So, what's grabbed you in recent months?

Well, it's the purpose-built emergency hospital in Cramlington,

:01:39.:01:40.

where the ambulance crews are backed up in corridors because there's

:01:41.:01:43.

Of course, the serious question is how things improved?

:01:44.:01:49.

Cramlington's specialist emergency care hospital.

:01:50.:02:03.

38-year-old Elizabeth has lost movement on her right side.

:02:04.:02:10.

Raising her leg takes enormous effort.

:02:11.:02:16.

Is it a mangled story or is it fairly clear-cut?

:02:17.:02:22.

I think she had a couple of strokes in January.

:02:23.:02:27.

Elizabeth is given thrombolysis, a clot busting drug.

:02:28.:02:31.

The stroke, in her case at least, is caused by one of the blood

:02:32.:02:35.

vessels to her brain being blocked off with a big blood clot.

:02:36.:02:39.

And the thrombolysis dissolves that blood clot away and allows the blood

:02:40.:02:42.

flow to get re-established and, hopefully, salvage some

:02:43.:02:46.

of the area of brain that would otherwise be damaged.

:02:47.:02:49.

Cramlington was designed to do the work of three A departments,

:02:50.:02:52.

concentrate resources, treat cases fast.

:02:53.:02:57.

Today, there are no queues, and it's not busy.

:02:58.:03:00.

This isn't at all usual what we've had all winter.

:03:01.:03:04.

It's going into a queue of 20-25, 30 people waiting to be seen.

:03:05.:03:08.

When Inside Out reported last year, it was claimed the hospital was too

:03:09.:03:11.

Although these pictures were taken more than a year ago,

:03:12.:03:17.

ambulance staff are still routinely waiting to drop off sick people.

:03:18.:03:20.

He's bleeding from the head badly, and he's in a queue

:03:21.:03:25.

Back then, the chief executive said there was no evidence

:03:26.:03:33.

of patients being harmed but acknowledged problems.

:03:34.:03:37.

We have an issue at the moment with the way in which people

:03:38.:03:41.

We have work going on to improve that.

:03:42.:03:48.

Following the complaints, last November, the trust brought

:03:49.:03:50.

They praise the hospital but said it was slow discharging patients

:03:51.:03:54.

and had problems dealing with spikes in demand.

:03:55.:03:57.

Our system now is in a much better state than it was when we first

:03:58.:04:01.

opened our new health care facility at the Northumbria.

:04:02.:04:06.

We have largely reduce the number of queues to a few peak times.

:04:07.:04:10.

At busy times, we are pulling our consultants into the queue to do

:04:11.:04:14.

an assessment of patients while they're being admitted to.

:04:15.:04:17.

We have systems around the region where we can divert

:04:18.:04:21.

Pamela arrives with a suspected broken arm.

Hello, my name's Craig, I'm looking after you.

Pamela was injured after her car broke down.

:04:30.:04:46.

Pushing it around the corner and I couldn't get into it quick enough.

:04:47.:04:49.

And I had hold of the door so I think I just fell flat

:04:50.:04:57.

on my face, and I think the doors wrenched my left arm.

:04:58.:05:07.

It's been a complete clean, break side on, so this

:05:08.:05:22.

And you can see it's quite an angle there.

:05:23.:05:26.

Pamela was seen less than 15 minutes after arriving by ambulance,

:05:27.:05:32.

But, last year, the ambulance service told Inside Out

:05:33.:05:36.

delays to these handovers were hitting its performance.

:05:37.:05:39.

I think, out of ten, I would say it's ten.

:05:40.:05:48.

Today, the ambulance service still identifies handovers as one

:05:49.:05:50.

What I would say is we are doing a lot of work to try

:05:51.:05:59.

I think it's getting better so I'd say I'd rate it around seven.

:06:00.:06:06.

But the NHS review last November said the ambulance service was also

:06:07.:06:09.

Some crews were being overcautious and taking patients to hospital

:06:10.:06:14.

Our decision-making at the scene, because of lack of paramedics,

:06:15.:06:21.

has been risk averse and, therefore, we would be taking more

:06:22.:06:23.

From April, we will have a full establishment, and, therefore,

:06:24.:06:28.

we would expect to see an improvement in their

:06:29.:06:30.

decision-making and the use of alternative pathways

:06:31.:06:35.

The day is starting to pick up but it's still not a bad day.

:06:36.:06:44.

I would say the majority of days our bad days.

:06:45.:06:48.

I think most days this winter in most A in this country, it's

:06:49.:06:51.

One reason - increasing numbers of elderly patients

:06:52.:07:00.

It's the make up I'm trying, and it's not working, you see.

:07:01.:07:15.

The Cramlington model is based on getting serious cases

:07:16.:07:34.

through the hospital safely and speedily.

:07:35.:07:37.

This is fine tuned to be able to run very, very well.

:07:38.:07:45.

And, yet, as soon as things are imperfect, things

:07:46.:07:47.

We run right at the margins of staff, right at the margins

:07:48.:07:54.

of timings, right at the margins of capacity.

:07:55.:07:56.

We are right at the very edge of what this system

:07:57.:07:59.

I have no critical care beds in the hospital at the moment and,

:08:00.:08:04.

obviously, if there isn't one in our hospital,

:08:05.:08:06.

We really need to try and focus on getting these planned discharges

:08:07.:08:11.

Last November's NHS review highlighted problems here.

:08:12.:08:23.

They were critical about things like even just the data,

:08:24.:08:26.

whether you knew when the beds were free will going to be free.

:08:27.:08:30.

And the electronic data management system we were due to start

:08:31.:08:35.

with unfortunately couldn't be implemented in the way we expected.

:08:36.:08:39.

That has actually started this week to be rolled out

:08:40.:08:42.

She is waiting to see if the clot buster's worked.

:08:43.:08:51.

Elizabeth was already recovering from an earlier series of strokes.

:08:52.:08:55.

Just in the middle of trying to learn to walk again.

:08:56.:09:01.

I recognise the word but don't know what it is.

:09:02.:09:10.

On this day, more than 250 patients attended the emergency department.

:09:11.:09:19.

It met the target of seeing 95% of them within four hours.

:09:20.:09:23.

But this was not one of the busy winter days.

:09:24.:09:27.

Cramlington is already dealing with 50% more patients than planned,

:09:28.:09:30.

Is it still the model for the future?

:09:31.:09:40.

If you put the numbers we've dealt with through this winter,

:09:41.:09:44.

through our old system, the system would have imploded.

:09:45.:09:46.

It is only because we made the change and introduced

:09:47.:09:48.

the Northumbria to our system that we've managed in the way

:09:49.:09:51.

Now, we have our fair share of rogues.

:09:52.:09:58.

They don't like us putting them in the spotlight but we do.

:09:59.:10:02.

Our recent hit list has included a fraudster

:10:03.:10:05.

addicted to the high life, heaps of whipped cream,

:10:06.:10:08.

and those who dump rubbish in our countryside and backyards.

:10:09.:10:13.

So, David, which of those took your fancy?

Well, it has to be the County Durham swindler who ripped off his own mum,

:10:16.:10:18.

not to mention the council, who sold him Windlestone Hall.

:10:19.:10:23.

Well, he's been jailed but what happened to the hall

:10:24.:10:25.

Back in September, William Davenport was locked up

:10:26.:10:30.

The judge called hima thoroughly greedy and dishonest man.

:10:31.:10:40.

He had conned his way to owning the grade two star

:10:41.:10:42.

Last year, we revealed how he managed to buy this country pile

:10:43.:10:47.

off Durham county council under an assumed name at

:10:48.:10:48.

Even his own mother barely recognised a son

:10:49.:10:53.

who took her to the cleaners for around 300 grand.

:10:54.:10:56.

But the big question I've always asked is why?

:10:57.:11:09.

This is a man who likes to play games.

:11:10.:11:11.

And he certainly knows all of the tricks.

:11:12.:11:13.

As William Green, he was linked to a mountain of debt.

:11:14.:11:17.

It was a card he could no longer play.

:11:18.:11:19.

He bought a Scottish mansion for ?2.5 million but was evicted

:11:20.:11:29.

A multi-million dollar ranch he acquired in Alabama went the same

:11:30.:11:34.

way and he was out on his ear the same way.

:11:35.:11:37.

But he had another trick up his sleeve.

:11:38.:11:40.

This time he was called William Davenport.

:11:41.:11:44.

It was with his new idea that he arrived in County Durham,

:11:45.:11:49.

now pretending to be a software tycoon.

:11:50.:11:51.

He offered to take Windlestone Hall off the Council's hands

:11:52.:11:53.

Are you then confident that this has been the best possible

:11:54.:12:00.

Sitting here, 2013, I'm absolutely confident this is a good

:12:01.:12:03.

By selling, the council has saved itself a small fortune

:12:04.:12:08.

With Davenport jailed, it's now in the hands of the bank,

:12:09.:12:16.

which wants to sell it for more than three times what the council

:12:17.:12:20.

And, online, the brochures certainly doesn't tell

:12:21.:12:24.

The whole roof was all brand-new lead, which has gone,

:12:25.:12:30.

And it's totally left it open to the elements.

:12:31.:12:34.

They haven't even put a plastic sheet over it.

:12:35.:12:37.

This is directly underneath where they took the lead from the roof.

:12:38.:12:42.

You can see where all the water's come through the roof.

:12:43.:12:44.

I'm dumbfounded, it's far worse than I ever thought.

:12:45.:12:54.

It's something the we were always proud of.

:12:55.:12:57.

Now we've got nothing, we've got nothing to be proud of now.

:12:58.:12:59.

I think the best thing for this building now is for it

:13:00.:13:05.

to find a new owner, somebody with real vision,

:13:06.:13:07.

who can see the potential and is willing to spend several

:13:08.:13:10.

decades sorting it out because this won't happen overnight.

:13:11.:13:17.

John was interested when the council first put it up for sale

:13:18.:13:21.

but the landscape changed when Davenport sold off some

:13:22.:13:23.

You can't get to the hall because it is landlocked,

:13:24.:13:28.

I actually rang the estate agent a couple of weeks ago to see

:13:29.:13:33.

I'm sorry, you can make an offer but you can't go and view it

:13:34.:13:38.

The council sold this to a fraudster.

:13:39.:13:41.

I hold the council 100% responsible for this.

:13:42.:13:45.

They should be forced to buy it back and reinstated

:13:46.:13:49.

Durham county council says it carried out all the proper checks

:13:50.:13:55.

before the sale and it will work with any future owners

:13:56.:13:57.

But until someone does take it on, Windlestone Hall, which should be

:13:58.:14:02.

celebrated as the birthplace of a former Prime Minister,

:14:03.:14:04.

Anthony Eden, seems destined to be haunted only by its recent past.

We've been on the trail of the Newcastle party boys

living the high life from peddling laughing gas.

They'd been claiming it was for this, only we'd heard

Toon Whip was offering to deliver 24/7 but does anyone really need

to whipped cream in the middle of the night?

When we ordered some, it was quick and easy,

and we were offered something Mary Berry never

The conversation is certainly not about cream cakes.

Bang to rights, trading standards saw our footage and investigated.

Toon Whip and its two directors end up in court.

The company admitted breaking the law and was fined ?7,000.

Well, it's brilliant, brilliant outcome.

We were able to follow it up, we had a prosecution,

Young people and, particularly students, are at risk, and,

hopefully, make sure it doesn't happen again.

Last year, we reported on how taxpayers' money

It costs our councils millions each year to clean up but, in Newcastle,

:15:49.:15:55.

Jonathan Exley's van was spotted being used to fly-tip and it had

:15:56.:16:04.

Caught on camera, this footage led investigators straight to Exley.

:16:05.:16:13.

We need to speak to you about your waste management business.

:16:14.:16:15.

Since our programme, Exley admitted in court

:16:16.:16:24.

it was his van and was fined over ?100 and ?500 in costs.

And, no, he is not getting the van back.

But with plenty of other instances of fly-tipping,

the Council thinks the courts should impose stiffer penalties.

Last year, we charged ?27,000 in fines through the courts and it

cost the council over ?250,000 to clean up.

I'd implore the magistrates to recognise this has an impact

A blight on the society and please be more tough.

Well, Chris, the vet to pretty much gave up everything to look

Yes, when we highlighted her work, well, it touched so many

Back in January, we followed County Durham vet Janey Lowes,

who has dedicated herself to treating the neglected

We met Badger, who was in a terrible state.

He had really bad skin, and he'd started to chew his foot off.

It was filled with maggots, it was grotty.

He hated us at the start and wouldn't come close to us at all.

Janey spends most of her time in Sri Lanka but returns

to the UK to fundraiser to keep her charity project going.

Money is tight so even though she's also received donations

But when people saw the work she does against all the odds

When Jo Milne heard for the first time her home video went viral.
