of the Internet that is hidden from prying eyes. | :01:58. | :01:59. | |
The place where criminals use encrypted websites and virtual | :02:00. | :02:02. | |
You don't need to bother with all that, mate. | :02:03. | :02:06. | |

It's as easy to find marijuana on Craigslist | :04:07. | :04:12. | |

Turns out as street cocaine goes, it's pretty pure stuff. | :04:26. | :04:47. | |

for the Internet companies to put elements onto their websites to be | :04:56. | :04:58. | |

But if you have made money from crime, you won't want | :05:03. | :05:05. | |
What you need is someone to hide it, perhaps in their bank account. | :05:06. | :05:09. | |

I've known some stories where it's taken people ten years | :06:25. | :06:27. | |
to get their credit ratings back again, after it's been completely | :06:28. | :06:29. | |

But it'll allow you to get on and commit other crimes, | :06:32. | :06:34. | |
And it's not just about selling stuff. | :06:35. | :06:41. | |
This advert's looking for postmen to steal the letters | :06:42. | :06:53. | |
they're supposed to be delivering. | :06:54. | :06:54. | |
On Craigslist, there is also disorganised crime. | :06:55. | :06:56. | |
This guy wants someone to pass his driving theory test for him. | :06:57. | :06:59. | |
But for 50 quid, it's not that black and white. | :07:00. | :07:06. | |
For a start, he's black and I'm white, | :07:07. | :07:08. | |
Won't they check your photo against their database? | :07:09. | :07:23. | |
But there's no way I'm going to get through. | :07:24. | :07:26. | |
When I later revealed I'm a journalist, he didn't | :07:27. | :07:28. | |
And neither did Craigslist, in fact when we asked | :07:29. | :07:36. | |
And that came from the top, the Chief Executive's office. | :07:37. | :07:44. | |
I think whilst they're making money, and whilst nobody is turning | :07:45. | :07:47. | |
round and asking them, or forcing them, to try | :07:48. | :07:52. | |
and change what's going on, you'll find sites like this | :07:53. | :07:56. | |
using the ostrich effect to what's going on, sticking their head | :07:57. | :07:59. | |
No wonder criminals can carry on regardless. | :08:00. | :08:03. | |

When we asked to interview a minister, all we got was a Home | :09:45. | :09:51. | |
Well, we've kind of done that for them already. | :09:52. | :10:01. | |
So maybe it's time the Government forced websites like Craigslist | :10:02. | :10:05. | |
Everyone was horrified by the Grenfell Tower disaster, | :10:06. | :10:17. | |
But for those living in tower blocks with similar | :10:18. | :10:21. | |
cladding to the kind used, well, the tragedy has been | :10:22. | :10:23. | |
I've been to meet some of the residents of one | :10:24. | :10:29. | |
tower block in Salford, who nearly five months down the line | :10:30. | :10:36. | |
are still waiting for the cladding on their building to be removed. | :10:37. | :10:39. | |
But after the horrific scenes at Grenfell, I just lay in bed | :10:40. | :10:44. | |
So I get up, make myself a little drink, or I go and stand up | :10:45. | :10:57. | |
And then I'll come in here, I'll chat to people locally on Facebook, | :10:58. | :11:01. | |
and then somebody will say hi from Grenfell, and | :11:02. | :11:04. | |
They ask us what the progress is, then we just say goodbye and I'm | :11:05. | :11:10. | |
I try and do things to take my mind off it. | :11:11. | :11:14. | |
He lives on the eighth floor of Canon Hussey Court, | :11:15. | :11:19. | |
one of 32 tower blocks in Salford which have been identified as having | :11:20. | :11:27. | |
the same or a similar type of cladding to that | :11:28. | :11:30. | |
Before Grenfell Tower, I felt quite safe. | :11:31. | :11:34. | |
But I was in Turkey on holiday when I saw the horrific | :11:35. | :11:37. | |
events unfolding on TV, and straightaway I was | :11:38. | :11:39. | |
So it immediately crossed your mind that you could potentially be | :11:40. | :11:45. | |
Cos it was mentioned on the news that lots of other blocks of flats | :11:46. | :11:53. | |
UK-wide might be the same cladding, so it made me feel | :11:54. | :11:56. | |
When I got home, I found up Salix, my home provider, and they tried | :11:57. | :12:00. | |
to reassure me that everything they could do would get done ASAP. | :12:01. | :12:10. | |
What kind of things were you looking to get done? | :12:11. | :12:12. | |
What would have given you reassurance? | :12:13. | :12:16. | |
A gang of guys here, and get the cladding off straightaway. | :12:17. | :12:19. | |
But I knew that couldn't be done, because of the way the installation | :12:20. | :12:22. | |
It would be exposed to the elements, the rain and frost etc. | :12:23. | :12:26. | |
So all that would have to come off at the same time. | :12:27. | :12:32. | |
So it's a mammoth task, you were aware it's | :12:33. | :12:35. | |
But what comes first, money or lives? | :12:36. | :12:43. | |
In the aftermath of the Grenfell disaster in June, the Government | :12:44. | :12:45. | |
ordered tests to be carried out on cladding on all tower | :12:46. | :12:48. | |
There is confusion over the precise number of tower blocks which have | :12:49. | :12:55. | |
failed the fire safety tests since June. | :12:56. | :13:00. | |
Initial testing procedures were revised, and cladding on blocks | :13:01. | :13:02. | |
which originally failed were later passed. | :13:03. | :13:05. | |
But in Salford, 32 buildings have been deemed unsafe. | :13:06. | :13:09. | |
Nine of these blocks belong to Salford City Council. | :13:10. | :13:16. | |
It has secured a loan of ?25 million to replace the cladding, | :13:17. | :13:18. | |
and work has now started on its towers. | :13:19. | :13:21. | |
The remaining Salford blocks which are affected belong to private | :13:22. | :13:24. | |
housing associations, including Canon Hussey | :13:25. | :13:26. | |
It's one of seven tower blocks belonging to Salix Homes, | :13:27. | :13:32. | |
which is still waiting for cladding to be replaced. | :13:33. | :13:37. | |
I've just been told they're waiting for a directive from Government | :13:38. | :13:39. | |
or planning or whatever on what type of cladding to replace | :13:40. | :13:46. | |
So we're just in limbo, and it's a frightening limbo to live in. | :13:47. | :13:53. | |
When I saw the image of it, it was just sheer shock really. | :13:54. | :13:56. | |
Never crossed my mind that that could happen. | :13:57. | :14:03. | |
Another resident who lives in the same block as Tom | :14:04. | :14:06. | |
was horrified when she saw the Grenfell fire on television. | :14:07. | :14:08. | |
She agreed to talk to us about her fears, but didn't | :14:09. | :14:11. | |
And knowing as well, as you watched it unfolding, | :14:12. | :14:28. | |
you're seeing all these emergency services which were | :14:29. | :14:30. | |
Did you immediately think, "I live in a high-rise building", | :14:31. | :14:39. | |
And that's why I asked questions, just to be told that they've no | :14:40. | :14:48. | |
I can see out of my window, blocks that they ARE taking it off. | :14:49. | :14:53. | |
And you feel, "Well, they're getting looked after - we're not." | :14:54. | :14:55. | |
So has it crossed your mind what your plan would be, | :14:56. | :14:58. | |
if there were to be a fire in this building? | :14:59. | :15:00. | |
get out and walk down the stairs, and hope for the best. | :15:01. | :15:07. | |
My main concern is would I ever be found, like them poor people? | :15:08. | :15:10. | |
I honestly feel that I probably wouldn't get out in time, | :15:11. | :15:21. | |
because when there's been fires here before, I've not found | :15:22. | :15:25. | |
out until the next day or maybe week later, | :15:26. | :15:28. | |
that there's actually been a fire in the block. | :15:29. | :15:30. | |
When I do actually find out, is it going to be too | :15:31. | :15:35. | |
We invited Salix Homes to take part in this programme. | :15:36. | :15:39. | |
They said nobody was able for interview, but they did | :15:40. | :15:42. | |
"We are currently taking professional advice from technical | :15:43. | :15:46. | |
experts in Government and industry, to develop a personal solution | :15:47. | :15:49. | |
We'll be carrying out this work as quickly as possible. | :15:50. | :16:00. | |
We cannot provide clear timescales for when this work will begin. | :16:01. | :16:03. | |
We do anticipate, however, that the remedial work | :16:04. | :16:05. | |
across our affected tower blocks is likely to take a number | :16:06. | :16:08. | |
Salix Homes says it's introduced round-the-clock security | :16:09. | :16:20. | |
patrols at its blocks, and installed a new state of the art | :16:21. | :16:23. | |
fire alarms in all flats and communal areas of | :16:24. | :16:25. | |
So, what more can be done to speed up the process? | :16:26. | :16:29. | |
Paul Dennett is Salford city mayor, and is responsible for the council | :16:30. | :16:32. | |
But he's also been appointed head of the Greater Manchester | :16:33. | :16:35. | |
High Rise Task Force, and is in dialogue with private | :16:36. | :16:38. | |
What pressure can you put on the private housing providers? | :16:39. | :16:41. | |
In terms of pressure on the housing providers, | :16:42. | :16:43. | |
in the private sector, I think we have to work with them. | :16:44. | :16:47. | |
At the end of the day we've set up the High Rise Task Force, | :16:48. | :16:52. | |
there is a private sector group there, we are working with them | :16:53. | :16:58. | |
to explore how they find solutions to some of this. | :16:59. | :17:01. | |
They've asked very specific questions of local authority | :17:02. | :17:02. | |
and Government about whether or not Government can help with some | :17:03. | :17:05. | |
of this in financial terms, but ultimately I think the private | :17:06. | :17:08. | |
sector are responsible for finding solutions for the residents that | :17:09. | :17:11. | |
What do you think that the Government should | :17:12. | :17:14. | |
Because initially their response was, whatever is necessary. | :17:15. | :17:17. | |
Now there appears to be some backtracking - | :17:18. | :17:19. | |
Well, I think where we've reached, certainly within Greater Manchester, | :17:20. | :17:25. | |
is we're clear that the building regulations and the fire and safety | :17:26. | :17:33. | |
order in terms of how they are applied, | :17:34. | :17:35. | |
So as far as we're concerned the Government has to take some | :17:36. | :17:39. | |
One of the questions I've not had adequately answered to date is, | :17:40. | :17:43. | |
why was this material ever on the market in Britain, | :17:44. | :17:45. | |
when other places like the US and Germany didn't allow it? | :17:46. | :17:48. | |
We've been in dialogue with the department of local government, and | :17:49. | :17:58. | |
it is a protracted process which is not good enough, really. In the | :17:59. | :18:02. | |
immediate aftermath of the Grenfell fire, the Government said it would | :18:03. | :18:06. | |
assist local councils and housing associations which could not afford | :18:07. | :18:11. | |
to remove failed cladding from tower blocks. Whatever remedial measures | :18:12. | :18:18. | |
need to be taken to make buildings safe, local authorities should get | :18:19. | :18:23. | |
on with those, and for those that need help with funding, we are ready | :18:24. | :18:27. | |
to discuss that with them and we will work with them. But since then | :18:28. | :18:31. | |
the Government has said it is the responsibility of building owners to | :18:32. | :18:35. | |
make sure their properties are safe from residents, and it expects them | :18:36. | :18:41. | |
to fund fire safety measures. Back at Canon hussy court, the anxious | :18:42. | :18:45. | |
wait continues for Tom and other residents. What will make you feel | :18:46. | :18:53. | |
safe? When the cladding is replaced. No sprinklers, fire alarms? They are | :18:54. | :19:01. | |
only to put fires out and warn you about fires. This is what will catch | :19:02. | :19:06. | |
fire, the cladding. That is what needs changing, as soon as possible. | :19:07. | :19:13. | |
Has it crossed your mind to move? I must admit slightly. I love my flat, | :19:14. | :19:18. | |
I love Salford and the people, so I don't really want to move. I've been | :19:19. | :19:23. | |
here 15 years after travelling for a long time, this flat is now my home. | :19:24. | :19:28. | |
So I don't want to move, I just want to feel safe. | :19:29. | :19:36. | |
With the Grand National on our doorstep, the Northwest is | :19:37. | :19:42. | |
synonymous with horse racing. But how much hard work does it take to | :19:43. | :19:46. | |
train the winner at a big race? We've been to Cartmel in Cumbria to | :19:47. | :19:48. | |
find out about life as a trainer. You've never heard the like of it! | :19:49. | :20:06. | |
Red Rum wins the Grand National. A high-stakes world of glitz and | :20:07. | :20:16. | |
glamour. A place where multimillionaire | :20:17. | :20:19. | |
owners battle it out on the sporting stage. | :20:20. | :20:27. | |
But what is the reality for the men and women whose job it is to train | :20:28. | :20:31. | |
horses for races like the Grand National? We spent the last few | :20:32. | :20:35. | |
months in one of the most picturesque stables in the country, | :20:36. | :20:46. | |
to find out. Is she a good ride? Does she jump | :20:47. | :20:54. | |
OK? You've spoken to the stable staff, sampled every aspect of an | :20:55. | :20:59. | |
equine operation at the yard of Jimmy Moffat. His family's been | :21:00. | :21:07. | |
training courses in Cartmel for decades. The village is famous for | :21:08. | :21:13. | |
its race track, one of the most popular in the country. I have never | :21:14. | :21:19. | |
known anything else. It is a way of life. It is so rewarding. -- very | :21:20. | :21:35. | |
rewarding. Here, there are just 30 horses. The operation may be small, | :21:36. | :21:40. | |
but Jimmy's ranked in the top 20 out of 600 British trainers. He doesn't | :21:41. | :21:47. | |
realise how important he is in the area, but there are not -- lots of | :21:48. | :21:53. | |
local owners and people who get attached to his yard, who support | :21:54. | :22:02. | |
him. And this is where the story usually starts. It is a sunny | :22:03. | :22:09. | |
morning in May, and Jimmy's talent spotting at Doncaster's horse sales. | :22:10. | :22:16. | |
First horse we bought at the two-day sale, he is a nine-year-old chaser, | :22:17. | :22:23. | |
should do well in the North, jumps well, and has got winning form, so | :22:24. | :22:32. | |
we paid 10,000 guineas for him, but he is rated 128 which means that he | :22:33. | :22:35. | |
will be in pretty competitive type of races, and hopefully he should be | :22:36. | :22:42. | |
winning the owner's purchase price back within the next six months or | :22:43. | :22:48. | |
so. There are hundreds of choices here, but only a few are potential | :22:49. | :22:54. | |
champions. If you buy one that is not up to the job, he won betrayed | :22:55. | :22:58. | |
any winners, and nobody will want to put any horses with you. -- you will | :22:59. | :23:07. | |
not train any winners. Jimmy buys horses on behalf of owners who pay | :23:08. | :23:11. | |
him to keep, train and prepare them for races around the country. Do you | :23:12. | :23:18. | |
want some attention? We stayed in a little cottage so we | :23:19. | :23:23. | |
could see the gallops of a morning. I've always been interested in horse | :23:24. | :23:29. | |
racing, and I was mesmerised by horses. James had owners with other | :23:30. | :23:37. | |
-- his horse is sympathetic -- symptomatic of the Moffatt approach, | :23:38. | :23:42. | |
arriving at the yard as an underachiever, blossoming as the | :23:43. | :23:48. | |
result of some lakeside TLC. They wondered what was wrong with him, he | :23:49. | :23:53. | |
was released and fish. We got the vet out on the dentist out, so his | :23:54. | :24:00. | |
-- they saw that his teeth were misaligned, we sorted that out and | :24:01. | :24:10. | |
he is a different horse. The horses who are trained on the | :24:11. | :24:15. | |
Cartmel Fells. They are written a head by Jimmy and his stable staff. | :24:16. | :24:22. | |
The same staff who work physical 12 hour days, feeding, grooming and | :24:23. | :24:28. | |
mucking out. We would ride around together for free, and we ride | :24:29. | :24:34. | |
around together and get paid, so it's fun. And Jimmy's a really good | :24:35. | :24:39. | |
boss as well. So we all have a laugh. I think if you don't have a | :24:40. | :24:43. | |
laugh, it can be dangerous so you have to laugh everything of! This is | :24:44. | :24:51. | |
a Cumbrian collective Polly and Charlotte Drive from Barrow each and | :24:52. | :24:57. | |
every day. -- this is a Cumbrian collective, they drive from Barrow | :24:58. | :25:00. | |
each and every day. The vet comes from Grange over Sands. And the | :25:01. | :25:11. | |
farrier arrives every Thursday, anvil in his van. No food, no horse. | :25:12. | :25:18. | |
It is time -- hard to win a race, and it is getting harder and harder | :25:19. | :25:22. | |
every year with better horses, and Jimmy stays up there and is always | :25:23. | :25:30. | |
doing really well. This isn't just a story about the Moffatt family, | :25:31. | :25:35. | |
theirs is a business which touches plenty of people. Cartmel is as | :25:36. | :25:39. | |
famous for horse racing as it is for sticky toffee pudding. They have | :25:40. | :25:46. | |
been racing here since the 1400s. The New York Times rated a day out | :25:47. | :25:52. | |
here higher than a trip to Tibet in its 50 things to do before you die. | :25:53. | :25:58. | |
For Jimmy, though, this is home, a place where he can walk his horses | :25:59. | :26:04. | |
to the track, a place he has come to dominate. That is important because | :26:05. | :26:08. | |
obviously the local people are bound to follow some of our horses. When | :26:09. | :26:15. | |
you do not have a local yard, the racecourse doesn't have that same | :26:16. | :26:22. | |
sort of identity. -- the racehorse. And Jimmy loves Cartmel, he was born | :26:23. | :26:26. | |
and bred, he loves the whole area. And that sort of support is | :26:27. | :26:30. | |
magnificent for the racecourse. This one wants fast ground, and it has | :26:31. | :26:39. | |
one in Salford. But not every owner is a millionaire. This syndicate | :26:40. | :26:43. | |
owns a horse Jimmy bought it at the sales back in May. Yellow macro you | :26:44. | :26:50. | |
guys have saved up your hard earned money and done it. My lads who | :26:51. | :26:57. | |
worked of the road, up against people who are millionaires, we are | :26:58. | :27:01. | |
in with the big boys, just see how we go and hopefully one day we will | :27:02. | :27:07. | |
be in the winner 's' enclosure. On Wednesday, the race came true, as | :27:08. | :27:13. | |
the horse won its first race at Wetherby. -- their dream came true. | :27:14. | :27:26. | |
And that is the ongoing aim, to be a more successful runners on the | :27:27. | :27:31. | |
Cumbrian fells. I think it makes it more notable for your family and | :27:32. | :27:36. | |
friends ate it is local. The whole of Barrow pretty much go to Cartmel | :27:37. | :27:41. | |
racecourse. They know that we work here, and Jimmy's a local trainer. | :27:42. | :27:47. | |
Pretty much the whole time's behind him and stuff, so that is good as | :27:48. | :27:57. | |
well. -- the whole town. It is a bit more like -- a bit like David and | :27:58. | :28:01. | |
Goliath, but you know a lot of the people in the area, and I think they | :28:02. | :28:04. | |
are genuinely pleased when we have some success. We've had a lot of | :28:05. | :28:09. | |
warmth because of that, and I suppose it encourages the in some | :28:10. | :28:15. | |
ways to try even harder and bring some success to the local area. | :28:16. | :28:28. | |
