Welcome to today's outside source, the US government says it has no | :00:10. | :00:15.
doubt President Assad is responsible for the chemical gas attack on Syria | :00:16. | :00:18.
earlier this week and it says he should not remain in power. The acts | :00:19. | :00:26.
he has taken, there is no role for him to govern the Syrian people. The | :00:27. | :00:32.
Secretary of State was also asked if military in action in Syria is an | :00:33. | :00:36.
option. We are considering the appropriate response for this | :00:37. | :00:39.
chemical weapons attack which violates all previous UN | :00:40. | :00:45.
resolutions. Rex Tillerson was part of the American grouping who | :00:46. | :00:50.
welcomed President Xi Jinping of China to Donald Trump 's Florida | :00:51. | :00:54.
resort. The start of the meeting will look at the issues on the | :00:55. | :01:00.
agenda. And we will explain why this image of Vladimir Putin has been | :01:01. | :01:05.
banned in Russia and listed as extremist material. Get in touch | :01:06. | :01:08.
with question is on any of the stories we are covering. In the | :01:09. | :01:12.
sport in about half an hour are golf correspondent will be live from | :01:13. | :01:14.
Augusta National. Want to show you some copy filed | :01:15. | :01:36.
into the BBC newsroom by our colleagues in Washington saying the | :01:37. | :01:39.
ports that detailed discussions are going on between the Pentagon and | :01:40. | :01:44.
White House between possible military action in Syria. | :01:45. | :01:58.
It's all coming since the chemical attack on Tuesday which killed 70 | :01:59. | :02:07.
people, this is what Rex Tillerson said earlier. There is no doubt in | :02:08. | :02:17.
our minds and the information we have supports that Syria, the Syrian | :02:18. | :02:23.
regime under the leadership of President Assad are responsible for | :02:24. | :02:28.
this attack. I think further it is very important the Russian | :02:29. | :02:32.
government consider carefully their continued support for the President | :02:33. | :02:39.
Assad regime. Does he have to go? His role in the future is uncertain | :02:40. | :02:44.
clearly, with the acts he has taken it would seem there would be no role | :02:45. | :02:50.
for him to govern the Syrian people. President Trump spoke to journalists | :02:51. | :02:55.
on this issue on Air Force One on his way to Florida to meet Xi | :02:56. | :03:02.
Jinping. I think what happened in Syria is one of the truly egregious | :03:03. | :03:08.
rhymes and it should not have happened. | :03:09. | :03:22.
I think what happened in Syria is a disgrace to humanity. He is there | :03:23. | :03:31.
and he is running things so something should happen. You may be | :03:32. | :03:38.
wondering, the reason the Star Wars movie was playing on a screen to the | :03:39. | :03:43.
side of Donald Trump was that was in the area where journalists on board | :03:44. | :03:46.
Air Force One were sitting and evidently that was the choice of | :03:47. | :03:50.
film they had made. It has nothing to do with Donald Trump, he did not | :03:51. | :03:55.
put that on screen. This attack he was talking about was only town in | :03:56. | :04:01.
the north-west of Syria, if we bring up much more detailed map, the | :04:02. | :04:09.
aerial in purple is Idlib, it is controlled by the rebels and we are | :04:10. | :04:14.
getting more details about the extent of the loss of life in this | :04:15. | :04:18.
attack. New figures from Unicef saved 27 children died and another | :04:19. | :04:28.
546 people were injured. That in addition to the fact we already know | :04:29. | :04:32.
that over 70 people lost their lives. Today the Syrian government | :04:33. | :04:37.
has come out and said what we expected, it denies it is | :04:38. | :04:40.
responsible and Russia agrees. It says a government air strike did | :04:41. | :04:43.
take place but it hit chemicals being produced by the rebels. The | :04:44. | :04:50.
Foreign Minister has also set out conditions for any investigation, | :04:51. | :04:53.
saying it had have to involve many countries and start from Damascus | :04:54. | :04:57.
and on that point we can assume he knows that is not going to happen. | :04:58. | :05:02.
Let's bring in Jane O'Brien from Washington, can you help us with | :05:03. | :05:07.
what military options would be available to the Americans if Donald | :05:08. | :05:12.
Trump was minded to support them? It's a tricky question because all | :05:13. | :05:15.
we are being told at the moment is that all options are on the table. | :05:16. | :05:19.
We do know President Trump is meeting his security advisers | :05:20. | :05:25.
including the Defence Secretary and ahead of National Security Council. | :05:26. | :05:31.
They will not have been making plans suddenly following this chemical | :05:32. | :05:36.
attack, we can be pretty certain that all these various options would | :05:37. | :05:39.
have been thought out a long time ago. That is the job of the | :05:40. | :05:44.
military. But what it comes down to know is what President Trump wants | :05:45. | :05:50.
to do if anything. He has been pretty vague about it himself, Rex | :05:51. | :05:56.
Tillerson a few moments ago said it required a serious response and they | :05:57. | :06:00.
were considering appropriate action but Donald Trump has said he's not | :06:01. | :06:04.
going to tell us what that is. Even he's decided. At the moment it's all | :06:05. | :06:13.
up in the air but what I do notice and I think is most telling at the | :06:14. | :06:18.
moment is a very distinct change of tone in the way this administration | :06:19. | :06:23.
and Rex Tillerson and President Trump are talking about this. Also | :06:24. | :06:29.
very strong criticism against Russia, again Rex Tillerson saying | :06:30. | :06:33.
Russia should consider very carefully its continued support for | :06:34. | :06:40.
the regime. How do you assess the comments from Rex Tillerson that you | :06:41. | :06:45.
cannot see a role for Assad in the future of Syria, is that symbolic or | :06:46. | :06:50.
I is it practical? It's an extraordinary turn about, only a few | :06:51. | :06:54.
days ago he was seeing the fight was not with President Assad it was | :06:55. | :06:58.
Islamic state and America would have to get used to him being there. This | :06:59. | :07:04.
is a complete reversal and it's a return to long-standing US policy | :07:05. | :07:12.
that coming from Rex Tillerson in no uncertain terms and the first time | :07:13. | :07:15.
he has spoken about this, he has been elusive, he does not get in | :07:16. | :07:20.
front of the cameras often. So that makes it quite something. Again how | :07:21. | :07:26.
that would happen and what America's role in any kind of removal from | :07:27. | :07:31.
office, we just don't know. Thank you very much, I can see NBC | :07:32. | :07:38.
correspondent highlighting that Americans are saying they have seen | :07:39. | :07:43.
aircraft, Syrian aircraft on the radar and watch them drop the bombs | :07:44. | :07:46.
and believe they have the evidence to back up the claims the Syrian | :07:47. | :07:50.
government did this but the Syrians and Russians say it's not the case | :07:51. | :07:55.
and this disagreement is now holding on in the diplomatic arguments on | :07:56. | :08:03.
how to respond. More copy telling us Britain, France and the United | :08:04. | :08:07.
States have asked the UN Security Council to hold a vote on a | :08:08. | :08:12.
resolution demanding an investigation into what happened. Do | :08:13. | :08:17.
not assume that go through, let's bring in our correspondent in New | :08:18. | :08:21.
York, we spoke yesterday and nothing was going through. Absolutely, we | :08:22. | :08:27.
know diplomats will be holding consultations today the US and UK | :08:28. | :08:34.
and French draft and they will see figure move to vote. What is | :08:35. | :08:38.
interesting is that Russia have proposed own draft but have not | :08:39. | :08:46.
called for vote on that. The UK, US and France draft once the Syrian | :08:47. | :08:50.
government to provide a fact-finding mission work access to flight logs, | :08:51. | :08:54.
access to people flying aircraft at the time and access to air bases. | :08:55. | :09:03.
What the Russian resolution calls for is that the Southern government | :09:04. | :09:06.
would have permission to veto any member of the team they do not find, | :09:07. | :09:12.
that they don't like -- the Syrian government would have permission. | :09:13. | :09:16.
It'd be interesting to see if they can bridge the gaps. How does it | :09:17. | :09:20.
work at the UN, do they put things to vote when they have its own up or | :09:21. | :09:24.
might the Americans put it forward knowing it will not go through? They | :09:25. | :09:32.
put it to a vote when they feel negotiations have exhausted | :09:33. | :09:35.
themselves and they want to make a symbolic points to force our Russian | :09:36. | :09:40.
veto, Russia have now vetoed seven resolutions on Syria along with | :09:41. | :09:46.
China who has vetoed sex. A senior diplomat told me they are trying to | :09:47. | :09:54.
get Russia on board, they want to show unity in their council but they | :09:55. | :09:58.
will not delay this for ever if there are bridges that cannot be | :09:59. | :10:05.
bridged, Russia think this is a political move, they said they think | :10:06. | :10:08.
the resolution they saw yesterday which is not much different was | :10:09. | :10:16.
unacceptable. We may very well see a vote as early as tonight and we'll | :10:17. | :10:21.
have to see if it means the eighth Russian veto which for the Syrian | :10:22. | :10:25.
people will not come good news. Thank you. While that happens in | :10:26. | :10:37.
relation to Syria, two of the most powerful men in the world, Donald | :10:38. | :10:41.
Trump and Xi Jinping of China are spending time together for the first | :10:42. | :10:45.
time. These pictures came in an hour or so ago, Xi Jinping arriving in | :10:46. | :10:52.
Florida, Donald Trump his host at Mar-a-Lago. The exclusive golf | :10:53. | :10:56.
resort. They will not be short of things to talk about, Donald Trump | :10:57. | :11:01.
has detailed many of the issues they will talk about during his campaign | :11:02. | :11:05.
and since getting into the White House. We can't continue to allow | :11:06. | :11:10.
China to rape our country. They have taken our money, they have taken our | :11:11. | :11:17.
jobs. China is a currency manipulator. America has lost 70,000 | :11:18. | :11:25.
factories since China entered the World Trade Organisation. When you | :11:26. | :11:30.
look at China, when you look at every country, every trade deal we | :11:31. | :11:35.
have is horrible. It's going to be only America first, America first. | :11:36. | :11:46.
As with many other issues Donald Trump has been consistent from | :11:47. | :11:50.
presidential candidate to president and on the issue of China just last | :11:51. | :11:55.
week he said the meeting will be difficult because we can no longer | :11:56. | :12:01.
have a massive trade deficit and job losses, telling American companies | :12:02. | :12:03.
be prepared to look at other alternatives. Also the Chinese | :12:04. | :12:09.
perspective on this, and editorial from the People's daily which is | :12:10. | :12:13.
state opened, it says trade ties will benefit the countries and the | :12:14. | :12:19.
world. A much more positive spin. The global Times which is also | :12:20. | :12:23.
state-owned, calling this summit and new start from the two countries. We | :12:24. | :12:31.
have not talked about YouGov result -- about a golf resort as much as | :12:32. | :12:37.
this one. He welcomed the Japanese Prime Minister recently and is now | :12:38. | :12:45.
welcoming Xi Jinping, let sure you more about what's coming up. They | :12:46. | :12:50.
are going to have dinner tonight and the main meetings will happen | :12:51. | :12:54.
tomorrow morning between President Xi and President Trump, we believe | :12:55. | :12:58.
there will be a news conference and that'll be the end of it. It's a | :12:59. | :13:03.
full 24 hours of the two of them, first I may have met, getting | :13:04. | :13:05.
together at this resort in an informal setting, away from the | :13:06. | :13:12.
busyness of Washington, the whole being that in this setting it will | :13:13. | :13:16.
give them the best chance to develop a rapport despite the fact they are | :13:17. | :13:21.
very different characters. They have come from different cultures and | :13:22. | :13:25.
political expediency is. It is hoped they can develop a working | :13:26. | :13:27.
relationship because the issues they are having to content with, the | :13:28. | :13:33.
economy, trade, security, North Korea, these are big issues which | :13:34. | :13:37.
can develop into crises if not handled properly. A lot at stake. | :13:38. | :13:44.
What is going on behind you, is it part of the security operation? I | :13:45. | :13:49.
cannot say for sure but I would imagine it is because the security | :13:50. | :13:55.
here is very tight. We've seen lots of police cars and security people | :13:56. | :14:02.
at the end of the road. We have had helicopters overhead as well so as | :14:03. | :14:07.
the leaders arrived the security increases which is a nuisance for | :14:08. | :14:10.
the residents who have to put up with some version of this almost | :14:11. | :14:14.
every time President Trump comes, not as intense as this because it's | :14:15. | :14:18.
a visit from a foreign leader but still he does disrupt their lives. | :14:19. | :14:26.
We saw this tweet saying President Xi is arriving with a gift basket. | :14:27. | :14:36.
What kind of deliverables might these men be able to agree? I think | :14:37. | :14:47.
what the journalist is referring to is something to do with the economy. | :14:48. | :14:52.
President Trump has made the trade imbalance as you have been reporting | :14:53. | :14:57.
a huge issue between the United States and China. He says China has | :14:58. | :15:01.
lowered its currency, devalued its currency in order to sell its | :15:02. | :15:06.
products more cheaply. Stealing jobs and that has to stop. They also need | :15:07. | :15:12.
to lift barriers on investment and trade, it needs to be a level | :15:13. | :15:15.
playing field. These things he will put to the Chinese president. Thank | :15:16. | :15:19.
you Barbara. Is the world is watching this | :15:20. | :15:30.
get-together of these two men and of course it is incredibly important | :15:31. | :15:34.
but probably more important for people in China and the US and BBC | :15:35. | :15:37.
teams have been speaking to people in both countries. | :15:38. | :15:51.
Camaraderie, cooperation, maybe Z of a little bit of our debt. President | :15:52. | :16:03.
Trump likes to talk tough on China. Throughout the election he promised | :16:04. | :16:08.
to bring jobs back to the US and put America first. On the other hand the | :16:09. | :16:13.
Chinese president says free trade is the answer and this is what will | :16:14. | :16:18.
bring jobs to China and the US. What do you think President Trump should | :16:19. | :16:23.
be saying to his Chinese counterpart? I am sorry, I | :16:24. | :16:26.
apologise, I have been unfair to you. I am one of those people who | :16:27. | :16:30.
think they should make more here. They are not a true democracy, that | :16:31. | :16:46.
is the worst thing about China. Social repression. | :16:47. | :17:05.
Who gets the most out of it? Definitely the US. Whether they like | :17:06. | :17:14.
it or not when Xi Jinping and Donald Trump are sitting across the table | :17:15. | :17:18.
from one another this is probably the world's most important | :17:19. | :17:22.
connection. But it is not just money and trade that drives relationships. | :17:23. | :17:28.
When it comes to climate change and getting North Korea to contain its | :17:29. | :17:31.
nuclear ambitions, America needs China onside. | :17:32. | :17:35.
Thanks to them for that. I have just been told that in a few minutes we | :17:36. | :17:40.
will have one of the main winners at the BAFTA awards for the gaming | :17:41. | :17:44.
industry, we will be live in the centre of London in just a few | :17:45. | :17:45.
minutes time. 25 years of hatred and rage as they | :17:46. | :18:09.
jump up on the statute. A massive demonstration of black power. Power | :18:10. | :18:21.
to influence. Today is about the promise of a bright future. Today | :18:22. | :18:25.
when we hope a line can be drawn with the bloody past. | :18:26. | :18:38.
I think that Picasso's works were beautiful and intelligent and it is | :18:39. | :18:47.
a sad loss to everybody who loves art. | :18:48. | :19:02.
We are alive and the BBC newsroom and our lead story concerns the US | :19:03. | :19:09.
Secretary of State who said the US believes the Syrian government is | :19:10. | :19:11.
responsible for the chemical attack on Tuesday. He also said President | :19:12. | :19:21.
Assad should not remain in power. Now, we have to start with this | :19:22. | :19:25.
meeting between Xi Jinping and Donald Trump because these two men | :19:26. | :19:30.
lead the biggest economies in the world and trade is expected to top | :19:31. | :19:33.
the agenda at the meeting at Mar-a-Lago. Let's put some figures | :19:34. | :19:39.
on this. Almost $660 billion of goods and services were traded in | :19:40. | :19:44.
2016 solely huge trading relationship. Donald Trump is not | :19:45. | :19:50.
keen on the fact the US has a huge deficit of nearly 336 billion. Let's | :19:51. | :19:59.
bring in Michelle to talk about some of these numbers. Having a deficit | :20:00. | :20:04.
is not necessarily a problem? That seems to be the suggestion from | :20:05. | :20:08.
Donald Trump. He continues to focus on the trade deficit and has said he | :20:09. | :20:13.
is concerned. If you look at the countries he has spoken out against, | :20:14. | :20:18.
Mexico and China, it is countries America has a deficit with. He seems | :20:19. | :20:24.
to be quoting the fact that America imports more than exports as a sign | :20:25. | :20:29.
that somehow America is being taken advantage of what a sign of | :20:30. | :20:35.
weakness, an imbalance that he would like to address. You are right in | :20:36. | :20:39.
suggesting that is not necessarily the case and that can be a sign of | :20:40. | :20:42.
strength, that the US economy is a place that people want to invest in | :20:43. | :20:49.
and its consumers are an engine of economic growth, that they want to | :20:50. | :20:53.
buy so much. That is kind of the conversation you start here amongst | :20:54. | :20:58.
economists, what are the reasons for this deficit, and it is not | :20:59. | :21:01.
necessarily a sign that it is bad for the US or the US getting | :21:02. | :21:04.
short-changed. People will be watching in the US, maybe some in | :21:05. | :21:10.
China, lots watching elsewhere, to what degree does the nature of this | :21:11. | :21:14.
relationship between the two countries impact on how all other | :21:15. | :21:20.
countries unable to treat? You are talking about the world's largest | :21:21. | :21:25.
and second largest economies, and we have seen together combined her much | :21:26. | :21:28.
global trade the accounts for around suddenly becomes clear as to why the | :21:29. | :21:34.
significance of all of this. America obviously imports a lot and how it | :21:35. | :21:38.
deals with its trading partners has a knock-on effect and likewise for | :21:39. | :21:43.
China. Adjustable back to what were talking about about about the trade | :21:44. | :21:48.
deficit, it is worth pointing out that America has been frustrated at | :21:49. | :21:52.
times when it comes to issues of intellectual property with China. | :21:53. | :21:56.
China for its part has seen its currency appreciate. This is one of | :21:57. | :21:59.
the charges we have seen Donald Trump level in the past against | :22:00. | :22:04.
China of it being a currency manipulator. The Chinese currency | :22:05. | :22:08.
has appreciated but the only thing as the dollar has appreciated more, | :22:09. | :22:13.
and can you hold China accountable for that? Should be talking about | :22:14. | :22:19.
reforms instead. We will speak to you next week. Let's turn to one of | :22:20. | :22:23.
the biggest nights of the year for the gaming industry, the British | :22:24. | :22:27.
Academy game awards taking place in London. We have started to get some | :22:28. | :22:35.
winners? The whole ceremony has just wrapped | :22:36. | :22:38.
up so we now know who are the winners and there have been a few | :22:39. | :22:44.
surprises, the winner of best British game was Overcooked. If you | :22:45. | :22:49.
are into relaxing games it is not for you, very stressful, you have to | :22:50. | :22:55.
man in the kitchen and get meals out to customers. It is known as a coach | :22:56. | :22:59.
party game and you get everyone shouting at each other. The area is | :23:00. | :23:06.
also Pokemon Go, nominated for Best mobile game and it won a prize for | :23:07. | :23:11.
that, a phenomenon on, and the big-ticket game, best game, | :23:12. | :23:18.
Uncharted four. A bit of an Indiana Jones style game. I have the | :23:19. | :23:22.
creators here and they will correct me if I am wrong but it is a bit of | :23:23. | :23:27.
an adventure game, searching for treasure. Globetrotting, action | :23:28. | :23:31.
adventure, but with the action set piece moments we also focus on quiet | :23:32. | :23:38.
character moments as well. And you are nominated for eight awards, I | :23:39. | :23:41.
was getting nervous that he wouldn't win any at all but you finally have | :23:42. | :23:46.
it in your hands, how do you feel? We are incredibly honoured to have | :23:47. | :23:50.
won this award and it was very unexpected for us, even getting to | :23:51. | :23:55.
the end we had no idea, but it is an incredible honour for us to have | :23:56. | :23:59.
one. You were nominated against some independent games, meet by just one | :24:00. | :24:04.
person in comparison to yours made by a big studio with lots of money. | :24:05. | :24:09.
Do you think independent games will offer when something like best game | :24:10. | :24:12.
up against big-ticket games like yours? Absolutely. Just the fact you | :24:13. | :24:19.
can have games like Uncharted four nominated shows the versatility of | :24:20. | :24:24.
our industry and what makes the different game experience is so | :24:25. | :24:28.
powerful. You can have games that you can pick up and put down in 30 | :24:29. | :24:32.
minutes and others you stay up all night and call in sick the next | :24:33. | :24:36.
workday, so it is just an amazing time to play games. I think when you | :24:37. | :24:44.
look at what people are able to achieve regardless of the team size, | :24:45. | :24:49.
people are able to create games that can touch or emotionally and are | :24:50. | :24:52.
very innovative in terms of technology and design, and as this | :24:53. | :25:00.
year's awards demonstrate, it is not about team size, it is a matter of | :25:01. | :25:03.
what you are able to do and how passionate you are in making your | :25:04. | :25:07.
game. We have heard a lot about virtual reality but not seem that | :25:08. | :25:10.
many games nominated, is that something still to come? I think | :25:11. | :25:17.
absolutely virtual reality is just in the infancy of what people are | :25:18. | :25:20.
beginning to figure out on how to make games. It is really just | :25:21. | :25:26.
providing an extremely immersive environment and it is really an all | :25:27. | :25:29.
new paradigm of games that we are just figuring out, so I am really | :25:30. | :25:34.
excited about the future of that. Congratulations on your BAFTA and I | :25:35. | :25:38.
will let you get back to your champagne dinner, and back to you. | :25:39. | :25:42.
Congratulations to everyone who won a BAFTA this evening. We have time | :25:43. | :25:48.
