I wanted to find out how such an extreme law came about. | 0:17:44 | 0:17:48 | |
The story starts back in storm lashed Florida with the man | 0:17:48 | 0:17:52 | |

We had just gone through five hurricanes in Florida | 0:18:01 | 0:18:05 | |
and it had created a lot of disruption, | 0:18:05 | 0:18:08 | |
a lot of broken up housing | 0:18:08 | 0:18:10 | |
and communities that were in disarray. | 0:18:10 | 0:18:13 | |
A lot of looting that was occurring. Many people felt vulnerable. | 0:18:13 | 0:18:18 | |
