Now on BBC One, it's time for the news where you are. | :00:00. | :00:00.
Storm Frank is causing major disruption across Scotland, | :00:00. | :00:11.
with torrential rain and high winds causing flooding and power cuts. | :00:12. | :00:15.
Hundreds of people have had to leave their homes, | :00:16. | :00:18.
roads have been closed, and rail services hit. | :00:19. | :00:21.
And severe flood warnings have been issued | :00:22. | :00:24.
for two rivers in the Borders and Dumfriesshire. | :00:25. | :00:26.
We'll have reports from around the country. | :00:27. | :00:29.
First, here's our correspondent Eleanor Bradford, | :00:30. | :00:33.
with the latest on the situation in the south west. | :00:34. | :00:42.
This area has never seen anything like it. This couple were trying to | :00:43. | :00:51.
reach their one-year-old child at a grandparents's has, when they found | :00:52. | :00:59.
themselves cut off. The roads are closed, so we are a bit stranded | :01:00. | :01:04.
appear. Four bridges have been destroyed. The river broke its banks | :01:05. | :01:12.
earlier on this morning, and one vehicle unfortunately got stuck in | :01:13. | :01:16.
the middle, and the driver and his companion were stuck in the vehicle | :01:17. | :01:20.
and had to be rescued. Just down the road, and little the owner of this | :01:21. | :01:24.
caravan park could do but watch and wait. See the sign at the bottom, | :01:25. | :01:33.
this is as high as it got. Further and land, the town of Newton Stewart | :01:34. | :01:39.
was cut off, the power station flooded, there was no electricity or | :01:40. | :01:44.
phones. By lunchtime, in Dumfries, a severe flood warning had been | :01:45. | :01:47.
issued, meaning a danger to life from the rising waters of the river. | :01:48. | :01:55.
This has been regionwide, so we have relied on communities to look after | :01:56. | :01:59.
themselves until we can get there. But if you did not need to travel | :02:00. | :02:05.
and did not live near the water, the scenery was spectacular. The worst | :02:06. | :02:09.
of the rain has passed, but experts warn that in central and north | :02:10. | :02:12.
eastern Scotland water levels may not be until tomorrow. | :02:13. | :02:15.
12 people have been rescued from a bus which was overwhelmed | :02:16. | :02:18.
by floodwater on a road at Dailly in south Ayrshire. | :02:19. | :02:21.
Our reporter Aileen Clarke is there for us tonight. | :02:22. | :02:23.
Well, this was an incredibly frightening experience here in | :02:24. | :02:39.
Ayrshire today. Anybody who were seen these pictures will see just | :02:40. | :02:44.
how bad the roads were all around Ayrshire today, roads flooded all | :02:45. | :02:50.
over the place from here, and a bus was carrying out its studious, | :02:51. | :02:54.
picking passengers up, trying to keep to the timetable when it hit a | :02:55. | :03:00.
massive piece of flood water. -- carrying out its duties. The bus was | :03:01. | :03:05.
stuck in the floodwater, the floodwater was quite deep, and a | :03:06. | :03:10.
major operation swung into action to get the passengers and the driver | :03:11. | :03:14.
off the bus. Now, the fire brigade first tried with a boat, but that | :03:15. | :03:19.
didn't prove to be successful, and instead a helicopter was brought in | :03:20. | :03:24.
by the Royal Navy to one by one whinge the passengers off the bus. | :03:25. | :03:28.
That operation has only concluded within the past hour or so. All the | :03:29. | :03:34.
passengers have come off, all are well, and I spoke to one a short | :03:35. | :03:39.
time ago about her ordeal. I was going shopping, the bus, when we | :03:40. | :03:44.
approached Dailly, the road was flooded, the driver thought it was | :03:45. | :03:49.
OK to get through, but we got stuck, the water came up and up. It got to | :03:50. | :03:56.
the windows, big waves. You could see the current, it was very scary. | :03:57. | :04:01.
We moved to the back of the bus where the seeds were higher, I sat | :04:02. | :04:05.
on a ledge at the back. You either had to stand, some people were | :04:06. | :04:13.
standing on, like, the bars. But even at the back, I was on the | :04:14. | :04:18.
shelf, my feet and legs were in the water. Tell us about the rescue. The | :04:19. | :04:24.
rescue, the people were fantastic, they came along with the bold first | :04:25. | :04:26.
of all, smashed a window to try they came along with the bold first | :04:27. | :04:32.
help us. -- with the boat. That led more water in, but we managed to | :04:33. | :04:37.
stop it coming. I was in phone contact, so they kept us informed. A | :04:38. | :04:43.
helicopter came, some people were getting panicky, there were children | :04:44. | :04:47.
on the bus as well. But we got there. | :04:48. | :04:49.
Tonight, 6,000 homes across Scotland | :04:50. | :04:50.
One of the worst affected towns is Ballater in Aberdeenshire. | :04:51. | :04:54.
There, the River Dee has burst its banks. | :04:55. | :04:58.
Our reporter John McManus is there for us tonight. | :04:59. | :05:06.
This is what happens when river water has nowhere else to go. | :05:07. | :05:12.
Ballater, on the banks of the river Dee, but now with the river's water | :05:13. | :05:17.
is a bit too close for comfort. When the water is this high, it is time | :05:18. | :05:23.
to leave. This is the scene in the centre of ballot this evening, the | :05:24. | :05:26.
water has started to recede, but it is still raining, and hundreds of | :05:27. | :05:32.
people are camped in the community hall that cannot go home this | :05:33. | :05:36.
evening. Many are afraid of what they will find when they go home. | :05:37. | :05:41.
Those forced from their homes have taken shelter in a community hall. | :05:42. | :05:45.
But even here, there is no power. Many said they had to leave their | :05:46. | :05:54.
homes in a hurry. I went to the back door, and the water was lapping into | :05:55. | :05:59.
the house. It was as quick as that, ten minutes, the water was level | :06:00. | :06:04.
with that. Scottish Fire and Rescue have been out in force in several | :06:05. | :06:12.
spots along the A93. I need my car saved! Further down the river, water | :06:13. | :06:13.
was threatening property. But some things, like this mobile | :06:14. | :06:28.
home, could not escape the waters of the Dee. The Dee is still raging, | :06:29. | :06:37.
but the clean-up will get into full swing tomorrow. There will be a lot | :06:38. | :06:42.
to do. John McManus, Reporting Scotland, Ballater. | :06:43. | :06:45.
Well, a severe flood warning has been issued | :06:46. | :06:47.
for the River Tweed in Peebles in the Borders. | :06:48. | :06:49.
Our reporter Lisa Summers has been in the town all day | :06:50. | :06:51.
By late residents would have to get out. | :06:52. | :07:00.
Emergency services went in to help evacuate. As the streets became | :07:01. | :07:04.
rivers, locals were brought out by boat. Only a few hours earlier, | :07:05. | :07:10.
residents had been hopeful their flood defences would hold. But the | :07:11. | :07:15.
water is an unpredictable force, how quickly things changed. The flood | :07:16. | :07:24.
defences up by the river have gone. They have just gone. I do not know | :07:25. | :07:30.
where they have gone, but they have definitely gone, and the water has | :07:31. | :07:34.
come up. I do not know if it has got into the house or not. This was the | :07:35. | :07:38.
picture at one o'clock when the river burst its banks. It is | :07:39. | :07:42.
incredible how quickly the water has risen and flooded this park after | :07:43. | :07:48.
the river burst its banks. Look at the car have submerged, the street | :07:49. | :07:52.
signs too. The water is quite high up on those street signs. By the | :07:53. | :07:56.
middle of the afternoon, the river was a lake. Some say the waters are | :07:57. | :08:04.
at their highest level since 1994. I am Peebles born and bred, and I have | :08:05. | :08:07.
never seen it this high before. This is something. It is terrible. With | :08:08. | :08:14.
the water level is not expected to peak until this evening, the main | :08:15. | :08:18.
route south of the town has been closed. Residents whose homes are | :08:19. | :08:21.
affected must wait until the morning to see how much damage has been | :08:22. | :08:23.
done. Let's find out | :08:24. | :08:24.
what the weather has in store. The worst has passed, but it has | :08:25. | :08:38.
been a wet and wild 24 hours. This was sent in by one of our weather | :08:39. | :08:42.
watches. The heaviest rain has passed and what is left is on the | :08:43. | :08:47.
move. A lot of dry weather tonight before another band of showery rain | :08:48. | :08:51.
pushing into southern Scotland, but nowhere near as heavy as what we | :08:52. | :08:55.
have seen. It will be chilly, frost in the north as the wind eases down. | :08:56. | :09:00.
Tomorrow, a showery start. In Scotland, working north through the | :09:01. | :09:08.
morning, lovely start to the day for the Highlands and the north-east, | :09:09. | :09:10.
then another band of heavier showers works northeastwards across the | :09:11. | :09:13.
country on strengthening winds, and it will be a chilly day, some | :09:14. | :09:17.
wintriness in those showers over the high ground. Into tomorrow evening, | :09:18. | :09:22.
that band continues to work northeastwards, but behind it some | :09:23. | :09:26.
drier, clearer conditions developing through the evening. Still showers | :09:27. | :09:31.
for the North and Western Isles, the north-west Highlands, Argyll, the | :09:32. | :09:35.
Glasgow area, but a lot of dry weather for central, southern and | :09:36. | :09:39.
eastern Scotland. It will be chilly, temperatures getting down close to | :09:40. | :09:47.
freezing. A cold start to New Year's Day, but a dry and bright one, | :09:48. | :09:50.
especially across the North, just a few showers for the Western Isles. | :09:51. | :09:53.
Later in the day, strengthening winds, because as we head into | :09:54. | :09:57.
Saturday, we back under the influence of low pressure, | :09:58. | :10:01.
unsettled, cloudy and windy with spells of rain, heavy at times. | :10:02. | :10:03.
I'll be back with the very latest at 10:15. | :10:04. | :10:07.
Until then, from everyone on the team | :10:08. | :10:08.
right across the country, have a very good evening. | :10:09. | :10:11. |
