Welcome to this special edition of reporters. I am Karen Allen in | :00:22. | :00:26.
Johannesburg. As China invest billions in Africa, we will be | :00:27. | :00:33.
taking a report at what Beijing wants in return. Coming up. Rhodes, | :00:34. | :00:39.
trains and Michael moles, is Kenny are getting a good deal? The Asian | :00:40. | :00:46.
giant is gathering on being able to steam ahead and pay back massive | :00:47. | :00:49.
loans but what of the strategy backfires? Security and stability. | :00:50. | :00:57.
Exclusive access to Chinese peacekeepers on mission and South | :00:58. | :01:02.
sedan. Is this the start of a new strategic relationship between the | :01:03. | :01:03.
world of business? And we will hang out with the new | :01:04. | :01:16.
generation of Chinese putting roots down in Africa. Are in tune with the | :01:17. | :01:23.
continent's big plans? I have been in Africa, basically half African! | :01:24. | :01:34.
Johannesburg this week has had a distinctly Chinese flavour. Just a | :01:35. | :01:38.
few miles from here is Chinatown where you will find everything from | :01:39. | :01:43.
traditional medicines to fortune-tellers, dozens of heads of | :01:44. | :01:46.
state have been meeting to cement the Sino African relationship. | :01:47. | :01:51.
Aliens of extra dollars on the table. For Kenny, like many other | :01:52. | :01:56.
countries and those big Chinese loans have enabled them to forge | :01:57. | :02:00.
ahead with massive infrastructure projects, many delivered by the big | :02:01. | :02:06.
Chinese state corporations, but increasingly private entrepreneurs | :02:07. | :02:06.
are finding a foothold to. Once a coffee plantation and no | :02:07. | :02:18.
reconstruction site. This mass of Morlan is the latest in a string of | :02:19. | :02:22.
flagship building projects with a made in China label. The Chinese are | :02:23. | :02:28.
responsible for a third of all infrastructure projects across East | :02:29. | :02:31.
Africa, achieved through big loans which someday these companies -- | :02:32. | :02:37.
countries will have to repay. For millions of canyons who still live | :02:38. | :02:42.
in poverty, hopes for future prosperity are being pinned on | :02:43. | :02:46.
Chinese fortunes, but they want fair play and local jobs, not imported | :02:47. | :02:56.
labour. Consider more the locals. People are creative and talented. | :02:57. | :03:03.
They are helping the Kenyan government to achieve jobs, but my | :03:04. | :03:10.
worries is the huge amount the government are borrowing. Since | :03:11. | :03:13.
Kenny flung open the door is the huge amount the government are | :03:14. | :03:16.
borrowing. Since Kenny flung open the they are seeing more private | :03:17. | :03:19.
firms like this one roll onto the scene. Future value many door frames | :03:20. | :03:26.
for the local construction industry. Although much of the unskilled | :03:27. | :03:33.
labour is local, Kenyan staff with Chinese language skills are being | :03:34. | :03:40.
groomed for management roles. As long as their knowledge and | :03:41. | :03:43.
professional skills improved after the training they will naturally | :03:44. | :03:47.
come to the management level. That is no difference in skin colour in | :03:48. | :03:50.
this job. Whoever it is capable will do it. Many live and socialise | :03:51. | :03:57.
separately but about 1 million Chinese workers are now spread | :03:58. | :04:05.
across Africa. Prepared to take chance and invest heavily. A younger | :04:06. | :04:08.
generation seems more willing to set in. The more you immerse yourself | :04:09. | :04:19.
the more you understand the local community so it is necessary to have | :04:20. | :04:24.
a good business in Africa, and on the personal level they also want to | :04:25. | :04:28.
make friends. The huge Chinese footprint may be hard to ignore but | :04:29. | :04:32.
it is the long-term power relationship that gives cause for | :04:33. | :04:38.
concern. The Asian giant is gathering on Kenny being able to | :04:39. | :04:40.
steam ahead and pay back massive loans but what of the strategy | :04:41. | :04:47.
backfires? Rich or poor, Kenny has been touched by the Chinese presence | :04:48. | :04:52.
and many hope opportunity will override a sense of obligation to | :04:53. | :04:54.
their foreign friends farther down the line, allowing Kenny to grow on | :04:55. | :05:04.
its own terms. China has big plans for Africa that go beyond business. | :05:05. | :05:08.
Security and stability are an important part of the strategic | :05:09. | :05:13.
partnership, and increasingly the Asian giant is being dragged into | :05:14. | :05:17.
the global war on terror, but it is their job as global peacekeepers | :05:18. | :05:21.
attempting to create a more stable continent which has generated | :05:22. | :05:26.
interest. More than 1000 Chinese peacekeepers under the command of | :05:27. | :05:30.
the global UN and we are the first foreign broadcasters to be given | :05:31. | :05:34.
access to them. A rear glimpse of military might. | :05:35. | :05:42.
The Chinese in Africa. He allows peacekeepers and not simply | :05:43. | :05:45.
deal-makers in the world's newest nation, south sedan. 700 Chinese | :05:46. | :05:51.
trips part of a multinational force under UN command. We travelled with | :05:52. | :05:56.
them to what has become a humanitarian front line. Moving in | :05:57. | :06:01.
convoy through the outskirts of the capital. We are heading towards the | :06:02. | :06:08.
camps that still housed more than 1 million homeless people for whom | :06:09. | :06:11.
every day is a battle to survive in the face of continued attacks. They | :06:12. | :06:18.
see the Chinese as here to protect. Always in Africa they are coming for | :06:19. | :06:25.
business and not just protection. Even the children are getting used | :06:26. | :06:28.
to the new friends with the blue helmets. This is the first Chinese | :06:29. | :06:35.
infantry battalion to be deployed on external peacekeeping operations, so | :06:36. | :06:40.
they are not allowed to talk to us on camera but one soldier told me | :06:41. | :06:44.
privately he was extremely proud to be here and another said she was | :06:45. | :06:50.
fulfilling her lifetime dream. Bringing with them medicine and | :06:51. | :06:57.
expertise. The Chinese have big plans for a peacekeeping across | :06:58. | :07:02.
Africa. They contribute more troops than any other permanent member of | :07:03. | :07:04.
the UN Security Council but for the time being there focuses on trying | :07:05. | :07:10.
to win the trust of local. The doctor tells me he feels very happy | :07:11. | :07:17.
you can help. South sedan may be short of water but it is rich in | :07:18. | :07:21.
oil. The Chinese have invested billions in business year. This is | :07:22. | :07:27.
about winning hearts and minds, not protecting key installations, but | :07:28. | :07:32.
looking to the future, China has wider strategic interests over the | :07:33. | :07:35.
whole of Africa. Those interests go way beyond saving lives. | :07:36. | :07:42.
What I have noticed after more than a decade working across Africa is | :07:43. | :07:48.
the way the younger generation of Chinese are adapting, and like their | :07:49. | :07:56.
parents, many who came here with big corporations and kept themselves to | :07:57. | :07:58.
themselves, their own children are beginning to put down roots and | :07:59. | :08:04.
blending. We travelled north east to Zambia to meet one family whose | :08:05. | :08:08.
daughter now considers herself as much an African as she is Chinese. | :08:09. | :08:15.
We moved to Africa about seven years ago and it is basically because of | :08:16. | :08:21.
the company, because my parents think there is more opportunity. | :08:22. | :08:28.
Sometimes people look at me and stare at me, like, then as a | :08:29. | :08:36.
Chinese! But otherwise, I think they are used to seeing Chinese people | :08:37. | :08:39.
around so they are pretty OK with it. It is pretty normal now. My | :08:40. | :08:48.
parents worry sometimes. They will think I have issues with friends | :08:49. | :08:54.
because I don't think the same way but think my teenage life started I | :08:55. | :08:58.
have been an Astley Castle basically half African. Our generation has a | :08:59. | :09:05.
different view because we were brought up here, more into the | :09:06. | :09:11.
country. My parents grew up in China so they think differently from | :09:12. | :09:12.
others. It is kind of like switching | :09:13. | :09:25.
personality because when I hang out with the Zambian friends I are or | :09:26. | :09:30.
trafficking but coming back I can be a proper Chinese girl. | :09:31. | :09:39.
We studied the Zambian market before we came. Zambia is a developing | :09:40. | :09:45.
country and living standards are rising and as that goes up people's | :09:46. | :09:51.
consumption of eggs and chicken goes up so we saw a business opportunity. | :09:52. | :09:58.
Of course, China is better. I miss China a lot. I am here just because | :09:59. | :10:05.
he is here and the businesses here and our daughter is here. I would | :10:06. | :10:07.
like to go back to China one day. I would go back but I think the | :10:08. | :10:19.
visiting and taking care of parents. I would do that. That's all from | :10:20. | :10:31.
this special edition. From me here in Johannesburg, goodbye for now. | :10:32. | :10:34. |
