left to right hitting people at the little stands, all

sudden people were screaming and running. Catalan police say this is

a terror attack. They said two people have been arrested. They have

:00:45.:00:48.

dismissed early reports that two gunmen were holed up in a bar in the

:00:49.:00:50.

city possibly with a hostage. Welcome to Outside Source. We are

continuing the BBC's live coverage of the terror attack in Spain, where

:01:12.:01:16.

Ivan has driven into crowds, killing at least 13 people. -- where a van.

:01:17.:01:21.

This happened in Barcelona in the north-east of Spain. If I take you

:01:22.:01:25.

into the city, you can see that we have highlighted the area where it

:01:26.:01:29.

occurred. Las Ramblas. This is a real tourist hotspot in the heart of

:01:30.:01:34.

Barcelona. A white van mounted the pavement and drove into pedestrians.

:01:35.:01:42.

As we said, 13 people have been killed. We are hearing that more

:01:43.:01:45.

than 80 others have been injured and 50 may have been hospitalised. The

:01:46.:01:47.

numbers are changing as we report it. According to police, what

:01:48.:01:50.

happened on Las Ramblas was that the fan entered to the north of the area

:01:51.:01:57.

into the pedestrian zone. It sped down at a great pace, coming to a

:01:58.:02:02.

halt about halfway down the strip, charging through people. Just to

:02:03.:02:06.

give you an idea of how busy this always is, this picture was taken

:02:07.:02:13.

only yesterday. It is a very popular tourist spot. Police confirmed on

:02:14.:02:16.

Twitter they have arrested two people and said that despite earlier

:02:17.:02:20.

reports there is no hostage situation and there are no other

:02:21.:02:23.

gunmen in the city. That is something that was really

:02:24.:02:26.

frightening people in Barcelona. They have released one picture, a

:02:27.:02:29.

picture that I want to show you. This man is Driss Oukabir. He rented

:02:30.:02:35.

the van involved in the incident. This is the Catalonia police, the

:02:36.:02:41.

Catalan police Twitter account. They are calling it a terrorism attack.

:02:42.:02:53.

Now, Aamer Ansar was in Barcelona and he told us about it. He spoke to

:02:54.:02:55.

the BBC by phone. Las Ramblas is right in the heart

:02:56.:03:01.

of the city, it is jam-packed I was about to sit down

:03:02.:03:06.

for something to eat. Then I decided to walk

:03:07.:03:10.

down a bit further. Next thing, literally seconds later,

:03:11.:03:12.

heard a crashing noise. The whole street, I started

:03:13.:03:14.

hearing screaming. Everybody started to run,

:03:15.:03:16.

so I started to run in the direction Families were screaming, their kids,

:03:17.:03:19.

they were taking them out Within seconds, police

:03:20.:03:22.

officers were out. I noticed yesterday when I arrived

:03:23.:03:37.

in the city that, you know, Guns were out,

:03:38.:03:39.

ambulances, fire engines. You could see at the top

:03:40.:03:42.

of the street, a sort of like vans. And then I spoke to someone

:03:43.:03:48.

and tried to get into a shop, There was a shopkeeper

:03:49.:03:52.

who was speaking, said I tried to ask him,

:03:53.:03:56.

and he said that a van had driven into the crowd,

:03:57.:04:01.

and six people were very At that point, the ambulances,

:04:02.:04:04.

Fire Brigade, police officers were on the scene with machine guns

:04:05.:04:10.

and guns, very quickly. They were very jittery

:04:11.:04:13.

and people were panicking. And then we were pushed back again,

:04:14.:04:15.

and then pushed further back. The police are absolutely

:04:16.:04:18.

everywhere at the moment. Also listening to Spanish radio and

:04:19.:04:29.

reading media report is Tom Burridge, former Spanish

:04:30.:04:32.

correspondent in Spain. We have one name and picture so far of somebody

:04:33.:04:37.

involved. We have been shown the photo of Driss Oukabir. He,

:04:38.:04:42.

according to Spanish media, is basically a guy who was born in

:04:43.:04:47.

Morocco, he had legal residency in Spain. There is various bits of

:04:48.:04:51.

information coming out about him in the Spanish media. I think

:04:52.:04:56.

everything I say from here onwards, you know, take with a bit of caution

:04:57.:04:59.

at the moment and tell it comes out officially from official sources.

:05:00.:05:06.

Some media are saying that this guy had spent time in prison in Spain

:05:07.:05:10.

previously, and was released in 2012, according to some reports. An

:05:11.:05:16.

clear from what offences. And some reports suggest that he travelled to

:05:17.:05:21.

Morocco recently and returned to Barcelona and Catalonia not long

:05:22.:05:25.

ago. But then another report in the Spanish newspaper is saying that

:05:26.:05:27.

this guy turned himself into the police and is claiming that his ID

:05:28.:05:35.

was stolen. So he is a victim too is his story possibly? That could be

:05:36.:05:40.

his line to the police, whether or not that is true, the police are

:05:41.:05:44.

investigating. Things are developing. What we can say for

:05:45.:05:49.

certain is that there was a vehicle out on that next diagonal, another

:05:50.:05:56.

main avenue in Barcelona, not far from Las Ramblas. A car broke

:05:57.:05:58.

through a police checkpoint hours after the attack and made a on Las

:05:59.:06:07.

Ramblas. It could be another cart. It made an attack. A different

:06:08.:06:11.

vehicle broke through the police cordon and was tracked down to an

:06:12.:06:15.

area outside the city, two or three kilometres to the west of Barcelona.

According to Spanish media, there was a short so bright shoot out

:06:18.:06:22.

that, and one people have been killed -- there was a shoot out on

:06:23.:06:26.

one person has been killed. Two people arrested, one of them was

:06:27.:06:29.

this man, Driss Oukabir. They will be questioning him now. We are

:06:30.:06:37.

talking about the van that ploughed through Las Ramblas and a separate

:06:38.:06:41.

car hit the two police officers and there was a shoot out. We know that.

:06:42.:06:46.

There is also a watch on another town outside of Barcelona. Which may

:06:47.:06:51.

be connected, maybe not. Hello there is another vehicle. According to one

:06:52.:06:57.

Spanish media, they are insinuating that that vehicle was involved in

:06:58.:07:02.

the attack somehow. That it had also been rented. Now, it is definitely

:07:03.:07:09.

the case, I think, from quite a good source of information, the Mayoress

:07:10.:07:13.

of that town in Barcelona, it is a limit is outside of Barcelona, the

:07:14.:07:17.

Mayoress said that vehicle is part of the investigation. Whether or not

:07:18.:07:23.

it is will become clear in time. We have clearer figures of the scale of

this attack, and sadly how many people have been caught up in it.

They are talking about 90 people caught up in it, 80 people in

:07:32.:07:34.

hospital, 12 people seriously injured. We were talking earlier, it

was interesting, you know, about the security. Yes, Madrid a few years

ago when I was there, there was suddenly a big change when there are

so back were other terror attacks outside of Europe -- when there were

other terror attacks. There was a heavy police presence with

That was a sea change in Spain. But the headache problem for the

security services around Europe and around the world is, how do you stop

:08:06.:08:11.

reports the fled on foot, it is unclear whether he is still at large

or whether he is one of the two people detained by the police. We

France and Belgium who have faced the Mueller threats. They work with

:09:22.:09:25.

police here in Britain on certain issues -- similar threats. When I

:09:26.:09:30.

was living in Spain, I left about three or four years ago, you know,

:09:31.:09:36.

there were multiple incidents. It was quite regular that people were

:09:37.:09:41.

being arrested at suspected of travelling to join the so-called

:09:42.:09:43.

Islamic State group in Iraq or Syria. You know, this is an issue

:09:44.:09:48.

that the Spanish government, the Interior Ministry there, have been

:09:49.:09:51.

working to get on top. The interesting thing to mention is

:09:52.:09:54.

that, you know, actually, if you step back from it and look at the

:09:55.:09:58.

politics, Catalonia has its own government with a lot of devolved

:09:59.:10:02.

powers. But that government is pushing to hold a referendum at the

:10:03.:10:05.

beginning of October. They want to go ahead with it. The Spanish

:10:06.:10:09.

governor, they are saying, you can't do that, it is illegal under the

:10:10.:10:13.

Constitution. This saga has been rolling on for years, and it is

:10:14.:10:16.

coming to a head in October. The Spanish president is on his way up

:10:17.:10:21.

to Catalonia. At such a sad, tragic time there will be a big show of

:10:22.:10:29.

solidarity between the Spanish government and the Catalan

:10:30.:10:30.

government, who politically have been at loggerheads, and strong

:10:31.:10:32.

statements coming up from McCain tonight, King Philippe, saying, we

:10:33.:10:37.

are all Barcelona -- coming from the King. Let me know if anything is

coming through from your Spanish sources. A reminder of our mains

13 people in Barcelona -- our main story on outside sourced... An

American tourist had just arrived in the city when the Sitak began

:10:56.:11:00.

This afternoon I came in on a flight, and I was in a taxi

:11:05.:11:07.

Maybe just a block and a half from the town.

:11:08.:11:12.

I was just looking at the boulevard, from the back of the taxi.

:11:13.:11:22.

And then I heard this group of people scream at the same time.

:11:23.:11:27.

And you just don't think of this, naturally.

:11:28.:11:29.

And then I looked to my left, and I saw a white van with its front

:11:30.:11:33.

At first I thought it must be somebody just working and driving,

:11:34.:11:41.

Then I realised he was going entirely too fast.

:11:42.:11:45.

It looked to me as if he was going left-to-right,

:11:46.:11:48.

There were people shopping, basically.

:11:49.:11:54.

And all of a sudden people were just screaming and running.

:11:55.:11:57.

We knew immediately, you know, naturally,

:11:58.:12:02.

what was happening and what was going on at that moment.

:12:03.:12:06.

And my taxi driver just started saying, oh my God, oh my God.

:12:07.:12:11.

And then we just turned right around the corner,

:12:12.:12:17.

And then everyone was running into any space, of course,

:12:18.:12:28.

And they were coming into the hotel and screaming.

:12:29.:12:34.

Interestingly, I turned around and they were starting

:12:35.:12:36.

And that was when the hotel staff put me behind the front

:12:37.:12:41.

They got all of us together into a ballroom,

:12:42.:12:51.

just in the entrance of the hotel, which to me didn't

:12:52.:12:56.

feel safe at all because there was really no...

:12:57.:13:00.

There was nobody armed to protect the room of people.

:13:01.:13:05.

And for better or for worse, I left the room and I said,

:13:06.:13:08.

They gave me a key and I came upstairs.

:13:09.:13:14.

Because I figured I would rather be one person in hundreds of rooms

:13:15.:13:17.

As I can see everybody across at the other hotel,

:13:18.:13:22.

everybody is just watching out of their window, watching, what now?

to escape. Has any assistance got through? There has been a trickle of

assistance, but not enough? We have assistance, but not enough. Because

:14:51.:14:55.

we are too many. Too many, but still, we have enough in this

:14:56.:15:00.

community, we have nowhere to go now, we don't have sheltered, I

:15:01.:15:03.

don't think we will also arrive. I don't know what we will do. Please,

:15:04.:15:07.

we are begging the governments, NGOs, other bodies to help us. If

:15:08.:15:09.

not... I don't know. I don't this is a community that needs more

:15:10.:15:23.

resistance. I saw dozens of families living in a unfinished home. People

:15:24.:15:27.

don't have sheltered, many are going hungry, and they say their own

:15:28.:15:29.

government, as well as others, are standing by.

media, rented the van. There is one confusing report of him claiming he

handed himself in to the police and had his ID stolen. Let's see whether

that is borne out to be true or not. The identity of the other person in

:18:40.:18:42.

police custody we are unclear about. Are we from Las Ramblas we have got

:18:43.:18:49.

Diagonal, a main avenue running through Barcelona, eight Avenue in

:18:50.:18:53.

terms of traffic there. Las Ramblas has traffic down the edge of it but

:18:54.:18:57.

it is a pedestrianised area. Diagonal, a car, hours after the

:18:58.:19:03.

official attack, it went through a police cordon or checkpoint which

:19:04.:19:06.

had been set up following the attack. That car was followed to an

:19:07.:19:12.

area outside of Barcelona west of the city by a couple of kilometres.

According to Spanish media, there was a shoot out there and one

:19:17.:19:20.

suspect was killed. We are seeing live pictures from Barcelona now. If

:19:21.:19:24.

you are there, you are still in, you don't know what is happening,

obviously there are still a lot of security around, Tom? Yes, the main

:19:29.:19:32.

tourism organisation there is saying about trying to find hotels for

:19:33.:19:37.

freak if people are basically stranded anywhere. There is a lot of

:19:38.:19:42.

lockdown in various parts of the city. I've been listening to Spanish

:19:43.:19:47.

radio. A huge police presence on the streets. Loads of tourists out for a

:19:48.:19:53.

night in the city on holiday, caught up. The height of the summer season.

Barcelona is alive at this time of year. It is a great city, I'm sure

:19:58.:20:02.

loads of people know it. It's got a really great and Brazil. Las Ramblas

:20:03.:20:06.

is one of the hotspots. It does appear that that has been targeted

:20:07.:20:09.

deliberately -- it is a really great area. I have discussed this early in

:20:10.:20:15.

the programme, what can be done, can it? Ultimately up until now we only

:20:16.:20:20.

have confirmed that the only weapon in this attack at the moment is a

:20:21.:20:25.

van that was rented. You know, and that is the headache for the

:20:26.:20:29.

security services. After geese and Westminster Bridge, you know, in

:20:30.:20:32.

Brussels, we have always had this, is Asian -- after Nice. -- we have

:20:33.:20:40.

always had this conversation. This is the headache for the

:20:41.:20:43.

counterterrorist authorities. What the security services in Spain are

:20:44.:20:48.

trying to establish is the number of people who are involved in this

:20:49.:20:52.

attack. At the moment we have got two playbook in police custody, but

:20:53.:20:55.

you can't read into that too much at this stage -- two people. It could

:20:56.:20:59.

be that those people are released and found not to be connected with

:21:00.:21:04.

the attack. But, you know, there seems to be some anecdotal evidence

:21:05.:21:06.

that points towards more than one person involved. You know, we've got

:21:07.:21:12.

reports of the driver of the van fleeing the scene on foot. We've got

:21:13.:21:16.

this incident on the edge of Barcelona where one person is shot

:21:17.:21:19.

dead. We don't know whether that is the same person or not. We also have

:21:20.:21:26.

a van in thick, tens of kilometres outside of Barcelona, apparently

:21:27.:21:28.

being investigated as part of the attack -- this van in Vic. The

:21:29.:21:33.

information is coming from the Mayor of that town. There seems to be

:21:34.:21:36.

various strands of the investigation. The police in

:21:37.:21:39.

Barcelona and Catalonia saying their investigation is very much the lack

:21:40.:21:45.
