shouted at everyone to just run and was a really loud crashing noise but

I didn't stop to look back. It was just a kind of immediate stampede in

:00:38.:00:41.

the opposite direction. Catalan police are treating this as a terror

:00:42.:00:46.

attack. Two people have been arrested. They dismissed earlier

:00:47.:00:50.

reports that gunmen were holed up in a bar in the city.

:00:51.:01:05.

Welcome to Outside Source. We are continuing the BBC's live coverage

of the terror attack in Spain, where a van has driven into crowds killing

:01:13.:01:16.

at least 13 people. This happened in Barcelona in the north-east of

:01:17.:01:19.

Spain, and we can take you into the city to show you exactly where it

:01:20.:01:24.

occurred. Down here, this is Las Ramblas, a real tourist hotspot in

:01:25.:01:29.

the city, and a white van mounted the pavement and drove apparently

:01:30.:01:34.

crazily at high speed into pedestrians. As we said, 13 have

:01:35.:01:41.

been killed and more than 80 others have been injured. According to

:01:42.:01:43.

police, what happened with the van was that it entered Las Ramblas at

:01:44.:01:49.

the top of the pedestrian zone here, came to a halt after driving at high

:01:50.:01:55.

speed about halfway down the pedestrian strip, and to give you an

:01:56.:01:59.

idea of how busy the area is, the picture just popped up there, and

:02:00.:02:05.

this was a picture taken just yesterday in Las Ramblas. It is very

:02:06.:02:08.

popular with tourists and the driver of the van would have known that.

:02:09.:02:12.

The police have confirmed on Twitter that they have arrested two people

:02:13.:02:16.

and they have also put as clear about reports about a hostage

:02:17.:02:20.

situation with gunmen. Police are saying that is not happening

:02:21.:02:25.

although there is an ongoing surveillance and security situation

:02:26.:02:29.

in the city. They have released one picture, a picture of a man called:

:02:30.:02:37.

Mac. He is understood to be in his 20s and of Moroccan birth. -- a man

:02:38.:02:46.

called Driss Oubakir. It is said he rented the van in the incident, an

:02:47.:02:50.

incident they are saying is a terrorist attack, and the police are

:02:51.:02:55.

saying this man is in custody. So more about him in the next few

:02:56.:03:00.

hours. We have been talking to eyewitnesses throughout the last few

:03:01.:03:06.

hours. Tom lives near to where the attack happened and talk to us about

:03:07.:03:09.

what he saw in the minutes that followed that attack. I had left my

:03:10.:03:18.

flat and I was walking up to Las Ramblas in order to go to a metro

:03:19.:03:26.

station. When I was about a few minutes from the end of my road, I

:03:27.:03:31.

heard the screams and a couple of crashes and I'm guessing that was

:03:32.:03:34.

the moment when the van had mounted the pavement and probably knocked

:03:35.:03:38.

over... You know, there are all kinds of stalls and that kind of

:03:39.:03:43.

thing. That's when I saw the crowds parting because there was a massive

:03:44.:03:50.

group of people on the road itself, and there were people passing, and

:03:51.:03:54.

that's when I saw the van going at full speed down the middle of Las

:03:55.:03:58.

Ramblas, and when I saw the fact that it wasn't slowing down, that's

:03:59.:04:02.

when I realised that, yes, there was something obviously very, very

:04:03.:04:08.

wrong. As soon as I saw the velocity of it, I thought, my God, this is an

:04:09.:04:13.

attack, it's not just a van that was slightly out of control. Everybody

:04:14.:04:20.

was running into the shops, the bars, everyone put their shutters

:04:21.:04:25.

down. Armed police have cordoned off my road entirely. It's always packed

:04:26.:04:31.

in summer in Barcelona. It is the ultimate tourist attraction. It's

:04:32.:04:36.

are walking pace down Las Ramblas because it's always so busy. -- it

:04:37.:04:42.

is always hard looking at pace down Las Ramblas. When I moved here it

:04:43.:04:49.

was one of those things that I thought, at least they don't have

:04:50.:04:56.

terrorism in Spain. Apart from ETA. But it is such a happy place,

:04:57.:05:01.

Barcelona. And for this kind of thing to happen is in contrast so

:05:02.:05:07.

much of what the city stands for. We can talk to Guide, who is monitoring

:05:08.:05:12.

events from Madrid. Our eyewitness there said Barcelona is such a happy

:05:13.:05:17.

place and those who commit terrorist attacks like this, they tend to

:05:18.:05:21.

commit the lively, thriving cities, whether you are talking about

:05:22.:05:25.

London, Manchester, Paris, and now Barcelona. Yes, it has the

:05:26.:05:30.

reputation and to such a big draw to tourists for that reason. Ironically

:05:31.:05:35.

there has been a big debate recently about whether or not Barcelona is

:05:36.:05:38.

drawing too many tourists, whether it had become too much of a tourist

:05:39.:05:42.

hub, and some people were worried it was losing its identity for that

:05:43.:05:46.

reason, but, guess, it draws millions of people every year and

:05:47.:05:55.

that central area in Barcelona around Placa de Catalunya and the

:05:56.:05:59.

Las Ramblas Boulevard, which is connected to the Placa de Catalunya,

:06:00.:06:05.

where the attack took place, that is possibly the first place tourists

:06:06.:06:08.

head to when they go to Barcelona. It is very famous in the

:06:09.:06:12.

architecture around there is well known, so they had there and it is

:06:13.:06:16.

always full up, particularly in the summer months. It is always heaving

:06:17.:06:20.

in July and August, so it would seem to be perhaps the logical place for

:06:21.:06:25.

a terrorist attack to take place. That might explain why we saw such a

:06:26.:06:31.

swift response from the police and the medical crews after the attack,

:06:32.:06:34.

that they were perhaps ready for this. You could say police forces

:06:35.:06:40.

across Europe are on alert for this kind of incident but what would you

:06:41.:06:44.

say about security levels in Spain Germany? Spain hasn't had a

:06:45.:06:50.

terrorist attack since 2004. In Spain generally? Since that attack

:06:51.:06:58.

in Madrid on the capital. Since then, the authorities have clamped

:06:59.:07:06.

down on terrorist activity. That attack came as a huge shock in 2004.

They weren't prepared for it. They had handled the Basque separatists

:07:13.:07:16.

of ETA for many years but they weren't used to this new terrorism.

They've now had more than a decade to get used to that. They have made

:07:21.:07:24.

dozens of arrests of suspected jihadistss. They have tightened

:07:25.:07:30.

security with Morocco in the south, to try to tighten up their

:07:31.:07:35.

anti-terror actions, and so they feel that in that sense, things are

:07:36.:07:39.

much more under control than they were perhaps a few years ago. But at

:07:40.:07:44.

the same time, they know they can't stop an attack like this happening

:07:45.:07:50.

necessarily, no matter how heavily patrolled the streets are, how much

:07:51.:07:55.

the intelligence knows, how much intelligence they have, and there

:07:56.:08:00.

are too many places in Spain where there are lots of people out on the

:08:01.:08:04.

streets, with these pedestrianised areas that are near roads, where

:08:05.:08:08.

cars can mount the pavements. It's a very difficult task for the security

:08:09.:08:14.

forces. You talked about the devastating attack back in 2004. I

:08:15.:08:20.

was at a railway station that night and there was a huge amount of

:08:21.:08:23.

confusion about what had happened and who had done it. And I suppose

:08:24.:08:28.

one of the lessons that has been learned is a great deal of caution

:08:29.:08:34.

about claims and speculation as to who could be responsible. Well,

:08:35.:08:42.

that's right. So-called Islamic State has apparently issued a

:08:43.:08:45.

statement taking responsibility for this attack but that, as ever, is

:08:46.:08:50.

being treated with caution. The authorities have not verified that

:08:51.:08:54.

claim and I think frankly at the moment, they are just responding to

:08:55.:09:02.

the crisis of the latest unfolding events rather than talking about who

:09:03.:09:07.

carried this out yet. But I'm sure in the coming days, we will hear

:09:08.:09:12.

more about that and more about intelligence and who might be behind

:09:13.:09:16.

this, whether it is so-called Islamic State or somebody supposedly

:09:17.:09:24.

working for them or elsewhere, but inevitably there is a huge amount of

:09:25.:09:27.

confusion in the wake of an attack like this. As you say, in 2004, I

:09:28.:09:33.

was here for that attack and it was enormously confusing. Nobody really

:09:34.:09:36.

knew who had carried it out and the events surrounding it were confusing

:09:37.:09:40.

as well. Today we have seen a similar picture, really. Guy in

:09:41.:09:48.

Madrid, thank you. We're being honest on the BBC here about what we

:09:49.:09:51.

don't know as well as what we do know, bringing you up-to-date on the

facts and what the police are trying to piece together. By saying there

question of who was behind the attack and how big a network that

are too many. Too many have gone but still we are enough in this

community. We have nowhere to go now and if we don't have shelter I don't

think we will survive. I don't know what to do, so, please, we're

:11:43.:11:45.

begging the government and other bodies to help us. If not... Thank

that needs more assistance. I saw dozens of families living in an

unfinished home. People don't have shelter and many are going hungry,

and they say their own government as well as others must do more.

Police in the Philippines say they've killed another 26 suspected

President, as the French know only too well what it is like to be

might be a mistake, but it creates panic. So there are choppers

overhead in the last few hours, and, as you said, right bind here is the

centre where it all happened and there are images of police with big

:18:01.:18:04.

guns, long guns going street to street, especially in the old part

:18:05.:18:08.

of Barcelona, which is the other end of Las Ramblas, and chasing, making

:18:09.:18:14.

sure every house, restaurant, making sure the person they are chasing is

just remind us, in the last few hours, many in the city have been

terribly frightened because there were rumours about gun men and a

:19:23.:19:27.

possible hostage. Many. In fact many people saying a hostage crisis was

:19:28.:19:33.

happening in a restaurant, it is ongoing, they have big guns, there

:19:34.:19:37.

are two of them. None of this has turned out to be true, so as you can

:19:38.:19:43.

imagine with a situation like this, word of mouth, social media, things

:19:44.:19:48.

get out and they are not true, they are unconfirmed, and it creates more

:19:49.:19:52.

fear in the population, and you couple that with the pictures that

:19:53.:19:58.

were released and many have seen them, very horrifying images of

:19:59.:20:02.

people on the ground bleeding, some seemed to be unconscious, exactly in

:20:03.:20:07.

the middle of Las Ramblas, where thousands of people walk by, they

:20:08.:20:13.

know this part, so that adds to the feeling and the reality that this

:20:14.:20:16.

might be an ongoing situation that has not ended and there is a

:20:17.:20:19.

possibility of something else happening, hence this crowd that

:20:20.:20:24.

just ran across the street a few minutes ago very much panicked, not

:20:25.:20:28.

knowing why they were running, but they were running because somebody

:20:29.:20:30.

said something and everybody followed.

:20:31.:20:38.

Our correspondent speaking to us from Barcelona very close to where

the attack happened. The Spanish minister of the interior has said

:20:43.:20:45.

the death toll may rise. At the moment we are saying 13 have been

:20:46.:20:49.

killed. That could rise. We're staying across that story for you.

One of the story I want to bring new on Outside Source, and that is from

North Korea. Steve Barron, the White House chief strategist, mentioned in

an interview in a magazine earlier today that, as he put it, there is

no military solution to North Korea's nuclear threats. Forget it!

That is some thinking in the White House. You can imagine that didn't

official. This was his reaction. You can imagine he might be particularly

frustrated as he happens to be in China at the moment trying to

develop some sort of military option. Let's also think about

what's happening in South Korea, because that's where the country's

new president used the occasion of his first 100 days in office to

comment on this very intense situation yet again.

TRANSLATION: There cannot be a second war in the Korean Peninsula,

I can guarantee that. After the Korean War, all the people of the

:22:04.:22:07.

nation worked very hard to build the nation and war cannot happen on the

:22:08.:22:13.

Korean Peninsula. Let's bring you this analysis. I

think this was a political event very much aimed at the domestic

:22:20.:22:24.

audience. He is only 102 days into office but there's no doubt he is

:22:25.:22:27.

doing all he can to dampen down the tension after what has been an

incendiary week with comments coming from President Trump and United

:22:33.:22:34.

States. He is not just confident there won't be another war, he said

:22:35.:22:38.

he can guarantee there won't be another war on this peninsular. Now,

:22:39.:22:42.

that's not surprising, because he in particular is a man who was elected

:22:43.:22:47.

with a much more conciliatory tone towards the North. He has talked

:22:48.:22:52.

about expanding the diplomatic effort and about reuniting families

:22:53.:22:55.

and trying to reunify at some point the whole of this peninsular. In

:22:56.:23:00.

terms of Donald Trump, well, I think it was interesting because he said

:23:01.:23:04.

he doesn't think the US president intends to use military action here.

:23:05.:23:09.

He also repeated his assertion that there can't be any military action

:23:10.:23:13.

on this peninsular without South Korea's OK. In fact, he went a bit

:23:14.:23:17.

further. He said Donald Trump had told him he would seek and get South

:23:18.:23:22.

Korea's approval if the US did want to take any military action.

:23:23.:23:26.

Let me bring you up-to-date with what is happening in Barcelona.

militants. We don't really know if there is a connection with Isis but

we know individuals have carried out these attacks with very little

:24:24.:24:30.

technology and they have been inspired by Islamic State or Daesh.
