road and ten garages. It is not exactly Top Gear. We are on the | :01:51. | :01:56. | |
trail of part-worn tyres. Second hand wheels which break the rules | :01:56. | :02:01. | |
can be dangerous, and they are definitely illegal. You would not | :02:01. | :02:03. | |
expect high-street garages to be selling them to unsuspecting | :02:03. | :02:12. | |
drivers. But we are about to find out, with help from this man. This | :02:12. | :02:16. | |
is Damian, an independent tyre safety expert. Today he is working | :02:16. | :02:20. | |
for us. He is going to pose as a typical customer looking to buy | :02:20. | :02:26. | |
part-worn tyres. What should we be looking out for? | :02:26. | :02:29. | |
The obvious stuff is things like tread depth. It's important to see | :02:29. | :02:33. | |
tread over the whole tyre, across the whole width and round the whole | :02:33. | :02:35. | |
circumference. There's also a requirement for part-worn tyres to | :02:35. | :02:41. | |
be stamped part-worn, so that you know what you're getting. And no | :02:41. | :02:47. | |
cuts or rips, either inside or outside. It's the inside ones are | :02:47. | :02:50. | |
that concern me, because that's stuff that you can't see, and you | :02:50. | :02:58. | |
have to trust the person selling it to you to have made that inspection. | :02:58. | :03:01. | |
We're visiting ten garages across the West Midlands to find out if | :03:01. | :03:04. | |
they are selling illegal part-worn tyres. | :03:04. | :03:10. | |
Where are we off to first? A garage in Newport in Shropshire. OK. Let's | :03:10. | :03:20. | |

Second-hand tyres which are not up to the job can be dangerous. Poor | :03:24. | :03:28. | |
quality ones played a major part in this accident. The driver, a young | :03:28. | :03:32. | |
father, was left paralysed. Tyres are more important than people | :03:33. | :03:36. | |
realise, I think. I don't like the idea that people are taken | :03:36. | :03:42. | |
advantage of by people they trust. Last year there were 709 tyre- | :03:42. | :03:50. | |
related accidents in the UK - 127 here in the West Midlands. It's an | :03:50. | :03:53. | |
issue Birmingham Trading Standards is well aware of. Its last | :03:53. | :03:56. | |
investigation was over two years ago, and found that nine out of the | :03:56. | :04:02. | |
ten second-hand tyres they bought were illegal. But has anything | :04:02. | :04:10. | |
changed? We're about to find out. We've reached our first | :04:10. | :04:15. | |

of tread, it's got no damage. It's got no part-worn stamp, of course, | :04:36. | :04:41. | |

seen. Lots of tread detail, it has not been driven it that much. It is | :06:34. | :06:42. | |
lacking the part-worn stamp. Out of the ten garages we visited, seven | :06:42. | :06:49. | |
had to part-worn tyres on sale. Two of them of potentially dangerous | :06:50. | :06:54. | |
according to a our expert. It is no surprise to some tyre safety | :06:54. | :07:00. | |
campaigners. We know there is a trend in the market place where | :07:00. | :07:06. | |
people are buying used or part-worn tyres. Probably for the purpose of | :07:06. | :07:12. | |
saving money. Date or a safety- critical items. We rely on them | :07:12. | :07:18. | |
every single time the wheels turn in the car. Just exactly what is | :07:18. | :07:24. | |
wrong with that tier, how are you going to handle that, will it | :07:24. | :07:28. | |

strapped motorists. An estimated 4 million bus sold each year. Sold to | :07:49. | :07:54. | |
drivers like muscle. His newly bought part-worn tyre collapsed | :07:55. | :08:01. | |
while he was travelling at 70 mph on the motorway. To actually feel | :08:01. | :08:05. | |

we've assumed that traffic's just going to get worse and worse. | :11:07. | :11:10. | |

Well, maybe not. Whisper it, but there is a rumour going around | :11:18. | :11:21. | |
transport circles that we are falling out of love with our four | :11:21. | :11:28. | |
wheels. In fact, they've even given it a name - Peak Car. | :11:28. | :11:32. | |
So what is Peak Car? Well, just look at UK traffic growth in the | :11:32. | :11:36. | |
'60s and '70s when we couldn't get enough cars, but by the '90s the | :11:36. | :11:38. | |
trend was already slowing, and by about 2002 average mileage per | :11:39. | :11:48. | |
:11:49. | :11:55. | ||
person stalled. Is that love-affair with the car's cooling down? What | :11:55. | :12:00. | |
seems to be happening in the advanced countries including | :12:00. | :12:05. | |
America is that traffic growth due to, used simply is not going ahead | :12:05. | :12:09. | |
at the same rates it used to have. Well, now Inside Out has been given | :12:09. | :12:12. | |
the first piece of in-depth research into Peak Car in the UK | :12:12. | :12:15. | |
and this report is full of surprises. It shows that while some | :12:15. | :12:17. | |
of us are driving more than ever, others are dramatically changing | :12:17. | :12:22. | |
the way we travel. Take young men for example. | :12:22. | :12:26. | |
Now when I was young, I couldn't wait to get my hands on my dad's | :12:26. | :12:35. | |
mark 4 Cortina with reversing lights. Passing your test was seen | :12:35. | :12:43. | |
as a rite of passage, but apparently that is changing. | :12:43. | :12:46. | |
Market trader Lee Vernon is 19, but he won't be adding to the traffic | :12:46. | :12:51. | |
around Mansfield Nottinghamshire any time soon. He is selling up | :12:51. | :12:58. | |
because he has just been quoted �2,800 to insure his three-wheeler. | :12:58. | :13:01. | |
I really love it. It's a great looking car, it's a really classic | :13:01. | :13:04. | |
car, they're really rare. But the insurance is too much, and I can't | :13:05. | :13:11. | |
afford it. The research shows Lee is not alone. | :13:11. | :13:17. | |
Young men are driving 2,000 miles a year less than they were in 1995. | :13:17. | :13:20. | |
Women though, young and old, are actually driving more than they | :13:20. | :13:25. | |
used to. So what is going on? I think what changed, attitude wise, | :13:25. | :13:29. | |
is everybody just kind of gave up and got that used to using Facebook | :13:29. | :13:32. | |
and their phones and sitting around, or using public transport that I | :13:32. | :13:42. | |
:13:42. | :13:47. | ||
don't think anyone even cares about cars any more. Young men are not | :13:47. | :13:53. | |
driving so much. There are a lot of possible explanations, such as the | :13:53. | :13:58. | |
rise of insurance costs. But if that trend continues, we will see a | :13:58. | :14:02. | |
lot less, traffic and a lot less, ownership as well. | :14:02. | :14:06. | |
So what else has the report found? Well, this is the rainy 7.16am from | :14:06. | :14:09. | |
Warwick Parkway to Marylebone. Over the last 2 years the numbers using | :14:09. | :14:17. | |
this line have gone up by a staggering 40%. | :14:17. | :14:20. | |
And according to the report that is in line with a national trend. | :14:20. | :14:23. | |
Since the mid-'90s the distance the average person travels by rail has | :14:23. | :14:27. | |
soared by more than 60%, the last time the trains were this busy was | :14:27. | :14:37. | |
The key growth we have seen is in two areas. One is business travel | :14:37. | :14:40. | |
in the morning where you can do some work and the other is in | :14:40. | :14:43. | |
leisure travel, especially at weekends. Train travel has become | :14:43. | :14:46. | |
much cheaper, at the same time as fuel prices increasing. It costs | :14:46. | :14:50. | |
more to travel by car. So that whole value equation is suddenly | :14:50. | :14:54. | |
tilted in favour of rail. And of course all those gadgets | :14:54. | :14:58. | |
mean you can now work or play on the move. You can even book your | :14:58. | :15:04. | |
next train ticket if you can get a signal! While business travel by | :15:04. | :15:08. | |
rail is up, company car mileage is down - by 40% between 1995 and 2007 | :15:08. | :15:15. | |
- so that is before any recession. Scrapping tax breaks made the | :15:15. | :15:20. | |
difference and it has had a big impact on traffic in London. | :15:21. | :15:25. | |
Despite more people moving to the capital, there are fewer cars. But | :15:25. | :15:28. | |
the report found people in the countryside seem to be driving as | :15:28. | :15:33. | |
much if not more than ever. Of course in big cities, you do have a | :15:33. | :15:39. | |
lot of options for getting around. Fairfax Hall runs a London company | :15:39. | :15:42. | |
making specialist gin and vodka and thinks he has distilled the perfect | :15:42. | :15:46. | |
formula for company travel. Whenever they need a car or van, | :15:46. | :15:50. | |
they book it from a car club and pick it up from a designated | :15:50. | :15:58. | |
parking space 15 minutes later. is a small start-up business, and | :15:58. | :16:01. | |
we don't have a lot of money, so we invested everything we head into | :16:01. | :16:09. | |
the distillery itself. Actually, investing loads of money into a van | :16:09. | :16:13. | |
didn't seem like a good use of capital. So it is relatively low | :16:13. | :16:17. | |
cost. Then the other benefit is flexibility, you can jump into what | :16:17. | :16:26. | |
is essentially a brand new vehicle and drive it at 15 minutes' notice. | :16:26. | :16:29. | |
So here's a question - what does all this research mean for the | :16:29. | :16:33. | |
future of the UK car industry? After all, we have had a bit of a | :16:33. | :16:38. | |
boom recently. The UK is actually on course to produce more cars than | :16:38. | :16:44. | |
at any time since 1972. But that is not because we are all buying | :16:44. | :16:49. | |
ourselves a new motor. 80% are being exported - these Minis are | :16:49. | :16:52. | |
heading to Asia and South America. Last month in London at the RAC's | :16:52. | :16:55. | |
Future Car Challenge, another famous sci-fi face was in no doubt | :16:55. | :17:05. | |
:17:05. | :17:05. | ||
what that future holds. I think what is happening now is a huge | :17:05. | :17:10. | |
challenge to the car industry. I don't see that the car has come to | :17:10. | :17:15. | |
an end, I think they are too useful. But we need to rethink the model of | :17:15. | :17:18. | |
how we use cars, car-sharing, all those sort of things, and I think | :17:18. | :17:22. | |
electric cars are part of that. An electric car in a city that you | :17:22. | :17:26. | |
don't own makes more sense, you can park it where it's always charged | :17:26. | :17:30. | |
and ready to use. It is not just the car industry that will be | :17:31. | :17:33. | |
looking at this research. The Department for Transport is | :17:33. | :17:36. | |
planning a major road building programme based on their model that | :17:36. | :17:40. | |
traffic will go up by 44% increase over the next two decades or so. | :17:40. | :17:46. | |
But what if they have got it wrong? After all, since 1989, successive | :17:46. | :17:51. | |
governments have overestimated traffic growth. This is the range | :17:51. | :17:59. | |
of predictions. The red line is what's actually happened. There is | :17:59. | :18:02. | |
always a risk forecasting that it will be wrong, but the key thing | :18:02. | :18:05. | |
the Department for Transport model does is it takes a wide and rich | :18:05. | :18:09. | |
set of data, it ensures that data is rigorously analysed. There are a | :18:09. | :18:13. | |
lot of useful things in this report for us to go away and look at but | :18:13. | :18:17. | |
I'm not convinced it shows we have reached peak car. The government | :18:17. | :18:20. | |
points out the UK population is predicted to grow by another 10 | :18:20. | :18:25. | |
million in the next 25 years. And the RAC Foundation, who helped fund | :18:25. | :18:32. | |
the report, says that means we are still going to need more roads. | :18:32. | :18:36. | |
This is not the end of the car. The use of the car has been declining, | :18:36. | :18:39. | |
but for 75 per cent of the population, people will need to use | :18:39. | :18:42. | |
cars unless they have railways and buses available and most people | :18:42. | :18:49. | |
will not have those things. Almost half a century ago when Star Trek | :18:49. | :18:52. | |
started, this is what we thought travel in the 23rd century might | :18:52. | :18:58. | |
look like - and it is pure '60s. It all shows how hard it is to predict | :18:58. | :19:03. | |
the future. But the danger is assuming it will look like a bigger | :19:03. | :19:07. | |
version of what we have now. The motor car has been the transport | :19:08. | :19:13. | |
story of the last 50 years. I never thought I would say this, but it | :19:13. | :19:17. | |

one Midlands company for the last 100 years and they say demand is | :20:29. | :20:36. | |
increasing. In the mid 1950s there were around 160,000 motorcycle | :20:36. | :20:39. | |
combinations on our roads, and half of them were made by a builder from | :20:39. | :20:49. | |

Birmingham - Thomas Frederick Watson. Watsonian Squire in the | :20:52. | :20:55. | |
Cotswolds began life in 1912, so I've come today to find out how | :20:55. | :20:58. | |
they've survived a whole century and how they plan to survive the | :20:58. | :21:08. | |

Sidecars originated in France in the 1890s and became popular in | :21:10. | :21:16. | |
Britain in the period before the First World War. It was during that | :21:16. | :21:18. | |
time that Brummie Thomas Watson spotted the problem with parking | :21:18. | :21:28. | |
:21:28. | :21:28. | ||
them. They wanted to be able to take them to the alleyway behind | :21:28. | :21:31. | |
the terraced houses, so he developed this side car which | :21:31. | :21:34. | |
folded so that you could wheel it down the alleyway between the | :21:34. | :21:37. | |
terraced houses, which was 3 ft wide, something like that, he | :21:37. | :21:43. | |
developed this sidecar which collapsed. He called it, when he | :21:43. | :21:50. | |
started his business, the patent collapsible sidecar. The sidecar | :21:50. | :21:54. | |
folded a bit like a cardboard box folds, you are able to fold it so | :21:54. | :22:04. | |
:22:04. | :22:04. | ||
it is flat. That is how he dealt with the body. He had a chassis | :22:04. | :22:10. | |
which had hinges on it so it did the same sort of thing. The folding | :22:10. | :22:13. | |
sidecar was the beginning of something big. The company went on | :22:13. | :22:16. | |
to make them for every occasion and they didn't have to fold to be | :22:16. | :22:21. | |
fabulous. From two-seaters to ones for kids - there was even a sidecar | :22:21. | :22:27. | |
ambulance. They made hundreds of models, very proactive, they were. | :22:27. | :22:32. | |
Developing lots and lots of different models. I think very | :22:32. | :22:40. | |
often people had a motorcycle and bought a sidecar as an accessory. | :22:40. | :22:43. | |
Either when the family came along or when they could afford a sidecar, | :22:43. | :22:47. | |
so they could take the family out. So a lot of people would have used | :22:47. | :22:50. | |
the motorcycle for commuting to work and then attached a sidecar | :22:50. | :22:54. | |
when they could afford it or when the need arose so they could go out | :22:54. | :22:57. | |
at weekends with the family. The Watsonian had about half the | :22:57. | :23:04. | |
business. They bought the competition. They were a very | :23:04. | :23:09. | |
dominant force in the sidecar business and we still are. | :23:09. | :23:13. | |
their heyday was short lived - in the 1960s there was a new kid in | :23:13. | :23:23. | |
:23:23. | :23:27. | ||
town and it was about to give the Mass production meant that families | :23:27. | :23:30. | |
started buying small cheap cars and sales for the sidecar dropped | :23:30. | :23:39. | |
dramatically. Watsonian managed to hang in there though. They had to | :23:39. | :23:42. | |
diversify, at one point they even built boat parts, but 100 years on | :23:42. | :23:52. | |
they're still making sidecars. are very busy at the moment, making | :23:52. | :23:56. | |
about 200 a year. A lot of that is export, exporting all over the | :23:56. | :24:00. | |
world, Europe, our biggest customer is in Japan. The home market is | :24:00. | :24:03. | |
doing very well as well, we are selling sidecars to a whole range | :24:03. | :24:06. | |
of young people, young families, old guys, people who have wanted to | :24:06. | :24:13. | |
cycle all their lives. But who exactly is the new Watsonian Squire | :24:13. | :24:21. | |
owner? Well Chad Brown, for one. do like the retro appearance of the | :24:22. | :24:25. | |
Watsonian, they haven't changed in many years, and I find many people, | :24:25. | :24:28. | |
when I go out in public with the bike think it is a lot older than | :24:29. | :24:38. | |
it really is. And I like that about it. It is something about the past. | :24:38. | :24:45. | |
People are very interested and nostalgic about them, really. They | :24:45. | :24:48. | |
often talk to me about their old days and when their grandfather or | :24:48. | :24:57. | |
somebody had a bike and they remember it. They originally cost | :24:57. | :25:00. | |
just 12 guineas, but now it's more like �2,500-6,000 and fans include | :25:00. | :25:08. | |
the Hollywood A-list. Recently I built Ewan McGregor one which is | :25:08. | :25:12. | |
being shipped over to LA. That was a custom one with a leather | :25:13. | :25:19. | |
interior, that was beautiful. Just for his dog, unfortunately. The | :25:19. | :25:25. | |
Harry Potter ones, of course. Built a couple of those. They are nice | :25:25. | :25:30. | |
and they sell to the general public as well. For some, sidecars are | :25:30. | :25:34. | |
just a good way of getting around, but for others it's sport. Racing | :25:34. | :25:38. | |
sidecars reach speeds of well over 100 miles an hour in races and it's | :25:38. | :25:41. | |
