Hello, I'm Philippa Thomas, this is Outside Source.

:00:57.:01:00.

the British Government boasts of an economy continuing to grow. As we

:01:01.:01:05.

start negotiations to exit the EU, this Budget takes forward plan to

:01:06.:01:10.

prepare Britain for a brighter future. The UK Government has

:01:11.:01:15.

published its annual Budget, we will bring you the details.

:01:16.:01:25.

More than 30 people have been killed after militants from the so-called

:01:26.:01:28.

Islamic State attacked a military hospital in Afghanistan.

:01:29.:01:33.

The four gunmen, disguised as doctors, targeted

:01:34.:01:39.

the Sardar Daud hospital, which is the biggest in the country.

:01:40.:01:43.

All four attackers were eventually killed during a stand

:01:44.:01:45.

Smoke billows from Afghanistan's largest military hospital. A small

:01:46.:02:04.

group of four or five IS extremists have overwhelmed its defences and

:02:05.:02:07.

are using guns and grenades to attack both medical staff and

:02:08.:02:11.

patients. Some can flee to window ledges high

:02:12.:02:15.

above the ground. One sends out a message, pray for us.

:02:16.:02:21.

It takes helicopters laden with Afghan special forces to launch a

:02:22.:02:25.

counter attack and several hours of fighting to kill the attackers.

:02:26.:02:31.

TRANSLATION: I was in the operating theatre when a suicide bomber

:02:32.:02:36.

wearing a white doctor's uniform came in and opened fire on me. When

:02:37.:02:41.

he fired only I fell down on the ground. The attacker shot my

:02:42.:02:45.

colleague. Somehow I escaped using the backpacks that.

:02:46.:02:51.

The Afghan president said the attack on a hospital trampled human values.

:02:52.:02:58.

But the inability of his security forces to protect such an obvious

:02:59.:03:03.

target raises fresh doubts about the ability of a fragile, often corrupt

:03:04.:03:08.

governments, to prevail against extremists of the Taliban and IS.

:03:09.:03:13.

Now that Isis is on the road to defeat in Iraq and Syria, you have

:03:14.:03:19.

to ask, where will these guys go? Where will these terrorists go?

:03:20.:03:25.

Unfortunately, Afghanistan, as long as it remains unstable like this, is

:03:26.:03:30.

highly attractive to groups like Isis for relocation.

:03:31.:03:37.

Which makes Afghanistan look more vulnerable than ever. No wonder

:03:38.:03:41.

America's top general there has been urging the dispatch of thousands

:03:42.:03:45.

more international troops as military trainers to try to stop the

:03:46.:03:46.

rot. It's been a big day for the UK

:03:47.:03:49.

economy, with the Government Chancellor of the Exchequer Philip

:03:50.:03:52.

Hammond says the UK economy has defied expectations with robust

:03:53.:03:55.

growth since the vote to leave Reflecting the recent strength in

:03:56.:04:10.

the economy, the OBR has upgraded its forecast for growth this year...

:04:11.:04:19.

Next year from 1.4% to 2%. As we start our negotiations to exit the

:04:20.:04:23.

European Union, this Budget takes forward a plan to prepare Britain

:04:24.:04:28.

for a brighter future. It provides a strong and stable platform for those

:04:29.:04:33.

negotiations. It extends opportunity to all our young people. It delivers

:04:34.:04:38.

further investment in public services and continues the task of

:04:39.:04:40.

getting Britain back to living getting Britain back to living

:04:41.:04:44.

within its means. We are building the foundation of a

:04:45.:04:48.

stronger, fairer, more global Britain.

:04:49.:04:49.

The Office for Budget Responsibility is leaving some room for movement.

:04:50.:04:52.

The Guardian's economics reporter Katie Allen tweeted this

:04:53.:04:54.

"The OBR's flame-thrower of uncertainty gets

:04:55.:04:56.

Let's see if I can show you the picture. I really want to and I

:04:57.:05:10.

can't. She shows a graph where you could see the growth coming up going

:05:11.:05:15.

down. Room for uncertainty is what can say.

:05:16.:05:16.

And political opponents say the Government isn't doing enough

:05:17.:05:18.

"An hour of Budget statement and Chancellor didn't even

:05:19.:05:23.

Largest economic headwinds and he ignores it."

:05:24.:05:30.

Angus Robertson from the Scottish National Party says...

:05:31.:05:32.

"Jaw-dropping that given Brexit is the biggest challenge

:05:33.:05:34.

to our economy there was not a single mention

:05:35.:05:36.

Was there enough Brexit in the budget?

:05:37.:05:47.

Here's our political correspondent Rob Watson.

:05:48.:05:53.

In a weird way, although the word Brexit was not used once, it was

:05:54.:05:59.

completely the context in terms of the Government wanting to hammer

:06:00.:06:03.

home that there is economic growth out there, but absolutely a message

:06:04.:06:07.

to a domestic audience in the UK that, though, when we leave the EU

:06:08.:06:11.

we will have to continue with austerity just in case things go

:06:12.:06:14.

wrong on Britain might need to borrow more money, but if we will

:06:15.:06:19.

not be having so many immigrants from the European Union, local

:06:20.:06:26.

people, young people, need more skills and better training to

:06:27.:06:28.

continue to make Britain competitive in the wider world.

:06:29.:06:32.

STUDIO: If you look at the NHS, there are lots of workers from the

:06:33.:06:36.

rest of Europe? Absolutely, you have to remember

:06:37.:06:41.

there are 3.2 million EU nationals living here and an awful lot of

:06:42.:06:46.

employers in the UK, whether the state sector, things like the

:06:47.:06:51.

hospitals, or the private sector, they are deeply fearful of a Brexit

:06:52.:06:58.

that did not continue to allow high numbers of people to come from the

:06:59.:07:02.

European Union, both skilled and, it has to be said, not so skilled. Some

:07:03.:07:07.

chancellors like to be more dramatic than others and have giveaways and

:07:08.:07:13.

dramatic announcements, did you feel this was more cautious? Absolutely

:07:14.:07:17.

and it is not like Mr Hammond is trying to pretend he wants to be

:07:18.:07:21.

seen another way, he takes pride in the nickname Spreadsheet Phil. He is

:07:22.:07:27.

trying to lose sure a domestic and an international audience that

:07:28.:07:34.

Brexit is not the end of the world, Britain will reply its national

:07:35.:07:37.

debts and be competitive in the world. It is one thing to say that

:07:38.:07:42.

and look calm like Mr Hammond, an awful lot of economists and the

:07:43.:07:45.

financial markets are many businesses say that we will have to

:07:46.:07:49.

wait-and-see, we feel there even certain about Brexit indeed.

:07:50.:07:51.

The outlook for the UK economy is rather different to

:07:52.:07:54.

what the International Monetary Fund had predicted - it warned that

:07:55.:07:57.

Here's the BBC's Katty Kay reminding IMF managing director

:07:58.:08:01.

Christine Lagarde of her negative outlook.

:08:02.:08:12.

The IMF had been pessimistic about the prospects for the British

:08:13.:08:18.

economy if Brexit were to take place. Actually, it has not panned

:08:19.:08:22.

out like that so far. Ayew revising your folk -- forecast on the British

:08:23.:08:31.

economy, post Brexit? We publish the update to the world economic

:08:32.:08:35.

Outlook. We will be very attentive to the industrial activity results,

:08:36.:08:44.

service activity results, the way that sterling is behaving and so on

:08:45.:08:49.

and so forth. If we get something wrong, we are the first to admit.

:08:50.:08:56.

But, as you said, let's watch. You don't think the IMF got it wrong in

:08:57.:09:01.

this case? We revise, as I just said.

:09:02.:09:05.

Moving on another developing the story, a new twist in the death of

:09:06.:09:12.

King John Mann, the half brother of the North Korean leader.

:09:13.:09:21.

-- A new twist in the death of Kim Jong-nam, the half-brother

:09:22.:09:24.

The son of the dead man - and the last known male

:09:25.:09:28.

in the Kim bloodline, perhaps a potential future leader -

:09:29.:09:30.

has released a video statement from his hiding place.

:09:31.:09:32.

My name is Kim Han-sol, from North Korea, part of the Kim family. Here

:09:33.:09:36.

is my passport. My father has been killed in a few

:09:37.:09:52.

days ago. I am currently with my mother and sister and we are very

:09:53.:10:02.

grateful to... And we hope this gets better soon.

:10:03.:10:04.

There are a couple of things that are odd about this video.

:10:05.:10:07.

You'll have noticed the bit where Kim Han-sol's audio is cut

:10:08.:10:09.

The other thing is that the group that have released this -

:10:10.:10:13.

Cheollima Civil Defense - is an unknown quantity.

:10:14.:10:19.

If you look online, its YouTube account has only

:10:20.:10:21.

I am not quite sure what has happened there!

:10:22.:10:32.

I asked our Asia Pacific regional editor Celia Hatton what she makes

:10:33.:10:35.

For a few hours when it first surfaced, no one was really clear

:10:36.:10:51.

about the identity of the young man in the video. It looked like Kim

:10:52.:10:54.

Han-sol, but we have not seen him in public or quite a few years and it

:10:55.:11:00.

was not until South Korean intelligence officials confirmed his

:11:01.:11:03.

identity, said, yes, it was him, but they did not want to go further to

:11:04.:11:08.

talk about the video itself. Part of that reasoning, I think, is nobody

:11:09.:11:12.

really knows very much about the group that posted the video on

:11:13.:11:18.

YouTube, the Cheollima Civil Defense group... Which we have never heard

:11:19.:11:24.

of. No, they are not one of the UN officially recognised refugee groups

:11:25.:11:28.

known for bringing refugees from North Korea to South Korea, not

:11:29.:11:32.

associated with any foreign government or any NGO that we know.

:11:33.:11:37.

My personal theory is maybe Kim Han-sol himself is behind this

:11:38.:11:41.

group, because it has a bit of a whimsical name, he is a year-old

:11:42.:11:48.

young man. It is named after a mythical horselike creature known in

:11:49.:11:55.

Korean and Chinese culture for travelling far distances. He is very

:11:56.:12:00.

isolated and I guess he is also in danger? It is agreed that he is in a

:12:01.:12:04.

lot of danger. Even before his father was killed it was quite clear

:12:05.:12:10.

that that family was targeted. They are a family of immense interest

:12:11.:12:16.

because, really, if the current North Korean regime falls, if Kim

:12:17.:12:18.

Jong Un for whatever reason is taken out of power, this branch of the Kim

:12:19.:12:28.

family are the natural ones to sleep in. Kim Jong-nam before he was

:12:29.:12:33.

killed was the eldest son of Kim Jong Un, in Korean culture that

:12:34.:12:38.

place in the family holds a lot of power and respect, so the son of the

:12:39.:12:42.

eldest son will now be Kim Han-sol, he holds the power. To come back to

:12:43.:12:50.

the assassination of his father, the diplomatic fallout continues. What

:12:51.:12:58.

is the latest? That Malaysia, in one state of Malaysia, zero wax, after

:12:59.:13:04.

of the Malaysia and mainland, in Borneo, people there are rounding up

:13:05.:13:08.

North Korean workers with expired passports, more than 160 have been

:13:09.:13:12.

rounded up and detained by immigration officials in Malaysia,

:13:13.:13:16.

those officials say they are talking to the federal government in Kuala

:13:17.:13:20.

Lumpur to decide what to do. That leaves about 36 North Korean workers

:13:21.:13:24.

still on valid work permits inside Malaysia. They are really

:13:25.:13:29.

interesting, they are the workers who have long been seen to be doing

:13:30.:13:35.

the jobs that are too dangerous for Malaysians to do, jobs in mining and

:13:36.:13:40.

construction. Clearly the Malaysia authorities have changed their minds

:13:41.:13:41.

about the value of having these about the value of

:13:42.:13:48.

they are being very proactive in making sure... Checking work permits

:13:49.:13:53.

and anyone with an expired one is in custody of the Malaysia and

:13:54.:13:54.

immigration authorities. US Ambassador to the UN,

:13:55.:13:58.

Nikki Haley, says North Korea must show positive action before

:13:59.:14:01.

:14:37.:14:40.

can tell you the stance of the United States is that we are

re-evaluating how we will handle North Korea going forward and we are

making those decisions now and will act accordingly.

:15:02.:15:04.

We got the same message here from the State Department, probably not

:15:05.:15:08.

in quite as blunt language, and I think that is the policy the

:15:09.:15:11.

Americans have heard for a while. They are open to dialogue with North

the Labour leader, Jeremy Corbyn described it as built

:17:03.:17:04.

on unfairness and failure. This was a Budget of utter

:17:05.:17:17.

complacency about the state of our economy. As a complacency about the

:17:18.:17:26.

crisis facing public services and complacent about the reality of

daily life for millions of people in this country.

:17:31.:17:35.

Entirely out of touch with that reality of life for millions. This

Firefighters in Guatemala say that at least 19 people

:19:08.:19:09.

have died in a blaze at a children's care home.

:19:10.:19:16.

The home was about 25 kilometres south-east of the capital,

:19:17.:19:18.

Guatemala City, near a town called San Jose Pinula, you can see

:19:19.:19:21.

About 25 others were injured in the fire.

:19:22.:19:28.

Will Grant is following the story from Cuba.

:19:29.:19:35.

It is just one of those awful stories that periodically appear

:19:36.:19:42.

from Central America, as you said in your introduction it was at a

children's home. We believe at least 19 people have died, probably nine

of them children, according to one volunteer firefighter on the scene.

:19:52.:19:56.

Images of desperate family members turning up to find out information

:19:57.:20:00.

about their loved ones, and some confusion about how it actually

:20:06.:20:07.

was some form of riot in the children's home last night, it was a

:20:08.:20:13.

mixture of a children's home for children who had been rescued from

:20:14.:20:20.

human trafficking but also it has been suggested in the local media

:20:21.:20:25.

that it has also been doubling up as a detention centre for juveniles. I

:20:26.:20:29.

think there are some difficulties suggestions that abuse might have

taken place. Whatever the cause, it seems the blaze started in one of

:20:34.:20:36.

the bedrooms and quickly ripped through the entire building, leaving

this devastating situation that is still unfolding.

intention. He sees Germany as a colony and he proved that when he

said if the German Government stops them from campaigning here then they

will be confronted with an uprising. This morning crisis talks, little

change. Ankara insists it will continue to campaign in Germany and

:23:18.:23:23.

despite pressure from Berlin, a journalist from the German newspaper

is still in a Turkish jail. TRANSLATION: People should have the

right to campaign freely, then voters can decide what is right or

wrong. Germans have to accept that. The relationship between Berlin and

Ankara is often stormy, though seldom to this extent. There is a

lot of stake. Remember, Angela Merkel was the main architect of

that deal between the EU and Turkey. Turkey holds back asylum seekers in

return for billions of euros. Arguably it is that tie which stops

this relationship from falling apart.

Old music, new divisions and a bitter tone from Ankara. Germany, it

The Economist has released its annual glass-ceiling index

measuring gender equality in the labour market.

This is on International Women's Day. Let's bring up the winners and

losers, if you like. Of the 29 OECD countries ranked,

:24:28.:24:28.

Iceland, Sweden and Norway are the top three places to be

Turkey are the worst. Hello. Tell us some more about how

they work out these rankings? They look at a range of statistics from

Labour participation, pay, maternity benefits, paternity benefits. They

average everything out, that is how they have come together with this.

What is interesting, one of the things that jumped out at me is that

:25:06.:25:08.

if you look back to 2005 they were talking about the number of women in

the labour force, the Labour participation rate, they said it was

60%. Fast forwarding ten years, and advanced -- in advanced,

industrialised nations and women in the labour market. -- two 2015.
