whose remains were found on a golf course in Edinburgh last month. | :00:00. | :00:17.
Whether or not she was coming to meet someone, a business or | :00:18. | :00:22.
commercial appointment, we just don't know. | :00:23. | :00:24.
becomes the first Holyrood politician to back the campaign | :00:25. | :00:29.
Spending reductions and jobs cuts on the table, as a number | :00:30. | :00:32.
of councils across Scotland set their annual budgets. | :00:33. | :00:39.
Scotland's rugby players head for Italy hoping | :00:40. | :00:41.
to avoid their tenth successive defeat in the Six Nations. | :00:42. | :00:46.
And after the congestion and delays that marred last year's T | :00:47. | :00:49.
in the Park, can this summer's festival overcome the problems? | :00:50. | :01:08.
A body discovered on the outskirts of Edinburgh over a month ago has | :01:09. | :01:11.
been identified as a 36-year-old woman from London. | :01:12. | :01:15.
Saima Ahmed was reported missing by her family in August last year. | :01:16. | :01:19.
They say she has no connections at all to Edinburgh. | :01:20. | :01:22.
Police are trying to work out why she came to the capital. | :01:23. | :01:24.
A single reminder of mystery that has baffled police. These flowers | :01:25. | :01:39.
were laid by Saima Ahmed's family, after they learned her body was | :01:40. | :01:43.
discovered on the of this golf course. The 36-year-old part-time | :01:44. | :01:49.
librarian was last seen at home in London. Her family reported her | :01:50. | :01:54.
missing on the 30th of August. Fast forward five months and police are | :01:55. | :01:59.
called to a golf course close to Edinburgh airport. Forensic officers | :02:00. | :02:01.
and diving teams spent weeks looking for clues. Police were here for | :02:02. | :02:08.
around a month trying to establish who this woman was. They say there | :02:09. | :02:12.
is no evidence at this point of criminality in her death but they | :02:13. | :02:15.
want to work out why she was here, so far from home. We want to hear | :02:16. | :02:22.
from anybody who might have seen her on her journey. Detectives launched | :02:23. | :02:26.
an appeal for information, a coordinated effort by forces up and | :02:27. | :02:30.
down the country. Her family insist she had no connection with | :02:31. | :02:35.
Edinburgh. She was a quiet woman who would rarely stay away from home. | :02:36. | :02:39.
This is not a murder investigation but detectives will not rule | :02:40. | :02:44.
anything out. I am not forecasting anything. We just have to ascertain | :02:45. | :02:49.
how she came to Scotland and how she came to be out there, presumably | :02:50. | :02:56.
from Edinburgh city centre. She was passing in London on the 30th of | :02:57. | :03:01.
August, captured on CCTV boarding a train from Wembley to Watford. On | :03:02. | :03:06.
the 9th of January her body was found in Edinburgh. Officers believe | :03:07. | :03:11.
she intended to travel by train to Birmingham and then Edinburgh. They | :03:12. | :03:15.
do not know why. I'm looking to speak to anyone who saw her or spoke | :03:16. | :03:20.
to her on her journey to Edinburgh. A ticket collector, perhaps a retail | :03:21. | :03:25.
sales assistant in a shop, on a train station platform. Police hope | :03:26. | :03:30.
the appeal will jog somebody's memory and offer some clues as to | :03:31. | :03:32.
how and why she came to be here. BBC London reporter Asad Ahmad | :03:33. | :03:34.
is in the London suburb of Wembley, I am on the road in Wembley in north | :03:35. | :03:48.
London where Saima Ahmed lived with her family, just a short distance | :03:49. | :03:52.
from where I am standing at the moment. It is said to be a | :03:53. | :03:55.
close-knit and happy family home which is why the police have so many | :03:56. | :04:00.
questions as to what happened at the end of August which led her to leave | :04:01. | :04:05.
here and had to Scotland. And what led to her body being found last | :04:06. | :04:08.
month on the outskirts of Edinburgh. That is why Police Scotland want | :04:09. | :04:13.
anyone with any information, however trivial, to contact them. The family | :04:14. | :04:19.
have asked to be left alone but issued a statement saying, we are | :04:20. | :04:22.
extremely saddened and shocked by the death. She was a loving and | :04:23. | :04:27.
caring person. We are hoping someone can provide some information as to | :04:28. | :04:31.
her journey in August and help us understand what happened. Police | :04:32. | :04:35.
Scotland are appealing for anyone with information to contact them, or | :04:36. | :04:38.
else contact Crimestoppers anonymously. | :04:39. | :04:40.
The report into the sexual abuse carried out by Jimmy Savile | :04:41. | :04:43.
while working for the BBC, has found that incidents took place | :04:44. | :04:45.
at virtually all of the corporation's premises, including | :04:46. | :04:47.
Scots girl when she went into what happened also gives | :04:48. | :05:01.
opportunities to stop him, because of a culture of reverence | :05:02. | :05:04.
Scottish MP Natalie McGarry has been briefly detained | :05:05. | :05:12.
Turkish media reported that the Glasgow East MP, | :05:13. | :05:16.
who was elected in May last year for the SNP but now sits | :05:17. | :05:19.
as an independent, was detained in Diyarbakir. | :05:20. | :05:25.
Catriona Renton is in her constituency. | :05:26. | :05:32.
Natalie McGarry is the MP for this area, Glasgow North East. She is | :05:33. | :05:39.
currently in Turkey as part of a trade union delegation in the | :05:40. | :05:43.
south-east of the country, about 100 miles from the Syrian border. That | :05:44. | :05:48.
area has been a focus of conflict between the Turkish government and | :05:49. | :05:52.
its Kurdish population. I spoke to her on the phone earlier and she | :05:53. | :05:56.
told me she is fine. She confirmed she was questioned and detained but | :05:57. | :06:03.
not arrested. She was not sure who questioned her but she thought it | :06:04. | :06:07.
was special forces. Her lawyer said she was questioned when recording | :06:08. | :06:11.
the sound of bombs from Turkish forces falling on a Kurdish area. He | :06:12. | :06:17.
said it appears a member of the Turkish security forces became | :06:18. | :06:20.
alarmed that she had her phone out near a security checkpoint. The | :06:21. | :06:25.
Foreign Office said a British national was briefly detained and | :06:26. | :06:28.
released in that area. Natalie McGarry was elected as one of the 56 | :06:29. | :06:36.
SNP MPs. She now sits as an independent, having resigned the SNP | :06:37. | :06:40.
wept after it emerged police were investigating her in connection with | :06:41. | :06:44.
claims of funds missing from an independent campaign group. We | :06:45. | :06:50.
understand Natalie McGarry will be returning home from Turkey soon. | :06:51. | :06:52.
The Conservative MSP Margaret Mitchell has become | :06:53. | :06:54.
the first Holyrood politician to call for the UK to leave the EU. | :06:55. | :06:57.
That puts her at odds with her party leader, | :06:58. | :06:59.
But she has said her Tory colleagues are free to campaign for either side | :07:00. | :07:04.
Of the 129 MSP is, none of them publicly endorsed the campaign to | :07:05. | :07:21.
take the UK out of the European Union, until now. Margaret Mitchell | :07:22. | :07:26.
is the conservative justice spokeswoman. She is a former | :07:27. | :07:29.
Scottish Tory leadership candidate and she is the first MSP to back a | :07:30. | :07:36.
British exit from the EU. We spent an inordinate amount of money just | :07:37. | :07:40.
joining and being part of the club. We are a net contributor to the EU. | :07:41. | :07:45.
Even with our rebate, it is 45 million each day we are spending. I | :07:46. | :07:50.
think that would be better spent by making our own decisions and trade | :07:51. | :07:55.
agreements. There may well be other MSP 's follow her example, but some | :07:56. | :08:01.
of those who are minded to vote to leave the European Union do not want | :08:02. | :08:04.
to get involved in this debate before the Holyrood election. And | :08:05. | :08:09.
within the Conservative Party, some of the most Eurosceptic members here | :08:10. | :08:13.
at Holyrood have already said they will back the campaign to keep the | :08:14. | :08:20.
UK in the EU. If I want to see a failing European project turned | :08:21. | :08:24.
round, if I want an end to political and fiscal convergence, if I want to | :08:25. | :08:28.
see a Europe that works as a trading block, I think it is in our | :08:29. | :08:33.
interests to be on the inside are doing our case for change, instead | :08:34. | :08:36.
of being on the outside, allowing Europe to have its head. The Tory | :08:37. | :08:43.
Scottish leader backed and in even before David Cameron had | :08:44. | :08:44.
renegotiated the UK's membership terms. At Westminster, the EU is | :08:45. | :08:52.
more divisive for the Conservatives. David Cameron is one of 148 Tory MPs | :08:53. | :08:57.
in favour of continued membership. This clutch of ministers, and around | :08:58. | :09:05.
124 Tories, who want the UK to leave. It is not politicians who | :09:06. | :09:09.
will determine whether the EU flag keeps flying here, whether or not | :09:10. | :09:12.
the UK removes itself from the 28 country Alliance. That is a decision | :09:13. | :09:18.
for voters in Scotland and across the UK. | :09:19. | :09:20.
You're watching Reporting Scotland from the BBC. | :09:21. | :09:21.
After congestion problems marred last year's T in the Park, | :09:22. | :09:25.
will this summer's festival be a success? | :09:26. | :09:29.
And in Sport, as Scotland arrive in Italy hoping to halt their dismal | :09:30. | :09:32.
Six Nations showing, we'll bring you the team news ahead | :09:33. | :09:34.
And is this the goal that killed off Hibs' title challenge? | :09:35. | :09:38.
A number of Scotland's local authorities have been | :09:39. | :09:50.
setting their budgets today, with big spending reductions | :09:51. | :09:52.
In the Highlands the council has agreed a total cut of ?30 million | :09:53. | :10:00.
in its budget, which will mean hundreds | :10:01. | :10:01.
of redundancies and an impact on services, including education, | :10:02. | :10:03.
Craig Anderson reports from Inverness. | :10:04. | :10:14.
The council tax freeze and a tight budget settlement imposed on local | :10:15. | :10:20.
authorities by the Scottish Government are being blamed for what | :10:21. | :10:23.
this council's finance director described as the toughest budget | :10:24. | :10:27.
they had ever had to consider. The ruling administration says it has | :10:28. | :10:32.
been painted into a corner, and some councillors even staged a stunt | :10:33. | :10:35.
today condemning the death of local decision-making. We have been told | :10:36. | :10:42.
we cannot raise council tax or we will be fined ?18 million. We have | :10:43. | :10:46.
been told if we do not have the right number of teachers, they will | :10:47. | :10:50.
fine us even more. We can't operate under these conditions. It is | :10:51. | :10:53.
centralisation, politics of the bully. We are bullied by Edinburgh | :10:54. | :10:58.
and that is not democracy. By coincidence, MSPs macro work | :10:59. | :11:03.
debating the finance settlement at Holyrood today and Labour claimed | :11:04. | :11:07.
thousands of jobs were at risk. But the finance secretary insisted he | :11:08. | :11:11.
had protected Scotland's councils from the worst of Westminster | :11:12. | :11:16.
imposed austerity. The baseline position of local government starts | :11:17. | :11:19.
this difficult period at a much higher level than could have been | :11:20. | :11:24.
anticipated, and a significantly higher baseline than local | :11:25. | :11:27.
government south of the border, which has been absolutely decimated. | :11:28. | :11:31.
The reduction in the budget in resource terms amounts to less than | :11:32. | :11:35.
1% of local authority expenditure. That is why I think the claims that | :11:36. | :11:40.
are being put around by the Labour Party are exaggerated. It has taken | :11:41. | :11:45.
an entire day of bruising deliberations for the council here | :11:46. | :11:50.
to agree on a package of ?30 million of cuts to services and staff. And | :11:51. | :11:53.
other councils throughout the country are going through the same | :11:54. | :11:59.
process. For those involved, the SNP government's promise of complete | :12:00. | :12:02.
reform of local government finance cannot come a moment too soon. | :12:03. | :12:06.
I'm joined by our local government correspondent Jamie McIvor. | :12:07. | :12:08.
Some other councils have been setting budgets today. | :12:09. | :12:11.
Yes. The essential problem facing many councils is that their budgets | :12:12. | :12:24.
in the coming year are going to be tighter than originally anticipated, | :12:25. | :12:27.
which means they are having to find fresh options for saving cash. Cuts, | :12:28. | :12:33.
savings, raising charges, digging into reserves which were meant for | :12:34. | :12:37.
emergencies. As well as high land, Fife Council has been meeting today. | :12:38. | :12:42.
It says they were planning to propose putting up the council tax | :12:43. | :12:46.
by 7.5% before the government made clear just how much they would lose | :12:47. | :12:51.
if they did that. So what Fife is saying now is they have identified | :12:52. | :12:55.
?13 million from cutbacks which will certainly put a strain on staff and | :12:56. | :12:59.
services, they say, but will buy breathing space to look at | :13:00. | :13:03.
longer-term options. There is talk of 2000 jobs going in coming years. | :13:04. | :13:07.
Aberdeen has been setting its budget. It is looking at trying to | :13:08. | :13:12.
make savings of ?20 million. It argues it can make savings without | :13:13. | :13:16.
hitting jobs and front line services, but unions and others will | :13:17. | :13:19.
be watching closely to see if that is the case. Thank you. | :13:20. | :13:22.
The BBC is set to run a series of off-air pilots to test how | :13:23. | :13:25.
The proposal is for a single integrated TV news programme | :13:26. | :13:29.
covering Scottish, UK and international news from Glasgow. | :13:30. | :13:33.
In a statement the BBC said no decisions had been taken yet, | :13:34. | :13:36.
but that it was reviewing its news coverage. | :13:37. | :13:41.
A look at other stories from across the country. | :13:42. | :13:46.
Scotland's largest council and biggest social landlord have | :13:47. | :13:48.
launched a ?2.7 billion partnership, which they claim will help secure | :13:49. | :13:52.
Under the deal, Glasgow City Council and Wheatley Group will have a 50% | :13:53. | :13:59.
share in City Building Glasgow, the council's arms-length | :14:00. | :14:02.
Wheatley Group owns Glasgow Housing Association, | :14:03. | :14:08.
one of Europe's largest social landlords. | :14:09. | :14:12.
Motorists and a homeowner escaped serious injury, | :14:13. | :14:13.
after a people carrier crashed into a house on the A90 | :14:14. | :14:16.
The people carrier and a lorry left the dual carriageway at Hillside | :14:17. | :14:23.
The first vehicle crashed into a house, with the lorry | :14:24. | :14:27.
Aberdeen's Robert Gordon University has warned that around 100 jobs | :14:28. | :14:33.
will have to go, in order to save ?4 million. | :14:34. | :14:37.
The university blames the downturn in the north-east of Scotland | :14:38. | :14:39.
for the move, saying its income has shrunk. | :14:40. | :14:42.
One union has called the move a "devastating blow" | :14:43. | :14:44.
which will threaten teaching quality. | :14:45. | :14:51.
A Perthshire pub has become the first in Scotland to install | :14:52. | :14:54.
a specialist toilet for disabled customers. | :14:55. | :14:55.
The "changing places" facility has been opened alongside | :14:56. | :14:57.
a new multi-sensory room at the Wheel Inn in Scone. | :14:58. | :15:00.
The owners say serving the wider community makes good business sense. | :15:01. | :15:15.
The footfall from families will increase, I hope. We will have more | :15:16. | :15:22.
people in the pub. Bearing in mind that people with particular worries, | :15:23. | :15:26.
autism or dementia, will want to come -- will not want to come into a | :15:27. | :15:31.
busy pub, so they will come when we are naturally quieter. | :15:32. | :15:33.
The cost of clearing up after the flooding caused | :15:34. | :15:35.
by Storm Frank in Aberdeenshire is expected to be ?7.6 million. | :15:36. | :15:38.
Councillors will be told next week that 1.7 million has | :15:39. | :15:40.
Much of the money will go on repairing 22 flood-damaged | :15:41. | :15:44.
The Scotland team have arrived in Rome ahead of a huge Six Nations | :15:45. | :15:57.
Vern Cotter has yet to record a win in the tournament in which the Scots | :15:58. | :16:03.
are trying to avoid a 10th successive defeat. | :16:04. | :16:08.
The head coach has made one change to the starting 15 - | :16:09. | :16:11.
bringing in winger Tim Visser to replace Sean Lamont. | :16:12. | :16:13.
Back in the starting 15 after missing the opening two matches of | :16:14. | :16:25.
the tournament through injury, the Dutch-born winger well aware of the | :16:26. | :16:28.
importance of this game. For us, this is the make or break of the Six | :16:29. | :16:32.
Nations. This is the game where we put ourselves in a good position to | :16:33. | :16:36.
move forward. We're not looking further than the weekend. Italy are | :16:37. | :16:42.
a good team at home. We have to go there and get a good win. Visser's | :16:43. | :16:49.
through. Visser has a habit of scoring against Italians. Exactly | :16:50. | :16:56.
the reason for his recall. Tim's a finisher, good at scoring in points. | :16:57. | :17:02.
We'll need points. He has a nose for the line, those tries. Key for him | :17:03. | :17:07.
to get involved, get his hands on the ball. So far this year, it's | :17:08. | :17:13.
played two, lost two, you get the feeling the head coach is a little | :17:14. | :17:17.
fed up being on the wrong end of the result. We don't like losing. Every | :17:18. | :17:25.
game we go out to win. We know we'll win one sooner or later. If it's | :17:26. | :17:31.
this weekend great, if it's next weekend, it'll can what it is. | :17:32. | :17:35.
COMMENTATOR: It's coming now. He's celebrating already. It's been two | :17:36. | :17:42.
long years since this Duncan Weir drop goal gave Scotland their last | :17:43. | :17:46.
win in the Six Nations, a run of straight nine defeats. What they'd | :17:47. | :17:50.
give for scenes like this on Saturday in Rome. | :17:51. | :17:53.
says supporters have the chance to take the club to another level. | :17:54. | :17:58.
Just as their hopes of automatically moving up a level | :17:59. | :18:00.
fans are being offered a bigger stake in Hibs. | :18:01. | :18:05.
And the money raised is earmarked for team improvement, | :18:06. | :18:07.
It was an unusual sight. For once, the visiting fans had cause to | :18:08. | :18:19.
celebrate at Easter Road. Morton put a huge dent in Hibs title challenge | :18:20. | :18:26.
with a 3-0 victory. Last night Hibs supporters have had much to cheer. | :18:27. | :18:33.
Their backing of a previous issues backed ?500,000 going to improve the | :18:34. | :18:37.
team. Now they are being asked to invest again with the promise funds | :18:38. | :18:40.
raised will go to improve the product on the park. It's been so | :18:41. | :18:47.
successful is they can see the ground we're making on the pitch. We | :18:48. | :18:51.
want to keep moving in the right direction. We feel we are. This is | :18:52. | :18:57.
another opportunity for the fans to invest in the club. Take the | :18:58. | :19:01.
another opportunity for the fans to another level. Another level. Hibs | :19:02. | :19:08.
another opportunity for the fans to But they hit a serious set back | :19:09. | :19:13.
against more ton. They are eight points behind leaders reiningers. Do | :19:14. | :19:16.
they have to win their final 11 games to have a chance of the title? | :19:17. | :19:20.
That's what we've wanted to do. Win our games. From that point of view, | :19:21. | :19:26.
nothing changes. It makes it more difficult to gain automatic | :19:27. | :19:31.
promotion. I've said all season we want to go up automatically. If not, | :19:32. | :19:34.
we'll try to do that through the play-offs. That may now be their | :19:35. | :19:41.
likeliest route to the top flight. Having beaten four preppiership | :19:42. | :19:45.
teams in Cup competition this year, the play-offs hold little to fear. | :19:46. | :19:55.
Towards inintroducing facial recognition technology at football | :19:56. | :19:59.
stadia. Discussions were held but the Government says the | :20:00. | :20:02.
responsibility for this lies with the football authorities and the | :20:03. | :20:10.
clubs. David will be back with the sport tomorrow. | :20:11. | :20:11.
Calvin Harris, Red Hot Chilli Peppers and LCD Soundsystem | :20:12. | :20:14.
will join The Stone Roses at this year's T in the Park festival. | :20:15. | :20:17.
It's the second year the music event has been staged | :20:18. | :20:20.
where it was marred by problems with congestion and delays. | :20:21. | :20:26.
Our arts correspondent Pauline McLean reports. | :20:27. | :20:33.
It remains the country's biggest music festival. Even if it's now in | :20:34. | :20:42.
a new location in the grounds of Straith Allan Castle. This year's | :20:43. | :20:48.
line-up includes the eighth appearance for DJ Calvin Harris. It | :20:49. | :20:52.
is one of the most diverse we've had for years. We've announced the stone | :20:53. | :21:00.
rows he is, Disclosure, Red Hot Chili Peppers, Calvin Harris as the | :21:01. | :21:05.
other Main Stage headliners, a real balance between them and The Stone | :21:06. | :21:09.
Roses. The line-up is confirmed but the event isn't. It requires a | :21:10. | :21:17.
public entertainment licence and Perth council wants substantial | :21:18. | :21:18.
reassurance following problems last year with the flow of people and | :21:19. | :21:23.
traffic from the site. A lot of people are telling you where to go. | :21:24. | :21:27.
Some people saying half an hour walk. Some people are saying 50 | :21:28. | :21:31.
minutes. Whoa. That's not good. You get there eventually. A critical | :21:32. | :21:37.
report listed 36 recommendations but T in the Park say they're already | :21:38. | :21:42.
underway. The arena will 25% bigger than last year. We've proposed to | :21:43. | :21:46.
move some of the stages around a bit as well. Increase the flow around | :21:47. | :21:51.
the site. Improve the flow of traffic coming into the site. | :21:52. | :21:55.
Separating the buses from the cars. Putting in a new bus station. A lot | :21:56. | :22:00.
of operational improvements which are in to the council for approval. | :22:01. | :22:02.
Like the osprey who were carefully are in to the council for approval. | :22:03. | :22:06.
monitored on site, the festival's here to stay. Last year was a | :22:07. | :22:10.
difficult year. We accept that. You know, it's on wards and upwards. | :22:11. | :22:17.
Straith Allan Castle will be the long term home for T in the Park. | :22:18. | :22:19.
Tickets are now on sale. Now here's Shelley with | :22:20. | :22:22.
details of Scotland 2016. Zblp the weather pattern broughtly | :22:23. | :22:33.
similar over the next few days. Mainly dry, bright and cold. Today, | :22:34. | :22:40.
we'd a bit more cloud than we're used to. This sunshine was captured | :22:41. | :22:48.
by a viewer in the north-east. You can see quite a blanket of cloud | :22:49. | :22:52.
shunted ahead of this weather front. Tonight, we hang on to a good deal | :22:53. | :22:57.
of cloud. It will be predominately dry. There could be a widespread | :22:58. | :23:03.
frost. Wintry showers for the north and Western Isles. A few into | :23:04. | :23:08.
Dumfries and Galloway. Perhaps the Glasgow area later in the night. | :23:09. | :23:13.
They'll be wintry, even at lower levels but not amounting to much. | :23:14. | :23:17.
Temperatures around feeing if not below. Ice on untreated surfaces. | :23:18. | :23:23.
Showers will fall in the west on to unfrozen ground. Some freezing fog | :23:24. | :23:29.
patches in the morning but short-lived. The showers will clear | :23:30. | :23:34.
during the morning. Most places dry for the afternoon. A fine, bright | :23:35. | :23:35.
day. A good deal for the afternoon. A fine, bright | :23:36. | :23:41.
around. I think brought rather than sunny for Hain many of us. The | :23:42. | :23:47.
around. I think brought rather than of the sunshine over the Northern | :23:48. | :23:49.
Isles and Aberdeenshire. Temperatures 4 or 5 sellingous. With | :23:50. | :23:53.
mainly light winds and a bit of sun, it won't feel too bad. A freshening | :23:54. | :23:57.
south-easterly breeze picking up it won't feel too bad. A freshening | :23:58. | :24:00.
along the west coast later in the day. Tomorrow night, dry, clear, | :24:01. | :24:02.
another day. Tomorrow night, dry, clear, | :24:03. | :24:08.
frost. As we head into the weekend, high pressure to the north, low | :24:09. | :24:13.
pressure to the south. We pick up an easterly air flow. The few showers | :24:14. | :24:18.
focussed across eastern Scotland. Wintry at times. Generally, fine, | :24:19. | :24:24.
dry, bright weather, good spells of sunshine. Sunday, chilly but feeling | :24:25. | :24:28.
pleasant in the sunshine. That's the forecast. #6 | :24:29. | :24:29.
Now, a reminder of tonight's #6 main news: | :24:30. | :24:35.
I'll be back with the headlines at 8pm and the late bulletin | :24:36. | :24:36. |
