19. | |
fuel poverty isn't enough. It is not meeting the scale of the problem. We | :04:20. | :04:24. | |
are urging them to bring forward much higher levels of funding to | :04:25. | :04:28. | |
help us really drive home the energy efficiency measures that are needed. | :04:29. | :04:35. | |
The Government disagrees. Last autumn, the Chancellor announced | :04:36. | :04:40. | |
more funding and it was extending it out to 2017. We have got a five year | :04:41. | :04:45. | |
programme. That's the longest we have ever seen an insulation | :04:46. | :04:54. | |
programme like this. In County Durham, more and more | :04:55. | :04:57. | |
people are going back to old`fashioned coal, they are so | :04:58. | :05:03. | |
desperate to reduce bills. Coal merchants are doing a roaring trade. | :05:04. | :05:06. | |
The fires give out a good heat in the house. They don't have to use as | :05:07. | :05:14. | |
much central heating. The costs are being cut by half. | :05:15. | :05:21. | |
The bomb houses built for workers. They have solid, concrete, walls and | :05:22. | :05:30. | |
floors and flat roofs. A lot of red above the window. There is a big red | :05:31. | :05:35. | |
patch. It could be a radiator or something. That's money that's being | :05:36. | :05:40. | |
wasted easily? Yeah. We have got bad news to deliver. Janice works | :05:41. | :05:46. | |
part`time and gets less than ?250 a week. ?25 go on heating much of it | :05:47. | :05:53. | |
leaking through the red walls. There does seem to be a lot of reds and | :05:54. | :05:59. | |
yellows. So basically, I'm heating the street? Yes, effectively. I'm | :06:00. | :06:04. | |
gutted. I'm shocked to see how much is coming out. Inside, Janice's home | :06:05. | :06:12. | |
is plagued by drafts shown by the blue. That's shocking are, isn't it? | :06:13. | :06:17. | |

Even the energy suppliers, who pay it, appear confused. We asked the | :06:49. | :06:55. | |
big six how many customers in Durham were eligible to claim Warm Home | :06:56. | :07:01. | |
Discount, NPower had figures. It estimates between 6,500 and 9,500 of | :07:02. | :07:08. | |
its customers are part of the group eligible for WHD. But over half | :07:09. | :07:14. | |
claim it. If that was typical for all energy companies then between | :07:15. | :07:19. | |
19,000 and 20,000 households in Durham could be moving out. The | :07:20. | :07:23. | |
Government are not much help. I asked the Department for Work and | :07:24. | :07:27. | |
Pensions who ensures people get it? And who monitors the take`up rate? | :07:28. | :07:31. | |
Try the Department of the Environment they said. Not us said | :07:32. | :07:36. | |
environment. Try the department for energy and climate change. Don't | :07:37. | :07:42. | |
think so said Energy. Try the Department for Work and Pensions. So | :07:43. | :07:46. | |
back to square one. In fact, I never got a straight answer. It is | :07:47. | :07:50. | |
shocking, but the real problem has been that there has been a lack of | :07:51. | :07:54. | |
action on the ground by local councils to promote the scheme. They | :07:55. | :07:59. | |
have all that information, but certainly in County Durham and I | :08:00. | :08:02. | |
imagine across the rest of the north`east, not enough has been done | :08:03. | :08:08. | |
to promote that. We refute that. As a council we have got a fantastic | :08:09. | :08:13. | |
record of assisting people in energy efficiency. In the last four years, | :08:14. | :08:18. | |
we have helped over 54,000 residents with energy efficiency. | :08:19. | :08:22. | |
It is claimed the real problem is Government which appears confused | :08:23. | :08:28. | |
and could pay WHD automatically, not just to pensioners, but to everyone | :08:29. | :08:32. | |
who qualifies. It does say something about the way this is happening. If | :08:33. | :08:35. | |
the Government departments don't know who is responsible for this? | :08:36. | :08:40. | |
Well, I'm clear that we are managing this with DWP, but the fact of the | :08:41. | :08:45. | |
matter is over half of the people who will benefit from the Warm Home | :08:46. | :08:51. | |
Discount will not have to take action. Why not give it | :08:52. | :08:56. | |
automatically to those who qualify rather than people having to apply? | :08:57. | :09:00. | |
Where it is clear cut. Many of the hundreds of pensioners that qualify, | :09:01. | :09:03. | |
they automatically get it. That's easy, if you are above 65 that's | :09:04. | :09:10. | |
indisputable. There are over people whose circumstances are slightly | :09:11. | :09:14. | |
different to that, people with children, or disabilities, things | :09:15. | :09:17. | |
that can change. Children can grow up. People who are ill can get | :09:18. | :09:24. | |
better hopefully. So where there are variable circumstances, it is more | :09:25. | :09:27. | |
tricky, but we are trying it make it as simple as possible and I hope | :09:28. | :09:31. | |
this year more people than ever will get it automatically. | :09:32. | :09:36. | |
The Government has a target to eliminate fuel poverty by 2016. We | :09:37. | :09:40. | |
have highlighted some measures that could help. Critics say as energy | :09:41. | :09:45. | |

The first three we have got are domestic. A routine meter reading | :11:35. | :11:39. | |
discovered a single mother of three tampering with her gas meter. There | :11:40. | :11:43. | |
is what appears to be a cooker hose at the time that replaced that gas | :11:44. | :11:48. | |
meter. Even with gas central heating, they | :11:49. | :11:55. | |
only paid ?15 last year. How many people live in the property? My mum | :11:56. | :12:01. | |
and two sisters and myself. The meter is back, but hasn't been | :12:02. | :12:06. | |
installed and because the mother has children she is considered | :12:07. | :12:09. | |
vulnerable and can't be cut off. This one will go to the police and | :12:10. | :12:12. | |
we try to trace back who is doing this? We find trends of where people | :12:13. | :12:15. | |
are going around estates and tampering with the same meters in | :12:16. | :12:19. | |
the same way. These people will charge a range, we have heard from | :12:20. | :12:25. | |
?10 up to ?500 a time. They can do ten to 15 a day. This they are not | :12:26. | :12:30. | |
putting themselves at risk. If something happened, it is everyone | :12:31. | :12:34. | |
in the ajoining properties who will be affected by a potential | :12:35. | :12:39. | |
explosion. Is the scene that people woke up to this morning. Gas | :12:40. | :12:45. | |
explosions can be deadly. A suspected gas explosion. In | :12:46. | :12:50. | |
Sheffield last year, this house was blown apart. No one died. But it is | :12:51. | :12:56. | |
a chilling reminder of the dangers of gas. The damage of that explosion | :12:57. | :13:00. | |
was so great that authorities were never able to pinpoint the exact | :13:01. | :13:06. | |
cause. Emergency services were worried about other dangers so they | :13:07. | :13:11. | |
decided to conduct a test. The police were on site and the networks | :13:12. | :13:15. | |
were on site and they asked us to whether or not we felt it was right | :13:16. | :13:20. | |
to have a look at the other supplies in the street and yes, from looking | :13:21. | :13:24. | |
at about 20 houses in a single terraced street sure enough we find | :13:25. | :13:29. | |
five gas thefts and two electricity thefts. | :13:30. | :13:33. | |
It is a great example of what the scale of the issue is. Little shocks | :13:34. | :13:40. | |

This is one that really impacts on safety. A bicycle in a tube and they | :13:45. | :13:48. | |
have used it to bridge their gas meter so instead of gas meter being | :13:49. | :13:52. | |
here, this tube would be across here like that. | :13:53. | :13:57. | |
We have come here to inspect the electricity meter, OK? | :13:58. | :14:04. | |
This flat's bill of just ?5 for last year led them to find this dangerous | :14:05. | :14:13. | |
by`pass. Malcolm prepares evidence for prosecution and the bill for | :14:14. | :14:20. | |
years of stolen electricity. It was back billed from 2008 from when the | :14:21. | :14:25. | |

garage is off an unmetered supply which they have switched off. But | :15:15. | :15:18. | |
where to look for the illegal supply? I am just looking to see if | :15:19. | :15:22. | |
any of it has been taken up recently. The owners insist the only | :15:23. | :15:26. | |
meters are the ones outside, but an hour`and`a`half into the search, | :15:27. | :15:32. | |

local scam can go global in days. It is a cat and mouse game, close one | :16:33. | :16:37. | |
scam and another quickly opens. The latest comes from Chinese dmaount | :16:38. | :16:41. | |
newspapers. They open `` community newspapers. They openly advertise | :16:42. | :16:46. | |
numbers for someone to come around and meddle with your meter. Take | :16:47. | :16:51. | |
control of your meters with this super money saving device. It is | :16:52. | :16:56. | |
suitable for takeaways and restaurants and households. That | :16:57. | :17:00. | |
Chinese scam has spread across Britain. We are from British Gas. We | :17:01. | :17:06. | |
