football, not just in soccer, but across the whole sports world.

Tonight, back to the Queen's Speech. Is the significance of Scotland nor

:00:14.:00:17.

to do with what Her Majesty didn't say?

:00:17.:00:20.

Good evening. Well, the Queen's Speech reminded MPs that the

:00:20.:00:24.

Government intends to fight for the Union and offered new legislation on

:00:24.:00:29.

immigration and pensions. It was criticised in some quarters for what

:00:29.:00:39.
:00:39.:00:41.

Amid the usual ceremony, the Queen today opens Parliament for the 59th

:00:41.:00:45.

time, accompanied for the first time by Prince Charles and his wife,

:00:45.:00:51.

Camilla, Her Majesty talked of the aspirations of her UK Government.

:00:51.:00:56.

Lords and members of the House of Commons, my Government's legislative

:00:56.:01:02.

programme will continue to focus on building a stronger economy so that

:01:02.:01:07.

the United Kingdom can compete and succeed in the world. The Queen

:01:07.:01:10.

outlined priorities like support for the elderly and reforms to the

:01:10.:01:14.

justice system. On these particular issues, of course, the UK Government

:01:14.:01:19.

has little influence in Scotland. And the head of the independence

:01:19.:01:24.

referendum, Her Majesty highlighted another kwEE aim. Bear in mind, for

:01:24.:01:27.

all the ceremony, this is a speech written by the Government and read

:01:27.:01:30.

by the Queen. My Government will continue to make

:01:30.:01:36.

the case for Scotland to remain part of the United Kingdom. The words

:01:36.:01:46.
:01:46.:01:54.

were reminiscent of the Queen's 1977 silver jubilee address. With the

:01:54.:01:58.

debate over devolution raging, she marked the occasion with this high

:01:58.:02:06.

brow comment. I numbered kings and queens of England and Scotland and

:02:06.:02:12.

Princess of Wales among my ancestors. And so, I can readily

:02:12.:02:19.

understand these aspirations. cannot forget that I was crowned

:02:19.:02:26.

Queen of the United Kingdom of Great Britain and Northern Ireland.

:02:26.:02:32.

to the present, and after a speech of seven minutes, MPs trooped

:02:32.:02:42.

through the Commons to argue over its contents. There are really

:02:42.:02:47.

important measures in this speech. The fact that there will now be in

:02:47.:02:55.

employment allowance of 2000, encouraging businesses to take on

:02:55.:03:04.

extra staff. We have HS two, enabling legislation. We also have

:03:04.:03:09.

the tax measures in the budget so we can create a stronger economy and

:03:09.:03:13.

fairer society. But of course, the Queen 's speeches are often

:03:13.:03:23.
:03:23.:03:24.

remembered for what they don't have in them. And there was a high-speed

:03:24.:03:32.

rail Bill, but the line for now is stopping. The SNP says that is the

:03:32.:03:42.
:03:42.:03:45.

kind of thing which shows the Westminster government is out of

:03:45.:03:48.

touch with Scotland. What I was looking out for was where there was

:03:48.:03:50.

going to be a really serious effort to try and boost economic growth.

:03:50.:03:53.

And whilst there may be measures, I didn't see anything that is really

:03:53.:03:58.

going to make a difference and get us out of this austerity fetish we

:03:58.:04:02.

have. That is something a lotta people in the country will have been

:04:02.:04:09.

looking for, and we were not seeing any major measures. And Labour will

:04:09.:04:18.

also critical. It doesn't offer anything to families up and down

:04:18.:04:23.

Scotland, but also up and down Britain. Nothing big about the

:04:23.:04:28.

economy, nothing to help with the cost of living or get the economy

:04:28.:04:34.

growing again. This government really seems to run out of ideas.

:04:34.:04:43.

Most of the 15 pieces of legislation apply north of the border in some

:04:43.:04:48.

form. The SNP, though, continues to argue the case that Scotland has had

:04:48.:04:50.

it with an uncaring, London-based government. I'm joined now from

:04:50.:04:53.

London by Scotland Office Minister of State, David Mundell, and by the

:04:53.:05:03.

SNP's Westminster, leader Angus Robertson. David, why do you think

:05:03.:05:10.

cracking down on immigrants is going to help the Scottish economy?

:05:10.:05:19.

are not related issues. It is very important to deal with abuses of the

:05:19.:05:24.

immigration system, it is important to put in place measures that ensure

:05:24.:05:28.

people entitled to use our public services do so and others don't

:05:29.:05:33.

abuse them. There are measures in the Queen's Speech today that will

:05:33.:05:40.

help the Scottish economy, measures like taking 35,000 businesses out of

:05:40.:05:47.

paying National Insurance. Measures the Government have already

:05:47.:05:54.

announced. Can your constituents expect to show their passport,

:05:54.:06:01.

particularly if they are new to the area, when they go to the doctor? Is

:06:01.:06:08.

the doctor supposed to think, they look a bit foreign! It's not going

:06:08.:06:15.

to work like that, but what it is going to do, and an order for it to

:06:16.:06:18.

apply in Scotland, we will need to work with the Scottish Government

:06:19.:06:24.

and I hope they will be receptive to such measures. People don't want to

:06:25.:06:29.

see people abusing public services. They want to see an immigration

:06:29.:06:34.

policy that encourages those people who can contribute to our society in

:06:34.:06:39.

Scotland to come to Scotland and the rest of the UK, but people who don't

:06:39.:06:46.

not to come. I am curious as to what happens. What if someone goes to the

:06:46.:06:56.
:06:56.:06:59.

doctor for a fast time -- first time? There will be measures in

:06:59.:07:06.

place. People will be required to have some degree of compliance. In

:07:06.:07:11.

Scotland, help is devolved, and if these measures are to apply in

:07:11.:07:17.

Scotland, it will require the Scottish Government cooperation. Are

:07:17.:07:23.

you against what the Government is proposing? We have to see the

:07:23.:07:29.

details. We're not against having a sensible immigration policies, but

:07:29.:07:39.
:07:39.:07:40.

as you out, we don't know what the UK government is proposing.

:07:40.:07:44.

principle, you think it's all right to check up on whether people are

:07:44.:07:54.
:07:54.:08:17.

entitled to use the NHS? principle, you have to have a

:08:17.:08:19.

balance to ensure you have appropriate immigration systems. But

:08:19.:08:21.

the biggest challenge on planet Earth in the UK, in Scotland, is the

:08:21.:08:24.

economy. Are we really sitting here, discussing whether people have to

:08:24.:08:26.

take passports to their doctors as being the centrepiece of the UK

:08:26.:08:31.

government's budget? To be fair, it is not their budget! We should be

:08:31.:08:34.

discussing the economy, the fact people are worried about jobs and

:08:34.:08:44.
:08:44.:08:50.

the future. I didn't interrupt you, David! At the centrepiece of the

:08:50.:08:55.

briefing by the UK government about why this Queen's Speech is important

:08:55.:09:02.

is immigration. In the real world, the economy is the issue that

:09:02.:09:09.

matters to people. Today we have the International monetary fund... The

:09:09.:09:13.

UK government does not have the appropriate uke -- appropriate

:09:13.:09:23.
:09:23.:09:23.

economic policy. What will you shouting about there? Every time, I

:09:23.:09:27.

heard Angus Robertson telling us about how the Scottish Government

:09:27.:09:36.

needed money to get on. They have had 1.3 billion, above the spending

:09:36.:09:44.

review, and we don't see much shovelling in Scotland! Your party

:09:44.:09:50.

is always complaining about red tape. You've just dumped a whole

:09:50.:09:56.

load of red tape on the NHS and private landlord system. We haven't.

:09:56.:10:06.
:10:06.:10:06.

We want to discuss with the Scottish Government to allow these sensible

:10:06.:10:16.
:10:16.:10:24.

measures forward, so we don't see Ferguson, as you would expect. Do we

:10:24.:10:30.

Ferguson, as you would expect. Do we Ferguson, as you would expect. Do we

:10:30.:10:40.
:10:40.:10:51.

sunshine, Thursdays weather is not what you would expect all hope for,

:10:51.:11:00.

with a deep area of low pressure barrelling in from the Atlantic. It

:11:00.:11:04.

will be a fairly breezy day for Northern Ireland. Brighter spells

:11:04.:11:08.

through the afternoon but fun to read showers. Northern Scotland

:11:08.:11:13.

fares pretty well throughout the day. The best of the sunshine here.

:11:13.:11:18.

The wind comparatively light, though. Northern England, wet

:11:18.:11:22.

through the afternoon. In the east, sunny spells across east Anglia and

:11:22.:11:32.
:11:32.:11:33.

the south-east of England. 12-13dC your highs. Wettest and windiest in

:11:33.:11:40.

the south-west of England and Wales. Gusts up to 35 mph. The rain sticks

:11:40.:11:45.

around for a good part of the day. For Thursday, some of the best of

:11:45.:11:49.

the sunshine to be found in the far north of the British Isles. By

:11:49.:11:57.

Friday, though, something a little drier and brighter. Friday, though,
