Hello, I'm Ros Atkins, this is Outside Source. | :00:11. | :00:16.
Bible goes straight to Belgium. Police in Brussels have shot a | :00:17. | :00:23.
suspected attacker after the small explosion in the Central Station. | :00:24. | :00:26.
Authorities say the situation is under control. | :00:27. | :00:31.
All eyes are on the US state of Georgia as voter heads | :00:32. | :00:34.
It's already the most expensive congressional race in US history. | :00:35. | :00:38.
It is seen as a referendum on the presidency of Donald Trump. | :00:39. | :00:41.
Manchester United manager Jose Mourinho has been accused | :00:42. | :00:43.
And we'll be looking at the issue of child bride's in Sri Lanka - | :00:44. | :01:07.
In case you are just joining us, a feud minutes ago, we started getting | :01:08. | :01:16.
information about the security and from -- incident in Brussels. And | :01:17. | :01:21.
explosion was heard at the train station prompting an evacuation of | :01:22. | :01:22.
the main square. . More information started coming in. | :01:23. | :01:39.
The Brussels news for the BBC told us that the train station had been | :01:40. | :01:43.
evacuated. The story started to develop. We were told by Reuters | :01:44. | :01:49.
that the Belgian police said they had neutralised someone, soldiers | :01:50. | :01:52.
carried out that action, it was soldiers guarding the central | :01:53. | :01:58.
station. The BBC spoke to the federal police directly and said | :01:59. | :02:02.
that a man triggered a small explosion in the central station and | :02:03. | :02:08.
has been neutralised, no one else is expected to be injured. The police | :02:09. | :02:13.
say the situation is under control. Let me show you where the station | :02:14. | :02:18.
is. It is right in the central of Brussels. It is a big station that | :02:19. | :02:22.
caters not just for Belgium but also for people travelling all over | :02:23. | :02:27.
Europe. These are the pictures coming into the BBC newsroom. Lots | :02:28. | :02:34.
of security presence. An area has been cordoned off. This is not an | :02:35. | :02:38.
ongoing situation and the police says it is under control. You are at | :02:39. | :02:49.
the scene, what can you see? The area has been completely cordoned. | :02:50. | :02:52.
There is military personnel and plenty of police and military | :02:53. | :03:03.
vehicles. The metro station, all the entrances have been closed. There | :03:04. | :03:10.
are more vehicles arriving whilst we are talking. And no one can get into | :03:11. | :03:19.
the area which has been completely isolated. So far, little is known | :03:20. | :03:26.
about the supposed attacker and the number of casualties. I spoke | :03:27. | :03:32.
earlier, one hour ago, to Belgian security services that said all that | :03:33. | :03:38.
they knew was that one person had been neutralised. There was a small | :03:39. | :03:44.
explosion but the central station and that they had no further | :03:45. | :03:50.
evidence of more casualties. They also told me they were about to | :03:51. | :03:58.
gather at the crisis centre which is a panel composed of the Prime | :03:59. | :04:03.
Minister and interior Minister, police and prosecutors to determine | :04:04. | :04:08.
what to do next, to raise the threat level or whether to conduct house | :04:09. | :04:13.
searches. We know very little at the moment. It is still ongoing. We are | :04:14. | :04:22.
trying to find out more but it is still very confusing. This incident | :04:23. | :04:25.
happened in the middle of the evening so presumably the station | :04:26. | :04:30.
was not that busy? Definitely not rush hour. Especially since the | :04:31. | :04:37.
Belgians go home quite early. Lots of people who work in the city do | :04:38. | :04:44.
not work -- do not live in the city. The star to leave about 5pm. The | :04:45. | :04:51.
explosion incident occurred roundabout named PM so it was not a | :04:52. | :04:59.
very crowded time of the day. -- named PM. Military personnel were | :05:00. | :05:04.
stationed inside the station neutralised this person immediately. | :05:05. | :05:11.
There was no other people injured. It is too early to assess the number | :05:12. | :05:16.
of casualties. I travelled to Brussels quite often to cover the | :05:17. | :05:20.
European Union and it has been striking and the last 12 months how | :05:21. | :05:25.
much more visible armed police are. It is a constant presence. We have | :05:26. | :05:30.
got used to it. There is military personnel in every train station and | :05:31. | :05:38.
in most metro stations. There are armoured vehicles often on the | :05:39. | :05:43.
streets. When the European leaders come to the city, which by the way | :05:44. | :05:47.
is going to happen Thursday and Friday, there is a bigger European | :05:48. | :05:51.
summit we are all prime ministers and presidents are expected to come | :05:52. | :05:57.
into town, the security is increased and you see even more military | :05:58. | :06:01.
personnel patrolling the streets. And people got used to it by now. | :06:02. | :06:09.
For people joining us, can you give us the size of the operation that is | :06:10. | :06:15.
happening at the station now? I am circling around and what I can see | :06:16. | :06:21.
is that the entire perimeter, I would say it is about 300-400 metres | :06:22. | :06:27.
all around the station area is cordoned off and nobody has access | :06:28. | :06:33.
to it. And more and more police cars are arriving and are cordoning the | :06:34. | :06:42.
entire area. You can probably hear them in the background. You can hear | :06:43. | :07:03.
them. SIRENS BLARE. They have also cordoned of a church so they are | :07:04. | :07:08.
blocking off the entire area. Thank you for joining us. | :07:09. | :07:18.
I understand you are also close to where the incident happened? We have | :07:19. | :07:26.
just left the perimeter on our way back home. About 20 minutes ago we | :07:27. | :07:36.
were let out of the restaurant where we had found shelter at the time of | :07:37. | :07:44.
the explosion. Where were you at the time, you would in this restaurant? | :07:45. | :07:48.
No, we were actually entering into the station to take a train, a | :07:49. | :07:56.
colleague and myself. Right at that moment we saw people running out of | :07:57. | :08:01.
the station and the security guards directed us in French away from the | :08:02. | :08:10.
train station and it was at that moment that the doors of the | :08:11. | :08:14.
restaurant were opened for us and we could enter through to find shelter. | :08:15. | :08:22.
How quickly did the emergency services and security services | :08:23. | :08:29.
arrived? That was really quickly. But those were found about 120 | :08:30. | :08:34.
seconds. And when you were eventually released from this | :08:35. | :08:37.
restaurant where you had to spend a few minutes, where you given any | :08:38. | :08:41.
information by the people who were looking after you as to what | :08:42. | :08:51.
happened? Yes, after a while one of the restaurant personnel informed us | :08:52. | :08:55.
of explosions having occurred in the train station. The well briefed and | :08:56. | :09:01.
knew what was going on. In the meantime there was no signs of | :09:02. | :09:08.
panic. The situation seem to be pretty much contained at the | :09:09. | :09:13.
beginning. Thank you very much for speaking to us. We appreciate it. | :09:14. | :09:20.
The incident was contained almost the moment it happened. The Belgian | :09:21. | :09:24.
police have spoken to the BBC and said that they did do with an | :09:25. | :09:28.
incident at the Central train station in Brussels, and about a | :09:29. | :09:32.
person was neutralised. There have been multiple reports of a small | :09:33. | :09:37.
explosion. We await more details on what happened. We know that the area | :09:38. | :09:43.
has been cleared, the station was evacuated and the situation is under | :09:44. | :09:46.
control. You can see the live pictures coming in now, it does | :09:47. | :09:51.
remain cordoned off and the investigative work is ongoing. We | :09:52. | :09:56.
will keep our eyes on that story. We will switch away to America. | :09:57. | :09:59.
Huge attention in the US on a vote today in Georgia. | :10:00. | :10:01.
It's for a seat in Congress - that came free after Tom Price | :10:02. | :10:05.
was appointed US secretary of Health and Human Services. | :10:06. | :10:14.
His replacement will either be the Democrat Jon Ossoff | :10:15. | :10:16.
Republican Tom Cole sums it up neatly, "First and foremost, | :10:17. | :10:21.
this is a referendum on the Trump presidency." | :10:22. | :10:26.
And he's backed up by the money being spent. | :10:27. | :10:28.
That makes this the most expensive house race ever. | :10:29. | :10:32.
@RealDonaldTrump "Karen Handel for congress. | :10:33. | :10:43.
She will fight for lower taxes, great health | :10:44. | :10:45.
care strong security, a | :10:46. | :10:46.
As Anthony Zurcher points out "That's now six tweets in the past | :10:47. | :10:51.
Presidents with ratings as low as Trump's usually avoid injecting | :10:52. | :10:56.
let us be to Anthony in Washington, DC. This does not change the numbers | :10:57. | :11:14.
in the House of Representatives whatever way it goes, why are people | :11:15. | :11:19.
putting in so much money? It is because this particular seat, Donald | :11:20. | :11:26.
Trump won it by only just over 1%. It has been held by a Republican for | :11:27. | :11:31.
decades and they think it is a chance to pick up a seat, the | :11:32. | :11:38.
Democrats. It is a Sunbelt, southern state, educated. They have to win it | :11:39. | :11:42.
if they want to pick up enough seats to flip the House of Representatives | :11:43. | :11:47.
over to the side. There have been some special elections in the past, | :11:48. | :11:51.
Kansas and Montana, they came close on but did not go over the top. | :11:52. | :11:56.
Those seats Donald Trump won handily. They are focusing on the | :11:57. | :12:01.
elections in 2018, seats like this one. If they can flip it it is a | :12:02. | :12:13.
good sign if they cannot put that despite spending these resources, | :12:14. | :12:15.
Democrats will start to second-guess the strategy and wonder if they can | :12:16. | :12:17.
take the House of Representatives back next year. The Democrats have | :12:18. | :12:21.
the Donald Trump worked out but have they worked out what they worked out | :12:22. | :12:23.
what they're offering as an alternative? It is funny, this has | :12:24. | :12:30.
been billed as a referendum on Don -- Donald Trump, the Democrat | :12:31. | :12:33.
candidate has not spent a lot of time talking about a Donald Trump. | :12:34. | :12:38.
He is running as a fiscal moderate. He has been talking about health | :12:39. | :12:42.
care, making sure there is an affordable health care for | :12:43. | :12:46.
Americans. He talked about running good government and social spending. | :12:47. | :12:51.
As far as a cohesive strategy, they are going to need more than just, we | :12:52. | :12:56.
are not Donald Trump. Voters like to vote for something rather than | :12:57. | :13:00.
against. You saw Hillary Clinton last year run on an effectively, | :13:01. | :13:08.
Donald Trump will be full, campaign was that she did not set out clear | :13:09. | :13:13.
objectives and goals that she could campaign on. How long until we know | :13:14. | :13:19.
who has been victorious? It is about three hours until the polls closed, | :13:20. | :13:24.
if it is a fraction of percentages, it could go on for quite a long | :13:25. | :13:35.
time. 5-6 hours. We'll keep a close eye on the situation in Brussels. | :13:36. | :13:40.
This has been a security incident at Central Station. Police say that a | :13:41. | :13:43.
man has been neutralised and that the situation is under control. | :13:44. | :13:45.
Hundreds of people have attended the funeral | :13:46. | :14:08.
of Olivia Campbell-Hardy, who was 15, and killed in | :14:09. | :14:10.
The teenager, from Bury, was called a "true friend | :14:11. | :14:13.
Olivia was one of 22 people, who lost their lives | :14:14. | :14:16.
Her parents asked that the service be a celebration and thanksgiving, | :14:17. | :14:20.
for her life, as Abbie Jones reports. | :14:21. | :14:22.
Outside the church where Olivia came for RE lessons they gathered | :14:23. | :14:25.
in solidarity, silently watching her blue coffin arrive. | :14:26. | :14:27.
Mourners were also wearing blue, the teenager's favourite colour. | :14:28. | :14:31.
Amongst them in a wheelchair, Olivia's friend Adam Lawler, | :14:32. | :14:33.
Some here have known Olivia since she was in primary school. | :14:34. | :14:40.
It is sickening, she is such a happy and bubbly girl. | :14:41. | :14:43.
She was happy, she was never causing any trouble. | :14:44. | :14:53.
She was the best person that anyone could ask for. | :14:54. | :14:55.
For others, it was a chance to show Olivia's family | :14:56. | :14:58.
It really affects me, it is like I have to be here. | :14:59. | :15:07.
Draped over the teenager's coffin, a flag with a B, the symbol | :15:08. | :15:12.
Unity was a key message of the service. | :15:13. | :15:15.
Running through every element in it, are the threads of hope and love. | :15:16. | :15:18.
The exact opposite of meaninglessness and hate. | :15:19. | :15:25.
She was a girl with character and vitality. | :15:26. | :15:28.
The order of service for Olivia's service says it all, | :15:29. | :15:33.
her family and parents wanted this to be a celebration of her life. | :15:34. | :15:36.
We want to give her a prom, the 16th, 18th, 21st, | :15:37. | :15:45.
everything that she is going to miss out and that is what | :15:46. | :15:48.
We want to give her the best sendoff that we can possibly give her. | :15:49. | :15:58.
Olivia was a talented singer and her school choir | :15:59. | :16:00.
A time for comfort for those who must live with their loss. | :16:01. | :16:38.
There has been a security incident in the central train station in | :16:39. | :16:43.
Brussels. Police say they have neutralised a man and that the | :16:44. | :16:45.
situation is under control. Jose Mourniho has been accused | :16:46. | :16:50.

station in Brussels. We can bring any colleague from the BBC, Adam | :21:51. | :21:54.
Fleming, who is live from the Brussels newsroom. Four people | :21:55. | :21:57.
joining us, can you start the beginning? This security incident | :21:58. | :22:05.
started a couple of years ago at the Brussels Central Station which is a | :22:06. | :22:10.
stones throw from the Grand Place, the historic centre of Brussels. A | :22:11. | :22:13.
couple of miles from the EU headquarters weird I am speaking to | :22:14. | :22:20.
you from. This is the home to many European institutions. A man was | :22:21. | :22:23.
seen at the Central Station carrying a rucksack. And reports are stating | :22:24. | :22:29.
they could've been an explosive vest on his body. The let of a small | :22:30. | :22:35.
explosion that caused panic in the train station. A few moments later, | :22:36. | :22:40.
the man was shot by the Belgian military because the city is still | :22:41. | :22:45.
filled with armed soldiers guarding key points after a series of | :22:46. | :22:49.
terrorist attacks in the past few years. Belgian security sources | :22:50. | :22:53.
stating that the suspect has been neutralised. We do not know if that | :22:54. | :22:56.
means he has been arrested and detained, or he has been shot and | :22:57. | :23:09.
killed. We will get more details in the next few minutes because the | :23:10. | :23:11.
Belgian federal prosecutors office will do a press conference at the | :23:12. | :23:14.
scene in the centre of Brussels. Thank you very much. To reiterate, | :23:15. | :23:18.
the level of security that we would see around the Central Station now | :23:19. | :23:21.
would already be reasonably significant? Yes, think back to the | :23:22. | :23:30.
terrorist attack in London a few weeks ago and they flooded the | :23:31. | :23:33.
streets were soldiers and that was a surprise to people in London because | :23:34. | :23:37.
you do not get armed soldiers guarding places like Parliament or | :23:38. | :23:41.
major train stations. In Belgium, it is a fact of life for people that | :23:42. | :23:47.
live in Brussels after the series of attacks a few years ago. They come | :23:48. | :23:51.
out of the train station and you will see an army vehicle, and you | :23:52. | :23:56.
