Have you ever wondered how criminals can get access to your bank details? | :00:00. | :00:00.
Well, coming up we track down the gang using these to get | :00:00. | :00:08.
I am from the BBC in the UK. I have a few questions for you. Are you | :00:09. | :00:26.
making a lot of money out of this? I'm Andy Akinwolere, | :00:27. | :00:29.
this is Inside Out First tonight, | :00:30. | :00:50.
this is the Inside Out team and they've been working hard all summer | :00:51. | :00:52.
- infiltrating a criminal gang 3,000 Because the gang have been targeting | :00:53. | :00:55.
West Midlands bank accounts Here's Jonathan Gibson with | :00:56. | :00:58.
our exclusive report. It's Friday night and for most of us | :00:59. | :01:02.
the weekend's started - me included. A few drinks and some food out and, | :01:03. | :01:06.
if like me, you've never got cash, For ten years now we've all been | :01:07. | :01:13.
using these - Chip-and-PIN machines And the place I've come | :01:14. | :01:25.
for dinner is no different. Remember when we used to sign | :01:26. | :01:31.
for things in shops? The banks told us Chip | :01:32. | :01:33.
and PIN would be much safer. Well, try telling Julie Cleaver | :01:34. | :01:39.
that. We went to buy fuel at a local | :01:40. | :01:43.
petrol station and apparently there was a camera set up in the ceiling | :01:44. | :01:46.
that was looking down onto the machine, recording us as we were | :01:47. | :01:49.
putting in our PIN numbers, and then obviously putting that together with | :01:50. | :01:52.
the card details afterwards The thieves who stole Julie's | :01:53. | :01:55.
cash were caught red-handed. You see, when | :01:56. | :02:01.
the banks introduced Chip-and-PIN machines, so long as you protected | :02:02. | :02:08.
your PIN, they were pretty much Not according to this lot online - | :02:09. | :02:11.
all say they're victims That's the thing with | :02:12. | :02:20.
the internet - there are the good people on there like the innocent | :02:21. | :02:25.
victims and then there are the bad. I'm talking to | :02:26. | :02:30.
a man who knows all about stolen numbers because he steals them, | :02:31. | :02:32.
and he's looking for a new partner. Funnily enough, I haven't | :02:33. | :02:40.
mentioned I'm a journalist. He thinks I own | :02:41. | :02:44.
a restaurant with card paying customers, but I need to gain | :02:45. | :02:46.
his trust and that's taking months. But one day he tells me | :02:47. | :02:52.
a parcel's in the post. I still don't know who this guy is, | :02:53. | :02:56.
so I've told him to send it here, If he's as dodgy as he sounds, | :02:57. | :03:00.
I'm not giving him my address! It's a Chip-and-PIN machine. And | :03:01. | :03:09.
not just any Chip-and-PIN machine. According to its maker, | :03:10. | :03:13.
one of the most security conscious. I've already spent months gaining | :03:14. | :03:22.
this criminal's confidence, but he He's finally agreed to chat, | :03:23. | :03:29.
but is banking on staying anonymous Yeah, | :03:30. | :03:35.
good thanks I've got it with me. He tells me the machine he's sent me | :03:36. | :03:48.
remembers people's card numbers. Once you've swiped it | :03:49. | :03:57.
the data's already been saved from the first swipe, but now, when | :03:58. | :03:59.
you enter the PIN, the PIN is stored That's | :04:00. | :04:02.
so he can steal it afterwards. It's been customised now to | :04:03. | :04:08.
collect data which it wasn't Then he explains how I'll con | :04:09. | :04:10.
my customers Do it like how And because he thinks I own | :04:11. | :04:16.
a restaurant, he's told me to put this error message on the bottom | :04:17. | :04:23.
of the receipt so my customers will That's so I can swap it | :04:24. | :04:26.
for my normal one to take But it's actually got all | :04:27. | :04:31.
of the data in there, right? When you swiped your card | :04:32. | :04:37.
and entered your PIN it all saved. I mean, he claims that this machine | :04:38. | :04:42.
will basically collect credit card and PIN numbers and store them | :04:43. | :04:55.
so he can then steal them. What I need to work out is a way | :04:56. | :04:58.
of putting that to the test. They're a bit | :04:59. | :05:03.
like mobile phone top-ups. You can only spend what you put | :05:04. | :05:10.
on them. I need him to think they belong to | :05:11. | :05:14.
my customers, but will it work? He's told me I'll need to | :05:15. | :05:21.
download the data using some Can you just plug that | :05:22. | :05:23.
into your laptop? A couple more connections | :05:24. | :05:29.
and we're ready to rock. Yep, it's receiving stuff. Yeah, OK, | :05:30. | :05:33.
so when it's done downloading, just How long will it take | :05:34. | :05:44.
for you to unencrypt it? And then he shows me | :05:45. | :05:52.
the proof - 5445 2110 0158 8. I mean, that's amazing and really | :05:53. | :06:06.
worrying at the same time. He's just emailed me through | :06:07. | :06:09.
the rest of the card numbers and the PINs that go with them | :06:10. | :06:14.
for these cards here. In a couple of minutes, | :06:15. | :06:21.
he's got everything he needs to make exact copies of all these cards | :06:22. | :06:23.
which he can then use in cashpoints and he says he's done | :06:24. | :06:26.
that already time and time again. She had her card cloned | :06:27. | :06:39.
at the garage. I want to show her how Chip-and-PIN | :06:40. | :06:43.
fraud has moved on. And there's the receipt, | :06:44. | :06:47.
what do you think? Well, it's just the real thing, | :06:48. | :06:49.
isn't it? I mean, if I was in a restaurant | :06:50. | :06:52.
and somebody gave me this I would just accept that my payment had | :06:53. | :06:55.
been cancelled and be none the wiser, I think, and probably | :06:56. | :06:58.
quite happy to give my card over But if Julie's shocked, | :06:59. | :07:01.
what will the banks think? I think the encouraging thing to say | :07:02. | :07:04.
is that these frauds are very rare, we've only seen one recent instance | :07:05. | :07:08.
of them and we're seeing convictions in the old bailey in respect | :07:09. | :07:10.
of that at the moment. The industry's existing advice to | :07:11. | :07:13.
consumers is to protect your PIN. Well, with something like that, | :07:14. | :07:16.
there's no point is there? Well, I think | :07:17. | :07:23.
the first reassurance to give everybody when it comes to this type | :07:24. | :07:25.
of fraud which is a very rare type of crime is that, even if you are | :07:26. | :07:29.
the victim of it, you'll receive a But we always advise customers | :07:30. | :07:32.
to check their statements. As all the pay-as-you-go debit cards | :07:33. | :07:42.
are in my name I can also check They've never left my wallet, | :07:43. | :07:48.
but according to the transaction history, they've been emptied | :07:49. | :07:54.
of cash in the PhilipPINes. So, either he's stealing | :07:55. | :08:00.
my money or someone he knows is. But he's also sent me | :08:01. | :08:03.
a second machine, He's taking cash out | :08:04. | :08:06.
in the PhilipPINes, I've also sent money to Canada | :08:07. | :08:12.
for the cables he's posted. He could be on either side | :08:13. | :08:19.
of the world! How about I tell him I've busted | :08:20. | :08:24.
the machine? I'm hoping he'll ask me to send it | :08:25. | :08:34.
for repair and if he trusts me enough, | :08:35. | :08:37.
he might give me an address though He's taken | :08:38. | :08:40.
the bait telling me to send it to But this is one parcel I | :08:41. | :08:44.
plan to deliver by hand. I'm heading out of town - 25 miles | :08:45. | :08:52.
along the freeway to Pickering. Is the guy we've been given | :08:53. | :09:12.
the address for the guy that's been on Skype, that we've been talking | :09:13. | :09:15.
to for, what, months now? But, as I'm chasing him, | :09:16. | :09:21.
he's chasing me. Well, I've just got a message | :09:22. | :09:24.
from the man we're after getting But is Marcus Montague the man | :09:25. | :09:27.
on Skype? Then I get a glimpse | :09:28. | :09:36.
of who's inside. The guy that's in the house has just | :09:37. | :09:45.
come out and checked the post. He's realised that | :09:46. | :09:50.
our package isn't in the post because we've still got it and, as | :09:51. | :09:52.
soon as he went back in, I received I'm now more convinced that | :09:53. | :09:55.
the person we're watching is But there's only one way to be sure | :09:56. | :10:00.
and that means me playing postie. Yes, we're happy to help at | :10:01. | :10:08.
TRN Couriers. OK, so the accent needs work, but | :10:09. | :10:17.
I'm hoping the uniform will shine. We've put a tracker | :10:18. | :10:20.
inside the machine. Yep, | :10:21. | :10:22.
it's Marcus Montague and he's signed I mean, | :10:23. | :10:37.
I don't know what he thought of the It is two days before I hear | :10:38. | :10:48.
from him again. The machine hasn't moved, | :10:49. | :11:00.
but what if he does? I think that delivery | :11:01. | :11:04.
has spooked him! I'm worried he might do a runner | :11:05. | :11:08.
- so it's time to confront him. Producer Vic is watching | :11:09. | :11:14.
the house? But, That looks like it could have | :11:15. | :11:22.
been him leaving, actually. But, ten minutes later, he's back on | :11:23. | :11:28.
the drive. Oh, no, he's in the car. Yep, he's just leaving, | :11:29. | :11:38.
he's doing something. This time I'm not | :11:39. | :11:41.
taking any chances. I'll say I've got | :11:42. | :11:45.
the courier delivery. Montague, I've got a delivery | :11:46. | :11:59.
for you mate, a delivery for you? No, I can't accept, I can't accept | :12:00. | :12:04.
if I don't know about it, you know? Actually, mate, I'm from the BBC, | :12:05. | :12:19.
BBC television in the UK and I'd like to ask you a couple | :12:20. | :12:24.
of questions about your involvement I think you do because we've been | :12:25. | :12:26.
sending deliveries to your address We're asking you a few questions | :12:27. | :12:33.
here, don't run us over. No, no, | :12:34. | :12:40.
I'm not trying to run you over. We just need to know, mate, your | :12:41. | :12:42.
involvement with Chip-and-PIN fraud? Who are you actually involved with, | :12:43. | :12:46.
then? Who are you actually working with, | :12:47. | :12:49.
then? Are you making a lot of money out | :12:50. | :12:52.
of it? Well, not many answers - it raised | :12:53. | :12:56.
a few more questions, perhaps. But, whatever the case, he wasn't | :12:57. | :13:02.
very keen to hang around, was he? I think that's probably the last | :13:03. | :13:09.
we'll see of him, at least for now. But he's not | :13:10. | :13:23.
the only one avoiding my questions. Verifone, which makes the machines, | :13:24. | :13:25.
is also the market leader. It decided | :13:26. | :13:28.
on a statement saying the fraud is a result of criminal collusion, that | :13:29. | :13:34.
it takes the security of consumer data very seriously, it works with | :13:35. | :13:37.
the authorities to uncover fraud That'll be ?5.80 please. Do you | :13:38. | :13:40.
know what, I think I'll leave it. and pin fraud, dude drop me a line. | :13:41. | :14:21.
It will be great to hear from you. Next, an exclusive investigation | :14:22. | :14:33.
into wrongly fitted water meters. Water. We can't live without it. But | :14:34. | :14:40.
when it comes to piping it into our homes, are we paying the right | :14:41. | :14:46.
price? I've come to meet one woman from Coventry who certainly wasn't. | :14:47. | :14:56.
You must be Doreen. I am. Nice to meet you. Will July to come into the | :14:57. | :15:04.
kitchen? The water meter was fitted on the pavement outside the | :15:05. | :15:08.
bungalow. For a while, the bills were fine and then they started | :15:09. | :15:13.
coming in with vast amounts of money. How much were you paying? | :15:14. | :15:23.
?700. ?800. ?400. It amounted to a tremendous amount of money. And | :15:24. | :15:29.
there was good reason for that because Doreen wasn't just think | :15:30. | :15:33.
that the water she was using, she was being built for two of her | :15:34. | :15:37.
neighbours. But why? Well, on a typical street the mains pipe | :15:38. | :15:41.
carries the water in and smaller pipes of it into people was back | :15:42. | :15:47.
home is. But eager water company fits the meter in the wrong place, | :15:48. | :15:51.
you can pay for your neighbour's water and your own. Inside Out | :15:52. | :15:55.
discovered that is happening in thousands of cases. Graham Mann is a | :15:56. | :16:06.
water cost reduction consultant. What you might call a water | :16:07. | :16:13.
detective, and no, I had no idea such people existed either. What | :16:14. | :16:16.
exactly do you do? We reduce water charges. But you don't work for the | :16:17. | :16:23.
water company. We work in the interest of customers. It's a market | :16:24. | :16:27.
that is worth billions. Let's see what Neil's problem is. More than a | :16:28. | :16:34.
third of us now have water meters. Neil Jones is one of them, but he | :16:35. | :16:38.
suspects it is costing him more than it should. Does he have the same | :16:39. | :16:44.
problem? Hello, you must be nailed. This is Graham. Tell us about your | :16:45. | :16:50.
problem. My water bill has gone up from ?46 a month, which was high | :16:51. | :16:55.
enough, to ?80 a month. Graham, what can we do to help? We need to check | :16:56. | :17:02.
the water meter. We could be 40. It might be installed incorrectly or | :17:03. | :17:08.
they could be a leak. ?80 seems a lot. The average is half that. So | :17:09. | :17:13.
first things first, turn everything off. Here it is, the moment of | :17:14. | :17:20.
truth. Here it is. What is this saying? Basically, it's registering | :17:21. | :17:27.
consumption. Have you anything on? Everything is off. That doesn't make | :17:28. | :17:33.
sense. We are looking for a leak? Yes. Everything is switched off. I | :17:34. | :17:44.
can't have any water dripping. There is water being used. If you put your | :17:45. | :17:55.
ear to that, it's on the tap. There is a water leak. Sony's problem was | :17:56. | :18:02.
down to a leak and not a Romney fitted meter, but Doreen's water | :18:03. | :18:07.
company did put a meter in the wrong place and says it gets reports of | :18:08. | :18:14.
about 50 cases like hers every year. But it's certainly not the worst. | :18:15. | :18:20.
Yorkshire water told us it dealt with 1600 enquiries and across | :18:21. | :18:25.
England as a whole, figures we have tamed show many more. So why does it | :18:26. | :18:32.
keep happening? -- we have obtained. That's what I wanted to ask the | :18:33. | :18:37.
water companies, but water UK did not want to do an interview. They | :18:38. | :18:43.
sent this statement saying, it's unusual for water meters to be | :18:44. | :18:48.
incorrectly connected. They working hard to stop this from happening. | :18:49. | :18:53.
But the man who represents their customers did agree to talk. So what | :18:54. | :18:59.
does he think of our figures? Generally, companies see a handful | :19:00. | :19:05.
of these cases, but we expect them to take it seriously and carry out | :19:06. | :19:09.
thorough investigations to find out what the causes. Some companies say | :19:10. | :19:14.
they are solving the problem by changing the way they operate, but | :19:15. | :19:19.
with thousands of cases still being operated each year, I wanted to | :19:20. | :19:24.
speak to the water regulator. And there they are. But guess what? Just | :19:25. | :19:29.
like the industry they are supposed to be keeping an eye on and being | :19:30. | :19:36.
based opposite our offices, they refused to do an interview. They did | :19:37. | :19:41.
send us another statement saying, if companies are underperforming, it is | :19:42. | :19:44.
the companies are not the customers that should pay the price. Doreen's | :19:45. | :19:51.
meter is now in the right place. Seven Trent also apologised to her | :19:52. | :19:57.
for taking years to move it. But with thousands of cases being | :19:58. | :20:00.
investigated across the country each year, some of us are probably paying | :20:01. | :20:05.
for our neighbour's water right now without knowing it. | :20:06. | :20:13.
You are watching Inside Out for the West Midlands. Coming up next, the | :20:14. | :20:20.
big sugar debate. It's certainly been grabbing headlines and getting | :20:21. | :20:24.
people talking. In the past it seemed fat was the baddie, but has | :20:25. | :20:30.
sugar taken its place? Evidence shows most of us eat more sugar than | :20:31. | :20:33.
is recommended in the UK, with adults consuming nearly 60 grams of | :20:34. | :20:40.
added sugar everyday. Earlier this year we were advised that sugar | :20:41. | :20:45.
should make up just 5% of our daily calorie intake. That's half the | :20:46. | :20:53.
previous recommendations. We challenged a Brummie to see what's | :20:54. | :21:01.
such an intake would do to his mind and body. It also required and early | :21:02. | :21:08.
start. They said I should be at the park at 6am in the morning. I've | :21:09. | :21:13.
also been told I should be prepared to sweat. What have I let myself in | :21:14. | :21:21.
for? Well done. Keep it going. Andy, let's go. Act at the start, feet | :21:22. | :21:35.
together, squat down. This fitness trainer has a no-nonsense approach. | :21:36. | :21:37.
When it comes to food, he's even tougher. No thank you, not for me. | :21:38. | :21:47.
Sweetness used to be his weakness. That's me at about 18 stone. That's | :21:48. | :21:52.
me at 27 just before I started my journey. That was a couple of weeks | :21:53. | :21:57.
before I started using weight. I can't believe it is the same person. | :21:58. | :22:01.
What was the hardest thing about giving up sugar? It was just the | :22:02. | :22:05.
dependency of not including it everyday. If you are up for it, we | :22:06. | :22:12.
would like you to take part in a sugar -based experiment. Are you up | :22:13. | :22:20.
for it? I am. There's a man I want you to talk to. For one month John | :22:21. | :22:27.
has agreed to face his old Demons and go back on sugar. Q dietician | :22:28. | :22:37.
Paul McArdle. Your diet is quite strict. It is. I'm going to propose | :22:38. | :22:41.
that we aim for something that is more like what the normal person | :22:42. | :22:48.
does. This is like introducing meat into a vegetarian's died. Is there | :22:49. | :22:59.
anything we can see in terms of what he will be eating? Well, John had to | :23:00. | :23:11.
three teaspoons and it's going up to 13. You might change how you feel | :23:12. | :23:17.
physically and how you feel towards food. It's going to be interesting | :23:18. | :23:23.
to see if your preferences change. All we can say now is good luck and | :23:24. | :23:26.
try to enjoy this experience, I guess. Thank you. For a sugar folk, | :23:27. | :23:37.
John seems happy enough, he's upping his intake so it's in proportion | :23:38. | :23:44.
with the average intake in the UK. To be clear, that means we have | :23:45. | :23:46.
triple the amount of sugar he will be eating over the next month. When | :23:47. | :23:53.
he has finished, we will find out the effect it has had on his body. | :23:54. | :23:56.
Why be infatuation with the sweet stuff? What are we looking at? This | :23:57. | :24:04.
shows the brain showed from an MRI scanner when someone has had sugar. | :24:05. | :24:10.
You can see the dopamine that is released in the brain. The more | :24:11. | :24:16.
people sugar -- the more sugar people are used to, the more | :24:17. | :24:27.
dopamine is produced, but they need to take in more to meet the rush. As | :24:28. | :24:39.
you can see from this picture, this little boy in has bitten into a | :24:40. | :24:46.
lemon. It's nature 's way of saying to us not to eat better food because | :24:47. | :24:51.
it is probably spoiled, so we are compelled towards eating sweet | :24:52. | :24:56.
things because that's nature's way of saying they are safe. With all | :24:57. | :25:03.
this information we have, does there need to be some control exercise | :25:04. | :25:11.
over sugar? Well, we shouldn't go to a sugar tax just yet because sugar | :25:12. | :25:20.
is good in moderation. Craig thinks balance is the key. Let's see if our | :25:21. | :25:27.
sugar any pig agrees. After the first day I did feel a little bit | :25:28. | :25:31.
more energetic in terms of towards the end of the day. I did a hike | :25:32. | :25:38.
because I had more sugar in terms of fruit. Is it me or has he sped up. I | :25:39. | :25:45.
feel OK to be honest. I don't feel a lot different. I'm not eating as | :25:46. | :25:52.
much fat, but I am getting more sweet cravings. All in all, it's | :25:53. | :26:02.
going all right. I went for a ten mile run in an hour and 20 minutes, | :26:03. | :26:09.
which worked out at seven minutes a mile. My performance has not been | :26:10. | :26:15.
hindered. A lot of that day of my sugar experiment. Here are the rice | :26:16. | :26:18.
cakes with the jam, which are quite nice. So, it's been a month. My | :26:19. | :26:26.
weight has gone up slightly. For today, I feel all right. John has | :26:27. | :26:36.
come to the end of his diet. I can't wait to see the results. The moment | :26:37. | :26:42.
of truth. Time for the big way in. Your weight has gone up a little | :26:43. | :26:48.
bit. You have gained about ?3. Your percentage body fat has gone up. You | :26:49. | :26:55.
have gained about 2%. These tests show us there has been some change | :26:56. | :27:00.
in your body composition. So the ?3 that you have gained probably is | :27:01. | :27:06.
body fat rather than muscle. Do you feel relieved there has not been any | :27:07. | :27:13.
drastic changes? Definitely. I was concerned. Going back to the point | :27:14. | :27:16.
of being overweight for most of my life, you always think about putting | :27:17. | :27:23.
the wake of con. I'm relieved that it's nothing that can't be fixed | :27:24. | :27:31.
quickly. I feel like a parent waiting for their child to come out | :27:32. | :27:35.
of the doctors. How was that chap? It was very interesting. I put on a | :27:36. | :27:40.
bit of weight. Moving forward, what will you changing your diet? I was a | :27:41. | :27:48.
bit dogmatic on certain foods. Going back to the level of activity that I | :27:49. | :27:53.
do, my previous diet wasn't conducive to that. I could not have | :27:54. | :27:58.
done what you did. Well done. There to moving forward. Even though John | :27:59. | :28:06.
exercises on to 15 hours a week, his body fat went up because of the | :28:07. | :28:11.
sugar diet. We increased his intake to be in keeping with guidelines. | :28:12. | :28:17.
However, many of us are still eating far too much sugar and we should. If | :28:18. | :28:22.
