They run five private children s homes in Gloucestershire, which each | :01:51. | :01:56. | |
They re inspected by Ofsted, whose recent reports into some | :01:57. | :02:03. | |
of the homes are damning ? they describe a very high turnover | :02:04. | :02:05. | |
They say inexperienced carers fail to control highly dangerous | :02:06. | :02:14. | |
behaviours by the young people ? like smashing windows and throwing | :02:15. | :02:18. | |
We ve spoken to people who ve worked for Marlowe within the last year. | :02:19. | :02:25. | |
We heard that at one home the children had cuts | :02:26. | :02:28. | |
Someone else described the home as like Beirut - | :02:29. | :02:33. | |
a terrible place, not safe for anyone. | :02:34. | :02:37. | |
We d be violent to each other, there d be violence | :02:38. | :02:40. | |
This young woman lived at a Marlowe home for over a year, | :02:41. | :02:45. | |
after a series of other care placements broke down. | :02:46. | :02:48. | |
I ended up having my window boarded shut so that I couldn t abscond out | :02:49. | :02:54. | |
of my window and it felt like a bit of a prison. | :02:55. | :02:59. | |
Ofsted points to ineffective behaviour management | :03:00. | :03:02. | |
at one of the homes, saying that, Since the last | :03:03. | :03:04. | |
inspection, which was three months earlier, there have been 67 | :03:05. | :03:08. | |
On at least five occasions a restraint lasted an hour. | :03:09. | :03:17. | |
You could be restrained for hours on end multiple times a day. | :03:18. | :03:23. | |
Some people say restrain was for your own good. | :03:24. | :03:29. | |
The staff would say it s a last resort. | :03:30. | :03:31. | |
Being pinned down against the floor by numerous adults, | :03:32. | :03:39. | |
predominantly male, was the worst experience. | :03:40. | :03:43. | |
The restraint was used it as a punishment. | :03:44. | :03:48. | |
One of Marlowe s homes is here, in this quiet part | :03:49. | :03:51. | |
of the Gloucestershire countryside, and like their other homes | :03:52. | :03:54. | |
There s no shops, buses, cafes, basically no facilities at all. | :03:55. | :04:06. | |
Linda has lived next to one of Marlowe s homes | :04:07. | :04:13. | |
for more than 10 years, and takes a close | :04:14. | :04:17. | |
After highly critical Ofsted reports, it and some of the other | :04:18. | :04:23. | |
homes are currently closed, but she worries they ll soon reopen. | :04:24. | :04:28. | |
In the past I ve been spat at, property damaged, | :04:29. | :04:31. | |
four separate riots that I can think of, swearing, shouting, yeah, | :04:32. | :04:34. | |
I phoned up the home ? relatively recently ? and I spoke to a young | :04:35. | :04:47. | |
lady and I said is there any way that you can kind of do something | :04:48. | :04:51. | |
I'm really sorry but I have to confess it s the first | :04:52. | :05:01. | |
I don t know the children and I don t know the staff but I ll | :05:02. | :05:05. | |
Now you can t leave somebody that s got no knowledge or certainly | :05:06. | :05:09. | |
of the children in charge of the home. | :05:10. | :05:11. | |
Isn t this just a case of NIMBYism? | :05:12. | :05:15. | |
These kids are difficult and you don t want them near you? | :05:16. | :05:19. | |
When the home was well run ? when it had a very good manageress in there, | :05:20. | :05:25. | |
which it did for about 18 months ? I didn t have any problems, | :05:26. | :05:28. | |
But it s worrying that there are people out there that | :05:29. | :05:35. | |
are being paid what is a huge amount of money to care for children | :05:36. | :05:40. | |
We asked some Local Authorities who ve sent children to Marlowe | :05:41. | :05:46. | |
homes how much it cost - the average price is around | :05:47. | :05:51. | |
It s in line with fees for other private residential homes ? | :05:52. | :06:02. | |
but is it good value to the taxpayer, if Marlowe isn t | :06:03. | :06:05. | |
helping children become happy, productive members of society? | :06:06. | :06:11. | |
Where was the money for my therapeutic intervention going? | :06:12. | :06:18. | |
Those staff were on minimum wage or close to it. | :06:19. | :06:20. | |
Marlowe Child and Family Services told us it is wholly committed | :06:21. | :06:28. | |
to continued investment in the recovery of young people | :06:29. | :06:31. | |
who have always had appropriate therapeutic support, including | :06:32. | :06:35. | |
It says money is not the prime motivation in continuing | :06:36. | :06:42. | |
The company strongly refutes the notion of restraint | :06:43. | :06:46. | |
It says the Board has appointed a new and expert | :06:47. | :06:52. | |
senior management team, who have a proven record of turning | :06:53. | :06:55. | |
around health and social care settingsThese changes were made | :06:56. | :07:01. | |

about sexual exploitation from people outside the home. | :07:15. | :07:24. | |
I was outside the children s home and the staff were watching us | :07:25. | :07:28. | |
and this van pulled over, told me I was pretty, | :07:29. | :07:32. | |
And the staff would know that I was going out and having sex | :07:33. | :07:58. | |
The first incident of when I was pimped out ? as you like - | :07:59. | :08:07. | |
I took another one of the girls with me and I was raped in a van. | :08:08. | :08:16. | |
And it went on like that and it got worse. | :08:17. | :08:19. | |
It wasn t just one man that raped me then, it would be multiple. | :08:20. | :08:24. | |
And I d come home and I d be covered in bodily fluids from these men. | :08:25. | :08:29. | |
I remember getting back in the early hours of the morning one night. | :08:30. | :08:33. | |
I got a bottle of bleach and locked myself in the bathroom and had | :08:34. | :08:38. | |
We ve seen documents showing staff were aware | :08:39. | :08:45. | |
of the men picking her up, that Marlowe put a risk | :08:46. | :08:48. | |
strategy in place and that the police were involved. | :08:49. | :08:52. | |
One social worker describes trying to talk to her about it. | :08:53. | :08:55. | |
Eventually they moved her to a placement outside the county. | :08:56. | :09:01. | |
But she says ultimately the home failed to keep her safe. | :09:02. | :09:08. | |
One member of staff who really cared ? he chased the van down the road | :09:09. | :09:12. | |
There were a significant number of staff who had | :09:13. | :09:20. | |
the illusion that I was just a promiscuous little girl. | :09:21. | :09:24. | |
A member a staff said to me, if it was that bad, | :09:25. | :09:28. | |
really answer that today, all these years later. | :09:29. | :09:38. | |
So you cried out for help but nothing came? | :09:39. | :09:41. | |
I cried and I cried and I cried and I cried and I cried. | :09:42. | :09:46. | |
And honestly, it s only last year that I ve realised | :09:47. | :09:53. | |
that it wasn t normal, for groups of males | :09:54. | :09:56. | |

that was the life that you lived. By the time the raids | :23:16. | :23:24. | |
were over, nearly 1,300 people had been killed, | :23:25. | :23:28. | |
