change the law, do it through Congress and not directives from | :02:40. | :02:48. | |
Washington. Would it suggest it would not get through Congress? | :02:49. | :02:54. | |
Congress is their friend in this. Often Congress is the enemy. In this | :02:55. | :02:59. | |
case, they are saying we are trampling on the constitution. If | :03:00. | :03:03. | |
you want to make fundamental changes like this, it has to go through the | :03:04. | :03:09. | |
legislative process and you cannot do it by edict. That is the basis of | :03:10. | :03:12. | |
